Abstract (sommario):

Dr. Calvin G. Messersmith is Professor of Plant Sciences at North Dakota State University (NDSU), where he has been involved in teaching and research since 1966. He developed the undergraduate weed science option, the introductory weed science course, and the internship program for crop and weed science majors at NDSU. Dr. Messersmith introduced many teaching innovations into his undergraduate courses, including development of autotutorial laboratories, lecture and laboratory manuals, permanent plant mounts embedded in plastic resin, and educational films. Dr. Messersmith serves as coordinator of the departmental undergraduate teaching program, advisor for about 20 undergraduate students annually and assists in career placement. Dr. Messersmith has served as major professor for seven Ph.D. and eight M.S. graduates.Dr. Messersmith has specialized in perennial weed control, especially leafy spurge. He is coordinator of a multidisciplinary leafy spurge control project at NDSU that includes biological, chemical, cultural, and physical control. The project includes cooperating scientists from the Departments of Agricultural Economics, Animal and Range Sciences, Botany, Plant Sciences, Entomology, and Plant Pathology.Dr. Messersmith served the North Central Weed Science Society (NCWSS) as Editor of the Research Reports for 8 yr and was on the board of directors for about 16 yr, including 1 yr as President in 1985. Prior to becoming the WSSA Vice President in 1995, he served on the WSSA board of directors for 3 yr and was the first Editor who designed and launched Weed Technology from 1985 to 1990. Dr. Messersmith has been honored as an NCWSS Honorary Member and WSSA Fellow.Dr. Messersmith received his B.S. and M.S. degrees from the University of Nebraska and his Ph.D. degree from NDSU. He has received several awards for contributions to education, including the American Society of Agronomy CIBA-Geigy Award, the first NDSU-wide Odney Award for Excellence in Teaching, the FarmHouse Fraternity Master Builder of Men Award, the WSSA Outstanding Teacher Award, the Burlington Northern Foundation Faculty Achievement Award at NDSU, and the NACTA (National Association of Colleges and Teachers of Agriculture) Teaching Award of Merit.

Abstract (sommario):

From at least 2006, Western North Dakota experienced an oil boom that resulted in a dramatic increase in economic activity, and tax revenue. In response to this boom, North Dakota, through a constitutional ballot measure, established the Legacy Fund. This fund reserved 30% of monthly oil tax revenue collected by the state for future use. On July 1, 2017, the State Legislature, per the constitutional provisions creating the Legacy fund, became able to spend the interest (as well as some of the principal, with numerous limitations) from the fund. How to allocate these funds has become a state-wide public finance policy and political issue. Governor Burgum and others have proposed a variety of ways to use the funds on public projects and tax relief. Decisions about the long-term purpose of the fund and how best to use its earnings have increased in urgency with both the availability of the funds and the volatility of oil and other tax revenues. Deciding how to best use the Legacy Fund is both a fiscal and political question. Legislators must sort out how the interest earnings will be used, who should benefit, or if the fund should be used at all. I explore how these decisions are made, the possible implications of those decisions, the proposals that have been put forward, and propose a framework for how these decisions might be made.

Abstract (sommario):

Home schooling has been part of the American education system since this country's beginning. In reviewing the history of home schooling and accompanying legislative action, there is a definite trend by state legislatures to liberalize laws related to home schooling. Students with disabilities, however, pose significantly greater challenges for parents who choose home schooling and have created a new area of litigation in the last 20 years. After summarizing statutes in the rural states of North Dakota and Minnesota, this article discusses several cases to illustrate the refinement of the interpretation of the intersection of home schooling and special education. Implications and recommendations for practice are included.

Windbreaks are an essential part of rural and urban living in the northern Great Plains. They provide protection to crops and livestock from wind by modifying windchill factors, lowering soil erosion, and conserving soil moisture. Around farmsteads and cities, benefits include energy conservation, control of snow deposits, and added aesthetic values. In urban centers windbreaks are important as aesthetic screens, living snow fences, noise barriers, and sites of air filtration.Tree establishment on the prairies can be challenging with low rainfall and cold winter temperatures. A windbreak demonstration program began in 1989 across the state of North Dakota. The demonstration program is a joint effort between local soil conservation districts, extension service, and 275 landowners. The demonstrations were designed to compare new and traditional tree establishment techniques. The program goal is to gather data from various demonstration sites and transfer the information to land owners, thereby increasing tree survival and establishment in windbreak plantings.

Abstract (sommario):

In response to suboptimal breastfeeding rates, North Dakota added a provision to SB 2344 (public indecency legislation) creating an Infant Friendly business designation for employers providing specified lactation accommodations to employees. However, there has been no evaluation of this designation to determine effectiveness. The purpose of this article is to examine the impact of the Infant Friendly business designation in North Dakota on breastfeeding continuation rates within the context of the social ecological model (SEM). Between November 2016 and March 2017, an 85-item online questionnaire, designed using the SEM, was distributed to working women across the state using various sampling methods. T tests, analysis of variance, and regression were used to analyze results. Designated (intervention) and nondesignated (control) businesses were targeted. There was no statistically significant difference in breastfeeding duration between designated and nondesignated businesses. There was a 2-month difference in duration between continually designated businesses and those with lapsing designations. Twenty-eight percent of the women working for Infant Friendly businesses were aware that their businesses were designated, indicating a lack of awareness regarding the designation. The designation is a starting point for worksite breastfeeding support. A policy promotion plan based on the SEM targeting individual awareness and employee education may improve the designation’s effectiveness.

To know the implementation of disciplinary sanction regulation for civil state apparatus in the local government of civil service agency of education and training area of north gorontalo district and to know the obstacles faced in Regional Personnel Board of Education and Training of North Gorontalo Regency in increasing the application of disciplinary sanction regulation for State Civil Apparatus. This type of research is descriptive normative research that is a research that emphasizes on the real condition of the field which then synced on the rules - the rule of law, rule of law law, the opinions of scholars and regulations related to the research. This research was conducted to obtain information, explanation and data on the application of disciplinary sanction regulation for civil apparatus of state environment of local government of north gorontalo district. the application of disciplinary sanction regulation for state civil apparatus within the local government of the regional civil service agency of education and training of northern gorontalo district is in accordance with prevailing provisions, namely PP. 53 of 2010 on the discipline of civil servants and obstacles encountered in the Regional Personnel Board Education and Training District of North Gorontalo in increasing the application of disciplinary sanctions regulation for the State Civil Apparatus that is the length of the reporting process from the prosecutor to the Regional Personnel Board of Gorontalo Utara for specific disciplinary sanctions the case of a criminal offense. The mistake is due to the State's Civil Apparatus itself, which lacks the discipline of the civil state apparatus, the duration of the disciplinary sanction process itself due to the length of the process of applying disciplinary sanction regulation in accordance with pp 53 of 2010.

Abstract (sommario):

The purpose of this study was to determine if student housing gender-type is significantly related to student alcohol consumption at North Dakota State University. The researcher examined whether the residence of students in coeducational residence halls or single-gender residence halls was related to the rate they consumed alcohol in an average week or the frequency they engaged in binge drinking. NDSU researchers allowed the researcher of this study to add an institutional question to the biannual Student CORE Alcohol and Other Drug Survey that gathered demographic information about what residence hall gender-type participants lived within. For the first time, this provided the opportunity to quantitatively compare alcohol consumption of students living in coeducational residence halls against those living in single-gender residence halls at NDSU. At the time of this study the NDSU on-campus population was particularly hospitable for such research since the multi-thousand person population was evenly distributed between single-gender and coed residency. Using this preexisting data set regarding student alcohol behavior and residence hall demographics, the researcher analyzed the data through descriptive statistics, bivariate correlational analysis, and analysis of covariance while controlling for the effect of age and gender. Results revealed that there was no significant relationship between NDSU student alcohol consumption and their residence hall gender-type. Recommendations for future research included adapting the national CORE Alcohol and Other Drug Survey to include residence hall gender-type to allow for further analysis.

Effective leadership skills are a necessary element of successful Nurse Practitioner practice. Lack of leadership ability among Nurse Practitioners may lead to gaps in patient care, poorer outcomes, decreased patient satisfaction, increased healthcare spending, and inadequate communication between patients, providers, and peers (O?Grady, 2008). Both the National Organization of Nurse Practitioner Faculties (NONPF) and the American Association of Colleges of Nursing (AACN) identify components of leadership that are crucial to the role that the Nurse Practitioner plays while caring for patients (NONPF, 2012 & AACN, 2006). The landmark report on the Future of Nursing from the Institution of Medicine of the National Academies specifically identifies recommendations that directly relate to leadership, including the recommendations to ?expand opportunities for nurses to lead and diffuse collaborative improvement efforts? and ?prepare and enable nurses to lead change to advance health? (Institute of Medicine, 2010). A survey of Advanced Practice Registered Nurses was completed in the state of North Dakota (N=34) in an effort to identify areas of needed enhancement of leadership skills. Overall, participants identified four main topics that were felt to be lacking in proficiency in their current practice. These areas included involvement in health policy, systems leadership, negotiation, and influencing peers to accomplish positive change in practice. After extensive literature review, it was determined that information regarding these topics would be beneficial for nurse practitioners throughout the country. In response to the need for increased education regarding the aforementioned topics, a series of four online continuing education modules were created in collaboration with the iv American Association of Nurse Practitioners (AANP) Continuing Education Center and presented as a leadership development series. Nurse practitioners who completed the continuing education modules were surveyed regarding perceived knowledge and likelihood of involvement in the given leadership activity, and information regarding the electronic format of content dissemination was collected. Sample sizes ranged from 11 to 27 participants. Data collection occurred from May 16, 2014 to June 23, 2014. Evaluation of the modules demonstrated that participants indicated an increase in their perceived knowledge and likelihood of participating in the four areas of leadership. The vast majority of respondents indicated the modules were created at an educational level appropriate for their current role. Nearly every participant identified that the online module format is an effective means of content dissemination. Qualitative responses regarding the modules were generally positive in nature.

This chapter will examine the organizational and technological challenges encountered by the highly successful Great Plains Interactive Distance Education Alliance (Great Plains IDEA) since its members began offering multi-university online academic programs in 2000. Members include the following universities: Colorado State, Iowa State, Kansas State, Texas Tech, Michigan State, Missouri, Montana State, Nebraska, North Dakota State, Oklahoma State, and South Dakota State. Inter-institutional online academic programs are a cost-effective means of rapidly increasing access and addressing emerging educational needs. The chapter explains how the Great Plains IDEA began, operates and has evolved, as well as the mistakes made, lessons learned, and upcoming challenges. A major technological challenge was identifying a secure multi-institution enrollment system for sharing student data between enrolling and teaching institutions the award-winning ExpanSIS system. The authors hope that higher education leaders will be convinced that inter-institutional collaboration is a viable solution to many higher education challenges.

In 2002, Lake Region State College closed their “Agricultural Farm Business Management” program, due to low enrollment and lack of interest. However considering that agriculture is one of the leading economic developers in North Dakota, Lake Region State College (LRSC) leaders and the community felt this might have been a premature closing, and decided to look at other agriculture workforce initiatives, considering ways to revitalize the agriculture workforce and its needs. This was an ambitious goal considering how rural LRSC is, with roughly 2000 in student matriculation in a given year. Before looking at reinventing, or “rebirthing” the ag program, challenges and steps needed to be addressed and employed. The following chapter will provide a case study on how LRSC leaders, its community, and the alignment of philanthropic support was able to revitalize or “rebirth” the agriculture program to the new cutting edge of Precision Agriculture.

The World Wide Web Instructional Committee at North Dakota State University has developed a number of serious games aimed at science education. Their games are all multiuser, with a role-based orientation, promoting a task-and-goal cultural awareness. Constructed in collaboration with content experts, these games were developed under a proven set of design guidelines (design principles and signature elements) that serve to preserve consistency among the applications. As a consequence of this high-concept design constraint, their systems share important cognitive and pedagogical features that assist players in learning the serious game content while also allowing for consistent evaluation of learning outcomes across games. The authors have formatively evaluated these games and found them to be effective. It is now their hope that by sharing their design guidelines, others may be able to use and evaluate them to their advantage. The authors continue to develop and refine these design principles and signature elements through basic and evaluative research.

Abstract The narrative about public school segregation in the United States typically casts southern states as villains because of their practice of de jure segregation, or segregation by law. Under this view, the South was committed to entrenching the “separate but equal” doctrine the Supreme Court established in Plessy v. Ferguson in the context of education. The North, according to this narrative, did not engage in de jure racial segregation. To the extent that schools were segregated in the North, that was a product of de facto racial segregation, or a matter of circumstance based on housing patterns. In this chapter, the authors argue that all school segregation is de jure, whether it occurs through the establishment of separate schools or whether it is a result of more “upstream” practices, like the establishment of restrictive covenants, redlining, or discriminatory housing financing and policies. To substantiate this claim, they offer a brief description of the prevailing post-Civil War narratives in the North and in the South. They examine southern strategies to undermine the landmark Brown v. Board of Education decision, with a particular focus on how pieces of that strategy transcended the North and figured prominently in the Midwestern state of Missouri. The authors highlight massive housing discrimination along the northeast coast and link it to school segregation to further support the thesis that a great majority of US school segregation is de jure.

Abstract As one of the early antecedents of modern human rights, the right to religious freedom is today among the most commonly found guarantees in modern constitutional documents, as well as in international and regional human rights documents. Its ubiquity belies a persistent contestation as to its scope, nature, and limits, which, to some extent, have become proxies for ideological struggles concerning the normativity of constitutionalism, between liberal and non-liberal constitutionalism, between secular constitutionalism and religious (even theocratic) constitutionalism, and between separationist secularism and non-separationist secularism, set within a range of different state–religion constitutional arrangements. This chapter embarks on the exercise of identifying canons in the field of religious freedom within constitutional law and human rights law with a critical lens. It examines evidence of the canonical (and anti-canonical) status of four cases, their legacy, and criticism, applying the criteria of ‘paradigmatic shifts’, i.e. of cases that have served as turning points within the field. The first two cases are both from the Global North; West Virginia State Board of Education v. Barnette and Kokkinakis v. Greece are landmark cases affirming that religious freedom protects religious minorities and therefore serves to promote social/religious plurality and secularism. The next two cases are from the Global South: Commissioner, Hindu Religious Endowments, Madras v. Sri Lakshmindra Thirtha Swamiar of Sri Shirur Mutt and Lina Joy v. Majlis Agama Islam Wilayah both challenge a separationist perspective of religious freedom, reflecting a judicial approach that is far more interventionist in state–religion relations.

Etta Gravely (Fig. 3.1) is a retired professor of chemistry and former head of the Department of Chemistry at North Carolina A&T State University at Greensboro (North Carolina A&T). Etta was born on August 30, 1939, in Alamance County, NC. Now the town of Green Level, it was then a rural community near Burlington. Most of the people there farmed, raising tobacco. Everyone had private gardens and Etta’s grandmother canned their food. The area where she went to school is still very rural; the school building is now the town hall. Etta’s mother was Kate Lee McBroom and her father Rufus Leith. Her mother, a homemaker, did general house cleaning for families. Her father had a high school degree, had served in the army during World War II, and worked as an orderly in a hospital. Etta is the only child of her mother, but her father had a son named Frederick Leith. Her brother went to Graham Central high school and upon graduation went into the army and subsequently died. Etta did not go to kindergarten because there was none. She started school in the first grade in a four-room school that had classes for grades one and two, three and four, five and six, and seven and eight. The principal was Mrs. Mary Holne, and there were three other teachers, each teaching two grades. Since Etta loved to read and liked to do school work, she skipped fourth grade and went on to fifth grade: fourth and third grade were taught in the same room, and when she completed her third- grade work she would do fourth-grade work. Her teachers probably had bachelor’s or master’s degrees in their subjects. Both Etta’s school and community were segregated; she went to school in 1945, before the Brown vs. Board of Education act, which was Supreme Court decision. When Etta graduated from the country school, she was bused to Pleasant Grove High School—for African American students, five miles from the high school for white students. The school taught grades one through twelve; the curriculum was the usual reading, writing, and arithmetic.

This paper describes three alternative architectural studio teaching models taught by the authors at the University of Minnesota and at Stanford University. The three models attempt to build independent and collaborative capacity in students and to emphasize iterative components of the design process. Collectively, the models reflect the authors’ shared conviction that studio education is quite pliable and available to a wide variety of changes in approach and methods.The three models discussed in this paper are the Harkness model, the Exchanges in the Thick Middle and Shifting Allegiances. The Harkness model was implemented and tested in early undergraduate studios at Stanford University. Exchanges in the Thick Middle and the Shifting Allegiances studios, studio pedagogy based in play frameworks of “movement, change, alternation, succession, association and separations” (Srivastava and Christenson 2018), have been tested at the University of Minnesota and North Dakota State University in both undergraduate and graduate studios. All three models are briefly introduced in this paper, followed by a description of the typical day and a typical review in the studios. The conclusions section briefly outlines the overlaps and differences in the three models.

This increased interest demanded better coordination and collaboration among all stakeholders to ensure that there was improved access to data, research efforts were not duplicative, and that findings were shared with all interested parties. The North Atlantic Right Whale Consortium, initially formed in 1986 by five research institutions to share data among themselves, was expanded in 1997 to address these greater needs. Currently, the Consortium membership is comprised of representatives from more than 100 entities including: research, academic, and conservation organizations; shipping and fishing industries; whale watching companies; technical experts; United States (U.S.) and Canadian Government agencies; and state authorities. North Atlantic Right Whale Consortium members agreed in 2004 that an annual “report card” on the status of right whales would be useful. This report card includes updates on the status of the cataloged population, mortalities and injury events, and a summary of management and research efforts that have occurred over the previous 12 months. The Board’s goal is to make public a summary of current research and management activities, as well as provide detailed recommendations for future activities. The Board views this report as a valuable asset in assessing the effects of research and management over time.
