This research aims at describing the factors influence the policy communication at Postgraduate Program Academic Service of Public Service unit of Politic and Social Science Faculty of Riau University. The method of this research is qualitative with purposive sampling technique used. The sample of the research is the persons who know and involved in the academic service of Politic and Social Science Faculty of Riau University. The data were collected by documentation, interview, and observation. The data were analysed by using descriptive qualitative technique which focus on the particular object intensively. The finding of the research shows that policy communication implementation in Academic Service Unit was poor. It caused by the unbalance ratio of lecturer and students, lack of facilities maintenance, and there is no Standard Operational Procedure (SOP) in administration implementation, and the lack of monitoring and evaluation quality applied by the Faculty management. The factors influenced this policy communication were facilities and infrastructures, qualified human resources availability, Standard Operational Procedure (SOP) availability, students’ capacity management, students’ study road map service availability, course service and course monitoring implementation availability

The purpose of this study is to determine and evaluate the handling of money politics by the Majalengka Regency Bawaslu. The research method used is descriptive qualitative with a data collection approach that involves direct interaction with key informants. The data sources in this study include the Head of Bawaslu, Bawaslu Commissioners, and Staff of the Violation Handling Division of Bawaslu Majalengka Regency. Data were collected through in-depth interviews and related documentation. This study found that the handling of money politics violations by the Majalengka Regency Bawaslu is still not optimal. Several factors affecting the effectiveness of handling are the limited number of Bawaslu members, which has an impact on limitations in patrolling and sweeping money politics activities. In addition, active community participation in reporting suspected cases of money politics is also still low, which hinders more effective detection and handling. This research identifies the need to increase the number of Bawaslu members as well as efforts to increase public awareness and participation in the reporting process, so that the handling of money politics cases can be carried out more thoroughly and efficiently.

Art critics has become a way to reveal and appreciate content lies behind its appearences. Thus signified an important role on reading an art work by analyze the reasoning behind the artworks, through the artist statement, intention and the translation on relating medium. The process of reasoning require several steps which enhance the art critic's methods. On this case , a method of Feldman' art critics has been applied to anaylize an installation work of Tisna Sanjaya – “32 Tahun Berpikir dengan Dengkul”. Feldman theory divide art critics method into four steps: description, formal analysis, interpretation and evaluation. This analysis require contextual reading due the impact of this art works into social, politic relation outside the artworld itself. Tisna's work has become one pioneer on installation artwork in Bandung, which also has a significance role of enggaging public reaction which create a paradoxes. Further more, provoke the government security (Satpol PP) to burn this artwork in Babakan Siliwangi as well as his other works "Doa untuk yang Mati”.

Kayseri was an important commercial city throughout history, and with the declaration of the Republic, it continued its importance in different areas. The city has many original buildings from the Early Republican Period and was a model of modernisation set on a western ideology. Modernisation of the Republic was started with industrialisation. Consequently, Kayseri became an industrial city in the early 20th century. Investments (both economic and spatial) made by government were later continued by the private sector. Industrialisation was seen as the most important dynamic of development and key to modernisation. This situation resulted in the establishment of a new Kayseri around the industrial area and was viewed as an example for a modern Turkey. These industrial areas were constructed close to the boundary of the city centre. At the same time, the city centre was reconstructed according to modern city planning and the new style (modern style). The ceremonial ground (city square), an urban grid system, wide main transport routes, new public and municipal buildings, which were symbols of international style, were constructed by destroying the historic city centre in the Early Republic Period.The Republic was not only constructing new public buildings in a modern style; it was tried to build a new life with the modern residential areas. Instead of the traditional dwellings, modern houses were constructed to illustrate the new lifestyle together with new functional buildings such as modern education complexes, a community centre, stadium and train station were all constructed to show how to live the modern life.The city gained a new face with the changes starting from 1930. Today, many buildings, belonging to the Early Republican Period, are not being considered in the conservation of cultural heritage and are in danger. Industrial complexes, residential areas, public places are seen as a building stock destined to disappear and be replaced by new buildings. These earlier buildings hold important historical, social, economic and political values. Similarly, construction techniques and materials were also unique for that period.The aim of this study is to draw attention to the 20th century buildings in Kayseri constructed in the Early Republic Period, and classify these buildings under different headings (industry, housing, public space, educational space, open spaces) with the photographs, plans and history, thus defining their values and why they must be conserved. Republic was not only constructed new public buildings in modern style, it was tried to build a new life with the modern residential areas. Instead of the traditional dwellings, modern houses were constructed for point out of new life style and also new functioned buildings like as modern education complexes, community center, stadium, train station were constructed to show how to live in the modern life. The city has gained a new face with the changes starting from 1930. Today many buildings, belonging to the Early Republican Period, are not being considered in the conservation of cultural heritage and they are in danger. Industrial complexes, residential areas, public places are seen as a stock of a building and faced to disappear for constructed for the new buildings. Suicide is a typical phenomenon of the elderly and mainly among men. Besides the importance of suicide in terms of public health there is fewer interest to prevent suicide in old age. This can be explained by stigma, poor evaluation of the dimension of the problem and lack of politic will.Suicide prevention and the care of survivors of suicide depend on the mental health network of care. Interventions to reduce suicide can be made at individual level and at level of the development of policies and strategies. The detection of the persons at risk of suicide and the management of the suicide attempt are two main strategies to prevent suicide. Both received recently an important support from WHO with its publication mhGAP Intervention Guide which was conceived to be used in non-specialized health-care settings by health-care providers working at first- and second-level facilities. It includes guidance on evidence-based interventions to make the diagnosis and manage a number of priority conditions, including suicide.Our review of the literature pointed to the necessity to develop additional research to determine:•the role of somatic disorders as precipitant factor;•the role on suicide of the pre-morbid personality, cognitive functioning, social support and recent and chronic stressing events;•the participation of normal and pathological ageing on the expression of the suicide behavior;•the biological markers of suicide in old age;•the potential impact on suicide rates of educational interventions for the general public and for caregivers.

Für Belarus wird das Logistiksystem ein Schlüsselelement bei der Erschließung des Transitpotentials des Landes. Logistikkosten, Effizienz der vorhandenen Logistikkonzepte und Logistikrisiko bestimmen die Investitionsattraktivität des Landes in hohem Maße. Daher verfolgt das Nationale Programm zur Entwicklung des Logistiksystems das Ziel des Aufbaus hocheffizienter Logistikzentren – um dies zu erreichen, wird auch eine veränderte räumliche Strukturierung der Logistik angestrebt, bei der die Grenzregionen des Landes zu attraktiven Logistikstandorten entwickelt und damit Anziehungspunkte für ausländische Unternehmen geschaffen und Impulse für den wirtschaftlichen Fortschritt in der Region gegeben werden. Im Rahmen dieser Bemühungen ist ein (Public Private Partnership-) Projekt zur Errichtung eines Logistikzentrums in der Region Grodno initiiert worden. Im Beitrag werden zunächst die dem Projekt zugrunde liegenden Aspekte – die Relevanz und Ausgangslage des belarussischen Logistiksystems, das nationale Förderprogramm und der Logistikstandort Grodno – charakterisiert, um dann das Projekt selbst und dessen wirtschaftliche Beurteilung mittels SWOTAnalyse und dynamischer Investitionsrechnung zu beschreiben. In Belarus a key element for the growth of transit trade will be the potentials of logistics. The attractiveness for investments in this country depends largely on costs, efficiency and risks of the logistical activities. Therefore the local politic aims at developing highly efficient logistic centers. In this article a (public private partnership-) project to build a logistic center in Grodno is described. For this purpose, the prevailing circumstances are characterized such as the relevance and current situation of the logistic system in Belarus, the national support programme and the location factors of Grodno. Community participation in each process of public policy making is an important issue as the mirror of principle of democracy in a country. It would be very precise when participation of community later became one of the principles that should be implemented by the government in an effort to realize good governance. The importance of participation and form of participation given a supporting factor for the success of the government program. The aim of Road Infrastructure development program is to increase local community welfare so they are able to access a wide range economy, social and politic activities. For example, in economic activity, the local producer can easily carry and sell their product to the local market when compared to the previous moment when road was damaged, especially during the rainy seasons. Therefore it is necessary participation of community to engage in solving the road infrastructure problem in their respective villages and districts. This research is located in Jayapura Regency, and using explanatory research with qualitative approach. The Techniques of data collection on this study is using questionnaire, distributed to 80 respondents. The result of this research shows that community participation community in the planning, implementation and evaluation is very good. Community participation on implementation phase of National Program of Community Empowerment (PNPM Mandiri) is really determined by the level community involvement in the planning stages. The important reasons related to community participation are: a) the engagement of community, either directly or indirectly, are able to create feel of belongings to all public asset that has been built with high cost. b) Through community participation, they know about the limitation of government resources (funds, manpower). c) Involvement of local society in those development stages could be a control tools to supervise all development financing in the level of village, district, and regency as well.

AbstractPolicy evaluations can be set up for multiple purposes including accountability, policy learning and policy planning. The question is, however, how these purposes square with politics itself. To date, there is little knowledge on how government ministers present the rationale of evaluations. This article is the first to provide a diachronic study of discourse about evaluation purposes and encompass a wide range of policy fields. We present an analysis of evaluation announcements in so-called ministerial policy notes issued between 1999 and 2019 by the Flemish government in Belgium. The research fine-tunes available evidence on catalysts for conducting evaluations. The Flemish public sector turns out to be a strong case where New Public Management brought policy evaluation onto the agenda, but this has not resulted in a prominent focus on accountability-oriented evaluations. We further show that policy fields display different evaluation cultures, albeit more in terms of the volume of evaluation demand than in terms of preferences for particular evaluation purposes.

Relevance. Modern identifying potency (immunogenicity) of diphtheria toxoid tests are based on determining immunized animals resistance for administration challenge toxin or evaluation of protective antibodies level in serum. In Russia to assess the potency of diphtheria toxoid (DT) the challenge lethal method has been used for more than 60 years, challenge is based on determination of potency via its possibility to defend immunized animals from lethal doses of diphtheria toxin. This method is used as «golden standard». Last decade European Union Regulatory politic is headed to reduce of using animals in pharmaceutical practice, "The Three Rs" approach. In frameworks of this approach alternative methods of evaluating immunogenicity DT were purposed, particularly, intradermal challenge method. Within this test the potency of diphtheria toxoid is evaluated by its possibility to protect immunized animals from intradermal administration of diphtheria toxin. In the production of a number of foreign vaccines intradermal challenge test is used for assessing potency.Aim. Comparative characteristics of methods of lethal challenge test and intradermal challenge tests to determine the potency of diphtheria toxoid in combined vaccines and toxoids made in Russia.Materials and methods. Materials of domestic and foreign manufacturers were used in the work: combined vaccines for diphtheria prevention, diphtheria toxins, reference-vaccine. The determination of the potency of diphtheria toxoid was carried out on guinea pigs by pharmacopoeias methods: lethal challenge test and intradermal challenge tests.Results. To assess the potency of diphtheria toxoid using, a technique was used in accordance with WHO recommendations; for this, guinea pigs similar in sensitivity to diphtheria toxin to Dunkin Hartley pigs were selected. The suitability of the diphtheria toxin used in Russia for determining the potency of diphtheria toxoid by the method of intradermal challenge test was assessed when evaluating the effectiveness of vaccines for the prevention of diphtheria. Comparative tests of the intradermal challenge tests and lethal challenge tests were carried out to determine the potency of diphtheria toxoid.Conclusions. The conducted studies have demonstrated the fundamental possibility of using the intradermal challenge tests to assess the potency of diphtheria toxoid. However, for a number of factors, such as the variability of results, the number of animals, etc., the intradermal challenge tests is inferior to the method of lethal challenge tests in assessing the potency of diphtheria vaccines in routine practice.

This dissertation focuses the formulation and implementation of the Supplier Development Program of the State of Maranhão. It is worth noting that this program emerges the need of big business and the state to offer a response to local entrepreneurs and society in order to integrate them into the supply chains of large companies. However, to this end, we draw the path from the change in the economy, taking as starting point the private sector, which adopts the restructuring process as this new flagship model, the unbundling of the leading chains of large companies, mainly through outsourcing, thus generating a strategy of regional specialization. Given these changes, turns to examine the paradigm in relation to the State, which is undergoing deep changes, culminating with the so-called Minimum or Neoliberal State. It should be emphasized that the evaluation of the MA-developed PDF is dynamic and want to go from the general international economic relations, through the reflections of these relations in Brazil, reaching the more specific, the program exposed. Finally, the study of the PDF-MA aims to detail the dynamics of the program, building a framework of indicators and developing the theme of Sustainable Development. To undertake such research were two moments evaluative, first we make a political assessment of the policy, so you can figure out the nuances and how its implementation was determined politically, understanding how the program came into the government's agenda and what subjects interest and rationalities involved. In the second, reveals the dynamics of implementation of this policy through an evaluation process, ensuring that the means used are appropriate to the desired ends and if it was able to change the situation that gave rise to the problem program. Along the way, we used a qualitative and quantitative approach, having as research techniques, literature and documentary mode. Thus, we intend to unveil a new vision for the PDF-MA.
Esta dissertação tem como objeto a formulação e a implementação do Programa de Desenvolvimento de Fornecedores do Estado do Maranhão. Vale destacar, que este programa emerge da necessidade das grandes empresas e do Estado de oferecerem uma resposta para os empresários locais e a sociedade no sentido de integra-lós às cadeias produtivas das grandes empresas. No entanto, para atingir essa finalidade, traça-se o caminho a partir da mudança na economia, tendo como ponto inicial o setor privado, que adota a reestruturação produtiva como carro chefe desse novo modelo, levando à desverticalização das cadeias das grandes empresas, principalmente por meio da terceirização, gerando, assim, uma estratégia de especialização regional. Dadas essas transformações, volta-se para analisar o paradigma em relação ao Estado, que passa por profundas alterações, culminando com o denominado Estado Mínimo ou Neoliberal. É necessário ressaltar que a avaliação do PDF-MA desenvolvida é dinâmica e pretende ir desde o geral, as relações econômicas internacionais, passando pelos reflexos dessas relações no Brasil, chegando ao mais específico, o programa exposto. Enfim, no estudo do PDF-MA pretende-se detalhar a dinâmica do programa, construindo um quadro de indicadores e desenvolvendo a temática do Desenvolvimento Sustentável. Para empreender tal investigação ocorreram dois momentos avaliativos, primeiro faz-se uma avaliação política da política, para que seja possível perceber quais as nuances e como foi determinado politicamente sua implementação, entendendo como o programa entrou na agenda do governo e quais os sujeitos, interesses e racionalidades envolvidas. No segundo, desvenda-se a dinâmica de implementação dessa política pública, por meio de uma avaliação de processo, verificando se os meios utilizados estão adequados aos fins desejados e se este foi capaz de alterar a situação problema que deu origem ao programa. Nesse percurso, utilizou-se de uma abordagem qualitativa e quantitativa, tendo como técnicas de pesquisa, a modalidade documental e a bibliográfica. Dessa forma, pretende-se descortinar uma nova visão sobre o PDF-MA.

This thesis approaches, as the object of its investigation, the structural changes in the Brazilian public TV that emerge from the set of contraposition efforts of the civil society organizations and the Brazilian State against the dominance of the private sector in national television, embodied in the empirical field that is configured in the development of TV Brazil, public Brazilian TV station linked to The Brazil Communication Company (Empresa Brasil de Comunicação – EBC). Created by the Federal Government in 2007, this TV station is a central axis of a reordering movement of the public TV system, marked by historical and situational conditions that allowed the expansion of "public field" through the convergence of governmental interests in forming a counterpoint to the private TV system. Such movement is based on the precept of the complementary roles of private, public and State television systems, contemplated in the Constitution since 1988, however, specifically limited by an incipient, diffuse and incomplete action of the State. The aim is, therefore, to investigate whether the conversion of the educational ideal, which subsidized the long years of activity of educational TV stations in an experiment guided by the broader and plural concept of public television, is able to break away with what is defined as " functional complementarity" in the relationship between TV systems in the Brazilian case. For this purpose, it was developed, in the evaluation of public policies, a political evaluation of the policy in a systematic search for the set of forces which acts in the conception of TV Brazil project, as well as an evaluation of the process in relation to its implementation, focused on the critical analysis of the early years of the new public television. In these evaluations, the categories Democracy, Complementarity and Public and Private offer conceptual support to the qualitative approach of the investigation in which it was developed bibliographic and document analysis from data collected through bibliographic and documental research, and semi-structured interviews. Thus, we intend to present new elements to a broader discussion about the process of reconfiguration of the role of public television in Brazil.
Esta tese aborda, como objeto de sua investigação, as modificações estruturais no sistema público de TV brasileiro que emergem do conjunto de esforços de contraposição de organizações da sociedade civil e do Estado brasileiro ao predomínio privado no setor televisivo nacional, materializados no campo empírico que se configura no desenvolvimento da TV Brasil, emissora pública ligada à Empresa Brasil de Comunicação (EBC). Criada pelo Governo Federal em 2007, a emissora figura como eixo central de um movimento de reordenação do sistema público de TV, marcado por condicionantes históricos e conjunturais que permitiram a expansão do “campo público” por meio da convergência com interesses governamentais de constituição de um contraponto ao sistema privado de TV. Tal movimento sustenta-se no preceito da complementaridade dos sistemas privado, público e estatal de televisão, contemplado no texto constitucional desde 1988, porém, concretamente limitado pela atuação estatal incipiente, difusa e incompleta. Pretende-se, portanto, investigar se a conversão do ideal educacional, que subsidiou os longos anos de atuação das TVs educativas, em uma experiência pautada pelo conceito de TV pública, mais amplo e plural, é capaz de romper com o que delimitamos como “complementaridade funcional” na relação entre os sistemas no caso brasileiro. Para tanto, desenvolve-se, no âmbito da avaliação de políticas públicas, uma avaliação política da política, em busca da sistematização do conjunto de forças atuantes na concepção do projeto da TV Brasil, assim como uma avaliação do processo, no que se refere à sua implementação, voltada para a análise crítica dos primeiros anos da nova TV pública. Na avaliação, as categorias Democracia, Complementaridade e Público e Privado oferecem suporte conceitual à abordagem qualitativa da investigação, na qual se desenvolveu análise bibliográfica e documental a partir dos dados levantados por meio de pesquisa documental, bibliográfica e entrevistas semi-estruturadas. Dessa forma, pretende-se descortinar novos elementos para a ampliação do campo de debates acerca do processo de reconfiguração do papel da TV pública no Brasil.

Com o intuito de compreender como essa polÃtica vem se desenvolvendo junto aos discentes que a ela recorrem para permanecer na referida instituiÃÃo de ensino, esta pesquisa objetivou conhecer se tal polÃtica vem se afirmando como um direito do aluno, possibilitando que este conclua seus estudos, e como os atores sociais que estÃo envolvidos com assistÃncia estudantil (estudantes, assistentes sociais da CoordenaÃÃo de ServiÃo Social, diretora de assuntos estudantis e diretora de gestÃo orÃamentÃria) veem-na, conduzem-na e que significados possuem dessa polÃtica, para identificar suas potencialidades e limites. Para tanto, este trabalho apresenta algumas discussÃes sobre o contexto em que nasceu a assistÃncia estudantil no Brasil, o entendimento desta como polÃtica pÃblica educacional voltada para a manutenÃÃo do aluno nas instituiÃÃes federais de ensino e, especificamente, sua implantaÃÃo no IFCE, campus Fortaleza. Para chegar aos objetivos propostos, foram realizadas entrevistas semiestruturadas, bem como observaÃÃo participante e registros em diÃrio de campo.
The present work made an impact evaluation at Instituto Federal de EducaÃÃo, CiÃncia e Tecnologia do Cearà (IFCE), Fortaleza campus, of studentsâ politics and assistance. As an aim to understand how this politics have been developing along with the learners that fall back upon it to remain in the referred learning institution, this research aimed to know if this politics has been reaffirming itself as a studentâs right, enabling them to complete their studies, and also how social actors, that are involved with students assistance (students, social assistants of Social Services Coordination, director of students matters and financial management directory), see it, lead it and what meanings they have about this politics to identify its potentialities and limits. For this purpose, this work shows some discussions about the context where studentsâ assistance has risen, the understanding of it as educational public politics turned to the maintenance of the students in the learning federal institutions, and specifically its implantation in IFCE, Fortaleza campus. Some semi-structured interviews have been conducted in order to get to the proposed aims, as well as participant observations and daily field records.

This study investigates the nature of public evaluations of the presidents of South Africa over time. It consists of two statistically explorative components; a descriptive analysis which looks at the nature of Presidential Approval, and a multivariate analysis which tests competing hypothesis. Using IDASA and Afrobarometer data from 1997, 2000, 2002, 2004, 2006, 2008, 2011 and 2015, this thesis tests an Identity hypothesis, a Performance Evaluation hypothesis and a Cognitive Awareness hypothesis to determine which factors predict approval levels of the president. Findings indicate that South Africans are more likely to make use of low-information reasoning when ascribing support than to use their cognitive awareness of current affairs. There is an indication that South Africans who share an identity with the president are more likely to approve of the president - especially in recent years. However, South Africans are rational people who are more likely to base their approval of the president on how the government performs and how they perceive the economy.

O presente estudo tem como objetivo analisar o ENEM como política pública de avaliação, a fim de compreender se ele atua como uma política pública e se os resultados da avaliação do Ensino Médio estão atingindo o objetivo de buscar a melhoria da educação. Ele é um exame individual, de caráter voluntário, oferecido anualmente aos estudantes que estão concluindo ou que já concluíram o ensino médio em anos anteriores. Sua criação se deu no governo de Fernando Henrique Cardoso e perdura até os nossos dias. A legislação e o Documento Básico Oficial do ENEM estabelecem como principal objetivo avaliar o desempenho do aluno ao término da escolaridade básica, mas também é modalidade alternativa ou complementar aos exames de acesso aos cursos profissionalizantes pós-médio e ao ensino superior, sendo que a partir de 2009 passa a servir como forma de ingresso nas universidades públicas através do Sistema de Seleção Unificado. Para objetivar a pesquisa, foram elaboradas as seguintes questões: O ENEM é, realmente, uma política pública? Qual a validade do ENEM como avaliação do ensino médio? Desta forma se alcançaria a importância do ENEM como uma política pública e como forma de avaliação do ensino médio. A metodologia utilizada é a da pesquisa bibliográfica, tendo como fontes utilizadas publicações oficiais, trabalhos sobre o tema publicados por agentes estatais e seus interlocutores e demais fontes bibliográficas. O desenvolvimento da pesquisa se deu em três momentos: a) levantamento de conceitos de Estado avaliador, políticas públicas, políticas de Estado e de Governo, o Estado Neoliberal e a avaliação; b) estudo do ENEM, quanto à sua implantação, o novo ENEM e suas diretrizes; c) ordenação das ideias com o intuito de responder às questões formuladas
This study has as purpose to analyze the ENEM as a public policy of evaluation, to understand if it acts as a public policy and if the results of the evaluation of Ensino Médio are reaching the goal of seeking a better education system. It is an individual exam, voluntary, annually offered to the students that are concluding or that already concluded the Ensino Médio in previous years. It was established in the government of Fernando Henrique Cardoso, and it is used until today. The ENEMs law and Documento Básico Oficial establish as the main goal to evaluate the performance of the student at the end of the basic education, but it is also used as an alternate or complementary method to the access exams of professional courses and higher education. Moreover, from 2009 on, it would also be used as an admission method to the public Universities, through the Sistema de Seleção Unificado. To establish the goals of the research, the following questions were elaborated: Is the ENEM actually a public policy? How valid is the ENEM as an evaluation of Ensino Médio? This way we could determine the importance of the ENEM as a public policy and as a method of evaluation of the Ensino Médio. The methodology used is the bibliographical research, using as sources official publications, papers on the theme published by state agencies and their partners, and other bibliographical sources. The research development had three stages: a) surveying of concepts of Evaluator State, public policies, State and governmental policies, the Neoliberal State and the evaluation; b) studying the ENEM regarding its implementation, the new ENEM and its directives; c) sequencing of ideas with the purpose of answering the proposed questions

Cette thèse examine les pharmacies de ville en France, qui voient leur nombre diminuer tout en diversifiant leurs activités pour répondre aux défis du vieillissement et de la prévention.Le chapitre 1 étudie les conséquences à long terme des fermetures de pharmacies sur l'accessibilité spatiale. Les résultats montrent qu'à l'horizon 2050, la distance moyenne pour accéder à une pharmacie devrait augmenter modérément. Cependant, la proportion de la population sans pharmacie dans sa commune pourrait doubler, passant d'un sixième à un tiers, augmentant ainsi la dépendance aux transports motorisés, un obstacle majeur pour les personnes âgées à mobilité réduite. Le chapitre souligne aussi que la charge de travail des pharmacies pourrait croître de plus de 40 %, ce qui pourrait, selon la littérature, dégrader la qualité des délivrances de médicaments et freiner la diversification des missions des pharmacies, comme la vaccination.Le chapitre 2 analyse l'effet de l'implication des pharmacies dans la vaccination contre le COVID-19. Si la France est le premier pays à l'avoir autorisé, cette intervention a été comparée à d'autres pays européens, notamment l'Italie, qui impose également des restrictions sur l'installation des pharmacies. En Italie, l'implication des pharmacies a permis d'améliorer la couverture vaccinale de la première dose, au détriment de la deuxième dose, alors qu'une contrainte d'approvisionnement en vaccins existe.Le chapitre 3 s'intéresse aux choix des pharmaciens titulaires concernant l'extension de la liste des vaccins administrés en pharmacie. Une expérimentation à choix discrets montre qu'ils sont favorables à cette extension et à l'implication des préparateurs dans la vaccination antigrippale, mais réticents à les inclure pour les nouveaux vaccins ou à recourir à une prescription médicale préalable. Concernant la rémunération, le montant de 9,60 euros par injection est jugé insuffisant, les pharmaciens valorisant cette prestation à 16 euros
This thesis examines community pharmacies in France, which are experiencing a decrease in their numbers while diversifying their activities to address the challenges of aging and prevention.Chapter 1 studies the long-term consequences of pharmacy closures on spatial accessibility. The results show that by 2050, the average distance to access a pharmacy is expected to increase moderately. However, the proportion of the population without a pharmacy in their municipality could double, from one-sixth to one-third, thereby increasing dependence on motorized transport, a significant obstacle for elderly people with reduced mobility. The chapter also highlights that the workload of pharmacies could grow by more than 40 %, which, according to the literature, could degrade the quality of medication dispensing and slow down the diversification of pharmacy services, such as vaccination.Chapter 2 analyzes the impact of pharmacy involvement in COVID-19 vaccination. France was the first country to authorize this, but the intervention was compared with other European countries, particularly Italy, where vaccine supply constraints sometimes hindered the coverage of the second dose despite improvements in the first dose.Chapter 3 focuses on the choices of licensed pharmacists regarding the expansion of the list of vaccines administered in pharmacies. A discrete choice experiment shows that they are in favor of this expansion and the involvement of pharmacy technicians in flu vaccination but are hesitant to include them for new vaccines or to rely on a prior medical prescription. Regarding remuneration, the current amount of 9.60 euros per injection is deemed insufficient, with pharmacists valuing this service at 16 euros

Podemos identificar que desde os anos 1990, realiza-se um processo de privatização da educação superior no país, caracterizado pela mercadorização da educação, pela desresponsabilização do Estado na garantia da educação como direito e pela destinação de verbas públicas para a iniciativa privada, é nesse quadro que se insere as mudanças que se processam na avaliação institucional das Instituições de Educação Superior (IES) públicas realizadas no Brasil a partir da década de 1990, seguindo num movimento de continuidades adentrando as décadas seguintes com o governo Fernando Henrique Cardoso (1995-2002) e suas políticas de reformas, sendo ratificada pelos planos e metas de ajuste do governo de Luis Inácio Lula da Silva (2003-2010).
The analyzes about the current (re) configuration of capitalism is a necessary element for a critique of current educational policy than in developing countries, being justified in the official discourse of the need to adapt to the "new world order." We can identify that from the year 1990, there will be a process of privatization of higher education in the country, characterized by the commodification of education, the warranty disclaimers in the state of education as a right and the allocation of public funds to private enterprise, that is framework that incorporates the changes that take place in the institutional evaluation of higher education institutions (HEIs) made ??public in Brazil since the 1990s, following a movement of continuities entering the following decades with the government of Fernando Henrique Cardoso (1995-2002 ) and its reform policies, be ratified by the plans and setting goals of the government of Luis Inacio Lula da Silva (2003-2010).

This PhD thesis examines the E-government implementation in Dubai and examines the critical success factors and barriers to a successful E-government implementation. The study is based on primary research conducted on the subject of E-government in the United Arab Emirates. The thesis critically reviewed extant literature on E-government implementation. The methodology used for this research is a mixed-methodological design comprising of quantitative survey of 450 employees of the Dubai Smart Government Department. A survey questionnaire was designed to assess the impact of various independent and dependent variables on the effectiveness of E-government implementation. To complement the shortcomings of the high level of abstraction often associated with quantitative methodology, a qualitative methodology was used which involved in-depth interviews with 25 middle and high ranking officials in the Dubai Smart Government Department. The results of these questionnaires and interviews helped provide a theoretical framework for the postulation of standard operating procedures, which could ensure the success of E-government implementation, in Dubai. The research analyses and discusses the primary data (questionnaire and interviews) to generate insights regarding the success of E-government implementation in Dubai. The analysis also examines the various factors which limit and hinder successful E-government implementations and offers recommendations for improvement. The study finds that some of the major barriers to E-government in Dubai include: technology, security, legal, monetary and strategic. Employees surveyed also generally expressed fear of complexity, system integration, data security, and job losses. Researchers have repeatedly shown that there is need for empirical based studies to understand contextually relevant aspects of E-government implementation in non-western contexts. This PhD thesis contributes to this debate with fresh empirical data sets from Dubai on E-government implementation including the identification of critical successes factors and barriers of a successful E-government implementation. This study also contributes theoretically by challenging the popular normative stage models with a more robust theoretical framework encompassing both human centeredness and context relevance. In so doing, the study came up with a tripartite approach comprising management support, cultural change, and system design. The study concludes that dynamic interplay between internal and external forces; socio-economic and technological factors (including maturity of ICT capabilities) are all relevant for a successful implementation of E-government in Dubai. This study’s key significance lies in its contribution to improve the implementation of a successful E-government in the UAE context, thereby leading to a development of a road map for facilitating practical implementation of strategies and reversing the declining trend of E-government participation in Dubai. In addition, the study’s emphasis on the public sector, could lead to strengthening of the role of E-government for administrative and institutional reform and inclusion in the public sector. The study could provide a useful guide both for the Dubai Smart Government Department and other E-government agencies in Arab regions and for internal stakeholders in the field who wish to gain insight into the process of E-government globally.

AbstractAlthough German bureaucracy is typically categorised as Weberian, a clear distinction between politics and administration has never been a defining characteristic of the German political-administrative system. Many close interrelations and interactions between elected politicians and appointed civil servants can be observed at all levels of administration. Higher-ranking civil servants in Germany are used to and generally appreciate the functional politicisation of their jobs, that is their close involvement in all stages of the policy process, from policy formation, goal definition, negotiation within and outside government to the implementation and evaluation of policies. For top positions, therefore, a class of ‘political civil servants’ is a special feature of the German system, and obtaining ‘political craft’ has become an important part of the learning and job experience of higher-ranking civil servants.

AbstractHuman resource management in the Japanese public sector has been characterized by people-based management since before World War II. The postwar reform of the public service tried in vain to introduce an American job-classification system, and the prewar practices of people-based management have remained. Since the 1990s, there has been an active debate on reforming the public service system, and the introduction of a new personnel evaluation system that focuses on the duties of each position has led to a shift from seniority practices to ability and performance management. In addition, the national public service system was reformed to be more responsive to political leadership. However, the ambiguity of the duties of each position as the basis for personnel evaluation has remained to create a conflict between people-based management and position-based management, hindering the improvement of working conditions and inviting greater political influence in the appointment of executive officials. To solve these problems and make public service more attractive, it is necessary to clearly define the duties of each position and then reexamine the relationship between “positions” and “people.”

Drawing on a synthesis of the conceptual and empirical literature, this chapter describes and categorizes mechanisms that aim to reconcile political and scientific considerations in evidence-informed policymaking and develops an analytical typology that identifies salient dimensions of variation in their selection and design.

The increasing production of diverse political texts due to rapid developments in international politics and social changes necessitates accurate and timely translation. Translation technology combined with AI is emerging as a powerful tool for translations, increasing productivity and ensuring consistency. This research focuses on the use of AI in translating political texts and explores the challenges it poses, particularly in the realm of political translation. The aim is to identify these challenges and develop effective strategies to address them. The research methodology involves analysing translations of German politicians' speeches into Greek using AI and evaluating their cultural adaptation, emotional impact, and persuasiveness. The study utilises machine translation evaluation tools and questionnaires to assess the benefits and risks of using AI in translation, with a specific focus on the democratisation of information and its potential impact on public opinion. One of the modern trends in public sector budget governance is evaluation of allocation of the resources, re-allocation of budget resources to achieve political goals and ensure sustainable financing for different public needs. This study is the first analysis of Latvian experience of public spending reviews in 2016 – 2019, characterises present patterns and proposes changes for future spending reviews. In general, the Ministry of Finance is conducting public spending review as quite technocratic exercises – an opportunity to make sure that existing public institutions’ budgets are being spent as efficiently as possible and conduct decision making on the civil service level. However, involvement of political level is a possibility to ensure that public spending objectives are met and the allocation of public resources reflects policy goals. The main task of the paper is to analyse the Latvian experience of regular public spending reviews and generalize recommendations for other countries and future development of the spending reviews. It can be concluded that increasing prioritization of budgetary spending and its relation with economic development can be supported by spending reviews as a mechanism to increase government spending in priority policy areas and to ensure reallocation of resources for underfinanced budget programmes through improvement of the efficiency of expenditures. Recommendations on improvement of the spending review process and possible changes to the budget law legislation are worked out.

The legislation stipulates the obligation of public agents to submit the declaration of wealth and personal interests (DWPI), within the term and in the manner provided by the special legislation at the time of employment, appointment or validation of the mandate, annually and at the end of the mandate, of employment or service relationships. In this article, we will analyze specific aspects related to the filing of the DWPI, including through the lens of the Methodology for the verification and control of wealth and personal interests and regarding compliance with the legal regime of conflicts of interest, incompatibilities, restrictions and limitations. We mention that the submission of the declaration of wealth and personal interests within the procedures for controlling the integrity of the subjects, which ensures the creation of the climate of political integrity and the evaluation of institutional integrity. Namely, by creating the climate of political integrity and institutional integrity within public entities, the cultivation of the climate of integrity in the public sector takes place according to the law of integrity.

Fundamental to the achievement of a country's economic and social development goals is efficiency in its public spending. This study analyses the levels and trends of public spending in the education and health sectors in Belize and offers an initial approach to evaluating the efficiency of such spending, taking into consideration the performance of the main outcome indicators for both sectors. The study contributes to the existing literature by using a new database that allows a territorial approach, by documenting the disparities of spending and sectorial outcomes at a national level and among different political administrative units (districts) for the period 2003-2013. Based on the aforementioned analysis, the study also identifies areas for improvement and presents policy recommendations to be implemented at a territorial level. Owing to the limitation of data in Central American countries, this analysis is encompassed in a regional effort of systematization and standardization of public spending figures and of input and output indicators in these two sectors.

This country program evaluation (CPE) was conducted during the preparation of a new country strategy with El Salvador for the 2015-2019 period. The evaluation therefore includes the findings from the strategy in effect from 2010 to 2014 (document GN-2575). According to the country program evaluations protocol (document RE-348-3), the main goal of the CPE is "to provide information on Bank performance at the country level that is credible and useful, and that enables the incorporation of lessons and recommendations that can be used to improve the development effectiveness of the Bank's overall strategy and program of country assistance."Accordingly, this CPE aims to analyze the Bank's relationship with the country, from an independent and holistic viewpoint, assessing in particular the program's relevance, efficiency, effectiveness, and sustainability, including both financial and nonfinancial products offered by the Bank during the period under analysis. This is the third independent evaluation of the country program carried out by OVE. The first (document RE-307) covered the 1992-2004 period, which was characterized by rapid economic growth in the wake of the Chapultepec Peace Accords. The second OVE evaluation (document RE-360) covered the 2004-2008 period; it was marked by the limited results of the ambitious reform program embarked upon in the late 1990s, as well as the political polarization that affected the Bank's program with the country. As part of this evaluation, the team visited El Salvador on two occasions and interviewed 120 people, including the Governor of the Bank, the Minister of Finance, the Chairman of the Central Reserve Bank of El Salvador, and other top government and central bank officials. The mission also met with representatives of academia and the private sector. Lastly, the team interviewed all the staff at the Bank's Country Office, including the Representative, the chief of operations, sector specialists, fiduciary specialists, and operations analysts. This evaluation is accompanied by sector annexes on the economy and public finances, the social protection, transportation, water and sanitation, housing and urban development sectors, and a general portfolio analysis annex.

The technological, economic, and social changes of recent years have required governments to adapt to new challenges and growing demands from civil society. In many countries, and at different levels of government, this has led to the creation of innovation labs that aim to promote policy innovation in diverse ways. This paper analyzes the roles of innovation labs in Latin America, examines their challenges, and compares them to best practices and characteristics that current literature associates with higher levels of innovation in the public sector and in other organizations. Based on a survey of lab directors and the undertaking of two case studies, this paper describes the scope of innovation labs in Latin America and discusses the challenges they face to (i) work on central issues, (ii) achieve the adoption and scale up of their innovations, and (iii) ensure their sustainability. There are four key factors that determine the success of innovation labs in overcoming these challenges: two of these are of a political and institutional nature, namely leadership support and policy networks, while the other two relate to lab methodologies, namely the technical adaptation of their innovations and the building of a shared meaning. Additionally, two major differences have been identified between the innovation labs discussed herein and those of other regions, as described by the existing literature: a greater focus on issues of open government and less rigorous testing of their innovations, such as randomized experimentation and impact evaluation. Lastly, this study provides the relevant conclusions and recommendations on how to establish innovation labs as effective channels to manage innovation in government, along with its in-herent risks, and modernize public administration.

This paper analyzes the reaction of teachers' and doctors' unions to a series of social sector reforms in the region, including administrative decentralization, provider payment mechanisms, and the introduction of performance evaluation and private provision. It combines the literature of economics and political science to understand the conditions that shape different patterns of union behavior and their effect on policy implementation. The paper suggests that the main conditions influencing union behavior in the health sector are related to the structure of the market (size and level of competition) due to the predominance of the private-public mix in its employment. In education, where the public sector is the main employer, political alignments and the organizational features of teachers' associations also play an important role in explaining the behavior of providers' organizations. Considering the exogenous character of most of these variables, the paper concludes by making some policy suggestions to align the objectives of unions and policymakers through regulatory reforms.

This rapid review found an absence of literature focused specifically on measuring the impact of PFM and governance systems in countries that have transitioned from aid, by moving up the income ladder. However, there are a few academic publications and a limited number of studies by multilateral, such as the World Bank, that examine the role of PFM and governance systems in countries that are transitioning or have moved away from aid. However, the importance of public financial management (PFM) and governance systems in development is well established and seen as a pre-requisite for economic growth. To effectively transition from aid, most low-income countries (LICs) need to upgrade their PFM and governance systems to meet the different scale, resources, accountability mechanisms, and capacity-building requirements of a middle-income country (MIC). The absence of the above empirical evidence may be due to the complexity of measuring the impact of PFM reforms as the results are non-linear, difficult to isolate from other policies to establish causality, and manifest in a longer time frame. However, through comparative country studies, the consequences of deficient PFM and governance have been well documented. So impaired budgetary planning, implementation, and reporting, limited fiscal transparency, weak accountability mechanisms, resource leakage, and inefficient service delivery are well recognised as detrimental to economic growth and development. The literature on transitioning countries focuses predominantly on the impact of aid withdrawal on the social sector, where comparative qualitative data is easier to obtain and the effects are usually more immediate, visible, and may even extend to global health outcomes, such as in AIDS prevention programmes. Thus, tracking the progress of donor-assisted social sector programmes is relatively easier than for PFM and governance reforms. The literature is more abundant on the overall lessons of transitions from aid both for country governments and donors. The key lessons underscore the importance of PFM and governance systems and mechanisms to a successful transition up the income ladder: Planning for transition should be strategic, detailed and specifically geared to mitigate against risks, explicitly assessing the best mix of finance options to mitigate the impact of aid reduction/withdrawal on national budgets. The plan must be led by a working group or ministry and have timelines and milestones; Where PFM and governance is weak transition preparation should include strengthening PFM especially economic and fiscal legislation, administration, and implementation; Stakeholders such as donor partners (DPs) and NGOs should participate in the planning process with clear, open, and ongoing communication channels; Political and economic assessments in the planning and mid-term phases as well as long-term monitoring and evaluation should be instituted; Build financial, technical, and management capacity throughout the plan implementation This helpdesk report draws on academic, policy, and grey sources from the previous seven years rather than the usual K4D five-year window, to account for the two-year disruption of COVID-19. As cross-country studies on PFM and governance are scarce, a few older studies are also referenced to ensure a comprehensive response to the query. The report focuses on low-income countries transitioning from aid due to a change in status to lower-middle-income countries.

However, little attention has been paid to whether these results were achieved at the expense of environmental sustainability. Relying on the review of promulgated environmental policies and on 22 in depth interviews with public and private stakeholders, this study aims to assess whether the existing command and-control approach to environmental management is delivering on its promises, and whether there is scope for a wider deployment of environmental taxes. Our analysis demonstrates that, despite the implementation of a variety of policies since the late 1990s, environmental management in Ethiopia is substantially ineffective. This is due to a combination of institutional instability and a lack of technical and human resources in the main agency tasked to protect the environment, and to the low political priority of environmental protection, seen as an unaffordable luxury when pursuing rapid economic growth. In this context, whether a switch to a market-based approach to environmental management would improve the situation seems doubtful, as any new instrument would be ineffective as long as there is a lack of political will to enforce environmental protection by capacitating the agencies mandated to this task.

This presentation was commissioned by the Public Management and Transparency Network of the Regional Policy Dialogue for the 7th Hemispheric Meeting celebrated on May 8th and 9th, 2006. The purpose of the study was to assess the planning, implementation, programming, budgeting and evaluation of extra-budgetary and tax expenditures in four countries in the region, and propose recommendations if necessary. The countries chosen were Brazil, Chile, Ecuador and Mexico, with Mexico being the country in charge of coordinating the study. Over the past few years, countries have recognized the need to tighten the rules which regulate off-budget operations. Brazil, Chile, and Mexico have made important progress in regularizing these operations, while Ecuador shows less progress experiencing some backpedaling as a result of the 1999-2000 economic crisis and political instability.
