L'EXPANSION DU SYLLABAIRE DU CANTONAIS DE HONGKONGA partir de ses propres observations et de données recueillies dans la littérature, l'auteur dresse une liste des emprunts anglais en cantonais ayant pour résultat la création de syllabes qui jusque là n'existaient pas en cantonais. Trois types de nouvelles syllabes sont distingués: cellles creéés par recombinaison d'initiales et de finales déjà existantes; celles ayant une finale inédite; et celles violant en apparence la phonotactique cantonaise, comprenant deux consonnes labiales, ou ayant pour initiate un groupe muta + liquida. Les syllabes de ce dernier groupe sont en fait conformes à la phonotactique de vieux mots cantonais appartenant aux couches lexicales les moins littéraires: onomatopées etc. Ces syllabes, comme celles des deux premiers groupes forment des combinaisons segmentales autorisées par la phonotactique cantonaise, et dont l'inexistance était accidentelle.

Cet article analyse près de 200 Observations finales adoptées par le Comité du Pacte international relatif aux droits économiques, sociaux et culturels des Nations Unies (PIDESC) pour la période allant de la 8e à la 40e session de ses travaux. Il vise à établir la contribution de l’Organisation internationale du travail (OIT) à ces Observations finales. Seule la partie de ces Observations concernant les droits fondamentaux du travail garantis par les articles 6 à 10 du PIDESC a été considérée. L’analyse conclut que les contributions spécialisées de VOIT aux travaux du PIDESC sont déterminantes et constituent un exemple de meilleures pratiques en matière de collaboration interinstitutionnelle. L’impact de ces contributions démontre notamment la prise en compte évolutive du sort des travailleurs de la marge par le Comité du PIDESC et par les instances de contrôle du suivi des conventions de l’OIT. L’étude illustre aussi le fait que de telles convergences ne portent pas atteinte à la mission respective des institutions qui, au contraire, dégagent leur marge de maoeuvre propre devant des situations systémiques d’abus des droits des travailleurs. Les conclusions de cette étude confirment la nécessité de préserver l’intégralité des différents mécanismes de contrôle international des droits des travailleurs.

L'objectif principal de la recherche est d'analyser de quelle manière le Comité des droits de l'homme a déterminé ses prérogatives au titre de l'article 40 du PIDCP. L'analyse porte essentiellement sur les travaux ayant conduit le Comité des droits de l'homme à fonder ses méthodes de travail relatives à la procédure d'examen des rapports des Etats parties soumis au titre de l'article 40. La recherche porte également sur le contenu des observations finales prises par le Comité des droits de l'homme et sur la procédure de suivi instituée récemment. Les Etats parties n'ont pas voulu établir une Cour Internationale chargée de veiller à l’application du Pacte dont les décisions s'imposeraient aux Etats. Ils n’ont pas prévu non plus de sanctions en cas de manquements aux obligations au PIDCP. Les Etats parties se sont plus pragmatiquement entendus pour nommer des experts indépendants chargés "'d’étudier" les rapports présentés par ces derniers. Bien que ces observations finales n'aient pas de valeur contraignante leur utilité ne saurait être remise en cause. Cellesci n'auraient toutefois qu’une portée limitée si la question du suivi de la mise en oeuvre des observations finales n'était pas abordée. L’indifférence ou le désintérêt des Etats aux conclusions du Comité aurait en effet pour conséquence de miner l'ensemble du processus et in fine, l'autorité du Comité. Dans ce domaine, les initiatives du Comité ont été nombreuses. Dans un premier temps, pour que la procédure d'examen ne devienne pas un exercice rhétorique convenu, les experts se sont attachés à analyser les rapports des Etats parties à l'aune des précédents en évaluant les progrès réalisés dans l'intervalle. Plus récemment, le suivi de la mise en oeuvre des observations finales s'est davantage formalisé, lorsque les experts ont introduit une procédure spécifique. En effet, depuis 2002, il est demandé aux Etats parties d'adresser au Comité, dans l’année qui suit l’adoption des observations finales, un rapport sur les mesures prises pour donner suite aux recommandations considérées comme prioritaires par les experts. L'importance qu’attache désormais le Comité au suivi des ses observations sera étudié, non seulement d'un point de vue procédural mais nous nous attacherons également à analyser la manière dont les Etats parties s’acquittent des demandes relatives au suivi émanant du Comité. The main objective of the research is to analyze the way the Human Rights Committee interpreted its prerogatives under the article 40 of the International Convenant on Civil and Political Rights (ICCPR). The research analyze how the Committee developed its methods of work with regards to the review of the Reports of the State Parties and the adoption of the Concluding Observations. Although the Concluding Observations are not binding, they are taken into account very seriously by the State Parties. Recently the Human Rights Committee developed several initiatives with regard to the a follow-up of the Concluding Observations, including the specific follow-up procedure to monitor the steps taken by the authorities to implement the Concluding Observations. This procedure requests to the State Party to provide the Human Rights Committee with updated information on four recommendations selected for this procedure. This research reviews not only the responses received by the Committee but also assesses the work done by the Follow-up Rapporteur in this regard. The research also takes into account the work done by the other stakeholders, including the United Nations Human Rights Council and other non State actors such as the National Human Rights Institutions (NHRI) and the Civil Society Organizations

In 1982 Fermilab experiment E623 took data in a search for high-mass boson resonances which decay into one or two ɸ mesons produced in 400 GeV/c proton-nuclei interactions. A hardware trigger selected 3.6 million events with identified K⁺K⁻ pairs. Here I report my study of events with ɸKπ in the final state and present the first evidence for K°*(2060) decaying into ɸKπ and ɸK°*(890).

Two types of fish attractors, brush attractors made of cedar trees and Berkley and Company's Fish-Hab modules, were placed in a final cut coal mine lake and evaluated for fish concentrating effectiveness. Dives were conducted biweekly and numbers and species of fish at attractors were recorded. Data were then evaluated using Analysis of Variance tests.A total of 623 fish were recorded on attractors during the eight dives made from July 21 to October 24, 1986. Brush attractors held 485 fish or 78% of the total. Module attractors concentrated 105 fish (17%) and 33 fish (5%) were observed in the control areas. Brush attractors concentrated nearly five times as many fish as the modules and 15 times as many fish as the control area. The modules concentrated over three times as many fish as the control area. Results indicated there was no significant difference (0.05) in numbers of fish attracted by brush and modules with an Analysis of Variance With Repeated Measures test but density of individual species was not considered. Furthur analysis of attractors by date and specie over the study period using a One-Way Analysis of Variance revealed that brush attractors concentrated significantly (0.05) more fish than modules in mid to late summer, but not in the early fall. Modules were much less effective at concentrating fish and were never significantly different than the control areas.Scuba diving worked well as a method of evaluation for the attractors. Water clarity was adequate for visual observations and fish did not display a fright response or leave when the diver approached. La recherche sur la légitimité et l’effectivité du CDH vient du constat de la méconnaissance générale de la portée de sa mission, laquelle produit des effets néfastes sur celui-ci. Cette étude montre que malgré les limites imposées à cet organe par le PIDCP, son œuvre déployée a une portée considérable dans la protection internationale des droits de l’homme. Pour parvenir à cette fin, le CDH à adopter des techniques d’interprétation qui lui ont valu l’attention des organes tiers renforçant, par là même, sa légitimité. Poursuivant cette même finalité, afin de pallier l’absence de force obligatoire de ses décisions, il s’emploie à conférer à son activité une nature comparable à celle d’une juridiction formellement instituée afin d’attirer l’attention des États sur le degré d’autorité dont elles sont revêtues. Toutefois, nous proposons qu’à défaut que les États franchissent un nouveau cap en mettant en place une juridiction unique en la matière, il urge que le système soit rationalisé au nom de l’intérêt individuel. L’effectivité des droits de l’homme étant tributaire de leur volonté, la solution contre les écueils actuels nécessite un projet politique d’envergure de leur part
The research on the legitimacy and effectiveness of the HRC stems from the observation that there is a deep lack of knowledge regarding the scope of its mission, which has a negative impact on it. This study shows that despite the limits imposed on this body by the ICCPR, its work has a very significant impact on the international human rights protection. To achieve this end, the HRC adopted interpretation methods that have earned it the attention of others bodies, strengthening by the way its legitimacy. Pursuing the same goal, in order to overcome the non-binding nature of its decisions, it endeavors to give its activity the impression of that of a formally court-like function with the purpose to facilitate States’ compliance by the degree of authority with which they are endowed. However, we propose that if States do not take a new step by setting up a single international court in human rights field, it is an urgent that the UN treaties bodies system, as it known today, be rationalized for the individual’s interests. As the effectiveness of human rights dependent on States willingness, the solution against the current pitfalls requires a large-scale political project supported by them

Abstract (sommario):
High mass loss rates in evolved stars make them the major contributors to recycling processed material back into the interstellar medium. This mass loss creates large circumstellar shells, rich in molecular material. This dissertation presents millimeter and submillimeter studies of the end stages of low mass and high mass stars in order to probe their molecular content in more detail. In low mass stars, the molecular material is carried on into the planetary nebula (PN) stage. Observations of CS, HCO⁺, and CO in planetary nebulae (PNe) of various post-asymptotic giant branch ages have shown that molecular abundances in these objects do not significantly vary with age, as previously thought. More detailed observations of the slightly oxygen-rich PN NGC 6537 resulted in the detection of CN, HCN, HNC, CCH, CS, SO, H₂CO, HCO⁺ and N₂H⁺, as well as numerous ¹³C isotopologues. Observations of the middle-aged PN M2-48 showed the presence of CN, HCN, HNC, CS, SO, SO₂, SiO, HCO⁺, N₂H⁺, and several ¹³C isotopologues. These observations represent the first detections of CS, SO, SO₂, and SiO in any planetary nebula. The implications of these observations are discussed. A 1 mm spectral survey of the supergiant star NML Cygni has been carried out with the Arizona Radio Observatory Submillimeter Telescope resulting in the observation of 102 emission features arising from 17 different molecules and 4 unidentified features. The line profiles observed in this circumstellar shell are asymmetric and vary between different molecules, akin to what has been seen in another supergiant, VY Canis Majoris. The non-LTE radiative transfer code ESCAPADE has been used to model molecular abundances in the various asymmetric outflows of VY Canis Majoris, showing just how chemically and kinematically complex these supergiant circumstellar envelopes really are.

This study intends to look at the Cape Times' coverage and editorial response to the Nazi regime's treatment of Jews from its rise to power in early 1933 to its demise in 1945 at the end of World War II. As such, this paper follows a path broken by Andrew Sharf and his study of British press reaction to Nazi atrocities committed against Jews, Deborah Lipstadt and her book analyzing American press coverage of the same, and Sharon Friedman's thesis on the Afrikaner press' treatment of Nazi Germany and the Jews. In acknowledging these predecessors, it is essential to explain why this study of the English South African press, in the form of the Cape Times, is necessary.

Dans nos travaux, nous avons considéré un processus de Lévy X avec une composante brownienne non nulle et dont la partie à sauts est un processus de Poisson composé. Nous avons supposé que la valeur d'une entreprise est modélisée par un processus stochastique de la forme V = Vo exp X et que cette entreprise est mise à défaut dès lors que sa valeur passe sous un certain seuil b déterminé de façon exogène et qui donc, est une donnée du problème. L'instant de défaut T est alors de la forme Tx pour x= ln(Vo) ln((b) où x> 0, Tx = inf{t 2:0: X, 2:x}. Dans un premier temps, nous supposons que des agents observant la valeur V des ac­tifs de la firme souhaitent connaître le comportement de l'instant de défaut. Dans ce modèle, au chapitre 2, nous avons étudié d'une part la régularité de la densité de la loi de l'instant de défaut. D'autre part, nous avons étudié la loi conjointe de l'instant de défaut, de l'overshoot et de l'undershoot. Au chapitre 3, nous avons obtenu une équation à valeurs mesures dont le quadriplet formé par la variable aléatoire X,, le su­ premum du processus X à l'instant t, le supremum du processus X au dernier instant de saut avant l'instant t et le dernier instant de saut à l'instant t est solution au seris faible, puis une équation dont ce quadriplet est une solution forte. Dans un second temps, au chapitre 4, nous avons supposé que des investisseurs souhaitant détenir une part de cette entreprise ne disposent pas de l'information complète. Ils n'observent pas la valeur des actifs de la firme V, mais sa valeur bruitée. Leur information est modélisée par la filtration Ç = (Ç,, t 2: 0) engendrée par cette observation. Dans ce modèle, nous avons montré que la loi conditionnelle de l'instant de défaut sachant la tribu Ç, admet une densité par rapport à la mesure de Lebesgue et obtenu une équation de Volttera dont cette densité est solution. Cette connaissance permet aux investisseurs de prévoir au vu de leur information, quand est-ce que l'instant de défaut va intervenir après l'instant t. In this Ph.D thesis, we consider a jump-diffusion process which the diffusion part is a drifted Brownian motion and the jump part is a compound Poisson process. We assume that a firm value is modelling by a stochastic process V = V0 exp-X. This firm goes to default whenever its value is below a specified tlrreshold b which is exo­ genously determined. For x = ln(Vo) - ln(b) > 0, the default time is of the form Tx = inf{t 2:0: X, 2: x}. First, we suppose that agents observe perfectly the firm value. In this mode, we sho­ wed in chapter 2 that the density of the default time is continuons, then study the joint law of the default time, overshoot an undershoot. We obtained in chapter 3 a valued measure differentia equation which the solution is the quadruplet formed by the random variable X,, the running supremum x; of X at time t, the supremum of X at the last jump time before t and the last jump time before t. Secondly, we assume that investors wishing detain a part of the firm can not observe the firm value. They observe a noisy value of the firm and their information is madel­ ling by the filtration g = (9,,t 2: 0) generated by their observation. In this mode, we have shown that the conditional density of Tx with respect to Ç has a density which is solution of one stochastic integral-differentia equation The knowledge of this density allows investors to predict the default time after time t. L'hôtel-Dieu et l'Hôpital Général de Paris prennent en charge, au XVIIIe siècle, 10 à 15 000 personnes quotidiennement. L'Hôpital Général, constitué des maisons de Bicêtre, La Salpêtrière, La Pitié, a une double vocation d'accueil des pauvres et d'enfermement des mendiants, lequel est limité : la plupart sont considérés comme « bons pauvres ». La détention concerne davantage les prisonniers arrivés par voie administrative, de police ou de justice. Les enfants, notamment de la maison des Enfants Trouvés, les personnes âgées, les femmes, constituent l'essentiel de sa clientèle. L'hôtel-Dieu possède une organisation médicale avec un personnel qualifié, assurant les soins avec de fortes variations saisonnières. Il reçoit de nombreux malades de l'Hôpital Général. Le financement des hôpitaux est un défi : l'économie hospitalière fonctionne à contre-courant de la conjoncture. L'Hôpital Général ne tire pas du travail des pauvres les gains espérés à sa fondation hormis pour quelques productions de luxe, pas plus que de la charité. C'est la fiscalité notamment sur le vin et sur les spectacles (théâtres, opéra. . . ) qui s'impose et permet d'avoir des revenus réguliers. Ces hôpitaux sont de gigantesques machines économiques qui nécessitent quantité de grains, bois, vin, viande, étoffes. . . L'approvisionnement est une préoccupation majeure des administrations. The Paris hotel-Dieu and Hopital General, in the XVIIIth century, daily take care of 10 to 1500* people. The Hopital General, comprising the houses of Bicetre, La Salpetriere, La Pitie, has a doubl role of housing the poor and confining the beggars, this confinement being limited : most are seen a deserving poor. Confinement is essentially for prisoners sent by administrative, police or justic order. Children, mostly from the Foundling Hospital, the elderly, women, make the greatest part o its population. The hotel-Dieu has a medical organization with qualified personnel, giving care wit high seasonal variations. He houses a large proportion of patients coming from the Hopital General. Financing hospitals is a challenge : their economy has to work at best when circumstances are bad The Hopital General does not make profit from labour as expected when it was founded except for few luxury products ; neither can he count on charity. Tax revenues especially from wine and fron entertainment (theaters, opera. . . ) becomes crucial and allows regular income. These hospital are gigantic economic structures, requiring large amounts of cereals, wood, wine, meat, fabric. . . Supplying is a major concern of administrations. Organized according to a similar model but not with the same efficiency (the hotel-Dieu being more rigorous), they must insure continuity under any condition. The author examines the cultural and economic processes that led to the circulation, or, in some cases, the lack of circulation of the sources. By exploring the interplay, in their contents, between ‘factuality’ and ‘myth’, between ‘classical imagery’ and ‘current observation’, she investigates the way their depiction of ‘Japan’ reflects ‘European’ self-images and desires. Finally, using the Italian editorial world – dominating the European book market at that time – as a case study, the author analyses the published sources from the perspective of historical bibliography, evaluating their impact on the readership.

Systematic social observation (SSO) is the application of rigorous, replicable, and generalizable approaches from survey methodology to field observation (ethnography). SSO provides researchers with independent, robust, and quantifiable data about the forms of social interactions most commonly obtained through qualitative inquiry. This chapter begins with a general overview of the SSO approach. Section 14.3 describes the application of SSO approaches to environmental settings. Section 14.4 discusses the ecometric approach first proposed by Raudenbush and Sampson (1999), demonstrating how the science of SSO and the science of ecological analysis were intimately related. Finally, section 14.5 discusses current developments in SSO for environmental analysis. It focuses on three areas: interviewer observational data routinely collected as part of larger social surveys; participant-generated observations using space–time budgets; and Google Street View as a repository for environmental audit data. Developments in crowdsourced SSO data like Mapilliary are also briefly discussed.

Abstract The aim of this book is to provide the reader with a sound mathematical introduction to Einstein’s theory of relativity, both special relativity and general relativity, as well as an understanding of the physical insights needed to explore the subject and the principles that guided Einstein in his search for the general theory of relativity. A feature of the book is that it has the numerous illustrative diagrams and exercises (of varying degrees of difficulty) which help the reader develop insight and confidence in using the mathematics. The book starts out by introducing special relativity and then the mathematics required for the rest of the book is carefully introduced. The principles underlying general relativity are introduced and it is shown how these lead to the basic field equations. These are then discussed and solved in some simple but physically important situations. The final three sections deal with the major applications of the theory and cover the topics of black holes, gravitational waves, and cosmology. These sections further develop the theory but also relate the theoretical predictions to current observations. These include the recent observation of gravitational waves by LIGO, evidence for supermassive black holes at the centre of most galaxies and the detailed observations of the cosmic microwave background that provide the evidence for modern cosmology.

Public observation logic (POL) is a variant of dynamic epistemic logic to reason about agent expectations and agent observations. Agents have certain expectations, regarding the situation at hand, that are actuated by the relevant protocols, and they eliminate possible worlds in which their expectations do not match with their observations. In this work, we investigate the computational complexity of the model checking problem for POL and prove its PSPACE-completeness. We also study various syntactic fragments of POL. We exemplify the applicability of POL model checking in verifying different characteristics and features of an interactive system with respect to the distinct expectations and (matching) observations of the system. Finally, we provide a discussion on the implementation of the model checking algorithms.

In this paper, a segmental hidden Markov model (SHMM) with continuous observations, is developed to tackle the problem of remaining useful life (RUL) estimation. The proposed approach has the advantage of predicting the RUL and detecting the degradation states simultaneously. As the observation space is discretized into N segments corresponding to N hidden states, the explicit relationship between actual degradation paths and the hidden states can be depicted. The continuous observations are fitted by Gaussian, Gamma and Lognormal distribution, respectively. To select a more suitable distribution, model validation metrics are employed for evaluating the goodness-of-fit of the available models to the observed data. The unknown parameters of the SHMM can be estimated by the maximum likelihood method with the complete data. Then a recursive method is used for RUL estimation. Finally, an illustrate case is analyzed to demonstrate the accuracy and efficiency of the proposed method. The result also suggests that SHMM with observation probability distribution which is closer to the real data behavior may be more suitable for the prediction of RUL.

Abstract There are many problems facing the oceans. These problems are mainly caused by the changing marine environment. In order to understand and solve these problems, it is necessary to obtain detailed and long-term marine environment data. In this study, we have attempted to construct a detailed and long-term marine observation method that covers a wide area. It is necessary to adopt observation equipment that can be operated for extended periods and move decisively on its own. The authors have focused on an Autonomous Underwater Glider (AUG) which is a vehicle with low energy consumption and a long operating time. However, in underwater operations, there is always the possibility of vehicle failure. We thus propose an advanced pathfinding system that is unaffected by the loss of some vehicles since each vehicle can independently decide its behavior in accordance with surrounding information from its latest observations. Finally, the effectiveness of the proposed method is verified by operational simulations monitoring Japan’s Exclusive Economic Zone for a year and by factoring in the loss of some vehicles. In these simulations, we have evaluated the influence to an observation system when some randomly selected vehicles stop operating.

This paper addresses the challenge of forecasting the future values of gas turbine measureable quantities. The final aim is the simulation of “virtual sensors” capable of producing statistically coherent measurements aimed at replacing anomalous observations discarded from the time series. Among the different available approaches, the Bayesian Forecasting Method (BFM) adopted in this paper uses the information held by a pool of observations as knowledge base to forecast the values at a future state. The BFM algorithm is applied in this paper to Siemens field data to assess its prediction capability, by considering two different approaches, i.e. single-step prediction (SSP) and multi-step prediction (MSP). While SSP predicts the next observation by using true data as base of knowledge, MSP uses previously predicted data as base of knowledge to perform the prediction of future time steps. The results show that BFM single-step average prediction error can be very low, when filtered field data are analyzed. On the contrary, the average prediction error achieved in case of BFM multi-step prediction is remarkably higher. To overcome this issue, the BFM single-step prediction scheme is also applied to clusters of time-wise averaged data. In this manner, an acceptable average prediction error can be achieved by considering clusters composed of 60 observations.

Impulsive stimulated scattering (ISS) is an entirely time-domain form of vibrational and quasielastic light scattering carried out on the femtosecond-picosecond-nanosecond time scales to complement conventional coherent and incoherent scattering spectroscopy in the THz-GHz-MHz frequency regimes. ISS permits direct observation of coherently vibrating species at various stages of vibrational distortion. This offers unique possibilities for measurement of vibrational dynamics, characterization of vibrationally distorted species, and observation of vibrationally induced rearrangements.1 Impulsive stimulated Brillouin and Raman scattering (ISBS, ISRS) have been used to excite coherent acoustic and optic phonons in crystals and to measure directly the dynamics of phonon-driven structural phase transitions in inorganic, organic, and incommensurate crystals. Femtosecond time-resolved observations of THz-frequency optic phonon oscillations and rapid (~1-ps) vibrational dephasing have been carried out through ISRS in inorganic crystals and in organic crystals with phonon-driven bimolecular reactions. Acoustic and orientational motions have been examined in viscoelastic fluids near liquid-glass transitions, liquid crystals, and simple fluids. ISRS measurement of vibrational population lifetimes ( T 1 ) and time-resolved absorption spectroscopy of coherently vibrating molecules and crystals are discussed. Finally, the ubiquitous occurrence of ISRS with ultrashort pulses is explained.1

Abstract The Gulf of Mexico's unique circulation characteristics pose a particular threat to marine operations and play a significant role in driving the criteria used for design and life extension analyses of offshore infrastructure. Estimates from existing reanalysis datasets used by operators in GOM show less than ideal correlation with in situ measurements and have a limited resolution that disallows for the capture of ocean features of interest. In this paper, we introduce a new high-resolution long-term reanalysis dataset, Multi-resolution Advanced Current Reanalysis for the Ocean – Gulf of Mexico (MACRO-GOM), based on a state-of the-science hydrodynamic model configured specifically for ocean current forecasting and hindcasting services for the offshore industry that assimilates extensive non-conventional observational data. The underlying hydrodynamic model used is the Woods Hole Group – Tendral Ocean Prediction System (WHG-TOPS). MACRO-GOM is being developed at the native resolution of the TOPS-GOM domain, i.e. 1/32° (~3 km) hourly grid for the 1994-2019 time period (25 years). A 3-level downscaling methodology is used wherein observation based estimates are first dynamically interpolated using a 1/4° model before being downscaled to the 1/16° Inter-American Seas (IAS) domain, which in turn is used to generate time-consistent boundary conditions for the 1/32° reanalysis. A multiscale data assimilation technique is used to constrain the model at synoptic and longer time scales. For this paper, a shorter, 5-year reanalysis run was conducted for the 2015-2019 time period for verification against assimilated and unassimilated observations, WHG's proprietary frontal analyses, and other reanalyses. Both the frontal analyses and Notice to Lesses (NTL) rig mounted ADCP data was withheld from assimilation for comparison. Offshore operations in the GOM can benefit from an improved reanalysis dataset capable of assimilating existing non-conventional observational datasets. Existing hindcast and reanalysis model datasets are limited in their ability to comprehensively and reliably quantify the 3D circulation and kinematic properties of the main features partly because of limited assimilation of observational data. MACRO-GOM incorporates all the advantages of available HYCOM-based reanalyses and further enhances the resolution, accuracy, and reliability by the assimilation of over three decades of WHG's proprietary datasets and frontal analyses for continuous model correction and ground-truthing. The final 25-year high resolution dataset will provide highly reliable design and operational criteria for new and existing infrastructure in GOM.

There are different approaches to dealing with missing data. A common one is by deleting observations containing such data, but it is not applicable when the volume of the data is limited. In this case, a number of methods can be applied, such as Last Observation Carried Forward and the like. But these methods are not suitable when all data for a certain parameter are missing. This paper describes a possibility of addressing this issue in the case of time series of biomedical data. Behind the method is the idea of the human body as a complex system in which various parameters are correlated and missing data can be inferred from the available data using the estimated correlation. For this, machine learning-based linear regression models are built and used to recover data describing the sepsis state. Finally, recovered data are used to create a sepsis prediction system.
