Police Education and Training is central to the successful realization of the constitutional democracy and protection of human rights. An attempt is made in this paper to evolve a curriculum framework for a people-sensitive Police Training and Education. One of the important objectives of this framework is to search for quality, standards, guidelines, and a general conceptual platform for improving basic Police Education and Training. This paper also aims at identifying general curricular parameters related to the development of a culture of policing, making policing practices more democratic and public-oriented to ensure greater security and more effective crime prevention. This paper argues that it is illogical, detrimental, and undesirable to separate police training from police education. Since policing is a highly respected professional field like medicine, it is imperative to integrate knowledge about society, dynamics of social and geopolitical spaces and human development from the complex socio-political perspective with police ethics and social and civic responsibilities and so on. In conclusion, this paper shows how people-sensitive and philosophically sound curricular policy for police education would serve people, communities, and societies. The ideas and insights in this paper are derived from the best practices available in the country and across the globe.

This research aims to understand the police education policy and its implementation in Indonesia at the ontological and sociological levels that are significant for improving the subsequent police education. The problem is very interesting to be analyzed by conducting qualitative research based on public policy theory. Managing police education policy and its implementation are needed for providing information to stakeholders related to the policy and regulations in police education. Data were collected through in-depth interviews, observation, and documentation related to police education cases in Indonesia. The data were analyzed using an interactive model supported by data reduction, display, verification, and triangulation. The results were based on ontological and sociological levels using public policy perspective to improve police education policy and its implementation practice. This result provides inputs for making better regulation on police education in Indonesia, for state agencies as public officials and practitioners to make better policy and regulation.

It describes the current scope of activity, the changing context for this kind of work, and the key lessons, both substantive and tactical, that have been learned about engaging in such assistance. It concludes with two recommendations about the most powerful levers for engendering democratic change in foreign police forces.

People have a fear of crime because of constant crime in society. To promote the safety of these people, the police are presenting various security policies. The duty of the police is to protect the life, body and property of the people along with maintaining social order in the country. The security policy pursued by the police is influenced by various factors such as the external environment, the internal environment, and laws and systems. In previous studies on police security policy, the research on the internal environment and support of police organizations is somewhat limited, so this study aims to verify the relationship between police organization support and security policy. Since police organizations value police learning organizations in order to prepare for the rapidly changing public security environment, this study aims to identify the relationship between police organizations' support, public order policies, and learning organizations. To carry out the purpose of the study, a survey was conducted on police officers. As a result of the study, it was investigated that the recognition of support for police organizations and access to resources were statistically significant in public order policy. In addition, as a result of verifying the moderating effect of the support of the police organization and the police learning organization, it was confirmed that this also affects the public order policy. Therefore, in this study, the support of the police organization and the learning organization of the police were found to be important factors in public order policy. Based on the results of this study, the police organization intends to make policy suggestions on public security policies for the people.

Persons with mental illness (PWMI) often report negative perceptions of police treatment following receiving criminalising and heavy-handed police responses. To appropriately control officer discretion and to harness ethical, legal, and efficient police practice when encountering vulnerable and diverse individuals, police agencies across the world issue policy documents to their officers. These documents serve as a reflection regarding how police agencies aspire to manage PWMI in the community. Using a procedural justice framework, this research measures how a large police agency in Australia aspires to manage PWMI and whether the police policy document provides sufficient detail in advocating the appropriate and just police treatment of PWMI. A content analysis of the policy document revealed a lack of sufficient procedural guidelines in effectively controlling police officer discretion when encountering PWMI in the community. This article argues that without further consolidation to embed appropriate procedural guidelines into the policy document, the procedural policy gaps may have a negative effect on the experiences of PWMI when encountering the police.

Introduction. Bystanders at overdose events often hesitate to call 911 due to fear of police involvement. To address this, in 2016, British Columbia Emergency Health Services (BCEHS) introduced a policy to not routinely inform police of overdose events. This study explores change in police attended overdose events after the policy was implemented. Methods. Data on police attended overdose events were derived from naloxone administration forms in BC’s Take-Home Naloxone (THN) kits returned before and after the policy change. Segmented regression was conducted to quantify change in police attended overdose events. Results. The average proportion of police attended overdose events pre-policy was 55.6% compared to 37.9% post-policy. The segmented regression model demonstrated a 0.98% (95% CI: (−1.70 to −0.26)) decline ( p = 0.01 ) in police attended overdose events each month following the policy. Conclusion. Our findings suggest that the BCEHS policy contributed to a decrease in police attended overdose events.

The homeless movement in the United States has taken a more activist-oriented approach, as those advocating the rights of displaced poverty-stricken people seek solutions that go beyond the usual "out of sight, out of mind" offerings of charity such as soup kitchens and shelter. Organizations such as the National Coalition for the Homeless and the National Union of the Homeless have staged demonstrations and publicity-capturing acts of disobedience all across the country, including the erection of a tent city in front of City Hall when the Union was organized in Tucson in December 1987. The collective demand is housing, specifically that Federal funds be restored to pre-Reagan levels. On July 14, 1988, as part of a national "Take Off the Boards" demonstration that occurred in fifty-four other cities, homeless people and advocates in Tucson occupied several vacant buildings to protest, in the words of the president of the Southern Arizona Coalition for the Homeless, the "moral crime" of letting housing resources go unused. Jobs, education, health care, and equal rights are also target concerns.

The scientific article was written in order to determine the peculiarities of the personnel policy of the National Police in wartime on the basis of the study of modern legal acts and the practice of their implementation. The author emphasizes that the state personnel policy is a component of the state policy, and the personnel policy in the National Police is a component of the state personnel policy of Ukraine. The policy of its bodies (in particular the Ministry of Internal Affairs of Ukraine) depends on the general political course in the state, which further form the principles of its state personnel policy. Emphasis is placed on the fact that taking into account the operational situation, available information, political, economic, social conditions, geographical location, other circumstances, special plans are developed, according to which the deployment of personnel and logistics of bodies and units of the National Police. The level of training of the National Police personnel is an integral part of the National Police personnel characteristics. The paper proposes a change in the forms and methods of training for police officers. The current legislation of Ukraine is analyzed, as well as two bills: “About Amendments to the Laws of Ukraine “About the National Police” and “About the Disciplinary Statute of the National Police of Ukraine” to optimize police activities, including during martial law” from 13.03.2022 № 7147 and “About Amendments to the Disciplinary Statute of the National Police of Ukraine on Assignment of Special Police Ranks during Martial Law” of 20.03.2022 № 7184, which directly establish the principles of personnel policy in the National Police during the war. The general properties to which the personnel policy of the National Police in the conditions of war should correspond are offered. The author includes: strategic nature, complexity, professionalism of personnel, specialization of personnel, continuity, coordination. It is concluded that, despite more than a month of Ukraine in a state of war, the personnel policy of the National Police in such conditions is still in its infancy, and its general principles are still being formed.

This research aimed to understand the police educational policy and practice and its implementation in Indonesia considering its ontological and sociological levels in enhancing the next police education policy. Managing police education policy and its implementation are necessary for providing stakeholders with information related to the policy and regulations in police education. The research was performed by adopting a mixed method based on public policy theory. Data were collected using qualitative method, such as in-depth interview, observation, and documentation related and quantitative method, such as survey and statistical analysis. Data were analyzed by using qualitative interactive models supported by data reduction, data display, data verification, and triangulation. Data were also analyzed quantitatively using partial least square (PLS). The results based on public policy perspective were able to improve police education policy and its implementation practice. Learning, training, and mentoring had a significant positive impact on leadership in the context of police in Indonesia. These findings provide input for improving the regulations on police education in Indonesia, in order to make better policies and regulations.

in terms of the recruitment of the Police Brigadier at the Papua Police. Then to describe and analyze the factors that support and hinder the implementation of the Papua Special Autonomy Policy in terms of the recruitment of the Police Brigadier at the Papua Police. This study uses a qualitative descriptive research approach by relying on data from interviews with informants, observation and research documentation. The results showed that the implementation of the special autonomy policy in the recruitment of Police Brigadiers at Polda Papua which includes the content of the policy (contens of policy) and the implementation environment (context of policy), has gone well and in accordance with what was targeted. The benefits of this are very much felt, especially Papuans who can compete and be accepted as a Police Brigadier through the Papua Special Autonomy Policy. The supporting factors are internal factors that exist within the National Police itself, namely the principles of cleanness, transparency, accountability and a humanist side and the concept of Local Boy for Local Job in implementing the implementation of the Papua Special Autonomy Policy in terms of the recruitment of Police Brigadiers at the Papua Police. Meanwhile, the inhibiting factor is the lack of consistency between the implementation instructions (Julkak) and the technical guidelines (Juknis) and the implementation in the field.

Purpose: The purpose of this study is to examine how the crime prevention activities of the autonomous police, centering on Suwon City, have an impact on police trust, and to suggest ways to secure the reliability of the autonomous police activities in the future. Method: In this study, 320 copies of the meaningful results obtained through the survey conducted on the citizens of Suwon were analyzed. For the analysis, the crime prevention activities of the autonomous police were set as an independent variable and trust in the police was set as a dependent variable. Results: As a result of analysis on the impact of crime prevention activities(patrol, crime prevention environment creation, order maintenance) of autonomous police on police trust, it was found that patrol and crime prevention environment creation had a significant effect, and order maintenance No significant effect was found. Conclusion: In order to actively prevent crime, it is necessary to support visible police activities, such as strengthening intensive patrols using foot patrols, motorcycles, and patrol cars, as well as supporting technical equipment for effective arrest. CCTV has a very useful value in that it can be used as an efficient means of arresting criminals by filling the public security vacuum caused by insufficient police manpower at the present time and converting data into a database. In addition, more practical equipment support should be provided by securing the police's own budget to expand the development and expansion of a customized work system tailored to the local situation and to strengthen cooperative public order such as autonomous security guards and child guards.

Police transformation policy to carry out community security functions is very adaptive in addressing the changing times. The research aims to map the transformation and strengthening of police infrastructure in response to the era of digitalization. The research uses a qualitative type of research with a literature study approach and policy analysis programmed by the Police. The results showed that the transformation policy consisting of organizational transformation, operation transformation, public service transformation, and supervise transformation is needed by the Police, especially in the current digital transition. Moreover, it can be carried out correctly if the Police have internally and externally owned by POLRI. The research concludes that transformative efforts and strengthening of police infrastructure strongly support the duties and functions of the National Police in securing the community.

AbstractPolice assistance is an important, albeit understudied aspect of foreign policy. While many scholars have studied international and transnational policing, it remains largely unknown why donor police forces often support their colleagues in fragile states in different ways. This article discusses a variety of potential explanations of police assistance: a domestic rational actor model; a constructivist focus on international norms; and theories on the use of force by democracies. While all of these explanations are relevant, this article shows that they remain incomplete without studying police organisations and how these implement assistance on the ground. As the organisational cultures of donor police agencies differ, so do their assistance practices. The case of German and Italian police assistance in Afghanistan illustrates the relevance of an organisational approach: despite operating in the same environment, German police officers promoted civilian and Italian Carabinieri militarised policing. The article stresses that explaining security assistance, an important form of indirect intervention in fragile states, requires zooming in on policy implementation and policy implementers.

This study focused on Daegu city's police policy and suggested the it's direction to the autonomous police system. The proposed policy direction in this study basically focuses on establishing citizen-centered police governance. Four major police policy directions are suggested by combining strategies for the three main areas of autonomous police affairs: life safety, women and youth, and traffic. These four major policies are as follow: realization of a safe city for residents, strengthening the protection of the disaster vulnerable, strengthening communication and cooperation between institutions to improve perceived safety, and the establishment of a police system that combines new technologies. However, this study has limitations in generalizing the research results due to its focus on specific cities. Follow-up studies in the future could contribute to the stable establishment of the autonomous police system and further development of the overall system.

AbstractThis article examines how Norwegian police leaders learn to lead and what constitutes police practices. Twenty-seven police leaders were shadowed during and interviewed about their daily practices of policing. We found that police leaders learn foremost through their experiences by practising leadership within the context of police culture. We therefore argue for a shift from teaching to acknowledging learning through practice instead of learning through practice constituting missed opportunities for learning and being ‘due to chance’. The Norwegian police culture and the Norwegian Police Service not being a learning organization will strongly influence what Norwegian police leaders learn. Consequently, Norwegian police leaders learn management more than they learn leadership. We argue for combining management and leadership in future police leadership practices We also argue for the importance of enabling police leaders to construct their manoeuvring space, acknowledging the importance of a manoeuvring space in police leaders’ learning to ensure their learning results in changes in established practices.

The ArgumentJohann von Justi, the foremost literary cameralist of his generation, served as chief police commissioner in Göttingen between 1755 and 1757. While in Göttingen, Justi offered lectures at the university on the “œconomic, police and cameral sciences.” He also arrested vagrants, wrote on chemistry, disciplined unruly students, conducted chemical experiments, supervised the pricing of Göttingen's staple goods, engaged in a public controversy with a prominent Berlin chemist, edited and published a bi-weekly periodical (Göttingische Policey-Amts Nachrichien), and worked with the university's curator to refashion the academic structure of the sciences. Taken together, these various activities reflected his broad vision for social and academic change, a vision with important implications for the form and content of the sciences. Drawing on archival material in Göttingen, on articles from the Policey-Amts Nachrichten, and on Justi's other cameralist and chemical writings, I use his everyday experiences as a local police official to explore the meaning of his chemical work. I argue that Justi's chemistry was suffused with the cameralist dreams and ambitions of a small-town police commissioner. It is what I call police chemistry.

Abstract This paper examines police militarization in Canada between 2007 and 2017. We contrast media and police accounts of militarization with special weapons and tactics (SWAT) team deployment records disclosed under freedom of information (FOI) law. Discourse analysis reveals a series of armoured vehicle purchases has been justified by police claims about the danger faced by police officers, and the need to keep police officers and the public safe. Media and police accounts thus suggest militarization is limited. However, our FOI research shows planned and unplanned deployment of SWAT teams have risen in major Canadian cities and are higher in some cases than those reported by Kraska on public police militarization in the USA. After revealing this juxtaposition between media rhetoric and the organization and operational reality of police militarization, we reflect on the implications of police militarization in Canada and the challenges that police may face in communications about armoured vehicle purchases as public awareness of SWAT team use rises and police legitimacy is questioned.

Abstract Police misconduct and the location of street crimes and deviance have received much research attention. The location of police misconduct, by contrast, has not. Taking the case of Ireland, where policing underwent significant reform in 2007, police oversight data are mapped to determine the location and nature of complaints and any clustering of police misconduct, particularly in areas of greatest deprivation usually associated with people coming into most frequent contact with police. The implications of the findings for police, police oversight, and existing theories by which geography of deviance is framed are discussed.

Abstract One of the biggest challenges facing modern policing in recent years has been the lack of police legitimacy. The tipping point of this phenomenon is often attributed to the Rodney King incident in Los Angeles in 1991, where Los Angeles Police Department (LAPD) officers were videoed assaulting a lone black male. They were arrested and charged but eventually all were acquitted, thereby etching deep distrust between communities and police. Now the Rodney King example is an extreme and criminal act by police but it was the beginning of communities and media focusing on what the police were doing and how they were doing it. This lack of legitimacy coupled with what is referred to as the militarization of policing have lasting consequences and impacts on police–community relations and how interactions between police and community shape society today. In the wake of pandemic policing due to COVID-19, there are tales of two eventualities for police legitimacy that will be explored in this article: (1) The police response to the pandemic results in further militarization and draws deeper divides between police and communities or (2) the police response is compassionate and build on procedurally just operations resulting in the rebuilding of police legitimacy post-pandemic.

AbstractIn times of an alleged waning of political business cycles and partisan policy-making, vote-seeking policy-makers can be expected toshiftthe use of political manipulation mechanisms towards other policy domains in which the macro-institutional environment allows them greater leverage. Public employment generally, and police employment specifically, are a promising domain for such tactics. Timing the hiring of police officers during election periods may increase votes, as these are “street-visible” jobs dealing with politically salient issues. Law-and-order competence signalling makes police hiring especially attractive for conservative parties. Testing these electioneering and partisanship hypotheses in the German states between 1992 and 2010, we find that socio-economic variables such as population density strongly determine police employment. But incumbents also hire more police officers before elections, while conservative party power increases police numbers. Subjectively “immediate” forms of crime (issue salience) and perceived causes of crime such as immigration are also positively associated with police numbers.

The Justice in Policing Act of 2020 propose mandatory body cameras for all uniformed federal officers in the United State. Advocates of this policy insist the practice will enhance police accountability and has the potential to also reduce police misconduct. In the same vein, advocates of mandatory liability insurance for police officers argue the policy will likely deter police officers from engaging in misconduct. How effective these policies are in enhancing police accountability and reducing police misconduct remains debatable. This paper examined the arguments for whether or not police body cameras have positively influenced police officers’ behavior based on an extensive literature analysis of the issue and some informal interviews with police officers. We make a case in this paper however, that body cameras alone will not deter police officers from engaging in misconduct. In line with the Rational Choice theories, police officers are more likely to restrain their actions if they know they will be held personally liable for their actions, and that is why we concur with the advocates of mandatory police liability insurance. Other provided arguments for the increase in police misconduct and that need to be addressed, include lapses in screening out psychologically unstable police applicants must be undertaken. Further contributing to police misconduct according to some critics is the unintended consequences of recent court pronouncements that seem to have watered down the exclusionary rule.

In the case of police officers, with the full implementation of the self-governing police system, welfare points are paid to public officials in charge of autonomous police duties at the level of customized welfare points paid to public officials in each city and province, and appropriate welfare benefits are selected according to the preferences and needs of each employee. In order to boost morale, such as improving the welfare and treatment of police field workers, each provincial and provincial autonomous police committee is implementing customized welfare support for local police. In the case of police officers, it is difficult to say that proper benefits are being given to police officers who have special characteristics in their work that are different from general public officials. In this regard, this study suggested short- to mid- to long-term development plans for the following customized welfare support for public officials performing autonomous police affairs. First, as a short-term plan, measures such as support for overseas travel expenses, improvement of working environment, education support, and dispatch of resident police officers are needed. As a mid- to long-term development plan for customized welfare support, expansion of the scope of payment, development of welfare options based on the specificity of the autonomous police work, vitalization of linkage with welfare point-related organizations, promotion, and welfare system based on the specificity of the autonomous police job establishment is required.

In view of this, this article examined the situational and contextual factors sustaining police impersonation in Nigeria. Situational choice theory was employed as conceptual framework. The existence of six major conditions in Nigeria is encouraging criminally-minded individuals to illegally take-up police identity. Police impersonation is inhibiting the service delivery capacity of the Nigerian police officials in a number of ways. Therefore, it becomes highly imperative for the Nigeria Police Force to design a holistic framework to effectively control the physical and cyber activities of impersonators using police identity to perpetrate different forms of crime.

Gender equality is a fundamental human right and a goal that governments and international organizations have assumed. Gender equality means that people’s rights, responsibilities and opportunities will not depend on whether they were born male or female. Sustainable Development Goal 5, which addresses gender equality, calls for the elimination of violence, and Goal 16 calls for strong and stable judicial institutions. In this regard, the composition and culture of a police force play a key role in the ability to achieve these goals. Thus, the promotion of gender equality is an international legal obligation, but also a necessity for achieving national development goals, and at the level of police services, gender mainstreaming is fundamental for protecting workplace rights, streamlining police services, but, and to have safer societies and a stronger rule of law. Under these conditions, the implementation of gender policies within the Police is a continuous commitment and process, and for several years the desire to increase the number of women in the Police has become a priority, which, we believe, will continue in the coming years.

This paper resulted from a study which gave voice to female police1 officers who work full-time and try to combine this with their domestic caring responsibilities by focusing on their perceptions of work, their domestic caring responsibilities and their aspirations for career advancement. It was based on ten semi-structured interviews, with officers who work in urban and rural police stations in the North West of Ireland. Results established inequality in the top echelons of the Garda Síochána; through self-exclusion; officers experienced promotional disadvantage as well as disadvantage with regard to how domestic responsibilities were managed. Findings suggest a need for change both in orginanizational and work policies for female police in Ireland.This paper discusses caring responsibilities and the effects of same on female officers. Abstract Community or reassurance policing in the UK has developed concurrently with diversification and expansion of the policing family, including the broadening of volunteer opportunities beyond the traditional Special Constable and Police Support Volunteer roles. To increase capacity and capability in community-based policing, one Force introduced Volunteer Police Community Support Officers (VPCSOs) to complement that of employed PCSOs. This paper presents an exploratory discussion on a small-scale study of a previously un-researched and evolutionary area of police volunteering; evaluating the effectiveness of the VPCSO role reviewing its impact as a means of increasing community connectivity and meeting public demands for visibility policing. The introduction of VPCSOs was seen as successful by the Force involved which continues to develop the role as a useful ‘policing resource’. However, challenges to success were identified, not least the uncertainty surrounding the delegation of powers to volunteers that required a change in primary legislation.
