Les systèmes de transport public urbain influencent l'infrastructure des agglomérations et la vie de leurs habitants tout en stimulant directement l'économie. Les systèmes de transport public urbain intelligents contribuent à améliorer la qualité de vie et l'environnement dans les villes. Le développement rapide des solutions de transport urbain a conduit de très nombreux opérateurs à se porter sur ce marché empêchant ainsi une logique globale de l’offre. Ces optimisations discrètes, privées de toutes concertations entre opérateurs de transport intervenant sur un même périmètre, interdit l’identification d’un optimum global. En conséquence, le fonctionnement inefficace des systèmes de transport public urbain ne réduit pas nécessairement la charge environnementale, et les opérateurs de transport urbain peuvent ne pas être en mesure de la gérer de manière durable. Pour répondre à ces défis, cette thèse propose une méthodologie associée à des modèles mathématiques qui sont développés à travers des approches d’optimisation pour une gestion systémique des réseaux de transport public multimodal, et ce afin d’assurer le meilleur taux de service aux usagers tout en minimisant les coûts et les externalités sociétales afin de satisfaire au principe de durabilité, fréquemment exprimé dans les plans de développement urbains
Urban public transport systems influence the infrastructure of urban areas and the lives of their inhabitants while directly stimulating the economy. Intelligent urban public transport systems help to improve the quality of life and the environment in cities. The rapid development of urban transport solutions has led to a large number of operators entering the market, thus preventing a global optimum. These discrete optimisations, without any articulation between transport operators, avoid the identification of a global optimum. As a result, the inefficient operation of urban public transport systems does not necessarily reduce the environmental cost. To address these challenges, this thesis proposes a methodology associated with mathematical models developing optimisation approaches for multimodal public transport networks, for achieving the best service policy while minimising operation costs in order to satisfy the principle of sustainability, frequently expressed in urban development goals

The safety record of most petrochemical industries in the world and Nigeria in particle, has not been able to come down to the maximum allowable range of 0 - 0.1 percent of tolerance on recordable injuries, due to increasing failure rates of equipment within the plant. Investigations on the maintenance audit carried out on the Nigerian Gas Company (NGC) revealed that 85 percent of such failures are directly linked to improper adaptability of an effective maintenance management strategy and plan within the petrochemical industries in Nigeria. Equally, the growth and continuous operation of any plant depends to a large extent on the maintenance of the equipment that refines the Crude Oil and natural Gas. As such, various maintenance management systems have been used over the years for the actualisation of the above purpose but with minimal success. This is evident in the fact that the level of maintenance performance of most Nigerian Petroleum Companies is always on the corrective maintenance model, which indirectly implies that the plant normally breaks down before maintenance management is applied. A critical look at the deficiency of improper adaptability of these maintenance management plans have conspicuously manifested in five major categories of maintenance failures which includes the following; * Failure of safety critical equipment due to lack of maintenance * Human error during maintenance * Static or spark discharge during maintenance in an intrinsically unsafe zone * Incompetence of maintenance staff, and * Poor communication between maintenance and production staff. These gaps as identified in this research must be corrected in the Nigerian Gas Industry if meaningful progress is to be made. Gas – To – Liquid technology is a very complex technology and with natural gas as the basic raw material, the technology not only looks intimidating but also is full of potential hazards. People are naturally afraid of the complex nature of gas in a confined environment (because of its highly combustible nature), its gaseous state makes it more complex for it to be kept under control and at the same time be moved from one form to another at different temperatures and pressures. The maintenance audit carried out on the Nigerian Gas Company (NGC) revealed some major loopholes in the maintenance management strategies adopted in the country. The audit reveals that the degree of adherence to conditions attached towards the maintenance management strategy of this equipment (in this case Gas field equipment) was too poor. Based on the above, this research is meant to improve the existing maintenance management strategy, by developing a Maintenance Management Strategy (MMS) that will be suitable for gas field equipment in the Escravos Gas–To– Liquid (EGTL) plant, planned to be commissioned in Nigeria early 2011. The need to research the above mentioned Maintenance Strategy became imperative due to the fact that the rate at which most of the petrochemical plants in the world are being gutted by fire, mainly due to poor maintenance management systems is alarming. This research work proffered solutions that will reduce or completely eliminate the highlighted problems above. This was based on investigations and analysis carried out in the chosen research area. Models were developed for the actualization of this Improved Maintenance Management Strategy (IMMS), so that the desired safe operability of the gas field equipment in the Escravos Gas–To– Liquid (EGTL) plant will be achieved without maintenance failure of any kind.

Outsourcing maintenance to third-party contractors has become an increasingly popular option for manufacturers to achieve tactical and/or strategic objectives. Though simple in concept, maintenance outsourcing is difficult in execution, especially in a cost-sensitive environment. This project examines the Full Service business under ABB Ltd to understand the key factors that drive the success of an outsourced maintenance operation. We present a qualitative causal loop diagram developed based on the case study of Kinleith Pulp and Paper Mill in New Zealand. The diagram describes the interconnections among various technical, economic, relationship, and humanistic factors and shows how cost-cutting initiatives can frequently undermine labor relationship and tip the plant into the vicious cycle of reactive, expensive work practices. The model also explains how Kinleith achieved a remarkable turnaround under ABB, yielding high performance and significant improvements in labor relations. A case study of Tasman Pulp and Paper Mill provides a contrasting case where success has been more difficult. Results point to the importance of creating sufficient resources ("slack") to implement improvement activities and pace implementation based on pre-existing dynamics on site.

Abstract (sommario):
Purpose The purpose is to identify responsibility of owners and operators for maintenance of assets, fixtures and fittings, to identify maintenance management strategies adopted for the efficient operation of hotels and to find out difficulties faced by operators in implementing these strategies. Methodology Four interviews provided supplementary data for the main data collection phase involving administration of 64 questionnaires to hotel operators and maintenance managers. Findings The hotel owner and operator have individual and joint responsibility for asset maintenance. Outsourcing is a maintenance strategy used to minimise operating costs, an important factor that guides this decision is time constraint required to deliver work. In house maintenance it is also influenced by the strategic value of the service and the availability of the resource in the market. In maintenance practice an important challenge is maintaining energy efficiency because of the increasing electronic equipment and high volume of lights.

There are ambitious plans for renewable energy sources to provide a significant contribution to the future energy mix. The huge potential capacity and relative maturity compared to other offshore technologies has resulted in a strong commercial focus on offshore wind, particularly in Europe. However, costs of offshore wind remain significantly higher than conventional generation approaches as well as onshore wind. Reducing the cost associated with operations and maintenance of offshore wind remains a key challenge in decreasing lifetime cost of energy and achieving cost parity with alternative generation technologies. The combination of nascent turbine and infrastructure design, moving into more challenging sea state and wind environments and the highly commercial nature of the industry has prevented the maintenance costs of offshore wind being adequately reduced through early operating experience alone. In order to accelerate the reduction of costs and critically to understand the uncertainty associated with future sites and novel operating strategies, it is necessary to simulate maintenance operations. This thesis has developed an offshore wind operations and maintenance expenditure model and specified a decision support methodology for this purpose. The models enable the quantification of the influence of cost drivers for current and future offshore wind farms and provide an improved understanding of the uncertainty associated with operating decisions. Using the developed models, a detailed sensitivity analysis of the influence on lifetime costs from operational climate, failure behaviour, wind farm configuration and external cost drivers has been carried out to provide new insights on the industry. Operational climate and failure behaviour are identified as the critical cost drivers and sources of uncertainty currently. In addition, a detailed analysis of operational strategies for major repairs that involve the use of high cost, specialist vessels has been carried out for the first time, identifying the strengths and weaknesses of different strategies. Finally, a case study demonstrating how decision support models can be used to determine the optimal strategy choices for operators and reduce uncertainty has been performed. The analysis in this thesis provides new insights on the industry and the developed methodologies have the potential to deliver significant financial savings in the future.

Syftet med denna uppsats är att undersöka en komponents    optimala utbyts" tid med hänsyn till kostnad och risk,    och föreslå schemalagda underhåll, med hjälp av statistiska metoder.    Genom att använda statistiska verktyg och historiska data, kan    en komponents samt systemets brister predikteras. När    forskaren vet hur ett system beter sig, kan dess fördelar    exploateras och tas till vara på. Schemaläggning av    förebyggande service, kostnads prognoser samt    uppskattning av förlängda garantier är möjliga fördelar som    kan nyttjas av denna rapport. Detta medför en högre    tillgänglighet och förbättrat rykte hos kund.    Tillförlitligthet teori är en viktigt del av    Total Quality Management, TQM, som säkerhetsställer kvalité.    I denna uppsats jämförs, förklaras och verifieras 2 kända ARP,    och strategin att ersätta endast då komponenten går sönder i en fallstudie.    Denna uppsats indikerar att en ARP med ändlig horisont ger mer optimalta resultat än    en ARP med oändlig horisont eller då ingen utbytespolicy används.    Barlow \& Proschan visade detta redan 1962.    I denna uppsats påvisas att ARP-teorier kan minska omkostnader och stilleståndstid    samt öka tillgängligheten.


The purpose of this thesis is to examine when a part's optimal   replacement time occurs in terms of risk and cost, and provide maintenance plans   accordingly using statistical methods.   With the use of statistical tools and historical data,   the failures of components as well as the system can be predicted.   Once the researcher knows how the system behaves, he/she can reveal the gains that   can be made. Scheduling of preventive maintenance, improved warranty cost   forecasts and estimation of lengthened warranty costs are   plausible benefits from this report. This will further result   in higher availability and improved reputation among clients.   Reliability theory is an important part of Total Quality Management (TQM),   ensuring good quality.   This thesis will compare the differences between two known age replacement policies (ARP),   and with the strategy of replacing only on failures in a real case-study.   This thesis indicates that an ARP with finite horizon yields   a more optimal solution than an ARP with infinite horizon as well as using no replacement policy at all.   Barlow & Proschan established this as far back as 1962.   With the aid of ARP theories it has been shown in this thesis that lowering costs is possible   and in the progress lower downtime which increases availability.

Abstract (sommario):
In many technical systems it is an essential factor to have functional equipment when needed. To prevent unexpected breakdowns preventive maintenance of the equipment is done regularly and maintenance planning is necessary to achieve an efficiently running system at an optimal cost. In this study, mixed integer linear programming (MILP) is used to optimize preventive maintenance planning and operation for a generic fleet of equipment. The maintenance requirements are mixed conditions of calendar based and operation based constraints. Also, maintenance of hierarchy types are handled. The objective is to minimize the number of maintenance events. Even operation and spread in planned maintenance are desired. The results show that it is possible to optimize preventive maintenance and operation scheduling with MILP. There are some limitations in size depending of included constraints and parameter values. Limitations in size can be handled with step-wise calculations, manual manipulations of the results, or if satisfying end conditions can be achieved, splitting of the planning period.
I många tekniska system är en viktig faktor att ha tillgänglig utrustning vid behov. För att undvika oväntade driftavbrott görs regelbundet förebyggande underhåll av utrustningen och underhållsplanering är nödvändigt för att upprätthålla ett effektivt fungerade system till optimal kostnad. I den här studien används linjär blandad heltalsprogrammering (MILP) för att optimera förebyggande underhålls- och driftplanering för en generell flotta av utrustning. Underhållskraven består av mixade kalender- och driftbaserade villkor. Underhåll av hierarkisk typ är också hanterat. Målet är att minimera antalet underhållstillfällen. Jämn drift och spridning i planerade underhåll är också önskat. Resultaten visar att det är möjligt att optimera förebyggande underhålls- och driftscheman med MILP. Det finns vissa begränsningar i storlek, beroende på vilka bivillkor som är inkluderade och parametervärden. Storleksbegränsningar kan hanteras med stegvisa beräkningar, manuell manipulering av resultaten, eller om tillräckliga slutvillkor kan erhållas, uppdelning av planeringsperioden.

The Swedish National Rail Administration, Banverket, has the overarching sector responsibility for Swedish railways, including a responsibility for implementing and managing the government decision for an ecologically sustainable development. In support of achieving ecologically sustainable development and fulfilment of the national environmental objectives and environmental legislation, Banverket initiated the implementation of an Environmental Management System (EMS) in 1998. The overall aim of this thesis is to examine the EMS applied at Banverket with regard to the identification and monitoring of environmental aspects at the administrative Railway Regions of Banverket. The analysis is based on a qualitative approach comprising questionnaires, interviews, document analysis and participating observations.

Areas for potential improvements are identified. A more stringent use of the EMS is needed in the organisation. Furthermore, a link between activity, aspect and impact when identifying environmental aspects would improve the procedure. Like in other public organisations, the monitoring of environmental aspects at Banverket is insufficient. Introducing indicators and integrating different Government requirements for environmental monitoring into one system, using EMS as a tool would make the system more effective. In the thsesis a framework is proposed for the identification of environmental aspects pertaining to operation and maintenance at Banverket. This framework has an input–output perspective and provides a clear connection between activity, aspect and impact. Furthermore, by establishing the framework on a system used mainly for environmental performance evaluation, a better connection between the identification and monitoring of aspects is created, possibly improving both processes. The framework for the identifica-tion of environmental aspects, as proposed in the thesis, could also be modified and applied in other organisations.

A major conclusion of the study is that the EMS applied at Banverket, in its present form, is not an effective environmental management tool for achieving ecologically sustainable development within the rail sector. Adapted methods for identification and monitoring of environmental aspects for public organisations such as Banverket would facilitate the application of EMS and increase its effectiveness as an environmental tool.

Congestion of roads and sky, increasing energy costs and a demand to reduce emissions, have created a need to shift transportation from road and air to rail. Consequently, rail utilisation is increasing, adding stress to the rail infrastructure and time constraints to maintenance. At the same time, the performance and capacity of rail infrastructure are expected to be preserved or even improved. Railway performance and capacity can be enhanced by: expanding infrastructure; introducing better technology; and improving the efficiency and effectiveness of operation and maintenance. Performance measurement has shown to improve the efficiency and effectiveness of organisations, but the development and integration of performance measurements are essential. A key issue in performance measurement is the process of collecting, storing and converting data into information and knowledge, i.e. data analysis and presentation. Organisations use various systems and methods to collect and analyse data, but the analysis of the collected data to extract relevant information is often a challenge. With improved data analysis and performance measurement, rail transportation can meet the requirements of performance and capacity. Specifically, maintenance planning and optimisation of preventive maintenance can be made more effective, which can decrease interruptions of train operation, reduce costs and ensure safety.In this thesis, a model for monitoring and analysis of operation and maintenance performance of rail infrastructure is developed. The model includes various methods for analysis of operation and maintenance data. The work aims to facilitate improvements and optimisation of decision-making in railways.The thesis consists of two parts. The first part gives an introductory summary of the subject and research, followed by a discussion of the appended papers, an extension of the research and conclusions. The second part consists of five appended papers. The first paper concerns the development of a model for improving performance measurement of rail infrastructure. The second paper is a study of indicators related to rail infrastructure performance. This research presents a framework system dynamics (simulation) model that evaluates the effect of maintenance policies on system performance and life-cycle cost. The model highlights factors such as learning, aging and the technological upgrades that occur during the life-cycle of a system. The metrics used to measure the effectiveness of maintenance policies are the system life-cycle cost and cumulative breakdowns. In this research, a varying maintenance policy has been modeled using system dynamics methodology to determine the future performance of the system that is dependent upon its past performance when breakdowns occur randomly. The main objective of this modeling approach is to balance the cost of preventive maintenance actions with the opportunity losses due to system breakdowns. The approach used in this research primarily involves forecasting future breakdowns using an average of accumulated opportunity losses. This research effort was mainly aimed at developing a (framework) model to determine effective maintenance policy for a system and evaluating the effect on the life-cycle cost for various scenarios. This model could further form the basis of a decision support system for maintenance modeling.

In the railway industry, market liberalization has resulted in increased competition. To remain profitable in this new market environment, rail operators need to transform and acquire new digital capabilities and tools. By digitizing information-intensive processes with an information system, railway companies can reduce loss of operation time and reduce total maintenance costs. At the same time, the limited research exploring information systems in maintenance management has made it challenging for companies wanting to digitize. Significant attention has been devoted to the separate topics, however research overlapping the two areas of study has been inadequate. The thesis aims to contribute with knowledge to bridge this gap in literature by investigating the opportunities a maintenance organization potentially can capture with an information system and the success factors needed to succeed. By conducting the thesis in collaboration with the Swedish railway maintenance company MTR Tech AB the potential uses of an information system have been identified and assessed. Findings indicate that there are three main business opportunities to obtain from an information system: support of the troubleshooting process, better planning of reactive maintenance and enabling the performance of condition-based maintenance. At the same time, the profitability of an information system was found to be directly linked to its degree of utilization. Our findings have therefore allowed us to conclude that the business opportunity to pursue is the one that is most likely to be carried out fully and successfully in the prevailing circumstances. Lastly, the findings conclude that the success factors needed to capture the desired business opportunities are a dedicated project group, clear communication and information sharing, as well as adequate personnel.
Digitalisering har påverkat och transformerat företag över hela världen genom att erbjuda nya värdeproducerande möjligheter. För att bibehålla konkurrenskraft i en föränderlig omvärld måste järnvägsoperatörer transformera sina företag och förvärva nya digitala lösningar och verktyg kopplade till järnvägsteknologier. Genom att digitalisera informationsintensiva processer med hjälp av informationssystem, blir det möjligt för järnvägsföretag att minska förlust av drifttid samt minska den totala underhållskostnaden. Samtidigt har den begränsade forskningen gällande användning av informationssystem i underhållsorganisationer försvårat digitaliseringsförsöken. Litteratur och tidigare studier har behandlat de två ämnena separat, dock har överlappande forskning varit otillräcklig. Denna studie syftar till att bidra med kunskap för att överbrygga gapet i litteraturen genom att undersöka de vinningar en underhållsorganisation kan erhålla med hjälp av ett informationssystem och de framgångsfaktorer som krävs för att uppnå dem. Genom att utföra denna studie i samarbete med det svenska underhållsbolaget MTR Tech AB har de potentiella användningsområdena av ett informationssystem identifierats. De tre huvudsakliga affärsmöjligheterna som kan erhållas från ett informationssystem är: stödjande av felsökningsprocessen, bättre planering av avhjälpande underhåll, samt möjliggörandet av tillståndsbaserat underhåll. Samtidigt har det visat sig att lönsamheten av ett informationssystem är direkt kopplat till dess utnyttjandegrad. Vi har således dragit slutsatsen att den affärsmöjlighet som bör eftersträvas är den som med största sannolikhet kommer att genomföras framgångsrikt under rådande omständigheter. Slutligen visar våra resultat att de framgångsfaktorer som krävs för att uppnå affärsmöjligheterna är en dedikerad projektgrupp, tydlig kommunikation och informationsdelning, samt lämplig personal.

The use of on-call work in industry has now surpassed that of shiftwork and night work. Industries as a whole make use of on-call work daily as a way to maintain 24/7 operations whilst also reducing costs. Despite this, on-call work remains underresearched and no best practice or management guidelines are available. As the first substantial piece of human factors work examining on-call work in the rail industry, this thesis has the overall aim of increasing the understanding of on-call scheduling systems of work, and also to provide recommendations to the planning and management of on-call work in the rail industry which may also be applied in other industries. A semi-structured interview study with 72 rail maintenance on-call workers of Great Britain rail infrastructure owner and operator (Network Rail) explored on-call arrangements in place and the perceived unwanted consequences of this type of work. Anxiety, fatigue, and reduced well-being were perceived as the main consequences of working on-call. The findings also indicate that when discussing on-call there are three separate on-call situations; being on-call, receiving calls, and responding to calls; which influence the study variables differently. From the key themes identified initially an on-call questionnaire for managerial staff was developed and data from across the country generating 479 individual responses. A two-week diary study (one week on-call and the week after) with 26 participants aimed to collect real-time ratings. Results indicated that working on-call was perceived as a leading cause of stress, poor quality of sleep and fatigue. This is due to the inherent unpredictability of on-call work, which is the key differentiating factor between on-call work and other types of working-hours systems. Receiving and responding to calls were perceived as detrimental to general well-being both to workers and their families, fatigue, and performance. The work performed for this thesis allowed the development of the first on-call specific framework that identifies not only the key factors at play but also the relationships between them. It presents a set of principles or theories that other researchers can use to guide future research and that industry professionals can use to deliver more human friendly on-call work management processes and procedures.

Maintenance strategies based on condition monitoring of the different machines and devices in an industrial process can minimize downtime, increase the safety of plant operations and help in the process of decision-taking for control and maintenance actions in order to reduce maintenance and operating costs. Multivariate statistical methods are widely used for process condition monitoring in modern industrial sites due to the quantity of data available and the difficulties of building analytical models in complex facilities. Nevertheless, the performance of these methodologies is still far away from being ideal, due to different issues such as process nonlinearities or varying operational conditions. In addition application of the latest approaches developed for process monitoring is not widely extended in real industry. The aim of this investigation is to develop new and improve existing methodologies for predictive condition monitoring through the use of multivariate statistical methods. The research focuses on demonstrating the applicability of multivariate algorithms in real complex cases, the improvement of these methods in terms of fault detection and diagnosis by means of data fusion and the estimation of process performance degradation caused by faults.

In the search to achieve universal elementary education, India's 1986 National Policy on Education initiated a qualitative improvement in elementary education and a move away from textbook-centred instruction towards a child-centred approach. A major strategy was Operation Blackboard, a programme for upgrading physical facilities in small Indian elementary schools by providing an extra teacher, room and set of teaching-learning equipment. This thesis takes Operation Blackboard as a case-study through which to examine public policy implementation in India's complex federal polity. It contextualises the case study through discussions of the historical development of the elementary sector, and of the specific context of Gujarat State, where field research was carried out. It then draws on the theoretical literatures of policy science-based implementation research and educational policy in India, from policy inception through to 'grassroots', or policy rhetoric, and the 'reality' of contexts beyond the policy-making environment. By critically analysing Indian policy documents, the study illustrates that they have implicit and explicit rationales, which conflict once policy moves into 'reality': it suggests that implementors operate in the domain of this unresolved conflict and in this derives a major problem of implementation. The qualitative methodology adopted to explore this problem is one of 'backwards mapping', starting from three case study sites and working backwards through local and State governments to the central administration in New Delhi. The study finds that, despite statements protesting its great importance, elementary education is not at the top of any agenda. Centralised national policy does not allow for the varying capacity of teachers in different socio-economic contexts to absorb an innovation, while bureaucrats attach greater importance to operating norms than to outcomes of their actions.

This thesis reports on investigations undertaken into the reliability, availability and maintenance of offshore wind farms when considering different maintenance strategies, an understanding of which is fundamental when considering the technical and economical viability of existing and future offshore wind farms. A comprehensive literature review has been undertaken in the areas of offshore wind farm maintenance strategies, offshore wind turbine reliability and accessibility issues, and CO2 emissions associated with maintenance expeditions for offshore wind farms. The limitations and disadvantages of current maintenance practices are identified and a planned intervention maintenance policy is proposed and examined in detail. To help design a planned intervention maintenance policy, the offshore wind farm parameters that affect its technical and economical viability have been identified, which become the foundation for developing computer based models using Monte Carlo simulations to quantify the maintenance practices of the planned intervention maintenance policy. Different scenarios of the proposed solution are investigated to help quantify the technical and economical benefits over the current maintenance practises, in terms of wind farm availability, cumulative energy output, production cost of energy and CO2 emissions. The research on the reliability of offshore wind turbines has shown that the power converter system is a critical item that suffers from high failure rates. This thesis reports upon the investigation of a hot standby redundancy on the wind turbine power converter system. A redundancy model is deployed to simulate the planned intervention maintenance policy for different offshore wind farm case studies in order to establish the effects of the hot standby redundancy on the offshore wind turbine operational performance. The novel contribution of this work is claimed to be in the development of dedicated models for the reliability, availability and maintenance of offshore wind farms, which should lead in establishing a technical and economic benchmark for the parameters affecting offshore wind farms.

Maintenance management decision-support systems are needed to help senior decision-makers and asset managers to better plan timely and efficient maintenance. Within the railway industry, several maintenance management decision-support systems have been developed. However, most these operate at project level where decisions are limited to short sections of track. Network level maintenance management systems enable future prediction of the condition of the railway network under different allocation of resources in a manner to provide acceptable levels of safety, reliability and cost. This project describes the development of a theoretical framework for the strategic assessment of network level railway maintenance funding and policy decisions. The model is designed to aid railway asset managers in planning medium to long-term maintenance investment requirements for the railway network. The model is based on stochastic processes which are capable of determining the effects of traffic, maintenance and climate on network condition under any budget scenario.

The problem was to identify and assess the policy basis for the universal policy of colleges to have library operation programs. Colleges are higher education institutions whose main business is the delivery of college education, undergraduate instruction, leading to baccalaureate degrees. The conventional wisdom--the explanation of policy basis given in the literature--is a construct here called the College Library Doctrine. According to it, there is a fundamental relationship between the library operation program and the delivery of college education, undergraduate instruction. This relationship is said to be the result of historical process.;The College Library Doctrine was analyzed using a forensic or investigative approach. This approach looked for consistency and/or contradiction, treating the literature as data or evidence.;As a result of the analysis it was found that the same data or evidence supports a quite different explanation of why colleges have library operation programs. This alternative explanation of policy basis has little to do with the delivery of college education, undergraduate instruction. The existence of this quite different alternative explanation raises a serious reasonable doubt over the existence of the fundamental relationship posited by the College Library Doctrine.;The unresolved doubt, along with the recurrence of the college library operation program in the arena of institutional reputation, in topics such as "quality," image, and prestige--through such phenomena as accreditation, ratings, rankings, and media coverage--suggest a policy relocation of the college library operation program from its usual but problematic placement in the broad area of "academic support," to a different venue, "institutional support." Enhancement of institutional reputation is an important part of institutional support. In this relocation there would be a better fit between policy basis and policy; and there, accordingly, the institutional support benefit and potential of the library operation program might be maximized.;The Appendix recalls an early question of the analysis conceptualization and demonstrates that, whether or not the results and conclusions of the analysis itself are accepted, there are decisive flaws in attempts to prescribe college library program resource allocation on the basis of historical data.

In today's competitive environment, the importance of continuous production, quality improvement, and fast delivery has forced production and delivery processes to become highly reliable. Keeping equipment in good condition through maintenance activities can ensure a more reliable system. However, maintenance leads to temporary reduction in capacity that could otherwise be utilized for production. Therefore, the coordination of maintenance and production is important to guarantee good system performance. The central thesis of this dissertation is that integrating maintenance and production decisions increases efficiency by ensuring high quality production, effective resource utilization, and on-time deliveries. Firstly, we study the problem of integrated maintenance and production planning where machines are preventively maintained in the context of a periodic review production system with uncertain yield. Our goal is to provide insight into the optimal maintenance policy, increasing the number of finished products. Specifically, we prove the conditions that guarantee the optimal maintenance policy has a threshold type. Secondly, we address the problem of integrated maintenance planning and production scheduling where machines are correctively maintained in the context of a dynamic aircraft repair shop. To solve the problem, we view the dynamic repair shop as successive static repair scheduling sub-problems over shorter periods. Our results show that the approach that uses logic-based Benders decomposition to solve the static sub-problems, schedules over longer horizon, and quickly adjusts the schedule increases the utilization of aircraft in the long term. Finally, we tackle the problem of integrated maintenance planning and production scheduling where machines are preventively maintained in the context of a multi-machine production system. Depending on the deterioration process of machines, we design decomposed techniques that deal with the stochastic and combinatorial challenges in different, coupled stages. Our results demonstrate that the integrated approaches decrease the total maintenance and lost production cost, maximizing the on-time deliveries. We also prove sufficient conditions that guarantee the monotonicity of the optimal maintenance policy in both machine state and the number of customer orders. Within these three contexts, this dissertation demonstrates that the integrated maintenance and production decision-making increases the process efficiency to produce high quality products in a timely manner.

Switchgear in electricity supply system is the necessary infrastructure for all buildings. After completed of construction, operation organization needs to obey government regulation and maintenance plan advised by manufacturer to perform operation and maintenance. To avoid electricity hazard, government regulations defined minimum activities space, which must be followed during design of a construction project to ensure smoothly and safety operation. During design stage, equipments and piping with physical appearance dimensions is easy for designers to finish space planning and coordinating. In construction stage, each space confliction will be found during installation. However, operation activities space is not same with equipments and piping to have a well procedure now to avoid space design defeat. Rapid development of BIM, Building Information Modeling, gets great benefit from 3D visualization function and process efficiency of space conflict identification and optimization. However, all of above is for equipments and piping space and not for operation activities now. The first step of using BIM for operative space management is to study all operative activities, its space requirement and establish a procedure. Thus, this study focus on switchgear in building electrical room to come out three operation spaces including operation and maintenance, people patrol and equipment move in via switchgear operating activities analysis. This study also proposed a space management processes covered from switchgear design, project space coordination, construction to operation and provide a 3D visualized operating space model for space management. Through the case study delivery that operational 3D space can provide a good communication channel and as a good tool to solve operating space issue.

The major purpose of defense weapon system is to achieve high operational availability with lower life-cycle cost. It is important for the national defense logistics support to fulfill the future operational requirement and reduce the total life-cycle cost via better maintenance policies and more accurate maintenance period to achieve high availability under a decreased national defense budget and refined armed force organization. Reliability-Centered Maintenance (RCM) is a critical process of Logistic Support Analysis (LSA) to decide the preventive maintenance (PM) requirement to develop a focused and cost-effective maintenance plan. However the higher frequency of the preventive maintenance often waste manpower and logistics support resources, and further decrease the availability of the weapon systems. This research proposed a predictive maintenance policy, which leads in the conception of condition-based maintenance to monitor the actual weapon conditions periodically and analyze important parameter of weapon system to detect extraordinarily in the early stage, then given maintenance staff the suitable action service plan previously. An antiaircraft missiles system is selected as a case to illustrate the logic process of RCM and proposed predictive maintenance policy. This research has developed an optimal predictive maintenance policy based on imperfect maintenance model. Firstly, the quasi-renewal process has been applied to construct the failure distribution and availability model. Secondly, considering the age preventive maintenance policies, the maintenance cost models have been developed to minimize the maintenance cost rate. Thirdly, the optimal preventive and predictive maintenance period have been able to solve via the numerical analysis. Furthermore, according to the relationship between the health condition and operation time, the optimal predictive maintenance policy has been built to derive the optimal health condition threshold of the weapon system. The results can be applied to optimize the maintenance planning with better availability and lower total life-cycle cost.

Traditional maintenance of digital switching systems requires on-site works. It is time-consuming and needs lots of labors. The development of computer networks produces no gap for information exchange. This thesis proposes a new method for centralized maintenance of digital switching systems using existing network structure of Chunghwa Telecom (CHT). By building the Telnet Function under TCP/IP of CHT Intranet, client can access the local server whenever a terminal is available. Thus, maintenance can be performed remotely. Besides the maintenance of digital switching system, voice, data exchange and power control can also be integrated into the system. The simulation results will demonstrate that the method proposed in this thesis will offer low-cost and efficient operations.

Abstract Keywords: water gate management, operation, water conservancy facilities In recent years, climate change has occurred, and rivers and streams in Taiwan have been frequently reported. At this time, the water gate is one of the most important water conservancy and flood prevention facilities in the river. This study takes the Beigangxi water system as an example. Through the water gate management agency, operator and the maintenance personnel as the research object, the water gate management index analysis is carried out, so that the water gate can truly achieve the purpose of improving flood control. A total of 101 valid questionnaires were collected in this study. The results of the questionnaire analysis showed that in the watergate operation part, the occupations were mostly roadside stalls, and the education was mainly below the middle school. The working year was about 5-7 years. The water gate operation time varies according to different types of water gates, and most of them can be completed within 15 minutes. Most of the main work motivations are due to the convenient location of the work place near the home. The work place of the staff is mostly the tidal river section. The problems encountered in the operation are old equipment, although the electric water gate is the most convenient but the relative electric machinery. The component is prone to problems with moisture damage. The time of education and training courses varies according to the proficiency of the water gate operation. If the personnel have rich experience in operation, the number of hours required is relatively reduced, and vice versa. The content of education and training is based on the simple elimination of the water gate failure and the fault notification process. Consideration. In the maintenance section of the water gate, nearly 90% of the employees in the outdoor work area are thicker due to the thicker work items. The seniority of the personnel is generally not affected by the human resources of the employer of the sampled personnel, but if the senior staff is high, There may be a gap between the few of the agencies that may be in the process of inheritance and the majority of the senior members. The working area is also located in the tidal river section. The problems in the trial operation and cleaning of the water gate equipment are mainly caused by electric water valves. The reason is that the motor equipment needs special attention to moisture and water seepage. The watertightness of the water gate excludes poor design and construction and earthquake deformation, mainly affecting the drift of the water system and the influence of the amount of garbage. It is considered reasonable for personnel to have more than 50% of the weekly maintenance during the flood season and the maintenance of the non-flood period every two weeks. Finally, the educational training courses offered by the management units range from high to low fire drills, emergency response in the flood season, mechanical and electrical maintenance priorities and occupational safety and health.

In addition, the rapid growth of the internet and social media make community interaction produce great changes. Thus, how to create and spread the knowledge in organization effectively, and promote its additional value and advantages are already become the necessary issue for all the company. In recent years, the popularization and development of mobile communication formally move towards 5G era. The set up base station require density more intensive, distribute in a large number throughout Taiwan. Each base station has all kind of equipment and peripherals, for instance, uninterrupted power system, DC power supply equipment, battery, air conditioning and other equipment, they need to have perfect management mechanism. Due to the number of base station continuous expansion, the manpower of staff that maintenance and operation the base station is relative deficiency, they usually very busy. How to use the staff effectively, improve the performance of maintenance and operation, reduce the cost of maintenance and operation, and enhance the good communication quality, are the problems that telecom service industry should be faced. In this paper, I will use the PlonePlone software to integrated and construction belongs to maintenance and operation of mobile communication’s knowledge management system, and focus on the mobile base station’s maintenance and operation staff to the main research objects. Use of newcomers practice, and build a set of telecommunications management knowledge base, in order to make the newcomers into the situation as soon as possible, and make technology effective and keep improving. In this article, we consider a modified inspection policy with periodic check intervals with preventive maintenance. If the jth check is made, then theunit after check has the same age as before with probability theta(j) andis as good as new with probability q(j) which depend on the check numbers j( j=0,1,2,...). The mean time to failure and the expected numbers of checksbefore failure are derived, forming renewal-type equations. The total expectedcost and the expected cost per unit of time until detection of failure areobtained. Optimum policies which minimize the expected costs are given as a numerical example with Weibull distribution.

Abstract The purpose of this dissertation provides a dynamic preventive maintenance policy for the equipment inspected by sensors. The sensors can inspect several parameters of the equipment which can be generate a Health Index (H) in real time at each inspecting time nd, n=0,1,2,3…The H will be translated into equipment status and saved in the system database. According to the equipment status, we can decide the best preventive actions at time nd by the rule of the lowest total maintenance cost per cycle. The state of the equipment can be charge by H. Each state of the equipment has several preventive actions to choose. We suppose the state transition probability of the equipment as a steady state transition probability matrix, which means the state of the equipment is a Markov chain. Base on continuing updated H value, we can estimate the state transition probability of the equipment and the risk rate of each preventive action at every nd n=0,1,2,3…. As a result, the state transition probability of the equipment will be updated with nd. In brief, the major differences between this preventative policy and others are that this one policy is updated by time and the state transition probability of the equipment can be updated by time. Therefore, the enterprise can base on the equipment historical data to generate the updated transition probability with time, and follow the methodology as we mention above then it can build up an useful maintenance policy. Ion implant area is one of the most important processes in semiconductor fabrication industry. The characteristic of this area is that the sequence for different arrival rate of WIP type would affect the variation of machine failure rate. This means the scheduling decision making is just machine maintenance work. Many companies only pursue production efficiency but ignore the importance of maintenance work. We should integrate them simultaneously The main purpose of this study is to construct the unique failure rate estimation model for the machine, and the establishment of risk aversion strategies in the schedule for the sort of process behavior simulation of two different considerations. Second, determine the most suitable scheduling method. Finally, using simulation results to further identify the control threshold for the integration of machine maintenance and production efficiency. The main contribution of this study in addition to construction of the analysis of different use the context of ion implantation filament failure rate estimation model, and through methods described above to provide the optimum dispatching method which can reduce the uncertainties in the complex manufacturing process, such as breakdown of machine suddenly.

Studies of community water have been on the increase since the International Drinking Water Supply and Sanitation Decade, 1981 - 1990. However there is some key areas of community water supply that still require research as the literature survey in this thesis illustrates. The Operation and Maintenance of community water supplies has been identified to be as important in sustainability of the services as the institutional factors. Due to the increased number of failure of the community water supplies to continue operation after short periods of time compared to urban water supplies, effort is required to identify the least amount of in puts to ensure continued operation. Through literature survey and field collection of data on management of existing projects a model was developed in order to calculate the minimum amount of funds required for the operation and maintenance. The research showed that the current monthly charges by water committees were sufficient to operate and maintain the systems. The initial calculations using the model also revealed that the current charges would not be sufficient to pay replacement costs. The presence of subsidisation through materials and labour by the central government requires planners to study each project thoroughly before the determination of monthly costs. The conclusion was that further research and data collection was required for the determination of the replacement cost. The model was found to be capable of assisting planners, managers and engineers in the calculation of the cost of operation and maintenance of community water supplies.

Modern weapon systems are expensive and complicated. Total resources areaffected from mission requirement definition , product design , analysis andmanufacture, to product deployment. This problem is hard to solve usingtraditional analytical methods. In this paper, we proposed a simplified modelalong with a simulation method to simulate operational environments, systemrequirements, and resources allocation to aid in decision-making. This paperfocuses on the existing design characteristics of modern fighters where theoptimum combat capability of a fighter incorporating logistic considerationscan adjust resource allocations to maxmize combat capability. This simulationmodel includes preflight, sortie, postflight,scheduled/unscheduled maintenanceactivities , and considers those activities as oneoperation and maintenancecycle. By controlling the flying schedule ,maintenance manpower and quantityof support equipments, this model studiesthe relationship between the abovecontrollable factors, and the output resultssuch as daily sortie rate ,availability, and flying hours. By using regression analysis of simulationresults, this model can support the decision- making process, to include basemission planning and resources allocation. The simulation model is constructedon personal computer using SLAM II simulation language.
