Remanded in custody on charges of fraud and failure to answer to bail, Martin Lynch, 29 years old, was placed in a very bare cell at Kentish Town Police Station just before one o'clock on 23 March 1990. The doctor called by the police, who knew that he was a suicide risk and had consequently removed his belt, thought him quite sane. At 1.57 p.m. the police checked his well-being, but on the next visit only eight minutes later he was found irremediably unconscious: he had hanged himself by threading his shirt through the hatch in the door and the much smaller spy-hole above it. This was possible only because the glass lens was missing from the spy-hole and the flap of the hatch had been left open, contrary to standing orders.

In Sweden, youths who commit very serious offences are sentenced to youth custody. This article addresses issues relating to how these children experience being incarcerated, the significance of custodial openness for their everyday institutional lives, and how the experience of more open custodial forms during youth custody sentences is related to re-offending. The empirical data provide support for the significance of more open custodial forms as a means of both providing incarcerated youths with a less destructive environment and increasing the likelihood of more positive re-offending outcomes following their release.

When thinking about custodial arrangements after a divorce, there has been a shift from sole custody (mainly by mothers) to joint physical custody after a divorce. In certain countries, joint physical custody has even become the primary, legal custodial arrangement. Joint physical custody, whether implemented in legislation or not, is believed to be in the best interests of the child, as children can shape a postdivorce relationship with both their mother and father. Nevertheless, many studies on joint physical custody focus only on child outcomes. This study aims to investigate (1) whether custodial arrangements matter in addition to the parental divorce for parent–child relationships and (2) whether joint physical custody provides a better framework for parent–child relationships than sole custody arrangements. The study adds to the existing literature by including both the mother–child relationship and the father–child relationship. Moreover, joint physical custody is not only compared to sole maternal custody, but also to sole paternal custody. Using a dyadic subsample of Belgian parents and children from the Divorce in Flanders data set ( N = 623), we compare two indicators of the parent–child relationship (parent–child communication and parenting) for children with married parents, with children in joint physical custody, sole maternal custody, and sole paternal custody. The results indicate that (1) the custodial arrangements after divorce affect parent–child relationships, in addition to the divorce, with regard to both open and problematic father–child communications and the support and control of children by mothers and fathers; and (2) joint physical custody, compared with sole custody (either by the mother or father), provides a better framework to shape a postdivorce parent–child relationship with both parents in terms of open communications and support.

The study examines the relationship of trust and communication in adolescents and their parents in divorced families. Attention is focused on the comparison of these factors in families with sole and shared custody. The research sample consisted of (N = 76, sole custody N = 48, joint custody N = 28, AM = 11.5). In order to find out the openness in communication (Hargašová, Kollárik, 1986), emotional attachment to parents (Armsden, Greenberg, 1987). Administration and anamnestic data were obtained in counseling-psychological centers with the full consent of parents. In shared care there is a positive, truthful and open relationship towards both parents.

Normative beliefs regarding postdivorce changes in the physical custody of children were examined. Four hundred and eighty randomly selected adults responded to a vignette about a divorced couple and their 16-year-old child. Conditions in the vignette included child gender, legal custody arrangements, and marital status. Quantitative and open-ended data were collected. Several themes emerged: (a) the parenting ability and lifestyle of fathers are suspect, (b) fathers are more obligated to sons than to daughters, (c) mothers are more obligated than fathers to take their children in when the children want to move, and (d) children's motivations for changing residences are important considerations. Implications for future research and legal custody decisions are discussed.

The article focuses on alternating custody as one of the acceptable forms of childcare by the divorced or separated parents in the system of Polish family law. Alternating custody system, introduced in 2015, has become a real turning point in the family law. Changes in the Polish legal order, already initiated in the Family and Guardianship Code of 1964, allow the transition from the judicial model, referred to as "leave - limit" parental authority to both parents, to solutions that allow the introduction of a real balance and equal treatment of parents holding joint and full parental responsibility. Such shift will open the way to predestinate custody of a child in alternating periods of time.

Objective To explore relevant literature about sexual abuse allegations arising in child custody disputes. Method A literature review of false allegations is given and the contribution of gender bias to this issue is discussed. The role a child psychiatrist may play in such cases is outlined. Results Contrary to much popular and professional opinion, sexual abuse allegations are found in only 2% of child custody disputes, and, of these, 8% to 16.5% are false. While false allegations arise for a variety of reasons, the word “false” can imply both erroneous and deceitful activities. This ambiguity, along with gender bias, may lead to disbelief of, and blame towards, parents who report sexual abuse in the context of a dispute about custody or access. Conclusion The child psychiatrist who testifies in such custody disputes should have caution, humility, and an open mind both in the courtroom and in dealing with other professionals working in this area.

The scientific article was written with the aim of determining the mechanism of ensuring human rights and freedoms during police custody and the problem of its implementation in practice.
Under the mechanism of ensuring human rights and freedoms during police custody, it is proposed to understand the system of guarantees for ensuring human rights and freedoms, defined by international and domestic normative legal acts. Attention is focused on the constituent elements of the mechanism for ensuring human rights and freedoms during police custody.
The work defines ways of ensuring human rights by the police during police custody. The author singles out some problems of the implementation of police care in practice and offers ways to solve them.
The question of the use of force and special means by policemen during police custody is defined as debatable. Police custody is proposed to be understood as a measure that has a transitional nature from preventive to coercive. The question of whether police custody belongs to the types of police measures is considered open.
As a problematic point, the lack of numbering of police custody protocols is highlighted. It is proposed to supplement section II of the Instructions for the preparation of materials on the application of police custody with paragraph 1-1, which would provide for the presence of a protocol series and number.
Emphasis is placed on the lack of a clear definition of the appeal stage during the implementation of police custody. It is proposed to supplement the Instructions for the preparation of materials on the use of police custody with section IV "Appeals of Protocols".
The author emphasizes that the technical recording of a policeman's actions should become a mandatory element of his activity. It is proposed to delete the words "if technically possible" in Clause 6 of Chapter II of the Instructions for the preparation of materials on the use of police custody.
Outlined in the scientific article, the problems of the registration of police care are only the basis for further scientific research, which should clearly define the type of police measure of police care, the problems of its implementation taking into account the people-centered approach in the activities of the National Police, as well as ways to solve the identified problems by making changes to normative legal acts.

The article concerns parenting after divorce or separation within the context of social changes. Special attention is paid to the principle of the welfare of the child, which is the most important criterion for deciding child custody. The child’s welfare is an open concept that grants a wide discretion to courts in choosing the best custodial arrangement for a child in a particular case. In this context, reference was made to the American experience on parenting after family break-up, separation or divorce. In the USA different theories were developed to explain which parenting model best fulfils the principle of the child’s welfare. This article discusses the tender years doctrine, primary care-taker preference, psychological parent doctrine and approximation rule. After a divorce, a mother was usually granted custody and a father paid child-support. He was placed in the background and excluded from the daily activities of his child. Currently, the theory of mother-nurturer and father-breadwinner is coming to an end; the father is no longer the only breadwinner responsible for providing the family an adequate standard for living, and the mother is no longer primarily responsible for the duties of childrearing and household chores. The changes taking place are reflected in struggling for equal treatment in the award of custody and abandoning the stereotypical approaches based on awarding custody automatically to mothers. A significant rise in the number of parents entering into joint custody arrangements is observed.

AbstractThe study aims to answer following questions: (1) What are the risk behaviors among children at late childhood and early stage of adolescence? (2) What are the differences between boys and girls concerning problem behaviors? (3) Do risk behaviors predict symptoms of depression? Participants fulfilled the set of three tools: (1) Children Depression Inventory authored by M. Kovacs (1992); (2) List of experienced risk behaviors and (3) List of open questions concerning the knowledge and experience with smart drugs. The study group consisted of 130 boys and girls attending the fifth and sixth grade of primary school. The study shows differences between boys’ and girls’ risk behaviors, as well as the similarities. The findings indicate that gender-related disparities in problem behaviors exist even at the early stages of puberty. Boys under one parent custody declare significantly more risk behaviors than girls under one parent custody. Finally, the symptoms of depression were predicted by cumulative number of risk behaviors and – on tendency level – by type of parental custody.

Lord Neuberger describes open justice as a procedural principle requiring that "what goes on in court and what a court decides is open to scrutiny".1 The prime rationale typically given for this principle is that it is a safety check on the right to a fair trial, and so instrumental to the fulfilment of the justice purposes of criminal and civil justice processes. The thesis argues that such a conception of open justice only applies on a relatively superficial level to inquests into use-of-force deaths at the hands of the state. Rather it is clear that openness in these inquests is intrinsic to the purposes of the inquests themselves, and that this is also true of other types of investigation in these circumstances. The thesis examines the practice of, and rationales behind, opening up deaths at the hands of the police, or in police or prison custody to scrutiny in order to frame a context-specific conception of open justice in the aftermath of such deaths. The focus of the thesis is police and PPO investigations into deaths in prisons, IPCC investigations into deaths involving the police, and inquests and inquiries under the Inquiries Act 2005 (where the latter replace and fulfil the role of an inquest). The thesis introduces recognition theory both as a way of understanding the potential harms that may be associated with a lack of openness regarding deaths in these circumstances, and to provide a normative link between openness and justice in these circumstances—a link that is implicit in the term ‘open justice’ but rarely explored in these non-retributive, non-compensatory justice processes.

Afin d'interroger les conditions d'intervention associative dans l'espace pénitentiaire en France et les modalités de coopération avec l'administration, cette recherche porte sur les principales têtes de réseaux associatifs dans le domaine « prison-justice » (Secours catholique, Croix-Rouge, Genepi…). Ces associations agissent pour la plupart en prison ou à la sortie, en réalisant des actions sociales au sens large (aides matérielles, ateliers de formation, prévention sanitaire…) auprès des personnes majeures sous main de justice ou qui l'ont été. Elles ont la particularité d'être majoritairement composées d'équipes bénévoles, éventuellement appuyées par des personnes salariées, et d'interagir régulièrement avec la direction de l'administration pénitentiaire (DAP).Cette thèse repose sur une approche transversale et multiniveaux des liens entre ces associations et les pouvoirs publics. Elle articule une perspective sociohistorique, s'intéressant aux conditions d'émergence et de diffusion de l'action associative dans l'espace pénitentiaire au cours la seconde moitié du XXème siècle ; une analyse du cadre juridique et des pratiques d'encadrement rencontrées à l'époque contemporaine par les intervenant∙e∙s extérieur∙e∙s ; et une étude détaillée des relations partenariales nouées à l'échelon central par la DAP et les associations. Les résultats obtenus se fondent sur le traitement qualitatif d'un corpus documentaire inédit, une enquête de terrain par entretiens et de longues séquences d'observation ethnographique menées de 2015 à 2020 auprès des représentant·e·s d'associations et de la DAP.D'une part, l'intérêt de cette démarche est d'interroger la participation associative à l'action publique pénitentiaire : dans sa capacité à faire émerger de nouveaux services et problèmes publics, à assurer des actions sur l'ensemble du territoire, et à influer sur le fonctionnement du système et sur les décisions politico-administratives. D'autre part, elle permet d'analyser la régulation opérée par l'État sur ces interventions menées par le secteur privé non lucratif. Les interventions associatives, en particulier en détention, sont reconnues par la législation, mais faiblement règlementées au-delà des simples autorisations d'accès. L'institutionnalisation s'est faite de façon non harmonisée, si bien que les associations restent confrontées à une disparité de traitements administratifs et de décisions discrétionnaires. Enfin, la DAP a constitué une arène partenariale à l'échelon central, qui offre un espace de négociation et de confrontation, des remontées d'information, ainsi que des leviers pour appuyer le développement des réseaux associatifs.Cette thèse montre que, par le biais de l'encadrement partenarial du secteur associatif, l'État central est moins dans une forme de désengagement que dans une reconfiguration à distance de son action. Au cours du XXème siècle, l'administration pénitentiaire s'est vu retirer de nombreuses prérogatives sociales, éducatives et sanitaires, au profit d'autres services publics. Pourtant, elle réaffirme son souhait de développer une prise en charge plus complète des personnes, bien qu'elle laisse ou délègue de nombreux aspects à des associations. C'est à partir de ses objectifs redéfinis que la DAP formalise ses relations à travers des conventions partenariales et soutient des associations tout en les évaluant à partir d'indicateurs. Dès lors, le secteur associatif constitue une interface entre le rôle répressif et social de l'État. Il se trouve ainsi confronté à des tensions entre participation et dénonciation, engagement citoyen et travail gratuit, le tout dans le cadre d'une coopération asymétrique et sous contrôleTo examine the conditions under which associations (nonprofit organizations) operate in the French prison system, and the ways in which they cooperate with the prison administration, this research focuses on the main leaders and coordinators of association networks in the “prison-justice” field (Secours catholique, Croix-Rouge, Genepi...). Most of these associations are active in prison or after release, carrying out social actions in the broadest sense of the term (material aid, training workshops, health prevention, etc.) for adults who are or have been in prison or on probation. They have the distinctive feature of being mainly made up of teams of volunteers potentially backed up by salaried staff, and of regularly interacting with the Direction de l'administration pénitentiaire (DAP), the French Prison Administration Department.On the one hand, the relevance of this approach is to question associative participation in public action in the penitentiary sector (which includes prison and probation): in its capacity to bring new services and public problems to the fore, to ensure actions throughout the country, and to influence the functioning of the system and politico-administrative decisions. On the other hand, it enables us to analyze how the State regulates these activities carried out by the private nonprofit sector. Associative interventions, particularly in prisons, are recognized by legislation but are scarcely regulated beyond simple access authorizations. Institutionalization has been carried out in a non-harmonized way, resulting in associations continuing to face disparate administrative treatments and discretionary decisions. Finally, the DAP has created a partnership arena at the central level, providing a forum for negotiation and confrontation, feedback, and leverage to support the development of associative networks.This thesis shows that, through the partnership framework of the associative sector, the central State is not so much disengaging as reconfiguring its actions from a distance. Over the twentieth century, the prison administration has seen many of its social, educational and health-related prerogatives withdrawn in favor of other public services. Nevertheless, it reaffirms its desire to develop a more comprehensive approach to caring for people, even though it leaves or delegates many aspects to associations. Based on its redefined objectives, the DAP formalizes its relationships through partnership agreements, and supports associations while evaluating them based on indicators. From this point on, the associative sector represents an interface between the repressive and social roles of the State. Thus, it faces tensions between participation and denunciation, civic engagement and free labor, all within the framework of asymmetrical and controlled cooperation

Almost all commercially available wireless access devices are special embedded systems with proprietary software that do not allow any modifications. Modifications to these systems are only possible by firmware upgrades released by manufacturers. However, release times of these firmware upgrades are unpredictable, and they are usually for bug-fix purposes rather than being feature and capability improvements. Thus, these devices fail to provide the needed flexibility. Ability to provide timely custom solution that is well integrated into existing network infrastructure is the key factor for a successful wireless access service implementation. In this thesis work, the open source software called AWLP is designed, coded, tested,
and released to public as a viable alternative for creating custom wireless access device.

Este estudo investiga as práticas de gestão externa de custos mais utilizadas por empresas brasileiras. A motivação do estudo está no reconhecimento de que isoladamente a gestão interna de custos não é suficiente para o sucesso dos negócios. Para tanto, realizou-se um estudo descritivo, utilizando-se como procedimento técnico de coleta de dados uma survey, por meio de questionário, elaborado com base nas práticas de Gestão Externa de Custos - GEXC identificadas na literatura. Este questionário foi enviado pela internet para 250 das 500 maiores empresas constantes na Revista Exame Melhores & Maiores de 2008, das quais, 44 o responderam. Para analisar as informações obtidas por meio da aplicação desse questionário, realizou-se análise descritiva dos dados. Nesta análise foram utilizados gráficos com o objetivo de mostrar detalhadamente as respostas de cada afirmação. Utilizou-se também o ranking médio - RM para as afirmações que compõem o instrumento de coleta de dados utilizando-se a escala likert de 6 pontos. Na sequência, foi realizada a análise fatorial e análise de veriância, com a utilização do software statistical package for the social science (SPSS). Por meio dessas análises foi possível verificar que as empresas da amostra não adotam as práticas de GEXC com a mesma abrangência e profundidade que são tratadas na literatura, a qual descreve a sua relevância na gestão estratégica adotada pelas empresas. Além disso, verificou-se que poucos profissionais possuem experiência em GEXC. No caso da amostra pesquisada, apenas 25% deles afirmou ter experiência nessa área, ou seja, esses resultados sugerem que, no Brasil, a GEXC ainda está dando os primeiros passos. Foi possível ainda identificar, com relação à adoção de práticas de GEXC, que as ações mais amplamente utilizadas pelas empresas são: a) controle de estoque e entrega de determinados materiais diretamente nas linhas de produção do cliente; b) estabelecimento de metas de redução de custos para clientes; c) informações sobre o preço de venda do concorrente.
This study investigates the practices of external management costs most used by Brazilian Companies. The study is motivated by the recognition that, by itself, external management costs is not enough for business success. The technical procedure used for data collection was a survey through questionnaires based on the practices of external management costs, identified on the literature. This survey was send through the internet to 250 of the 500 biggest companies from Revista Exame Melhores & Maiores de 2008, in which, 44 answered it. To analyze the information from the questionnaires, a descriptive analysis of these data was made. In this analysis, graphics were used to demonstrate with details the answers of each assertion. Also the average ranking was used to the affirmations that compose the instrument to collect data using the Likert scale of 6 points. After, it was made a factorial analysis using the statistical software package for the social science (SPSS). Through these analyses it was possible to verify that Brazilian Companies do not adopt the practice of external management costs with the same rage and deepness as said on the literature which describes the relevance of these practices on the company´s strategic management. Besides that, it was verified that few professionals have experience with external management costs. Just 25% of the research sample confirmed to have experience in this field In other words, these results suggest that external management costs is giving the firsts steps in Brazil. It was also possible to identify that the practices most used by companies related to external management costs are: a) stock control and delivering of certain materials directly to client’s assembly line; b) setting cost reduction goals for clients; c) information about competitors’ sales prices.

The definition of the CubeSat standard boosted the research and development of the pico and nano satellites inside of the universities. Besides the standardization of the physical dimensions, the CubeSat specifies a communication protocol between the sub-systems of the satellite, what can make possible the shortening of the time and cost of the project using COTS (Comercial off-the-shelf) components. Although cost is an important requirement for the development of small satellites, the cost reduction must come from the correct architecture choice, not from the loss of system reliability. Focusing in a specific component, like the OBC (On Board Computer), becomes clear that the currents solutions meets the low cost requirements but fails in providing high failure tolerance. Some OBC models do not provide a mechanism of detection and correction of failures, while others cover only partially the failure points with a way to correct errors in external memories. At this job will be proposed an open source architecture with low cost and high reliability for an on board computer with compatibility with the CubeSat standard. The proposal architecture uses a TMS570LS0432 processor from Texas Instruments, which have dual ARM Cortex-R4 core, detection and failure correction in RAM and internal ROM, hardware BIST (built-in self test) at the CPU and RAM memory and others securities characters like clock monitoring and power supply voltage. An external flash memory was used for storage of code and data. Two I2C interfaces for communication between the sub systems, one had been used exclusively for transponder communication and the other one for the other systems. The architecture is complemented with an UART interface for diagnosis and debugging, PWM signals for activate the torque coils and ADC inputs for light measuring in the satellite. A MicroSD card reader has been planned for data storage and a CAN bus for data traffic in real time, ensuring a rigid control of failures and messages receiving. The OBC was electronically tested and is able to be embedded with the others sub systems.
A definição do padrão CubeSat impulsionou a pesquisa e o desenvolvimento de nano e pico satélites por parte das universidades. Além da padronização das dimensões físicas, o CubeSat também especifica um protocolo de comunicação entre os subsistemas do satélite, o que torna possível reduzir o tempo e o custo do projeto através do uso de componentes COTS (do inglês Comercial off-the-shelf ). Embora o custo seja um requisito importante para o desenvolvimento de pequenos satélites, a sua redução não deve decorrer da diminuição da confiabilidade do sistema e sim da escolha de arquiteturas adequadas. Focando em um componente específico, como o OBC (do inglês On Board Computer), fica claro que as soluções disponíveis atendem principalmente ao requisito de baixo custo, mas falham em oferecer alta tolerância à falhas. Alguns modelos de OBC não oferecem nenhum mecanismo de detecção ou correção de falhas, enquanto outros oferecem apenas uma cobertura parcial dos pontos de falha ao introduzirem lógica para correção de erros nas memórias externas. Neste trabalho, será proposto uma arquitetura open source de baixo custo e alta confiabilidade para um computador de bordo compatível com o padrão CubeSat. A arquitetura proposta utiliza o processador TMS570LS0432 do fabricante Texas Instruments, o qual possui: núcleoARM Cortex-R4 em duas CPUs; detecção e correção de falhas em suas memóriasRAM e ROM internas; hardware BIST (Auto-teste interno de fábrica) tanto na CPU quanto na memória RAM; e outras características de segurança como o monitoramento do clock e da tensão de alimentação. Uma memória Flash externa foi utilizada para armazenamento de código e dados. Foram disponibilizadas duas interfaces I2C para a comunicação com os subsistemas existentes em um CubeSat, sendo uma exclusiva para comunicação com o Transponder e outra comum para os demais. A arquitetura é complementada por uma interface UART para diagnóstico e depuração, sinais PWM para acionamento das bobinas de torque e entradas ADC para medição da intensidade da luz solar nas faces do satélite. Estão previstos ainda um cartão MicroSD para armazenamentos de dados e uma interface CAN para tráfego de informações transmitidas em tempo real, garantindo assim um controle rígido de erros e a recepção de mensagens. O computador de bordo foi eletronicamente testado e está apto à integração com os demais subsistemas.

Orientador: Luis Rogerio de Oliveira HeinResumo: Neste trabalho é apresentado o projeto e construção de uma Máquina Universal de Ensaios Mecânicos portátil, didática, de baixo custo, fácil construção seguindo a filosofia open-source com o intuito de dar suporte ao ensino de Mecânica e Resistência do Materiais. O equipamento foi projetado para ser construído com perfis modulares de alumínio e executado em uma oficina de ensino técnico em mecânica. A máquina é capaz aplicar de forma segura um carregamento máximo de 10 kN tanto em tração quanto em compressão, se mover em velocidades que variam de 0,5 a 70 mm/min com uma resolução no deslocamento de 0,57 μm a um custo total de US$ 1,000.00 incluindo material e fabricação. A máquina é controlada por uma placa Arduino® UNO, opera com acionamento eletromecânico, a aplicação de carga é feita por meio de fusos trapezoidais, a aquisição do deslocamento e velocidade da trave é feita por codificadores de quadratura e o controle de velocidade é feito por controle (Proporcional, Integral e Derivativo) PID e é capaz de realizar ensaios de tração, mas pode ser adaptada para outros ensaios como compressão, flexão e dobramento, entre outros.
Abstract: In this work is presented the design and construction of an easy to build low-cost portable Universal Testing Machine for educational purposes using the open-source philosophy. The intention of this project is to support the teaching in the subjects of Mechanics and Mechanics of Materials. The hardware was designed to be constructed with modular aluminum profiles and built in a conventional Mechanics Technical and Vocational Education and Training Laboratory. The machine can apply safely a maximum load of 10kN in both, traction and compression, move precisely in a range of speed from 0.5 to 70 mm/min with a resolution of 0,57 μm in a total cost of US$ 1,000.00 including necessary material and fabrication. The machine is controlled by an Arduino® UNO board, operated with an electromechanical activation. The loading is applied by trapezoidal lead screws, the displacement and speed acquisition are done by quadrature encoder and the speed is controlled by Proportional, Integral and Derivative (PID) control, it is capable do perform tensile tests, but may be adapted to other tests like compression, flexure and bending, and others.

Embora existam investigações teóricas e empíricas sobre consórcio modular, estudos sobre as relações entre os modulistas, o fluxo de informações e a Gestão Interorganizacional de Custos (GIC) em arranjos de consórcio modular são embrionários. O consórcio modular e a GIC induzem as empresas a ultrapassar as fronteiras organizacionais, no intuito de permitir que toda a cadeia de valor se torne mais eficiente. A presente tese, configurada com um Estudo de Caso com Objetos Incorporados, defende a possibilidade de aceitação que a associação entre consórcio modular e GIC promove mútuo aprendizado e maior redução dos custos globais de operações na cadeia de valor automobilística, do que adotadas isoladamente. Entende-se que as abordagens adotadas pelo consórcio modular de Resende (modularização e GIC) são complementares e incluem diversos fatores comuns, tal como a partilha de projetos de P&D, entrosamento de seus funcionários em outras empresas, sistemas integrados de informações, transferência de conhecimento, bem como a necessidade de desenvolvimento de uma gestão interorganizacional mais eficiente. Neste contexto, o consórcio modular constitui-se em um elemento facilitador do processo de GIC, pois o custo admissível dos componentes é definido por equipes interorganizacionais de trabalho, que incluem design de produto, engenharia, compras e engenharia de produção. Assim, as empresas demonstram possuir uma relação de alta interdependência. Porém resta evidente que, nem sempre, os benefícios são compartilhados entre todos os atores envolvidos, em função da assimetria de poder entre a MAN e os modulistas. No que tange à troca de informações de custos os achados indicam forte ocorrência desta iniciativa, porém somente dos modulistas para a MAN. As evidências empíricas obtidas no presente estudo denotam o uso de poder pela MAN aos seus modulistas. O uso do poder pode favorecer a divulgação de dados de custos pelos modulistas, mas isso não garante o êxito da GIC em toda sua plenitude. Essa é uma limitação para a aplicabilidade da GIC através do open book accounting.
Although there are theoretical and empirical research on modular consortium, studies on the relationship between modulists, the flow of information and the Interorganizational Cost Management (IOCM) in modular consortium arrangements are embryonic. The modular consortium and IOCM induce companies to overcome organizational boundaries in order to allow the entire value chain becomes more efficient. This thesis, configured how a Case Study with Embedded Objects, defends the possibility of accepting that the association between modular consortium and IOCM promotes mutual learning and further reducing overall operating costs in the automotive value chain, rather than taken alone. It is understood that the approaches adopted by the modular consortium in Resende (modularization and IOCM) are complementary and include several common factors, such as the sharing of R&D projects, meshing of its employees in other companies, integrated information systems, knowledge transfer as well as the need to develop a more efficient inter management. In this context, modular consortium is on a facilitator of the IOCM process because the allowable cost of the components is defined by inter-working teams, which include product design, engineering, procurement and production engineering. Thus, companies have shown a high interdependent relationship. But it is evident that not always, the benefits are shared between all the actors involved, due to the asymmetry of power between MAN and modulists. Regarding the exchange of the findings indicate a strong occurrence cost information of this initiative, but only the modulists for MAN. The empirical evidence obtained in this study denote the use of power by MAN to its modulists. The use of power may favor disclosure by modulists cost data, but this does not guarantee the success of IOCM in all its fullness. This is a limitation to the applicability of IOCM through open book accounting.

AbstractThis introductory chapter provides the rationale for adopting an interdisciplinary approach to study the implications of shared physical custody arrangements for families and their members. The Chapter gives a rapid overview of the current state of the literature on shared physical custody in the legal, sociological and psychological literature and highlights the uncertainties and controversial aspects still open to exploration in this field. It addresses the specific research needs in order to move forward from the current situation, where evidence on shared physical custody produce results that are scattered across disciplines and hard to compare across contexts. It concludes by arguing that the complexity of shared physical custody implications in terms of health, educational, relational and living standards requires research from different disciplinary fields in order to agree on a comprehensive theoretical perspective, standardize definitions and collect longitudinal and comparable data on the custody arrangements and their normative environments.

AbstractThe DCAT Application Profile for Data Portals is a crucial cornerstone for publishing and reusing Open Data in Europe. It supports the harmonization and interoperability of Open Data by providing an expressive set of properties, guidelines, and reusable vocabularies. However, a qualitative and accurate implementation by Open Data providers remains challenging. To improve the informative value and the compliance with RDF-based specifications, we propose a methodology to measure and assess the quality of DCAT-AP datasets. Our approach is based on the FAIR and the 5-star principles for Linked Open Data. We define a set of metrics, where each one covers a specific quality aspect. For example, if a certain property has a compliant value, if mandatory vocabularies are applied or if the actual data is available. The values for the metrics are stored as a custom data model based on the Data Quality Vocabulary and is used to calculate an overall quality score for each dataset. We implemented our approach as a scalable and reusable Open Source solution to demonstrate its feasibility. It is applied in a large-scale production environment (data.europa.eu) and constantly checks more than 1.6 million DCAT-AP datasets and delivers quality reports.

AbstractHow SMEs arranged their factory floor and the kind of processes, proprietary, or other, they employed, including the extent of automation in use, are all important aspects of the process practices. Swiss SMEs have realized that reliance on product feature advantages alone, even if protected by patents, is not sufficient to guarantee a lasting competitive advantage. Many companies, over time, have developed proprietary processes that are not available on the open market. This can include proprietary production or custom equipment developed and built in-house for key steps of the production process. Automation and robotization are extensively applied throughout, much of this designed by the companies themselves. The longevity of the companies fosters long-term improvements that are not available on the free market.

In this paper we analyse a specific legal clause inserted in debt contracts in the late Medieval Low Countries: the ‘leistinge’ custom. It implied personal sureties, i.e., vassals or councillors of the debtor (and sometimes himself) who had to go sojourning in an inn for an unspecified period, and there live, eat and drink conspicuously (“as good pledges should do”). This legal mechanism often implied high aristocratic debtors with, in a first stage, ecclesial creditors (as abbeys) and Italian financiers. We show how the innkeeper played an instrumental role in this framework. In Brussels, the technique fostered undoubtedly the use of alternative currencies by noble pledges to circumvent the lack of cash money or the intricacy of exchange rates. Later, this credit technique also spread among local merchants and well-off burghers as debtors and creditors, especially in Northern Low Countries as exemplified by our example of Kampen. In the latter city, this legal tool could well have been favoured by town authorities as an indirect regulation of the property market, avoiding therefore too much speculation on the urban plots during periods of expansion and works of public concern. The efficiency of this custom remains somewhat open to debate, the long-time span of its use suggesting a relative efficacy, whereas its sudden suppression (as in Kampen) hints at some abuses.

AbstractBroadly stated, this book makes the case for a different way of thinking about how to measure and manage person-centered outcomes in health care. The basic contrast is between statistical and metrological definitions of measurement. The mainstream statistical tradition focuses attention on numbers in centrally planned and executed data analyses, while metrology focuses on distributing meaningfully interpretable instruments throughout networks of end users. The former approaches impose group-level statistics from the top down in homogenizing ways. The latter tracks emergent patterns from the bottom up, feeding them back to end users in custom tailored applications, whose decisions and behaviors are coordinated by means of shared languages. New forms of information and knowledge necessitate new forms of social organization to create them and put them to use. The chapters in this book describe the analytic, design, and organizational methods that have the potential to open up exciting new possibilities for systematic and broad scale improvements in health care outcomes.

Abstract Albuquerque's victory in Malacca gave Portugal a major foothold in the Far Eastern pepper trade, but the Portuguese were never able to fully dominate it. The chapter summarizes the struggles of Portugal's building of its empire. It also discusses the cartaz system, where the Portuguese claimed suzerainty over the Indian Ocean and no one else was allowed to sail unless they purchased a safe conduct pass. The cartaz obliged Asian ships to call at a Portuguese-controlled port and pay customs duties before proceeding on their voyage. Ships without this document were considered fair game and their goods could be confiscated. It was, pure and simple, a protection racket. The cartaz system, plus customs duties and outright piracy, provided most of the funds defraying the costs of the Portuguese navy and its garrisons. The chapter also outlines the importance of Indian cotton in the Spice Trade and the routes of spices into Europe. Further, the chapter provides highlights of the Portuguese profits on spices. Portuguese imports of pepper held strong over most the sixteenth century. The total weight of the spice cargoes averaged 40,000 to 50,000 quintals (1 quintal = 130 pounds or 59 kilograms) annually in the first half of the century and 60,000 to 70,000 quintals later on. Records have been left of one cargo in 1518 that totalled almost 5 million pounds (2.27 million kilograms), of which 4.7 million pounds (2.13 million kilograms) was pepper, 12,000 pounds (5443 kilograms) cloves, 3000 pounds (1360 kilograms) cinnamon and 2000 pounds (907 kilograms) mace (Krondl, 2007). Most of the pepper and other spices were purchased in Malabar on the open market. Portuguese profits on the pepper trade could run as high as 500%. Lastly, the chapter briefly discusses how other European countries looked for alternative routes to the spices.

Spiking neural networks (SNNs) is a promising research direction to their ability to imitate certain functions of brain. Hardware acceleration of SNN can offer orders of magnitude increase in performance and power efficiency. However, traditional hardware description languages have a barrier for rapid development and prototyping of custom internal hardware mechanisms that affect hardware construction throughout the entire processor structure. Mainstream high-level design methods also have disadvantages, e.g. poor focus on transaction streams management description in dynamically scheduled pipelined structures. To accelerate development of custom neuromorphic processors, we propose Neuromorphix software library, which implements a flexible, reconfigurable microarchitectural template enabling selection of a set of transactions specific to neuromorphic processors. Neuromorphix is based on the previously developed ActiveCore open-source framework, which provides a hardware-oriented intermediate representation for generation of hardware data types, operations and behavioral logic. Development process is accelerated by automatic generation of hardware structures typical for neuromorphic processors using transaction-level approach. At the same time, Neuromorphix supports the option to integrate user-defined hardware blocks and also enables reuse of high-level hardware mechanisms which allows to achieve fold decrease of entry barrier for a wide range of neuromorphic processors developers.

The RTS-1 “Galileo Galilei” is an open pool research reactor light water moderated and cooled. It had a maximum thermal output of 5 MWth and an average thermal flux of 5 E+13 n/cm2sec. It became critical for the first time on April 1963 and it was definitely shutdown in March 1980. The reactor is situated at CISAM (Joint Centre of Studies and Military Application - Italian Ministry of Defence), S. Piero a Grado, Pisa, Italy, and its decommissioning is in progress. In this paper the strategy adopted to achieve the green status of the reactor site is discussed, with particular attention on the different steps to be done according to the national laws. Emphasis is placed on the characteristics of two different conditions required, namely Passive Protective Custody, which is a step necessary to allow the decay of the radioactive materials present into the plant to decrease the radiological risk to operate safely, and Unconditioned Release, in which all the materials can be released without radiological restrictions. Another aspect discussed in this paper is the effort spent on the determination of the radioisotopic abundance of the reactor components, the personal dose evaluation due to the necessary activities to achieve two different status of “Passive Protective Custody” and “Unconditioned Release” and the waste characterisation. The necessary authorisations to start decommissioning has been obtained as far as concern the removal of spent fuel and the dismantling of some experimental equipments.

The development of ICNs (from closed local to open ones) changes the typology of learning environments. The following models of learning environments, which widely use ICT and ICN tools (with basic features that characterize them) are distinguished: using the local communication network for presentation of educational information; using the local communication network and open network resources; using open network resources; for independent use of open network resources directly in the classroom by a student; for use of open network resources by a student in the process of independent learning activity; for use by a student educational resources, specially created by a teacher, as well as resources of an open networks in his independent learning activity.

The enforcement of the MERCOSUR as an imperfect customs union is determined by the existence of a Common External Tariff (CET) which has not been fully applied up to this moment. The smallest countries in the MERCOSUR are more open, more specialized and a larger share of their total trade is intrabloc. Their integration to the MERCOSUR deeply affected their external relations and their output composition. On the contrary, for the largest countries, especially Brazil, their integration to the MERCOSUR has had much less impact on production and trade. The objective of this paper is to assess the effects on each of the MERCOSUR countries of different options for the CET. More precisely, the welfare effects and the impact on economic activities of several options are assessed for each of the MERCOSUR countries, using a computable general equilibrium (CGE) model.

MOVEit, a widely used Robot Operating System framework, plans composite tasks, where the high-level sequence of actions is fixed and known in advance. However, these tasks need to be tailored and adapted to the environmental context. This framework uses custom trajectory planners, known as controllers, to solve goals that are fully defined within the configuration space. Libraries, such as the Open Motion Planning Library, provide a collection of motion planners that can solve task-space goals. An exact spatial and joint replication of the robotic manipulator’s mechanics, typically Universal Robot Description Format and Semantic Robot Description Format files, is required. Common arms such as the Panda-Manipulator and OpenMANIPULATOR-X provide these files in their respective public repositories, but custom arms require significant modification or even a complete rewrite of these files.

This paper describes our Java Performance Monitoring Toolkit (JPMT), which is developed for detailed analysis of the behavior and performance of Java applications. JPMT represents internal execution behavior of Java applications by event traces, where each event represents the occurrence of some activity, such as thread creation, method invocation, and locking contention. JPMT supports event filtering during and after application execution. Each event is annotated by high-resolution performance attributes, e.g., duration of locking contention and CPU time usage by method invocations. JPMT is an open toolkit, its event trace API can be used to develop custom performance analysis applications. JPMT comes with an event trace visualizer and a command-line event trace query tool for scripting purposes. The instrumentation required for monitoring the application is added transparently to the user during run-time. Overhead is minimized by only instrumenting for events the user is interested in and by careful implementation of the instrumentation itself.

The US Army Engineer Research and Development Center, Geospatial Research Laboratory (ERDC-GRL), is researching the optimization of the formats, data models, file sizes, and quality of geospatial products to be exploited by end-user devices (EUDs). This report describes a processing methodology comprising custom software and open-source tools to optimize Army Geospatial Enterprise Standard Sharable Geospatial Foundation and industry-accepted products for exploitation on EUDs. The Integrated Visual Augmentation System (IVAS) was emphasized, but other devices, including the Nett Warrior and Program Executive Office—Soldier targeting systems, were also studied. Additionally, we developed a compression methodology that reduced the size of three-dimensional model data by a factor of 9 without a loss in data quality. A summary of the results describes steps to address remaining technical issues and considers future efforts to further optimize geospatial data for additional EUDs and tactical applications.

According to Army Multi-Domain Operations (MDO) doctrine, generating timely, accurate, and exploitable geospatial products from tactical platforms is a critical capability to meet threats. The US Army Corps of Engineers, Engineer Research and Development Center, Geospatial Research Laboratory (ERDC-GRL) is carrying out 6.2 research to facilitate the creation of three-dimensional (3D) products from tactical sensors to include full-motion video, framing cameras, and sensors integrated on small Unmanned Aerial Systems (sUAS). This report describes an ERDC-GRL processing pipeline comprising custom code, open-source software, and commercial off-the-shelf (COTS) tools to geospatially rectify tactical imagery to authoritative foundation sources. Four datasets from different sensors and locations were processed against National Geospatial-Intelligence Agency–supplied foundation data. Results showed that the co-registration of tactical drone data to reference foundation varied from 0.34 m to 0.75 m, exceeding the accuracy objective of 1 m described in briefings presented to Army Futures Command (AFC) and the Assistant Security of the Army for Acquisition, Logistics and Technology (ASA(ALT)). A discussion summarizes the results, describes steps to address processing gaps, and considers future efforts to optimize the pipeline for generation of geospatial data for specific end-user devices and tactical applications.
