Abstract (sommario):
The study presents socio-economic aspects of soil utilization in Poland. It was indicated that the rational use of agricultural land is one of the priorities for Poland’s development. It is also a challenge for science and advisory, serving business practice. The basic sources of information were statistical data of the Central Statistical Office (GUS) from the years 2000-2015. Changes in the use of agricultural land in voivodships, taking into account their specificity, were also considered. It was found that rational use of Polish soils requires support from science and cooperation with regional and local government authorities at different levels of management.

Abstract (sommario):
The purpose of the study is to characterize and assess the influence of selected economic factors on the value of purchases made by Ukrainian citizens in Poland at the border (so-called unregistered turnover on customs declarations). The ex-change rate andlabour migration as well as the impact of political disorders that occurred at the end of 2013 in Ukraine were analysed in detail. The analysis covered the period 2009—2017. Data were derived from the questionnaires of the Statistical Office in Rzeszów, Local Data Bank of Statistics Poland, State Statistics Service of Ukraine and the Ministry of Family, Labour and Social Policy. The analysis of correlation and regression were used as the basic research tools. The results of the study show that political events affected cross-border trade indirectly through, inter alia, the exchange rate, which limited the expenses made by Ukrainian citizens in Poland. However, this impact was not strong enough to reverse the upward trend in cross-border shopping. The analyses did not provide statistically significant indications of a cause-and-effect relationship between labour migration flows of Ukrainian citizens to Poland and cross-border trade.

Abstract (sommario):
The purpose of the article is to study the economic and legal nature of the franchise agreement in Poland. Since franchising in this country has become the most common way of establishing a business, it is advisable to identify the key economic and legal features of the franchise agreement in which the parties specify their rights and obligations, the franchise price, the duration of the franchise relations, the procedure for performing calculations, etc. The subject of the study is a franchise agreement in Poland. Research methodology. The research is based on the use of general scientific and special-scientific methods and techniques of scientific knowledge. The dialectical method allowed us to investigate the definition of a franchise agreement in Poland and its key terms. The comparative legal method was used to compare doctrinal approaches to this issue. The statistical method was used to establish data that reflects the effectiveness of franchising activities. The method of system analysis helped to find out in which areas of economic activity franchising is most demanded. Interpretation of the content of Polish legal acts governing issues related to the conclusion of a franchise agreement in this country was realized with the help of the normative-dogmatic method. The system-structural method was used to study the franchise agreement in Poland as a single entity (system) with the coordinated functioning of all its elements. The methods of grouping and classifying formed the basis for separating the list of conditions, which are necessary for concluding a franchise agreement in Poland, as well as provisions that should be included in the content of this agreement. Methods of analysis and synthesis helped to study some parts of this agreement to formulate further conclusions. Practical application. The positive experience of Poland in regulating issues related to the conclusion of a franchise agreement can be used for making appropriate changes to the Ukrainian legislation. Although there is no special legislation in Poland, which regulates the issues connected with this kind of contract, the adoption of a number of progressive economic measures, as well as complement existing regulations with the provisions on franchising, allowed Poland to become one of the most attractive countries for foreign entrepreneurs. Correlation/originality. This scientific work is the first research in Ukraine devoted not only to general issues of regulation of franchising activity in Europe but specifically to the franchise agreement in a separate country (in Poland) and its legal and economic peculiarities.

Abstract (sommario):
AbstractThe objective of the paper is to present the problem of low-stack emission in the economic and financial context. The paper presents the results of preliminary research based on literature review and environmental reports. After completing the selection of publications and data extraction, which could help to describe the issue raised, their analysis, comparison and generalization was conducted. The aspects presented may constitute a starting point in building a model of pricing the economic results of low-stack emission. In the first place the phenomenon of smog was subject to analysis, as one of the most significant consequences of low-stack emission, influencing health of human beings, environment and tangible assets. Then an attempt was made to express the previously identified results of low-stack emission in the economic and financial categories, taking into consideration the costs incurred for the purposes of completing the undertakings aimed at decreasing low-stack emission, costs avoided due to the decrease of the number of illnesses caused by low-stack emission, costs avoided due to the restriction of the negative influence of low-stack emission on the environment and on tangible assets as well as economic benefits achieved thanks to the reduction of low-stack emission.

Abstract (sommario):
This thesis deals with the German attempts to take control over timber resources in the Baltic area between 1840 and 1914. Focused on the trade in the Vistula and Warta river basins, it shows how the rising German economy managed to make the local forests into its backyard by securing cheap and stable access to timber resources. German firms progressively achieved trade dominance by developing transport technologies and reinforcing their financial and organizational capacities. They also managed to take advantage of the local economic and political weaknesses. Through ecological and economic explanation of timber extraction and processing, the thesis underlines the role played by foreign timber in the preservation of the German forests. It also describes the impact of this process on the local population and environment. Finally, the thesis advocates for a truly global history of the German forest

This thesis contributes to the existing literature on the agricultural reforms that took place in Central and Eastern European countries during the transformational period (1990-2004) and on the agricultural development in Europe in general in the long-term (1960-2004). The study explores the history of the agricultural transformations in Poland and Belarus through a detailed analysis of the agricultural production and productivity dynamics, aiming to answer (i) whether the reforms succeeded or failed in terms of agricultural production and agricultural productivity; and (ii) what were the determinants of the agricultural reforms' success or failure. The research is centered on a comparative analysis of Polish and Belarusian agricultural performance, but it also incorporates the other CEE countries (Czech Republic, Hungary, Slovakia, Russia and Ukraine), as well as the advanced Western European economies.

The dissertation aims at understanding and explaining the existence of variation in sustainable compliance with EU legislation in two similarly rule-taking countries. The cases under examination are Hungary and Poland which have experienced a similar historical background, similar environmental problems and have been subject to similar EU conditions and requirements for accession. Nevertheless, the EU Annual Progress Reports and the Tri-Annual Monitoring Reports showed a variation in their compliance with European environmental requirements. The existing literature has explained this divergence by taking a supply-side approach, focusing on those state actors and incumbents who could decide to supply compliance or not. In particular, researchers of compliance and of Europeanisation have focused on differences in capacity limitations or incentives to domestic actors. These supply-side approaches, however, do not seem to fully explain the existing divergence between the performances of Hungary and Poland nor do they sufficiently tackle the issue of "sustainable compliance" in the post-Accession period. In my analysis, I instead explain variation in sustainable compliance by exploring demand-side explanations. To this end, the thesis explores the hypothesis of demand for compliance emerging on the part of stakeholders who recognise its potential for profitability and, thus, influence its sustainability. Its starting point is the Tsebelis' study on stakeholders which describes them solely as "veto players" along the road to compliance; however, this analysis demonstrates that there is also another dimension to the influence they may have. I build my hypothesis around the existence of such factors as market incentives and pre-existing cooperative strategies that make compliance convenient for stakeholders. Moreover, I consider the role played by external assistance and the existence of alliances between external and domestic stakeholders to improve the overall compliance performance of less-regulated countries. The study proves the significance of market incentives and pre-existing cooperative strategies in fostering sustainable compliance while showing how the two strong explanatory variables are interlinked: compliance is not a "business" per se. It has a potential to be made a "good deal" via cooperative strategies among diverse stakeholders creating a win-win settlement.

Abstract (sommario):
AbstractThe paper focuses on the evolution of the planning system in Poland. Its purpose is to show the evolution from short-term planning, subordinated to the requirements of the country’s economic development, to a long-term planning system, integrating various aspects of development—spatial, natural, economic, and social, taking place over the last century. The process described in the paper was largely conditioned by historical events, and the poor economic situation of the country in the post-war period and the changes taking place in the political system. The need for rapid economic development of the country dominated the planning of the interwar period (1920s and 1930s) and post-war period (1950s to 1970s), although the economic, social, and natural conditions were taken into account in 1930s spatial planning. The most complete representation of spatial integration of various planning scopes is visible in the “National Spatial Development Concept 2030,” which was the main subject of the study, as the basic document concerning national spatial planning. The research demonstrates the novelty of this document in relation to previous ones. It is based on the vision of Polish space on, the development of functional areas, determined on the basis of socioeconomic and spatial features treated in a dynamic approach. The need for changes in applicable law that would allow the “National Spatial Development Concept 2030” to be implemented in planning practice is also pointed out. The material presented in the paper may form the basis for comparative studies of planning documents on a national level in various European countries.

Abstract (sommario):
AbstractSustainable development of tourism is an important tool to stimulate the development of tourist areas. An important role in this process is played by the local community, which is an important capital in the development of tourism, as well as a beneficiary of changes. Their attitudes, behaviors and involvement in development processes have a key impact on achieving environmental, social and economic goals of sustainable tourism development. The analysis will consider the role of residents in the following aspects: co-creator of the tourist product, beneficiary of the introduced improvements and changes, and direct recipient of the positive and negative effects of the development of tourism and recreation. The development of tourism has contributed to the significant development of regions frequently visited by tourists, but the dissatisfaction of local communities with the inappropriate attitude of tourists and their impact on the quality of life is growing. The aim of the work is to identify the factors of the quality of life of the inhabitants, on the example of Poland, which stimulate and the development of tourism in a sustainable process. The author of this study obtained the consent of selected communes to publish the survey on their websites. A total of 4257 respondents were surveyed. There is a change in the standard of living of users and socio-economic changes in the scale of a territorial unit. These changes are local in nature and are noticeable to both residents and tourists. The author's research, the results of which are presented, indicate that there are groups of local communities that have different views on the implementation of local tourist goals. There are strong links between the quality of life of the local population and their contribution to the tourism product and the problems that tourism brings. The study complements the analysis of individual tourist regions in Poland presented so far and provide a broader view of the opportunities and threats in sustainable development.

AbstractThis chapter presents an analysis of sharing economy development in Poland, not only big businesses such as Uber or Airbnb but also smaller, local initiatives—often in their niches, doing better than global corporations. All kinds of enterprises and institutions are increasingly willing to incorporate elements of shared economics for business practice and organisational culture through stressing cost savings and flexibility. With all the opportunities sharing economy brings, it also creates many unsolved issues, such as regulations, labour law, competition, which often lead to conflicts of different stakeholders. Authors discuss various sharing economy initiatives in Poland as well as social strands, trust, and problems with legally unregulated issues. Furthermore, this chapter also covers different aspects of sharing economy initiatives embedded in the COVID-19 pandemic.

AbstractThis chapter presents the issue of parenthood as a subject of sociological inquiry in the context of broader social and cultural changes. I demonstrate why parenthood should be perceived as a process that is strictly connected with social, cultural and institutional contexts. Keeping this in mind I argue that there is no one proper way of doing parenthood. The most important aspect here are the links between parenthood and paid work. I critically approach the concept of work/life balance that is vastly popular in contemporary social sciences, but in my opinion is not always adequate to describe parenting in a post-communist society. I propose to look at parenthood through the lenses of three types of work: care work, paid work and domestic work. I claim that such approach helps to grasp different ways of parenting in contemporary times, as well as to recognise persisting gender and economic inequalities.

Abstract (sommario):
AbstractPoland is the third-largest producer of hydrogen in the EU, with around 1 million tonnes generated every year. This grey hydrogen is made almost exclusively from steam methane reforming, based on fossil gas as a feedstock, and utilised primarily by the chemical and petrochemical sectors for ammonia production and for various processes in refineries, respectively. In 2021, the Polish Hydrogen Strategy (PHS) was published as the first official government strategy for low-carbon hydrogen economy development. The document presents an optimistic and ambitious approach, with a focus on domestic production and use of hydrogen in multiple sectors. However, the cost-effective generation of low-carbon hydrogen in Poland can face significant challenges, such as the relatively low availability of clean electricity, reliance on natural gas imports and limited experience with carbon capture technologies. The aspects regarding the emerging global hydrogen market are largely omitted in the PHS. This chapter analyses the possible background of this fact and the factors influencing the future Polish position in this market. Even though Poland is not likely to be a frontrunner in these developments, it is believed to become a pragmatic participant. In fact, several Polish companies, including those state-owned, have already launched some cooperative initiatives at the European level.

The aim of the article was to characterize the aspects of social and economic conditions and circumstances for the establishment and operation of groups of agricultural producers in Poland. The discussion is theoretical. In the article the monographic method was used. The following issues were subsequently examined: the nature and status of groups of producers in Poland, the social capital of farmers, advantages and obstacles in the cooperation of agricultural farmers and financial aid opportunities under the Rural Development Programmes for 2007–2013 and 2014–2020. As the example, the model of agricultural producer groups functioning in Poland was described. The results of the consideration has broad spectrum. It follows from the analysis conducted that the reasons for creating groups of producers are economic benefits related to production on a higher scale and to achievement of synergies through acting together. They also include EU financial aid opportunities. The benefits are also of a social character and are related, among others, to farmers learning how to act together as well as to increased trust in cooperation. In spite of numerous benefits that may arise from acting together, there are also certain obstacles related to the level of knowledge or educational background of farmers, typical responses to change or lack of trust between organisation members. This is often an effect of negative past experiences connected with overall socialisation that affects post-communist nations.

Abstract (sommario):
Although cooperative banks in Poland have a small share in the banking system, their competitive advantage lies in an extensive network of branches in rural areas and small towns. They aim at ensuring an access to financial services in poorly urbanised areas which are endangered with financial exclusion. The main aim of the present study is to identify these advantages and various aspects of activities conducted by cooperative banks that place them in a role of local initiators of economic development in Poland. The study includes a review of the literature on the subject, an analysis and synthesis of issues discussed, as well as an analysis of data from the reports of the Polish Financial Supervision Authority (UKNF) and the National Association of Cooperative Banks (KZBS). The analysis of financial data covered the years 2016-2021 and was carried out with the use of structure and dynamics indicators. Cooperative banks stimulate local economic development through cooperation with local governments, offering preferential loans for farmers and family businesses. They also provide consulting services to various groups of clients. An important element of their activities resulting from their mission are pro-social activities which aim at educating and supporting local sport and cultural initiatives.

Abstract (sommario):
Freedom of expression is one of the essential elements of modern democratic states’ standard for basic civil rights and freedoms. It is most often guaranteed in the constitutions as well as in ratified acts of European and international law. Still, freedom of speech is not absolute, meaning in certain situations it may be restricted to protect another legal value. A prominent example is hate speech, as a means of spreading hatred, hostility and violence towards a person or a particular group. It is not a closed book but widely regarded as a significant violation of human rights. While there is no doubt it constitutes a freedom of speech abuse, the issue of its sanctioning falls within controversial and multifaceted challenges in terms of legislative regulation. The purpose of this article is to compare Polish and Croatian legal systems on this issue. The research will be based on the comparative method, designed to detect similarities, differences and possible patterns in the subject area of the study and to determine the variables affecting the evaluation of current and developed policies in the area of hate speech responsibility and sanctioning. The specific solutions contained in the national constitutional positions, criminal law, misdemeanor law, related body of doctrine and selected case law show a certain diversity of approaches. It can be said that in the area under consideration we are dealing with variants of the same general concept. The results of the conducted analyses will form the basis for further research in the field of amendment of regulations on the punishment of hate speech in the Polish and Croatian legal systems.

Abstract (sommario):
Small and medium-sized enterprises are the foundation for the development of each contemporary national economy. Their number affects macroeconomic indices of economies and directly translates into the labour market created by SMEs. This article aims to investigate the key conditionings behind the macroeconomic significance and legal factors of the financial market operation in Poland and the UK, with particular emphasis on the stock exchange as the fundamental element of the capital market. Both AIM and NewConnect are platforms dedicated to SMEs, which have been allowed easier access to this capital market segment by minimising mandatory legal conditions. This study analyses the number of listed companies and their capitalisation values in 1999–2015, covering: the rules of the financial market operation, with a special focus on the legal bases of the stock market operation in the economies investigated; legal conditions for the development of this economic segment; and a detailed analysis of the number of participants and capitalisation values achieved on the Warsaw and London Stock Exchanges, in particular AIM and NewConnect. This paper builds on source data from various annual reports and stock exchange publications drawn up and made available by stock exchanges and financial supervisors. The attempt to compare the indices and capacities of the WSE and the NC with the biggest European player is motivated by the fact that the Warsaw Stock Exchange is classified as the largest and most dynamically growing stock exchange in Central and Eastern Europe.
