The article is concerned with the dueling incidents with participation of Polish deputies of Imperial Duma which took place in 1906 and 1913. The author reconstructs the causes, further things happening and results of these clashes as well as evidences their coverage from Russian news media and perception by Russian public. Special attention is put to the conflict of deputies belonging to the Polish group in Imperial Duma with the future Prime Minister of the Provisional Government A.F. Kerensky. The author proves that although on a moral level the injured party was Polish deputies, their chosen modus operandi was unsuccessful, and in the minds of the liberal democratic part of the Russian society Kerensky came out victor.

The Austro-Hungarian diplomatic services followed the course of the election campaigns for the State Duma in the Kingdom of Poland closely. This is entirely understandable. The Sejm was a novelty in the political life of the Habsburg Monarchy’s northern neighbour. Its functioning could have had far-reaching and difficult to predict consequences for the politics of the Romanov Empire. Reports by Austro-Hungarian diplomats accurately reflected the mood of Polish public opinion and the position of individual groups. They drew attention to the deterioration of ethnic relations in the Kingdom of Poland, both between Poles and Jews and between Poles and Russians. They accurately portrayed the dilemmas of Polish society, its powerlessness and frustration, including disappointment with the State Duma. The parliamentarisation of the political system in Russia and the departure from the self-rule did not improve the position of the Polish people in the tsarist state. The results of the elections to the State Duma confirmed the dominance of national democracy in the political life of the Kingdom of Poland. The Austro-Hungarian diplomats regarded this grouping as the true representation of public sentiment and the dominant force on the Polish political scene. They were not entirely impartial in their reports. Their correspondence shows that they were sympathetic to Polish conservative circles and clearly disliked socialist groups.

Pride and prejudice. The significance of election of a transsexual person as a “representative of Nation”Ms. Anna Grodzka’s election to the Polish Parliament in 2011 was a crucial event because for the first time in Europe a transsexual person became a Member of Parliament, and thus was to represent all Poles at the national level. This event resulted in mixed reactions and comments: from euphoria to trauma, from great pride to deep prejudice. It is instrumental in self identification of Poles, nevertheless two different Polish “nations” make use of it, presenting two different languages and two absolutely separate pictures of Polish identity. The first approach is associated with such notions as freedom, equity, minority rights, multiculturalism. The other is connected with such phrases as original values, genuine Poles, God, and the regular family. Therefore contemporary war of cultures, that is a general conflict over values and collective identity, came to focus on the fact that Anna Grodzka became an MP. The author of the article, relying on Allan McKee’s interpretative analysis of cultural texts, in this case press articles, aims at an analysis of the role of Ms. Grodzka’s election for identity shaping processes among Poles. Znaczenie wyboru osoby transseksualnej na „przedstawiciela Narodu”Wybór Anny Grodzkiej na posłankę był przełomowym wydarzeniem, ponieważ po raz pierwszy w Europie osoba transseksualna została przedstawicielką wszystkich rodaków. Wydarzenie to wywołało jednak różne reakcje: od euforii do traumy, od wielkiej dumy do głębokich uprzedzeń. Służy ono bowiem samookreślaniu się Polaków, ale w taki sposób, że korzystają z niego w procesie samoidentyfikacji co najmniej dwa polskie „narody”, posługujące się językami uosabiającymi dwie zupełnie inne wizje polskości. Naród tych, którzy boją się o Polskę, utożsamianą z wiarą katolicką, tradycyjną rodziną i podziałem ról płciowych, dla których norma jest jedna, a wartości prawdziwe albo nieprawdziwe. I naród tych, którzy Polskę swą widzą barwną, różnorodną, wielokulturową, otwartą i zmienną. Fakt wyboru Anny Grodzkiej do Sejmu stał się więc jedną z soczewek, w której ogniskuje się współczesna wojna kultur, która jest w istocie symboliczną walką o to, kim jesteśmy jako Polacy i w jakim społeczeństwie chcemy żyć. Stosując, proponowaną przez Allana McKee, interpretatywną analizę tekstów kulturowych, w tym przypadku artykułów prasowych, staram się przybliżyć znaczenie tego wydarzenia dla procesów tożsamościowych Polaków.

Was being a Jan Kochanowski’s descentant a reason to be proud? Genealogy present in works devoted to the poets’ descentants (17th-18th centuries) Part. 1. Zuzanna Wołucka’s (nee Owadowska)’s descendants: This study explores the genealogical awareness of the Polish nobility and the role of outstanding individuals in creating collective memory. More specifically, it offers an analysis of genealogical references included in encomia devoted to Jan Kochanowski’s enatic descendants, in the context of their famous ancestor’s literary output and his fame. Coming from the line of Zuzanna Wołucka, nee Owadowska, Jan Kochanowski’s granddaughter, the descendants inherited parts of the poet’s real estate and buried their relatives next to his Zwolen mausoleum till the end of the 18th century. The article is based on commemorative prints devoted to the poet’s descendants: Falces avitae ad lauream vernantis gloriae messem by Wojciech Zatoński (1696) written in honour of the Sieradz castellan’s wife Zofia Lipska nee Olszowska, Chwalebny zawód do kresu szczęśliwego by Krzysztof Wierzbicki (1699) in honour of the Sieradz chamberlain’s daughter Konstancja Zapolska, Niebo herbownego Księżyca by Samuel Wysocki (1732) lauding the Gostyn staroste’s daughter Zofia Lipska nee Granowska, as well as the anonymous Panegyricus probatissimo magistro belli in sago (1757) devoted to the Rawa palatine Kazimierz Granowski. None of these pieces includes any references to Jan Kochanowski, which can be explained by the social status of these newly promoted to state offices families with middle- to petty-nobility roots. The need to legitimize their position as the noble well-to-do class holding state posts required to show connections with sufficiently important ancestors who also held state offices, rather than by giving prominence to the genealogy and the past generations.

In the present state of the political system, the powers of the Polish president to conduct an independent foreign policy are quite limited. But, in the case of the Andrzej Duda presidency, there are certain areas in which his activities between 2015–2021 were dominant, however. It mainly concerned the Three Seas Initiative, the aim of which is to integrate the economy and infrastructure of Central European countries. The Polish president was and still is the main architect of this project. Moreover, he plays an important role in shaping Poland’s relations with Ukraine, and above all with the United States. It should be noted that in the latter cases, they were closely related to another scope partly within the remit of the Polish president – security policy.

The essence of the present article is presenting the influence of the creative output as well as personality of Karol Szymanowski on subsequent generations of Polish 20th century composers searching for new trends and options for their artistic development, based on the Polish Suite for violin and piano by Szymon Laks. It is a very interesting composition as an object for an academic study as well as from the performance-related and artistic perspectives. All research activities aim towards finding style similarities in Laks’ composition and analysing them in comparison to works by Szymanowski. The examples given in the article illustrate a clear influence of Szymanowski, from distant associations concerning the mood, colour and aura of the piece to specific quotations substantiating a great respect and admiration Szymon Laks had for Karol Szymanowski. Another confirmation of that is the fact that this composition was dedicated to Szymanowski. The rich heritage Szymanowski left became the new path he had set for future generations of not only Polis composers. It seems that this thesis has been duly proven in the article. In Laks’ composition we will find clear influences and often even quotations from Polish folklore, which Karol Szymanowski also used in his works. The aim of the article is also familiarising readers with this very rarely performed composition, showing its undisputed qualities and encouraging everyone to discover and promote numerous forgotten yet often very valuable pieces in Polish music.

The article concerns the attitude of the Polish landed gentry to the principle of compulsory expropriation of land, which was accepted in the 1st State Duma by the Polish Circle of the Kingdom of Poland. The Polish conservatives grouped in the Party of Real Politics were decisive opponents of the forced expropriation of private land. In November 1906, they organized a special congress on the agrarian issue in Warsaw in order to receive an assurance from the National-Democratic Party that the party would not support any projects of forced expropriation of lands in the future Duma. At the agrarian congress, the participants discussed ways to restore agriculture in Russia and the Kingdom of Poland, as well as the future cooperation of both parties in the upcoming elections to the Second State Duma (1907).

A study titled Rys grammatyki języka polskiego (Outline of the Polish grammar) was published in 1857. Antoni Morzycki, the author of the grammar book, was not a philologist by education, he wrote his study out of a sense of civic duty. He founded his concept on the dogma of the speech originating from the Word, as John the Evangelist wrote: “In the beginning was the Word, and the Word was with God, and the Word was God.” The man received the Word as a gft from God. The author divides grammar into three sections: phonetics and phonology, the science of the word and clause, and spelling. He adopted parallelism of parts of speech and clause as one of the rules organising the grammatical description. The book evoked an intense reaction of his contemporaries. The Antidumping and Countervailing Duty laws are competition policy instruments with which the United States ostensibly seeks to promote the role of market forces, enhance competition and thereby uphold the post-war international economic order. However, through a combination of administrative pragmatism and statutory emendation, these trade laws have evolved into instruments with which the United States impedes market forces and insulates its domestic economy from the very competition these laws supposedly aim to encourage. This is a paradox. Important political issues arise from this paradox which are obscured by the traditional methods of examining trade policy. This dissertation demonstrates that the political aspects can be made apparent if the laws are thought of as instruments of economic statecraft. Through an original application of the theoretical framework David Baldwin has developed in Economic Statecraft, it is argued that the trade remedy laws utilize state power for the purpose of changing the behaviour, beliefs, policies and propensities to act of foreign governments or firms. By examining the detail inherent in the two statutes it is demonstrated that far from compelling foreigners to abide by market forces and undertake competitive trade practices, the US penalizes them for doing so. On the pretext that foreigners' trade practices are "unfair", the US is compelling them to engage in genuinely anticompetitive practices. Competition is the central mechanism of the post-war international trade system. Therefore, the United States is undermining that order with its use of these instruments of statecraft. Further, remedy policy is generating political conflict between the US and its major trading partners because there is fundamental disagreement as to the normal and appropriate role for governments and firms to play in a modern market economy. Differences of opinion about what is "unfair" in this context arise, as is demonstrated, on political grounds rather than economic ones.

Managing impending environmental and energy challenges in the transport sector requires a dramatic reduction in both the petroleum consumption and greenhouse gas (GHG) emissions of in-use vehicles. This study quantifies the potential of electric and hybrid-electric powertrains, such as gasoline hybrid-electric vehicles (HEVs), plug-in hybrid vehicles (PHEVs), fuel-cell vehicles (FCVs), and battery-electric vehicles (BEVs), to offer such reductions. The evolution of key enabling technologies was evaluated over a 30 year time horizon. These results were integrated with software simulations to model vehicle performance and tank-to-wheel energy consumption; the technology evaluation was also used to estimate costs. Well-to-wheel energy and GHG emissions of future vehicle technologies were estimated by integrating the vehicle technology evaluation with assessments of different fuel pathways. While electric powertrains can reduce or eliminate the transport sector's reliance on petroleum, their GHG and energy reduction potential are constrained by continued reliance on fossil-fuels for producing electricity and hydrogen. In addition, constraints on growth of new vehicle technologies and slow rates of fleet turnover imply that these technologies take decades to effect meaningful change.
(cont.) As such, they do not offer a silver bullet: new technologies must be deployed in combination with other aggressive measures such as improved conventional technology, development of low-carbon fuels and fuel production pathways, and demand-side reductions. The results do not suggest a clear winner amongst the technologies evaluated, although the hybrid vehicle is most likely to offer a dominant path through the first half of the century, based on its position as an established technology, a projection that shows continued improvement and narrowing cost relative to conventional technologies, and similar GHG reduction benefits to other technologies as long as they rely on traditional fuel pathways. The plug-in hybrid, while more costly than hybrid vehicles, offers greater opportunity to reduce GHG emissions and petroleum use, and faces lower technical risk and fewer infrastructure hurdles than fuel-cell or battery-electric vehicles. Fuel-cell vehicle technology has shown significant improvement in the last several years, but questions remain as to its technical feasibility and the relative benefit of hydrogen as a transportation fuel.

Research relating to police stress has typically focused on officers working in urban areas, neglecting their rural counterparts. This is especially true of conservation officers, who are tasked with enforcing laws in state parks and other recreational areas. To date, only a handful of studies have sought to better understand their experiences and perceptions. The current study seeks to further our understanding of conservation officer stress in three unique ways: (1) via applying McCreary and Thompson’s (2006) operational police stress scale (PSQ-Op) to the population, (2) determining whether officer characteristics (e.g., age, education, length of service) affect perceived stress, and (3) exploring the influence of various job duties on these perceptions. Survey data are gathered from officers located in several states, with results serving to improve our understanding of conservation officer stress.

Greenhouse gases, such as carbon dioxide, trap solar heat in the atmosphere, raising its temperature. While comprising only about 5% of global population, the U.S. is responsible for nearly one fourth of global annual CO2 emissions. Transportation accounts for a third of all carbon dioxide emissions in the country, and about one fourth worldwide. U.S. passenger cars and light trucks accounting for nearly two thirds of the net carbon equivalent emissions from transportation, any successful national strategy to reduce greenhouse gas emissions would need to address transportation sector emissions. Building upon a vehicle technology assessment conducted at MIT ("On the Road in 2020", Weiss et al., 2000), this study assesses the potential for reducing the U.S. light duty vehicle fleet fuel consumption and energy use. The vehicles technologies considered are an evolving gasoline-fueled baseline vehicle with steadily decreasing fuel consumption, and a gasoline internal combustion engine hybrid vehicle with an advanced body design. Using a vehicle fleet turnover model, the impact on the light-duty fleet of various technology penetration scenarios is assessed. The effects of other factors including the light-duty vehicle stock growth, the increasing per-vehicle annual distance traveled and the sales share of light-duty trucks are evaluated as well. The reduction of new vehicle fuel consumption achieved on the evolving baseline and advanced ICE-Hybrids vehicles provides the most significant savings in fleet energy use over all the other considered measures. Actions aiming at reducing the stock and the total distance traveled growth rate appear to have significant effects on fleet fuel consumption as well, while an increasing share of light-duty trucks will have only a modest impact. Finally, various policy options are discussed. Actions will need to be taken by the Federal Government and the other stakeholders if significant petroleum and greenhouse gas emissions reductions are to be achieved.

Conventional wisdom views authoritarian legislatures as 'rubber stamps'. According to this model, non-democratic parliaments are entirely subservient to dominant executives, having no influence on the development of policy; as a result, all bills introduced into the legislature become laws without amendment. Although these bodies might perform other functions, they serve - according to this account - a purely ceremonial function in the policy-making process. There is evidence, however, inconsistent with this portrayal from a range of non-democracies, including evidence of executive bill failure and bill amendment. Existing attempts to explain these apparently deviant observations refer to some degree of legislative autonomy - bills fail and change as a result of legislator influence. According to these accounts, authoritarian elites use legislatures to co-opt members of the opposition and to gather information about citizen grievances. This dissertation, in contrast, argues that legislative activity in non-democracies can be driven by executive concerns. Whereas the 'rubber stamp' model infers from executive dominance an absence of legislative activity, the approach proposed by this dissertation suggests there are a variety of reasons why executive actors might want to amend or kill off their own bills in the legislature. In particular, these legislative policy developments can result from clashes between executive factions, which use legislative institutions to monitor, challenge, and amend each others' proposals. This dissertation proposes and assesses this new approach using fine-grained data on legislative processes and outputs from the contemporary Russian State Duma. The analysis draws on a variety of data sources, using both qualitative and quantitative methods. The findings suggest that legislative institutions can still 'matter' in non-democracies, even with an entirely subservient body of legislators.

Reducing greenhouse gas (GHG) emissions is of great concern in Japan, as well as elsewhere, such as in the U.S. and EU. More than 20% of GHG emissions in Japan come from the transportation sector, and a more than 70% reduction in GHG emissions by 2050 has been projected as a feasible goal. It is clear that substantial reduction in GHG emissions from the transportation sector will be required in Japan over the next several decades. This research developed a fleet model for Japan to evaluate GHG emission trends through 2030 and through 2050. The fleet model shows that GHG emissions from light-duty vehicles are likely to decrease significantly due to anticipated decrease of vehicle kilometers traveled (VKT) from all the light-duty vehicles in Japan over the next several decades. This is because of several factors, such as the decrease of vehicle sales due to the recession and higher gasoline prices. In the analysis through 2030, the fleet model was run under four "sales mix scenarios," including a scenario which is based on the forecast by the Japanese Government. Even in the scenario without any sales mix change in the future, a 36% GHG emission reduction from the level of 2008 is achieved by 2030. In the Government Scenario (the most optimistic scenario), a 49% GHG emission reduction from the level of 2008 is achieved by 2030. In the longer-term analysis through 2050, the fleet model was run under two "sales mix scenarios" and two "vehicle fuel consumption forecasts." In the most conservative case, a 54% GHG emission reduction from the level of 2008 is achieved by 2050. In the most optimistic case, a 67% GHG emission reduction from the level of 2008 is achieved by 2050. Even though substantial GHG emission reductions by 2050 are projected, coordinated policy measures would make the most optimistic sales mix scenario more feasible, and help realize further GHG emission reductions.

Pollutants emissions and fuel economy tests for passenger cars differ from region to region of the world, since different driving condition and vehicle fleet characterize different geographical areas. In particular, the European type approval procedure for passenger cars uses as reference cycle the New European Driving Cycle (NEDC), which is nowadays not representative of real driving conditions. Therefore, the European Commission has planned to introduce the Worldwide Harmonized Light Duty Test Procedure (WLTP) from September 2017. As a consequence, the CO2 emissions target should be adapted, since the current 2020 goals are based on NEDC assessment. The European Commission and the Joint Research Centre (JRC) are therefore developing a simulation tool called CO2MPAS (CO2 Module for Passenger and commercial vehicles Simulation) for the correlation of CO2 emissions from WLTP to NEDC, which will be used for the type approval of European passenger cars from 2017, avoiding expensive duplicate test campaigns for car manufactures. However, the implementation of CO2MPAS has so far involved solely conventional light duty vehicles. Within this context, a research project has been carried out in closed collaboration between Politecnico di Torino and JRC for the development of CO2MPAS for Hybrid Electric Vehicles (HEVs) and Plug-In Hybrid Electric Vehicles (PHEVs). The correlation model is based on a unique simplified physical approach, which should be able to detect the powertrain behavior along the NEDC cycle from the physical measurements along the new driving cycle, estimating with a good accuracy the CO2 emissions (within ± 3 g/km).

The Servicemen's Readjustment Act of 1944 (Public Law 78-346), generally referred to as the GI Bill, provided any veteran, who had served for at least 90 days from the time period of September 1940 to July 1947, paid full-time education. The original Act also called for the creation of a central agency dedicated to the administration of all veterans' benefits, which ultimately became the Veterans' Administration (VA). The GI Bill has been revamped five more times since its initial inception, with the most recent iteration, the Post-9/11 Veterans Educational Assistance Act of 2008, being hailed to be potentially as powerful a social policy groundbreaking as the original GI Bill.;The purpose of this research was to conduct a study and evaluate the data regarding the use of the benefits of the Post-9/11 GI Bill by veterans and active duty military college students. The overarching research question was: What are the Tidewater Community College (TCC) veteran and current active-duty military member/reservist perceptions of the Post-9/11 GI Bill and does their usage of benefits align with the federal policy goals of recruitment, retention, and rewarding our military members for their service?;An analysis of the results of the online survey showed that of the three federal policy goals, retention of quality personnel and the feeling of reward for military service were being met through the perception of TCC student veterans. While the Post-9/11 GI Bill benefits were not a primary recruitment reason for the majority of respondents, most felt that the Act would aid in future military recruitment. This research also found that Post-9/11 GI Bill users were using their benefits primarily for degree attainment and increased job opportunities. Military students appeared to be positively using educational swirl in order to alleviate the 36-month time limits and to continue receiving their living stipend. Specifically, they were attending more than one institution concurrently and/or in series because they were driven to complete their degree as efficiently as possible.;Dissatisfaction exists, mainly with the implementation of the policy, time limitations on usage, and changes to the living stipend payments. This dissatisfaction may be the main reasons those eligible are not using the Post-9/11 GI Bill. Other reasons for current non-use that should be explored further include the possibilities that students are waiting to use their Post-9/11 benefits after other federal monies have been used, and they may have already depleted their GI Bill benefits. Modifications to alleviate students' perceived issues could ultimately increase the attainment of the Post-9/11 federal policy goals of recruitment, retention, and rewarding military members for their service.

The unrelenting increase in oil use by the U.S. light-duty vehicle (LDV) fleet presents an extremely challenging energy and environmental problem. A variety of propulsion technologies and fuels have the promise to reduce petroleum use and greenhouse gas (GHG) emissions from motor vehicles. Previous work in this domain has compared individual vehicle or fuel alternatives. The aim of this research was to deepen the understanding of the likely scale and timing of the fleet-wide impact of emerging technologies. A model of the light-duty vehicle fleet showed that fuel consumption of mainstream gasoline internal combustion engine (ICE) technology vehicles will determine the trajectory of fleet fuel use and GHG emissions over the next two decades. Using vehicle simulations and historical data, the trade-off between vehicle performance, size and fuel consumption was quantified. It was shown that up to 26 percent reduction in future LDV fuel use is possible with mainstream gasoline ICE vehicles alone if emphasis of vehicle technology is on reducing fuel consumption rather than improving performance. Addressing this vehicle performance-size-fuel consumption trade-off should be the priority for policymakers. By considering both supply and demand side constraints on building up vehicle production rates, three plausible scenarios of advanced vehicle market penetration were developed. Due to strong competition from mainstream gasoline vehicles and high initial cost, market penetration rates of diesels and gasoline hybrids in the U.S. are likely to be slow. As a result, diesels and gasoline hybrids have only a modest, though growing potential for reducing fleet fuel use before 2025. In general, the time-scales to impact of new technologies are twenty to twenty-five years.
(cont.) Integrating vehicle and fuel scenarios showed that measures which reduce greenhouse gas emissions also reduce petroleum consumption, but the converse is not necessarily true. Policy efforts therefore should be focused on measures that improve both energy security and carbon emissions at the same time. While up to 35 percent reduction in fleet GHG emissions from a No Change scenario is possible by 2035, the magnitude of changes required to achieve these reductions are daunting, as all of the current trends run counter to the changes required.

AbstractWhat social policy is possible in a context where equality among citizens is culturally denied but at the same time constitutionally guaranteed? This chapter attempts to answer this question by periodising how the social question was articulated in India during the last 100 years. While philosophical and religious traditions of India created “duty-oriented” social relations, the rise of the modern state prompted to change this into “right-oriented” social obligations. This tension resurfaced in the history of Indian social question through prioritising political freedom over social unfreedom, nation-building over poverty alleviation, homogenised national identity over the particularistic demands of marginalised sections, and authoritarian polity over decentralised systems. It suffices to say that Indian polity is in a denial mode regarding the social question.

Abstract (sommario):
The author of this article is publishing a fragment of the newly found Greek inscription from the environs of Temriuk (the region of Krasnodar, in ancient times the Asian side of the Bosporan kingdom), dated the late 2nd – early 3rd c. AD. It is a list of thiaseitai – members of the Bosporan religious association. The names are of the Greek and Iranian origin which is usual at Bosporus in the Roman period. It shows a certain degree of Hellenization of the barbarian population and Barbarization of the Greeks on the Asian side of the Kingdom. The author also gives a new reading of the earlier published four proxenic decrees. He corrects the earlier suggested reading of the so-called “Third Phanagoreian proxenia” and the restoration of the three proxenic decrees from Panticapaeum. His historical and epigraphic commentary concerns the problems of enktesis and the duty-free import of goods at Bosporus. To his mind the grant of land-plots and houses in these decrees is connected with the policy of the Spartocids, the tyrants of Panticapaeum, who gave this privilege by themselves without turning to the polis institutions of the Bosporan cities. But when the tyrants, probably Leucon I, Paerisades I and Eumelus for sure, gave some political privileges to the cities like the “restoring of the constitution of their fathers”, i.e. a certain deal of polis autonomy, then the proxenic decrees were adopted with a term politeia – a right to obtain a civil position at Bosporus, chiefly in Panticapaeum, sometimes in Phanagoria and Gorgippia. It was linked with enktesis and gave a possibility to participate in political and civic life in one of these three poleis. The author also corrects the reading of a building inscription from Kyz-Aul (European Bosporus) dated to 204/5 AD, where the publishers didn’t recognize the name of one of the epimeletai – Aur(elius) (…), an archont, presumably, in Panticapaeum (Caesareia), Nymphaeum or Phanagoreia (Agrippeia). Along with Herakas, son of Pontikos, the supreme interpreter of the Alani, this person restored something “ruined, broken out” or simply when something ”fell down”. Herakas as the interpreter of the Alani, was also mentioned in the Phanagoreian inscription of 208 AD where one of the building projects was also held under his supervision. The author connects this Herakas’ activity with the policy of king Sauromates II who was searching for the support of the Bosporan cities and the Alani.

Duty drawback schemes, which typically involve a combination of duty rebates and exemptions, are a feature of many countries' trade regimes. They are used in highly protected, developing economies as means of providing exporters with imported inputs at world prices, and thus increasing their competitiveness, while maintaining the protection on the rest of the economy. In China duty exemptions have been central to the process of trade reform and have led to a tremendous increase in processed exports utilizing imported materials. Despite the widespread use and importance of duty drawbacks, these "new trade liberalization" instruments have been given relatively little attention in empirical multilateral trade liberalization studies. This paper presents an empirical multi-region trade model GTAP-DD, an extension of GTAP, in which the effects of policy reform are differentiated based on the trade-orientation of the firms. Both GTAP and GTAP-DD are used to analyze the impact of China's WTO accession, which involves liberalization in China from 1997 to post-accession tariffs among a number of other liberalization measures. The analysis shows that failure to account of duty exemptions in the case of China's recent WTO accession will overstate the increase in : (a) China's trade flows by 40 percent, (b) China's welfare by 15 percent, and (c) exports of selected sectors by as much as 90 percent. The magnitude of the bias depends on the level of pre-intervention tariffs and the size of tariff cuts - the larger the initial distortions and tariff reductions, the larger the bias when duty drawbacks are ignored. The bias in GTAP's estimates of China's real GDP, trade flows and welfare changes due to WTO accession increases more three times when China's pre-intervention tariffs are raised from their 1997 levels to the much higher 1995 levels. These results suggest that trade liberalization studies focusing on economies in which protection is high, import concessions play an important role and planned tariff cuts are deep, must treat duty drawbacks explicitly in order to avoid serious errors in their estimates of sectoral, trade flows and welfare changes.

The analysis shows that the tourism industry has steadily declined since the 2008 financial crisis and the introduction of the Air Passenger Duty by a main source market, the United Kingdom. Expanding the tourism source markets to emerging economies could reduce the vulnerability of the sector and create greater potential for value chains and increased trade with new commercial partners.

This report examines the evolving landscape of technician training in Illinois’ transit industry, with a particular focus on electric vehicle (EV) technology. The report aims to identify the current challenges, explore collaborative training initiatives between community colleges and transit agencies, and provide actionable recommendations to the Illinois Department of Transportation (IDOT). The research methodology involved a comprehensive review of training programs at Illinois community colleges. Additionally, the researchers conducted interviews with key Illinois transit agencies to understand their training challenges and needs. The study also analyzed successful EV training models and partnerships between educational institutions and the transit industry. The study found that community colleges are pioneering in developing EV training programs, while transit agencies face significant challenges in adapting to new technologies due to a reliance on equipment suppliers for training. Collaborative efforts between colleges and transit agencies show potential in developing more comprehensive training programs. However, there is a need for more standardized curricula and better-equipped training facilities. To address these challenges, the report recommends that IDOT support the standardization of EV technician training curricula. IDOT should also facilitate the provision of advanced training equipment to community colleges. Additionally, IDOT should support the establishment of a pilot specialized regional training center at Heartland Community College. This initiative will advance the quality of EV training and serve as a model for subsequent centers across the state. The insights from this report are intended to guide policy development and bolster the collaborative efforts of educational institutions and transit authorities in nurturing a workforce skilled in technology. This endeavor aims to synchronize training programs and curricula across institutions, fostering a cohesive and continuous educational pathway. The collaboration is set to cultivate an extensive partnership among community colleges and with transit agencies that develop standardized curriculum with needed training equipment and apprenticeships.

California faces unprecedented uncertainty about how much revenue the state will raise from a package of taxes on motor fuels and annual registration fees on light-duty vehicles that was established in 2017 by Senate Bill 1 (SB 1). The SB 1 taxes are by far the largest source of revenue that the State of California generates to support maintenance, operations, and improvements for state highways, and the funds also contribute substantially to local transportation and public transit budgets. To help policymakers navigate the uncertainty about future SB 1 transportation revenue, this study used spreadsheet models to project revenue from the SB 1 taxes through 2040 under a set of eight scenarios that consider a wide range of possible futures. The scenarios consider changes to revenue that could arise from implementation of California’s zero-emission vehicle (ZEV) regulations, as well as potential changes in driving costs, population size, vehicle ownership rates, and trucking industry operations. Key findings include: • It is impossible to project future revenues with any confidence for more than a few years into the future. By 2040, annual revenue ranges from a low of $4.81 billion to a high of $12.15 billion. • The state may lose substantial revenue if the SB 1 taxes and fees are not changed and/or replaced within the coming few years. In 2027, just three years out, projected annual revenue for some scenarios drops by more than a billion dollars below 2024 revenue. • A fast ICE to ZEV transition would significantly reduce annual revenue—but so could changes in VMT. • Fuel taxes currently provide most SB 1 revenue, but by 2040 California may rely on vehicle registration fees to provide most of the revenue.

Preventing non-communicable diseases (NCDs) in an effective and sustainable way will require forward-looking policy solutions that can address multiple objectives. This was true pre–COVID-19 and is even more true now. There are already examples from across the globe and within the United States that show how these may be possible. Although there are still many unknowns around how the design, targeting, level, sequencing, integration, and implementation of fiscal policies together can maximize their NCD prevention potential, there is already clear evidence that health taxes and particularly sugar-sweetened beverage (SSB) taxes are cost-effective. Nonetheless, policies alone may not succeed. Political will to prioritize well-being, protections against industry interference, and public buy-in are necessary. If those elements align, pricing policies that consider the context in question can be designed and implemented to achieve several goals around reducing consumption of unhealthy SSBs and foods, narrowing existing nutritional and health disparities, encouraging economic and social development. The US and its local and state jurisdictions should consider these pricing policy issues and their contexts carefully, in collaboration with community partners and researchers, to design multi-duty actions and to be prepared for future windows of opportunities to open for policy passage and implementation.

The 2010 Development Effectiveness Overview (DEO) highlights progress in the implementation of the Development Effectiveness Framework, mandated by the Governors of the Inter-American Development Bank as part of the 9th General Capital Increase. The report shows the results of the IBD's efforts to devise and apply monitoring and evaluation instruments that ensure that its work is duly executed and the outputs and outcomes of its actions are materializing on the ground, as well as on how these actions contribute to achieving key development results in the Region. The report specifically presents the results of the new strategic focus; the effectiveness of IDB products; social policy for equity and productivity; infrastructure and institutions for competitiveness and social welfare; competitive regional and global international integration; environmental protection, Bank responses to climate change, promotion of renewable energy and ensuring food security, as well as the IDB's work in Haiti.

ALKOR cruise AL583 took place as part of the EMFF (European Maritime and Fisheries Fund)‐funded projects BASTA (Boost Applied munition detection through Smart data detection in and AI workflows; https://www.basta‐munition.eu) and ExPloTect (Ex‐situ, near‐real‐time detection compound detection in seawater) (also EMFF‐funded). It was the continuation of the munition monitoring started within the BMBF‐funded project UDEMM (Environmental Monitoring for the Delaboration of Munition in the Sea; https://udemm.geomar.de/) and is already part of the new project CONMAR (https://conmar‐ munition.eu/) as part of the DAM mission sustainMare (https://www.sustainmare.de/). Additional sampling supported chemical analysis method development within the MarTERA project AMMOTRACe (Marine AMMunitiOn dump site exploration by surface‐ and underwater‐based laser mass spectrometric TRACing technology; https://www.geomar.de/en/ammotrace ). The original plan was to first work for one week in the North Sea and have a crew change after one week in Kiel and continue working in the Baltic Sea. This plan changed; ALKOR worked instead in Baltic Sea in support of for the Federal Public Prosecutor General and the Federal Police during the first week. The change of crew happened on 18th October in Kiel and the original Baltic Sea cruise was conducted as planned.
