Abstract China is becoming a powerhouse of the world economy nowadays. Its high economic growth and large domestic market attract many Western companies to invest there. Partnering with local companies is a common way for most Western companies to enter the Chinese market and learn about the new business environment for the first time while implementing their international expansion strategy. However, finding the right impetus for the partnership strategy to achieve the business goals is not easy as, quite commonly and for various reasons, many partnerships are dissolved before they achieve the expected goals. The aim of this study is to identify the key activities of partnership development in the context of Sino-Finnish partnerships. Two types of partnerships appear in this study, i.e. joint ventures and manufacturer-distributor partnerships. A multiple case study methodology is adopted in the empirical study. A framework for partnership development is used to examine the partnership process in China. The key activities are identified in the formation and management stages. In the formation stage of the partnership, three key activities are identified for partnership development: learning and assessing the motives of the partners, partner selection, and choice of type of partnership. In the management stage, four key activities are identified: human resource management, knowledge transfer, risk management, and cultural differences. The framework for partnership analysis is adapted in line with the case study results. The results of the case study are as follows. The motives of partnerships stem from the partners' own needs and their strategies of development. In addition to the motives suiting both partners, the strategies of the Finnish or incoming partners should also suit the contemporary business environment in China. Task and partner-related dimensions feature in the criteria of partner selection. Human resource management is perceived as a fundamental activity in partnership management and happens either by localization or hybridization in the case partnerships. The central issues of human resource management are the recruitment and retention of both management level, and technical, personnel. Complementary knowledge transfer between partners contributes to supporting the operations and joint activities of the partnerships. The risks to partnerships are sourced as twofold by the case partners – from inside the partnerships and the business environment – and are dealt with as they arise. Cultural differences in the partnerships require inter-organizational and interpersonal adaptation. Trust and open communication are two facilitators in the management process of partnerships.

Globalization has had a tremendous impact on society. While creating opportunity for corporations to expand into new markets, globalization has also created significant negative repercussions to the environment, human rights, health, and education (Reece, 2001). In the past twenty-five years Cross-Sector Social Partnerships (CSSPs) have emerged as a possible solution to the negative impacts from globalization with mixed results (Nidumolu, Ellison, Whalen, & Billman, 2014) Although there are inherent challenges, the case for corporations and the public sector to continue to work together is compelling. By contributing their technical expertise and financial resources, companies can leverage the public sector’s experience, knowledge networks, know-how and legitimacy to begin addressing large-scale global issues that directly impact society as well as their businesses. This study gathered data from interviewing nine participants. Interview questions were designed to answer the primary research question: Are there consistent best practices in CSSP governance? Findings from the study identified three best practices: formal governance, strategy, and stakeholder management. Additionally a CSSP Governance Framework was defined consisting of three categories: structure and processes, relationships, and governance dynamics. The result of the study is a flexible and adaptable framework for CSSPs that integrate the use of governance as one tool that increases the likelihood of positive partnership outcomes.

The purpose of this study was to identify dimensions of synergy in the College Going Initiative of Imperial County, California. The instrument through which this intersegmental partnership was examined was the Partnership Self-Assessment Tool. This study found that leadership is the strongest contributor to synergy, and that leadership facilitates the use of other dimensions, such as administration/management activities and the efficiency and sufficiency of resources in a partnership. This study identified how leadership spans organizational boundaries to filter and combine information from each educational segment in a manner useful and appeasing to all segments. This study extended existing research by identifying a new model, the Three Phases of Synergy, which describes how the activities and outcomes produced in a synergistic partnership occur in three distinct phases: the convening phase, the implementation phase, and the sustainability phase. Each phase requires leaders take special consideration regarding how to influence the administrative activities and resources of the partnership. The ultimate goal of this three-phase continuum is to maximize and sustain results in a synergistic partnership. This study recommends educational professionals maximize the benefits of partnership by developing their boundary spanning abilities. Such recommendations are made for educational professionals engaging in partnership during each of the three phases of synergy identified in this study. In addition, the benefit of creating educational policy which reinforces synergistic partnerships and recommendations for implementation are discussed. Finally, this study makes recommendations regarding replicating this study, utilizing the Partnership Self-Assessment Tool in education, and future research of boundary spanning activities and synergistic partnerships.

Community engagement initiatives have experienced an increase in attention, appreciation, and participation among those in academic, nonprofit, and other community-based organizations over the past two decades. The purpose of this study is to explore the meanings of community-campus partnerships among stakeholders in the community and in academia towards the goal of generating a theory grounded in these data that will concomitantly contribute to the social work profession and the community engagement movement. Using as its foundation the shared interest among the social work profession and the community engagement movement on values and ethics, this study utilizes a traditional grounded theory methodology as a means to systematically examine the question “What does it mean to be involved in a community-campus partnership?” The theory that emerged from the data in this study is about what it takes to sustain partnerships between community and campus organizations. The final five themes found in this theory are: A strong foundation upon which the relationship is built; navigating the process of a partnership project; goodness-of-fit for all involved; resources; and impact. Overall, the theory of partnership sustainability draws the attention of partnership practitioners and stakeholders to the importance of relationships as being the core for any partnership activity. When contemplating how a particular resource, impact, process-related challenge and issue of partner match was addressed within their partnership, the participants continually came back to the idea that partnership sustainability can be traced back to the relationship between partners. Implications for further research involve a deeper study of the nature of relationships within community-campus partnerships; the organizational culture dynamics that are unique to academia; the nature, value, and perceived importance of research done in the community; and the intersectionality of student engagement and community engagement, particularly in an age of assessment and benchmarking.

The forward march of biobanking creates the need for an alternative approach to biobank governance. Biobanking encourages medical advancement by making the conduct of health-related research more efficient, by minimising physical harms to participants, and by facilitating personalised medicine and greater understandings of disease. Nonetheless, its characteristics that distinguish it from general health-related research often give rise to many ethical and social issues. For example, multiple and unexpected uses of biobank resources can render conventional informed consent inadequate for safeguarding participants and maintaining public trust and confidence. Also, because the size of a biobank cohort is normally large, biobanking usually requires considerable management resources and this can mean that biobanks can likely be financially dependent upon for-profit entities. This dependency can cause concern among participants and publics about commercial exploitation. These issues suggest that a new approach to biobank governance is required to address them. Indeed, their complexity and the sheer longevity of biobanking itself also suggest that it is relatively feasible and coherent to address them by focusing on a relationship between participants and biobankers. This involves many aspects of interaction and reflects an element of continuity, which is crucial to biobanking success, as opposed to one-off measures. Consequently, with the aim of addressing issues that arise from biobanking, this thesis offers an analysis of the participant-biobanker relationship that can deal with these issues. Such a relationship constitutes an authentic research relationship in biobanking (“ARR”). Based on this premise, the main research question of my thesis is to ask: What form of research relationship is appropriate for effective and ethical biobanking practices? Three sub-questions are raised to solve this top-level research question. They start with a normative question of why the ARR proposed in this thesis is desirable for biobanking. The next sub-question asks what this ARR should look like from a conceptual perspective. For a practical respect on my proposals, the last sub-question concerns the ways in which the ARR can be fostered in practice. To address these research questions, my thesis first establishes the main characteristics of the proposed ARR as the fundamental notion thereof. These main characteristics are used to answer the first sub-question. For the second sub-question, the thesis suggests that the ARR should be based on the concept of partnership, as opposed to solidarity, mainly because partnership can exhibit the main characteristics of the ARR – as argued – and can also be prescribed in a governance manner. The thesis then uses partnership as a basis for proposing the key features of the ARR, which are deemed to be a conceptual framework for the ARR. To answer the last sub-question, the thesis uses this conceptual framework to propose a partnership model for biobank governance that can be used to develop the ARR in practice. My original contribution is to propose a novel approach to an ARR, and this ARR is based on the concept of partnership. In other words, my thesis argues that the pursuit of the ARR, which looks like a partnership relationship, is an important element of biobanking success. In this respect, my thesis is about a sociologically informed role for partnership in biobank governance. It also provides a nuanced epistemological grounding for a participant-biobanker relationship in both conceptual and practical ways. From a philosophical perspective, my thesis proposes an ethical framework for biobank governance that perceives partnership as a virtuous trait for biobankers and provides rules for acquiring this trait through biobanking practices. Notably, it is argued that this partnership is not – nor need it be – the legal paradigm of partnership, which fundamentally refers to for-profit business association. While law might have a role to play in facilitating the development of the ARR, it cannot prescribe the ARR nor should it attempt to do so.

Cooperation between public and private actors are becoming more common and it means that the public sphere is organized differently than before. The new form of control is carried out through horizontal relationships, as a result governance. A form of governance is the PPP (private-public partnership), which involves public and private actors getting together to solve problems. In order to explain the relation between PPP and Elster triangle dilemma I have chosen to make an empirical case study of the development Strängnäs Business Park (SBP) in Strängnäs. I have studied three high-ranking roles involved in the project. I have used a theoretical interpretation and the starting point of the essay has been the interviews and SBP development plan. The study is based on two issues that is to understand how the different actors understand the partnership and what relationships they have to Elster three requirements (democracy, efficiency and the constitution). The results of the study show that the different actors have diverse interpretations of what a partnership is and who the partners are. The Zambian Ministry of Health has started an ambitious health reform program. The program includes new ways of cooperation including enhancing partnerships with the private sector in order to improve the nation’s health and move towards the health related Millennium Development Goals (MDGs) of the Millennium Declaration, which the nation has adopted. At the same time the Swedish Government is increasing private sector participation in its international development cooperation strategies, which is quite a new concept in Sweden. This thesis analyzes this new concept called Public Private Development Partnerships (PPDPs) in development cooperation, by looking at an ongoing project between Swedish and Zambian actors. The thesis discusses the advantages and drawbacks of PPDPs as well as trying to assess factors such as efficiency and conflict of interest. The thesis is doing so by using a qualitative research design based on interviews with topic guides, to lead the interviews, combined with notes from field studies in Zambia during the Swedish Health Delegation in February 2013. The interviews were conducted during formal meetings at the ministries as well as in less formal settings during hospital tours. The thesis is further grounded in analysis of governmental development plans and case study research. The result of the study shows that the Swedish Zambian Health Partnership is likely to be efficiently delivered as a PPDP if implemented with the Saving Mothers Giving Life Public Private Partnership already in place. It is however difficult to thoroughly evaluate the efficiency of PPDPs in development cooperation since no comprehensive comparison is available. In order to thoroughly assess the efficiency of PPDPs there is a need for academic research to further analyze the potentials, limitations and effects of these partnerships. Nevertheless, PPDPs contribute to cooperation between different actors, which is seen as an important component of efficiency in humanitarian action.

Violence against women (VAW) in Scotland has only recently emerged onto the national policy agenda, despite (or perhaps because of) three decades of work on the issue by feminist activists and organisations. Government responses to VAW increasingly involve calls for ‘joined-up working’ and public sector-voluntary sector partnerships, and the proliferation of these multi-agency bodies to address complex social problems such as child abuse and VAW underscores the need for enquiry regarding the processes and products of these bodies. What makes multi-agency partnerships work? Can they bring new, expert voices to the policy table? Can they nurture collaboration and broad ownership of policy implementation? This case study looks at the Scottish Partnership on Domestic Abuse. Set up in 1998 to define a national strategy for addressing domestic violence, the partnership officially ended its work in November 2000 with the presentation of the National Strategy on Domestic Abuse to the Scottish Parliament. The research focuses on the establishment of the Partnership in the context of an increasingly minimalist, differentiated system of governance and locates the Partnership at the intersection of devolution and 30 years of feminist activity on VAW. How new voices came to the table, Partnership processes for agenda setting and decision making, and the naming and framing of policy problems throughout the life of the Partnership – all emerged as important themes. Analysis reveals substantial increases in access to decision makers and policy networks and significant influence of the VAW sector on the national policy agenda. Less clear is the effectiveness of the Partnership in supporting innovation across resistant institutions such as the court system and the NHS, although these areas require longer-term study.

Academic discussion of policy-making and governing indicates a significant shift in the model of governance away from top-down state control to the bottom-up approach of engaging non-state actors (Goodwin and Painter, 1996; Jessop, 1998; Stoker, 1993, 1998). Central to governance theory are new forms of policy organisation, in effect, a shift from state monopoly of decision-making towards partnering with non-state (and, therefore, non-elected) actors for the formulation and delivery of sustainability objectives. It is argued that these partnerships are a key aspect of governance, which, in turn has become one of the main themes in environmental politics (Imrie and Raco, 1999; MacKinnon, 2000; Goodwin and Painter, 1996; Stoker, 1998). In part, the growing prominence of environmental partnership-working is a recognition that sustainability cannot be achieved through top-down government, but requires the active involvement of a broad range of non-state stakeholder groups spanning all sections of society to ensure that sustainability strategies are context-oriented and meet the needs of local populations. This study refers to these objectives as 'environmental plans, policies and programmes' (EPPP). I suggest that contemporary academic debate is lacking in conceptual and empirical focus on partnership-working as a delivery mechanism for environmental governance. This thesis aims to address this gap by; (i) assessing the implications of the state's devolution of responsibility for the delivery of EPPP to the community level; (ii) investigating the democratic legitimacy of these non-state actors; (iii) appraising the financial and operational accountability of state non-state partnerships; and (iv) furthering the understanding of the practical issues that environmental partnership-working must address in order to become an effective delivery vehicle for environmental policy objectives. In meeting these objectives, this thesis has conceptualised the formulation and delivery of EPPP via the Policy Implementation Continuum. The continuum is stratified into four sectors: state', 'QUANGO', 'third', and 'private'. I argue that the success of these partnerships revolves on actors from across all four layers meeting the three requirements of; (i) accepting responsibility, (ii) acquiring legitimacy, and (iii) providing accountability. To this end, I argue that these three constructs are critical components of the Effective Partnership-working model. I argue that, without achieving all three, partnerships cannot work effectively and that the implementation gap between policy and practice will remain.

This capstone chronicles my leadership in piloting, designing, and creating both a district-wide and school-based partnership definition along with partnership effectiveness elements and standards for the Boston Public Schools (BPS). From July 2015 to March 2016, I accomplished these tasks by using two guiding frameworks: the user-centered design processes known as Design Thinking and the Strategic Triangle. The Design Thinking process enabled me to collect and understand perspectives from multiple district stakeholders while designing and piloting initiatives. The Strategic Triangle leadership framework enabled me to optimize my leadership and garner buy-in while leading changes within the Boston Public Schools. To guide my efforts I asked one central question: How could I advance BPS’ work to design a process to create a school-based partnership definition and to test these standards at one of the district’s pilot schools? To answer this question, I have included encounter descriptions, findings, analysis, and recommendations about the leadership strategies I used to develop BPS’ new school-based partnership definition and standards. I’ve also included the development of a district wide definition and a school-based definition of partnership, along with the development of a team of leaders to support the design and pilot of the BPS’ partnership initiative. Additionally, I have included analytic evidence of how the pilot fared at the pilot school. In the Introduction, I present background information about BPS’ current strategic plan and specific initiatives regarding school-based partnerships. Within the Review of Knowledge for Action, I present relevant research that informed my theory of action, which guided my BPS’ work. Within my overview of the actual work, I include the following phases: (a) building strategic relationships; (b) developing effectiveness quality standards; (c) designing a partnership assessment tool; (d) coordinating and conducting the pilot; and (e) collecting feedback on the efficacy of BPS’ partnership tool, definition and standards. In my Outcomes section, I offer my perspective on what worked well and what didn’t, along with questions raised during the process. Five year old children starting their formal education in primary schools bring with them a range of informal mathematical understandings. Transitioning from an early childhood setting to the reception class at school can have a profound impact on their developing mathematical concepts. Traditionally their first teachers (parents, caregivers and whanau) gradually remove the support and encouragement and some of the familiar surroundings of their early childhood centres are no longer there. As children from 5 – 13 years of age spend approximately 85% of their time out of school it is important that their first teachers are encouraged to continue that support. This paper outlines a New Zealand project ‘Home School Partnership: Numeracy’ that gives one approach to enhancing children’s mathematical learning through shared understandings between home and school.

Vi möter medietekniken genom förståelsen av en assemblage; att medie/a – teknik inte existerar utan relationen som binder dem samman. Medieteknik skapas på så sätt genom interaktioner och samverkan mellan de termer som utgör området och syftar alltid på en praktik. En assemblage är en kommunikation, en pågående process – aldrig statisk, alltid produktiv. Utgångspunkten och metoden blir således att ingå partnerskap, utifrån assemblages, med och genom den medietekniska praktiken – i syfte att befinna oss i mitten, i kopplingen, i mötet. Det första partnerskapet vi utgår ifrån är den i vår rubrik: TRANS–MISSION. Trans- står för det överskridande, det öppna, det osäkra medan mission- står för riktningen, avgränsningen, uppdraget. Vi utgår inte från vad ett medium är eller representerar utan vad ett medium gör och producerar. Vår undersökning syftar till att utmana dualistiska synsätt på medieteknik, såsom form och innehåll, designer och produkt, teori och praktik. Vi ifrågasätter antropocentriska förhållningssätt till teknik och material, samt tendensen att se mediet som en statisk överföringsprocess. Undersökningen tar sin utgångspunkt i Gilles Deleuzes och Félix Guattaris filosofi och begreppsapparat främst från det omfattande verket, Tusen Platåer (1980). Ett arbete i syfte att skapa en ontologi som inte utgår från en transcendental världsbild, utan istället en värld i konstant tillblivelse genom kopplingar och flöden. I fokus står relationerna snarare än punkter, identiteter eller hållplatser.
We approach media technology through the understanding of an assemblage; that media– technology cannot exist without one another. Consequently, media-technology are created through the interactions between and co-evolution of the terms that create the field. An assemblage is a communication, an ongoing process – never static always productive. The starting point and method are thus to enter into partnerships, based on assemblages, with and through media technology practice - in order to be in the middle, in the connection, in the nexus. The first partnership we use is in our title: TRANS-MISSION. Trans stands for the excess, the open, the uncertain, while mission is the direction, the demarcation, and the assignment. We do not depend on what a medium is or represents but what a medium does and produces. Our research aims to challenge dualistic approaches to media technology, such as form and content, designer and product, theory and practice. We question anthropocentric approaches to technology and materials, as well as the tendency to view the medium as a static transfer process. The study is based on Gilles Deleuze and Félix Guattari's philosophy and conceptual apparatus, mainly derived from their seminal work, A Thousand Plateaus (1980); a work that strives to create an ontology that does not assume a transcendent worldview, but a world in constant becoming through connections and flows. Relations are in focus, rather than points, identities or stops.

The study asserts that Swaziland’s socio-economic development challenges cannot be effectively tackled by the Government and civil society alone but requires the participation of the private sector. The study explores the prospects for collaboration between the state and business in the context of MDGs, PPPs and CSR. The study highlights the importance of the participation of beneficiaries in the design and implementation of development projects. The importance of beneficiary participation in the design and implementation of development initiatives is discussed in the context of “good governance” linked to the notion of sustainable human development. The case studies are aimed at poverty reduction/alleviation. Linkages between the private sector and SMEs in advancing broad economic growth are explored in the case studies. It is argued that economic growth is a necessary condition for creating employment and fighting poverty underpinned by the MDGs. The Moneni upgrading project (section 3.2) explores the extent the initiative aims to improve the living standards of low-income and poor communities in line with the MDGs. The STH case study (section 3.3) is a spin off from government. The STH seeks to provide a market intermediary for the SME sector particularly rural based cultural “handicraft” industries in Swaziland as way to mitigate the effects of poverty for marginalised rural producers. The last case study (section 3.4) discusses the entrepreneur of the year awards (EYA), an initiative aimed at reducing poverty and promoting local economic empowerment and sustainable development in Swaziland. The study recommended further research in view of the major constraints highlighted by the study. It was problematic to engage in critical and detailed discourse because the concepts explored by the study are new in the Swazi development context. The other dimension that compromised detailed analysis was posed by the unavailability of research data related to both the Swazi private sector and SME sectors. The majority of the SME sector operate at micro level and have insignificant economic turnover. Further studies are important to explore ways to promote linkages for growth of these sectors in the context of poverty reduction/alleviation.

Este ensaio tem como finalidade contribuir como uma análise exploratória tendo como caso de estudo a parceria Carnegie Mellon University ? Portugal (CMU-PT) em formato de Grau Dual. Através de oito entrevistas conduzidas a Diretores do programa, Equipa de Coordenação e Alumni, o estudo empenha-se em responder a questões vitais acerca das repercussões reconhecidas, o que é necessário para estabelecer um programa de Grau Dual entre parceiros estrangeiros, e se consegue atingir os objetivos propostos, as metas nacionais e expectativas estabelecidas por instituições de referência, como a Organização para a Cooperação e Desenvolvimento Económico (OCDE). In 2006 the International Partnerships Program was first established between the Portuguese Government and three prestigious North American Universities, namely, Massachusetts Institute of Technology (MIT), Carnegie Mellon University (CMU) and University of Texas at Austin (UTA). This program was one of the measures of the Technological Plan (TP), aiming to positively impact the development of Portugal in the field of Science, Technology and Innovation (ST&I) through Research and Development (R&D). This thesis aims to contribute as a complementary exploratory analysis of the Carnegie Mellon University ? Portugal (CMU-PT) partnership in the format of Dual Degrees, as a case study. Through eight interviews conducted to Program Directors, Coordinating Team and Alumni, it strives to answer vital questions as to the known repercussions of what it takes to establish a Dual Degree between two foreign partners, and if this particular case met its proposed targets, as well as national goals and expectations set by other institutions of reference, such as the Organization for Economic Cooperation and Development (OECD). As it happens, it takes a multitude of factors in order to achieve an efficient structure between all players, one which allows the much-needed results for the economic development of Portugal, building a strong ST&I basis through Higher Education, Research and Innovation (HERI).

The use of public-private partnerships is a growing trend in the United States.  However, these arrangements\' job creation abilities have not fully been studied.  The nature of these arrangements allows for a wide variety of organizational structures.  This thesis analyzes differing public-private partnership models for their job creation efficiency.  The characteristics present in these arrangements are discussed.  This thesis is a multiple-case study of three distinct public-private partnerships for higher education infrastructure.  The three cases presented are Clemson University\'s International Center for Automotive Research, the University of Washington\'s South Lake Union Medical Research Complex, and Louisiana State University\'s Digital Media Center.  The findings of this thesis are that public-private partnership models with substantial upfront non-public investment can create jobs more efficiently from the public sector\'s perspective.  The public-private partnership models that create jobs more efficiently have the characteristics of stability, capacity, and collaboration.

Owing to the significant structural changes that have occurred in the global marketplace over the past 2 decades, a corresponding increase of public-private partnerships have been established among the business sector, local governments, and public community colleges. This qualitative project sought to identify and substantiate key elements that may be common to the formation, implementation, and maintenance stages of public-private partnerships. Who or what minimum conditions are necessary to the successful navigation of each stage? What obstacles typically arise during each stage, and how are they managed or circumvented? What sorts of benefits are generated through these partnerships and what measures may be applied to determine whether a partnership is meeting its mission objectives or not? To investigate these elements, the researcher interviewed 18 key stakeholders directly involved with 1 or more partnerships between 1 or more divisions of a community college located in Tennessee (CCTN) and their respective for-profit private sector concerns. Data collected were entered into the NVivo8 program for qualitative coding, analysis, and interpretation. Data analysis suggested that visionary and innovative leadership was critical to the formation and implementation of partnerships; key themes of "people," "training," "business," and "need" influenced the life cycle of the partnership; persons identified as "champions" formed the "critical mass" necessary to create and sustain partnerships; and both public and private sectors implemented informal and formal assessments, but differences existed in how and what they measured to determine the efficacy of each partnership. By substantiating, uncovering, or affirming common elements relevant to the establishment and maintenance of public-private partnerships as described in existing literature and this study, partnership stakeholders may find additional perspectives that may assist and guide the creation, implementation, and assessment of effective, mutually-beneficial public-private partnerships.

Several organizations in the public and private sectors find partnership projects as a valuable means to implement their organizational strategy. Several of these projects span over diverse sectors and have partnerships involving multiple organizations located in different geographical locations. One type of such partnerships is the Public Private Partnership (PPP), which involves collaborations with partners coming from public and private sectors to meet predefined goals. Such collaborative projects with multiple partners and diverse backgrounds face a number of management challenges in working towards mutually set goals.  The focus of this research is on the challenges encountered in partnerships in achieving common goals for PPP projects in e-Governance.

Specifically, the purpose of the research was to answer (1) What are the partnership challenges in achieving common goals in PPP projects in e-Governance? (2) How can these challenges be overcome? After critical review of literature on relevant topics, a case study methodology was adopted using semi-structured interviews as data collection technique in an attempt to answer the research questions. Two PPP projects in e-Governance with intangible outputs were chosen as cases for the study, namely, (1) Wild life Environment Monitoring System (WEMS) developed by the United Nations University and being implemented in India and (2) the Stamps and Registration Information Technology Based Administration (SARITA) being implemented in the Maharashtra State of India. An online survey with a quantitative approach was used as a tool for triangulation to substantiate the results and findings from the qualitative analysis of data collected from the case studies.

At the end of the study, the challenges encountered in partnerships for PPP projects in e-Governance and the measures taken to overcome the challenges were identified. A framework has been developed from the findings of this study is expected to contribute to a certain extent in developing a theoretical basis for defining the characteristics of partnerships and in understanding how partnering organizations work to achieve common goals in PPPs. The practical and theoretical implications will have an impact on how we could go about studying this type of partnership and also in understanding how to develop and manage the partnerships for attaining mutually agreed upon goals.

School/business partnerships have become prevalent in our society. There is, however, limited research on why some partnerships at the elementary school level are successful while others are not. This study examined one elementary school's program which was deemed successful to determine how school/business partnerships work in an elementary school. The factors that make an elementary school/business partnership successful were identified. The study also examined the source of leadership in the selected partnership program to determine how the leadership impacted the effectiveness of the program. For the purposes of this study, a successful partnership was one in which the school and business had worked together for at least three years and had documented improvement in student achievement during the partnership years. This school was selected based on the longevity of the partnership and the positive impact the collaborative effort between the school and business has had on the school's program. An in-depth case study was conducted in the elementary school to determine why the program worked. Participants were interviewed through qualitative inquiry to gather the factors that led to the successful implementation of the school/business partnership program. Prior to studying the school's program, a review of the literature was conducted to compare the literature-based success factors to the factors determined in this study. The informants identified several factors that contributed to the success of the partnership. They were: (1)Having a strong steering committee that met on a regular basis; (2) Communicating consistently with group members and encouraging members to express themselves openly; (3) Having the principal actively participate in the partnership; (4) Securing adequate human and financial resources; (5) Gaining support from top level leadership in the business; (6) Providing opportunities for volunteers to work directly with the students; (7) Having the partnership well organized and structured for efficiency; (8) Obtaining committed and dedicated people in both the school and the business; ( 9) Sharing a vision with identified goals; (10) Giving recognition to volunteers, school staff and the corporation (11) Evaluating the partnership on a regular basis. Partneravtal är ett växande fenomen i världen, inte enbart i kommersiella sammanhang. Det är en term som har funnits i många år för skilda ändamål och i denna uppsats riktas blicken till partneravtal inom affärsvärlden, som en möjlig associationsform. Partnerskap inleds som en samarbetsform mellan två eller flera företag för att tillsammans uppnå ett gemensamt mål. Det konkreta syftet specificeras i ett partneravtal och utifrån avtalet sker utbyten, såsom kunskap och resurser, mellan parterna i en slags samverkan. I förhållande till andra ”etablerade” samarbetsformer är den främsta skillnaden vid ett partneravtal att sådan avtalsform inte avser att gemensamt bilda ett nytt bolag.    Problem uppstår dock på grund av att det saknas en juridisk definition av partneravtal. Avsaknaden medför att partneravtal ingås med anledning av olika syften, i varierande former och särskilda krav. Saknaden av juridisk definition medför att partneravtal i dagsläget endast utgör ett avtal utan särskild tillhörighet till en associationsform. Utifrån uppsatsens analys har det dock framkommit att enkla bolag är en associationsform som torde motsvara partneravtalets innebörd, främst avseende de bolagsrekvisit som förutsätts i ett enkelt bolag. Sådana rekvisit kan ses i jämförande utsträckning för partneravtal. Eftersom partneravtal inte torde utgöra en egen associationsform enligt lag, kan i praktiken ett samarbete genom partnerskap leda till att ett enkelt bolag bildas. Likt tanken om att enkla bolag är en ”fri” associationsform, är partnerskapet likaså med anledning av att sådan ”bolagsform” saknar lagreglering och därmed förutbestämda krav. Enkla bolag är dock en lagreglerad associationsform men utgör ett bolagsavtal med viss frihet, eftersom lagbestämmelserna inte är lika omfattande som reglerna för andra associationsformer. Det medför att valfrihet föreligger för enkla bolag, för bildandet och genomförandet, av såsom passivt deltagande och ingen registreringsskyldighet. Med andra ord finns inte ett behov av att partneravtalet ska utgöra en egen associationsform, partneravtalet kan istället definieras som ett bolagsavtal för enkla bolag.    En jämförelse mellan partneravtal och enkla bolag är förhållandevis inte enkel. Saknaden av definition för partneravtal, i samband med att det är svårt att finna tillämplig innebörd och bolagsrekvisit för enkla bolag, talar för att en tydligare lagstiftning vore önskvärt. Ett förtydligande av enkla bolagets innebörd och bolagsrekvisit skulle minimera tolkningsmöjligheterna och därmed utforma en allmän accepterad definition. Enkla bolag anses utgöra en sorts slask-bolagsform, ändock är enkla bolag en populär associationsform, därför torde det finnas behov av ytterligare utredning av sådant bolagsavtal. En utredning som kanske skulle kunna upptäcka fler samarbetsformer som faller inom associationsformen, enkla bolag.

The main characteristics of the classification scheme we obtained are that this scheme is 1) specialised for supply chain partnerships, 2) empirically derived, and 3) based on the five determinants of supply chain performance. In addition, the newly developed scheme has provided an important insight into the pattern of the evolution of supply chain partnerships. On the basis of these findings, some requirements for the evolution of supply chain partnerships, which are in the form of components of the partnership development management, were suggested. In the second study, we have identified the major factors of a successful supply chain partnership and estimated models for the three dimensions of supply chain partnership performance. The three performance models provide an important foundation for developing a 'supply chain partnership performance management scheme'. In the final study we have confirmed that suppliers and customers do see things significantly differently, and there is the negative association between these differences and the performance of a supply chain partnership. The third study is exploratory in nature; thus, it has provided some interesting research opportunities for academics.

CIVINS
Two basic hypotheses were investigated: 1. Finding these attributes for success for a design-build partnership may be accomplished by transferring concepts and ideas from business research on partnership formation. 2. The other direct source is research on design-build itself. Design-build is a common procurement method in private industry and should be applicable to design-build contracting in transportation. Business literature provided some information regarding partner selection for joint ventures, although the limited information available on joint ventures in developed economies such as the United States is acknowledged in the few texts available on the subject (Harrigan 1986). The literature did suggest partner attributes and resources, or "critical success factors", that offer the greatest likelihood of success (Geringer (1988)
