This thesis is an exploration of an architecture of relevance in the context of Bangkok, Thailand.The main concern behind this work is the disparity in values between ancient and modern models of society, and the need to forge a new paradigm that recognizes the necessity for change without losing the continuation of vital themes. The public library as an institution epitomizes this concern. It introduces concepts alien to the Thai model of the library, yet it is essential for the free access to information that a modernizing society needs. By attempting to understand the underlying structure of the city fabric, potential interpretations as yet unexploited can be accommodated, thus allowing for societal change within understandable and meaningful patterns. Six patterns are explored, and these are innovated on in the design section. The library thus challenges the conventional institution in terms of its programme of communication, its degree of insulation from the outside world, and the ease of access to its collections.

Testo completoThe purpose of the study is to investigate the history and development of the Cape Town City Libraries (CTCL) from 1952-1972 and examine the effect of apartheid legislation on establishing a public library system. The study looks at one library service, how it was established, how it adapted to the political and social forces of the time and the services it delivered. Data was sourced from the surviving CTCL archives, interviewing people who worked for CTCL and researching relevant material in the National Library and Archives. Public libraries have aims and functions which are underpinned by a philosophy of free and equal access to all and access to knowledge and books. IFLA defines a public library as an organization that: provides access to knowledge, information and works of imagination through a range of resources and services and is equally available to all members of the community regardless of race, nationality, age, gender, religion, language… (Koontz & Gubbins, 2010). Legislation introduced by the National Party enforced segregation and controlled access to knowledge and books which brought CTCL into conflict with library philosophy. This legislation determined who the CTCL could serve, where they could serve them and what they could serve them. The findings show that CTCL extended the library service to more people and increased the number of facilities, membership and circulation but in a segregated manner. Censorship legislation affected library stock but also induced self-censorship amongst librarians further restricting what was available to patrons. Testo completoThe debate about the role of libraries has been on-going for more than 100 years. Huynh (2004:20) states that, initially, the purpose of public libraries was to educate or teach the public. Over time there has been a gradual shift away from this perspective to that of providing information to all groups in a community. Increasingly a clearer focus has emerged through documents such as the ‘Public Library Manifesto’ and the ‘Library and Information Services (LIS) Transformation Charter’. The Public Library Manifesto (IFLA and UNESCO 1994) addresses the need for a clear policy, “defining objectives, priorities and services in relation to the local community needs”. The Library and Information Services Transformation Charter states that there must be processes in place to gauge and analyse the library services needs of specific communities so that the library can become an information and cultural hub, responsive to the needs of the local community (South African Department of Arts and Culture 2009:20). This research examined the responsiveness of collection development initiatives and processes to the needs of communities served by the City of Cape Town Library and Information Services (COCTLIS), to assess if this constitutes a community driven approach to collection development. The following research questions were investigated: • What does a community-driven approach to collection development entail? • How does the collection development plan (CDP) of COCTLIS support a community-driven approach to collection development? • How are community needs established and assessed? • What other collection development tools and methods are librarians using? A combination of quantitative and qualitative methods were used to gather the necessary data to achieve the research objectives of this study. In particular content and thematic analysis was performed on the collection development plan (CDP) of the COCTLIS. This analysis revealed the frequency and context in which key terms, in the CDP, identify and support COCTLIS’ approach to collection development. In addition a questionnaire survey of a sample of the 104 libraries in COCTLIS was undertaken. The questionnaire was designed to examine librarians’ understanding of the philosophy underpinning collection development in COCTLIS and the extent to which the activities they employ facilitate the achievement of these collection development goals and objectives. It is hoped that this research might lead to identifying a set of principles or guidelines for community responsiveness in collection development by looking at current best practices on the ground in relation to the “old ways”. This research has found that the approach to collection development as practiced in COCTLIS conforms to the ‘textbook’ description of a community or patron-driven approach discussed in the literature. This approach requires a clear focus on establishing and meeting the needs of the communities served by libraries. The focus on community needs is evident as an underlying theme in statements in the CDP of COCTLIS, such as their vision statement. This conclusion is further supported by the understanding displayed by their staff in the practical application of the principles of this approach.

Testo completoThe World Health Organisation (WHO) presented evidence illustrating that tobacco smoking kills three million people yearly. These statistics are increasing, and unless current trends are reversed by the decade 2020-2030, tobacco will kill 10 million people a year, with 70% of deaths occurring in developing countries (WHO, 1998:1). The WHO then issued a mandate to 191 countries, which included South Africa, requesting them to write, advocate, pass and enforce laws on tobacco control taking into account work and public places, as people tend to spend much time there (WHO,20031-2). According to the literature review, since the promulgation of the Tobacco Act. 1999 (12 of 1999) public officials have been leaving the office much more regularly to congregate with other smokers for a smoke break. This is because legislation stipulates that they may not smoke in the office. It has also been found that the public service delivery process is slow, not only as a result of the phenomenon of smokerism, but also due to staff shortages. Hence, the main purpose of this study was to explore the impact of the Tobacco Act. 1999 (Act No.12 of 1999) on the performance of librarians employed by the City of Cape Town's Library and Information Services: Tygerberg Administration, by focusing on answering two assumptions stating that service delivery is slow and inefficient because of smoke breaks; and that the performance of staff is poor as a result of regular smoke breaks. The research population for this study consisted of 23 out of the 26 librarians-in charge employed in the City of Cape Town's Library and Information Services: Tygerberg Administration, who is the entire target population. The respondents were interviewed using a self-administered questionnaire. The data collected was analysed using software called StatPac for Windows. The results derived indicated that the librarians-in-charge (82.6%) are satisfied with the service delivery offered by their employees. This is regardless of the regular smoke breaks employees take and the grievances of non-smoking employees with regard to the regular smoke breaks taken. However, the Iibrarians-in-charge (91.3%) added that there was room for improvement in terms of dealing with the staff shortages and not the regular smoke breaks. Therefore, based on the findings, the assumptions that relate to this study are discovered to be invalid and untrue. Thus, the Tobacco Act. 1999 (12 of 1999) does not impact on the performance of librarians employed by the City of Cape Town's Library Services, Tygerberg Administration. The following recommendations were formulated: Management should consider taking on volunteers to address the staff shortage situation. Management should motivate employees with any kind of special rewards, remuneration and credentials for work well done. The Director of Social Development and Community Services of the City of Cape Town, Tygerberg Administration, should review the salary structure of librarians and consider increasing it. Both the librarians-in-charge and employees should be educated about the Tobacco Act, 1999 (12 of 1999). This education should also consist of the importance smoking restrictions have in terms of promoting a healthy environment, smoking cessation and job satisfaction. The librarians-in-charge should understand the negative ramifications the lack of rewards, credentials and salary have on job satisfaction. Team-building exercises should be done on a regular basis to strengthen the relationship between employees.

Due to social changes, people nowadays place more value on their leisure life. Since their origin, public libraries have become important places for public leisure activities, and leisure has been a major reason for the public’s use of libraries. However, the leisure function of libraries has been valued less comparing with the other three functions. This research aimed to understand users’ purposes and situations of utilizing the leisure function of libraries; furthermore, it probed into the content and value of public libraries’ leisure role, as well as its relation with the educational, cultural, and information functions. This research was qualitative-oriented and took place in Sindian City Public Library where observations and in-depth interviews were carried out on 12 library users from June 26th to July 4th, 2007. The data collected was then coded and analyzed. The research results were concluded as follows: 1. There are 9 motives and 14 influential factors for users to utilize libraries for their leisure function. 2. Besides individual factors, use costs, and interpersonal relations, library collections, activities, and dissatisfaction about software and hardware of libraries are major reasons hindering users from utilizing the leisure function of libraries. 3. Based on users’ purposes of utilizing the leisure function of libraries and their extensive interests in library resources, this research established four leisure utilization models: wandering, treasure searching, self-serving, and target locating. 4. The public carries out leisure activities in public libraries not just to spend their leisure time. Library users utilize various library resources for leisure purpose; in fact, they gain more than achieving such leisure purpose. 5. In addition to leisure activities, the public gains educational benefits such as knowledge improvement and self-learning. They also receive leisure-related information from library resources or activities. Libraries provide opportunities for public leisure activities; furthermore, they facilitate the promotion of local humanism features and the preservation of local cultures. 6. Libraries are now more than places for borrowing and returning books; they have become one of the leisure sites in the public’s daily life. Therefore, the public not only demands for a satisfying collection of books from libraries but also the overall quality of library services. Suggestions were proposed as follows based on the conclusions: 1. In compliance with the 9 motives discovered in this research, public libraries can enhance its software and hardware to strengthen the public’s demand for library utilization. 2. Libraries can, within their abilities, try to eliminate factors that hinder users’ will to utilize the leisure function of libraries and to improve the public’s willingness to use such function. 3. Moreover, libraries and their competent authorities should, from a leisure perspective, allow the public to use library resources in a relaxing and pressure-free manner and further to gain educational, cultural and information benefits.

The aim of the study is to discuss the impact of public library service quality reasons from read’s view and takes Taoyuan County Ping Jen City Library as an example. According to meet reader's needs, I expect the result could be a reference to upgrade service quality of Ping Jen City Library. Five dimensions including empathy, communication, comfortable, tangible and space are evaluated in this study. To measure the sense of space and satisification, the readers regard space to be the most important. Perceptual in terms of space is the most satisfying, while empathy of the dimensions of the satisfaction is the opposite. The use of the important - performance analysis discuss the service gaps of Ping Jen City Library service quality. There are eight good performances should be maintained, including" Illuminates well-equipped", "comfortable viewing space", "library overall environment clean and tidy", " the air condition facilities is perfect", "library use easy-to-follow rules clearly ", " library to the right and proper preservation of the reader to make use of books and other records ", " librarian borrow books dealing with procedures for fast efficient ", " library of service time to facilitate the use of readers". The readers think it’s important but not satisfied with the services as fellows: "materials diversification", "stock classification clear, the reader is easy to seek", "provide a quiet personal space", " Librarian service, cordial and polite", " Librarian is worthy of trusting in handling a reader service problem ", " The library website can let the reader find out the information of demand ", " Librarian can carefully handle a reader’s complains ". Suggestions are listed as an improvement of Ping Jen City Library.

National reading ability is a very important competitiveness of a country, and it is also a most effective investment for a country. Internet promotes global village living area more closely, so the individual should have the ability to solve problems. In order to face the diversity and rapid changes in information generation, it is nessary to have the ability of reading comprehension. Middle school students are at the run-in period between children and adults period, changes of the physical edffect psychological needs and knowledge needs. With the coming of 12-year compulsory education policy, the teacher-student interaction mode has also been changed. One way mode that teachers teach and students learn amended, and it’s necessary to cultivate the information literacy of middle school students. To improve students’ information literacy do need the coordination and cooperation between the public libraries and the national middle school libraries. Both of the libraries can provide library and information services to the students on hardware part, and provide curriculum and teaching design or library instruction on software part. And both parts are the basis of information literacy. National middle school libraries service mainly on teachers and students, so the government funding and resources are indeed limited. The main target of public libraries is the entire population, and compared to school libraries, government funding and professional capacity are abundant. If middle school libraries and public libraries can share the resources with each other, and also implement the information literacy curriculum with spiral planning at the same time, the scholarly community can be created and middle school students can be cultivated with reading comprehension ability. This study investigate the resources sharing between national middle school libraries and public libraries of overseas areas, South Korea, Singapore and Hong Kong and also three domestic areas including Taipei, New Taipei and Kaohsiung. Through the literature review of resource sharing between libraries, and compared it with the situation of keelung, a better future plan can be make. Although there is a Taiwan's first private public library in Keelung and it has historic location, the humid and rainy weather and the frontier location of Taipei City affecte the middle school students’ opportunities of outdoor activities. Therefore, national middle school libraries and public libraries have the responsibility to increase students' leisure activities places and meet the students need of reading. The results found that: (1) 40% national middle school libraries and the public libraries share community resources. (2) the main types of shared community resource is the speech of "about the writer." (3) the motivation and demand of community resources sharing between national middle school libraries and public libraries are very strong. At the end of this study, issues of the community resources sharing between national middle school libraries for follow-up study are suggested.

Public libraries or libraries in elementary schools should coordinate the tasks and functions to change the management styles. The cooperation between schools and libraries could have reading habits being cultivated from childhood and allow students enhancing the reading intention in the reading atmosphere. The cooperation between public libraries and libraries in elementary schools is expected as a wonderful start, allowing reading and media information literary sustainably being rooted from elementary schools and every child becoming a learner in future era. This study aims to discuss the cooperation examples between public libraries and libraries in elementary schools in foreign countries, domestic cooperation model between public libraries and libraries in elementary schools, and present cooperation situation of library resources between public libraries and libraries in elementary schools in Hsin Chu City. With literature review and semi-structured interviews, the public librarians and the teacher librarians in elementary schools in Hsin Chu City are selected as the research participants. The data analyses are concluded as below. 1. The cooperation between public libraries and libraries in elementary schools in foreign countries is rich. Professional librarians and complete reading education policies are established in the libraries. Such a cooperative scheme could benefit the management of school libraries and the promotion of reading education and enhance the library use. 2. Domestic cooperation model between public libraries and libraries in elementary schools focuses more on library card services and reading promotion, which not only provide library resources, but also combine local culture for characteristic activities. 3. Budget support, lack of professional librarians, and supports of relevant personnel are the major factors in little cooperative interaction of library resources between public libraries and libraries in elementary schools in Hsin Chu City. According to the research results, the following suggestions are proposed. 1. The central government should promote long-term projects to increase formal personnel for public libraries, establish a teacher librarian for the library in each elementary school, arrange libraries of district offices by the country/city culture bureau, and establish county/city librarian associations. 2. Local government should integrate the resources in various sectors and stress on the management of public libraries. 3. Public libraries should reinforce media promotion, actively cooperate with municipal elementary schools, and construct cooperation teams. 4. Elementary schools should actively strive for resources in public libraries, establish library organizing committees on campus, and provide teachers and students with required resources and supports. At present, of all the researches done for lighting environments, there are mostly case studies of the middle and primary schools or school building classrooms. Studies about the lighting environment in libraries are relatively few, yet following the increase in the amount of library goers and using hours, what lighting facilities the libraries now need to provide should be paid more attention to. Seeing that there had been no domestic assess to the appropriateness and comfort of the building lighting environment for libraries so far, by carrying on a first-hand investigation on the lighting environment in pubic libraries in every districts in Taichung, this research hopes to offer some suggestions to the lighting environment of various units in libraries. Finally, by cooperating with computer simulation design, it proposes suggestions for a more comfortable reading environment for library users. The followings are the more specific conclusions of this research: Ⅰ、The disqualification rate for the intensity of artificial illumination (those that do not reach 500lux ) in public libraries around the districts in Taichungis is up to more than 67%, and those that reach the standard of illumination intensity 700lux do not even composed of 5% of all the libraries. Moreover, tubes with the damage rate of over 10% in some libraries are not replaced immediately, which shows that the lighting environment in Taichung public libraries is not very much attended to and requires more attention paid by the management unit of the libraries. Ⅱ、91% of the reasons why the intensity of illumination in libraries do not reach the standard is the lack of the tubes that the space needs, while 9% is due to the bad maintenance of lamps and the lack of replacement immediacy for damaged tubes, which results in the decrease in the average value of intensity of illumination. Ⅲ、The placement of furniture and lamps will influence and the average intensity of artificial illumination. For instance, if the lamps and the book cases are not disposed with plan, shades would appear in children’s reading room, while in open shelves there would be the uneven distribution of direct lighting, and in the lower part of the shelves the intensity of illumination would be low and the difference within would be too large. Therefore, the disposition plans of light and furniture should be considered. Ⅳ、The luminaire density of artificial lighting environmental impact factor、lamps and spacing/hight ratio influence each other. Ⅴ、The lighting system for the reading spaces in libraries should adopt the line light source in order to obtain higher light beam utilization ratio. Ⅵ、Those place with an intensity of illumination that do not reach the suggested value proposed by this paper had made it above 700luxes after the computer simulation, which could improve effectively the present situation in many reading spaces in libraries.

The purpose of this study was to explore the influence of the public library readers’ demographic variables and information usage status on the public library readers’ information seeking behavior, traditional literacy, media literacy, computer literacy and network literacy. The sample were 262 public library readers drawing from public libraries in Tainan City. The study was investigated by using the questionnaire developed by the researcher. Data were analyzed by using statistic methods which include frequency, t-test and ANOVA analysis. The major findings were as follows: (1) There were significant differences among the variables of public library readers’ genders, age, educational levels, occupations, frequencies of using the public library, computer learning experiences, computer facilities, experiences of using network, places of using network, attendances of library extension activities and the library card possession situations toward information seeking behavior. (2) There were significant differences among the variables of public library readers’ educational levels, occupations, computer facilities, experiences of using network and the library card possession situations toward traditional literacy. (3) There were significant differences among the variables of public library readers’ age, educational levels, occupations, frequencies of using the public library, computer learning experiences, computer facilities, experiences of using network and the library card possession situations toward media literacy. (4) There were significant differences among the variables of public library readers’ age, educational levels, occupations, computer learning experiences, computer facilities and experiences of using network toward computer literacy. (5) There were significant differences among the variables of public library readers’ genders, age, educational levels, occupations, computer learning experiences, computer facilities and experiences of using network toward network literacy. This study also provided the following suggestions: (1) To provide services for the public library readers of different age levels. (2) To promote the function of self-education for general readers. (3) To enhance the progression and advertisement of library extension activities. (4) To enhance information literacy of readers with different personal background information. (5) To strive for funds for a substantial amount of computer and network facilities in libraries. (6) To help readers positively participate information literacy related activities offered by the public library.

Recently, librarianship has been developing rapidly with an increase in library service functions in Taiwan. However, there’s no enhancement in basic aspects such as organization and fund; this affects not only professionals’ willingness to plunge into service but also overall service quality. In response to future library human resource crisis, it is a key issue to enhance volunteer quality and compensate for the disadvantage of insufficient human resource of public library management when the library is actively using volunteers. This study is aimed at following points: (1)Know volunteers’ education demands.(2)Provide information basis so as to design a good volunteer education system. (3)Know relative importance of volunteer education. This paper designs questionnaire in accordance with research purposes and chooses volunteers of Kaohsiung Public Library as objects of the survey. Analysis is performed through three aspects: library volunteers’ basic data, relevant experiences and education demands. Following three points are discussed: (1) Differences in library service experience between volunteers with different demographic variables; (2)Differences in library education demands between volunteers with different demographic variables; (3)Differences in library education demands between volunteers with different library service experiences, so as to know Kaohsiung Public Library volunteers’ demands on knowledge and ability as well as further propose suggestions for policies. This study finds demographic variable is correlated with library service experience. However, there is no difference in education demand on knowledge and ability. Similarly, volunteers with different experiences are not different in education demand. It means that all volunteers have same education demands. In addition, this study investigates priority of four aspects of volunteers’ education demands, and finds an order of “knowledge and ability of customer service”, “knowledge and ability of digital publishing development trend”, “knowledge and ability of library specialty” and “knowledge and ability of library administration operation and planning”. This provides a reference for the library to plan for proportions of educational contents.

In 1992, Wendy Cooling from British “Book Trust” Foundation started a program called Bookstart. Basically the program was a parent-child activity, which encourages parents to start reading along with their child; it also advocates that children should start to access the reading environment at the early stage of life. In 2003, Taiwan made its first step promote the Bookstart program, which is driven by Taichung Library. This research is using the history background of Taichung Shalu Library, and its partnership with related participants, in order to explore public-private partnerships and give policy recommendation. The participants of this research project included: Taichung City Cultural Affairs Bureau, library, Hsin Yi Foundation, and the parent-child book club participants. The results of this research project are mainly based on heavily literature reviews, and also through some in-depth interview analysis. At the end of this research project, I come up with the conclusion that: the participants in this research project all share a common purpose, which is stating the parent-child activity being described above as early as possible. However, without a clear policy action and also good partnerships, it is quite difficult to implement this program. This research project has discovered two factors that will have a major impact to the public-private partnerships. The first problem will occur within the public organization sector , such as: lack of human resources and also financial funding; lack of horizontal linkages; lack of innovation and integration of marketing strategy; the unclear responsibilities between Taichung City Cultural Affairs Bureau and the local library; the difficulty of the personal information protection Act. Secondly, distrust between different participants. At the end of this research project, I will make policy recommendations based on practical and theoretical aspects. Practice aspects will included: internal integration within public sectors, how Hsin Yi Foundation regarding corporate social responsibility as their own responsibility. In theoretical aspects parts, I propose the partnership between the following two models, which is ternary and participants’ mode. At the end of this research, I discover that the participants’ model is the most suitable model to implement Bookstart program.

As the growth of municipal public libraries and county libraries, the relationship between the public library and its community is become closer than ever. How can public libraries play an essential role in community development process and act as a “community information center”? First, they should find out information needs of the residents from specific community. The main purpose of this research is to explore the community information needs and the community information seeking behavior of readers in public libraries, and to make recommendations for community information service establishment in public libraries in future. This research uses the questionnaire survey and interview for data collection. The results of this research are: 1. Readers’ community information needs may be divided into five levels. 2. Readers’ sex, age, education level, job, the length of living in the community has positive relationship with readers’ community information needs. 3. The conception of community information of readers generally concerned with the problems of daily life, and aims at meet the awareness of public. 4. The reasons that readers didn’t use public library collection to fulfill their community information needs are : the problems of information itself, hadn’t aware the exist of the community information, used to acquire assistance from their friends and ask for the authorities, or finding information via Internet. 5. The issues that readers indicate when seeking community information are: lack of ability to find out adequate information, the information is not well organized, lack of adequate information meet their needs, and lack the ability of identification of right information. The recommendations of this research includes: 1. Assessing the needs of the community for planning service. 2. Developing cooperation ties with the local government and the organizations in community to enhance power of the service. 3. Constructed community information service policies. 4. Publishing community information bulletin regularly. 5. Setting up networked community information services. 6. Play an active role in community total management. 7. Emphasizing advertisement to encourage the use of community information service in the public library. The public library will be the logical place for people seeking information to solve their variety problems in daily life, the public library should aggressively take the responsibility of being the “community information center”!

Elementary school library and public library’s cooperation has been established years., under book’s resources sharing idea, public library and elementary school's cooperation project has been increasingly multi-dimensional,. T this research take the elementary school located in county-city intersection and its neighbor public library as the object of study, in which the researcher discovered that in the elementary school located in county-city intersection’s students and their parents would rather choose the public library not in its administrative district to carry on reading. Therefore this research’s main discussion position is that the county- city bordered elementary school and its neighbor public library resources’ conformity situation, as well as the county- city bordered elementary school students, their parents choose the public library’s factors of consideration. This research uses the questionnaire survey procedure and the interview law, the questionnaire survey procedure investigation object picks the random sampling Taoyuan Guishan area some country young 200 student and 200 guardians, total 400; The interview part by half structural formula visit law primarily, visits the peach garden municipally established library big hillock to divide the librarian and the Taoyuan Guishan area some country young teacher who the hall and new north municipally established library Linkou divides the hall. The existing co operational projects are the motion books vehicles and the public library orientation., Moreover, these two projects’ cooperation’s frequency are extremely low, which is about once or twice per year. (3) The country-city bordered elementary school students and their parent’s preference is affected by the factor of the book’s quantity the equipments, and its environment. (4) The distance between their residence (5)The cooperation level is one factor that affects the country-city bordered elementary school students and their parent’s preference. According to the results, this thesis proposed the suggestion is as follows: (1) the country-city bordered elementary school may apply more budgets from the government or the government supplies sufficient funds, which would increase the cooperation of elementary school’s library and the public. (2) The country-city bordered elementary school’s library. could apply for the opportunities from public library aggressively. (3) The country-city bordered elementary school may teach students some informations off the library usage by education. (4) While the motion books vehicles visits, it could also provides the reason why we are giving these services.(5) Public library may apply or contact for more opportunities for the cooperation in both facilities aggressively. (6) Public library needs to recruit volunteers aggressively.

Testo completoThe legitimacy of an organization is based on its mission, i.e. its raison d’être. Some libraries directors and many researchers fear that the legitimacy of public libraries is challenged in the information society. Moreover, official texts presenting the missions of public libraries are varied and the missions are deliberately not defined there. In Quebec, where a large majority of autonomous public libraries are directly under the supervision of municipalities, public libraries have to define and legitimate their missions with city councillors. The main objective of this research is to understand, via the discourses, the point of view of city councillors in Quebec on the missions of autonomous public libraries, compared to the libraries’ practices in their communities. Using the theory of the social construction of reality, a conceptual framework is proposed not only to study the discourses in their textual dimension, but also to contextualize them and analyze the distance between them and the libraries’practices.The research strategy adopted is that of the multiple case study. The aim is to develop an in-depth analysis of each case as well as a cross-case analysis. The twelve cases (municipalities) were selected according to two criteria of variation (size of the municipality and annual budget allocated by the municipality to the library) and a discriminant criterion (the distance from the Université de Montréal). Interviews were conducted with the city councillors who chair the commissions or the committees on which the public libraries depend. These interviews and the municipal cultural policies were subjected to a discourse analysis. The interviews with the directors of the public libraries and documents were subjected to content analysis. This made possible the triangulation of methods and data sources. Neither the city councillors in Quebec, nor the professionals have a homogenous discourse on the missions of public libraries. However, a model of discourse does emerge. It shows a “limited” discourse compared to the literature, in which a passive image of thelibrary is presented and in which the tradition continues in spite of the context of the information society. But the analysis also revealed that the city councillors base their points of view on their own convictions as individuals, on their role in the management of the municipality as elected officials, and on the image they have of the users of public libraries. Finally, the analysis revealed an axis of differentiation of the points of view according to whether the discourse was based on fundamental values or on the (real or supposed) uses of the library.

The purpose of this study was to investigate the relationship between the motivation of library using and reading comprehension ability of the sixth graders at public elementary schools in Taichung city. The stratified cluster samples of the questionnaire survey were from 487 students among 18 schools. Each student completed the questionnaire and took Elementary School Chinese Reading Comprehension Test. The data were collected and analyzed by Descriptive Statistics, One-way Analysis of Variance (ANOVA), Independent Sample t-test, Scheffé Method, and Pearson’s Product-moment correlation. Based on statistical analysis, the conclusions of the study were drawn as follow: 1.The ranking of the students’ favorite types of reading were comic books, science fictions, historical stories, detective novels, biographies, and picture books. By average, most of the students borrowed approximate 1 to 5 books from the school library each month. 2.Compared to the national norm, students’ reading comprehension ability was T52, which was above average. The best reading comprehension ability performance in Taichung was the Central district, and the next was Tuen district. Generally speaking, the schools in the large scale perform more excellent than schools in the smaller scale in those Mountaiou district. 3.The students’ intrinsic motivation for library using was higher than the extrinsic motivation. The homeroom teachers’ encouragement was the main factor of extrinsic motivation for library using. They were the key persons for library using education. 4.There were significant differences in their reading comprehension ability due to the schools’ locations, the scales of schools, numbers of loan and attitude of the parents. 5.There were significant positive correlations between reading comprehension ability and library using motivation. Library using motivation can significantly improve reading comprehension performance.

For a public library, innovation is not only motivation for self-improvement to meet diversified users’ information needs but also a scheme that calls for immediate action. Public library plays an important role in fostering children’s reading behavior, therefore, promoting children''s service is inevitable. Most parents nowadays juggle between work and family, which reduce their time in selecting and purchasing appropriate books for their children. In addition, an escalating number of new immigrants have language barrier as well as cultural discrepancy was afraid of walking into a library for help, not to mention borrowing books to educate children. “Bookpack Take-out” is an innovative service that aims to resolve the difficulty, such as selecting proper books for children that many new immigrants may face. The target users of Bookpack Take-out Service include K-6 children. Parents who are in a hurry or don’t know how to choose books for their children can simply select a bag of five books pre-selected by librarians, with difference age buckets. Readers are allowed to change books freely should they found any books that do not satisfy their needs. This research is a case study of Bookpack Take-out Service at Library of Cultural Affairs Bureau, Taichung City. The study explores the attitude of parents, children and nonusers toward this innovative service. The study employed questionnaire survey and in-depth interviews. The subjects were selected from seven libraries of Cultural Affairs Bureau, Taichung City. The research has two types of questionnaires, one is designed for users, and another for nonusers. 420 copies of questionnaires were distributed to users and nonusers (210 respectively). 205 and 210 copies from the two groups were returned. The returned rate of questionnaire was 97.6% and 100%. The study also interviewed six children and ten librarians. The results of this research were as follows: (1) Both parents and children had a positive attitude to the service. (2) Both parents and children requested more information regarding the services at check-in-and-out points (3) Parents of different ages, education backgrounds and frequences of use have showed obvious differences in attitude towards Bookpack Take-out Service. (4) Immigrants parents had a positive attitude to the service, and their children thought the quantity of selected book and bags on the shelves need improvements. (5) There is a significant differences in attitude towards Bookpack Take-out Service for immigrant parents of different educational backgrounds. (6) Parents had a positive attitude to the innovative way of providing book selection in package, yet they trusted their selection more (7)About seventy percent of users haven’t used the service because they were not aware of the availability of the service. (8) Nonusers were not interested in the service because they do not like the idea or perceive the service an interference to their own judgement in reading selection. (9) As matters stand now, a few librarians considered the service less than effective. Basing on the conclusions, seven suggestions are made: (1) to build an community-oriented service, with service targets set according to regional characteristics. (2) After the innovative services initiated, the library should continue publicity, with constant observation and review. (3) the library should be advertised through multi-channels to reach new readers and new immigrants. (4) Librarians need to pay more effort in selecting books of content, illustrations and layout of higher quality. (5) Book bags of the Bookpack Take-out Service can consider bagging by classification. (6) To observe and analyze users’ changing patterns to avoid selection of unwantedbooks, and establish books recommendation in selection mechanism. (7) To discontinue the service at a right point of time if necessary.

Taiwan has entered the "aged society" in 2018, and its influence has also caused the public libraries can’t ignore the needs of the seniors. In recent years, public library services have been gradually improved, and take the people who over 55 years old as the main target service group. It is called " older adults" and is serviced by the resources of the library itself. However, there is still a lack of gerontology or aging processes-based perspective to examine the effectiveness of the library services. Therefore, this study bases on the perspective of "successful aging" and has the following four research purposes: (1) Exploring aging changes in the life of the older adults and their understanding of the ideal aging life. (2) To explore the relationship between the information needs of older adults and the way to service and to use of public library services. (3) Exploring the relationship between successful aging and public library services, analyzing the benefits and assistance to the aging process of older adults, and understanding the patterns of older adults using library services to support successful aging. (4) Compare the differences between Taipei and Tainan Public Libraries. The library services to older adults in this study consist of five levels: (1) Collections and information services. (2) Programming. (3) Space and facilities. (4) Librarians. (5) Community analysis and partnership. The research object is the older adult who is in-depth use of Taipei Public Libraries or the Tainan Public Libraries, supplemented by the opinions of the librarians to achieve the integrity of the analysis, mainly using in-depth interviews, assisted case studies. According to relevant literature and pre-test, the main research tool " Older Adults Interview Outline ", as well as a secondary research tool "Librarian Interview Outline" and "Basic Information Questionnaire" are completed. The interview consisted of 12 elderly people in Taipei City and 13 in Tainan City. There are also two librarians in each of these two places, with a total of 29 respondents. This study has the following four main conclusions: (1) The older adults have changed and been ageing at various levels, and have special needs for the ideal successful aging progress, and the four cores of the successful aging concept are mainly pay attention to physical and mental health requirements. (2) The older adults have their own information needs and preferred library services. While Taipei Public Libraries and Tainan Public Libraries provide them suitable library services, the older adults could meet their information needs after use. (3) The library services to older adults including collections, programming, and librarians can provide support for seniors in achieving the four aims of successful aging and getting other assistance, and with individuals and other institutions two additional ways to satisfy their aging goals. (4) The library services to older adults have some similarities and differences in Taipei public libraries and Tainan public libraries, and the seniors of the two places have some differences in the use preferences of libraries services. According to the analysis, the degree of participation in programming has become the main cause of the difference in the degree of successful aging support of the library services between the two cities. Based on the overall research results of this study, the path map “Older Adults' Guide to the Use of Public Libraries to Achieve Successful Aging” was constructed, which has three ways for individuals, public libraries, and other institutions to achieve successful aging. The following seven suggestions are proposed for the public libraries, the library and information science studies community, Taipei Public Libraries and Tainan Public Libraries: (1) Build a list of suitable resources for the older adults and regularly change books or curations to increase the attractiveness and usage rate of senior learning space. (2) Establish an older adults’ area on the library website, organize and make annual activities and all information online in order to promote the sharing of opinions and resources among senior citizens. (3) Pay attention to the long-term management and organization of the public library senior programming, and enrich the interest theme of the needs of older adults in speeches, courses and related activities to promote their successful aging. (4) Proactively disseminate the physical collection resources to the outside of the library and strengthen the overall automation, so as to effectively use the library space and then librarians can engage in more creative business. (5) Continue to cooperate with the government and local old-age related organizations to enable the department of health or social workers to regularly enter the library to provide cross-institutional services. Pay more attention to the "social services" function, and expand the promotion of library services to older adults. (6) Taipei Public Libraries may consider the addition of an old adults learning space to each branch to promote the service of seniors. Then Tainan Public Libraries should promote more programs of older adults. (7) Establish a guideline of the library services to older adults and hold related training about aging knowledge for the librarians.
