This thesis proposes strategies for the making and exhibition of films that amplify conservation values and efforts in rural communities. The films support and promote the missions of local leaders and the agendas of respected environmental agencies. The filmmaking strategies entail identifying existing conservation values as experienced through broad themes such as quality of life, economics and community development. By focusing on the collaborative process of making and projecting a film, these strategies serve to inspire innovative solutions promoting responsible stewardship of the land and sea. This model of media creation and delivery is designed to empower local politics and communities with the momentum necessary to plan a future consistent with their environmental values. I call this media creation and delivery strategy, Remote Outreach Cinema Campaigns (R.O.C.C.); Remote, because the media is targeted towards rural audiences, Outreach because the media supports the missions of established environmental agencies, Cinema, because the final delivery is on a large screen and viewed collectively. And Campaign, because the final film is only one part of a process.

Medicare is vital to the health and well-being of many American seniors. However, due to its complexity, beneficiaries often need assistance navigating the federal health insurance system. GeorgiaCares, Georgia’s State Health Insurance Assistance Program (SHIP), provides free and unbiased Medicare information and counseling. The aims of this thesis were to evaluate GeorgiaCares outreach events to discern the social and demographic characteristics of participants and decipher how to best market the events. Participants of nine GeorgiaCares outreach events (n=81) completed anonymous surveys; mixed-methods data analysis revealed the typical participant to be a 71-year-old African American female. Findings suggest an effective way to assist beneficiaries in Medicare-related decisions is through the formation of community partnerships. Suggestions to market outreach events include partnering with churches and grocery stores to disseminate information and enlisting the support of community leaders to overcome barriers of distrust.

This report is an organizational analysis of Shelter Outreach Plus (SOP), a non-profit agency in Monterey County providing homeless support and shelter, domestic violence victim support, and women and men transitional support services. Semi-structured interviews were conducted with four Board members and 11 staff members to generate an organizational diagnosis using systems theory as a foundation for improvements. A strategic planning session was arranged and facilitated and Board members and key personnel generated five strategic goals. There is widespread passion and commitment to the mission, including long-term delivery of multiple and unique services which positively impact the county. There is little interaction among the five program offices and trust and leadership issues exist between staff and executive leadership. SOP faces fiscal challenges brought on by statewide cutbacks and lack of countywide visibility. Information technology improvements are ongoing and needed and a more decentralized decision-making structure is recommended for operational efficiencies and employee motivation.

Introduction: Dental schools are developing new curricula, with primary care outreach training placements complementing hospital-based training. Objective: To evaluate undergraduate dental outreach training. Design: A mixed-method study phased to match a developing programme of outreach training. The first phase used qualitative methods to identify key educational outcomes for use as principal variables in the second phase, a randomised controlled trial. Intervention: Block placements of 5-6 weeks in existing primary care clinics for undergraduate students to work supervised by local dentists while providing care to patients. The intervention took place within a traditional dental curriculum. Methods: Qualitative methods included semi-structured interviews, content analysis and respondent validation. Parallel studies gathered placement staff and student perceptions and interpretations of their recent outreach training experiences. The randomised controlled trial (n=49) used a hospital-based control, had two primary variables: confidence in providing everyday care and competence in treatment planning. Confidence was self-assessed. Competence was assessed using a standard simulated patient and viva. Results: Key benefits of the programme identified qualitatively by stakeholders included: the workplace setting; increased clinical experience; nursing support; and a broader view of dentistry. Effective communication was identified as a critical success factor. Both stakeholder groups found unanticipated benefits. In the trial the groups were similar at baseline. The outreach group perceived their confidence to be increased more than the control group (P=0.05). Treatment planning scores were also greater for the outreach group for capturing a social history (P=0.01) and the appropriateness of treatment planning (P=0.01). Conclusions: Dental outreach training in primary care settings is positively regarded by students and placement staff. A five-week block placement within a traditional curriculum is more effective than dental hospital training alone in improving students' confidence in clinical situations and their competence in treatment planning.

Microfinance research concerns addressed in this thesis relate to: (1) targeting of clients vis-à-vis financial sustainability; (2) loan size effect of interest rate and clients’ well-being status; (3) economic governance and the dual objectives of microfinance institutions; and (4) patterns, trends and drivers of microfinance institution’s efficiency. The thesis emphasises operational issues that affect institutional performance and outreach of microfinance institutions rather than impact of microfinance intervention on poverty reduction. The thesis revolves around four empirical chapters that seek to address the above research concerns. Both micro and macro-level analyses have been explored with the aim of identifying institutional and public policies that drive the success of microfinance interventions. Micro level data from households in Ghana and cross country data mainly from the Microfinance Information Exchange (MIX) market are used. Varied microeconometric techniques (ordinary least squares, instrumental variable estimation, quantile regression, pooled regression, fixed and random effects estimations, Hausman-Taylor, Fixed Effects Vector Decomposition, stochastic frontier analysis and non-parametric efficiency estimations) are used depending on the hypotheses being considered in each of the empirical chapters. The main findings are: observed trade-off between financial sustainability and reaching poorer clients; formal institutions dispensing their own funds target poorer clients; pronounced variations in responsiveness of loan size to interest rate changes; semi-elasticity of loan amount responsiveness to a unit change in interest rate is more than proportionate and very significant for the poorest group; lesser time in securing property and availability of credit information show positive effects in targeting poorer clients; both type (pure technical and scale) and scope (narrow and broad) of financial efficiency show varying trends; and lastly, negative effects of bureaucracies in property registration and lack of credit information on social efficiency are also observed. This thesis suggests the following recommendations both for management of microfinance institutions and other stakeholders including international microfinance investors and government: harmonizing microfinance programmes irrespective of the source of funds; segmenting microfinance outreach markets based on socio-economic well-being; curtailing bureaucracies in property registration; and providing credit related information. These are paramount to the success of the microfinance paradigm, especially in achieving its social objective.

Hispanic religious ministry provides a way for long established mainstreams to stay afloat in the face of the demographic realities in the U.S. today. Unfortunately, the lack of literature, particularly in geography, precludes the examination of elements of contemporary Hispanic religious outreach, including such considerations as strategies, their effectiveness, and institutional praxis among mainstream religious denominations in the U.S. Using a hybrid methodology that relies on several techniques, I examine Hispanic religious ministry in the Upper U.S. South, which geographers tell us is America’s newest Hispanic destination. I, thereby, develop and present here a case study to compare Hispanic religious ministry in Kentucky’s Inner Bluegrass metropolitan region, which has recently been attracting Hispanics. I use three mainstream denominations including the Roman Catholic Church, the United Methodist Church, and the Southern Baptist Convention to examine the relationships of religious polity, outreach practices, and disparate strategies among these three denominations. Strategies of Hispanic religious ministry among religious organizations associated with the Roman Catholic Church, the United Methodist Church, and the Southern Baptist Convention; reflect many similarities, while simultaneously exhibiting much variation throughout the Inner Bluegrass. Similarities in outreach praxis seem to be predicated on tactics wherein agencies have come to dominate the cultures of contemporary mainstream religious denominations, while polities, historically structured to differentiate religious traditions and doctrines within a continuum of congregational versus connectional organization, seemed to account for much variation among these disparate denominations. While Hispanic outreach in the Inner Bluegrass mostly follow national-level plans or strategies, the Roman Catholic denomination seems most efficient and effective in managing new Hispanic ministries in the Inner Bluegrass today.

This dissertation develops out of an extensive program of research investigating the intersection and apparent contradictions of two trends: the expansion of community-based activities and activist rhetorics in higher education, and the growing critiques of the university as functioning primarily for corporate and dominant interests. Employing Marxist critique, I examine the ways institutionalized higher education perpetuates problematic dominant socio-economic structures as well as the possibilities available from sites of higher education for challenging those structures through critical pedagogy and community-based programs. I contextualize my analysis of current practices in community-based learning by deconstructing the rhetoric of liberal ideology embedded within both the current and historical discourse surrounding the mission and development of public higher education with extensive analysis of the Land Grant Act in chapter one. In my discursive analysis of the discourse and history surrounding the creation of land grant colleges, I explicate the importance of a theory of cultural hegemony as it relates to universities functioning under dominant cultural logic. In chapter two, I analyze specific university-based community outreach programs in order to deconstruct and situate the rhetoric and practices of these programs in a broader socio-economic context. I draw out theories of cultural hegemony from Marx and Gramsci to identify and characterize American liberal capitalism as a system which depends upon perceived freedom and equity while requiring inequity and exploitation. I situate higher education within that system as a cultural institution that provides necessary means for capitalism (in the forms of technology, knowledge, and trained labor) as well as creates ideological apparatuses to contain possible resistance to the dominant system. I deconstruct and re-theorize the ways in which voluntarism and community service enable contemporary capitalism to remain hegemonic, and I look specifically at such activities generated from and institutionalized in higher education to critique the implications of this relationship. In the third chapter, I argue that although the tendencies of dominant institutions are to contain "radical" or transformational practices, no system is an utterly closed system. Consequently, the critical enactment of community-based activities in higher education may provide an opening for counter-hegemonic responses, but only through a carefully articulated theory of critical pedagogy. Drawing on Paulo Freire, Paula Allman, and others, I lay out the principles of critical pedagogy. I also outline what I understand to be necessary limitations on institutional work and institutionalized critical pedagogies based on the analyses of the previous chapters. Based on that critical pedagogy, in the final chapter I outline a practical method of enacting critical community-based work by looking at the issue of accountabilities, outcomes, and measurements in order to identify practices that may serve to create conditions for counter-hegemonic, transformative activities to occur. I conclude the dissertation with some reflection on activities in the university other than community-based learning programs where critical pedagogy has a significant role to play.

Study Aim: Despite ‘Assertive Outreach’ being a widely researched model of mental health delivery, previous research has mainly focused on how features of the service model encourage service users to engage with the service. Little is known about how the staff working in such services promote service user engagement, especially with service users who are particularly difficult to engage. This qualitative study explores how assertive outreach staff engage and maintain engagement with their service users. Design, Setting and Participants: Eight care co-ordinators were recruited from three assertive outreach teams in South East Wales. Participants were interviewed about how they engage and maintain engagement with service users. Transcribed interviews were analysed using Grounded Theory. Four of the participants also attended a subsequent focus group and discussed the preliminary analysis of the interview data. Findings: Three themes appeared to conceptualise the engagement process, ‘Building the therapeutic relationship’, ‘Maintaining the therapeutic relationship’, and ‘Service factors enabling engagement’. The first two conceptualise the personal factors (i.e. approaches, strategies and personal attributes) that staff use on a daily basis to engage and maintain engagement with service users. The final theme, ‘Service factors enabling engagement work’, focuses on the service related factors staff identify as being important in enabling them to engage with the people who use their service. Conclusion: Results from the current study provide a number of useful insights into the specific approaches, techniques and strategies used by assertive outreach staff to engage and maintain engagement with ‘hard to engage’ service users. The study also identified service elements and personal staff qualities that appear to facilitate the effective engaging of clients. Clinical implications are discussed and suggestions made regarding clinical practice and future research.

Assertive outreach teams intended to engage clients with complex severe and enduring mental illnesses with services, are now common across the United Kingdom. Chapter one explores what is meant by the term 'engagement' and attempts to define the construct as it is used within assertive outreach. This chapter also gives consideration to the validity with which engagements currently measured. Chapter two, the main empirical paper, examines the psychometric properties of the current observer-rated measures of engagement used by assertive outreach teams. The results indicated that whilst the measures were all found to be reliable, there were a number of differences between the measures in terms of their construct validity. Little is known about client experiences of services in relation to engagement, with a number of methodological limitations identified with the few qualitative studies that have been conducted. Chapter three reports on the findings of a focus group study with clients under the care of an assertive outreach team. Whilst generally more satisfied with the assertive outreach approach, the participants identified a number of tensions regarding service delivery, which if addressed, may enable teams to further facilitate client engagement. The model of assertive outreach calls for clinical psychologists to work in increasingly non-traditional ways, with a strong emphasis on forming flexible and open relationships with clients. Items in the current engagement measures concerning the relationship between client and clinician have been shown to be related to outcome. Furthermore, the findings of qualitative studies report that clients find the relationship they have with individual team members pivotal for their engagement with services. Chapter four, therefore, reflects on the required changes to traditional professional boundaries for clinical psychologists working within assertive outreach teams and the impact of these changes on their working relationships with both clients and colleagues.

In Volume I two papers are presented which focus on the practice of Assertive Outreach Teams (AOT) in the United Kingdom. In chapter 1 of this volume a review of the literature on Assertive Outreach Teams in the UK is presented. This review focuses on studies from the UK as it is argued that generalizations cannot be made from USA based studies. This is followed in Chapter 2 by an empirical study on the relationship between the factors of shame, stigma, engagement and ethnicity in AOTs in Birmingham. This study investigated whether black clients and white clients differed with respect to how engaged they were with services, and what role the factors of shame and stigma play in his. In Volume II five clinical practice reports (CPR) are presented. In CPR 1 the case of a client from secondary care is formulated from two theoretical perspectives. The perspectives are compared and contrasted and references are made to clinical implications. CPR 2 outlines a qualitative service evaluation into the use of interpreting services by those carrying out psychological therapies. The outcomes of this evaluation are linked to policy and legislation and the report makes recommendations with regard to future practice. In CPR 3 a single case experimental study is presented. The case presented is that of a 7 year old with Aspergers syndrome. A Cogntive Behavioral Intervention was utilised and its effectiveness is examined. CPR 4 outlines a case study of a man with learning disabilities who engages in cigarette pica. The behavioral intervention used in this case is outlined and assessed. Finally in CPR 5 a précis of a Cognitive Analytic Therapy (CAT) intervention is presented. A case study approach is taken and reflections are made on all aspects of the work carried out (assessment, formulation, intervention and outcome).

East Tennessee State University has a diverse student population of approximately 12,500 students. Recent statistics have indicated that the student body is bypassing the physical library building, including reference services, and connecting to online sources from off campus. With only six public service librarians whose duties include interlibrary loan, instruction, and other key library functions, librarians are limited in their ability to provide outreach to those students who might never enter the library. In this article, the authors describe the decision process in developing outreach librarian positions for the graduate programs librarian and the undergraduate student services librarian and discuss the specific services that these librarians provide to students.

The focus of this MA TESOL project was to develop promotional products for BYU's Community Outreach English (CORE) program. The purpose of these products is to create greater community awareness of the program and the resources it provides to learners. It is also hoped that the promotional products will aid in the process of recruiting students for the program from one year to the next. While the essential elements of the marketing mix (product, place, promotion, and price) were reviewed, an emphasis for this project was placed on promotion, which translated into developing materials for this purpose. Promotional materials that were created included a video of student testimonials, a new program name and logo, program flyers, and a Facebook page. The promotional video was viewed and evaluated by a group of past and future CORE instructors. From the teachers' feedback, the video was shortened, the text script was altered to make it more readable, and some video segments were edited and rearranged. After editing the video, a group of 36 CORE students were shown the video and data was collected with a follow- up survey. Feedback showed that 100% of the students felt the video provided an accurate description of the student experience in the CORE classes. Demographic information also obtained from the survey indicated that the CORE students generally do have access to the internet outside of class, that the majority have newly arrive in the U.S. within the past three years, and that the majority do not work. Further elaboration on the data is provided in the discussion of the findings.

Public participation is not a form of civic responsibility that it once was. With not only fewer people taking part in the public participation process, there is a trend towards an older (45 years and older) group of residents that come to such meetings or workshops. Plans, such as Specific Plans or General Plans often take years to implement and require all generations to give feedback on what is needed for the future. Additionally, within the last decade, there has been a rise in social media websites such as Facebook and Twitter. These websites emerged as informal virtual places for friends to connect, but have slowly evolved into a tool for businesses, and more importantly, government to connect with constituents. This study explores the relationship between the decline of public participation with findings to support the reasons residents do not take part in the process, and the rise of social media as a tool for engagement with findings to support how cities nationwide use Facebook. Social media provides a two-way form of communication between the community and the local government which aides in promoting genuine participation. Additionally, social media allows for efficient outreach and noticing of meetings or public workshops. As opposed to newspaper or website noticing, websites such as Facebook allow for local governments to target a specific audience by location, age, or interests. Findings indicate that although many cities developed a Facebook Page to engage the “younger generation”, all ages became fans of the City operated Facebook Page. In addition, the findings show that the true potential of Facebook as a participatory tool have not been discovered. cities are developing their own ways of using it as a tool as there is no formal best practices manual for City planning departments. The findings of this study have provided the necessary information to develop a best practices manual for planning practitioners to utilize. The manual provides information on developing a Facebook Page as well as the implications of the technology.

Aim: To test the feasibility of undergraduate dental outreach clinics as an environment in which to support the conduction of clinical research studies. Methods: In order to test the ability to carry out clinical research in dental outreach clinics, a simple trial was set up to be conducted in outreach clinics. The Dental Outreach Oral Hygiene Study (DOOHS) was a prospective randomised controlled cluster trial investigating the effectiveness of oral hygiene instruction. This trial was based on a previously used clinical study but was conducted in dental outreach clinics. It involved the six dental outreach clinics attended by University of Dundee dental students at the time and two year groups of final year dental students. For the purposes of the study, dental students were trained as clinical researchers. Students underwent Good Clinical Practice and study protocol training. The intervention students were additionally trained to deliver the intervention oral hygiene instruction which was enhanced with a psychological framework of Tell-Show-Do-Plan. All dental students under the supervision of outreach clinicians were considered collaborators in the clinical research. The post study views of supervisors, patients and final year dental students involved with DOOHS were collected by questionnaire and focus groups. These together with the results of the study were used to assess the feasibility of the environment for clinical research. DOOHS Results:Two year groups of final year dental students underwent training and subsequently collaborated with the clinical research study ‘DOOHS’. All dental outreach clinics associated with the University of Dundee at that time were involved. DOOHS recruited 165 participants across 6 outreach clinics. Sixty-four percent of participants return for clinical (plaque and bleeding) measures at three months and 75% of questionnaire returns at three months. At six months this dropped to 55% of the original number of participants returning for clinical measures and 63% of questionnaire returns. Both the intervention and control groups saw a reduction in plaque scores at three months. This was statistically significant for the intervention group (Related samples Friedman’s Two-Way Analysis of Variance by Ranks, Significance 0.002). Overall Results:The clinical study approvals were granted without problem. NHS R&D approval took a long time and this held up the start date of DOOHS.By their final year, dental students are not particularly interested in carrying out clinical research studies investigating something as simple as oral hygiene instruction. Clinical research needs to be ‘sold’ well to dental students and properly integrated into the undergraduate curriculum if students are to consider it part of ‘normal’ dentistry. Training dental students for collaboration in clinical research studies needs to be carried out by clinicians who are used to teaching students, not researchers if the students are to maintain interest in the topic. Dental outreach clinics require additional support for clinical research studies, especially the paperwork which was considered arduous. Dental nurses prove to be essential to organisation of the students during the research period and to the tracking of participants during the study and therefore to the clinical research process. Conclusions: It is feasible to conduct clinical research studies in undergraduate dental outreach clinics however close attention needs to be paid to the timing within the curriculum, the design of the study and training of dental students. Clinics require additional administrative support. Dental nurses are essential to clinical research in dental outreach.

Despite the continued demonstration of the importance of science outreach programs to inspire student interest and motivation in science, my experience is that the science outreach programs are currently underutilized in schools. This is besides the fact that many stakeholders including students, teachers, parents, scientists, the community and society can potentially benefit from science outreach programs. With most studies focusing on assessing the impact of outreach on students, there remains a gap in research on the processes that are undertaken by teachers and outreach providers to create these opportunities. This mixed-methods study used scientist-in-residence outreach model, as reference because of its prominence in promoting science outreach in attempt to address this gap by investigating teachers’ science outreach practices in schools to better understand the decisions they make about the place or status of science outreach programs, in their teaching. The study objectives were to (1) investigate the science outreach practices of science teachers, focusing on how outreach is integrated into curricular and instructional practices; (2) explore how teachers and outreach providers implement various science outreach models, including any potential challenges to this; (3) propose a model that better utilizes the efforts of both these stakeholders, teachers and outreach providers, with the aim of improved communication, that both teachers and outreach providers can use to inspire student interest and motivation in science. This study took a mixed methods approach, using a quantitative survey-questionnaire and qualitative interviews to elicit information on the practices of both elementary and secondary teachers regarding various forms of science outreach. Interviews occur with teachers, scientists, and other members of non-profit organizations coordinating various science outreach programs. Organizations that use the scientists-in-residence outreach model were of particular interest. Analysis of the data corpus revealed engagement, access, costs and comfort with science as the challenges for implementing outreach programs. Moreover, attitude, delivery and use of a facilitator were determined as ways to overcome these challenges. Based on these insights an emergent model is proposed to assist both teachers and outreach providers in inspiring student interest and motivation in science through outreach programs.

This study evaluated the Aga Khan University Urban Primary Health Care Program's effectiveness, six years after implementation in lower-middle class Karachi. The study supplemented surveillance data which showed two-fold improvements in health indicators.
One Program and one Comparison area were successfully matched post hoc on ethnicity and socioeconomic status. Study participants included women in both areas who had been pregnant in the last 5 years and resident for over 1 year.
The Program achieved 88% community coverage: 85% with outreach visits and 65% with clinic-based services. Factors which potentially confounded the surveillance estimates included secular improvements in water, sanitation, and socioeconomic status, along with the utilization of other health-care providers and health education resources. The Program's unique services were community health worker outreach (home visits and educational meetings) and growth monitoring.
The Program was found to be effective in improving most knowledge scores, some healthy behaviours, and no impacts. Positive results included: increased immunization and family planning knowledge scores by 5-10%, higher maternal-child immunization rates by 10-20%, and greater colostrum feeding practice by 10%. Negative results included: no additional diarrhea knowledge; no change in healthy behaviours towards diarrhea treatment, breast feeding, family planning or maternity care; and no health impact on fertility or childhood nutritional status. Home energy upgrades can reduce residential energy consumption and improve indoor conditions, thereby realizing environmental, economic, health and other social benefits. Utilities, government and other actors have established numerous home upgrade programs, providing incentives, financing, marketing, and other support for the upgrade market. Unfortunately, upgrades have proven a "tough sell", with only a small fraction of eligible households engaging in these programs. To increase participation, many programs are experimenting with using formal and informal social networks as channels through which to promote upgrades, a process this thesis terms 'community based outreach' (CBO). Some analysts theorize that CBO can increase trust in programs, create social norms around undertaking upgrades, and improve the quality of information recruits receive; CBO may thereby persuade more households to participate in upgrades than could otherwise be achieved. However, questions remain regarding whether CBO can be delivered cost-effectively, and the extent to which it can increase total demand for upgrades. This thesis explores the use of CBO by six upgrade programs operating in five regions in the USA. Through interviews, it seeks program managers' and outreach personnel's qualitative impressions of the efficacy of different CBO methods, and the factors that contribute to this efficacy. It seeks answers to two questions: What specific CBO strategies have proven effective at increasing participation in programs? And what institutional arrangements dictating who organizes and delivers CBO can be sustained and scaled up, especially as Federal government subsidy wanes in the coming years? This research suggests that meeting-based formats provide a promising means of augmenting traditional marketing, capable of providing households a rich introduction to the concept of upgrade services and of leveraging social norms. It further finds that multiple network types are appropriate to promoting upgrades, and that marketers should seek to engage with a wide range of strong networks to deliver CBO. Coordinating closely with community organizations improves the delivery of program marketing, but marketers must be careful to use community groups' resources judiciously, to avoid 'burn out'. It concludes that CBO is not a panacea to the challenge of rapidly scaling upgrade programs. However, with community engagement and savvy administration, it can contribute to the cost-efficacy, sustenance and growth of upgrade programs.

Using an econometric approach on panel data collected from 53 microfinance institutions (MFIs) in Uganda over a period of six years (annual), this study has identified the determinants of sustainability and outreach of MFIs. In addition, the study has also used survey data from 31 non-Bank of Uganda (BOU) regulated MFIs or Tier 4 MFIs, four BOU-regulated non-bank MFIs, 12 commercial banks and the BOU itself to assess the effects of financial regulation of MFIs on their sustainability and outreach. The results indicate that sustainability is positively and significantly driven by real effective lending rates and age of an MFI, and negatively by the ratio of gross outstanding loan portfolio to total assets, the ratio of average loan size to the national per capita income, the unit cost of loans disbursed, and a group-based delivery mechanism compared to an individual-based delivery mechanism. Outreach is positively and significantly driven by an MFI being a savings and credit co-operative (SACCO) compared to being a private company, effectiveness of governance, the age of an MFI, the ratio of gross outstanding loan portfolio to total assets, and the ratio of salary/wage paid to staff to the national per capita income, and negatively by the ratio of average loan size to the national per capita income and the unit cost of loans disbursed. In the short run, financial regulation negatively influences the outreach of MFIs, but positively affects their sustainability. In the long term, financial regulation positively influences both the sustainability and the outreach of MFIs. The results suggest a number of policy options. First, the MFIs should focus on the real effective lending rate, given its significance in their sustainability. Second, for a real effective lending rate to be relatively low, the rate of inflation should be low. This calls for prudent monetary policy management by the government. Thirdly, the cost of doing business should be kept low. This calls for prudence in business management by the MFIs and creating a cost-effective business environment by the government. While the results are tentative, in order to expand outreach more SACCOs should be established and the MFIs should commit more funds to lending purposes compared to other investments. Finally, before enacting financial legislation, it is important that its benefits and costs are adequately assessed to ensure that the benefits outweigh the costs both in the short and long term.

Not since the Cold War and the launch of Sputnik has there been such a focus on producing college graduates in fields related to science, technology, engineering, and mathematics (STEM). As manually driven careers disappear, new diverse careers are created and they have one thing in common, STEM. As students move into these challenging curriculums they will need to have faith in their abilities to achieve their goals. This self-efficacy is vital component for their collegiate and career success. This mixed methods study examines the unique pre-college STEM outreach phenomenon called Mind Trekkers. Mind Trekkers uses the `WOW? of experiential learning in the areas of STEM to motivate K-12 students to engage in STEM related fields. The focus of the study is on the first-year college freshmen that join this program, becoming STEM serviceteers, and how being part of this STEM phenomenon impacts their self-efficacy. The findings can be summed up in a quote I get to help people understanding in a different way than I would if I was just doing volunteering like I did in high school. It?s cool. I just love it and it gives me the confidence that what I am doing is the right thing here at (the university). (Jean) The results of the study indicate that the Mind Trekkers program acted as a catalyst to increase the self-efficacy of the students that participated in it, through personal social and academic impact.

Background Cataracts are the main cause of blindness worldwide. Cataract blindness is reversible with surgery, a procedure which is well recognized for its clinical and cost effectiveness. Several approaches are used to reduce the cataract burden. They include a “reach out” approach, a “reach in” approach and a combination of the two. The Aravind Eye Care System in India, performing over 250 0000 cataract surgeries annually, exclusively utilizes the “reach in” approach. In neighbouring Nepal, with its large rural population residing in mountainous areas, outreach services still play an essential role in addressing cataract blindness. In South Africa, there are several non-governmental cataract surgery services utilizing the “reach out” approach. Objectives The primary objective of this study is to investigate the visual outcomes of a nongovernmental organization providing outreach cataract surgery services (referred to as the “Outreach Service” from now on) in South Africa. This was done by directly comparing them to the visual outcomes obtained at a permanent hospital-based cataract surgery service. The secondary objective is to compare the visual outcomes in both these settings to the recommended day one postoperative visual acuities as set out by the WHO. Methods A retrospective comparison was made of the day one postoperative visual acuities of patients who underwent cataract surgery during outreaches conducted by the Outreach Service and the day one postoperative visual acuity of patients who were operated on at Groote Schuur Hospital. The study period was from July 2014 to December 2014. Results A total of 1067 cases from the Outreach Service and 584 cases from Groote Schuur Hospital were included in the study. The patients who underwent surgery at Groote Schuur Hospital had significantly better day one visual acuities (Pearson chi square test, p< 0.0001). The day one visual acuity in cases performed during outreaches also did not fulfil the minimum day one visual acuity as set out by the World Health Organization (WHO). Conclusion Despite its limitations, our study does raise concerns about the quality of cataract surgery performed on these outreaches. Our recommendation is that non-governmental outreach cataract surgery services should audit their four to six-week visual outcomes. Should they still not meet the WHO’s criteria, the necessary steps should be taken to identify and rectify the reasons for these poor outcomes. Ultimately, South Africa should strive towards establishing more permanent eye care centres.

The thesis empirically examined the implications of microfinance scaling up or sustainability on outreach in Nigeria. Basically, two methodologies were used namely, panel data econometric and survey methods. The panel dataset of 752 microfinance banks in Nigeria was used during the period 2011-2014, while the survey was conducted on some selected microfinance banks in Federal Capital Territory, Abuja in 2014. The findings from the thesis showed that, at the national level, yield, labour cost, orientation, efficiency, gender and size of loans are the major drivers of microfinance banks‟ sustainability in Nigeria. While at the state level, microfinance banks sustainability is driven by orientation and loan size. Findings also showed that sustainable MFBs tend to be more focused on the poor clients. The thesis showed that lending to female clients improves repayment rate of MFBs in Nigeria. Corroborating the regression result, the survey findings also suggest that lending to women had improved and enhanced repayment rate. In view of these findings, the thesis recommends that sustainability and outreach are not necessarily incompatible. However in pursuing sustainability greater attention should be on female clients, as greater lending to women would improve the repayment rate of MFBs and further engendered the industry sustainability.

Introduction: H1N1 flu (swine flu) first emerged in mid-April 2009, and the Centers for Disease Control and Prevention (CDC) was a lead U.S. federal agency responding to the disease, the first pandemic in more than 40 years. Aim: The purpose of this program evaluation is to assess CDC’s Web-based outreach for the first part of the H1N1 flu pandemic (April to July 2009). Evaluation focuses on the seven CDC Web sites used for H1N1 flu outreach: H1N1 Flu (English and Spanish), CDC.gov, CDC en Español, CDC Partners, CDC Seasonal Flu, and MMWR. Methods: The evaluation assessed Web use and users through data collected by the American Consumer Satisfaction Index (ACSI) and specific Web statistics gathered through Omniture SiteCatalyst. Discussion: People have been using the internet to collect health information since the early days of popular usage. During the early H1N1 flu emergency, CDC used seven different Web sites to reach out to its users, who are primarily public health professionals, healthcare providers and consumers. Most users cite one of four reasons for visiting CDC’s Web sites: health information for my work, health information for myself, health information for patient or client, and health information for someone else. Between April and July, a clear majority of users visited the Web site for H1N1 flu information (from a high of 58% in May to a low of 35% in July). CDC.gov has received ACSI satisfaction scores of 80 (considered a top performer) or higher since the first quarter of 2007; the overall site satisfaction score of 82 during the first quarter of 2009 was bested by the H1N1-specific satisfaction score of 84 from mid-April to the end of June. Traffic to the site increased enormously during the early H1N1 flu emergency, from approximately 45 million page views per month in February and March 2009 to more than 98.2 million page views in April 2009. Recommendations: Those working on CDC.gov H1N1 flu-related content should continue trying to anticipate and meet user needs by expanding Web content, partnering with external organizations to share key information through syndication and information placement, and enhancing translation capabilities.

Human spaceflight programs are facing new challenges rising from the evolution of the exploration agenda, as well as the changing international panel of actors. Planetary exploration missions will require intensive extravehicular activities (EVA). Simultaneously, the design of such missions will increasingly rely on cooperation between several types of actors: international and public/private. Adapting this paradigm shift requires astronauts, both symbols and key elements of human space exploration, to be fully equipped to explore and share their experiences. Consequently, astronaut mobility during the exploration mission, characterized by spacesuit kinematics, as well as astronaut mobility for space public outreach, characterized by the ability to inspire multiple types of people, are critical for the future of human spaceflight. This thesis focuses on these two elements of astronaut mobility: spacesuit motion and public inspiration for human spaceflight. All of the spacesuits currently in use are gas-pressurized and enable a wide range of astronaut performance. However, the pressurization causes an inherent stiffness, leading to astronauts' fatigue, unnecessary energy expenditure and limited mobility in the spacesuit. Better understanding of spacesuit kinematics is crucial to enable future human space exploration during extreme mobility tasks such as climbing, loping and excavating. Different methods are currently used to assess spacesuit mobility, but they are restricted to laboratory settings and do not measure the interactions between the suit and the person inside the suit. The first objective of this research is to develop a novel method to assess spacesuit kinematics and visualize human-spacesuit interactions. Upper body mobility of different suits was assessed by placing inertial measurement units (IMUs) on the person's body and on the outside of the spacesuit. IMUs incorporate accelerometers and gyroscopes to estimate relative rotation. They are mobile and low power, offering an economical and efficient kinematic tracking capability. A comparison of joint angle amplitude between different pressurization conditions and different motions was performed, and a 3D kinematic visualization tool was developed. While space-based technologies for Earth applications are flourishing, space exploration activities suffer from a lack of public awareness as well as decreasing budgets. Recent robotic exploration missions have positively influenced public perception by utilizing video and social media communication. How can these new communication technologies be used to better serve human spaceflight? How can space agencies and astronauts inspire tax-paying citizens, and thus politicians, to commit to an ambitious, global human spaceflight program based on international collaboration? The second part of the research analyzes how astronauts' use of interactive platforms can increase international public interest in human space exploration. An analysis of the Twitter network related to human spaceflight was performed, measuring how influence and relationships are linked, to better capture the best practices.

The Women's Technology Program (WTP) is a new residential summer school for high school students to live at MIT and study electrical engineering and computer science (EECS). In this thesis I present background research evaluating the state of the current gender imbalance in EECS as well as research describing other initiatives for improvement. I then describe the design and implementation of WTP at a level that it could be replicated by other universities. Finally, I analyze the results of WTP's first year and present suggestions for future development.
