Peace operations and security co-operations are expensive. Even though there are a variety of factors that influences peace agents when they consider approving a new, expanding an existing, or closing down a peace operation or security co-operation, one of these factors is the cost factor. If we were to isolate the cost factor it would follow that a reduction in the cost of peace operations and security co-operations, are likely to contribute to peace agents being more willing to approve new, expand existing or to give existing missions more time to consolidate before closing them down. There are a variety of ways how the cost of peace operations or security co-operations can be lowered. This thesis suggests an alliance with the private sector in the form of corporate sponsorships. In short, that peace operations and security co-operations be commodified and commercialised. This would entail introducing corporate sponsorship of some of the commodities that are used in peace operations and security co-operations, followed by the corporate sponsor using their involvement in the peace operation or security co-operation to their commercial advantage. The commodification and commercialisation of peace operations and security co-operations should result in the relevant operations and co-operations benefiting in a cost-effective as well as practical effectiveness sense, whereas the private sponsor should benefit in either or both a financial (profit) or an image-making sense. The psychological theory supporting such an argument is that of social identity theory. This theory explains how positive connotations made with peacemaking in warlike conditions will motivate industries to use this opportunity to show that their products can succeed in such demanding circumstances. Accordingly, social identity theory provides us with evidence as to how the commercialisation and commodification of peace operations and security co-operations can succeed. We also support our argument by providing a case study, Operation Rachel, which serves as a successful example of an operation that was (partially) commodified and commercialised. Operation Rachel, which can be seen as either or both a peace operation and security co-operation, shows that in the case of security co-operations, these operations should be presented as peace operations during the commodification and commercialisation processes.

ENGLISH ABSTRACT: This thesis seeks to provide a critical discussion of the contributions of the African Union towards the potential development of an African security community since its inception in 2002. Utilising Security Community Theory, and the framework for the study of security communities developed by Adler & Barnett (1998) it commences with an interrogation of the AU. This interrogation is arranged along the three tiers of the framework. The first tier is the precipitating conditions, which cause states to orient themselves in each other’s direction and desire to coordinate their relations. The second tier investigates the factors conducive to the development of mutual trust and collective identity. The third, and final, tier identifies the necessary conditions of dependable expectations of peaceful change. The study goes on and introduces three African case studies, which illustrate the contributions of the African Union towards the potential development of an African security community. The case studies are the African Union mission in Burundi, the African Union mission in Sudan, and the recent intervention of the African Union in the post-election crisis in Côte d'Ivoire. All three case studies were able to provide ample evidence to illustrate the AU’s contributions. The study concludes with two major findings. Firstly, this study is able to illustrate that the AU has made significant contributions towards the development of peace and security in Africa. Secondly, that the AU has made significant contributions at all three tiers of the framework, and therefore major contributions to the potential development of an African security community. However, the AU is still in its embryonic phase, and any prediction concerning the existence, or potential existence of an African security community would be premature. Even though there are ostensibly, positive developments in the area of continental peace and security this study is able to illustrate several remaining challenges to further contributions by the AU. The first is a lack of resources. The AU is heavily dependent on the contributions of its member states, and a number of members persistently fail to meet their contributions to the organization. A second challenge is the loosely defined relationship with the UN (and other external partners). It is crucial that a constructive relationship be established, if not, differences might antagonise the two organisations and negatively affect any future contributions of the AU towards the development of an African security community. Finally, the role of core states, most notably regional hegemons such as South Africa and Nigeria will remain important for stabilizing and encouraging the further development of an African security community.
AFRIKAANSE OPSOMMING: Hierdie tesis poog om n kritiese bespreking te bied van die bydra wat die Afrika Unie na die potensiele ontwikkeling van n Afrika sekuriteits gemeenskap gemaak het sedert sy intrede in 2002. Deur gebruik te maak van Sekuriteits Gemeeenskap Teorie, en die raamwerk vir die studie van sekuriteits gemeenskappe deur Adler & Barnett (1998) begin die studie met n direkte ondersoek van die AU. Hierdie ondersoek vind plaas volgens die drie vlakke van die raamwerk. ENGLISH ABSTRACT: This thesis explores the feasibility of the concept Developmental Peace Missions (DPMs). It seeks to answer the question whether DPMs is an ambitious construct or a feasible ideal and whether DPMs could be effectively applied during peace missions. The study takes the form of a descriptive analysis of the theoretical underpinnings of the concept of DPMs, and includes the analysis of various relevant case studies in terms of the application of the concept of DPMs. The study further explores the evolution that has taken place in terms of United Nations peace missions, in that most modern peace missions include both peacekeeping and peacebuilding initiatives. The study also illustrates the modern approach to peace missions, based on an integrated systems-thinking approach by means of which the activities of all relevant role-players are integrated and fused towards a common end state: that of sustained security and development. In order to analyse the concept of DPMs, the theoretical underpinnings of the concept human security, the security-development nexus and peacebuilding were researched in depth. These concepts were then coupled to the concept of DPMs in terms of their utility during current complex peace missions, both internationally and on the African continent. The concept of DPMs was studied in the context of contemporary peacekeeping in terms of three case studies, namely the peace missions in Kosovo, Sierra Leone and the DRC. The DPMs concept was applied to these case studies and analysed in terms of the extent to which the peace interventions in these countries were conducted in accordance with the philosophical and theoretical underpinnings of DPMs. The study concludes that DPMs, in terms of its theoretical basis, is indeed a feasible ideal for peace missions, as it is based on and in line with the approved current UN- and AU-integrated planning processes. However, in terms of its practical utility in Africa, it currently remains an ambitious construct, given the limited capacity and resources of the AU and regional organisations. Therefore, DPMs should not be viewed as a short-term solution to, or panacea for, all intra-state wars. The study proposes that the UN, the AU, as well as relevant regional organisations will have to adjust and make changes in terms of their institutions, structures, funding and the provision of resources in order to operationalise the concept of DPMs successfully. This is especially true as far as the AU is concerned, as the AU currently experiences severe limitations in both material and human resources. However, the fact that both the UN and the AU have adopted the Integrated Mission Planning Process concept as planning tool for their respective missions is an indication that progress is being made towards the achievement of establishing a more holistic and integrated approach to finding sustainable solutions to global conflict. Ultimately, the success of DPMs will be determined by the will and commitment of all the relevant role-players involved in finding a lasting solution to intra-state conflicts. The concept itself cannot provide sustainable peace and development.
AFRIKAANSE OPSOMMING: Dié tesis verken die lewensvatbaarheid van die begrip Ontwikkelingsvredesendings. Daar sal gepoog word om ‘n antwoord te kry op die vraag of Ontwikkelingsvredesendings ‘n ambisieuse konstruk of ‘n haalbare ideal is. Verder sal gepoog word om te bepaal of dit effektief tydens vredesoperasies toegepas kan word. Die studie neem die vorm aan van ‘n beskrywende analise van die teoretiese grondbeginsels van die begrip Ontwikkelingsvredesendings en sluit die analise van verskeie relevante gevallestudies ten opsigte van die begrip in. Die studie ondersoek die evolusie wat plaasgevind het ten opsigte van vredesendings wat deur die Verenigde Nasies (VN) onderneem word, naamlik dat die meeste moderne vredesendings, vredesbewarings, sowel as vredesbou (nasiebou) inisiatiewe insluit. Die studie illustreer ook die moderne benadering wat ten opsigte van vredesendings toegepas word, naamlik dat die aktiwiteite van al die betrokke rolspelers geïntegreer word en op ‘n gedeelde einddoel gefokus word. Die teoretiese grondstelllings van die begrippe veiligheid en ontwikkeling, die veiligheid-ensekuriteit- neksus, sowel as die begrip van vredesbou (nasiebou) is in diepte ondersoek ten einde die begrip Ontwikkelingsvredesendings te analiseer. Hierdie begrippe is daarna in verband gebring met die begrip Ontwikkelingsvredesendings soos wat dit tans tydens moderne komplekse vredesendings toegepas word – beide internasionaal sowel as op die Afrika kontinent. Die begrip Ontwikkelingsvredesendings is bestudeer teen die agtergrond van eietydse vredesbewaring ten opsigte van drie gevallestudies, naamlik die intervensies in Kosovo, Sierra Leone en die Demokratiese Republiek van die Kongo. Hierdie drie gevallestudies is gekies aangesien dit die eerste sendings was waartydens die VN die nuwe geïntegreerde benadering tot vredesendings, soos in die Brahimi-verslag aanbeveel, toegepas is. Die studie het bevind dat Ontwikkelingsvredesendings, wat betref die teoretiese grondstellings inderdaad uitvoerbaar is, aangesien dit gebaseer is op en in ooreenstemming is met die huidige aanvaarde beplanninsprosesse van die VN en die AU. Higher education is arguably critical for healing and stabilization in postconflict contexts, by developing leaders who value peace and have the skill sets to achieve it in various sectors. A rapidly growing body of literature concludes that peace education in particular has great potential to transform postconflict communities, both in higher education and at other levels of schooling. Yet there exists little rigorous analysis of the decisions faced by educational leaders responsible for implementing such programs, particularly those in postconflict settings where the needs are uniquely challenging. This qualitative investigation documented the M.A. in Peace Studies and Conflict Transformation program, managed by the Centre for Conflict Management (CCM) within the University of Rwanda’s College of Arts and Social Sciences (CASS), one of the first of its kind in the region. The goal of this study was to use interviews and field notes collected during a six-week fieldwork period to highlight lessons from the experiences and perspectives of colleagues who have typically been on the outskirts of the conversation about how formalized peace education can contribute to leadership development and national stability. Participants included faculty members, administrators, and alumnae, as well as leaders affiliated with the Rwandan Ministry of Education (MINEDUC) and various civil society organizations. The study led to twelve key findings aligned with the three research questions, each of which is similarly aligned with a corresponding discourse theme and three clusters of interview questions, as well as three related overarching researcher recommendations for policy and practice, grounded in participant perspectives. Abstract (French) On peut soutenir que l’enseignement supérieur est essentiel pour la guérison et la stabilisation dans les contextes d’après-conflit, en formant des leaders qui attachent de la valeur à la paix et possèdent les compétences nécessaires pour l’atteindre dans divers secteurs. Un corpus de littérature en croissance rapide conclut que l’éducation à la paix, en particulier, a un grand potentiel pour transformer les communautés après un conflit, à la fois dans l’enseignement supérieur et à d’autres niveaux de scolarité. Cependant, il existe peu d'analyses rigoureuses des décisions des responsables de l'éducation chargés de la mise en œuvre de tels programmes, en particulier dans les situations d'après-conflit où les besoins sont particulièrement difficiles. Cette enquête qualitative documentait le programme de maîtrise en études sur la paix et la transformation des conflits, géré par le Centre de gestion des conflits (CCM) du Collège des arts et des sciences sociales de l’Université du Rwanda (CASS), un des premiers du genre dans la région. ENGLISH ABSTRACT: The aim of the study was to determine the application of green building practices in Stellenbosch. In order to achieve this aim certain objectives had to be met. The first objective was to retrieve national and international literature on green building initiatives. Six main sections were discussed in the literature namely, climate change and the environment, the built environment, the concept of sustainability in cities and buildings, green building designs and practices, green buildings, green building councils and the different green rating systems, with a specific focus on the Green Star SA rating tool. The second objective was to discuss three case scenarios in Stellenbosch that practice green initiatives. The case scenarios selected are Distell Group Limited, Spier wine estate and the new Remgro head office Millenia park. Buildings in Stellenbosch selected by means of probability sampling. A total of 35% of all commercially zoned buildings in the Stellenbosch core were selected to participate in the sample. The land zoning maps from the Stellenbosch municipality was obtained and relevant buildings were sampled. Nine of the sampled buildings were heritage buildings (older than sixty years) and seventeen were buildings from the modernist era (younger than sixty years). Nine architect companies in Stellenbosch were also sampled. The respondents were determined by means of haphazard sampling. The third objective was to design two questionnaires, one for building owners and another for architects. The first questionnaire developed for building owners was divided into two sections. The first section determined what green practices owners are incorporating into their office buildings. These green practices developed in the questionnaire focused on the use of natural light in the buildings, LED lights, indoor ventilation, recycling methods, water saving methods, energy saving methods and whether management plans exist to monitor and evaluate the buildings energy usage. The second section focused on the perception of the building owners. The respondents had to rate the importance of the above mentioned green initiatives on a scale of one 1 (being not at all) to 5 (being very important). The fourth objective was to develop a questionnaire for architects. The questionnaire determined whether green designs are incorporated by architects and if there is a greater demand for green designs by clients. The findings of the study revealed that respondents find natural light and air quality to be the most important aspects in an office. Recycling is applied by 93% of respondents. Less than 10% of respondents have installed solar panels, HAVC systems, rain water harvesting or other water management systems. Architects find that there has been an increase in the demand for green designs, but that there is a lack of knowledge of green initiatives by building practitioners. The main recommendations of the study are that the concept of green development be broadened into other spheres apart from planners. Education and training of green building must be available to all building owners and practitioners. Sustainable materials should be more accessible to building practitioners and these materials should be made available locally. Finally more buildings should be refurbished or renovated rather than be demolished to prevent waste and secure open spaces.
AFRIKAANSE OPSOMMING: Die doel van die studie was om die toepassing van groen initiatiewe in Stellenbosch te bepaal. Ten einde hierdie doel te bereik moes daar aan sekere doelwitte voldoen word. Die eerste doelwit was om nasionale en internasionale literatuur oor groen inisiatiewe te verkry. Ses hoof afdelings is bespreek in die literatuur, naamlik verandering van die klimaat en die omgewing, die Beboude-omgewing, die konsep van volhoubaarheid in stede en geboue, groen gebou ontwerp en praktyke, die rade vir omgewings vriendelike geboue en groen evalueering stelsels. Die tweede doelwit was om drie gevalle studies is Stellenbosch te bespreek wat groen inisiatiewe beoefen. Die gevalle studies wat bespreek word is Distell Eiendoms Beperk, Spier landgoedere en Remgro se nuwe hoof gebou Millenia Park. Waarskynlikheids steekproewe is gebruik om die geboue te identifiseer vir die veld werk, ʼn totaal van 35% van al die kommersiëele gesoneerde geboue in die Stellenbosch-kern is geselekteer om deel te neem in die steekproef. Die landsoneringskaarte van die Stellenbosch-munisipaliteit is verkry en betrokke geboue was geselekteer. Nege van die geselekteerde geboue was historiese geboue (ouer as sestig jaar) en sewentien was geboue van die modernistiese era (jonger as sestig jaar). Nege argiteks maatskappye in Stellenbosch is ook geselekteer vir die studie. Die respondente is deur middel van’n lukrake steekproef bepaal. Die derde doelwit was om twee vraelyste te ontwerp, een vir die eienaars van die geboue en die ander vir argitekte. Die eerste vraelys wat ontwikkel is vir die gebou-eienaars is verdeel in twee afdelings. Die eerste afdeling bepaal watter groen praktyke eienaars implimenteer in hul kantoor geboue. Die groen praktyke in die vraelys fokus op die gebruik van natuurlike lig in die geboue, LED ligte, binnenshuis ventilasie, herwinning, water besparing metodes, energie besparing metodes en bestuur planne wat opgetrek is om die energie verbruik van geboue te monitor en te evalueer. Die tweede afdeling van die vraelys fokus op die persepsie van die gebou-eienaars. Die respondente het die belangrikheid van die bogenoemde groen inisiatiewe gradeer op 'n skaal van een 1 (glad nie) tot 5 (baie belangrik). Die vierde doelwit was om 'n vraelys te ontwikkel vir argitekte. Die vraelys bepaal of groen ontwerp op geneem is deur argitekte en indien daar 'n groter aanvraag na groen ontwerpe deur kliënte is. Die bevindings van die studie het getoon dat die respondente natuurlike lig en die gehalte van binnenshuis lug as die belangrikste aspekte in di kantoor ag. Herwinning is deur 93% van respondente toegepas. Minder as 10% van die respondente het sonpanele, HAVC stelsels, reën wateropvangsisteme of ander watersparingssisteme geinstaleer. Argitekte vind dat daar 'n toename in die vraag na groen ontwerpe is, maar dat daar 'n gebrek aan kennis oor groeninisiatiewe is deur prakisynes . Die aanbevelings van die studie is dat die konsep van groen ontwikkeling versprei moet word na ander sfere behalwe beplanners. Inligting en opleiding oor omgewingsvriendelike geboue moet beskikbaar wees aan alle gebou-eienaars en praktisynes. Volhoubare materiale moet meer toeganklik wees vir bou praktisynes en hierdie materiale moet ook plaaslik beskikbaar gestel word. Laastens moet meer geboue opgeknap word eerder as om gesloop te word, om afval te voorkom en oop ruimtes te behou.

ENGLISH ABSTRACT: This thesis explores whether sustainable peace can be achieved in post-conflict societies using the transitional justice approach. In particular, the truth commission is investigated as a mechanism of transitional justice. The South African Truth and Reconciliation Commission (TRC) was selected as a case study to investigate the relationship between sustainable peace and transitional justice. This thesis analyses whether the TRC Commission followed its mandate, and whether there are any specific definitions, conclusions or recommendations that the TRC through its Final Report undertakes in order to fulfill a specific part of the mandate, namely “to ensure that there would be no repetition of the past” (TRC vol. 5, chap. 8, paragraph 14). This is done through a textual analysis of the Final Report of the South African TRC, where inherent weaknesses of the Final Report in its aim of achieving sustainable peace are read critically and deconstructively. It is further analysed through linking the issue of sustainable peace to the field of transitional justice and the study of political development on how future TRCs can deal with the issue of sustainable peace. This thesis comes to the conclusion that the South African TRC failed to contribute to a significant analysis of how to prevent the repetition of the past. It is argued that this is based on a lack of a coherent theoretical framework, as the Final Report mixes two different truth finding mechanisms: micro-truth finding and macro-truth finding, together with the just war theory. By analysing the TRC’s theoretical framework through textual analysis, it becomes clear that micro- and macro-truth finding is difficult to combine in one report, and that in the South African case the micro-truth finding part is prioritised. However, the macro-truth finding mechanism would have provided a more in depth analysis towards sustainable peace – which in this thesis is read as Galtung’s positive peace and Lederach’s structural peace – and is a necessary prerequisite in order to achieve sustainable peace. AFRIKAANSE OPSOMMING: Hierdie tesis ondersoek of volhoubare vrede in postkonfliksamelewings met behulp van die oorgangsgeregtigheidsbenadering bereik kan word. Meer bepaald word die soeklig gewerp op die waarheidskommissie as meganisme van oorgangsgeregtigheid. Die Suid-Afrikaanse Waarheids-en-Versoeningskommissie (WVK) dien as gevallestudie om die verwantskap tussen volhoubare vrede en oorgangsgeregtigheid te bestudeer. Die tesis probeer vasstel of die WVK sy mandaat uitgevoer het, en of die Kommissie se finale verslag enige bepaalde omskrywings, gevolgtrekkings of aanbevelings bevat “om te verseker dat die verlede hom nie herhaal nie” (paragraaf 14, hoofstuk 8, volume 5 van die WVKverslag). Dít vind plaas deur middel van ! tekstuele ontleding van die finale WVKverslag wat die inherente swakpunte van dié dokument in sy strewe na volhoubare vrede krities en dekonstruktief benader. Die verslag word voorts ontleed deur die kwessie van volhoubare vrede te verbind met die gebied van oorgangsgeregtigheid sowel as ontwikkelingstudies oor hoe toekomstige WVK’s die kwessie van volhoubare vrede kan hanteer. Die tesis kom tot die gevolgtrekking dat die Suid-Afrikaanse WVK nie ! bydrae gelewer het tot ! sinvolle ontleding van presies hoe om ! herhaling van die verlede te voorkom nie. Daar word aangevoer dat dít te wyte is aan die gebrek aan ! samehangende teoretiese raamwerk, aangesien die finale verslag twee verskillende waarheidsoekende meganismes vermeng – die mikrowaarheidsoeke en die makrowaarheidsoeke – en ook van die geregverdigde-oorlog-teorie gebruik maak. Deur die tekstuele ontleding van die teoretiese raamwerk van die WVKverslag word dit duidelik dat ! mikro- en makrowaarheidsoeke moeilik in een verslag te kombineer is, en dat, in die Suid-Afrikaanse geval, die mikrowaarheidsoeke voorkeur geniet. Tog sou die makrowaarheidsoeke ! grondiger ontleding bied vir die suksesvolle verwesenliking van volhoubare vrede, wat in hierdie tesis as Galtung se ‘positiewe vrede’ en Lederach se ‘strukturele vrede’ 5 verstaan word. Trouens, die makrowaarheidsoeke is ! voorvereiste om volhoubare vrede te bereik. ! Tradisionele lesing van die geregverdigde-oorlogteorie dra ook by tot ! individualisering van die waarheidsoekende proses, en bied nie voldoende ondersteuning vir die makrowaarhede nie. Laastens word daar deur die dekonstruksie van die uitdrukking nooit weer nie getoon dat hierdie benadering nie in WVK’s of op die groter gebied van oorgangsgeregtigheid tuishoort nie.

The Republic of Ghana is the legacy of the colonial amalgam of multiple, and previously distinct, ethnic homelands. The Trans-Volta Togoland became the Volta Region of Ghana following a Plebiscite in 1956. The dominant ethnic group in this region; the Ewe, has long maintained a claim of neglect of the Volta Region and the marginalization of its people in this postcolonial state. Protests in the street and at media houses ensued against the State. This qualitative case study explores the undercurrents of this conflict in the context of the Ewe group’s identity and their experiences of neglect and marginalization in the postcolonial state. The main objective of the study was to understand why the Ewe group has not revolted despite the perceptions of deprivation. This study focused on the Ewe group in the Volta Region of Ghana a as sub-colonial construct that has managed its perceptions of deprivation without revolting against the host State.

ENGLISH ABSTRACT: Conflicts are a prevalent phenomenon in Africa. Of major wars after the Second World War, many occurred on the African continent. Families go to bed not sure of seeing one another on the following day. Conflicts and the lack of peace in Africa have been correctly identified as a major obstacle on the emancipation path that the African masses tread from poverty, underdevelopment and much want. Africa thus needs to take conflict resolution and the maintenance of peace on the continent seriously. One cannot, in any way, attempt to solve something that one does not understand. Research is, thus, important in the search for a peaceful Africa. In expression of such sentiments, the current study was undertaken to gain an understanding of peacemaking in the Southern African Development Community (SADC) region. The study seeks to make a comparative analysis of Namibia’s peacemaking role in this region. Such was wanting or minimal in the literature on Namibia. The study considered two case studies, those of the Democratic Republic of Congo (DRC) and Angola. The study found that Namibia is not only an active participant in SADC peacemaking, but it has contributed to the return of peace and stability in the region; the country played an important role in peacemaking in both the DRC and Angola. It found various similarities and differences between the two case studies. It was established that Namibia takes a twofold approach to peacemaking for it engaged in both diplomatic and military actions. Additionally, the study found that Namibia’s peacemaking role, in the cases considered, was conducted in a secretive manner. This is to say that the approach was somewhat secretive albeit becoming public knowledge later. While all cases are regarded as successful in terms of objectives vis- à-vis results analysis, the study found that the Angolan peacemaking was more successful than the DRC. This comparative analysis is, therefore, presented for those seeking to understand Namibia’s peacemaking in the region and also as a basis for future studies.
AFRIKAANSE OPSOMMING: Konflik is ʼn algemene verskynsel in Afrika. Van die grootste oorloë sedert die Tweede Wêreldoorlog het op die Afrikavasteland plaasgevind. Gesinne gaan saans bed toe sonder om te weet of hulle mekaar die volgende dag sal sien. Konflik en die gebrek aan vrede in Afrika word met reg bestempel as ʼn groot struikelblok vir die Afrikamassas se bevryding van armoede, onderontwikkeling en uiterste gebrek. Afrika behoort dus erns te maak met konflikbeslegting en die handhawing van vrede op die vasteland. Tog kan ʼn mens nie eintlik iets probeer oplos indien jy dit nie volkome begryp nie. Navorsing is dus belangrik in die strewe na ʼn vreedsame Afrika. Hierdie studie is derhalwe onderneem om ʼn begrip te bied van vredestigting in die Suider-Afrikaanse Ontwikkelingsgemeenskap- (SAOG-)streek. Meer bepaald bied die ondersoek ʼn vergelykende uiteensetting van Namibië se rol in vredestigting in die SAOG-streek – ʼn onderwerp waaroor daar tot dusver weinig, indien enigiets, in literatuur oor Namibië te vinde was. Sport for Development and Peace (SDP) refers to the use of sport to promote varied outcomes beyond the playing field and encompasses a range of initiatives seeking to harness the power of sport for social change. Despite the rapid growth of the SDP field, there remain serious gaps in our collective understanding of which initiatives work best, how and why, and whether these can be scaled. Further, there remains little literature or robust debate around the governance of SDP, with limited conceptualisation of the optimal institutional arrangements and roles and responsibilities of the relevant stakeholders operating in this emerging sector. As such the best methods of cooperation and collaboration may be unclear, reducing the likelihood of strong partnerships, shared outcomes and ultimately greater impact. This study contributes to the SDP field as an emerging field of development cooperation and explores optimal governance of the SDP sector.

This research addresses the problem of how formal organisations can assist on building the capacity of informal community based organisations (CBO’s). Although informal CBO’s are being regarded as valuable resources rendering much needed services to marginalized communities, they are at present still exclude from governmental funding, because they do not meet the requirements prescribed by the state. To obtain the funds which will enable informal CBO’s to render effective and sustainable services to marginalized and poor vulnerable communities, it is from the developmental perspective in welfare crucial to build the capacity of these informal CBO’s. As a point of departure the researcher provides a general picture of the current structure of social service providers in South Africa. This is done, first of all, by conceptualizing “social service providers” within the context of general concepts such as “social welfare” and “social work”. In this respect a schematic representation provides a general picture of the various categories of social service providers involved, followed by a concise description of each, including their focuses, roles and responsibilities. This necessitates that a distinction should be drawn between the government sector, parastatal organisations, profit-yielding non-governmental organisations and non-governmental organisations without a profit-seeking motive. The concept “capacity building” is explored in accordance with the policy and legislative framework applicable to the capacity building of informal CBO’s by formal welfare organisations. This framework is supplemented by a description of other key concepts which have a bearing on the capacity building of informal CBO’s by formal welfare organisations, such as “empowerment” and “development”. Emanating from this an attempt is made to formulate the objective of the capacity building of informal CBO’s by formal welfare organisations. From the diversity of the developmental requirements and the obstacles informal CBO’s experience, aims for obtaining capacity building are deduced.

This thesis explored the empowerment needs of volunteer members of Women for Peace at the Nobantu Centre, Mfuleni in the Western Cape. The volunteer members, the majority of whom are women, come from a previously disadvantaged background created by the Apartheid system used in South Africa from 1948-1994. Apartheid driven education purposefully taught an inferior form of education to the black masses. This case study investigated the needs of the volunteer members, the impact that the four empowerment programmes had on the volunteer members and their future needs after being empowered.

Within an aid discourse which emphasises the importance of civil society and Non- Governmental Organisations (NGOs) to development and a renewed focus by the international community on civil conflicts in the developing world, conflict-resolution NGOs (CROs) have come to assume a greater role in peace negotiations. Conceptions of peace as a process of making society more just and harmonious (cf. Lederach, 1997) overlap with holistic conceptions of development, such as human development, that seek to expand people's meaningful choices and freedom (Sen, 1999), allowing for the controversial merging of development and security agendas (Duffield, 2001). This study investigates the role and implications of CROs, which as civil society actors using NGO forms and development techniques to further peace, embody this new hybrid field. It centres around two longitudinal case studies of CRO interventions initiated in the mid-1990s, in northern Ghana and Sierra Leone, capturing change in the role and nature of CROs through a dual historical and contemporary focus. The thesis argues for the importance of path dependency (North, 1990). It shows how in the Ghanaian case a CRO affected outcomes by influencing starting points and steering talks, through choices of which actors to portray as the relevant participants and the language and goals of the mediation process. Conversely, in the Sierra Leonean case study the initiating CRO was unable to chart a path out of violence. It argues that discourses are an important form of CRO practice and develops the term 'conflict narratives' proposed by Varshney (2002) to conceptualise how they can be used to build support for certain outcomes. While refuting the assumption that sponsoring peacebuilding work is harmless (cf. Dolan, 2000) this study argues that the merging of development and security provides a conceptual arena in which lessons from CRO practice may provide inclusive and innovative ways forward.

The purpose of this study is to investigate the cause(s), the nature, and characteristics of the conflict in Burundi, and 10 explore the conditions for sustainable peace and prospects for peace. The study is intended as a descriptive analysis of conflict and peace in a case study of Burundi. Since independence in 1962, intermittent conflict has characterised the state of Burundi. There are various accounts of the conflict, of which a popular, but superficial, relates an 'ethnic' conflict between Hutus and Tutsis. Equally disparate, is the prescription of solutions, the most dominant of which is power sharing based on ethnic quotas. The conflict is played out in the context of a failing state with sharp structural weaknesses. In addition, Burundi is mired in the wider instabilities of the Great Lakes region and the communicable effects thereof. The study breaks away from the tendency to analyse only the current (since 1993) bout of conflict. It is proposed that the various incidences of conflict mark different phases in the life cycle of a single conflict. The study also breaks away from the tendency to view the conflict as only opposing Hutus and Tutsis. These two tendencies in analysis generate serious distortions and omissions and may account for the wrong conclusions regarding the conflict in Burundi. Another contribution of the study resides with the proposal of the necessary and sufficient conditions for peace in Burundi. The contention brought forward by this study is that exclusion would appear to be the strongest theoretical approach to understand and describe the conflict in Burundi. In this regard, one particular contentious issue has remained constant throughout all the incidences of conflict involving different groups. The central issue has been about the political economy of Burundi that has systematically denied social mobility for the 'other'. The Burundian state is a repository of political, economic and social security where the 'other', defined in ethnic, intra-ethnic, clanic, regional, elitist (and historically dynastic) terms, is excluded and subordinated. Exclusion (and the consequent inequalities and injustices) is a source of acute grievance and motivation for collective violence. The resultant conflict has manifested in a struggle for the control of the state. Inter alia, the conflict has been pemicious, genocidal, protracted and intractable. The notion of institutionalised power sharing, based on ethnic quotas, has been put forward by the actors in the peace process as the fundamental principle guiding the search for a solution to the conflict in Burundi. The study concludes that power sharing may be necessary, as a confidence building measure, however, power Sharing in itself is not a sufficient condition for sustainable peace, and may well in fulure prove to be Ihe weakest link in the peace process. Inter alia, the conditions in Burundi are not amenable to institutionalised power sharing as such, e.g. the presence of an overwhelming majority, and deep socio-economic inequality along ethnic lines. Further, the current power sharing structure in Burundi tilts the democratic framework in favour of Tutsi participation and security, awards the Tutsi with a de facto veto power, fixes the ethnic balance of power, and thus perpetuates conflict generating Tutsi domination of the political economy of Burundi. This study proposes the reconstruction of the state (state building) as a necessary precondition for peace. II is concluded that political representation, economic opportunity and social mobility, must transcend social categories in Burundi. The continuing instabilities in the Great Lakes region are also a point of concem. Thus, peace in Burundi is also contingent upon greater efforts to curb the communicable conflicts in this region.

Current approaches to post-war state reconstruction are primarily dominated by the liberal peace thesis. These approaches tend to ignore the indigenous institutions, societal resources and cultural agencies of post-conflict societies, although such entities are rooted in the sociological, historical, political and environmental realities of these societies. Such universalised and `best practice¿ approaches, more often than not, tend to reproduce artificial states. The Poro and Sande are the largest indigenous sodality institutions in the `hinterlands¿¿a pejorative term attributed to rural Liberia and Sierra Leone. Both the Poro and Sande exercise spiritual, political, economic and social authority. In this thesis, I use critical realism and the case study approach to investigate: a) the extent to which the liberal peace practitioners who are leading state reconstruction in Liberia and Sierra Leone recognised the role and potential utility of the Poro and Sande institutions; b) the extent to which the Poro and Sande were engaged; and c) the implications for the quality and viability of the reconstructed states. This evidence-based research suggests that the liberal peace project sidelined indigenous institutions, including the Poro and Sande, in the post-war recovery and rebuilding exercises. The disregard for indigenous and emerging resources in the context of state reconstruction in Liberia and Sierra Leone has contributed to the resurgence of 19th century counter-hegemonic resistance from the sodality-governed interior of both countries. At the same time, the reconstructed states are drifting back towards their pre-war status quo. Authority structures remain fragmented, kleptocracy is being restored, webs of militarised patronage networks are being emboldened, and spaces for constructive dialogues are shrinking. This thesis underscores the need for indigenisation as a complementary strategy to help reverse the deterioration, and to maximise gains from massive investments in peacebuilding.

This study critically analyses and shows the merits of women participation in decision making during post conflict peace-building processes. Also explores the African Union's (AU) mechanisms that can facilitate women participation in peace-building and decision making processes in post-conflict countries. The scope of this thesis will be limited to Rwanda and Mozambique as countries that have suffered armed conflicts but progressively managed in post conflict to increase women participation in both peace-building and decision making processes. Discusses what the two countries can contribute to other countries that are in a post conflict phase in terms of providing best practices. Consequently, a framework will be drawn from these best practices in conjunction with the provisions under the AU to address the role of women in decision making processes during post conflict

Current approaches to post-war state reconstruction are primarily dominated by the liberal peace thesis. These approaches tend to ignore the indigenous institutions, societal resources and cultural agencies of post-conflict societies, although such entities are rooted in the sociological, historical, political and environmental realities of these societies. Such universalised and 'best practice' approaches, more often than not, tend to reproduce artificial states. The Poro and Sande are the largest indigenous sodality institutions in the 'hinterlands' - a pejorative term attributed to rural Liberia and Sierra Leone. Both the Poro and Sande exercise spiritual, political, economic and social authority. In this thesis, I use critical realism and the case study approach to investigate: a) the extent to which the liberal peace practitioners who are leading state reconstruction in Liberia and Sierra Leone recognised the role and potential utility of the Poro and Sande institutions; b) the extent to which the Poro and Sande were engaged; and c) the implications for the quality and viability of the reconstructed states. This evidence-based research suggests that the liberal peace project sidelined indigenous institutions, including the Poro and Sande, in the post-war recovery and rebuilding exercises. The disregard for indigenous and emerging resources in the context of state reconstruction in Liberia and Sierra Leone has contributed to the resurgence of 19th century counter-hegemonic resistance from the sodality-governed interior of both countries. At the same time, the reconstructed states are drifting back towards their pre-war status quo. Authority structures remain fragmented, kleptocracy is being restored, webs of militarised patronage networks are being emboldened, and spaces for constructive dialogues are shrinking. This thesis underscores the need for indigenisation as a complementary strategy to help reverse the deterioration, and to maximise gains from massive investments in peacebuilding.

This research will analyze the radio station ONUCI FM, UN’s peace radio in Côte d’Ivoire. The central focus is on journalists’ perception of their role as professional advocacy for peace and democracy. Personal interviews with five ONUCI FM-journalists provide the primary source of qualitative source. In light of the Security Council’s decision to end UN’s peacekeeping mission in Côte d’Ivoire in 2017 followed an uncertainty of ONUCI FM’s future before it was decided that the station would continue to broadcast under the Felix Houphouët-Boigny foundation. This research attempts to elucidate the consequences in similar previous cases. This research shows that the UN often lacks a long-term plan of how to handle their stations when their mission ends, thereby creating an indisputable journalistic vacuum where they previously operated. This research shows that few UN radios are capable of surviving without donations but that leaving abruptly may cause harm to the achieved peace. With the intention to provide a solution to the vacuum created after the UN this research explores the possibilities of citizen journalists filling the void after the organization’s withdrawal. This research argues that Citizen Journalism is a suitable substitute to Peace Journalism when UN radio stations stop broadcasting. Applied theories are Peace Journalism, Journalism ethics and Citizen Journalism. All theories are applicable in the analysis of journalists as nation builders, government partners, and agents of empowerment and also as watchdogs. In conclusion, the purpose of this research is to understand the journalist's own experience of working at ONUCI FM and to analyze if a radio station such as ONUCI FM, when no longer supported by the UN, can benefit of Citizen Journalism.

Following the war in Kosovo in 1999, the international community embarked on the most extensive international peace- and state-building project to date. From the early UN administration of Kosovo until the end of 'supervised independence' in 2012, various international organisations played a critical role in shaping the post-war polity. Throughout this engagement, the international community was driven by normative commitments to multi-ethnicity. However, while international organisations were committed to making Kosovo 'multi-ethnic', lack of clarity prevailed about what this goal entailed, or why it was so important. The thesis seeks to answer two inter-related questions: what was meant by multi-ethnicity on the part of its proponents, and what explains the prominence of commitments to this idea. Taking the form of three sections, the thesis examines these commitments' origins, manifestations, and explanations. International normative commitments to multi-ethnicity are found to originate in a shifting conception of the relationship between ethnic diversity and legitimate statehood during the twentieth century. Their manifestations in Kosovo are studied in three policy domains: the return of displaced persons, decentralisation of government to the local level, and minority rights. The thesis finds that international efforts in the pursuit of multi-ethnicity in Kosovo exhibited conflicting notions of multi-ethnicity, which shifted from integrationist ambitions to notions that reconciled the reality of segregation between ethnic groups on the ground through a 'politics of recognition'. The goal of multi-ethnicity remained, but was transformed. Explanations for the commitments to multi-ethnicity are found in both normative and consequentialist considerations, by uncovering unspoken underlying assumptions, and in the identity and self-image concerns of international actors. These findings indicate the power of the normative environment in shaping the actions of international organisations and provide insights into the thus far under-theorised normative dimension of the international state-building project in Kosovo.

History has lessons for the present; could this be the case for modern counterinsurgency operations in countries resembling Iraq and Afghanistan? This research set out to study three historical counter-insurgencies campaigns in, Malaya (1947-1960), Kenya (1952- 1960) and Rhodesia (1964-1980), with a view to establishing whether or not the Colonial authorities had a substantial advantage over modern forces when combating insurgencies. If this was the case, are these advantages transferable to aid forces involved in modern counterinsurgencies? The research questions focussed on how important the role of the Colonial Forces was to the eventual outcome, examining the principal factors that contributed to their effectiveness? Included in this examination were aspects of strategy, together with an appreciation of the concept of ‘hearts and minds’, tactics and the evolution of counterinsurgency doctrine. A qualitative research design was adopted, using a case study methodology based upon comparative analysis of the data collected. Case studies were constructed for the three conflicts, based around the narratives obtained from a series of semi-structured interviews, with surviving members of the security forces; predominately police and Special Branch. The primary data was coded, using a thematic framework developed from the Literature Review. These themes were then synthesised, analysed and interpreted in response to the research questions related to the perceived problem. Lastly, the findings were compared and contrasted to provide theoretical recommendations and conclusions. The study indicated the significant role played by the Colonial Police Forces, especially Special Branch, which appears to have been instrumental in dominating initiatives against the rebels. Supporting the police, were Colonial army units together with locally recruited indigenous militias in a combined approach to prosecuting an effective counterinsurgency campaign. In addition, this was reinforced by the Colonial Government’s ability to apply draconian legislation in support of the strategic plan, to reinforce the rule of law by the police, coupled with its ability to garner popular support through civil projects, such as schools, clinics and housing. Evolving counter-insurgency doctrine advocated the need to cut off the insurgents from their supplies, by separating them from the general population. Separation was achieved by the forced movement of the population into ‘Protected Villages’ backed up by food control, harsh collective punishments, detention and curfews. Further key beneficial factors for the Colonial Forces included their knowledge of religious customs, culture and language, which enhanced their ability to gather vital intelligence direct from the population; rather than second hand. Analysing the concept of ‘hearts and minds’ since 1947, indicated it was evolving as a strategy and was not operationally as well accepted as it is today. Although often considered a benevolent approach to gaining the support of the population, the research also demonstrated the antithesis of this approach occurred by the insurgents applying power over ‘minds’ of the population though intimidation, terrorism, and physiological control. This psychological control was achieved through sorcery, spirit mediums and the taking of oaths. Ultimately, political solutions not military ones ended the insurgencies. The theoretical recommendations indicated that greater attention needs to be expended in training counter-insurgency forces to empathise with the local population when conducting overseas operations; especially improved knowledge of religious customs, culture and language. The outcome would enhance their capabilities through better population support resulting in superior intelligence.

This thesis aims to investigate EU peacebuilding in Bosnia-Herzegovina, focusing on the ways in which EU actors engage with local cultural actors and vice versa. Given that, in the liberal peacebuilding tradition, civil society has been considered a key actor in the public sphere, peacebuilding actors have tended to neglect seemingly more marginal actors and their subtle ways of impacting on the peacebuilding process. However, this thesis contends that processes of interaction are not always direct and visible, but centre on discourse clusters, which I frame as imaginary ‘spaces of agency’. Through the creation of meanings within a space of agency and its translation into other imaginary spaces, actors develop the power to impact upon the peacebuilding process, often in coded ways and therefore invisible in the public sphere, as peacebuilding actors, including the EU, have created it. A typology of the modes of interaction and possible responses between spaces helps understand the complexities and nuances of peacebuilding interaction. The thesis uses this framework to analyse several exemplary spaces of agency of the EU, rooting them in institutional discourses with specific reference to Bosnia-Herzegovina. Based on this, I investigate a number of responses to those spaces on the part of local cultural actors, as well as how the latter contribute to the emergence of alternative localised spaces, where the EU’s spaces fail to connect to the everyday dimensions of peace. I suggest that this represents a way in which local actors try to claim the ownership of peacebuilding back in subtle ways. This also points to the ability of actors that have traditionally been excluded from the peacebuilding project to contextualise abstract and distant processes into what matters locally, as well as their capacity to reject and resist when the EU’s spaces remain irrelevant for local peacebuilding imaginations.

A broad and continuously growing range of situations have been determined by the United Nations Security Council as threatening or breaching international peace and security, thereby favouring the use of sanctions. The Security Council, while occasionally authorizing the use of military force has changed its strategy to employ non-military measures in order to enforce compliance with its decisions. The rationale often cited for imposing sanctions is the hope to resolve a conflict without mass suffering and other negative consequences associated with war. This study puts this assumption into context by using Zimbabwe and Iran as case studies to examine whether the use of sanctions is a plausible way to achieve international peace and security or if it is actually problematic to resolving the issues that lead to sanctions. It concludes that our present world system requires an overhaul, where violent mechanisms will be substituted with selfless diplomacy and the moral imagination of peace.

In 2017 and 2018, the city of Cape Town, in South Africa, suffered one of the most severewater crises ever seen, becoming the first big city to face a realistic scenario of a "DayZero", the day in which the dams reach a water storage level unable to provide waterservices to other than critical services. In the wake of this emergency, severalorganisations and movements started to organise themselves to mitigate the effects ofthe drought and find a solution. The measures undertaken by the local government, whichincluded punitive tariffs for the citizens, caused a big discontent among the population,who protested in the streets to demand a proper solution. Amid the protesters, the socialmovements rose to demand from the authorities democratic and reasonablemanagement of the water in the city, putting pressure by protesting, creating petitions,mobilising people and spreading facts about the crisis and what they believed were thetrue problems behind it.This qualitative research included a field study in the city of Cape Town and usesabductive research for the analysis of data. The study is exploratory, as it intends tounderstand and explore what happened during the crisis and the role of socialmovements to create a narrative. Five interviews were conducted between two differenttarget groups: social movement actors and authorities.This thesis focuses on the role that social movements played and their dynamics in theoutcome of the actions taken by the authorities to address the water crisis in Cape Town.Using social movement theory and alliances theory, this explores what actors wereinvolved, what actions and activities the social movements conducted, and what was theoutcome of the role they played. This is done in order to create a narrative of the factsthat occurred during the crisis until the Day Zero was officially called off by the localauthorities, the moment in which the organisations stopped their engagement due towhether the loss of the momentum, the collapse of the alliances or the accomplishmentof their minimum demands.The study concludes that there were two moments that determined the role of socialmovements during the water crisis: first, with the emergence of the crisis, the movementsgathered and played a communicator role, delivering information and sharing facts;secondly, after the measures taken by the authorities were announced, the movementsplayed an instigator role as an opposition to the local government, putting pressure mainly in the streets. We conclude that the outcome delivered by the authorities, the so-called Water Strategy, was an important step but did not respond to the demands of the movement sufficiently, as it was not conducted in a participatory way, although itincluded some of the demands of the movement. It is not possible to conclude that therole played by the social movements was key to determine the outcome of the crisis, butthey contributed to put pressure and make visible the demands for a more democraticwater management.

Inequalities among different power groups are getting obvious in Kiru Valley, Tanzania mainly due to water scarcity. This paper aims to examine, by a case study, the increasing competition over irrigation water among Kiru Valley farmers in relation to socio-economic stratification. It is possible to divide the examined parts of Kiru Valley farmers into three dif-ferent power groups corresponding to their access to irrigation water. First, large-scale sugar cane farmers owned by Tanzanians with Indian origin located on strategic positions near the main rivers. Second, upstream small-scale rice cultivators receiving water from the IFAD (International Found for Agricultural Development) irrigation system and, third, downstream small-scale farmers cultivating rice in the Mapea wetland. To achieve the objectives in this study, Rapid Rural Appraisal (RRA) techniques have been used and especially wealth rank-ings to measure the socio-economic stratification.

The wealth rankings demonstrate differences among Kiru Valley farmers. Those farmers connected to the IFAD irrigation system and the large-scale farmers have in higher amount a steady access to irrigation water than farmers cultivating the Mapea wetland. Consequently Mapea farmers are forced to rely on left over water from upstream IFAD farmers and sur-rounding large-scale farmers, leading to unfair distribution patterns and tensions among Kiru Valley farmers.  Finally, it has further been found that access to irrigation water is reflected in household economy. Mapea farmers have less capital goods and households properties com-pared to both IFAD-irrigators and large-scale farmers.

Children growing up in poor areas with high crime rates are shown to easily get involved in violent actions and criminal gangs. In South Africa, despite considerable efforts to reduce youth delinquency, youth crime rates are still disturbingly high – specifically, in the townships of the Cape Flats. This paper points out an important aspect previously unaddressed by most youth crime prevention: the subconscious roots of youth crime. What if we could develop youth crime prevention programs that manage to impact the subconscious behavioral patterns of youth in high crime areas? This paper proposes a  promising and cost-effective approach that has great potential to affect multipe causes of crime: mindfulness meditation. Built upon newest findings in Neuroscience, this paper suggests that mindfulness meditation classes are associated with a reduction in aggressive behavior, a risk factor for youth crime, and an increase in self-efficacy, a protective factor. The impact of mindfulness classes at a high school in Khayelitsha, a poor and violent-stricken township of Cape Town, is analyzed. Self-reported aggression and self-efficacy are measured via a psychometric survey questionnaire created from two well-tested and validated scales. Regression analyses of 384 survey answers provided mixed results. Whilst novice meditators were not associated with higher self-efficacy and lower aggression, long-term meditators performed better in several dimensions of self-efficacy and aggression, yet no significant relationship was found. Further research specifically needs to investigate the moderating effect of age (a proxy for psychological development) on meditation. This study aims to bridge the gap between the outdated paradigms of youth crime prevention and ancient wisdom via ground-breaking new evidence from the field of Neuroscience. This study furthermore hopes to point policy makers toward developing new, integrative and sustainable approaches to youth crime prevention – approaches that give back agency to our youth.

This volume critically examines what happens when war formally ends, the difficult and complex challenges and opportunities for winning the peace and reconciling divided communities. By reviewing a case study of the West African state of Sierra Leone, potential lessons for other parts of the world can be gained. Sierra Leone has emerged as a 'successful' model of liberal peacebuilding that is now popularly advertised and promoted by the international community as a powerful example of a country that they finally got right. Concerns about how successful a model Sierra Leone actually is, are outlined in this project. As such this volume: provides a critical understanding of the nature, dynamics and complexity of post-war peacebuilding and development from an internal perspective; critically assesses the role and contribution of the international community to state reconstruction and post-war peacebuilding and evaluates what happens when war ends; and explores the potential relevance and impact of comparative international efforts of post-war state building and reconstruction in other parts of Africa and the world. The collection focuses not only on understanding the root causes of conflict but also identifying and appreciating the possibilities and opportunities for peace. The lessons found in this book resonate well beyond the borders of Sierra Leone and Africa in general.

Pre-schools, as the entry point to formal education are increasingly expected to play an invaluable role in the promotion of peace. As such, this study sets out to investigate the nature and extent to which one pre-school, namely Khulqnathi Educare Gentre in Pietermaritzburg (KEG), adheres to the 'peaceful schools' model with respect to its organization, curriculum, learning methods and the handling of conflict. The research approach taken in this study was qualitative and exploratory, relying on self-administered questionnaires, reviewing literature and documentary analysis. The researcher also spent some time at the school to observe day-to-day activities. Parents and teachers constituted the study's respondents. The study reveals an innovative approach to teaching at KEG in which peace education is treated as an integral part of the entire learning and teaching processes. This innovation gets impetus from the school's constitution, which endorses peace education. Peace values are promoted through the curriculum in general, and in particular, the teaching and learning methods and in the school's approaches to handling conflict. Peace education does not stand out as an explicit goal. Rather, it is an integral compc;ment of the four cornerstones of the KEG's learning and teaching processes. Approaches to resolving conflict through dialogue at the school further demonstrate the school's adherence to the peaceful school model. A close working relationship between the school staff and parents ensures that children are exposed to peace values both at home and at school. In summary, the questionnaires, observations and the school documents lead to the conclusion that KEG is closely conforms to the peaceful school model. The study also offers some general insights on peace education in pre-schools and some recommendations specifically meant for Khulanthi Educare's situation.

Educational Management
South Africa is faced with educational transformation that is embedded in the current education policy. For this transformation to succeed, teachers, principals and those in the higher hierarchy in the Department of Education, will have to work together towards attaining the goals of Education. Teams are powerful learning entities than individuals seeking to learn on their own. Teams provide an environment which learning can be articulated, tested refined and examined against the needs of the organisation and within the context of the learning of others. To be effective, team based learning activity needs to be based upon the needs of the team, the needs of the individuals within the team and the needs of the organisation. By articulating these three sets of needs within the team, real progress and development will take place within an organisation. The principal should provide the staff with a forum where there is an interchange of information and the strengthening of relationships and the improvement of the school climate. Specific roles that relate to a specific task need to be clarified as well as those that relate to the team. Principals should realise that the role they play in a school is significant. Despite this significant role, they can never be solely responsible for the management of the school. To achieve excellence collective effort is needed. Involvement of team members in decision making will help in achieving the organisation's mission as well as the goals. This will result in the taking up of the school's ownership by all team members. Accountability will therefore be owned by all team members not only the principal. Team building can lead an organisation to success because it involves communication, effective coordination and division of labour. This will result in effective school management.

Nepal is a small country in size that lies between India and China. This small country experienced a Maoist insurgency, known as the People’s War that started in 1996 and ended in 2006. Different social, political and individual factors caused this war that saw massive human rights violations from both the rebels and the government. Between 15000 and 16000 Nepalese were killed, made homeless/displaced and disabled, abducted and/or disappeared; and thousands of properties were stolen or destroyed (Dhruba, 2005; Gyawali, 2009; Hada, 2001; Himalayan Times, 2005; Shakya, 2006; Thapa, 2004). The Comprehensive Peace Accord (CPA) ended the People’s War in 2006; however, the peace process has not been completed. Nor have the massive human rights violations, causes and effects of the war been addressed. In 2015, 10 years after the CPA, a Nepali Truth and Reconciliation Commission was formed. The aim of this commission was to deliver justice to those who had experienced human rights violations during the insurgency and to create an atmosphere of reconciliation in Nepali society (Kantipur, 2015). This thesis examines the causes of the People’s War in Nepal. It then presents case studies of the processes and outcomes of TRCs in Liberia, Sierra Leone and South Africa. These TRCs completed their functions in facilitating peace and delivering justice by providing the suggestions and recommendations. The special case studies provide significant guidance to the TRC of Nepal and suggest important recommendations such as reconciliation, rehabilitation and reparation procedures to complete the peace process (TRC, 1995, 2004, 2009).

The purpose of the study was to explore the extent to which peace principles were incorporated into the two-year programme at the African Leadership Academy – a Pan-African school in Gauteng, whose mission is to develop young leaders who would contribute to making Africa a peaceful and prosperous continent. The study included investigating whether the formal and informal structures of the school promoted a culture of peace. A literature study outlined the causes of violence and violent conflicts in South Africa and on the African continent, and it also analysed the theoretical frameworks of peace education as put forward by Paulo Freire, Hossain Danesh and Maria Montessori. A qualitative case study methodology employing document analysis, observations and interviews was used. The findings showed that the two-year programme is not specifically designed as a peace education programme, but the teaching of peace principles are non-deliberately and uniquely embedded in the curriculum in the form of the particular skills, attitudes and values that learners acquire at this institution in the two years. The classroom environment and the culture of the school community inculcated in learners the qualities of unity and critical thinking and equip them with conflict resolution skills. Based on the findings, recommendations were made to the school and to all stakeholders in education.

This study explores the government's current land refonn programme in the light of nation building. It is hypothesised that though the government means well by its introduction of the programme, the current land refonn policy will negatively affect race relations. This is due to the fact that the introduction of this policy has exacerbated white fears of dispossession and raised black expectations of redress. Therefore, the success of this policy will exacerbate white dissatisfaction, and the failure of the policy will frustrate black expectations. Nevertheless, it is argued that this is only prevalent in the short run where as in the long run nation building could be achieved through this programme.

In this qualitative study, the research objective was to present a theoretical framework for the phenomenon of discovering principals’ experiences when providing management and strategic leadership at Technical Vocational Education and Training (TVET) colleges in South Africa. Furthermore, the college Senior Management Team (SMT) members were also part of the study as they support and contribute towards to the functioning of TVET colleges. According to Hoy and Miskel (2013), an open social-systems model of schools provides an overarching and useful conceptual framework that organizes and relates this theory and research for educational administrators. At the heart of our social-systems model are four critical elements of school life—structure, motivation, culture, and politics (Hoy &Miskel 2013). The data were collected through semi-structured interviews conducted with participants, while the observation of how principals provided strategic management and leadership was done on a daily basis. The researcher was deputy principal corporate services at a TVET College therefore the contact with other TVET colleges and the DHET was used as a better way to conduct observation. It against the above background that the main themes were developed from the participants’ responses in the bureaucratic, political, and cultural sub-dimensions of the social system. In terms of the incorporation of the sub-dimensions of a social system, it was found that college SMTs should actively model and promote effective management and strategic leadership. This study focused on the strategic leadership and management initiatives, legislations and regulations aimed at enhancing the effectiveness of day-to-day operations of TVET colleges in South Africa. The study explored in depth the management and strategic leadership roles and responsibilities of the TVET college principals. A comparative study of South Africa’s public TVET college as well as the United States of America (USA), the United Kingdom (UK), the Netherlands, Denmark and Australia was also conducted. Furthermore, there is a need to contribute to the organizational culture and climate, job performance, employee morale and engagement, and staff retention. These may be achieved by capacitating college principals and their SMTs with relevant short courses. It is recommended that the role of the DHET and college council must shift from enforcing bureaucratic compliance to collective capacity building within the TVET colleges. This can be achieved by establishing processes and procedures that are supported by sound monitoring and reporting systems. Finally, recommendations made from this study are expected to empower principals and other middle managers and administrators to assist them to achieve the strategic objectives and to relate with all stakeholder that exists within the TVET sector.

This study investigates the work of the performer, composer, educator, music therapist and activist Sharon Katz. Beginning in 1992, Katz made history in apartheid South Africa when she formed a 500-member choir that showcased both multi-cultural and multi- lingual songs in their staged the production, When Voices Meet, which incorporated music, songs and dance, intended to assist in promoting a peaceful transition to democracy in South Africa. The success of the concerts of When Voices Meet led to Katz securing sponsorships to hire a train, “The Peace Train”, which transported 130 performers from city to city with media crews in tow. The performers’ mission on this journey was to create an environment of trust, of joy, and of sharing through music, across the artificially-imposed barriers of a racially segregated society. This investigation includes several areas of inquiry: The South African Peace Train; the efforts of the non-profit Friends of the Peace Train; Katz’s work with Pennsylvania prisoners and boys at an American Reform School; the documentary When Voices Meet, and the American Peace Train Tour of July 2016, bringing the message of peace and harmony through song to racially and socio-economically divided Americans on a route that started in New York and culminated with a concert at UNESCO’s Mandela Day celebrations in Washington D. C. These endeavours are examined within the framework of musical activism. The multi-faceted nature of Katz’s activism lends itself to an in-depth multiple case study. Qualitative case study methodology will be used to understand and theorise musical activism through detailed contextual analyses of five significant sets of related events. These include Katz’s work as a music therapist with prisoners in Pennsylvania and a Boys’ Reform School; as activist with The South African Peace Train of 1993; as humanitarian with Friends of the Peace Train; in making the documentary, When Voices Meet, and as activist with the American Peace Train Tour of 2016. In documenting the grass-roots musical activism of Sharon Katz, I hope to contribute towards a gap in South African musicological history that would add to a more comprehensive understanding of musical activism and its role in social change.

The study is concerned with how television advertising content in South Africa promotes diversity and nation building. It looks at whether advertising representations reflect the idea of a new South Africa. The basis of the study involves a thorough analysis of the International Marketing Council’s (IMC) ‘alive with possibility’ television campaign through content analysis as well as Focus Group discussions. These advertisements are then comparatively examined with corporate advertisements on South African television. Post 1994 advertising was facing a new era with new challenges, especially due to the emerging black middle class as an important target market. Advertising in South Africa went through an enormous transformation, especially with regard to race and cultural representations and symbols of nationalism and patriotism. Some adverts, like those of the IMC, took on a specific didactic role to try and shift the perceptions of people. These ideals were also noticeable in corporate advertising in the country. Although television advertising itself went under transformation, people were unable to progress as quickly as broadcasting did. The dissertation looks at the variety of opinions regarding this type of advertising in South Africa.

Hierdie proefskrif handel oor aspekte van inaedificatio (bebouing) in die Suid-Afrikaanse, Engelse en Nederlandse reg. Die klem val op die maatstawwe wat aangewend word om te bepaal of aanhegting van ‘n roerende saak aan ‘n onroerende saak plaasgevind het. Die maatstawwe in die drie stelsels toon ooreenkomste en verskille. Een ooreenkoms is dat die graad en wyse van aanhegting in die Suid-Afrikaanse reg oorweeg word, terwyl daar in die Engelse reg slegs na die graad van aanhegting gekyk word. In die Nederlandse reg word ’n duursame verbinding vereis om te bepaal of bestanddeelvorming plaasgevind het, en word gevra of verwydering van die saak sonder beskadiging kan plaasvind. In die Suid-Afrikaanse reg word die doel van die aangehegte saak oorweeg, hoewel Innes HR dit nie in MacDonald Ltd v Radin NO & The Potchefstroom Dairies & Industries Co Ltd so formuleer nie. Die aard van die roerende saak word in die Suid-Afrikaanse reg oorweeg, terwyl die aard en ontwerp van die roerende saak in die Nederlandse reg oorweeg word. In die Engelse reg word die doel waarvoor die aanhegting gemaak is oorweeg om die bedoeling met die aanhegting te bepaal. This thesis deals with aspects of inaedificatio (building) in South African, English and Dutch law. The emphasis falls on the criteria that are applied to determine whether attachment of a movable to an immovable thing occurred. The criteria in the three systems show similarities and differences. One similarity is that in South African law the degree and manner of attachment are considered, while in English law only the degree of attachment is considered. To determine whether one thing became a component part of another thing (bestanddeelvorming) a durable connection is required In Dutch law. The question is whether removal can take place without causing damage. The purpose of the attached thing is considered in South African law, although Innes CJ did not formulate this criterion in this manner in MacDonald Ltd v Radin NO & The Potchefstroom Dairies & Industries Co Ltd. The nature of the movable thing is relevant, while the nature and design of the movable thing are considered in Dutch law. In English law the purpose of the attachment is considered to determine the intention with the attachment. The question is whether the thing was attached for the permanent and substantial improvement of the building (land) or for a temporary purpose or for the better use of the chattel. The destination (bestemming) of the attachment is considered in Dutch law. The most significant difference between South African law and the other two systems is the importance of the subjective intention of some person involved in the situation. The legal position of lessees who attach movales differs from that of other persons who make such attachments. In all three legal systems lessees may remove certain attached movables before the expiry of the term of lease as long as the leased land is left in the same condition that it was in before the attachment. The three systems also differs for example it is not certain who the owner of the attached things is before removal of the attachments. In English law trade and ornamental fixtures do not attach. In Dutch law the lessor is the owner of the attachments during the term of lease, because attachment takes place when the movable things are fixed to the leased land. The position in South African law on this is unclear.

This study investigates the use of telecentres for educational purposes in telecommunications under-serviced regions of South Africa. The problem addressed by this research has both equity and efficiency aspects. In particular, the thesis examines the impact of telecentres on the formal and non-formal education outcomes of recipient communities - four telecentres, two in townships and two in rural areas. The urban telecentres are Siyabonga in Orange Farm near Johannesburg and Mamelodi Communication and Information Services (MACIS), in Mamelodi township, near Pretoria in Gauteng Province. The rural telecentres are Tombo near Port St Johns in the Eastern Cape Province and Hoxani near Bushbuckridge on the Mpumalanga-Limpopo Province border. The main aim of the research is to conduct a quantitative survey of the telecentre users’ use of telecentres in the above mentioned locations. On the basis of this, the thesis seeks to come to some conclusions about the use and effectiveness of the South African telecentre program. The quantitative analysis of users is supported by a qualitative report and analysis of data gathered through personal interviews of telecentre operators and employees. The thesis reports on the outputs of the centres, limitations in their function, inhibitors to their economic performance, and recommendations for improving their operations. Some of the findings are that telecentres established through public-private partnership (PPP) funding are more effective and successful, computer literacy is a major resource offered, Hoxani telecentre offers outcomes-based education management skills training for local teachers, while Tombo, MACIS and Siyabonga telecentres offer additional business and electronic courses. The thesis also reviews the South African telecentre program against the background of similar programs in selected Asian and Latin American countries, Australia, Canada, and Europe and against the background of an analysis of South African post-apartheid telecommunications sector reforms (1996 to 2007). Insights into the unique nature of challenges facing geographically located telecentres as well as a new model for understanding telecentre operations in South Africa are offered.

For organisations to survive in an ever-changing milieu, as evident from the current business environment, sufficient crisis communication and management practices need to be in place to ensure organisational survival. Despite the latter, organisational crises are often inefficiently managed which could be ascribed to the lack of managing crises strategically (Kash & Darling 1998:180). This study explores the lack of strategic crisis communication processes within the financial industry specifically, to ensure effective crisis communication with the media as stakeholder group, through the proposition of an integrated crisis communication framework, which focuses on: · Combining integrated communication (IC) literature with Grunig’s theory of communication excellence to build sustainable media relationships through two-way communication; and · Implementing a crisis communication process that has proactive, reactive and post-evaluative crisis communication stages, thereby moving away from crisis communication as a predominant reactive function.

In developing South Africa, a complex web of interacting historical, economic, organisational, social and personal factors influences entrepreneurial endeavour. Such phenomena cannot easily be explained by a priori theories largely based on data from the Western developed world rather than the developing world. The purpose of the study was to develop a mid-range theory of venture creation in a developing country, based on an in-depth understanding of the experiences of a sample of South African opportunity entrepreneurs. A multiple case-study design was selected. The research was delimited by focusing on entrepreneurs in South Africa currently or recently engaged in venture creation for opportunity-based, rather than survivalist, enterprises. A series of ‘thick’ narrative descriptions of individual entrepreneurs engaged in the start-up process was prepared. This was followed by within-case and cross-case analysis and comparison with the literature. Data analysis was conducted in the tradition of grounded theory, which is only rarely seen in the entrepreneurship literature. The primary theoretical contribution of this study is an enhanced perspective of the venture creation process and its sub-processes. The model synthesises the efforts of other scholars, incorporates the lived experience of entrepreneurs in this study, adds new components to conventional models of new venture creation, and reconsiders the ordering of events in the process. The aim of the study was to investigate the role of democratisation in peace building and conflict resolution. The findings of the study have revealed that democratisation plays a pivotal role in conflict resolution and peace building. It provides legitimacy for governments and encourages people's participation in decision-making on issues that affect their lives; democratic processes contribute to the effectiveness of the state policies and developmental strategies. The study has also showed that democratic institutions and practices foster the governmental accountability and transparency necessary to deter national and transnational crime and corruption and encourage increased responsiveness to popular concerns. In development, they increase the likelihood that the state goals reflect broad societal concerns and that the government is sensitive to the societal environmental costs of its development policies. By involving people in decision-making, democracy ensures mutual respect and satisfaction between the state and its citizens, and this in turn promotes peace and stability in a country.

Using the Sudan/Darfur Conflict as a case study, this work seeks to address how and why the human security paradigm is a challenge for the African Union in its effort to establish long-term peace and stability in Africa. The purpose of the study is to assess the extent to which the human security model provides a realistic option with regard to the AU’s efforts which are aimed at enhancing peace and security in Africa. The key issues to be appraised include the extent to which AU’s policy framework for intervention in crisis situations emphasizes the need to protect the most vulnerable population groups such as non-combatant women and children, IDPs, and refugees; the parameters of the AU’s intervention framework and how effective the organization has been in addressing human security issues in Darfur; the challenges faced by the regional military forces and key development stakeholders in carrying out initiatives that will alleviate human suffering and simultaneously create conditions conducive to conflict resolution and a long term peace building process in Darfur; and proffering new prospects of action to ensure human security in armed conflicts The emergence of deep ethnic conflicts, the rise of rebel groups, and new and ambitious security initiatives have made regional efforts at establishing peace more daunting than before. The AU has started putting human beings more and more at the centre of its management of peace and security issues, but it remains severely constrained by financial and logistical problems. As a result, its success has been dependent on foreign contributions, something its predecessor (Organization of African Unity) always fought against. This study highlights the fact that AU efforts to ensure peace in Africa continue to be constantly frustrated due to the failure of African leaders to address the root threats to human security. Their failure to do so has in fact worsened the human security situation on the continent. The paper focuses on challenges faced by the AU specifically in the Darfur region, and explores whether the AU can be an actor in the promotion of human security. The main argument here is that the AU’s ownership approach to peace and security in the African continent, which emphasizes that African problems need to be solved by Africans, is fundamentally correct. However, for this to be successful Africans need to stop asking for whatever they think they can get from the international community and focus on what they really need. This does not deny the importance of promoting a strong global political will to assist African peacekeeping efforts, especially in terms of logistics and finances. Rather, the challenge for the AU is to use donor support strategically and to continue to employ a conflict preventive approach, one which places great emphasis on the significance and need for African leaders to start addressing human security issues from their root causes –whether social, economic or political. With the collaborative efforts of nongovernmental organizations, subregional organizations and the civil society, the AU could establish ‘AU alert institutions’ which will aim at ensuring that minority groups have a political voice, thus not only reducing the chances of ethnically based conflicts but also ensuring that sustainable development projects are implemented by tackling the root causes of conflict.

The tragic events within the South African Development Community (SADC) countries e.g. Civil war and conflicts in the Democratic Republic of Congo (DRC), evoked a rethinking on the pivotal role assigned to the United Nations (UN) and the international community in African conflict resolution. Subsequently, there emerged clarion calls for African solutions to African conflict,. with foreign intervention only playing a complementary role. This unfolding of events put a democratic South Africa in a good stead to take this initiative in the SADC region. In this study, the nature of South Africa's involvement in conflict resolution within SADC region. is outlined. The main objective is to outline reasons which have moulded South African intervention in Lesotho, and its impacts on her perceptions about prospects for future African initiatives in the twenty first century. South Africa adopted a remarkably ambivalent foreign policy towards the region and indeed the rest of the continent. It is however, in the light of that development that a democratic South Africa became a dominant member state within SADC to enable her the capabilities of bringing African solutions (SADC in particular) to African conflicts. It is on this note that South Africa has intervened successfully towards resolving the Lesotho conflicts. South African foreign policy objective of enhancing international peace and security by maintaining efforts towards a lasting resolution of conflicts, stability and security situation in Lesotho achieved, and the general elections were ultimately held. It is however, acknowledged that South African government has made a firm commitment to developing its role as a voice for the global South. In supporting this statement, South Africa should seriously develop a reputation, culture and capacity as a patron of peace promotion which means continuing with investing political will and resources in mediation and human resources, and also engage in a concerted campaign to improve the peace-keeping ability and security mechanisms of the SADC through a commitment of technical and human resources.

As conflict is inevitable in all settings, the need for looking at diversified ways of mitigating conflict is paramount and mandatory. Higher education should serve communities and nations in generating solutions on one hand and as well generating educated human power equipped with basic knowledge, skills and required attitude, on the other hand. The situation observed in the study area of AAU and other universities is a concern because the level and magnitude of conflict being experienced in university campuses is increasing. Taking this into consideration, the study employed a qualitative inquiry and collected data from students, academic staff from a variety of departments, the student administration wing student, the Institute of Peace and Security Studies and support staff. The findings of the study tried to identify the nature and cause of conflict. Moreover, it collected data regarding the measures currently taken by the university and as well investigated to what extent peace education can serve as an instrument to manage institutional conflict in AAU. Most of the conflict types were found to be dysfunctional, which involves the affective domain based on the feelings and emotions of the conflicting parties, mainly students to each other. It was injected by ethnic conflict and almost no dialogue is held to resolve the conflicts among them. On the other hand, turbulent situations in the society are enacted at the university, with students entering into conflict demanding their ethnic groups’ democratic and human rights. When conflicts arise, conflict resolving mechanisms are traditional with the university resorting to the use of the external police force with dire consequences such as imprisonment, detainment and even death. The study thus investigated and revealed the potential of peace education as an innovative solution to resolve conflict collaboratively thus satisfying all parties.

Abstract (sommario):
Zimbabwe as a country has successively been faced with a number of challenges that others argue to be a result of either poor governance or colonial imbalances. However, despite the contestation with regards to the cause of the crisis situation, several armed struggles continued to wreck the economy. This continuous collapse of the economy resulted in the ruling government slowly becoming unpopular to the people, thus it paved way to the formation of the Movement for Democratic Change (MDC); an opposition political party to the dominant Zimbabwe African National Union –Patriotic Front (ZANU-PF). The formation of the opposition party then triggered tensions, which later saw the March 2008 elections’ tension calling for a power-sharing agreement. Therefore, it is against this background that the research critically examines the role played by Civil Society Organisations (CSOs) in conflict transformation since the formation of the unity government. In addition, the study is also conducted against the background of scholarly interest to understand the relationship between CSOs and the Zimbabwean government, during the period that marked the introduction of the inclusive government 2009-2012. The study will also look at the key competencies of CSOs, which are complimentary to the process of conflict transformation and further outline the need for active participation from CSOs and other stakeholders to the process. In addition, it is worth noting that while CSOs make numerous attempts to vigorously participate in conflict transformation, factors such as restrictive government policies, lack of funding and government interference continually undermines their contribution. Autonomous and sustainable operations of CSOs in such limiting environments is virtually impossible hence, there is need for drastic measures to be employed in order to address this contradiction.

Previous research on post-conflict elections has found several criteria important in determining if an area is ready to hold elections and whether or not it is likely to succeed. Although rarely ranked in any determination of importance, several concepts are present in most post-conflict election research. Additionally, there is not an agreed set of standard criteria upon which success can be assumed. When researching the post-conflict election literature two questions arise: (1) is there a set of criteria established to determine if an area is ready to conduct post-conflict elections, and (2) do all criteria need to be present in order to ensure successful post-conflict elections? Most research agrees on common criteria but highlights or researches one dominant criterion, to which is then often attributed to the success of an election. This is found in Krishna Kumar’s focus on international assistance (Kumar, 1998), Staffan Lindberg’s attribution of success to repetition of the election process (Lindberg, 2006), Paul Collier’s focus on per capita income (Collier, 2009), and Marie-Soleil Frere’s research on post-conflict elections and the media (Frere, 2011). When reviewing multiple research sources, it is likely several factors at various times and in various elections will be credited with being the single source criterion for success. This kind of past research is well supported and conclusively argued, but still fails to provide a scope of understanding outside of a single event. In other words, it is case specific and not comparatively applicable across cases. Although this thesis does not intend to “McDonaldize” (Ritzer, 2009) the process of democratization, it does propose to define a common set of criteria necessary, even if in varying degrees, to conduct successful elections in post-conflict environments.
