The purpose of this research is to analyze Colombian police policy with particular reference to the police and urban policing after the promulgation of the Constitution of 1991. This study examines how the Constitution of 1991 has impacted on the configuration, professionalization and institutionalization of the Colombian police. This dissertation concludes that the new Constitution of 1991 was crucial in transforming an insignificant organization into a noteworthy public institution with its own corporate aims and ethos and a certain autonomy regarding the government, parties, ministries and the military. This research is divided into three main parts. The first one will focus on the police as a structure emphasizing the process of formation, development and institutionalization. It dissects the police structure into five aspects: historical configuration, structural organization, personnel, expenditure and controls. This part shows that the current importance of the police in the Colombian institutional landscape in terms of international aid, personnel and budget increase and public exposure has no precedents prior to 1991.The second part will be devoted to the study of the organizational life of the police force stressing the role played by high-ranking officers in improving the image of the police and, more importantly, in creating a vigorous institution difficult to control from outside, but at the same time, not easy to manage internally as a consequence of the distinction existing between high-ranking and low-ranking officers. The final part of this work examines urban and community policing in large urban areas taking the case of Bogotá. It focuses on the role played by the police in its implementation, successes and failures, concluding that the reluctance of the police to adopt these programmes of policing has limited their productive effects on the actual job and indeed the whole organization.

A perception of escalating social disorder and allegations of police corruption and ineptitude have led to a social and political imperative to reform policing. Fundamental to this reform is the modification of the core mission of the police and the operational practices of the uniformed Constable. The core characteristics of policing and the operational practices of the uniformed Constable are determined by the core mission and the operational context of policing. -- Despite an imperative to reform the quality and provision of police services to the community the core mission of the police has not fundamentally altered during the last half century and remains crime control (Zaho, 1996). The core mission of contemporary policing has been criticised for being in direct conflict with basic democratic principles and for being simply unachievable. This thesis will establish that the origins and occurrence of crime, its prevalence and persistence is detennined by social, economic and cultural factors that are beyond the control of the police. It will be argued that long-term successful law-enforcement in a democratic society requires the acceptance, cooperation and approval of the community. Community oriented policing may provide the theoretical framework for internalising normative controls and for enhancing public participation in and sharing responsibility for crime control. -- It will be demonstrated that the strategc shift in policing implicit within the theoretical framework of community policing has significant implications for the reform of police . education and training. Several commentators and various Commissions of Inquiry have recommended upgrading police education and training, and the participation of police in tertiary education. -- The reform of police practice is contingent upon the reform of the core mission and the operational context of policing. The core mission and the operational context of policing is substantially defined, controlled and manipulated by the perceptions, expectations and actions of stakeholders. Directly or indirectly these have been found to be antithetical to alternative models of policing that are service orientated; thus blocking, diluting or redirecting efforts to implement community policing. -- Unless the core mission of the police and the operational context of policing are substantially modified then police education will continue to have a limited impact upon the operational practices of the uniformed Constable.

Considering police-public consultation forums as a device, or tactic, to ‘civilize’ policing, the possibilities and limitations of ‘civilizing policing’ using this method can be shown. Police-public consultation forums can ‘civilize’ policing – in the sense Loader and Walker (2007) use the term – by contributing to police reform, democratic policing, and police legitimacy. Using the case of Edinburgh, Scotland, the achievements of police-public consultation forums for reform, democratic policing, and legitimacy, are examined and an argument made that consultation forums can make positive contributions in each of these areas. However, the example of consultation forums also reveals significant conceptual and structural limitations to the ideas of reform, democracy, and legitimacy when applied to the police. These limitations are articulated using the social theory of Simmel, Weber, and Lukes: Simmel and Weber reveal the inflexibility and non-negotiable aspects of the police that defies reform and democratic ambitions; Lukes provides an important precautionary perspective on the ‘democraticness’ of democratic devices; and, comparing Lukes with the work of Weber provides a view on legitimacy that reveals advanced complexities to ‘police legitimacy’. In sum, police-public consultation forums contribute to ‘civilizing policing’, but it is also useful to reflect and consider the non-negotiable limits the ‘form’ of the police applies to possible positive change.

Australian Police Ministers and Commissioners occupy a pivotal position in the system of law enforcement. Collectively, they are responsible for the general policy, administration and operational direction and control of policing through the Australian States. There has been in the past twenty five years a growing complexity and a variety of problems facing police agencies which are arduous and demanding. Continuing social tension of recent years have given police ministers and commissioners higher public profiles than ever before. The research undertaken in this thesis examines the difficulties experienced between police ministers and commissioners in Queensland and New South Wales from 1970 to 1995. Three models have been developed as a framework to analyse the relationships and how they operate. The three models are called - 'Dependency', 'Independency' and 'Interdependency'. Twenty-one police ministers, commissioners and advisers from Queensland and New South Wales were interviewed during the course of the research. Five separate case studies were developed to analyse and interpret the relationships within the context of the three models. A summary chapter of additional research data provides supporting information which was used to substantiate the case study material. The conclusion argues that relationships operate more effectively when elements of the 'Interdependency' model exist. The need for further debate about the administrative, legal and management elements of the working relationship between a police minister and commissioner is essential to achieve a balance between policy, administration and operational requirements within a modern western democratic policing system.

This thesis assesses the influence of The Home Office, Her Majesty's Inspectorate of Constabulaiy, the Association of Chief Police Officers, the Audit Commission, the Local Police Authority, and the Chief Constable on local policy makers and impleinenters within the Devon & Cornwall Constabiilary. It is based on five policy areas: the structmre of the organisation. The Citizens' Charter, Annual Policing (now Performance) Plans, Domestic Violence Policy, and Equal Opportunities Policy. Unlike previous research, it brings together the issues of policy and practice at all levels of the organisation through interviews with senior managers in the Devon & Cornwall Constabulary and members of the Local Police Authority, and questionnaires to front line police officers; as well as analysis of Her Majesty's Inspectorate of Constabulary reports and Police Authority Policing Plans, and recomniendations made in Home Office Circulars and Audit Commission reports. The research was carried out prior to the infroduction of Crime and Disorder Partnerships and Crime Audits, required by the Crime and Disorder Act 1998. Both policy makers and policy implementers believed that there was a sfrong influence from all the key players in the policy areas examined, with the exception of the Association.of Chief Police Officers arid the Local Police Authority: There is-no'^yidence; to suggest that there has been any change in the power relationship between the Chief Constable and the Police Authority. For police officers directly iiivolved in the implementation process. The Citizens' Charter and Annual Policing (now Performance) Plans had made little differerice to the way they carried out their day-to-day work. In these more generic policy areas they saw less influence from the key players but perceived greater influence coming from consumers, public opinion, colleagues and immediate supervisors. In the tighter policy area of domestic violence, where there is greater top down confrol, the mfluence of the key players was the sfrongest, and local autonomy, both in policy and practice was hard to find. The police organisatiori retains many of the attiibutes of a classical bureaucracy and an ideal form of organisational stincture has yet to be found.

The apparent lack of any previous work focusing on Police Probationer Training was the impetus behind this research. This very important area of police training is undergone by all officers and their probationary period lasts two years. Numerous reviews and amendments have taken place over the years but do not seem to have been documented in any structured way. The aim of this research was to discover how this training evolved, the reasons for change, and the way it has been implemented. Finally the present day system was examined in detail, compared with the experience of older officers and other systems. Method Obtaining the information has proved a task of detective work, examining numerous minutes, reports and documents produced within and without the police service. Field work was carried out throughout Lincolnshire Police and by visits to Ryton Police Training Centre and the central Planning Unit at Harrogate (now renamed as Training Support, Harrogate). Questionnaires were circulated to officers undergoing the training, officers who attended earlier courses and the trainers themselves. These were followed up by selected interviews. Training delivery was witnessed at Ryton Police Training Centre and within the Lincolnshire Force. Conclusions The results of this research indicate that the training given to initial recruits within the police service is as good as it has ever been. It is, however, cost led and, although the two year probationary period is somewhat euphemistically referred to as a training period, it is much more beside as, once the foundation course of 31 weeks is completed, probationers become a resource deployed in much the same way as their experienced colleagues. The post foundation phase of training is delivered in force with little or no central control and consequently the standard of training is not consistent. The thesis traces the development but, owing to lack of access to, or simply nonexistence, of some documents it cannot be claimed to be absolutely complete.

This study examined the impact of four categories of variables (demographics, neighborhood context variables, contact with the police, and vicarious influence variables) on juvenile perceptions of the police and police services. Data analyzed in this study were collected as part of a larger research evaluation that examined the impact of law enforcement efforts in relation to violent crime. Students from one middle school were surveyed. Statistical analysis consisted of a series of One-Way ANOVA tests and several ordinary least squares regression (OLS) models. The study found significant results for both dependent variables within all four categories of independent variables. Policy implications and suggestions for further research are discussed.

This thesis explores successive police reform agendas over the period 1979 – 2012 in terms of the relationship between political ideology, police reform and police occupational culture. The thesis addresses the interplay between ideologically driven police reform and the reception of reform agendas within the central mindset of policing. It examines the significance of political and economic drivers in police reform agendas and literature on police occupational culture, with emphasis upon change and reform and the response within the police. As a means of exploring the relationship between reform and police culture the thesis gathers data through empirical research based upon documentary analysis and semi-structured interviews. Research upon street and management cops (Reuss-Ianni 1983) and the analytical model of cultural knowledge and change outlined by Chan (1997), was used to analyse and present the research findings. The main conclusions concern how ideology in police reform agendas was received by police occupational culture. Utilising the theoretical frameworks of Reuss-Ianni and Chan, the thesis argues that the ideology in police reform agendas is received and assessed through cultural knowledge. This places into context documented features of police occupational culture such as the sense of mission, conservatism, resistance to change and the street – management divide. As a result, this thesis contributes to the understanding of police occupational culture through the prism of reform and the implications for practice, outlining how ideologically driven police reform agendas are received and interpreted through police occupational culture.

In 1996, the New Orleans Police Department implemented the COMSTAT management and accountability style of policing. Within three years of that implementation, murder was cut by over fifty percent and violent crime fell by nearly the same amount; overall crime was cut by over one-third compared to just three years ago. This dissertation seeks to explore the reasons crime declined so rapidly in New Orleans post-COMSTAT implementation, compared to crime in the rest of the country. Drawing on political and criminological theories of policing as well as sociological theories, variables unique to each set of theories were identified and tested alone and against competing explanations. Utilizing higher-ordered time series methodology, two analyses were conducted. The first utilized interrupted time-series analysis to identify the nature of COMSTAT's impact on New Orleans' crime trends, measured as changes in the current quarter compared to the same quarter of the preceding year. The results show that while COMSTAT had a significant impact on the crime trends, the effects were short-lived. The second analysis utilized traditional time series methodology to examine the impacts of the individual variables on the overall crime trends. The results show that while policing variables and sociological variables have little effect on the overall crime trends both individually and when tested together, the findings indicate policing variables play a larger role than sociological variables when included together. As another independent test of the effects of crime, public opinion data obtained via the University of New Orleans' Survey Research Center from 1986-2004 show that the public was very positive towards the NOPD's efforts in dramatically reducing crime and fear of crime in New Orleans during this period. The overall results for policy makers then indicates that reductions in crime resonate positively with city residents and future policy decisions should be made with that goal in mind.

Police organizations have a problem retaining female police officers, especially those who are mothers. Women leave the policing profession at higher rates during childbearing and child-rearing years than during any other time in their career. Using feminist theory as a foundation, the purpose of this phenomenological study was to gain a deeper understanding of the lived experiences of policewomen who are mothers and identify factors that contribute to poor retention rates during childbearing and child-rearing years. Data were collected through 11 interviews with policewomen, who were also mothers, in Ohio. These data were analyzed using Saldana's 2-cycle coding procedure followed by thematic analysis. The findings included a set of patterns that provided insight into the reasons why female police officers are more difficult to retain. These patterns included: (a) challenges related to a double standard associated with women being primary caregivers, (b) psycho-social changes after children including hypervigilance on the job, (c) fear of reassignment or termination, and (d) the perception that departmental policy fails to address the unique needs of female officers. Together, the findings suggest that police departments today have yet to fully understand the challenges that policewomen who are mothers face on a daily basis. The implications for social change include reformed policies and practices that could contribute to the advancement and professionalization of the policing profession as a whole by changing the traditionally masculine organizational culture and promoting a more gender-neutral environment, thus allowing communities to benefit from having a more diverse police force.

L'objet de la these est la mesure de la specificite des polices generales et speciales en droit administratif francais. La premiere partie porte sur les caracteres de la competence de police generale et sur ceux de la competence de police speciale et verifie que ces deux appelations recouvrent deux realites juridiques differentes. Ainsi la police generale apparait fondee sur une norme implicite d'habilitation: l'ordre public general, qui lui confere certaines caracteristiques (caractere conservateur, liberal et general de l'habilitation, pour agir dans la mesure necessaire a la satisfaction de l'ordre). La police speciale est toujours fondee sur un texte expres ayant au moins une origine legislative. Elle manifeste l'affirmation de la puissance publique dans les limites du principe de specialite. La deuxieme partie porte sur la specificite du regime de chaque competence. Elle demontre que les polices ne presentent pas une specificite totale l'une par rapport a l'autre et que l'exercice de la police dans son ensemble voit sa specificite s'amenuiser par rapport au reste de l'activite administrative. On remarque ainsi une faible specificite des decisions de police, que le controle juridictionnel de la legalite est largement adapte a la nature de chaque police et qu'il s'est maintenue une relative specificite du regime de la responsabilite
The aim of the thesis is to evaluate the specificity of general and special polices in french administrative law. The first part studies the characteristics of the competence of general police and those of the competence of special police, and acertains that these two expressions represent two different legal realities. Thus the general police appears to be based on an implicit standard of empowerment general public order, which gives it certain characteristics (the conservative, liberal and general character of the empoverment, to act insofar as the preservation of order requires). The special police is always based on an explicit text, which has at least a legislative origin, it represents the assertion of public power within the limits of the principle of specialty. The second part deals with the specificity of the regime of each competence. It shows that the polices do not present an entire specificity (with respect to one an other) and that the exercise of the police as a whole sees its specificity diminish with respect to the other administrative activities. Therefore we notice a small specificity in the decisions of the police, that the jurisdictional control of legality is amply suited to the nature of each police and that a relative specificity of the regime of responsability is maintained

Abstract (sommario):
This study analyses the dynamics of the police decision to invoke deadly force in a particular situation called encounters, using the Mumbai police as a case study. Police encounters in India are officially portrayed as spontaneous, unplanned 'shoot-outs' between the police and alleged criminals, in which the criminal almost invariably is killed but there are hardly any injuries on the part of the police. However the 'cover story' is always the same raising the suspicion that it is a cover up for facts that might not be legally defensible or permissible. The core of this study is to understand why in a free and democratic society like India, such abuse of police use of deadly force is not only tolerated, but also in many ways (both overtly and tacitly) encouraged. The study adopts a qualitative approach to understand police officers' perspectives of the issues surrounding the use of deadly force and compares it with the perspectives of a few influential opinion makers via in-depth semi-structured interviews. A broader examination of media, social, organisational and governmental responses towards police use of deadly force helps contextualize police justifications within the Denial Theory framework and the study draws upon wider policing literature in the UK, USA, South Africa and certain Latin American countries to explain why this form of police violence occurs. The abuse of deadly force has to be understood as not only a social problem, but also a sociological one. It gives rise to fiindamental questions such as - what makes ordinary, 'decent' human beings do horrible things. What motivational techniques and justifications are used to override social norms governing moral conduct. This problem has received little attention in the Indian context, to that extent the research will fill a gap in the existing criminological literature and allow for a more comprehensive understanding of these issues. Also, by drawing lessons from the experience of other countries who have tackled similar problems, it will provide broad guidelines and recommendations for reforms in policing policy and practice.

L'objectif de notre recherche est de vérifier le postulat que l'organisation policière turque pourrait tirer d'une application de la Police de Proximité. L'expérience de la Police de Proximité constitue un laboratoire formidable dans lequel le cas turc peut tirer des enseignements, des méthodes, dispositifs et procédés. La Police de Proximité est un exemple pour un Etat centralisé par rapport au modèle Community Policing sous l'autorité régionale ou communale. Face à la recrudescence de la délinquance et la montée en puissance du sentiment d'insécurité, l'organisation policière turque cherche à trouver des réponses anachroniques en privilégiant l'ordre public et la grande délinquance dont le terrorisme au détriment de la prévention et de la sécurité publique. Un changement profond et durable s'impose pour répondre à la demande sociale. En France, la Police de Proximité est en suspends. Par contre, les gouvernements français ont déployé des efforts considérables pour l'application de ce modèle. Même si le degré d'application de la Police de Proximité demeure encore très controversée, ce modèle a donné naissance à un nombre important d'applications. Dans le contexte de la mise en œuvre d'une politique publique de sécurité en Turquie, cette réforme dépend de trois démarches successives : une démarche politico-administrative, une démarche juridique qui prévoit des modifications dans la législation et une démarche opérationnelle au sein de l'organisation policière expérimentales. L'enseignement de l'expérience française nous permettra de planifier un nouveau modèle turc de la Police de Proximité
The objectif of our research project is to verify the postulate that the organisation of the Turkish Police could put into practice an application of the Police de Proximité. The experiment of the Police de Proximité constitute an formidable laboratory in which the Turkish Police can learn new lessons, methods, devices, proceedings. The Police de Proximité is an example of a centralised system compared to the model of Community Policing under the regional and local authorities. Facing the renewal of delinquency and the increased feeling of insecurity, the Turkish police are looking for anachronic solutions in the optical of public order and serious crime, such as terrorism, instead of focusing on preventative measures and public safety. A sustainable and effective change can be achieved by responding to social needs. In France the project of Police de Proximité was supended. But the French government is making enormous efforts to integrate this model into the existing system. Even if there are controversial opinions regarding the extent of the application of the Police de Proximité, the concept has been an inspiration to other important field experiments in this research area. The lessons learned by the French experiment allow us to design a new Turkish concept of the Police de Proximité. In order to implement a public policy of security in Turkey, this reform is dependent upon three successive phases: the political administrative phase, the juridic phase including legal modifications and the operational phase within the organisation of the police. As the French experiment has shown, the mere implementation of the reform is not sufficient to change the system. Success implementation of this reform, is dependent upon the support of politicians and people as well as the determination of the police

Le travail présente ici une étude philosophique de la police, prise dans son sens contemporain. Il procède de l'idée que la police n'est pas un simple moyen de la politique, mais un élément constitutif de sa structure, qu'elle participe de la définition de ses fins et qu'elle n'est pas dénuée de sens. Il ne s'agit donc pas ici de se demander comment agit la police, mais de tenter de dire ce qu'elle est. Une telle approche conduit à aborder la politique autrement que comme « haute politique » et a tenter de prendre les choses « par le bas ». La recherche des normes et des principes, l'opposition du légitime et de l'illégitime, du juste et l'injuste en matière de constitution et de régime ne sauraient ici servir de fil directeur. Il s'agit de se demander non ce qui doit être, mais pourquoi ce qui est ce qu'il est. Dans ce cas, l'étude de la police devient non seulement possible, mais souhaitable. Une telle recherche se développe dans la cadre de la philosophie appliquée. Parce que la police a été considérée comme un concept philosophique seulement par quelques philosophes son étude requiert une approche interdisciplinaire. Toutefois, les éléments empruntés au droit, à l'histoire, à la science politique et à la sociologie sont repris dans une problématique. La première partie est consacrée a l'analyse la police est comme intelligence de la politique. Basse politique, elle l'est alors comme politique appliquée. La deuxième partie analyse la police comme instance du maintien de l'ordre : elle semble alors incarner ce qu'il y a de plus bas dans la politique. La troisième partie porte sur le grand thème de la mythologie policière : « œil ». L'oeil semble l'instrument adéquat de la basse politique. Il est non ce qui permet d'observer et d'informer l'Etat, et ce qui assure l'ordre.

Police militarization is a critical contemporary issue in the criminal justice field; however, only a minor amount of research exists on this issue. Almost no research exists on public attitudes toward police militarization, which is very important given the social context. A contextual literature review covers a brief history of American police with emphasis on key events leading to modern police militarization, such as the Munich Incident and Columbine. Also covered are research topics that help outline the need for research on public attitudes in this field, such as the amount and use of PPUs by Peter Kraska and the idea of role convergence. Google Docs was used to generate and disseminate an electronic survey to a random sample of ETSU students. Statistical findings show that, while militarization does play a significant role in public confidence in the police, positive public attitudes and fear of the police play a much more significant role.

Cette these a pour finalite de donner une expression juridique a une realite directement et quotidiennement observable : l'action d'un policier ou d'un gendarme exercant la contrainte etatique sur les particuliers. Car la distinction traditionnelle entre police administrative et police judiciaire ne rend pas compte de cette realite. Apres avoir constate l'irrealite, l'inanite de cette dichotomie policiere et les violations de la separation des pouvoirs auxquelles elle aboutit, cette these a donc entrepris de combler cette carence dans la traduction juridique de la materialite des faits, pour retrouver, sous l'apparente dualite de la police, sa reelle unite qui fut decouverte dans la notion d'acte de police. Pour parvenir a cette derniere, il a fallu reconstituer une police eclatee par le dogme de la dichotomie policiere, dogme que la division du droit francais en deux branches a abondamment nourri. Cette recherche a permis de demontrer que qualifie de "police judiciaire" ou de "police administrative", l'acte du policier ou du gendarme n'est qu'un acte, materiel, d'un agent de la force publique exercant la contrainte a l'encontre des particuliers sur le fondement d'un titre de contrainte, acte dont la materialite et la finalite ont ete analysees. Les expressions classiques de "police judiciaire" et de "police administrative" prennent donc, sous cet eclairage, une tout autre signification. Le reperage puis l'exploration de l'acte de police ont oblige a etudier des notions, telles que la contrainte, quelque peu meconnues par la doctrine, et d'autres, comme l'ordre public, toujours apprehendees par le prisme de la dichotomie policiere. Dans cette optique fut tentee une theorie de la coercition. L'acte de police consiste en definitive dans l'acte de realisation du droit
The purpose of this thesis is to give a juridical expression to a reality which is directly and daily observable : the policeman or constable's action when executing the state constraint upon individuals. For the traditional distinction between the administrative police and the judicial police doesn't account for this reality. At first, this thesis noticed the unreality, the inanity of this police dichotomy and the violations of the disestablishment of powers wich are resulting in. Then, it undertook to fill up the deficiency in the juridical translation of the materiality of facts, to find, under the apparent duality of the police, its real unity, which was found in the notion of police action. To reach this one, a police had to be rebuilt that was blowed up by the dogma of this dichotomy, plentifully fed with the french law divided in two branches. This research allowed to prove that, although the policeman or constable's action is qualified as "judicial police" or "adminitrative police", it is only an action, a material one, of a public force agent executing the constraint against individuals on the basis of a constraint title, the materiality and the finality of which have been analysed. In this point of view, the classical expressions of "judicial police" and "administrative police" obtain a completely different signification. The detection, then the exploration of the police action obliged to study notions, such as the constraint, the doctrine slightly misunderstands, and others, such as public order, wich are always perceived through the prism of the police dichotomy. In this aspect, a theory of the coercion has been attempted

La police française est une institution étatique, détentrice de la force publique, qui fait l'objet, quant à sa structure et a son fonctionnement, d'une confiscation par le pouvoir politique. Une enquête historique et sociologique de cette institution permet de démontrer les mécanismes de confiscation bureaucratique au profit dudit pouvoir politique et mis en œuvre par la hiérarchie de la haute administration. Une étude constitutionnelle historique et comparative révèle à la fois, la confiscation par le « politique » au moyen de la disparition progressive dans les textes constitutionnels de la notion de force publique de l'intérieur et, conséquence dont il est difficile de prétendre qu'elle n'est pas volontaire, l'irrespect du principe de la séparation des pouvoirs au profit de l'exécutif. Un examen approfondi des règles de droit et de la jurisprudence concernant les grands principes de fonctionnement du service public, débusque les dysfonctionnements et les distorsions subis par la gestion quotidienne du service public de la police. Face à cette situation et pour revenir, dans un des domaines fondamentaux de l'exercice concret des droits de l'homme, au respect du principe de la séparation des pouvoirs et au respect des libertés publiques et privées, une proposition de modifications constitutionnelles s'impose, afin de restaurer la police dans son cadre juridique naturel qui est celui de la constitution, seule garante de la bonne administration de la force publique. Cependant, cette reconnaissance constitutionnelle nécessaire n'est pas suffisante pour rétablir l'exercice normal des pouvoirs de la police française. Il faut, également, reformer en profondeur la structure et le fonctionnement de l'institution policière. Cette réforme doit se fonder, d'abord, sur le principe de l'unicité de la fonction policière. Ensuite, elle devra mettre en application le principe de la transparence, autant qu'il ne vide pas de son sens et de ses effets les pouvoirs de police légitimement et légalement appliques enfin, l'évolution des organisations criminelles et l'adaptation constante de leurs moyens, ainsi que l'élargissement de leur champ d'opération à la planète entière, doivent conduire à un rassemblement des moyens de lutte anti-criminelle au sein d'une seule institution enfin unifiée et désormais représentative d'une force publique démocratique.

L'étude porte sur la composition de la culture professionnelle des policiers Grecs, ainsi que sur les processus auxquels elle est associée. La culture professionnelle est exposée en un ensemble de valeurs et des connaissances. Dans une première partie, et suivant une approche historique, sont exposées les conditions de création de l'État contemporain hellénique, le rôle assumé par les forces de l'ordre dans son évolution, ainsi que l'héritage culturel des rapports entre État, par police interposée, et population. Une deuxième partie analyse l'impact sur les policiers des aspects organisationnels et fonctionnels de la Police dans les efforts de cette dernière d'assurer le lien social entre forces politico-sociales traditionnelles et réformistes. La dernière partie de l'étude se concentre sur les conditions de travail des policiers ainsi que sur leur code de valeurs
This thesis was carried out in the scope of comparative research in political sociology. In particular, the study examines the composition of professional culture of the Greek police as well as the associated processes. The professional culture is shown as a collection of values, practices and knowledge. The first part of the study presents in an historical fashion the creation of the contemporary Greek State, the role of the police in its evolution, as well as the cultural heritage found in the relationship between the State and the population by means of the police. The second part analyses the impact of organizational and functional of the police on its members in their efforts to maintain social ties between traditional and reformist political-social forces. The last part of the study focuses on the work conditions of the policemen along with their code of values

This thesis examines the emergent role of the Scottish Police Authority (SPA) in delivering organisational accountability of the Police Service of Scotland, following reform in 2012. The Police and Fire Reform (Scotland) Act 2012 amalgamated the eight local police forces into a single force, ‘Police Scotland’, and replaced the concomitant local police authorities, responsible for maintaining and governing those forces, into a national governing body: the SPA. The study draws on a broad range of qualitative data that includes official policy documents, selected minutes of public meetings held by the Justice Committee, and the SPA, inspection reports by HMICS and Audit Scotland, and interviews with a cross-section of stakeholders including a former Minister, senior police officers, members of the SPA, and MSPs. This study chronicles the inception and early development of the SPA, and critically assesses the SPA’s emergent accountability processes in relation to the perennial problems of police governance. Firstly, the doctrine of operational independence of chief constables, rooted in the traditional, and to-date “sacrosanct”, notion of constabulary independence (Reiner, 2013: 169), makes organisational accountability of the police a complicated and contested matter (Lustgarten, 1986; Walker, 2000; Donnelly and Scott, 2002a; Jones, 2008; Reiner, 2010). Secondly, there is a perpetual debate about whether the governance of police should be situated within local government structures, or delivered through central government. There is consensus among policing scholars that the persistent trend towards greater centralisation, coupled with the operational independence doctrine, curtailed the performance of the local police boards and their ability to hold chief constables to account (Walker, 2000; Donnelly and Scott, 2002a; Scott, 2011; Reiner, 2013). Amidst the tussle between central and local political actors for democratic control of the police, the recent policy discourse in Scotland, that led to the reforms and the creation of the SPA, has highlighted that the governance of the police requires expertise, skills and capacities, which the previous local police authorities lacked (Tomkins, 2009; Laing and Fossey, 2011). In light of the persistent difficulties of democratic governance, and the creation of the SPA as an expert body, the study presents an original conceptual framework outlining an ‘epistocratic and deliberative’ approach to police governance. The framework seeks to reconcile democracy and expertise and offers a prescriptive solution to resolve the underlying problems of police governance. The study applies the notion of epistocracy or knowledge-based rule (Estlund, 2003, 2008) to the role of experts in institutional settings (Holst, 2012; Holst and Mollander, 2014). Conceiving the SPA as an institutional epistocracy, it is argued that such an arrangement needs to be underpinned by the right Composition, and that it needs Power, and Autonomy in order to function effectively and independently. It is further argued that principles of Deliberation, including reasoning and justification, can further strengthen epistocratic governance arrangements, as well as providing a crucial democratic dimension. The analysis of the SPA provides a strong empirical basis for the framework. The study shows that while the SPA was created as a professional body of experts, it was unable to resolve the underlying problems of police governance in its first three years. This was due to inadequacies in its composition resulting from insufficient expertise and a lack of training for new board members, differing interpretations of its role and statutory powers, and external pressures and impositions resulting in a lack of autonomy. Looking to recent developments, the study suggests that deliberative principles are now implicit in the SPA’s approach to more proactive scrutiny, which has started to serve to alleviate some shortcomings and problems it encountered in its formative years. However, the study concludes that further strengthening of the SPA’s composition, clarity around its role and powers, greater autonomy, and explicit focus on deliberative principles is needed.

This study aims to examine the relation between Sudanese police and peacebuilding in the country following an exceptionally long period of varied and complex violent conflict Literature on peacebuilding acknowledges the increasing role of police in peacebuilding, but is more often focussed on international police forces than domestic police. in order to investigate the roles of domestic forces in peacebuilding an analysis of the Sudan police is undertaken, which includes its history, organisation, management, training and the adoption of a policy of ‘community policing’. The study evaluates community policing as relatively modern policing style that is espoused by international peace builders in post conflict settings. It also examines the placement of police in peace agreements. The study concludes that whilst international police efforts in peacebuilding are not without pitfalls, domestic police, such as the Sudanese, may also be unfit for peacebuilding roles without changes in certain aspects of their organisational, management, recruitment, training and policing approaches. The study proposes a more combined approach that brings together domestic and international police for more effective role in peacebuilding.

A Likert Scale Attitudinal Survey was distributed to sworn, non-supervisor, police officers at six police departments in the state of California in a department roll-call setting to measure the counterbalance of power, trust, and influence between police managers and police union leaders. The relationship between a police management and police union leadership is critical component in the internal dynamics of the police organization. The results from this study provide evidence that although on average rank and file police officers tend to trust and attribute more power within police organizations to police unions rather than to police managers, an analysis of the survey responses by inferential statistics showed that these differences were not statistically significant. Furthermore, an analysis of the survey results measuring the relationship between the specific leadership bases of power and trust revealed a statistically significant relationship between the perception of trust by rank and file officers and the use of specific bases of power by police managers and police union leaders. In conclusion, the implications for studies of leadership, power, and policing are discussed.

This study aims to examine the relation between Sudanese police and peacebuilding in the country following an exceptionally long period of varied and complex violent conflict Literature on peacebuilding acknowledges the increasing role of police in peacebuilding, but is more often focussed on international police forces than domestic police. in order to investigate the roles of domestic forces in peacebuilding an analysis of the Sudan police is undertaken, which includes its history, organisation, management, training and the adoption of a policy of ‘community policing’. The study evaluates community policing as relatively modern policing style that is espoused by international peace builders in post conflict settings. It also examines the placement of police in peace agreements. The study concludes that whilst international police efforts in peacebuilding are not without pitfalls, domestic police, such as the Sudanese, may also be unfit for peacebuilding roles without changes in certain aspects of their organisational, management, recruitment, training and policing approaches. The study proposes a more combined approach that brings together domestic and international police for more effective role in peacebuilding.

This thesis examines the idea that police officers have supportive factors in their lives which influence coping mechanisms used to handle occupational stress. This idea comes from police culture literature which suggests that officers are encouraged to use maladaptive coping strategies like drinking and emotional suppression to deal with stress. Additional research on management support and family support are introduced as alternative supportive factors which can promote the use of adaptive coping like agency offered services and programs. This thesis uses data from “Work and Family Services for Law Enforcement Personnel in the United States” (Robert, O’Quin, & Kennedy, 2000). A subset of questionnaire items and officer responses are coded and run through statistical analysis including linear regression and logistic regression. Finally, findings are discussed and future research on the topic is suggested.

La distinction traditionnelle police administrative - police judiciaire joue un rôle clé en matière de répartition des compétences. En effet, elle permet, à l'aide d'un critère finaliste, de déterminer la nature administrative ou judiciaire d'une opération de police, entraînant corrélativement, en principe, la compétence du juge administratif ou du juge judiciaire. Mais cette fonction a été mise à mal par le droit positif. Le Conseil constitutionnel, en admettant qu'une activité de police administrative puisse porter atteinte à la liberté individuelle s'il y a intervention de l'autorité judiciaire, a incidemment ouvert le champ de compétence du juge judiciaire en application du principe selon lequel il est le gardien de la liberté individuelle (art. 66 al. 2 de la constitution). De ce fait, certains auteurs ont remis en cause la distinction, la qualification de la nature de l'opération de police devenant superfétatoire dans la mesure où l'atteinte à la liberté individuelle entraînerait indubitablement la compétence du juge judiciaire. Toutefois, cette évolution s'est heurtée à la résistance du juge administratif qui considère que les mesures de police administrative constituent l'exercice de prérogatives de puissance publique, et rentrent donc dans son domaine réservé de compétence tel que l'a défini le Conseil constitutionnel dans sa décision " Conseil de la concurrence " de 1987. D'ailleurs, dans le domaine de la responsabilité administrative, le juge administratif a été le premier à garantir le droit à réparation des victimes alors que le juge judiciaire s'est longtemps déclaré incompétent en vertu du dogme de l'irresponsabilité des services judiciaires. L'enjeu de la " summa divisio " concernant les libertés publiques est respecté. Le juge administratif, tout comme le juge judiciaire, peut parfaitement être le garant de la liberté individuelle

A current trend that has emerged as a result of the information age is information-seeking behavior. From individuals to large social institutions, information-seeking behavior is utilized to attain a wide variety of goals. This body of work investigates the information-seeking behaviors of police officers who work in police stations in the Turkish National Police force. The study utilizes Leckie et al.’s (1996) model of information-seeking behavior of professionals. The findings indicated that police officers initially consulted their personal knowledge and experience. Next, officers rely upon their colleagues and then official documents. These information sources were consulted in the context of both conducting tasks and staying current. However, contrary to expectation, they rarely consulted informants. In addition police officers rarely consulted printed journals, libraries, books and attendance at conferences as information sources. The results of this study show that there were significant differences in the information sources used by police officers based on their gender in the context of staying current. On the other hand, there were no significant differences in the context of conducting police station tasks, by gender. Surprisingly, there were no significant differences in the information sources used by police officers based on their educational level. There were significant differences in the use of information sources by age, service years in police stations and service years in policing in the context of conducting police station tasks. Lastly, the results of this study indicated that service years in policing and the roles in police station were significantly correlated with the information sources used by police officers regarding staying current. This body of work offers insight into the factors that guide the information-seeking behaviors of police officers.

Studies of police leadership have focused on the identification of good practice and effectiveness in leadership which has involved the application of existing frameworks to the understanding of leadership. The perspective of police officers, and importantly their understandings of leadership, is left unexamined. Similarly, current research and policy typically conceptualises leadership in the police as rank-free, with leadership and rank discussed as separate constructs. Within a social constructionist theoretical framework, this thesis provides a critical analysis of senior police officers’ understandings of leadership in the police. Based on 38 semi-structured interviews from chief constable to inspector rank in one UK police constabulary, this thesis presents a framework of ideas about the meanings of leadership in the police and considers the taken-for-granted assumptions embedded in these meanings. Informed by grounded theory, the analysis shows that the authority of rank is central to the understanding of police leadership; the assumptions attached to rank reflect assumptions about the nature of leadership. The concepts of 'doing' and 'undoing' of rank describe the different ways rank is used in police leadership. The doing of rank refers to ways in which the authority of rank is prioritised, emphasised and reinforced, compared with the undoing of rank, which describes the downplaying of rank as an authority in leadership. The findings show the ways in which rank acts as a barrier to alternative leadership practices in the police. This thesis argues therefore that an understanding of the influence of rank in police leadership or 'rank awareness', is essential precursor to the development and acceptance of participatory or collaborative leadership in the police.

This thesis examined police and Indigenous relations in rural and remote contexts in Australia which historically and in contemporary times have often been contentious. Using a grounded theory approach, the police participants of this qualitative research provided insight as to how social factors such as ecological, organizational and occupational culture influenced their responses in discrete Indigenous communities. The findings revealed that ecological factors such as community dynamics and Indigenous culture heavily influenced police in how they responded to situations, more so than the influence of organizational and occupational culture. It found that ecological factors played a large role in shaping policing responses in discrete Indigenous communities.

Dès 1997, la France s'est engagée à réformer sa police afin de la rendre plus proche et à l'image de sa population, à l'instar des exemples étrangers susceptibles d'être suivis. Alors que la culture policière n'est pas acquise aux principes généraux d'une sécurité de proximité, puisqu'elle repose majoritairement sur la réaction des forces de l'ordre, les actes n'ont pas été à la hauteur de l'ambition affichée par les gouvernants. Le décalage entre le "dire" et le "faire" est ainsi l'illustration d'un manque de courage préjudiciable à l'efficience d'une nouvelle stratégie policière. Si la rhétorique a été largement confortée jusqu'en 2002, le changement de cap opéré dès lors a mis à mal la fameuse "révolution culturelle" tant vantée auparavant ; le terme proximité ne fait désormais plus partie du vocabulaire policier. Dans ces conditions, il paraît bien illusoire de confirmer dans le temps des résultats significatifs qui infléchiront la courbe de la délinquance et rassureront le public
From 1997, France engaged itself to reform its national police in order to make it closer and in the image of the population, following the examples of other foreign countries. As the police culture, behaviour and working's customs are not based on common principles of a nearness security because, on the contrary, the police is most used to react against social disorder as to act for a nearby and secure way of life, the results of this police reform has not been on equal terms to the French government's ambition. The tag between talking and doing shows a lack of courage and therefore most likely the failure of a better new police strategy. If the rhetoric has been well sustained until 2002, the change for an other direction did wrong to the "police cultural revolution" which was so praised just five years ago. The expression of "community policing" does not any more belong to the police vocabulary. Under such circumstances, it seems to be delusive to confirm nowadays some significant issues which could decrease the delinquency's graph and set the public's mind at ease about it

The present paper is a literature study of stressors and the responses in police officers to occupational stressors. It endeavors to identify and assess common stressors in policing. It further aims to provide an answer to the question of whether police administrative tasks and situations, or the dangerous and traumatic events and situations inherent in policing, are perceived as equally or more stressful by surveyed police officers. The question is relevant as there seems to be disagreement among researchers on police stress about which elements (administrative or dangerous and/or traumatic) of the police occupation is more stressful. Much attention has been given to the treatment of post-traumatic stress in police officers while efforts to prevent administrative or organizational stressors have been largerly ignored. If administrative stressors in policing are equally important as dangerous and traumatic situations and events, more attention should be given to the prevention of such largerly preventable stressful events. The theoretical framework used in the study is that of the transactional concept of stress. In trying to assess what parts of policing are more stressful, a number of empirical studies were examined and compared. Most studies applied a "checklist" approach to identify and rank the heaviest stressors in police work. The methodological quality of available studies was varied, influencing their comparability and generalizability. In spite of these inequalities, the results from the assessment indicates that dangerous and traumatic situations are somewhat more often perceived as the largest stressors than administrative stressors in police work.

This paper compares police reforms during democratization in Poland, Hungary, and Bosnia-Herzegovina. It analyses the changes to the structure of the democratic control of the police in each reform, paying special attention to the decentralization versus centralization aspect of it. The research question of this paper is: Why are some states decentralizing the democratic control of the police, while others are centralizing it, both with the aim of democratization? The theoretical background of this study are theories about policy diffusion and policy transfer. Therefore this study can be categorized as part of two different research areas. On the one hand, it is a paper from the discipline of International Relations. On the other hand, it is a paper from the discipline of Comparative Politics. The combined attention to international and national factors influencing police reform is reflected by the structure of this paper. Chapter 3 examines police structures and police reforms in established democracies as possible role models for new democracies. Chapter 4 looks at international and transnational actors that actively try to influence police reform. After having examined these external factors, three cases of police reform in new democracies are examined in chapter 5.

This study examines the variations in the practice of implementation in different implementation structures using the case of police education reforms that were undertaken by the Turkish National Police (TNP) in 2001 and 2003. Differentiations and similarities in the top-down and bottom-up structures while practicing the process of implementation were investigated in this study. First, the study provides a comprehensive understanding of the process of implementation and structure of implementation. Second, the study introduces TNP education reforms and explains the reasons for the reform. Third, a quantitative approach is used to measure the success of the TNP educational reforms. Specifically, multiple regression analysis, one-way analysis of variance (ANOVA), and post hoc tests are used to clarify if police performance in the TNP has improved since the reforms. Fourth, the study uses a qualitative approach to find out how features associated with top-down or bottom up approaches were involved in the process of implementation of the educational reforms. Finally, based upon the views of the participants in the qualitative analysis, the study examines the variations in the practice of implementation between decision makers and the street level bureaucrats.
