The post-World War II decades witnessed one of the most important economic achievements in recent world history: the rise of Japan as a global economic power. This served notice of Japan's new status as an actor on the world stage and ultimately, of its potential to influence developments around the world. In the South Pacific, Japan's drive to globalise its giant economy over a period of four decades generated a considerable impact on the economies of Pacific Islands countries (PICs). In the period leading up to the mid-1970s, relations between Japan and the South Pacific developed gradually with a continuing emphasis on economic involvement initially through trade and investment. That economic relationship expanded rapidly during the 1980s. Japan's intent for a role beyond a continuing 'economic' emphasis became increasingly apparent during this period with Overseas Development Assistance (ODA), because of its strategic value, becoming a significant component in Japanese involvement. It was the declaration of the Kuranari Doctrine in 1987 that made clear Japan's motivation for a greater political role. Thus, from an initial focus on economic activities in the South Pacific, strategic and political objectives became important considerations for Japan in the growing economic relationship.

For the past 30 years, the Pacific Missile Test Center (PMTC) has provided test and evaluation for Navy weapon systems in the sea test range, which extends from Point Mugu approximately 60 miles seaward to San Nicolas Island. The requirement for larger missile footprints in T&E and also encroachment from oil exploration, commercial shipping and recreational boating has made it necessary to develop instrumentation to cover an area expanded to 250 miles beyond San Nicolas Island. This instrumentation development effort is known as the Extended Area Test System (EATS). The primary functions of EATS include participant tracking, telemetry data collection, UHF communications relay and target control relay. Participant tracking for EATS has been accomplished by development of a transponder called a Relay, Reporter, Responder (R3) which is installed aboard all participants. This R3 Unit, which is also installed at numerous surveyed ground stations and carried in airborne stations, permits a continuous multilateration solution in a Master Operations Control Station (MOCS) at Point Mugu, for participant tracking. Telemetry data collection will be accomplished by an airborne phased array antenna system on a P-3A aircraft with the capability to record onboard or retransmit in real time to the Range Operations Control Center. The P-3A aircraft will also provide a UHF communications relay capability, a target control relay capability, as well as providing another airborne R3 reference station for multilateration tracking. The multilateration tracking capability has been operational for over a year. Additional R3 Units are under procurement to increase the number of participants in an operation. The installation of the Phased Array Telemetry Antenna System in the EATS P-3A aircraft has recently been completed. It is presently undergoing operational integration into the PMTC Range system. Three additional Phased Array Aircraft are programmed over the next four years.

This thesis provides a comprehensive review of recent developments in the economic regulation of air transport in the Asia-Pacific region. The focus is on the progressive liberalisation of the designation criteria in selected agreements. A brief historical overview is followed by a summary of the decision of the European Court of Justice in the "open skies" cases. The thesis then examines three recent Asia-Pacific agreements: the Australia - New Zealand arrangements; the APEC Multilateral agreement; and the Pacific Islands agreement. This review is followed by a discussion of some potential developments in the region that could lead to the conclusion of a new multilateral agreement between the European Union and selected Asia-Pacific States.

From early colonial times the Canadian economy, highly dependent on exports, has developed a pluralist economic system in a generally congenial international environment. Since 1970 however, the Canadian economy has been challenged, albeit at the margins, by unfamiliar impacts largely originating in the Pacific economy. The institutional reactions of relevant Canadian export interests - defined as the federal government, provincial governments and a small number of Canadian firms - have, on the whole, proved inadequate to these challenges. This inadequacy threatens Canadian domestic prosperity and constrains economic and political options internationally. This study hypothesizes that an adequate response to these new challenges depends on institutional adaptation within and among Canadian export interests. Six principles are advanced to promote this adaptation: 1. the priority of economic considerations; 2. the legitimate role of government; 3. full provincial participation; 4. coordination by the national government; 5. an authoritative voice for each interest; 6. better sharing and use of information. The six principles are applied in three case studies. The first concerns the international marketing challenge posed by the Japanese general trading company (soga shosha), and the Canadian government's initiative to create a Canadian trading corporation. The application of the six principles suggests an alternative proposal, the Canadian Commercial Centre, in which Canadian export interests develop and share information in a way which recognizes the appropriate role of each and the obligation of all to attain a greater coherence. The second case study concerns the recent Western Liquid Natural Gas (WLNG) project which featured a new form of investment (the minority interest joint venture coupled with a long-term supply contract) in which a consortium of Japanese buyers represented by a Japanese general trading company sought to reach agreement with an uncoordinated collection of Canadian firms and governments. The lack of coherence among these Canadian interests was at least a contributing factor in the loss of an opportunity to expand and diversify Canadian LNG markets. The application of the six principles to the WLNG case yields an alternative Canadian approach involving the early establishment of a committee of authoritative officials from the relevant Canadian interests, and a new coordinating role for a federal agency like the (now disbanded) Ministry of State for Economic and Regional Development and the Federal Economic Development Coordinator. The final case study concerns the challenge to trade and investment represented by the movement to a Pacific economic community, notably the Pacific Economic Community concept (PECC). The current reactions of such institutions as the Canadian committee of the Pacific Basin Economic Council and the federal Department of External Affairs are assessed, leading to the recommendation that the Canadian government should involve a wider constituency of current and potential Canadian export interests in an educational policy process which may bear on Canada's future prosperity and political resilience.

This thesis looks at the feasibility of promoting knowledge intensive service (KIS) exports to Asia as part of a local economic development strategy. To this end a two part study was conducted, consisting of a postal survey and a series of elite interviews. The study demonstrates that many Vancouver KIS firms have already established a presence in Pacific Rim markets; furthermore, future growth in these markets is likely. The study examines various characteristics of KIS exporters to Asia so as to enable policy makers to draft appropriate recommendations. The remainder of the thesis outlines current initiatives at senior and local levels of government. A case is made for increasing the scope of local government action in this sphere, and some potential initiatives are suggested.

This thesis examined the role of supranational organisations (SOs) in the governance of tourism in a North-South context. Focusing on the issue area of development cooperation, this thesis investigated the question of how and why SOs got involved in tourism in developing countries, and more specifically, in small island developing states. Such involvement may occur either directly through aid funded projects or indirectly through international trade regimes that impact on tourism in the aid recipient countries. The thesis adopted a case study approach focussing on the European Union�s (EU�s) involvement in the governance of tourism in South Pacific island states. Grounded in a history of colonialism, the EU has been involved in the �development� of the South Pacific for more than three decades, which allowed to track changes in development philosophy over time. Focusing on the concept of power, the case was assessed in a multi-scalar manner, analysing the EU�s involvement from the global down to the local level. Never before has an entire multilevel polity been assessed in one coherent case study, incorporating actors situated at all levels and ranging from supranational organisations to national governments, businesses, communities, and individuals. The methods employed in this thesis included interviews, participant observation, document analysis (policy documents and newspapers), and subsequently critical discourse analysis. The latter served to highlight the so-called �third face of power� (Lukes 1974), which is closely related to the concept of ideological hegemony. Interviews were conducted in Fiji and Samoa with officials of the South Pacific Delegations of the EU, officials of tourism authorities, NGOs, tourism operators and community members. Elite interviews in Brussels were conducted with officials of the European Commission and the European Parliament. Under all scales and �faces� of power the EU was found to be the dominant actor, while the issue of self-interest appeared to play a key role. At a macro-level, the EU clearly dominated in most overt decision-making situations during negotiations on aid and trade agreements. As concerned the inclusion of tourism in the agreements, the relative importance of the sector was clearly dependent on the European Commission�s prevailing attitude on �tourism and development� at any point in time. At a meso- and micro-level, the EU�s influence was less obvious yet nonetheless existent, for example through funding rules and the use of European consultants. Indirect influence also occurred at the national level. In particular the substitution of a preferential trade regime with a free trade agreement (the Economic Partnership Agreements), which is currently being negotiated between the EU and the Pacific Islands, is likely to have a significant impact on the economic importance of tourism, as well as public policy in the South Pacific. In a mini case study of Samoa, it was found that the resulting changes in tourism policy would have a significant impact �on the ground�, in particular with regard to rates of local ownership and control. Overall, power relations were found to be highly unequal and self-determination and empowerment have largely not been achieved. However, more research is needed to examine the ability to generalise the findings to other geographic regions or other types of SOs. The key contribution of this thesis in the theoretical realm constitutes its bridging of agency and structure within multi-level governance, which may be conceived as a �third way� to either dependency theory-influenced studies (global/structure) or community approaches (local/agency).

Engaging a determined enemy across a broad range of conditions, the U.S. Army in World War II's Southwest Pacific Area (SWPA) played an important role in the defeat of Japan. How units fought and learned in SWPA and how they adapted to the evolving challenges of their environment is the focus of this dissertation. The subject remains largely unexplored, especially in contrast to the attention the European theater has received. An examination of the 112th's performance not only illuminates an understudied area in the historiography of World War II but also offers relevant lessons for contemporary military organizations. Mining a rich collection of primary sources, this study analyzes the development of the 112th Cavalry Regiment and sheds light on how American units in SWPA prepared for and conducted combat operations. A National Guard unit federalized in 1940 and sent to the Pacific theater in 1942, the 112th performed garrison duties on New Caledonia and Woodlark Island and eventually fought in New Britain, New Guinea, and the Philippines. Before deactivating, the regiment also served in Japan during the first months of the occupation. Concentrating on one unit illustrates the extent to which ground forces in SWPA were driven to learn and adapt. The 112th had mixed success when it came to carrying out its assigned missions effectively. The same was true of its efforts to learn and improve. The unit's gradual introduction to combat worked to its advantage, but learning was not simply a matter of building on experience. It also involved responding to unexpected challenges. Experience tended to help, but the variety of circumstances in which the cavalrymen fought imposed limits on the applicability of that experience. Different situations demanded that learning occur in different ways. Learning also occurred differently across the organization's multiple levels. Moreover, failure to learn in one area did not, as a matter of course, undermine advancement in all. Much depended on the presence of conditions that facilitated or disrupted the learning process, such as the intricacy of the tasks involved, the part higher headquarters played, and the enemy's own responses to the changing environment.

Decentralisation for local community development has become the new paradigm of development discourse in Ghana in the present times. There is currently an elaborate legal framework in Ghana on decentralisation as a means for addressing local community development. The role of law in development is therefore implicated in the discourse. This study raises provocative, startling and challenging questions not only on the decentralisation programme, but the appropriate theoretical framework for reading the role of law in development. The study argues that decentralisation in Ghana is a spatial strategy of the state for addressing the crisis of its political economy and not one necessarily for local community development. Taking its starting point in land administration in the Upper West Region of Ghana (predominantly agrarian communities), the study explores how the objectives of decentralisation in Ghana address the subjectivity of development needs of local communities in Ghana. The study's contention is that the legal regime of the decentralisation programme and its praxis fail to address a pertinent development concern (land) of the Upper West communities. The study argues that if local community development were the object of the programme, it would perforce address the problematic of land administration that is an important concern for predominantly subsistence farming communities. The study also demonstrates how a spatial reading of social phenomenon provides critical insights to an understanding of the role of law in development. The study is based on a field study conducted in Ghana and among the communities of the Upper West Region, through interviews with officials of institutions, traditional authorities and civil society organisations. The interviews were complemented by written primary and secondary sources. Primary sources include documents from the National Archives in Ghana and from decentralised institutions in the Upper West Region. Secondary sources include unpublished essays and theses, books, articles, reported cases in the Ghana Law Reports, unreported and/or pending cases in the Ghanaian courts.

This thesis is an examination of human rights and constitutional development in Tanzania Mainland. The colonial and post-colonial history is used to analyse the development of human rights struggles, as well as institutions such as the Bill of Rights in the recent development of multi-party democracy. The thesis intends to establish that in spite of global factors such as pressure for democratisation from international institutions, the achievement of the Bill of Rights in Tanzania Mainland is part of a wider rights struggle of the people of Tanzania. The effective legal and political implementation of specific rights such as the right to vote, freedom of association and assembly reflect the state of that struggle. The thesis further seeks to establish that while the government sponsored the enactment of the Bill of Rights in 1984 and the re-introduction of multi-partism in 1992, it has always preferred to exercise extreme control over the enjoyment of political rights. This has often involved curtailing the establishment and free operation of institutions of popular democracy. The thesis goes on to suggest that unless a democratic culture and civil society are restored in the country, the success of the rights struggles of the people will be far-fetched. Together with the above it is argued that the struggle for rights could be enhanced by working from what is provided as legal rights, all interested parties pushing for the expansion of the human rights field. This can only be attained if the majority of Tanzanians are made aware of the existence of such rights through legal literacy programs.

This study Is concerned with the Federal National Council (FNC) in the United Arab Emirates (U.A.E.) under the 1971 Constitution. In selecting the U.A.E. as a case study, a historical and socioeconomic perspective is adopted. The thesis analyses the U.A.E. traditional society and the effect of external factor namely its relation with Britain, and internal factor, viz, the advent of oil wealth, on the power structure in the emirates. Both factors increased the concentration of central power and decreased popular participation. The study provides a theoretical appraisal of the role and functions of the legislature in developing countries. It examines the constitutional functions namely legislative, political and financial. The study suggests new roles that the legislatures performs in Third World countries. The thesis examines the historical development of the U.A.E. constitutional system. Such development ended In 1971 when the emirates adopted a "Provisional Constitution" to the requirements of the rulers. The study explores the 1971 constitution with particular emphasis on the role of the National Council. It analyses the composition, functions, role and constitutional arrangements of the National Council In the U.A.E. The study provides an analysis of the major political and constitutional cases, In which the FNC was a part, in order to examine the practical working of the constitutional provisions in reality. Finally, the thesis attempts to explain the limitations, Imposed on the National Council, present in the existing constitutional framework and suggests some improvements to the status quo. The coimnon ground throughout the thesis is that a constitution with a democratic tendency does not necessarily establish democratic institutions and that it would be more acceptable in a developing country to introduce evolutionary rather than radical changes to its constitutional system. However, the study clarifies the difficulties of concentration of central power in developing countries.

This thesis concerns two topics: the kinematics of Pacific cross-equatorial flow ??? the location, timing and magnitude of the flow; and their dynamics???what are the driving forces controlling the flow? Despite extensive observations in the central and eastern Pacific, observations of these flows remain contradictory. We use output from an Ocean General Circulation Model (OGCM) viewed from a Lagrangian framework on density layers. This addresses the problem of high variability due to features such as Tropical Instability Waves. The annual mean flow is found to be southward nearly everywhere, east of 140??W. Flow becomes stronger in the second half of the year due to a bolus transport of very light surface water, introduced by Tropical Instability Waves. A Tropical Cell pattern occurs along the equator that does not require diapycnal downwelling. From 160??E to 160??W the annual mean flow is northward, occurring mostly in the mixed layer, appearing to originate partly from the Equatorial Undercurrent surfacing in the east. The northward flow is strongest in March and becomes southward in September. The wind stress and nonlinear terms are shown to be the key driving features, with a prescribed biharmonic Smagorinsky horizontal friction scheme having negligible impact. From 160??E to 160??W, the flow is partly accounted for by an Ekman forcing, with the curl of the nonlinear term providing a crucial additional torque, more than doubling the magnitude in some instances. From 160??W to 120??W the wind stress curl provides a weak southward flow of about 1 Sv, which increases by the nonlinear addition to around 5 Sv. The curl of the steady component of the nonlinear term, derived from annual mean currents, is similar in structure to the total nonlinear term, but higher in magnitude. The structure of the variable term, which was mostly of opposite sign to the steady term, suggests damping occurs in place of friction. While our study is limited to an examination of the model's characteristics, our results provide important clues to the observed flow patterns not resolved by present-day measurements. This study also highlights the importance of time-space variability and both horizontal and vertical density structure in controlling the flow and its feedback on the system.

Franchising has become a proven and acceptable method of distributing products and services for both domestic and foreign markets. The pressures on franchisors to search for foreign markets have led to heightened interest in international franchising. According to Franchising in the Economy (1990), restaurants of all types rank number one, followed by business aids and services. Therefore, the restaurant industry leads the domain of business in international franchising. The primary objective of this study was to develop a model based on experts' opinion for the selection of different franchising methods to be used as a guideline for restaurant companies that plan to franchise internationally. Environmental factors that affect international franchising in the Pan Pacific region are identified. The major methods used in franchising are: 1. direct franchising, 2. master franchise agreements, and 3. joint venture agreements. The recommendation of the most popular franchising methods for singapore, Korea, Thailand, and Malaysia are studied.

The United States Pacific Command (PACOM) area of responsibility (AOR) includes 36 Asia-Pacific countries and over 100 million square miles of Earths surface. Five of the countries in the PACOM are historically most often hit by natural disasters and require immediate response with effective coordination. In order to provide the most effective disaster-relief efforts, identification of the organizations that are available and the capabilities that they can provide is essential. This research identifies and analyzes 27 nongovernmental organizations (NGOs) that currently or recently conducted relief projects in the PACOM AOR. We primarily analyzed the organizations using six factors: (1) mission or primary focus, (2) capabilities, (3) budget, (4) training, (5) religious affiliation, and (6) liaison with military. We also analyzed the financial status of the NGOs for a better understanding. The end result of the research is to provide PACOM leadership with in-depth analysis of the most effective organizations that can assist in disaster relief preparation and the efficient coordination of resources and can minimize redundancy of efforts after a catastrophic event.

For nearly 24 years, operators around the world have successfully conducted extended-range twin-engine operations (ETOPS) with commercial airplanes. Even though twinjets are used globally on ETOPS routes, they dominate traffic in the North Atlantic market in particular. Recently, some U.S. and Asian operators have shown increased interest in using twinjets in the North Pacific market, where several operators plan to introduce the 777. Changes in air service agreements between nations, open-skies policies, and the availability of economically efficient twinjets may open additional point-to-point operations between cities in North America and Asia. Base on the ETOPS efficient, this thesis tries to aim at the airlines operation in the North Pacific, different aircraft models and overall flight plan to result in different payload and cost. Therefore decisions can be made on the effort of fuel saving and flight operation cost. This thesis adopts EVA B777-300ER and B747-400 in NOPAC flights to verify and discuss the proposed view points.
