Abstract (sommario):
Abstract In the case of a high-valuable asset, the Operation and Maintenance (O&M) phase requires heavy charges and more efforts than the installation (construction) phase, because it has long usage life and any accident of an asset during this period causes catastrophic damage to an industry. Recently, with the advent of emerging Information Communication Technologies (ICTs), we can get the visibility of asset status information during its usage period. It gives us new challenging issues for improving the efficiency of asset operations. One issue is to implement the Condition-Based Maintenance (CBM) approach that makes a diagnosis of the asset status based on wire or wireless monitored data, predicts the assets abnormality, and executes suitable maintenance actions such as repair and replacement before serious problems happen. In this study, we have addressed several aspects of CBM approach: definition, related international standards, procedure, and techniques with the introduction of some relevant case studies that we have carried out.

Abstract (sommario):
The optimal predictive, preventive, corrective and opportunistic maintenance policies play an important role in the success of sustainable maintenance operations. This study discusses a new energy efficiency-related maintenance policy optimization method, which is based on failure data and status information from both the physical system and the digital twin-based discrete event simulation. The study presents the functional model, the mathematical model and the solution algorithm. The maintenance optimization method proposed in this paper is made up of four main phases: computation of energy consumption based on the levelized cost of energy, computation of GHG emission, computation of value determination equations and application of the Howard’s policy iteration techniques. The approach was tested with a scenario analysis, where different electricity generation sources were taken into consideration. The computational results validated the optimization method and show that optimized maintenance policies can lead to an average of 38% cost reduction regarding energy consumption related costs. Practical implications of the proposed model and method regard the possibility of finding optimal maintenance policies that can affect the energy consumption and emissions from the operation and maintenance of manufacturing systems.

This paper focused on the maintenance problems encountered by industrial vehicles within the Volvo Group. The main goal of the research on this subject was to propose to customers’ a personalized maintenance offer which adapts to their constraints while reducing the impact on the operating costs. To achieve this, a policy has been developed. This policy works on the dynamic gathering of information using both the available monitoring information and the knowledge of the multi-component system. Its objective is to guarantee to the customer the autonomy of its system over given periods of operation while minimizing the total cost of maintenance. The paper showed that the policy developed does indeed reduce the total maintenance cost compared to the previous policy used within the Volvo group. Nevertheless, this policy still has room for improvement.

The Republic of Korea Reserve Forces (ROKRF), established in 1968, continue to function through continuous changes such as improving laws and systems and optimizing organizations while complying with social and policy changes. However, the reduction of standing forces, changes in the operating environment, and the reduction of reserve forces required to carry out operations require the re-establishment of the concept of operation of regional reserve forces. In this study, we aimed to diagnose the phenomenon of regional reserve groups and derive an optimized operation plan for regional reserve groups in consideration of changes in the future security environment, operation support system, and law and order system. The operating system presented the mission of establishing local reserve forces suitable for the operating environment, organization, and organization maintenance for the future as well as maintenance and development of combat power through education and training. Finally, in the law and order system section, a plan to revise laws was proposed in consideration of the task of operating and constructing regional reserve forces and re-establishing them.

Driven by digital technologies, it is possible that high-tech equipment management personnel use monitored job cycles to ensure products’ operation and maintenance over their life cycle. By means of monitored job cycles, this paper designs two categories of random maintenance policies: a two-stage two-dimensional free repair warranty (2DFRW) policy and a random hybrid periodic replacement (RHPR) policy. The 2DFRW policy is performed to ensure the product’s operation and maintenance over the warranty stage. Under such a policy, a product is minimally repaired at each failure, and regions of the second-stage warranty are set to be diverse to remove all inequities produced by limitations of the first-stage warranty. The warranty cost of two-stage 2DFRW is built and discussed. The RHPR policy is modeled to ensure the product’s operation and maintenance over the post-warranty stage. Under this policy, depending on the final expiry of the two-stage 2DFRW, a bivariate random periodic replacement (BRPR) policy and a univariate random periodic replacement (URPR) policy are skillfully used to reduce the maintenance cost over the post-warranty stage and maximally extend the residual useful time of the product through the warranty. The expected cost rate over the product’s operation and maintenance cycle is derived on the basis of renewal rewarded theorem. The optimal RHPR policy is analyzed by minimizing the cost rate. The presented models are numerically analyzed to explore hidden characteristics.

We consider a system with heterogeneous unreliable components that requires only one component to be turned on in order for it to operate. Repair workers may have different skills and may be unavailable for random periods of time. The problem is to determine a usage and repair policy to maximize system availability. We give conditions under which the optimal usage policy is to always use, or turn on, the component with the shortest repair time, and the optimal repair policy is to always repair the most reliable component (with the smallest failure rate). We fully characterize the optimal policy when there are only two components. Our system is equivalent to a closed system with multiple single-server queues, where the objective is to minimize server idle time at one of the queues.

<p>Data acquisition and communication technologies give the possibility of receiving and storing a huge amount of data from machinery and plants in operation. From these data it is possible to create a set of Key Maintenance Indicators (KMI) useful for optimizing the maintenance policy. Raw data from the field are to be processed and filtered for obtaining effective KMIs to use in algorithms aimed at discovering anomalies or abnormal operation of one or more machineries or plants.</p><p>This paper presents a roadmap towards the Condition Based Maintenance of a fleet of railway vehicles. The paper associates to each maintenance policy its benefits and its requirements in terms of technological infrastructure and operating costs. Bombardier Transportation Italy started this roadmap a few years ago, for moving from a reactive maintenance policy to a proactive policy.</p><p>Increasing the effectiveness of maintenance implies the <em>sensorization</em> of the machines and the creation of a network for funneling information from the machineries to the central maintenance room. A Company must find an equilibrium point between complexity and expected benefits.</p><p>Results achieved by means of a specifically developed tool for data analysis applied to some sub-systems of the vehicles are presented.</p>

Abstract Electricité de France is now operating 58 PWR nuclear power plants that produce 75 % of electricity in France. Besides maintaining safety and availability on a routine basis, it is outmost important to protect the investment. That is the reason why EDF is devoting important resources to implement ageing management concern as an integral part of operation and maintenance programs (for example through appropriate data collection and analysis, specific repair and replacement projects and important anticipation efforts, taking in account the high level of standardisation of the units). A particular organisation has been set up to continuously observe and analyse all activities so as to make sure that ageing concern is correctly taken in account in strategies and that no decisions are susceptible to impair plant lifetime. This “lifetime program” is paying attention to technical issues associated with main components but is also dealing with issues related to economics and industry situation.

Les systèmes de transport public urbain influencent l'infrastructure des agglomérations et la vie de leurs habitants tout en stimulant directement l'économie. Les systèmes de transport public urbain intelligents contribuent à améliorer la qualité de vie et l'environnement dans les villes. Le développement rapide des solutions de transport urbain a conduit de très nombreux opérateurs à se porter sur ce marché empêchant ainsi une logique globale de l’offre. Ces optimisations discrètes, privées de toutes concertations entre opérateurs de transport intervenant sur un même périmètre, interdit l’identification d’un optimum global. En conséquence, le fonctionnement inefficace des systèmes de transport public urbain ne réduit pas nécessairement la charge environnementale, et les opérateurs de transport urbain peuvent ne pas être en mesure de la gérer de manière durable. Pour répondre à ces défis, cette thèse propose une méthodologie associée à des modèles mathématiques qui sont développés à travers des approches d’optimisation pour une gestion systémique des réseaux de transport public multimodal, et ce afin d’assurer le meilleur taux de service aux usagers tout en minimisant les coûts et les externalités sociétales afin de satisfaire au principe de durabilité, fréquemment exprimé dans les plans de développement urbains
Urban public transport systems influence the infrastructure of urban areas and the lives of their inhabitants while directly stimulating the economy. Intelligent urban public transport systems help to improve the quality of life and the environment in cities. The rapid development of urban transport solutions has led to a large number of operators entering the market, thus preventing a global optimum. These discrete optimisations, without any articulation between transport operators, avoid the identification of a global optimum. As a result, the inefficient operation of urban public transport systems does not necessarily reduce the environmental cost. To address these challenges, this thesis proposes a methodology associated with mathematical models developing optimisation approaches for multimodal public transport networks, for achieving the best service policy while minimising operation costs in order to satisfy the principle of sustainability, frequently expressed in urban development goals

The safety record of most petrochemical industries in the world and Nigeria in particle, has not been able to come down to the maximum allowable range of 0 - 0.1 percent of tolerance on recordable injuries, due to increasing failure rates of equipment within the plant. Investigations on the maintenance audit carried out on the Nigerian Gas Company (NGC) revealed that 85 percent of such failures are directly linked to improper adaptability of an effective maintenance management strategy and plan within the petrochemical industries in Nigeria. Equally, the growth and continuous operation of any plant depends to a large extent on the maintenance of the equipment that refines the Crude Oil and natural Gas. As such, various maintenance management systems have been used over the years for the actualisation of the above purpose but with minimal success. This is evident in the fact that the level of maintenance performance of most Nigerian Petroleum Companies is always on the corrective maintenance model, which indirectly implies that the plant normally breaks down before maintenance management is applied. A critical look at the deficiency of improper adaptability of these maintenance management plans have conspicuously manifested in five major categories of maintenance failures which includes the following; * Failure of safety critical equipment due to lack of maintenance * Human error during maintenance * Static or spark discharge during maintenance in an intrinsically unsafe zone * Incompetence of maintenance staff, and * Poor communication between maintenance and production staff. These gaps as identified in this research must be corrected in the Nigerian Gas Industry if meaningful progress is to be made. Gas – To – Liquid technology is a very complex technology and with natural gas as the basic raw material, the technology not only looks intimidating but also is full of potential hazards. People are naturally afraid of the complex nature of gas in a confined environment (because of its highly combustible nature), its gaseous state makes it more complex for it to be kept under control and at the same time be moved from one form to another at different temperatures and pressures. The maintenance audit carried out on the Nigerian Gas Company (NGC) revealed some major loopholes in the maintenance management strategies adopted in the country. The audit reveals that the degree of adherence to conditions attached towards the maintenance management strategy of this equipment (in this case Gas field equipment) was too poor. Based on the above, this research is meant to improve the existing maintenance management strategy, by developing a Maintenance Management Strategy (MMS) that will be suitable for gas field equipment in the Escravos Gas–To– Liquid (EGTL) plant, planned to be commissioned in Nigeria early 2011. The need to research the above mentioned Maintenance Strategy became imperative due to the fact that the rate at which most of the petrochemical plants in the world are being gutted by fire, mainly due to poor maintenance management systems is alarming. This research work proffered solutions that will reduce or completely eliminate the highlighted problems above. This was based on investigations and analysis carried out in the chosen research area. Models were developed for the actualization of this Improved Maintenance Management Strategy (IMMS), so that the desired safe operability of the gas field equipment in the Escravos Gas–To– Liquid (EGTL) plant will be achieved without maintenance failure of any kind.

Outsourcing maintenance to third-party contractors has become an increasingly popular option for manufacturers to achieve tactical and/or strategic objectives. Though simple in concept, maintenance outsourcing is difficult in execution, especially in a cost-sensitive environment. This project examines the Full Service business under ABB Ltd to understand the key factors that drive the success of an outsourced maintenance operation. We present a qualitative causal loop diagram developed based on the case study of Kinleith Pulp and Paper Mill in New Zealand. The diagram describes the interconnections among various technical, economic, relationship, and humanistic factors and shows how cost-cutting initiatives can frequently undermine labor relationship and tip the plant into the vicious cycle of reactive, expensive work practices. The model also explains how Kinleith achieved a remarkable turnaround under ABB, yielding high performance and significant improvements in labor relations. A case study of Tasman Pulp and Paper Mill provides a contrasting case where success has been more difficult. Results point to the importance of creating sufficient resources ("slack") to implement improvement activities and pace implementation based on pre-existing dynamics on site.

Purpose The purpose is to identify responsibility of owners and operators for maintenance of assets, fixtures and fittings, to identify maintenance management strategies adopted for the efficient operation of hotels and to find out difficulties faced by operators in implementing these strategies. Methodology Four interviews provided supplementary data for the main data collection phase involving administration of 64 questionnaires to hotel operators and maintenance managers. Findings The hotel owner and operator have individual and joint responsibility for asset maintenance. Outsourcing is a maintenance strategy used to minimise operating costs, an important factor that guides this decision is time constraint required to deliver work. In house maintenance it is also influenced by the strategic value of the service and the availability of the resource in the market. In maintenance practice an important challenge is maintaining energy efficiency because of the increasing electronic equipment and high volume of lights.

There are ambitious plans for renewable energy sources to provide a significant contribution to the future energy mix. The huge potential capacity and relative maturity compared to other offshore technologies has resulted in a strong commercial focus on offshore wind, particularly in Europe. However, costs of offshore wind remain significantly higher than conventional generation approaches as well as onshore wind. Reducing the cost associated with operations and maintenance of offshore wind remains a key challenge in decreasing lifetime cost of energy and achieving cost parity with alternative generation technologies. The combination of nascent turbine and infrastructure design, moving into more challenging sea state and wind environments and the highly commercial nature of the industry has prevented the maintenance costs of offshore wind being adequately reduced through early operating experience alone. In order to accelerate the reduction of costs and critically to understand the uncertainty associated with future sites and novel operating strategies, it is necessary to simulate maintenance operations. This thesis has developed an offshore wind operations and maintenance expenditure model and specified a decision support methodology for this purpose. The models enable the quantification of the influence of cost drivers for current and future offshore wind farms and provide an improved understanding of the uncertainty associated with operating decisions. Using the developed models, a detailed sensitivity analysis of the influence on lifetime costs from operational climate, failure behaviour, wind farm configuration and external cost drivers has been carried out to provide new insights on the industry. Operational climate and failure behaviour are identified as the critical cost drivers and sources of uncertainty currently. In addition, a detailed analysis of operational strategies for major repairs that involve the use of high cost, specialist vessels has been carried out for the first time, identifying the strengths and weaknesses of different strategies. Finally, a case study demonstrating how decision support models can be used to determine the optimal strategy choices for operators and reduce uncertainty has been performed. The analysis in this thesis provides new insights on the industry and the developed methodologies have the potential to deliver significant financial savings in the future.

Syftet med denna uppsats är att undersöka en komponents    optimala utbyts" tid med hänsyn till kostnad och risk,    och föreslå schemalagda underhåll, med hjälp av statistiska metoder.    Genom att använda statistiska verktyg och historiska data, kan    en komponents samt systemets brister predikteras. När    forskaren vet hur ett system beter sig, kan dess fördelar    exploateras och tas till vara på. Schemaläggning av    förebyggande service, kostnads prognoser samt    uppskattning av förlängda garantier är möjliga fördelar som    kan nyttjas av denna rapport. Detta medför en högre    tillgänglighet och förbättrat rykte hos kund.    Tillförlitligthet teori är en viktigt del av    Total Quality Management, TQM, som säkerhetsställer kvalité.    I denna uppsats jämförs, förklaras och verifieras 2 kända ARP,    och strategin att ersätta endast då komponenten går sönder i en fallstudie.    Denna uppsats indikerar att en ARP med ändlig horisont ger mer optimalta resultat än    en ARP med oändlig horisont eller då ingen utbytespolicy används.    Barlow \& Proschan visade detta redan 1962.    I denna uppsats påvisas att ARP-teorier kan minska omkostnader och stilleståndstid    samt öka tillgängligheten.


The purpose of this thesis is to examine when a part's optimal   replacement time occurs in terms of risk and cost, and provide maintenance plans   accordingly using statistical methods.   With the use of statistical tools and historical data,   the failures of components as well as the system can be predicted.   Once the researcher knows how the system behaves, he/she can reveal the gains that   can be made. Scheduling of preventive maintenance, improved warranty cost   forecasts and estimation of lengthened warranty costs are   plausible benefits from this report. This will further result   in higher availability and improved reputation among clients.   Reliability theory is an important part of Total Quality Management (TQM),   ensuring good quality.   This thesis will compare the differences between two known age replacement policies (ARP),   and with the strategy of replacing only on failures in a real case-study.   This thesis indicates that an ARP with finite horizon yields   a more optimal solution than an ARP with infinite horizon as well as using no replacement policy at all.   Barlow & Proschan established this as far back as 1962.   With the aid of ARP theories it has been shown in this thesis that lowering costs is possible   and in the progress lower downtime which increases availability.

AbstractIndonesia suffers from recurrent land and forest fires due to anthropogenic disturbances, such as land clearing and peatland drainage for agricultural activities and expansion of large-scale plantation. The Indonesian government launched a restoration program in 2016 to restore degraded peatlands and prevent fires. Community Fire Brigades or Masyarakat Peduli Api (MPA) is the forefront actor in community-based fire management and plays a significant role in fire prevention and peatland restoration at the local level in Indonesia. This paper examines community’s perspectives and opinions on the role and challenges of community-based fire management and peatland restoration. The paper draws from case studies of six villages situated at two fire-prone provinces in Riau and Central Kalimantan, Indonesia. We employ the cohesive fire management strategy model as a lens to understand the challenges and effectiveness of a community-based fire management strategy in Indonesia. The cohesive fire management strategy focuses on three key areas: creating a resilient landscape, developing fire adaptive communities, and implementing a fire management strategy. We found that MPAs face diverse challenges that reduce their capacity to prevent and control forest and land fires. One of the most common challenges faced by the MPAs is the lack of financial support for routine operation and maintenance of peatland rewetting infrastructures. Meanwhile, at the broader community level, the absence of affordable no-burning technology for land clearing and the lack of reward and punishment system have hampered efforts to reduce fire incidents. We suggest that the Indonesian government prioritizes funding support for MPAs to ensure the effective operationalization of community-based fire management in fire-prone provinces. We also suggest the need for the private sector and NGOs to step in to address the gap in support for community-based fire management and peatland restoration.

Maintenance operations have a direct influence on production performance in manufacturing systems. Maintenance task prioritization is crucial and important, especially when availability of maintenance resources is limited. The decision on task assignment is often made through heuristic methods or experience, which could cause more downtime and the production losses. In this paper, a new maintenance task prioritization policy based on data driven bottleneck detection and reliability-based maintenance opportunity window calculation is introduced. An experiment in simulation of a real production line shows the proposed policy is able to improve the system reliability, increase the throughput and minimize the total cost of system operation.

The research is to understand the behavior of components and systems under various operational conditions, and with various maintenance policies. Therefore, this research is expected to give policy options to management. And further, inform the likely impacts of those options. This research presents a flexible system to simulate the effect of these factors to a system its reliability, operation and the maintenance costs. The model studied consists of failure rate, time to maintain, decision to maintain (or not), degree of how good the maintenance is done, the effect on component after maintenance, the maintenance cost, and the operation cost. A case study of main engine system with its support systems is presented using previous works data. Dynamic risk is presented in this work. It makes it possible to figure more frequently updated risk; therefore, it is easier for the management to modify or to mitigate the possible risk. The simulation shows predictive results for a given scenario of system configuration, operation and maintenance decision in simulating dynamic risk. In addition, this paper is addressed to provide a user friendly tool to simulate the system risk under some designed decisions both operation condition and maintenance policy. The result of a better understanding of system behavior and the risk depend on operation and maintenance policy is expected.

In highly flexible and integrated manufacturing systems such as those in semiconductor manufacturing, there exist strong dynamic interactions between the equipment condition, operations executed on the equipment and the resulting product quality. These interactions necessitate a methodology that integrates the decisions of maintenance scheduling and production operations. Currently, maintenance and production operations decision-making are two decoupled processes. In this paper we aim to devise an integrated decision making policy for maintenance scheduling and production sequencing with the objective of maximizing an adaptive profit function, while taking into account operation-dependent degradation models and a production target. In order to obtain the optimal decision policy, a metaheuristic method based on the results of discrete-event simulations of the target manufacturing system is used. The new approach is demonstrated in simulations of a generic cluster tool routinely used in semiconductor manufacturing. The results show that jointly making maintenance and production sequencing decisions consistently outperforms the current practice of making these decisions separately.

We assume that the budget for preventive maintenance is limited and constrained. The problem has a finite time horizon and we consider constant inter-preventive maintenance times for every item. The resulting nonlinear optimization problem is reformulated as a binary integer program and computation results are presented on a real data set from South Texas Project Nuclear Operating Company in Bay City, Texas, USA.

Mixed-model assembly systems (MMASs) have been well recognized for their ability to handle product variants, and thus are particularly useful to meet the requirement brought by mass personalization. However, operational decision-making in MMASs is challenging due to the system complexity. Production selection and maintenance are two important operational decisions. In this paper, we investigate the joint production and maintenance policies in MMASs that consist of both common and variant operation stations. Markov Decision Process (MDP) is used to formulate the problem and numerical examples are presented to illustrate the structure of the policy in an MMAS that produces two types of product variants.

Abstract After NNSA issued “Technical Policy for Improving Maintenance Effectiveness of Nuclear Power Plants (Trial)” in 2017, relevant units in China actively carried out pilot maintenance rule and gradually carried out optimization research on related maintenance activities. Suzhou Nuclear Power Research Institute Co., Ltd. has participated in most maintenance rule related projects in China. This paper introduces the development of maintenance rule in China and the current implementation of maintenance rule for nuclear power plants in China. Combined with the current situation of technical specification and the construction of configuration risk management in China’s nuclear power plants, the optimization of maintenance strategy based on maintenance rule is studied, which lays a foundation for more risk-informed applications, in order to strengthen the safety of nuclear power plants more effectively and reduce the unnecessary operation burden without affecting safety.

In general, two approaches have been followed so far in gas turbine maintenance procedures to determine correct inspection intervals: “no interdependency” or “interdependency” between number of starts and number of running hours. The first approach is based on the assumption that starts and running hours induce different deterioration processes not correlated to each other. Accordingly, the number of starts defines the life limit for cyclic duty operation where low-cycle fatigue phenomena dominate, while the number of running hours define the continuous operation life limit for which erosion, corrosion and creep are controlling factors. The “interdependency” approach instead assumes that failure is produced by combination of low-cycle fatigue and continuous degradation mechanisms: in this scheme the frequency of starts becomes a fundamental parameter in order to determine the optimal maintenance interval. A statistical and reliability engineering methodology to validate the first or rather the second line of action is described in the paper. The population on which the study was conducted is made up by GE Oil & Gas PGT10 gas turbines that are in operation worldwide with fleet operation totaling 1,5 million hours. Most of the cases examined consist of mechanical drive applications for natural gas production, storage and transportation, with significant combination of both intermittent and continuous operation. Hot gas path components have been chosen for examination in consideration of their sensitivity to effects of both cyclic fatigue stress and wear mechanisms. The analysis concentrates on transition piece and combustion liner, both having scored a number of failures statistically significant for the purposes of this study. This analysis is considered the key to optimize inspection intervals and therefore achieve extended machine life. The methodology, based on Weibull data analysis, has been applied to a restricted sample of machines that operate in “standard” conditions, corresponding to gas fuel utilization, mechanical drive service with homogeneous load factor and very low number of trips. The study shows that interdependency between starts and running hours does exist and, given the number of starts, the corresponding running hours can be evaluated, and the inspection intervals appropriately predicted. Further developments of this study will be aimed at evaluating maintenance factors for “non standard” conditions such as dual fuel combustion systems, generator drive and operation with higher number of trips etc.

The U.S. Army Corps of Engineers (USACE) owns or operates 236 locks at 191 sites (HQUSACE 2016). Although the locks at these sites generally perform reliably, more than half of these structures have surpassed their 50-year economic design life and as such, there are increasing concerns about their continued safe, reliable operation. This work was undertaken to review lock operating equipment, maintenance practices, records pertaining to accidents and equipment failures, and lighting systems; to identify alternative improvements to equipment and equipment maintenance practices; and to analyze and compare those alternatives to determine and recommend optimal solutions. This report documents some lessons learned, primarily to share information that others might find useful. Note that the recommendations in this report should not be viewed as policy, although some might be considered by those creating policy.

In the year 2000, United Nations Security Council Resolution 1325 on Women, Peace and Security stressed the importance of the full and equal participation of women in all efforts towards the maintenance and promotion of peace and security, including UN peace operations. Following the resolution, organizations and member states involved in multilateral peace operations affirmed their commitment to increase women’s participation in these activities. More than 20 years after the adoption of the resolution, some progress has been achieved in enhancing women’s representation in multilateral peace operations, but much remains to be done. This booklet provides data on aggregate personnel trends, annual snapshots of data on women’s representation in leadership, and annual averages of women personnel in peace operations and in member state contributions. It looks at UN peace operations, European Union Common Security and Defence Policy (CSDP) missions and operations, and Organization for Security and Co-operation in Europe (OSCE) field operations. The objective is to support the efforts of multilateral organizations and their member states to increase the representation of women in multilateral peace operations. The statistics presented in the booklet aim to inform and foster the debate on the future of the women and peace and security agenda within the context of multilateral peace operations. They illustrate to what extent the organizations deploying multilateral peace operations and their member states are making progress towards increasing women’s representation in multilateral peace operations. This overview also enhances the transparency of multilateral peace operations and provides insights into recent trends and developments.

California faces unprecedented uncertainty about how much revenue the state will raise from a package of taxes on motor fuels and annual registration fees on light-duty vehicles that was established in 2017 by Senate Bill 1 (SB 1). The SB 1 taxes are by far the largest source of revenue that the State of California generates to support maintenance, operations, and improvements for state highways, and the funds also contribute substantially to local transportation and public transit budgets. To help policymakers navigate the uncertainty about future SB 1 transportation revenue, this study used spreadsheet models to project revenue from the SB 1 taxes through 2040 under a set of eight scenarios that consider a wide range of possible futures. The scenarios consider changes to revenue that could arise from implementation of California’s zero-emission vehicle (ZEV) regulations, as well as potential changes in driving costs, population size, vehicle ownership rates, and trucking industry operations. Key findings include: • It is impossible to project future revenues with any confidence for more than a few years into the future. By 2040, annual revenue ranges from a low of $4.81 billion to a high of $12.15 billion. • The state may lose substantial revenue if the SB 1 taxes and fees are not changed and/or replaced within the coming few years. In 2027, just three years out, projected annual revenue for some scenarios drops by more than a billion dollars below 2024 revenue. • A fast ICE to ZEV transition would significantly reduce annual revenue—but so could changes in VMT. • Fuel taxes currently provide most SB 1 revenue, but by 2040 California may rely on vehicle registration fees to provide most of the revenue.

Army policy calls for each installation to install a building automation system (aka utility monitoring and control system [UMCS]) to provide for centralized monitoring of buildings and utilities to reduce energy and water commodity and maintenance costs. Typically, the UMCS, including building control systems (BCS), is installed and expanded in piecemeal fashion resulting in intersystem incompatibilities. The integration of multivendor BCSs into a single basewide UMCS, and subsequent UMCS operation, can present technical and administrative challenges due to its complexity and cybersecurity requirements. Open Control Systems technology and open communications protocols, including BACnet, LonWorks, and Niagara Framework, help overcome technical incompatibilities. Additional practical considerations include funding, control systems commissioning, staffing, training, and the need for a commitment to proper operation, use, and sustainment of the UMCS. This document provides guidance to Army installations to help achieve a successful basewide UMCS through its full life cycle based on DoD criteria and technical requirements for Open Control Systems and cybersecurity. It includes institutional knowledge on technical solutions and business processes amassed from decades of collaboration with Army installations and learned from and with their staff. Detailed activities spanning both implementation and sustainment include planning, procurement, installation, integration, cybersecurity authorization, and ongoing management.

Abstract (sommario):
After almost two years in operation, the challenges and key achievements of the TUC Urban Lab established in León, Mexico, provide valuable lessons for sustaining ongoing activities, accelerating broader transformations and guiding similar efforts elsewhere: 1. ESTABLISHING THE UL AS A NEUTRAL SPACE FOR DIALOGUE AND COLLABORATION: The UL León has become a space for constructive discussions, gradually involving multiple stakeholders and fostering collaboration, despite differing interests. However, further steps are necessary to identify and empower new leaderships for sustaining, institutionalizing and scaling UL processes and outcomes. Enhancing community ownership, not just over implementation but also over planning and maintenance of solutions, could maximize the impact of the UL. 2. FOSTERING URBAN CHANGE THROUGH PARTICIPATION AND NEW LEADERSHIPS: The diversity of interests and agendas represented in the UL León fostered experimentation at the intersection of environmental, climate and social challenges. While UL initiatives promoted community leadership, especially mobilizing female leaders, more strategic engagement is needed to foster meaningful citizen participation in urban change dynamics, including climate-related policy and investment decisions. 3. DEVELOPING CAPACITIES AND SYNERGIES FOR CLIMATE ACTION: Capacity development can enhance UL impact through skills that motivate community ownership and changes in lifestyles and behaviours. In particular, a transformative communication skill set can reinforce social changes as a means for facilitating the identification of synergies and cross-fertilization between the climate and social justice agendas.
