We examine the roles of democratic politics and political institutions in shaping social welfare spending in 18 contemporary capitalist democracies. We explore the social spending consequences of government partisanship, electoral competition and turnout, and the self-interested behaviors of politicians and bureaucrats, as well as such relatively durable facets of political institutions as neocorporatism, state centralization, and traditionalist policy legacies. Pooled time series analyses of welfare effort in 18 nations during the 1960–82 period show that electoral turnout, as well as left and center governments increase welfare effort; that the welfare efforts of governments led by particular types of parties show significant differences and vary notably with the strength of oppositional (and junior coalitional) parties; and that relatively neocorporatist, centralized, and traditionalistic polities are high on welfare effort. Overall, our findings suggest that contrary to many claims, both partisan and nonpartisan facets of democratic politics and political institutions shape contemporary social welfare effort.

Purpose: Law politics is an attempt to create regulations in line with the circumstances and the situation at a time, becoming law politics is a step for the government to establish a legal system to achieve state goal. The scope of political law can’t be separated from other policies. The preparation of law politics must always be sought along with aspects of policies in the field of economy, politic, social, culture, technology and so on and political law as the direction of law development policy of a country and political law is defined as a relationship of mutual influence between law and politic. Political law in shariah perspective can be understood from the text of holy Al-Qur’an, An-Nisa (women) verse 58-59 namely trustworthy and ulil amri (government) namely ulil amri is responsible for the politics of law on its territory. In the development of siyasah Syar'iyah included in the law political science taqnin al Ahkam namely knowledge about the ways Islamic sharia into law. In understanding the scholars that Islamic Sharia law in the political is permitted to benefit the people but still may not be contrary to the Islamic sharia. Methodology: The method used in this study qualitatively with data sources consisting of secondary data, namely the results of literature studies and search for documents and articles in the media. Main Findings: Law Politics is an attempt to create regulations appropriate to the circumstances and the situation at a time, making the law a step politically for the government to establish a legal system in order to achieve state goals. Implications/Applications: The scope of Law politics is that law politics cannot be separated from other policies in the field. Preparation of law politics must always be sought along with aspects of policies in the field of economy, politics, social, culture, technology, and so on and law Politics as the direction of a country's legal development policy and the law Politics is defined as the relationship of mutual influence between law and politics.

The politics of history is an object of viral studies, and researches about this phenomenon of political life is constantly deepen. In relations to the international space there are plenty of studies about individual states politic of history, but there are no such studies about local politics, and local societies in relation to the centres of political life. Author highlighted some phenomenon of politics of history of the III Polish Republic’s self-government in the perspective of the theory of centre-periphery. Some conclusions after research make it possible to show some phenomenon of political life such as: political fight between local and national political elites on politics of history; tensions between centre and periphery; shredded collective memory which is dependent of different spaces of local life; collective memory is overcomed by “privatisation and individualisation”.

AbstractWe analyze the profitability of government-owned banks’ lending to their owners, using a unique data set of relatively homogeneous government-owned banks; the banks are all owned by similarly structured local governments in a single country. Making use of a natural experiment that altered the regulatory and competitive environment, we find evidence that such lending was used to transfer revenues from the banks to the governments. Some of the evidence is particularly pronounced in localities where the incumbent politicians face significant competition for reelection.

Economics and politics are often the two most important factors for a government that can maintain authority. Governments deal with domestic and international affairs primarily for economic or political purposes, but what choices do governments make when faced with a contradiction between these two factors? To understand the basis and reasons for the government's choice, this article uses the porcelain trade in China during the Qing Dynasty as an example. Government options are explored by comparing differences in pre- and post-porcelain trade. It can be observed that politics is often the preferred choice. Governments usually adopt active economic policies while guaranteeing political security and stability. Similarly, governments sacrifice economic interests for political security and stability. The same phenomenon exists in the international community, where the root cause of contradictions and conflicts between States lies in politics rather than economics. A proper understanding of this phenomenon can help people better understand the purpose of certain policies and may make the government pay more attention to the positive role of the economy.

This article proposes two models that address the neglected relationship between protests, government countermovement strategies, and democratic politics. By contrasting centrifugal and centripetal dynamics triggered by government responses to mass protest, the models theorize the link between government counterframes and opposition politics in democracies. The strategies deployed by the Argentine and Brazilian governments during the cycle of mass protests that erupted in these countries in 2012–13 are used in illustration. The counterframing models developed in this article shed new light on the role of government responses in the dynamics of contentious politics, with potential for application to other contentious episodes and political contexts.

Kazakhstan’s informal politic has experienced a long-term historical development. According to the principle of the organization, the informal politic of Kazakhstan isn’t limited only to clan, political, economic, and other structures, but also manifests itself in the form of «teams». According to the form of the operation, the informal politic of Kazakhstan manifests itself in the form of “patron-client», which includes three forms, such as «blood ties», «promises of the leader» and «pro-presidential parties». The characteristics of Kazakhstan’s informal politic are pluralism-internal mobility, and closeness to ordinary people. The informal politic is a tool of the President of Kazakhstan to overcome the crisis of political transformation, it is an addition to immature formal politics, but it also generated a wave of elite teams fighting and caused doubts in society about its legitimacy. To solve the above problems, the first President of Kazakhstan — N.Nazarbayev tried to implement the “integration” of informal and formal politics, and Tokayev promoted the transition from informal to formal politics through “infiltration”. The organic interaction of the two types of politics has once again stimulated the viability of Kazakhstan’s development as a whole. Tokayev filled a gap in the benign interaction between society and the government and reflected a completely new direction of modernization of the political system of Kazakhstan. Nevertheless, as long as the «infiltration» does not lead to qualitative changes, the complementarity and competition of the two policies will remain the political reality of the country in the long term.

Research that was headlined investment in Regional Autonomy era ( case study constraint the construction of PLTU project in the Batang Regency) is done using analysis of Pustaka about the concept of investment and the concept of regional autonomy. The study is done with the methodology of some research qualitative descriptive with purposive of sampling techniques in determining an informer and continues to be a snowball of sampling. Obtained data in field indicates that central program of government included in the program Master Plan for Acceleration and Expansion of Indonesia's Economic Development (MP3EI). The program of PLTU in Batang Regency worth more or less 38 trillion. Realization of PLTU project development was delayed for two years since the early planning. The delay of PLTU project has several problems, among others, such as lack of coordination between the central government and local governments, investors, a policy that overlap related regulations of marine conservation issued by regent, and the land acquisition process experiencing self denial of the owner of the land. Attempt completion constraint is still done through personal approaches between the local Government to the Government of the village, between the Government of the village with its citizens, especially the owner of the land where the project will be built and efforts in corporate social responsibility (CSR) by the investors realization with the construction of various public facilities to affected communities

This thesis comprises four empirical papers, each devoted to a specific topic in local political economics. Paper one and two evaluate the importance of the mayor position to the future electoral success of the mayor’s party. In the first paper, the focus is on the party’s electoral outcome in subsequent mayoral elections, while the second paper is concerned with the interdependencies between the mayor’s office and elections on other levels of government. The third paper investigates the causal effect of individual parties on policy in the context of German town council politics. The objective is to measure the impact of political representation in a proportional election system on core fiscal decisions of the municipalities. The final paper studies the specific concerns when using population thresholds in regression discontinuity designs for causal inference (in the German case). The analysis reviews the German evidence on the link between the size of the legislation and government spending.

L’obiettivo di questa tesi è comprendere il sistema politico cinese. Tale intendimento è perseguito attraverso la definizione di uno schema interpretativo fondato sull’idea di potere. In questa tesi si assume che l’idea di potere sia funzionale alla definizione della forma di governo e viene analizzata l’evoluzione del sistema politico cinese attraverso modifiche dell’idea di potere. Il Potere è inteso come potere di governare e l’idea di potere viene definita sulla base di sei elementi comparabili: sovranità, esercizio, legittimità, obiettivo, limite e confine. Lo schema così delineato viene poi applicato alle principali teorie politiche cinesi con l’obiettivo di individuarne continuità e discontinuità. Pertanto le domande di ricerca vertono su quale sia l’idea di potere in Cina e quale sia la sua variazione diacronica. Infine vengono analizzati i risultati dell’applicazione dello schema interpretativo per comprendere l’attuale sistema politico. L’attenzione è rivolta soprattutto agli elementi del pluralismo, della relazione fra popolo ed esercizio di governo e sullo stato. Elemento centrale è il ruolo del pluralismo valoriale in rapporto al sistema politico.
The aim of this dissertation is to understand Chinese political system. This task is pursued trough the development of an interpretative schema based on the idea of power. This dissertation assumes the idea of power is functional in shaping the form of government and tries to analyze the evolution of Chinese political system via changes within the idea of power. Power is intended as power to govern and the idea of power is set trough six comparable items: sovereignty, exercise, objective, legitimacy, limit and border. This schema is then applied to China’s main political philosophy in order to trace continuities and discontinuities. Therefore Research questions are what the idea of power is and what its evolution was. Finally this dissertation analyzes outcomes from interpretative schema’s application to understand current political system. This dissertation focuses mainly on the element of pluralism, relation between the people and the exercise of the government and the state. This dissertation concentrates on the role of value pluralism in relation to the political system.

From the outset, Northern Ontario has existed as an exploited natural resource region, vulnerable to the vicissitudes of a "boom and bust" verity. This has had profound effects on its ensuing political patterns and political processes. This thesis describes how and why the politics of Northern Ontario are different. This thesis demonstrates that the politics of Northern Ontario, unlike Southern Ontario, are distinguished by disaffection, dependency, domination, pragmatism, and parochialism. This thesis also argues that the North's divergent development and natural resource based economy, as well as pernicious provincial government policies and extensive interventions, provoked the differences apparent in its politics. These differences are evinced in the North's disparate political culture, political priorities, and political structure. Furthermore, this thesis confirms that Northern Ontario politics feature a low level of political efficacy which is primarily the result of its "centre-periphery" connection with Southern Ontario.

ENGLISH ABSTRACT: Liberation struggles and the way liberation movements are organised can leave a lasting impact on post-liberation societies. This research project was conducted in order to research liberation movements as governments and how the quality of governance is affected in post-liberation societies when liberation movements become governments. The South African liberation movement is seen as having contributed to one of the most peaceful transitions of power on the African continent. However, the stigma surrounding liberation movements prompted a study of the South African liberation movement and to establish whether or not the ANC as ruling party has made a success of its governance of South Africa. This thesis uses South Africa as a case study to determine how quality of governance is affected when liberation movements become governments. This thesis focused on the lingering effects of the structure and organisation of liberation movements. It is thus an exploratory as well as descriptive study where the legacies of the South African liberation movement are investigated and where the ANC as a liberation movement is compared to the ANC as a ruling party. Using historical analysis to discover the structure and internal governance of the liberation movement, this thesis seeks to explain the legacies that still influence the ANC today after its transition from a liberation movement into a political party. To do this the thesis used the theoretical framework of quality of government taken from Rothstein and Teorell (2008), who define it as impartiality. These legacies of the South African liberation movement are believed to have had an impact on the quality of governance of the ANC as a ruling party in post-liberation South Africa. By researching the last twenty years of ANC rule in South Africa’s post-liberation society, this thesis investigated the impartiality of government institutions in order to evaluate the quality of governance in South Africa, and thereby to discover what happens to the quality of governance when liberation movements become governments. The findings of this thesis indicate three conclusions. First, the legacies of the South African liberation movement still have a great influence on the modus operandi, the structure and the goals of the ANC today. Second, these legacies have contributed to the decline of the impartiality of government institutions, in particular through the National Democratic Revolution (NDR) project and its cadre deployment strategy, where appointments are made without the consideration of the principle of impartiality. The legacies of the South African liberation movement have thus had a negative impact on the quality of the ANC’s governance. Finally, this thesis has found that in the case of South Africa, when the ANC as liberation movement took over as the ruling party in a post-liberation society, it negatively affected the quality of governance. Further research in this field is needed in order to compare these findings with other countries that have liberation histories so as to be able to generalise about other liberation movements and to improve the quality of governance in other countries.
AFRIKAANSE OPSOMMING: Bevrydingstryde en die manier waarop bevrydingsbewegings georganiseer is kan 'n blywende impak op post-bevryding samelewings laat. Hierdie studie is uitgevoer om bevrydingsbewegings as regerings na te vors en ondersoek in te stel oor hoe die kwaliteit van staatsbestuur beïnvloed word in post-bevryding samelewings wanneer bevrydingsbewegings regerings word. Die Suid-Afrikaanse bevrydingsbeweging het bygedra tot een van die mees vreedsame oorgange van mag op die Afrika-kontinent. Die stigma rondom bevrydingsbewegings het egter gelei tot die implementering van 'n studie oor die Suid-Afrikaanse bevrydingsbeweging en of die ANC as regerende party wel 'n sukses van sy staatsbestuur van Suid-Afrika gemaak het. Hierdie tesis gebruik Suid-Afrika as 'n gevallestudie om te bepaal hoe die kwaliteit van bestuur beïnvloed word wanneer bevrydingsbewegings regerings word. Hierdie tesis is gefokus op die voortslepende gevolge van die struktuur en organisasie van bevrydingsbewegings. Dit is dus 'n verkennende asook beskrywende studie waar die nalatenskappe van die Suid-Afrikaanse bevrydingsbeweging ondersoek word en waar die ANC as 'n bevrydingsbeweging staan in vergelyking met die ANC as 'n regerende party. Die gebruik van historiese ontleding om die struktuur en interne bestuur van die bevrydingsbeweging te ontdek, is in hierdie tesis gebruik om die nalatenskappe, wat vandag nog ’n invloed het op die ANC selfs ná sy oorgang van 'n bevrydingsbeweging na 'n politieke party, te verduidelik. Om dit te kan doen het die tesis gebruik gemaak van Rothstein en Teorell (2008) se teoretiese raamwerk van die gehalte van bestuur wat gedefineer word as onpartydigheid. Tweedens, hierdie nalatenskappe het bygedra tot die agteruitgang van die onpartydigheid van staatsinstellings, in die besonder as gevolg van die Nasionale Demokratiese Revolusie (NDR) projek en sy kaderontplooiing strategie waar aanstellings gemaak is sonder om die beginsel van onpartydigheid in ag te neem. Die nalatenskappe van die Suid-Afrikaanse bevrydingsbeweging het dus 'n negatiewe impak op die gehalte van die ANC se staatsbestuur. Laastens het hierdie tesis bevind dat in die geval van Suid-Afrika, toe die ANC as bevrydingsbeweging oorgeneem het as die regerende party in 'n post-bevryding samelewing, die gehalte van bestuur negatiewelik geaffekteer is. Verdere navorsing in hierdie gebied word benodig om hierdie bevindinge met ander lande wat ’n soortgelyke geskiedenis deel te vergelyk en om sodoende te veralgemeen oor ander bevrydingsbewegings en gevolglik die kwaliteit van bestuur in ander lande te verbeter.

This dissertation explores the possibility of conducting an ethnography of political action through the detailed examination of politician's use of a specific political phenomenon: performance measurements. Performance Measurements are a combination of actuarial, managerial and social science assessments of which culminate, in the UK case, as a ranking of municipal performance, on each individual publicly (municipally) provided service as well as an overall ranking of local authorities in England. Using performance measurements as a departure point from which to explore the structures of politics more generally, I will illustrate how ethnomethodologically informed ethnography responds to Foucault's proposed examination of the arts and sciences of government in light of recent developments in politics and public policy in the Western world. Over the last thirty-or-so years, governments in the Organisation for Economic Co-operation and Development (OECD) have been, nearly unanimously, incorporating what are considered business management techniques for monitoring and assessing public service provision. This ranges from various levels of government (central/federal, provincial/state/regional, municipal) and reforms have been implemented in a variety of ways. As a general description, it can be said that the advent of cost-benefit accounting combined with business management expectations and assorted social science techniques have furnished the assessment regimes with varying degrees of acceptance and success. At the same time, political scientists, management theorists, and social scientists, aware of this paradigm shift in the practice of governance, have been examining methods for approaching the phenomenon of the governmental actor. In a handful of cases (c.f. Gains, 2009; Yannow, 2006; Rhodes, 2005; Abram and Cowell, 2004) ethnographic approaches to the phenomenon of political action have been proposed, explored developed and implemented. However there is a great deal of deliberation on what might properly be said, ethnographically, about government activity, and the new field of ethnography of government or governance is struggling to come to terms with a mode a purpose. I will propose an ethnomethodologically informed ethnography of government can provide insights to what Foucault (1991) described as governmentality: the rational and practical features of government action. While Foucault proposed a historically informed examination of the discourses of government, I will suggest that an observationally informed inquiry garners knowledge on "rational action", as well as organisational rule usage, decision making practices and accountability structures or practices in a way that other forms of inquiry cannot achieve. In a time of flux in the structures and practices of governance, I will suggest that ethnomethodologically informed ethnography is one approach with rich insights towards the inquiry of these new governmental arrangements.

Every society need to deal with legal matters, solve political and leadership problems, and, because of the nature of legal, political and leadership tasks as daunting issues, a scholarly solicitor and/or advocacy approach may be very necessary to prevent disputes and prosecution problems of leadership issue in Africa. Corruption and Fraud has been an endemic issue in the global political affairs for ages, and recently cybercrime has joined the litany of the cankerworm that impede success of democracy and development and social tranquility of nations, especially arising from electoral issue fraud. To control and manage human resource capital, in relation to stock of or supply of mineral resources, material and financial, money, and other assets that can be drawn on by a person, organization or state, to establish an effective and viable economy, individuals, organizations and governments need to maintain true leadership principles and political order that follow rules of law. It is a fact that Africa as a part of the world, especially in the new global politics tries to align to the protection of its environment against corruption and fraud. This study examines the level, and the indices of corruption and fraud in relation to true leadership principles and political order that follow rules of law in Africa. Primary and secondary data were used in this research, which aims at discovering appropriate measures to squarely or effectively address crimes related to misuse of political and leadership powers and corruption, economic fraud and cybercrime in Africa. Binary logistic regression and chi-square were applied. The findings reveal that economic development, politics, democracy and rule of law has a nexus to addressing the complex nature of entrenching true democracy; fighting corruption, fraud, and cybercrime in individual, organization, and government. The findings further indicate that coordinated and coherent academic/intellectual crossroad crusade is what is needed/required to restore Africa to glory land. The relationship between economy and politics shows itself explicitly while governments are determining and implementing national and international economic policies. In democratic societies voting power, which means that economical and political units uses against one another in decision making mechanisms, shapes stability and/or unstability. It can be explained that a government, which is structured by the sovereignty of a single party in a parlament, has a monopoly power. Putin, has an important voting power in both The Council of The Federation and State Duma. The confidence through this voting power, while national economic and political equlibrium is provided, in international context, stable and strong policies are followed. Russia, increases the pressure and makes its economical and political power apperant on the eurasian countries, especially which were under its’ authority before. In this context Russia’s voting power calculated seperately for all election periods by Normalized Banzhaf Index. According to this, the effect of today’s Russia’s dominance on the Eurasian countries has been analyzed within the boundaries of political economics dicipline. In consequence of the analysis; it is indicated that, there is a linear relationship between the Russia’s voting power and economical stability, and Russia’s efficieny on the eurasian countries gradually increases. The most important feature of this study, which makes it differentiated form others, is making political economy of Russia’s efficiency on the eurasian countries within the context of political economics literatüre by the voting power perspective, besides cultural, historical and social factors.

In order to protect the health of their citizens, many governments decided to take a huge risk in implementing lockdowns all over the world, knowing how much it could affect the economy. The thought that choosing the most direct measure to cope with the pandemic in order to save their populations was one of the hardest and the governments cannot be blamed for it. The paper moves forward to correlate the links between mass shut downs affecting the economy with the effects registered by the export-oriented companies in Bihor County, Romania, and the measures that the Romanian Government took. Based on the data provided by AJOFM, the Bihor county employment agency, for the following months – March, April, May, several factors like the number of companies in export-oriented industries, the number of employees, the amount of money that the Government paid, will be analyzed.

Since the New Order era, the Indonesian government, at both the national and the local levels, has advocated traditional architecture as a display of the country’s cultural richness and diversity. In West Sumatra, the traditional house known as the rumah gadang has become an essential signifier of identity representation, especially since it possesses a bagonjong, a unique saddle roof with pointy horn-like ends that distinguishes it from other traditional architecture in the country. In local identity politics, the bagonjong is an essential feature of identity representation. It leads to extensive reproduction as replicas or silhouettes, both in the vernacular and modern design languages. With the current government’s mission to preserve the identity imagining of the area and with the plan to incorporate this imagining into the tourism industry, traditional architecture regains its significance in the community, to be preserved, even rebuilt, despite the many questions surrounding its motivations. This paper scrutinises the position of traditional architecture in the current identity politics of the local government of West Sumatra. It traces the socio-political background that led to the ‘bagonjongisation’ of the government buildings in the area and how the imagining is manifested in a contemporary context. This paper also investigates the opposing voices to understand the contestation of identity representation in West Sumatra. It intends to contribute to the discussion of the identity politics dynamics at the local government level in Indonesia and emphasises that identity construction is not an innocent process of cultural preservation, as it is openly narrated.

The presented article focuses on the characteristics, origin and development of the establishment of regions in the Czech Republic. The basis discussions concerning decentralization, self-government and regional self-government establishment in the Czech Republic and the basis characteristics of territorial self-government units will be described. The article also introduces selected political concepts from the course of the 1990s, which focused on the formation of higher territorial units. Legislative documents and issues that are in the competence of individual regional self-governments will also be discussed. An important agenda of individual regional councils is also regional policy, which will be presented and described in more detail. The aim of the article is to present the process of the establishment of regions in the Czech Republic and the competences of regions in the field of regional policy. It is a case study, which was carried out on the basis of relevant literature and data from the Czech Statistical Office. The main finding of the article is the analysis of individual processes that led to the emergence of regions in the Czech Republic on the basis of the ideas of individual political parties on the issue of regional establishment and on the establishment of regional policy.

An analysis of the possibilities of applying theoretical approaches to the study of the territorial foundations of local self-government in the RF is presented. On the basis of the institutional approach, the understanding of the municipal formation as a political institution, conditioned by a complex of formal and informal practices, including the organization of municipal power, the political and administrative limits of its implementation, subject-object relations of local governments and the population, is formulated. The use of a community approach to the analysis of the territorial organization of local self-government makes it possible to study the communicative practices of interaction between the population and local self-government bodies, the degree of involvement of the local community in solving local issues. The use of the economic-geographical approach allows us to consider a municipal formation as a complex of resources that determine the level of its socioeconomic development.

The RISE (Research on Improving Systems of Education) Programme political economy team focused on “adoption” (PET-A) examines the political conditions required to put learning at the center of an education system. This work stream has produced 12 historical case studies and three synthesis papers which draw on this rich material. This paper is part of the latter effort and offers a comparative analysis across five of the countries with RISE Country Research Teams (Ethiopia, Indonesia, Pakistan, Tanzania, and Vietnam), as well as additional case studies focusing on Chile and Peru. Building on the RISE systems framework (Pritchett, 2015), our political economy analysis incorporates issues of competing interests, power, and political strategy. We focus on the promoters and blockers of learning-oriented education reform and their respective powers and strategies to parse out the political contestations that are endemic to the reform processes that impact system coherence around learning. In this paper, we present a binding constraints framework to explore what a politics for learning might look like and examine areas of intervention that present critical bottlenecks impeding a country’s ability to deliver learning outcomes which, if addressed, pose the potential for large impact relative to other constraints. We draw upon the PET-A country case studies to include analysis of different factions and reform champions within government, including but not limited to the executive office (president/prime minister), Ministry of Finance, Ministry of Education, competing ministries, decentralized government levels, and local leaders. In doing, we elucidate how politics permeate nearly all accountability relationships in education systems and the likelihood that any given program will positively impact learning.

This paper examines social protection policy processes in fragile and conflict-affected settings (FCAS). It explores what the policies of donor governments, aid agencies, and crisis-affected governments reveal about the politics of assistance during crises, and how aid agencies are navigating tensions between humanitarian and development approaches to social assistance. It finds that social protection policies are prone to conflict blindness. Commitments to state-building often ignore dilemmas inherent in supporting states that are parties to ongoing conflicts and the political rather than technical challenges involved. Government social protection policies in FCAS often make little mention of the fact that war or conflict are taking place.

Property tax administration is the bedrock for effective revenue mobilisation, development, and good local governance for local governments. Yet administering property taxation continues to be a major problem, especially for many developing countries. Scholarly explanations for this poor state of affairs have focused on limited capacity, poor quality local cadastres, corruption, and local political resistance to effective property tax administration, among others. This paper moves away from these explanations to focus on a less trodden area: the relationship between central and local government and how this relationship affects property tax administration. Property tax administration involves some collaboration and overlap between different levels of government, and thus depends very much on a good and functional relationship between both levels of government, especially when local governments derive their authorities from the largesse of central governments. This relationship may have powerful implications for the ability of local governments to effectively undertake property tax administration due to the central government’s policies and politics. Using Ghana as a case study, the paper illustrates how a dysfunctional relationship between central and local governments has undermined, and continues to undermine, effective property tax administration in the country, which should serve as a lesson for other developing countries.

Governments and political parties with an armed history are not unusual, yet how these groups function during and after the transition from conflict has largely been ignored by the existing literature. Many former armed groups have assumed power in a variety of contexts. Whilst this process is often associated with brokered peace agreements that encourage former combatants to transform into political parties, mobilise voters, and ultimately stand for elections, this is not always the case. What is less clearly understood is how war termination by insurgent victory shapes patterns of post-war politics. This rapid literature review collates available evidence of transitions made by armed groups to government. The literature collated presents a mixed picture, with transitions mediated by an array of contextual factors that are location and group specific. Case studies are drawn from a range of contexts where armed groups have assumed some influence over government (these include those via negotiated settlement, victory and in contexts of ongoing protracted conflict). The review provides a series of readings and case studies that are of use in understanding how armed groups may transition in “post-conflict” settings.

Core research questions on the institutional design of arrangements for business-government interactions focus on three main functions: i) maximizing the benefits of dialogue and information exchange; ii) motivating participation through authoritative allocation; and iii) minimizing unproductive rent seeking. Countries with more experiences of public-private collaboration (PPC) tend to have more pragmatic governments and better organized and informally networked private sectors. Effective cooperation also depends on the macro context, in particular the nature of the political system and the alternative avenues it provides for business politicking, especially through parties, networks and appointments, the media, and campaign finance. Lastly, the structure and strategies of big domestic businesses -mostly diversified, family-owned business groups- affects their preferences and interest in collaborating in industrial policy.

Abstract (sommario):
Although financial development is good for long-term growth, not all countries pursue policies that render full financial development. This paper builds on an extensive political economy literature to construct a theoretical model showing that the intensity of opposition to financial development by incumbents depends on both their degree of credit dependency and the role of governments in credit markets. Empirical evidence for this claim is provided, and the results suggest that lower opposition to financial development leads to an effective increase in credit markets development only in those countries that have high government capabilities. Moreover, improvements in government capabilities have a significant impact on credit market development only in those countries where credit dependency is high (thus, opposition is low). This paper therefore contributes to this rich literature by providing a unified account of credit market development that includes two of its main determinants, traditionally considered in isolation.
