The Platypezidae of the Oriental and Australasian Regions are revised, on the basis of a study of surviving types and other available material from these Regions. All genera and species are keyed and described; male genitalia and other diagnostic features are figured, and possible relationships are discussed. The following new synonymies are established: Agathomyia antennata (Zetterstedt) = A. hardyi Kessel & Clopton, Lindneromyia bmnettii (Kessel & Clopton) = Plesioclythia schlingeri Kessel & Clopton. Lectotypes are designated for Agathomyia thoracica Oldenberg, Clythia sauteri Oldenberg, C. kerteszi Oldenberg, Platypeza glaucescens Walker and P. obscura Brunetti.

Abstract. CORSnet-NSW is a network of Global Navigation Satellite System (GNSS) Continuously Operating Reference Stations (CORS) covering the state of NSW and providing centimetre-level real-time positioning. This research paper aims to determine the level of accuracy and precision of CORSnet-NSW in regional parts of the network and compare them to that of traditional RTK under identical conditions. It investigates what effects satellite geometry and proximity to a CORS station have on NRTK measurements. It also verifies the CORSnet-NSW claim of network wide 2cm accuracy. The claim was found to be true at the 68% Confidence Interval. Changes in satellite geometry were not found to affect the results for the most part. It was also found that CORSnet-NSW precision was affected by the proximity of the rover to the base/calibration points more than its proximity to a CORSnet-NSW station. However, even though the CORSnet-NSW results were better than expected, traditional RTK remains the most precise and consistent method. This research paper provides GNSS users in regional NSW with the evidence they need to make informed decisions regarding which type of RTK method is fit for their purposes.

Purpose The purpose of this paper is to examine the strong influence of Herbartian ideas on the first secondary school-based English course (1911) in New South Wales (NSW), Australia. Whilst previous research has established the influence of the “New Education” on the (NSW Director of Education, Peter Board, the architect of the) 1911 courses, no specific analysis of Johann Friedrich Herbart’s educational ideas has been undertaken in relation to this seminal secondary English course. Design/methodology/approach Through using three of Herbart’s key educational ideas as an interpretive framework to analyse the 1911 NSW Courses of Study for High Schools English course, the paper demonstrates the influence of those ideas on this inaugural secondary English course. Findings The analysis reveals that the NSW 1911 secondary English course was influenced by Herbartian educational ideas underpinning the course. Research limitations/implications This paper focuses on the “pre-active”1911 rhetorical English curriculum in NSW, rather than the “enacted” implemented curriculum. Practical implications The paper identifies Herbartian influences on the 1911 NSW English syllabus, revealing important philosophical ideas. Social implications Future English curriculum design will benefit from the identification of the philosophical ideas embedded in the NSW 1911 English curriculum. Originality/value This analysis provides insights into the Herbartian influences on the first secondary English course in NSW.

Objective. The aim of this study was to summarise the process and outcomes of complaints from five regulated health professions in Australia, and to compare these between the national and New South Wales (NSW) systems. Methods. This is a retrospective cohort study of all complaints lodged from 1 July 2012 to 31 December 2013 for medicine, nursing and midwifery, dentistry, psychology and pharmacy registered practitioners. Data were extracted from the Australian Health Practitioner Regulation Agency, the NSW Health Professional Councils’ Authority and the NSW Health Care Complaints Commission databases. The main outcome measures were frequencies and percentages of process decisions and outcomes. Results. Systems differed in classification of complaints as conduct (national 47%; NSW 22%) and performance (national 45%; NSW 71%). Thirty-eight per cent of complaints were investigated or managed through a health or performance stream (national 40%; NSW 34%), but the national system investigated more matters (national 35%; NSW 6%). Over 50% of complaints resulted in ‘no further action’ (national 60%; NSW 70%). The most common action was caution or counsel (national 12%; NSW 15%), followed by conditions, (national 10%; NSW 5%). Practitioner registration surrender was more common with the NSW than national system (national 0.1%; NSW 1.3%), but registration suspensions or cancellations were similar (national 0.6%; NSW 1.0%). Conclusion. The main difference between the two systems is the administrative decision as to how complaints are assessed. In NSW, a classification of a complaint as ‘performance’ usually means the complaint is not investigated; rather, the practitioner is assessed by peers and may be required to undergo further education and training. Reaching agreement and understanding of complaints that should be investigated and those appropriate for performance review would strengthen a national approach to health complaint regulation. What is known about the topic? The national system of managing healthcare complaints is relatively new (since 2010) compared with the NSW system (since 1993). Annual reports of the regulatory authorities provide summaries of types and outcomes of complaints separately for each profession, and separately for NSW and the national system, but we do not know how the two systems directly compare in terms of complaint management or their outcomes. What does this paper add? This study examined how different types of complaints are managed between the two systems and whether there are any differences in outcomes. The types of complaints are almost identical between the two systems, but classification of complaints as ‘performance’ or ‘conduct’ differed. Immediate action is more common in the national than NSW system, especially for health impairment and boundary crossing. Health impairment complaints are much less likely to be discontinued at the assessment stage in NSW compared with the national system. The NSW and national systems are similar in terms of complaints proceeding to either an investigation or performance or health assessment, but the national system investigates more than the NSW system. For many types of complaints the outcomes were similar between systems, but there were clear differences for some types of complaints, such as health impairment and boundary crossing. What are the implications for practitioners? An efficient and fair regulatory system is crucial for maintaining practitioner trust, as well as trust of the public. This study shows that there are many similarities between the national and NSW systems in terms of process and outcomes, but there are differences in the way some types of complaints are assessed between the two systems. This knowledge may assist regulatory authorities in their efforts to achieve a nationally consistent approach to complaints.

IntroductionDespite being a preventable cause of death, drowning is a global public health threat. Australia records an average of 288 unintentional drowning deaths per year; an estimated annual economic burden of $1.24 billion AUD ($2017). On average, a further 712 hospitalisations occur due to non-fatal drowning annually. The Australian state of New South Wales (NSW) is the most populous and accounts for 34% of the average fatal drowning burden. This study aims to explore the demographics and outcome of patients who are admitted to hospitals for drowning in NSW and also investigates prediction of patients’ outcome based on accessible data.Methods and analysisThis protocol describes a retrospective, cross-sectional data linkage study across secondary data sources for any person (adult or paediatric) who was transferred by NSW Ambulance services and/or admitted to a NSW hospital for fatal or non-fatal drowning between 1/1/2010 and 31/12/2019. The NSW Admitted Patient Data Collection will provide data on admitted patients’ characteristics and provided care in NSW hospitals. In order to map patients’ pathways of care, data will be linked with NSW Ambulance Data Collection and the NSW Emergency Department Data Collection. Finally patient’s mortality will be assessed via linkage with NSW Mortality data, which is made up of the NSW Register of Births, Deaths and Marriages and a Cause of Death Unit Record File. Regression analyses will be used to identify predicting values of independent variables with study outcomes.Ethics and disseminationThis study has been approved by the NSW Population & Health Services Research Ethics Committee. Results will be disseminated through peer-reviewed publications, mass media releases and at academic conferences. The study will provide outcome data for drowning patients across NSW and study results will provide data to deliver evidence-informed recommendations for improving patient care, including updating relevant guidelines.

We consider the problem of fairly allocating a set of indivisible goods among n agents. Various fairness notions have been proposed within the rapidly growing field of fair division, but the Nash social welfare (NSW) serves as a focal point. In part, this follows from the ‘unreasonable’ fairness guarantees provided, in the sense that a max NSW allocation meets multiple other fairness metrics simultaneously, all while satisfying a standard economic concept of efficiency, Pareto optimality. However, existing approximation algorithms fail to satisfy all of the remarkable fairness guarantees offered by a max NSW allocation, instead targeting only the specific NSW objective. We address this issue by presenting a 2 max NSW, Prop-1, 1/(2n) MMS, and Pareto optimal allocation in strongly polynomial time. Our techniques are based on a market interpretation of a fractional max NSW allocation. We present novel definitions of fairness concepts in terms of market prices, and design a new scheme to round a market equilibrium into an integral allocation in a way that provides most of the fairness properties of an integral max NSW allocation.

The legal frameworks around access to coal seam gas (CSG) resources in NSW are perhaps less developed than in Queensland. Coal appears to be favoured in terms of accessibility over CSG in the premier state. This paper will examine the rules relating to access to CSG resources in NSW; explain the long-standing policy favouring coalover CSG; and, will argue that the state may have to move to amend or overhaul its gas land access arrangements in the next few years.As CSG players look for further reserves in the largely untapped area of NSW coal provinces, the legal arguments about access to extant coal reserves are likely to heat up.

A symposium on the dingo (Canis lupus dingo) was held in Sydney in May 1999 to discuss issues surrounding the conflicting views of the dingo: seen both as a potentially threatened species, and as a species that needs to be controlled because of its predation on livestock. The Symposium was particularly relevant to New South Wales (NSW) because of consideration being given to place the dingo on the schedule of NSW vulnerable species, under the NSW Threatened Species Conservation Act 1995. The potential for conflict was exacerbated by concurrent legislative changes in NSW (Rural Lands Protection Act 1998) requiring the Crown to control pest animals declared under the Act. Despite the obvious focus on the NSW situation, many of the issues discussed have wider relevance to the management and conservation of dingoes across Australia.

Background: Rates of HIV in New South Wales (NSW) have been stable, but have increased significantly in other Australian states. The reasons for this are unknown and may be associated with differences in the management of sexually transmissible infections (STI) and HIV in different states in Australia. Our aim was to determine if the use of suppressive treatment for genital herpes, the treatment of HIV or STI screening practices were different between states in Australia. Methods: This study was a cross-sectional survey of medical practitioners who are S100 prescribers and members of the Australian Society for HIV Medicine. Results: In general, there were no differences between the clinical practices of practitioners in NSW and other states except that in NSW fewer practitioners tested HIV-positive men who have sex with men (MSM) for syphilis annually (NSW 78% v. others 87%, P = 0.04) or treated MSM with advanced HIV disease (CD4 < 150 × 106 cells L–1) with acicylovir in the absence of herpes simplex virus (HSV) (NSW 4% v. others 13%, P = 0.03), and more practitioners in NSW tested HIV-negative MSM for HSV type-specific serology (NSW 21% v. others 11%, P = 0.02). Conclusions: It is unlikely that the minor differences in HSV and HIV treatment or STI screening practices among practitioners in NSW and other Australian states explains the differences in HIV notifications between these two areas.

The eastern pygmy possum (Cercartetus nanus) has a wide distribution in New South Wales (NSW), but is infrequently detected in fauna surveys. We collated available information on the distribution, habitat and detection rates for C. nanus in NSW from results of published and unpublished fauna surveys. These data, and those from the National Parks and Wildlife Service and Australian Museum databases, suggest that C. nanus populations are concentrated in south-eastern NSW and are sparsely distributed throughout the rest of the state. Several records extend the distribution of this species further west than currently shown by published distribution maps. Records show differences in habitat types occupied by C. nanus between south-eastern and north-eastern NSW. In south-eastern NSW, C. nanus occupies a range of habitats including heath, woodland and open forest, at a range of altitudes. In north-eastern NSW, C. nanus appears to be associated mainly with rainforest at high altitudes. Of the range of techniques available, nest boxes and Elliott traps positioned against flowering Banksia species are most effective at capturing C. nanus. Given the large survey effort and the small number of surveys detecting &gt;I0 C. nanus, it appears that this species is rare throughout most of NSW. We recommend that C. nanus be considered for listing as a vulnerable species in NSW.

Three decades of disease survey data have shown Verticillium wilt was one of the first major diseases of cotton recorded in the 1984–85 season. Survey reports the mean incidence was 4.1% in the 1984–85 season and rose to 16.6% in the 1989–90 season. Prior to 1984 all commercial varieties of cotton available in Australia were susceptible to bacterial blight and the disease was common. The adoption of the resistant varieties contributed to a dramatic decline in the incidence of bacterial blight and the removal of bacterial blight as a significant pathogen to Australian cotton crops by 1992. Survey results showed the incidence of black root rot increased on farms with a long history of growing cotton during the 1990s. Fusarium wilt of cotton was first reported in New South Wales (NSW) in 1994. The disease is now widespread, being confirmed on 86 NSW farms in six of the eight cotton production areas in NSW. These four significant plant disease ‘problems’ have challenged the cotton industry in NSW. Data provided by the surveys have indicated the relative importance of each of the diseases present and the impact of cultural practices and the adoption of new varieties on disease distribution, incidence and severity. The results have therefore been used to support and justify requests for research funding and have contributed to the development of Integrated Disease Management strategies. The NSW Department of Primary Industries continues to monitor the distribution of disease and the incidence and severity present in commercial cotton crops in all production areas of NSW. The aim of this paper is to highlight four significant cotton diseases in Australia and show relationships between cultural practices and declining and increasing incidence of disease.

Abstract The ATLAS experiment is currently upgrading the first muon station in the high-rapidity region with the construction of new detector structures, named New Small Wheels (NSW), based on large-size multi-gap resistive strip Micromegas (MM) technology and small-strip Thin Gap Chambers (sTGC). The NSW is being installed in the ATLAS underground cavern during the on-going LHC long shutdown 2 to enter operation for run 3. 128 Micromegas quadruplets, each of which provides four measurements of a particle track, are needed to build the two New Small Wheels, covering a total active area of about 1280 m2. The construction of all MM modules, carried out in France, Germany, Italy, Russia and Greece, is completed. Their mechanical integration into sectors, and the installation of on-detector services and electronics for the first NSW is also completed, along with all validation and acceptance tests. The preparation of the second NSW is well advanced. The advanced status of the project, in view of the imminent installation of the two NSW in ATLAS by the 2021 is reported. The integration workflow of Micromegas detectors into sectors is described with focus on cosmic rays results of the final validation tests.
