This study aims (1) to know the positive effect of internship on work readiness of vocational students; (2) to know the positive effect of vocational guidance on vocational students work readiness; (3) to know the positive effect of achievement motivation on vocational students work readiness; (4) know the positive and significant influence together between fieldwork practices, vocational guidance, achievement motivation for student work readiness. The research method used is quantitative. The population in this study were all vocational students majoring in accounting in Majenang, the sampling technique used was random sampling with an error rate of 5%. Data collection techniques used a questionnaire with a Likert scale and five alternative answers. The validity test uses the Pearson product-moment formula, while the reliability test uses the Alpha formula. Data analysis methods are simple linear regression analysis and multiple regression analysis. The results of the study stated that there was a positive influence of internship on vocational students work readiness of 0.687 and it was found that internship could contribute to job readiness by 37.2%, there was a positive influence on vocational guidance on vocational work readiness of 0.765 students and obtained that guidance vocational can contribute to student work readiness by 4.7%, there is a positive influence of achievement motivation on vocational student work readiness by 1,053 and it is found that achievement motivation can contribute to student work readiness by 6%, there is a positive influence jointly between an internship, vocational guidance, achievement motivation to work readiness of vocational students by 47.9% means that together the contribution of all independent variables to the dependent variable is 47.9% the remaining 52.1% by variables and other factors outside this study that is not explained by pen elite

Vocational guidance within the framework of educational activities is an extremely relevant area of work. This activity is regulated by both Federal Laws and regional regulations. In this paper, we analyzed the main methods for the development of career guidance activities. On the example of the Belgorod region, we determined which of these techniques work and what results they give. There are various vocational guidance centers in the region that assist schoolchildren and students in choosing a profession, providing information on the labor market, training and employment opportunities. However, despite the results achieved, there are still a number of challenges and problems that need to be addressed. One of these problems is the lack of information about the labor market in the region for specific professions, which makes it difficult to choose a future profession. The paper shows, taking into account trends in the labor market and the socio-economic situation in the Belgorod region, career guidance activities have great potential for development and improvement.

This study aims to determine the implementation of audit preparation of comprehensive guidance and counseling programs Vocational High School level. In addition, researchers want to know what obstacles that exist in the field. This research uses a descriptive method. Technique of collecting data used is research in the form of observation sheet with 5 alternative answer. This instrument is to know the implementation and result of audit of preparation of guidance and counseling program of Vocational High School. While the data analysis techniques used to manage the data obtained in this study is to use quantitative descriptive data analysis techniques. Subjects in the study were guidance and counseling teachers. Based on the result of quantitative data of SMK Budi Tresna Muhammadiyah 96% (good), SMK Muhammadiyah Kedawung 72% (good enough), Aljax 90% (good), and Muhammadiyah Lemahabang 92% (good). Researchers suggest to the education office, principals and school counselor that in the implementation and audit results preparation of guidance and counseling programs in schools can work together and build communication so that guidance and counseling programs are effective, efficient and productive can continue to be developed in line with developments.

Through the construction of “post, course, competition, certificate” mode, the education mode of higher vocational colleges is gradually improved, so as to strengthen the effectiveness of talent training in higher vocational colleges. The current study is a test-retest design with the presence of both experimental and control groups. We proposed to present information about an online intervention program for reducing career decision-making difficulties (caused by lack of information, lack of readiness and inconsistent information) and to present results of its effectiveness. This research was designed in 2020 and the intervention program (7 sessions) started at the beginning of lock down due to COVID-19 pandemic. Participants were 11th high school students from Chişinău, Moldova. 13 students participated in the experimental group, which attended at least 6 of 7 online sessions and 18 in the control group. Career decision-making difficulties ware assessed with the CDDQ – Career Decision-Making Difficulties Questionnaire (Gati & Osipow, 2000). We found that there are differences between the results obtained by the participants of the intervention program and the results of the students in the control group for the lack of readiness scale (F (1, 29) = 16.388, p = 0.000). There was a reduction of career decision-making difficulties caused by lack of readiness for the experimental group, at the time of the retest (t(12)=3.30, p=0.006, Mretest=4.02) compared to the initial testing (Mtest =5.36) and at the time of the retest for the experimental group (Mretest=3.51) compared to the control group (Mretest= 4.04). After attending the intervention, differences related to the lack of information scale were recorded (F(1, 29)=16.925, p=0.000). Students in the experimental group obtained lower scores in the retest moment (t(17)=-3.073, p=0.007, Mretest=3.5128) than in the test moment (Mtest=5.5192). There are no significant differences in retest time between groups, t(29)=0.83, p=0.41. Difficulties caused by inconsistent information did not change between assessment times F(1, 29)=2.273, p=0.142, there are no significant differences between groups t(29)=0.43, p=0.67.

The article discusses the best practices and main trends in higher education that have developed in the field of nuclear technologies in Russia and abroad. The analysis is based on the materials prepared by various international organizations and professional communities, and the experience of the MEPhI. The article discusses such issues as interaction between state, nuclear industry and higher education institution; the quality of nuclear education (four basic principles of training nuclear specialists in MEPhI), the transition to two-tier system in nuclear education; the international cooperation in nuclear sphere; export of nuclear education; and vocational guidance for school students.

This paper analyzes key challenges faced by vocational college students when participating in national skills competitions. It identifies problems like limited resources, insufficient training, lack of mentorship, academic workload constraints, and inadequate equipment. Targeted solutions are proposed, including improving resource access, providing structured skill training, implementing expert mentorship programs, offering flexible schedules, and upgrading experimental equipment. Implementing these recommendations through a collaborative effort among stakeholders can significantly empower vocational students to excel in skills competitions by enabling access to resources, building practical skills, obtaining guidance, managing time effectively, and gaining hands-on experience.

Currently in South Africa most learners attend academic schools that offer general subjects such as History, Geography, Biology, Accountancy and so on. There are considerably fewer technical schools that can absorb those individuals who want to pursue an engineering trade career path. Academic schools are not equipped to provide for learners who want to pursue engineering trade careers. These learners either fall by the wayside by leaving school prematurely, or they continue at the school through to matric with subjects that are not linked to engineering careers. This study attempts to determine the knowledge, understanding, attitude and perception of the learners, parents, educators, principal, and the WCED with regard to this problem. It is intended through this study to make recommendations that will lead to meaningful interventions in an attempt to rectify the current situation. The findings indicate that learners do not have an understanding of engineering careers and are more inclined to choose the more traditional careers such as teacher, doctor, lawyer, nurse etc. Because their career options are limited, many learners are unsure of what careers to choose while others end up choosing careers that are not suited for them. The parents are not knowledgeable enough and do not possess the necessary skills to assist their children with their career choices. Teachers at academic schools themselves had an academic education. As a result they are not aware of engineering careers and are not empowered to advise the learners. The principal, who is also an academic, has to consider the implication of making learners aware of engineering careers, because this could lead to an exodus of students from the school. He is under pressure from the WCED to maintain the required teacher - student ratios. The findings indicate that the WCED has initiated various programs around careers, but nothing specific with regard to career awareness. It is evident that these programs have not filtered through to this school. The methodology for this research incorporated a multi-method approach with both quantitative and qualitative instruments used. Questionnaires were directed at learners, educators and the parents. Focus group sessions were conducted with the learners and educators and interviews were directed at the principal and the WCED official. The study concludes with recommendations drawn from international models.

The requirements of a modern guided weapon will be established based on the current and perceived threats at the time the design is commissioned. However the design of a modern guided weapon is a long and expensive process which can result in the weapon entering service only for the original threat to have changed or passed, inevitably inducing a capability gap. The defence budgets of the major military powers such as the UK and USA continue to shrink. As a result the emphasis of military research is being placed on adapting current legacy systems to bridge these capability gaps. One such gap is the requirement to be able to intercept small relocatable, highly manoeuvrable targets. It was demonstrated a number of years ago, that the performance of a legacy weapon against manoeuvering targets could be potentially increased by retrofitting a data link to the weapon. The data link allows commands to be sent to the weapon in flight. The commands will result in the weapon executing one or more manoeuvres which will change the shape of the trajectory. This has the potential to improve the performance of current Advanced Anti-Armour Weapons (AAAW) against manoeuvring targets. The issue which arises from data linking any weapon including an AAAW, is that the ability to shape the trajectory of the weapon will be limited due to the original design parameters of the non data linked system. Therefore in order to obtain the maximum performance increase, the trajectory shaping (retargetting) capability must be efficiently utilised over the duration of the weapon fly out. It was postulated in this thesis that this could be achieved using an integrated fire control system, which would seek to calculate an optimal shaped trajectory. The optimal trajectory should maximise the ability of the weapon to respond to target manoeuvres, thereby improving the probability of a successful intercept occurring. The potential effectiveness of an integrated fire control system was explored by considering the scenario of a generic data linked AAAW which is to intercept a small highly manoeuvrable surface vessel. A total of three integrated fire control systems were developed which calculated the optimal trajectory for different criteria. The first system optimised the weapon trajectory considering multiple predicted target trajectories. Each trajectory had an associated probability. For a given weapon trajectory, the seeker would be able to detect the target at one or more locations along certain predicted target trajectories. The sum of the probabilities associated with the detectable locations represented the total probability of intercept. The weapon trajectory was optimised by calculating the trajectory which achieved the maximum probability of intercept using simulated annealing and simple search optimisation algorithms. The second system optimised the weapon trajectory considering only the most probable trajectory (M.P.T) from a distribution of predicted target trajectories. Appropriate commands were calculated such that a location along this M.P.T trajectory was detectable at some instant in time. The third system presented in this thesis optimised the trajectory considering the maximum probability of intercept initially and then only the M.P.T trajectory later on in the engagement. The three integrated systems and a Fire and Forget system were tested against 80 random target trajectories. In each of the integrated fire control systems, the performance of the AAAW against manoeuvring targets was significantly improved when compared to the Fire and Forget results.

The purpose of this study was to determine factors that impacted on engineering professionals’ decision to seek alternative employment, as well as to determine the decision making processes applied by engineering professionals when seeking alternative employment. A conceptual model was developed to illustrate the impact of various factors on labour turnover and the decision making processes that could be followed by engineering professionals when seeking alternative employment. The factors impacting on labour turnover were organised into four categories, namely external, internal, expectations and personal trait factors. The theoretical study revealed that employees were more likely to leave their present organisations if they perceived that there was ample opportunity for acceptable alternative employment (Bigliardi, Petroni & Dormio, 2005). Zimmerman (2008) stated that employee turnover was a problem faced by all organisations globally. In their study they mentioned that high labour turnover rates have been associated with decreased customer satisfaction, productivity, future revenue growth and profitability. A sense of instability and frustration can also cause work backlogs and slow productivity. At times employees lose faith in their organisations as more individuals seek alternative employment (Drake International, 2010). When the organisation experiences high turnover, burnout also increases and could possibly lead to stayers also seeking alternative employment. Previous studies contain evidence of an extensive poaching of South African engineering professionals (technologists and engineers) by overseas companies (Du Toit & Roodt, 2009). As a result of this mobility and the lack of significant engineering graduates entering the industry, companies competed for a limited number of engineering professionals. This challenge resulted in a higher labour turnover rate among engineers as the demand for engineering professionals was higher than the supply. The skills shortage of engineering professionals in South Africa was one of the perceived contributing factors impacting engineering professionals’ decision to seek alternative employment. Apart from the shortage of skills there were other factors that impacted on engineering professionals’ decision to seek alternative employment. External factors, such as slow recruitment due to the low economy, have been identified as having an impact on labour turnover rates. Bigliardi et al (2005) stated that external factors, also referred to as push factors, such as changes in economic, social and technological conditions,created challenges for retaining engineering professionals. Through developing multivariate models that combine a number of factors contributing to labour turnover and empirically testing these models, researchers have attempted to predict why individuals decide to seek alternative employment (MINTRAC, 2010). The job search process was evaluated and referred to as the process of looking for alternatives to a current job, and the evaluation of those alternatives (Brown, 2009). Various decision making models, including the rational decision making model, Steers and Mowday’s model, image theory and the unfolding path model were studied to provide an understanding of how engineering professionals decided whether to seek alternative employment. Donnell and Quirin (2006) explained two decision making models. These are the image theory and Lee and Mitchell’s unfolding model. According to Zimmerman (2008), the studies carried out did not clearly reflect the impact of individual characteristic factors. An empirical study, by means of a survey and a questionnaire as a data collecting tool, was conducted to determine the factors that impacted on engineering professionals at GIBB to seek alternative employment and the decision making process they applied in seeking alternative employment. This study reflected that personal traits such as openness to new experiences, high levels of competency, the ability to form relationships at work, a general level of commitment, ability to incorporate other people’s views at work and a general positive attitude towards work itself influenced the decision to seek alternative employment. The external, internal, expectancy and personal trait factors that were perceived to be the most influential in impacting on engineering professionals’ decision to seek alternative employment were presented in a revised concept model. This model could be valuable for developing retention strategies at GIBB. Future research that could be beneficial to GIBB and the engineering industry was also identified.

Fundamental objectives of sustainability, economics, safety and reliability, and proliferation resistance, physical protection and stakeholder relations must be considered during the design of an advanced reactor. However, an advanced reactor's core damage frequency dominates all other considerations at the preliminary stage of reactor design. An iterative four-step methodology to guide the MIT gas-cooled fast reactor emergency core cooling system design through PRA insights was utilized based upon the preliminary stage of the reactor design and activities currently ongoing in the nuclear industry, regulator, and universities regarding advanced reactors. Advanced reactor designs also face an uncertain regulatory environment. It was concluded from the move towards risk- informed regulations of current reactors, that there will be some level of probabilistic insights in the regulations and supporting regulatory documents for advanced, "Generation-IV" nuclear reactors. The four-step methodology is moreover used to help designers analyze designs under potential risk-informed regulations and predict design justifications the regulator will require during the licensing process. The iterative design guidance methodology led to a reduction of the CDF contribution due to a LOCA of over three orders of magnitude from the baseline ECCS design (from 1.19x10-5 to 6.48x10-8 for the 3x100% loop configuration) and potential ECCS licensing issues were identified. This illustrates the value of formal design guidance based upon PRA.

A steady decline in student enrolment at the Tshwane University of Technology’s Faculty of Engineering and the Built Environment (TUTFEBE) was seen in recent years. Small numbers of South African pupils have been matriculating with Mathematics as a subject, and most of them have been underperforming. Since there has been no scientific evidence to date on which recruitment and guidance efforts work best for attracting quality learners for courses in engineering at the Tshwane University of Technology (TUT), this study was conducted to identify the factors that influence learners’ choice of engineering as a career. This information could assist in the design of an evidence-based recruitment and marketing model. A single-case explanatory study design was used for this research, since it focused on the TUTFEBE. A quantitative and qualitative study was completed by means of inputs from first-year extended curriculum engineering programme students. The data was analysed using the Statistical Package for the Study of Social Sciences (SPSS). By studying the qualitative data from more than one viewpoint, the quantitative findings were verified and triangulated. The influences that played a role in learners’ career choices were identified. Thematic clusters emerged as stimulation or creation of an awareness of or interest in engineering, the influences of different people on learners’ career choices, relevant exposure to careers in engineering, the huge impact of Maths and Science teachers on learners’ career decision-making, method of teaching, employability and the image and reputation of an institution. It became evident that engineering faculties themselves need to assume responsibility for the recruitment of their students. Copying seems to be the main coping strategy in most institutions regarding marketing and recruitment engagements. Although many of TUTFEBE’s current marketing and recruitment actions were on par with the rest of the world, alternative actions were identified and implemented in the model. Informed consent in written format for both the quantitative and qualitative studies was obtained from the subjects after they had been informed what the purpose, risks and benefits were and which procedures would be implemented to ensure confidentiality. The subjects were informed of their right to withdraw at any stage, without any penalty or disadvantage, and were assured that withdrawal would in no way influence their continued relationship with the researcher or their academic progress at TUT.

An anti-tank guided missile is a weapon system primarily designed to hit and destroy armored tanks and other armored vehicles. Developed first-generation command-guided and second-generation semi-automatic command guided missiles had many disadvantages and lower hit rates. For that reason, third generation imaging infrared fire-and-forget missile concept is very popular nowadays. In this thesis, mainly, a mathematical model for a fire-and-forget anti-tank missile is developed and a flight control autopilot design is presented using PID and LQR techniques. Unmanned Underwater Vehicles (UUV) in open-seas are highly nonlinear with system motions. Because of the complex interaction of the body with environment it is difficult to control them efficiently. Linearization is applied to system in order to design controllers developed for linear systems. To overcome the effects of disturbances, a mathematical model which will compensate all disturbances and effects of linearization is required. In this study first a mathematical model is formed wherein the linear and nonlinear hydrodynamic coeffi- cients are calculated with strip theory. After the basic mathematical model is developed, it is simplified and decoupled into speed, steering and diving subsystems. Consequently PID (Proportional Derivative Integral), SMC (SlidingMode Control) and LQR (Linear Quadratic Regulator)/LQG (Linear Quadratic Gaussian) control methods can be applied on each subsystem to design controllers. Some of the system parameters can be estimated from state vector data based on measurements using the methods of linear sequential estimation and genetic algorithms. As for the final part of the study, an online obstacle avoidance algorithm which avoids local optimums using Boolean operators is presented. In addition a simple guidance algorithm is suggested for waypoint navigation. Due to the fact that ULISAR UUV is still on construction phase, we were unable to test our algorithms. But in the near future, we plan to study all these algorithms on the UUV ULISAR.

In order to have an interception with a target, a missile should be guided with a successful guidance algorithm accompanied with a suitable autopilot structure. In this study, different autopilot and guidance designs for a canard-controlled missile are developed. As a first step, nonlinear missile mathematical model is derived by using the equations of motion with aerodynamic coefficients found by Missile DATCOM program. Autopilot design starts by the linearization of the nonlinear missile model around equilibrium flight conditions. Controllers based on the concepts of optimal control theory results and sliding mode control are designed. In all of the designs, angle of attack command and roll angle command type autopilot structures are used. During the design process, variations in angle of attack, Mach number and altitude can lead to significant performance degradation. This problem is typically solved by applying gain-scheduling methodology according to these parameters. There are different types of guidance methods in the literature. Throughout this study, proportional navigation guidance and its modified forms are selected as a base algorithm in the guidance system design. Other robust forms of guidance methods, such as an optimal guidance approach and sliding mode guidance, are also formed for performance comparison with traditional proportional navigation guidance approach. Finally, a new guidance method, optimal proportional-integral guidance, whose performance is the best among all of the methods included in the thesis against highly maneuvering targets, is introduced.

Urban Search and Rescue is a dangerous task for rescue workers and for this reason the use of mobile robots to carry out the search of the environment is becoming common place. These robots are remotely operated and the search is carried out by the robot operator. This work proposes that common search algorithms can be used to guide a single autonomous mobile robot in a search of an environment and locate survivors within the environment. This work then goes on to propose that multiple robots, guided by the same search algorithms, will carry out this task in a quicker time. The work presented is split into three distinct parts. The first is the development of a nonlinear mathematical model for a mobile robot. The model developed is validated against a physical system. A suitable navigation and control system is required to direct the robot to a target point within an environment. This is the second part of this work. The final part of this work presents the search algorithms used. The search algorithms generate the target points which allow the robot to search the environment. These algorithms are based on traditional and modern search algorithms that will enable a single mobile robot to search an area autonomously. The best performing algorithms from the single robot case are then adapted to a multi robot case. The mathematical model presented in the thesis describes the dynamics and kinematics of a four wheeled mobile ground based robot. The model is developed to allow the design and testing of control algorithms offline. With the model and accompanying simulation the search algorithms can be quickly and repeatedly tested without practical installation. The mathematical model is used as the basis of design for the manoeuvring control algorithm and the search algorithms. This design process is based on simulation studies. In the first instance the control methods investigated are Proportional-Integral-Derivative, Pole Placement and Sliding Mode. Each method is compared using the tracking error, the steady state error, the rise time, the charge drawn from the battery and the ability to control the robot through a simple motion. Obstacle avoidance is also covered as part of the manoeuvring control algorithm. The final aspect investigated is the search algorithms. The following search algorithms are investigated, Lawnmower, Random, HillClimbing, Simulated Annealing and Genetic Algorithms. Variations on these algorithms are also investigated. The variations are based on Tabu Search. Each of the algorithms is investigated in a single robot case with the best performing investigated within a multi robot case. A comparison between the different methods is made based on the percentage of the area covered within the time available, the number of targets located and the time taken to locate targets. It is shown that in the single robot case the best performing algorithms have high random elements and some structure to selecting points. Within the multi robot case it is shown that some algorithms work well and others do not. It is also shown that the useable number of robots is dependent on the size of the environment. This thesis concludes with a discussion on the best control and search algorithms, as indicated by the results, for guiding single and multiple autonomous mobile robots. The advantages of the methods are presented, as are the issues with using the methods stated. Suggestions for further work are also presented.

As nuclear reactors transition from analog to digital technology, the benefits of enhanced operational capabilities and improved efficiencies are potentially offset by cyber risks. Cyber-Informed Engineering (CIE) is an approach that can be used by engineers and staff to characterize and reduce new cyber risks in digital instrumentation and control systems. CIE provides guidance that can be applied throughout the entire systems engineering lifecycle, from conceptual design to decommissioning. In addition to outlining the use of CIE in nuclear reactor applications, this chapter provides a brief primer on nuclear reactor instrumentation and control and the associated cyber risks in existing light water reactors as well as the digital technology that will likely be used in future reactor designs and applications.

Steam generators (SGs) performance degradation is one of the important concerns of nuclear power plants, which not only affects safety, but also affects the outputs in some power plants. With the large number of CPR1000 nuclear power plants put into commercial operation in China, some plants also experienced the steam pressure loss at the SGs secondary side. Compared with the known empirical laws and phenomena, the duration of the steam generator pressure loss in CRP1000 units is longer, and there are large differences between different units in different fleets. The typical trends in SGs thermal performance includes: a) an early steam pressure loss phase with a penalty of 0–1.6bar, b) a subsequent increase in steam pressure which often, but not always, results in net heat-transfer enhancement, and c) a more gradual long-term decreases with an average rate that depends on the iron transport rate and deposit characteristics. The CPR1000 units basically follow the secondary circuit control process of EDF, using NH3 and N2H4 to control the feedwater pH Value. The control target of pH value is between 9.6–9.8, and each fleet is consistent. This is a significant deviation from the different steam generator thermal performance trends. It can be seen that micro scale has a great impact on the thermal performance, which should be paid more attention, especially in the early stage of steam generator operation. Plants which have experienced a higher ratio of particulate to soluble impurity concentrations in feedwater have tended to experience smaller detrimental, or even beneficial, effects of the developing scale while others with relatively high soluble impurities have exhibited thermal performance decreases. This difference in behaviour is thought to be the result of a fundamental difference in the resulting deposit morphology. Specifically, particulate deposition is believed to enhance the population density of boiling nucleation sites on the tube while precipitating deposits tend to decrease this population density. Higher hydrazine concentrations may result in an elevated distribution of soluble iron that could decrease the population density of boiling nucleation sites. This increase in soluble species not only can form a dense scale layer that would add conductive resistance, but also lead to a decrease in boiling heat transfer coefficient. Both effects result in a performance decrease that reduces steam pressure. However, despite the promise of this line of research, no definitive guidance is yet available.

The Belgian Safety Authorities requested to address the severe accident issue within the periodic safety review of the Nuclear Power Plants (NPPs). The key elements of the approach applied in Belgium include the implementation and the validation of the Severe Accident Management Guidance (SAMG). The present paper focuses on the validation of the SAMG that has taken place during the last four years. The validation process aims at verifying the ability of the Technical Support Center (TSC) to manage severe accidents thanks to the implemented Severe Accident Management Guidance. The validation was practically realized by table-top drills based on Westinghouse Owner’s Group SAMG scenario templates. Eight scenarios were exercised: 7 at full power and 1 at shutdown state. One of the scenarios consists in a fast evolving scenario. This paper details the methodology used for the validation process as well as the feedback of the validation exercises realized in the NPPs. In a first phase the objectives of the exercises were defined in agreement with the Safety Authorities; successively, the exercises were realized in the TSC in presence of the Safety Authorities with the active participation of the members of the crisis team that would be present in the TSC. For each exercise, a scenarist presented the chronology of events until the opening of the SAMG. Then, during the severe accident phase, the scenarist regularly provided the evolution of the parameters and was playing also the role of the control room, if needed. That organization is described and analyzed. Moreover, the paper reports on the general feedback from the exercises and the major findings of the validation. Possible adaptations and improvements of the guidelines have been identified, such as for example additional or alternative entry criteria to the guidelines, priorities definition due to the existence of the safety injection-containment spray connection, evaluation of the application of the WOG SAMG to shutdown states and supplementary information for alternative electrical supply in case of station black-out.

For many years external flooding hazards have been recognized as significant contributors to plant risk. However, it was not until the events at Fukushima that there was a concerted effort on the part of the utilities to reassess the plant external flood design basis, identify external flood vulnerabilities and take actions to address them. For many plants, resolution of low probability high consequence floods will likely be addressed by a combination of actions involving enhancements to flood protection and hazard mitigation strategies. Over time, as plants decide on which strategies to apply there is an expectation that the most effective way to develop and justify these strategies will involve probabilistic risk assessment (PRA) concepts. The PRA framework is well suited for performing a human reliability analysis (HRA). Within that framework, HRA evaluations focus on operator and plant staff actions taken in response to plant initiating events (e.g., loss of offsite power, etc.). For many external floods, advance warning of an impending external flood event provides the trigger for pre-emptive manual actions to potentially reconfigure the plant through temporary installation of flood barriers. Unlike the post-initiator actions which tend to be more narrowly focused, these pre-emptive actions are taken in a less controlled environment, may be ad hoc, and may potentially be in competition with site investment protection activities, site evacuation, etc. The purpose of this paper is to define the challenges in defining an approach for treating external flood actions, identifying external flood timelines, identifying the manual actions/organizational environment during external flooding scenarios and proposing an integrated strategy for quantifying those actions. The proposed quantification process is rooted in management science concepts for evaluating project reliability. The overall methodology identifies flood significant performance shaping factors, and identifies three (3) factors, namely time available for flood mitigation, proper access to plant site following flood and environmental factors, as having an overarching impact on the performance shaping factors affecting each of the flood mitigation tasks.

An open phase condition is a known phenomenon in the power industry and is now recognized to have adverse impact on the electrical power systems in several nuclear power plants. An open phase condition may result in challenging plant safety. Operating experience in different countries has shown that the currently installed instrumentation and protective schemes have not been adequate to detect this condition and take appropriate action. An open phase condition, if not detected and disconnected in a timely manner, represents design vulnerability for many nuclear power plants. It may lead to a condition where neither the offsite power system nor the onsite power system is able to support the safety functions, and could propagate to station blackout. The design of electrical power systems needs to be evaluated systematically and improved, where necessary, to minimize the probability of losing electric power from any of the remaining supplies as a result of single or double open phase conditions. The improved design should be coordinated with existing measures to ensure that the electrical power system is able to support the safety functions after the open phase condition is detected and disconnected. In this regard, the IAEA has developed a safety publication dealing with design vulnerability of open phase conditions. This paper summarizes the contents of the report, the rationale and criteria to enhance the safety of nuclear power plants by providing technical guidance to address an open phase condition vulnerability in electrical systems used to start up, operate, maintain and shutdown the nuclear power plant.

The industry response to the Nuclear Regulatory Commission (NRC) Order EA-12-049 is based on a set of Diverse and Flexible Coping Strategies (commonly referred to as FLEX) for beyond design basis external events as described in NEI 12-06. The Pressurized Water Reactors Owners Group (PWROG) developed generic guidance for response to these Beyond Design Basis External Events (BDBEE), called FLEX Support Guidelines (FSGs). These guidelines are referenced from the plant Emergency Operating Procedures (EOPs) when it is determined that an event exhibits certain beyond design basis characteristics such as an Extended Loss of all AC Power (ELAP). These generic FLEX Support Guidelines provide a uniform basis for all PWRs to implement the FLEX guidance in NEI 12-06 that was endorsed by the NRC to maintain core, containment and spent fuel cooling. The PWROG generic FSGs include guidance in FSG-7, “Loss of Vital Instrumentation or Control Power” for obtaining information for key plant parameters in an ELAP event. The key parameters were selected based on industry guidance and plant specific implementation. This set of key parameters will allow the licensed operators to have vital instrumentation to safely shutdown the core and maintain the core in a shutdown condition, including core, containment and spent fuel pool cooling. These parameters are used in the EOPs as well as the FSGs that are designed to mitigate a beyond design basis event. The requirements of NEI 12-06, as implemented through the FSGs, enhance both availability and reliability of instrumentation by requiring diverse methods of providing DC power for instrumentation and control as well as protection of instrumentation from the beyond design basis event. The subsequent implementation of this guidance at the Byron Station has proven to also be beneficial for diagnosis of severe accident conditions (where core cooling could not be maintained). The same parameter values that are needed to verify core, containment and spent fuel cooling prior to core damage are also needed to diagnose severe accident conditions. Guidance provided within FSG-7, as implemented at the Byron Station, contains several layers of diverse methods to obtain parametric values for key variables that can be especially useful when the environmental qualification is exceeded for the primary instrumentation that provides this information. The methods range from the use of self-powered portable monitoring equipment to the use of local mechanical instrumentation. The FSG-7 guidance is referenced from the Byron Severe Accident Management Guidance (SAMG) to either obtain parameter information during a severe accident or to validate the information that is available from the primary instrumentation.

The Canadian Nuclear Standard, CSA N285.4, requires periodic extraction of steam generator tubes for metallurgical examination; however, the Standard does not specify detailed program requirements. Therefore, Canadian Nuclear Safety Commission (CNSC) staff has recently brought forth a set of guidelines to clarify the regulatory expectations for steam generator tube material surveillance programs. This paper introduces the material surveillance program required by CSA N285.4, and provides a discussion of the CNSC staff proposed guidelines, to explain the technical basis behind the expectations for tube removal and examination. The objectives of the steam generator tube material surveillance program include evaluating inspection tool capabilities, confirming tube material performance over the life of the plant and assessing the operating environment’s potential contribution to tube degradation. The knowledge acquired from the program can reduce uncertainties associated with the non-destructive inspection practices, and can provide data for steam generator aging management programs. Over the life of a plant, CSA N285.4 requires that only a few tubes be extracted for examination. However, each tube removal is costly and represents significant personnel dose. “Technical Guidelines for Watertight Facilities (JEAG4630)” was established in 2016 to provide common guidelines for nuclear power utilities. This technical guidance describes the basic processes of each stage, from design to in-service inspections in Japanese. The guidance considers the features of the equipment, the functions of which are difficult to inspect after installation. This guidance is formulated according to the requirements described in Chapter 4 of the “Technical Code for Tsunami Design of Nuclear Power Plants (JEAC4629-2014)”: “Design of Tsunami Protection and Flood Protection Facilities”.
