This article focuses on the evolution of Greek historiography since the 1970s, with an emphasis on issues of class and gender. It is argued that, in the last decades, Greek historiography has been liberated from traditional nationalistic narratives in favor of new intellectual perspectives dealing with social history and the history of “society.” During the 1970s and 1980s, the concept of class—a fundamental concern of social history in European historiography—did not find much room in Greek historiography. Debates about the socioeconomic and political system in modern Greece focused on the importance of immobile political and economic structures as main barriers to modernization and Europeanization. The 1990s were marked by the renewal of the study of the “social,” articulated around two main methodological and theoretical axes, signaling the shift from structures to agency. The first was the conceptualization of class as both a cultural and economic phenomenon. The second was the introduction of gender. The recent period is characterized by the proliferation of studies that conceptualize the “social” through the notion of culture, evoking the historical construction of human experience and talking about the unstable, malleable, and ever changing content of human identities. Cultural historians examine class, gender, ethnicity, and race in their interrelation and treat these layers of identity as processes in the making and not as coherent and consolidated systems of reference.

AbstractThe aim of this paper is to show how the Greek men of science negotiated a role for their enterprise within the Greek public sphere, from the institution of the modern Greek state in the early 1830s to the first decades of the twentieth century. By focusing on instances where they appeared in public in their official capacity as scientific experts, I describe the rhetorical schemata and the narrative strategies with which Greek science experts engaged the discourses prevalent in nineteenth- and early twentieth-century Greece. In the end, my goal is to show how they were neither zealots of modernization nor neutral actors struggling in isolated wastelands. Rather, they appear as energetic agents who used scientific expertise, national ideals and their privileged cultural positions to construct a rhetoric that would further all three. They engaged eagerly and consistently with emerging political views, scientific subjects and cultural and political events, without presenting themselves, or being seen, as doing anything qualitatively different from their peers abroad. Greek scientists cross-contextualized the scientific enterprise, situating it in the space in which they were active.

In the dreams our stuff is made of, Thomas M. Disch talks about the influence and pervasiveness of science Fiction in American culture and asserts the genre's power in “such diverse realms as industrial design and marketing, military strategy, sexual mores, foreign policy, and practical epistemology” (11-12). A few years earlier, Sharona Ben-Tov described science fiction as “a peculiarly American dream”—that is, “a dream upon which, as a nation, we act” (2). Recently, Kim Stanley Robinson has claimed that “rapid technological development on all fronts combined to turn our entire social reality into one giant science fiction novel, which we are all writing together in the great collaboration called history” (1-2). While such diagnostic statements may ring true to American ears, they cannot be taken at face value in the context of Hellenic culture. Despite the unprecedented speed with which the Greeks absorb and consume both the latest technologies (like satellite TV, video, CD and DVD players, electronic games, mobile and cordless phones, PCs, and the Internet) and Hollywood's science fiction blockbuster films, neither technology per se nor science fiction has yet saturated the Greek mind-set to a degree that makes daily life a science-fictional reality. Greek politicians do not consult science fiction writers for military strategy and foreign policy decisions or depend on imaginary scenarios to shape their country's future. Contemporary Hellenic culture does not acquire its national pride from mechanical devices or space conquest. Contrary to the American popular belief that technology is the driving force of history, “a virtually autonomous agent of change” (Marx and Smith xi), the Greek view is that a complex interplay of political, economic, cultural, and technoscientific agencies alters the circumstances of daily life. No hostages to technological determinism, modern Greeks increasingly interface with high-tech inventions, but without locating earthly paradise in their geographic territory and without writing their history or shaping their social reality as “one giant science fiction novel.”

The article is devoted to Vladimir Alexandrovich Gutorov, whose 70th birthday was celebrated on December 7, 2020. Vladimir Gutorov is a polyglot and polymath, a world-renowned scientist, a leading national specialist in the history of socio-political thought, political philosophy and modern political theories, one of the organizers of the first university departments of political science in Russia (1989) and its head (since 1994), founder of an authoritative pedagogical and scientific school of the history of socio-political thought, political theory and political education at St. Petersburg State University, Honorary Professor of the Faculty of Political Science, Moscow State University named after M. V. Lomonosov. He was one of the few in Soviet science who defended his doctoral dissertation in the form of a monograph. His monograph Ancient social utopia: questions of history and theory, published by the publishing house of Leningrad University in 1989, is recognized as one of the best Russian studies devoted to the problems of the genesis of social thought in Ancient Greece and various ancient projects of political reconstruction. Since the publication of the book on ancient utopia and the defense of his doctoral dissertation, Gutorov has become one of the most prominent representatives of the St. Petersburg school of modern Russian political science, an authoritative scientist recognized in Russia and the world.

ENGLISH ABSTRACT: The emergence and growth of the environmental/green movement has been linked to a value shift from materialism towards postmaterialism. In this study, the emergence of the South African environmental/green movement and its growth potential is investigated within the context of Ronald Inglehart's value change theory and its implications for developing societies. The positive link between postmaterialism and environmentalism is well researched and widely accepted. However, many researchers focusing on developing societies argue that a shift towards postmaterialism does not adequately explain the emergence of environmentalism, because environmentalism is taking root in developing societies despite postmaterialist values not being prioritised. This relationship is investigated by means of a literature study about the values, principles and issues addressed by the environmental/green movement. It is argued in this study that environmentalism can indeed be linked to postmaterialism, but that prematerialist values could also playa role, especially in developing societies. The South African environmental/green movement is discussed as an example of environmentalism in a developing society. The South African movement is often described as a white middle class movement. It is argued on the basis of a literature study that the movement has changed considerably and incorporates a wide range of interests ranging from more conservative forms of environmentalism to radical political forms of environmentalism such as environmental justice. This change is linked to the concepts of prematerialism and postmaterialism emphasising that both sets of goals seems to be prioritised by different discourses within the movement. Issues concerning both the welloff and the poor are addressed by the movement. This is followed by an analysis of the 1995 World Value survey data set to obtain a demographic and socio-economic profile of the active members of an environmental organisation and the environmentally concerned. The relationship between active membership of an environmental organisation, the environmentally concerned and the concepts of prematerialism, materialism and postmaterialism is also established. The positive relationship between postmaterialism and environmentalism is confirmed, but contradictory results have been found regarding the relationship between prematerialism and environmentalism. This can possibly be attributed to the inadequate survey material that is available. Although active membership of an environmental organisation correlates positively with prematerialism, no relationship could be found between environmental concern and prematerialism. Lastly, a demographic and socio-economic profile of the "don't know" response group has also been compiled as this group is an important target group for the expansion of the environmental/green movement.
AFRIKAANSE OPSOMMING: Die totstandkoming en groei van die groen- of omgewingsbeweging word gekoppel aan 'n waardeverskuiwing van materialisme na postmaterialisme. Die totstandkoming van die Suid-Afrikaanse groen/omgewingsbeweging en die groeipotensiaal daarvan word ill hierdie studie ondersoek binne die raamwerk van Ronald Inglehart se waardeverskuiwingsteorie en die implikasies daarvan vir ontwikkelende lande. Die positiewe verband tussen postmaterialisme en omgewingsbewustheid is goed nagevors en geniet wye aanvaarding. Tog het verskeie navorsers, veral dié wat op ontwikkelende lande fokus, probleme daarmee. Hierdie navorsers argumenteer dat postmaterialisme nie die totstandkoming van die omgewingsbeweging in ontwikkelende lande voldoende verklaar nie, aangesien die beweging in hierdie lande posgevat het terwyl die prioritisering van postmaterialisme ontbreek. Despite their common Ottoman heritage, Greece and Turkey have diverged widely in their modem history of civil-military relations. The armed forces have a long record of intervention in both countries, but there is a crucial difference: the military emerged as a roughly unitary, independent political actor in Turkey, whereas in Greece it remained divided into factions aligned with civilian political parties through patronage relationships. This empirical observation is then used as a basis for an attempt at theory building. Several countries exhibit a pattern of military interventions more similar to Turkey and others to those found in Greece. Societies which developed a strong parliamentary tradition early in the modernization process also acquired organized civilian political groups with clientelist networks extending into the armed forces. On the contrary, in countries with limited or weak parliamentary development and strong security pressures, political activism was often channeled through the military, which emerged as a hotbed of political thinking, predating and pre-empting any civilian party tradition. The former type of civil-military relations was more commonly found in Southern European and Latin American countries while the latter was predominant in non-Western societies that resisted Western colonization.

Abstract (sommario):
The scope of this study is the examination of various theoretical contributions to the literature of the determinants of government expenditure growth. In the beginning we give a critical overview of different theories, starting with Wagner's Law, then passing onto Peacock and Wiseman's Displacement Effect Hypothesis and then putting bureaucracy, politics and other economic and social factors into perspective. We conclude that the best way of examining the growth of the public sector is by means of interdisciplinary approaches. Then, after giving a synoptic description of the Greek economy, polity and society we proceed into the empirical testing of theoretical propositions, which covers the years 1950-1980. We stress the fact that government expenditures is a non-uniform set interacting with the private sector and we employ empirical causality tests to a large number of variables in an attempt to identify causal relationships rather than assume them ex ante. Having done this, we proceed into calculating income elasticities for various categories of government expenditures, and we find that, in general, they are unitary except for those which are associated with transfer payments and are higher than unity. Furthermore, we were not able to identify any displacements in the Peacock and Wiseman sense, although we did find out that defence expenditure affects non-defence expenditure negatively. Finally, we constructed a model in order to examine the relative price effect, and the results we obtained were not fully in accordance with Baumol's assertions, any differences, however, being explained by the bureaucratic way of production.

The purpose of this study is to examine the effects of the fiscal deficit on the Greek economy. The emphasis is on the inflationary, crowding-out and balance of payments problems that have arisen from the deficits in the budget of the Greek government. The study starts with the description of the means through which the fiscal stance can be examined and analyses the virtues and the drawbacks of the traditional and the new measures of fiscal stance. After we describe the characteristics of the Greek monetary system and the structure of the reserve requirements in order to present the relation of the monetary and budgetary policies, we proceed to estimating annual and quarterly measures of fiscal stance for Greece. We then empirically investigate the relationship between private and government investment, which in general is found to be of a complementary character. Furthermore, we deal with the short-run impact of the fiscal deficit on the output, balance of payment and inflation by using quarterly data. Finally, the output and price behaviour were examined under the assumption of rationally formed expectations.

Ours is an age of pervasive political turbulence, and the scale of the challenge requires new thinking on politics as well as public ethics for our world. In Western countries, the specter of Islamophobia, alt-right populism, along with racialized violence has shaken public confidence in long-secure assumptions rooted in democracy, diversity, and citizenship. The tragic denouement of so many of the Arab uprisings together with the ascendance of apocalyptic extremists like Daesh and Boko Haram have caused an even greater sense of alarm in large parts of the Muslim-majority world. It is against this backdrop that M.A. Muqtedar Khan has written a book of breathtaking range and ethical beauty. The author explores the history and sociology of the Muslim world, both classic and contemporary. He does so, however, not merely to chronicle the phases of its development, but to explore just why the message of compassion, mercy, and ethical beauty so prominent in the Quran and Sunna of the Prophet came over time to be displaced by a narrow legalism that emphasized jurisprudence, punishment, and social control. In the modern era, Western Orientalists and Islamists alike have pushed the juridification and interpretive reification of Islamic ethical traditions even further. Each group has asserted that the essence of Islam lies in jurisprudence (fiqh), and both have tended to imagine this legal heritage on the model of Western positive law, according to which law is authorized, codified, and enforced by a leviathan state. “Reification of Shariah and equating of Islam and Shariah has a rather emaciating effect on Islam,” Khan rightly argues. It leads its proponents to overlook “the depth and heights of Islamic faith, mysticism, philosophy or even emotions such as divine love (Muhabba)” (13). As the sociologist of Islamic law, Sami Zubaida, has similarly observed, in all these developments one sees evidence, not of a traditionalist reassertion of Muslim values, but a “triumph of Western models” of religion and state (Zubaida 2003:135). To counteract these impoverishing trends, Khan presents a far-reaching analysis that “seeks to move away from the now failed vision of Islamic states without demanding radical secularization” (2). He does so by positioning himself squarely within the ethical and mystical legacy of the Qur’an and traditions of the Prophet. As the book’s title makes clear, the key to this effort of religious recovery is “the cosmology of Ihsan and the worldview of Al-Tasawwuf, the science of Islamic mysticism” (1-2). For Islamist activists whose models of Islam have more to do with contemporary identity politics than a deep reading of Islamic traditions, Khan’s foregrounding of Ihsan may seem unfamiliar or baffling. But one of the many achievements of this book is the skill with which it plumbs the depth of scripture, classical commentaries, and tasawwuf practices to recover and confirm the ethic that lies at their heart. “The Quran promises that God is with those who do beautiful things,” the author reminds us (Khan 2019:1). The concept of Ihsan appears 191 times in 175 verses in the Quran (110). The concept is given its richest elaboration, Khan explains, in the famous hadith of the Angel Gabriel. This tradition recounts that when Gabriel appeared before the Prophet he asked, “What is Ihsan?” Both Gabriel’s question and the Prophet’s response make clear that Ihsan is an ideal at the center of the Qur’an and Sunna of the Prophet, and that it enjoins “perfection, goodness, to better, to do beautiful things and to do righteous deeds” (3). It is this cosmological ethic that Khan argues must be restored and implemented “to develop a political philosophy … that emphasizes love over law” (2). In its expansive exploration of Islamic ethics and civilization, Khan’s Islam and Good Governance will remind some readers of the late Shahab Ahmed’s remarkable book, What is Islam? The Importance of Being Islamic (Ahmed 2016). Both are works of impressive range and spiritual depth. But whereas Ahmed stood in the humanities wing of Islamic studies, Khan is an intellectual polymath who moves easily across the Islamic sciences, social theory, and comparative politics. He brings the full weight of his effort to conclusion with policy recommendations for how “to combine Sufism with political theory” (6), and to do so in a way that recommends specific “Islamic principles that encourage good governance, and politics in pursuit of goodness” (8).

The main recommendations of the panel report can be summarised under four headings: 1. From Source to Sea: River systems, from their source to the sea and beyond, should form the focus for research projects, allowing the integration of all archaeological work carried out along their course. Future research should take a holistic view of the marine and maritime historic environment, from inland lakes that feed freshwater river routes, to tidal estuaries and out to the open sea. This view of the landscape/seascape encompasses a very broad range of archaeology and enables connections to be made without the restrictions of geographical or political boundaries. Research strategies, programmes From Source to Sea: ScARF Marine and Maritime Panel Report iii and projects can adopt this approach at multiple levels; from national to site-specific, with the aim of remaining holistic and cross-cutting. 2. Submerged Landscapes: The rising research profile of submerged landscapes has recently been embodied into a European Cooperation in Science and Technology (COST) Action; Submerged Prehistoric Archaeology and Landscapes of the Continental Shelf (SPLASHCOS), with exciting proposals for future research. Future work needs to be integrated with wider initiatives such as this on an international scale. Recent projects have begun to demonstrate the research potential for submerged landscapes in and beyond Scotland, as well as the need to collaborate with industrial partners, in order that commercially-created datasets can be accessed and used. More data is required in order to fully model the changing coastline around Scotland and develop predictive models of site survival. Such work is crucial to understanding life in early prehistoric Scotland, and how the earliest communities responded to a changing environment. 3. Marine & Maritime Historic Landscapes: Scotland’s coastal and intertidal zones and maritime hinterland encompass in-shore islands, trans-continental shipping lanes, ports and harbours, and transport infrastructure to intertidal fish-traps, and define understanding and conceptualisation of the liminal zone between the land and the sea. Due to the pervasive nature of the Marine and Maritime historic landscape, a holistic approach should be taken that incorporates evidence from a variety of sources including commercial and research archaeology, local and national societies, off-shore and onshore commercial development; and including studies derived from, but not limited to history, ethnology, cultural studies, folklore and architecture and involving a wide range of recording techniques ranging from photography, laser imaging, and sonar survey through to more orthodox drawn survey and excavation. 4. Collaboration: As is implicit in all the above, multi-disciplinary, collaborative, and cross-sector approaches are essential in order to ensure the capacity to meet the research challenges of the marine and maritime historic environment. There is a need for collaboration across the heritage sector and beyond, into specific areas of industry, science and the arts. Methods of communication amongst the constituent research individuals, institutions and networks should be developed, and dissemination of research results promoted. The formation of research communities, especially virtual centres of excellence, should be encouraged in order to build capacity.

The purpose of this study was to provide evidence-based advice on the status and future role of the Humanities in South Africa to government and other stakeholders (such as science councils, the department of education, universities) as a contribution towards improving the human condition. Everywhere, the Humanities is judged by many to be in “crisis.” The reasons for this, in South Africa, include the governmental emphasis on science and technology; the political emphasis on the economically-grounded idea of “developmentalism;” the shift of values among youth (and their parents) towards practical employment and financial gain; and the argument that the challenges faced by our society are so urgent and immediate that the reflective and critical modes of thinking favoured in the Humanities seem to be unaffordable luxuries. The Report provides invaluable detail about the challenges and opportunities associated with tapping the many pools of excellence that exist in the country. It should be used as a guideline for policymakers to do something concrete to improve the circumstances faced by the Humanities, not only in South Africa but also around the world. Amongst other recommendations, the Report calls for the establishment of a Council for the Humanities to advise government on how to improve the status and standing of the Humanities in South Africa. It also calls for initiation, through the leadership of the Department of Basic Education, considered measures to boost knowledge of and positive choices for the Humanities throughout the twelve years of schooling, including progressive ways of privileging the Arts, History and Languages in the school curriculum through Grade 12.
