Freshman students at the College of Languages and Translation received direct instruction in plural formation. Instruction covered regular plural nouns, irregular plural nouns, plural formation of words ending in –f, and –o, nouns that have the same plural and singular form, and words with Latin and foreign plurals. The students did all the exercises in the textbook, then took an immediate test a week after instruction and a delayed test at the end of the semester (3 months later). Responses were scored and a corpus of 3099 errors was collected from both tests. No significant differences were found in the amount and types of errors made by the students in the immediate and delayed tests. Results revealed that freshman students tended to regularize English plural formation and overgeneralize regular English plural morphemes (63.28%), i.e., they deleted the regular plural suffix from nouns ending in an –s or –es (35.37%) or tended to add the regular plural suffix to words that do not have it (27.91%). They also confused singular and plural endings of Latin words (15.07%). They either confused the singular and plural forms of the same Latin word or added a faulty Latin suffix to a Latin word or even a non-Latin word such as criterium, *curriculon, *natia, *salma, *petrolea. In other cases, they thought the singular and plural forms of a word were the same (7%). In addition, findings showed that the most difficult plurals to master were those of words that end with an –s or –es but have no singular form such as measles, news, pajamas, means, linguistics (28.85%); words with Latin plurals (21.85%); non-count nouns such as information, electricity, petroleum, salmon with no plural form (21.4%), and words that have a plural, but they thought they have no plural form such as nation, illness, infection, African (8.55%). Interference among the English plural morphemes themselves and confusing plural formation rules caused most errors. No interference from Arabic pluralization was found. Recommendations for improving students’ English plural formation competence are given.

Abstract Non-configurationality is a linguistic property associated with free word order, discontinuous constituents, including NPs, and null anaphora of referential arguments. Quantitative metrics, based both on local networks (syntactic trees and word order within sentences) and on global networks (incorporating the relations within a whole treebank into a shared graph), can reveal correlations among these features. Using treebanks we focus on diachronic varieties of Ancient Greek and Latin, in which non-configurationality tapered off over time, leading to the largely configurational nature of the Romance languages and of Modern Greek. A property of global networks (density of their spectra around zero eigenvalues) measuring the regularity in word order is shown to be strengthened from classical to late varieties. Discontinuous NPs are traced by counting the words creating non-projectivity in dependency trees: these drop dramatically in late varieties. Finally, developments in the use of null referential direct objects are gauged by assessing the percentage of third-person personal pronouns among verb objects. All three features turn out to change over time due to the decay of non-configurationality. Evaluation of the strength of their pairwise correlation shows that null direct objects and discontinuous NPs are deeply intertwined.

Abstract Comparison of adjectives (and adverbs) is a grammatical category that has passed practically unremarked upon by generations of Latin linguists. Latin grammar books (with few exceptions, cf. Kühner and Stegmann, 1955: 565–566The Oxford Latin syntax. Volume I: The simple clause, 47. Oxford: Oxford University Press) omit entirely the question of which adjectives can be compared and which cannot. Nevertheless, the data from modern languages show that the category of comparison of adjectives (and adverbs) is actually highly limited, making it essential to address this question for Latin, too. One of the issues comprehended within the extremely complex area of (non-)gradability of adjectives is periphrastic comparison. Latin grammar books explain, based on the assertions of ancient Latin grammarians, that it applies to adjectives ending in -eus, -ius and -uus, implying, or even explicitly stating, that the reason for this type of comparison is phonetic incompatibility of the word-formative suffix with the comparative suffix. However, two facts call for reinterpretation of the matter: (i) periphrastic comparison also occurs in other adjectives for which there is no phonetic incompatibility; (ii) by contrast, some adjectives in -eus, -ius and -uus actually do have simple forms. In the light of these facts, this paper aims to map the real situation of periphrastic comparison in Latin. The employed corpus comprises all the words marked as adjectives in the Oxford Latin Dictionary (more than 10,000 items) and all their occurrences throughout the database Bibliotheca Teubneriana Latina III.

Despite the increasing interest in learning non-alphabetical languages such as Chinese, research about its learning process for alphabet users is scarce. Research conducted on Latin alphabet users on learning languages written in Latin alphabet, or on Chinese language learning in Chinese native speakers, users is undoubtedly useful but it does not inform about the peculiarities of leaning Chinese language by other alphabet users. Additionally, several authors have highlighted the need to inform and extend the current second language acquisition theories on the particular challenges of learning a language that uses another script. In this research we aim to contribute filling this research gap and studied the learning process of Chinese vocabulary by users of scripts different from Chinese. In particular, we examined the role of pictures and translations as learning aids for Chinese language vocabulary learning in participants familiarized with either one or two alphabetical scripts (different from the Chinese logographic script). One hundred thirteen participants studied word-aid pairs in different conditions: Hanzi (Chinese in Chinese characters)-picture; Pinyin (Chinese in Latin alphabet)-picture; Hanzi-translation; Pinyin-translation. Participants evaluated the future recallability of the words and their meanings (i.e., judgements of learning) and completed two recognition tests. Words in Pinyin and words-translation pairs were judged to be easier to remember than Hanzi and word-pictures pairs. Participants remembered the meaning of words written in Hanzi better than in Pinyin, and word-translations pairs better than pictures, but they were more confident about word-picture pairs. These results suggest that pictures boost confidence in learning Chinese, but do not affect performance. These findings suggest that while pictures may boost confidence in learning Chinese, they may not necessarily lead to better performance. Our study provides valuable insights into the interaction of learning aids and writing system in (meta)memory during vocabulary acquisition.

The aim of the study is to optimize the classification of the types of the compound word-building with components of Greek and Latin origin; the research is based on the sample of 2882 substantive compound terms of the German clinical terminology. The researches apply the descriptive analytical and quantitative methods to the study. It is stated, that the words with complex morphemic structures can be formed by composite and non-composite types of word-building. The paper presents the complex classification of different ways of the compound word-formation considering following criteria: the type and the base of the word-formation process (morphological and morphological-and-syntactic ways of the compound word-formation), the number of the word-building processes, taking place within the compound word-formation (pure and mixed types of the compound word-formation). The analysis of the material reveals the dominance of the morphological compound word-building. In the medical terminology the following subtypes of the compound word-formation are distinguished: stem + terminological element, term + term, stem + term, with the latter two to be the most productive.The use of terminological units as structural elements of compounds and their employment in classification allows to avoid excessive extension of stock of morphemes used in the so-called intermediate zone. Further arrangement of word-building patterns is carried out according to the genetic criterion. In German clinical terminology the dominance of hybrid terms with German components has been established; among homogeneous compounds the terms consisting of Greek rather than Latin or German components are more widely represented. The proposed classifications are applicable to the material of medical terminologies in other languages and enable their accurate comparison.

Abstract In Gascon, Latin ‑ll‑ has evolved to the word‑medial result ‑r‑ and the secondarily word‑final result ‑t in most of Gascony, along with word‑final palatal variants. These results are generally assumed to have originated from a lost retroflex stage, paralleling existing retroflex results for ‑ll‑ in South Italian dialects and in Western Asturias. The present study offers an alternative theory by positing a delateralization of a lateral to a voiced non‑spirant alveolar stop *d, with no change in the point of articulation. The *d is shown to be an areal phenomenon in that it is the source of the Upper Aragonese ‑ll‑ results and is a sound that is found currently in some Basque dialects. The same theory of a non­spirant alveolar *d stage for ‑ll‑ explains the eventual presence of retroflexion in Western Asturias. While on the surface any Basque influence on the Gascon sound changes appears unlikely, this study shows that both the initial change to an alveolar stop, and the word‑final palatal results, can plausibly be attributed to Basque influence.

Abstract We report on a visual masked priming experiment designed to explore the role of morphology in Maltese visual word recognition. In a lexical decision task, subjects were faster to judge Maltese words of Semitic origin that were primed by triconsonantal letter-strings corresponding to their root-morphemes. In contrast, they were no faster to judge Maltese words of non-Semitic origin that were primed by an equivalent, but non-morphemic, set of three consonant letters, suggesting that morphological overlap, rather than simple form overlap, drives this facilitatory effect. Maltese is unique among the Semitic languages for its orthography: Maltese alone uses the Latin alphabet and requires that all vowels are written, making such triconsonantal strings illegal non-words to which Maltese readers are never exposed, as opposed to other Semitic languages such as Hebrew in which triconsonantal strings often correspond to real words. Under a decomposition-based account of morphological processing, we interpret these results as suggesting that across reading experience Maltese readers have abstracted out and stored root-morphemes for Semitic-origin words lexically, such that these morphemic representations can be activated by exposure to root-letters in isolation and thus prime morphological derivatives.

Abstract (sommario):

The aim of the study was to examine discrimination in healthcare and psychological distress among non-immigrant and immigrant Latinos. The current study is quantitative study that utilized secondary data that was retrieved from the 2015 California Health Interview Survey (CHIS). The total sample included 5,165 Latino adults, including 2,226 (43.1%) males and 2,939 (56.9%) females. The results revealed associations between gender and poverty level on psychological distress. There were associations found on needing help from someone to understand the doctor, unfair treatment when getting medical care, and English proficiency on psychological distress. There was no significant association between citizenship status and psychological distress. Research on Latinos and discrimination continues to be limited, thus more research could help to create programming for consumers and trainings for staff to reduce health disparities for Latinos.

Mexico and China established official diplomatic relations in 1972. Since then, their mutual economic, political and social links have been developed in an unprecedented way. However, from the perspective of International Relations, the analytical richness of the relationship is obscured by hegemonic conceptualisations of global power, materiality or teleological truths. The literature dealing with the relation in itself has not prioritised a theoretical or holistic approach. Through an analysis of the discursive production of a series of diplomatic, media and academic sources, this thesis demonstrates that, embedded in the great technological and political transformations of the contemporary world, Mexico‐China relations have embodied a complex process of knowledge formation out of the confrontation of their socially constructed conceptions of time, space and otherness: a cultural encounter. During the period from 1972‐2012, not only did Mexico‐China relations involve state and trade interactions, but also a complex intellectual construction of the world and of themselves ranging from the formation of a common anti‐Western identity and the erection of binary oppositions between them, to the formulation of rich proposals for self-criticism and cultural learning. Mexico-China cultural encounter, therefore, provides a fundamental case for understanding world politics and human interaction from a truly global perspective beyond reductionist views of materiality.

This study examined the relationships between and among: (a) Processing Speed (PS) Cluster and Rapid Automatized Naming (RAN) Total to reading ability; (b) measures of RAN and PS to irregular word, non-word, and word reading; and (c) the relationships among irregular word, non-word, and word reading. The word reading measures were predicted by using multiple cognitive abilities including Phonological Awareness (PA), RAN, PS, and Working Memory (WM). Sixty participants, 39 students who were average readers and 21 students with reading difficulties in Grades 1, 2, 3, and 4 were recruited.Correlational designs testing predictive relationships were used to conduct this study. The results indicated that the PS Cluster had the strongest correlation with irregular word reading, whereas the RAN Total had the strongest correlation with both word reading and non-word reading ability. Reading performance was best predicted by RAN-Letters. In addition, the Woodcock-Johnson III Visual Matching test had the strongest predictive power of reading ability among all of the PS measures.High correlations were found among the reading variables within normally distributed data, whereas there was no significant correlation between irregular and nonword reading within the group of students with Reading Difficulties. These findings provide support for the dual-route theory. Among the 21 students with RD, 10 students presented problems in both non-word reading and irregular word reading; 9 students presented problems just in non-word reading; and 2 students presented problems just in irregular word reading. A model consisting of RAN, PA, and PS, as included in the study measures, provided the most powerful prediction of all reading skills. These findings also lend more support to the double-deficit model and indicate that PA and naming speed problems contribute independently to variance in reading.This study provides direction for the assessment of specific reading disability and the cognitive underpinnings of this disorder. These findings support the need to assess PA, RAN, and PS, as well as various types of word reading skills, when making a reading disability diagnosis. Further research may cross validate the results of this study, or add other aspects of reading (eg., reading fluency or comprehension) to this line of research.

This is a study of the substantival medical terminology of Aulus Cornelius Celsus (early 1st c.) and Cassius Felix (mid 5th c.), in the fields of Anatomy and Physiology; Pathology; and Therapeutics. Two broad questions are considered: (1) What were the possible and the preferred means of extending the Latin vocabulary in these technical areas in the first and the fifth century A.D.? (2) May any linguistic features be identified as proper or peculiar to Latin medical - or, more generally, technical - terminology? Chapter 1 presents a general characterisation, based on examples of medical language, of modern technical terminology. Certain features of the structure and composition of the modern terminology are observed also in our Latin authors, especially in Cassius Felix. Chapters 2-5 focus each on one linguistic means of term-formation in Celsus and Cassius Felix. These are (Ch.2:) the use of Greek medical terms within the Latin terminology; (Ch.3:) the use of semantic extension, that is the deployment of established Latin words with new, medical reference (sutura 'stitching' → 'cranial suture'); (Ch.4:) the minimal use of compounding (dentifricium 'tooth-rub'), and the use as single terminological units of lexicalised Noun Phrases, Noun + Adjective (ignis sacer a type of skin-disease) or Noun + Genitive (difficultas urinae 'dysury'), here called "Phrasal Terms"; (Ch.5:) the favouring of certain suffixes in deriving Nouns (and some Adjectives) and the striking correlation between suffix and the lexical-semantic field of the derivative (-or and clinical signs and symptoms: dolor, rubor). Chapter 6 presents comparative figures for the two authors and a general working hypothesis that emerges: namely that divergences between Cassius Felix and Celsus may be interpreted as symptoms of the development of a Latin technical medical terminology (notably the integration of Greek and Latin terminology; reduction in the use of non-metaphorical polysemy; increased use of Phrasal Terms in fixed word order; extended use of suffixation to signal the semantic organisation of the terminology and, additionally, to form nominalisations as part of the development of a heavily-nominal style). A programme is adumbrated for testing this hypothesis. Volume II contains brief historical introductions to Celsus and Cassius Felix, the authors and their works; a Glossary of their medical terminology in three parts (ANATOMY and PHYSIOLOGY; PATHOLOGY; THERAPEUTICS); and full word indexes to both authors listed on microfiche.

In this thesis I examine the placement of the dependent genitive relative to its head noun in Classical Latin prose. The corpus is drawn from the works of four first-century B.C. authors: Caesar, Cicero, Sallust and Varro. The thesis itself is split into two main sections, a qualitative analysis and a quantitative analysis. The qualitative analysis discusses a number of factors that may influence genitive position, drawn from literature on the subject as well as my pilot studies. These factors are information structure, the genitive’s grammatical function, discontinuity, lexical category, animacy, prepositions governing the head noun, reported speech, idioms, lexical items, and grammatical number of the genitive. This analysis examines individual instances of genitive position in context, providing examples and counter-examples of the ordering patterns found with each potential factor. The qualitative analysis suggests that a number of these factors have an effect on genitive position, particularly information structure. These results are tested by the quantitative analysis. By performing a multivariate statistical analysis using the programme GoldVarb, the combined effects of multiple factors are determined and the statistically significant factors ranked in order of importance and strength of effect. The statistics show that information structure is the most important of the factors. Other significant influences are the presence of prepositions, the function of the genitive and its lexical category. By combining the two types of analysis, qualitative and quantitative, this thesis shows in detail how the factors combine to influence word order, which of them are independent, which interact, which are important and which have little to no effect at all, resulting in a better understanding of the data and the way that the contextual factors work together to produce the variant orders of the dependent genitive.

This paper is concerned with lexical competence in the study of Italian for academic purposes, notably learned words formed with Greek/Latin elements. To improve and check receptive knowledge of such “difficult” vocabulary both by native and by L2 learners, a number of exercises are made available, and can be actually done and evaluated, at https://esploradizionari.i-learn.unito.it/. This is a technology enhanced learning environment integrating Moodle with the Automatic Assessment System Maple®, a software of Canadian origin already successfully used for teaching STEM disciplines. The specific features of the exercises are discussed, along with early results by Italophone and non-Italophone learners.

Abstract Latin is the only Italic language for which we have any information regarding accent, and the occurrence of tonic syllables in L is un­ related to PIE accentuation. Furthermore, it appears that between the PIE system of free accent and the historical L accent there intervened a period when all words were stressed on the first syllable; see 65. It was during this interim accentual system that most of the syncope and weakening of vowels described in 65-75 took place. In numerous cases, like dexter from”deksiteros or perfectus from “perfaktos, the vowels affected by weakening stand in what under the historical system would have been the accented syllables. The older system must have prevailed when such G forms as r&A.cxvrov ‘scales; talent’, EA.mfi5t. ‘olive’ (42.5), (Dor.) µi5t.xcxvfi ‘machine’, and the place name ‘AKp&”(i5t.c;, -cxvroc; were borrowed, as these developed into L talentum, olfva, miichina, and Agrigentum. The historical L accent resembled the G in that it could not stand farther back than the third syllable from the end of the word, but beyond this general restriction the resemblances cease. In L the penult (a syllable which plays almost no role in the G system) determined the position within these limits; in G the governing syllable was the ultima (a syllable which plays no role in the L system).

Abstract The word ‘silver’, applied to those Latin poets who wrote after the death of Augustus, is a modern label. Like all such labels, it can easily be misleading; time flows on continuously, and any attempt to divide the past into ages or periods is bound to be a more or less artificial attempt to impose simple patterns upon a complex and unceasing flux. None the less, the phrase ‘silver age’ has its uses. We customarily think of the Augustan age as a time of dazzling poetic achievement, but it is often forgotten that this achievement belongs largely to the first half of Augustus’ long reign. During his last twenty-five years and more there was no major poet still active except Ovid; and there is evidence in his later work that Ovid saw himself as a lone survivor, the last of a line. The quarter century following Ovid’s death is one of the most barren for poetry in Latin literary history; it is not unrealistic to think in terms of one chapter closing and another beginning.

Until the mid-1960s, Brazil played a leading role in inter-American affairs and the same holds true for its engagement with the non-aligned movement. This chapter attempts to shed light on the Brazilian role at the two non-aligned conferences in Belgrade 1961 and Cairo 1964. While only three years apart, the two conferences highlight two very distinctive experiences for Brazil and Latin America as a whole. In 1961, Brazilian politics teemed with reformist aspirations and expectations and this translated into a new attitude towards the emerging third world. Under the Quadros and later the Goulart government, Brazil followed an “independent foreign policy” and strengthened ties with both the socialist and decolonized countries, and participating in the non-aligned movement formed part of this new nexus of relationships. By 1964, however, this trend had been reversed, as a military coup in Brazil ushered in a new era in domestic and foreign policies.

The laser can cause localized deformation, mainly linked to thin sheet processing, due to the rapid heating and cooling cycle. Laser beam forming (LBF) process is relevant for ductile materials such as steels, aluminum and titanium and is demonstrably viable on a laboratory scale for the formation of composite laminates such as aluminum into fiberglass. The objective of the present work is to understand the mechanisms of laser forming of non-contact aluminum sheets, investigating the influence of laser parameters on the angle of curvature obtained by laser processing.

Image therapy is healing with positive images. The name of the technique itself comes from the Latin word „imago” - image that is the basis of the method. The very essence of the method is the treatment of the soul with positive visual, auditory or tactile sensations with theatrical elements. Currently, this method of behavioral intervention is used not only by psychotherapists, but also by psychologists. The imagotherapy method is also used in the work with children of different ages. In this article we discuss the imagotherapy method, as a method of intervention in the case of children with behavioral problems.

The paper aims to shed light on some cases of complex formation of the Bulgarian dialectal vocabulary as a result of multilingual and multicultural situation in the Balkans. The main source for the analysis is the first volume of the innovative Ideographic Dialectal Dictionary of Bulgarian Language (Sofia, 2012). The dictionary provides a list of dialectal synonyms for a literary word and thus allows the linguists to analyze the genesis of various denotations of one particular object (person, event, quality, action etc.). In the center of this paper there is the lexical opposition “poverty” / “richness” (correspondingly “poor”, “a poor man, woman” / “rich”, “a rich man, woman”). The dictionary documents many Turkish borrowings, which are widely spread on the Bulgarian language territory and are known to other Balkan languages. Occasionally there are Greek, Romance and Russian borrowed words. Motivational models are similar for Slavic and non-Slavic words denoting a poor or a rich man. Many lexes have multiple formal variations on the Bulgarian territory, as a Slavic or non-Slavic root is combined with Slavic, Greek, Latin or Turkish af fixes, which is a speci fic Bulgarian and Balkan feature.

The idea to defend of the present investigation is the design of a web system, for the learning of Ecuadorian students. What is proposed is to reduce the number of students who have difficulties to read and write, because the teacher is not able to provide attention to all his students, since there are several grades and several students at the same time. This tool, which was designed, is made so that the student knows how to recognize sounds, form sentences and express meanings of words. This contributes in a beneficial way to the teaching-learning process, it will focus on the word generator method created by Paulo Freire, which is used for adult literacy, and is also currently used in many educational institutions in Latin America. The present work is carried out due to the incidence of students, who have problems or difficulties in reading and writing, so this delays their level of learning. The development of a web system for the development of linguistic awareness will allow students to learn through the source word method, making use of an element that today is part of our day to day: technology. This adaptation to Paulo Freire's method allows the same procedure to be carried out from a computer, entering from the web. With this implementation, students will be able to recognize sounds, write words and form sentences correctly. This project is structurally organized. Initially, a theoretical framework will be reviewed, where we will have the relevant concepts of the research topic; then the methodology of the process, which details the type of research of the project; and then a proposal, where we respond by giving a solution to the problem. The interest in making an educational tool for a multigrade institution arises as a professional need to provide easy access to pedagogical tools that help in this teaching process, since there is a large percentage of this type of institution in different countries, especially in Latin America.

Overall, citizen developer teams are a way for organizations to tap into the collective knowledge and expertise of their employees, empower them to drive digital transformation and improve business processes. This presentation aims to illustrate the importance of having such hybrid teams in any organization. By empowering non-technical employees to create custom software solutions, organizations can access a diverse range of knowledge and expertise to meet the needs of all stakeholders. DataGMA exemplifies this approach, having successfully improved data-driven processes at YPF Upstream NOC through the development and implementation of short-term Digital Solutions. By utilizing microservice principles and agile methodologies, DataGMA has made a significant impact on the organization, fostering a culture of data-driven decision making and improving various business processes. Specifically, DataGMA is a YPF Upstream NOC multidisciplinary team that combines geoscientists with technical support to deliver short-term solutions using Python and Low Code Platforms. While IT manages main and corporate applications according to corporate priorities and scope, DataGMA can take on new challenges and provide targeted solutions for short-term needs. Historical data was officially safeguarded and made available through new workflows, via optimized formats. Many manual tasks were replaced by automatic processes and many Python applications were created to optimize the interpretations of physical phenomena, with minimal cost. Finally, work methodologies and reporting of various disciplines were optimized through a combination of dashboards and low code application building. Throughout 3 years, DataGMA has improved many business processes by tackling non-governed data and building data awareness. This has radically improved engagement around the data life cycle and reduced time of no valuable work, such as repetitive or inefficient tasks. With a dynamic approach, the team was able to solve, not only recurrent business problems but new challenging ones, which has helped with digital transformation transition. DataGMA is an example of how a group of citizen Developers, included in a team with access to digital technologies, can achieve a direct impact on business performance.

The automatic classification of non-functional requirements helps to reduce time and effort for the stakeholders. Several techniques have been used for this task, including the latest techniques in Machine Learning (ML) and Natural Language Processing (NLP), such as pre-trained models, with promising results. This research aims to analyze the performance metrics to classify requirements into sub-classes of non-functional type. Six distinct algorithms, including both traditional machine learning (ML) and deep learning (DL), were trained using a Spanish-translated PROMISE NFR dataset to assess and compare their performance outcomes. The findings reveal that Support Vector Machine (SVM) with Bag of Word technique, and fastText overperformed the other algorithms. However, fastText stands out between the two due the ease of implementation and the absence of data preprocessing.

This discussion paper presents a survey of the changes in Latin America's energy consumption over the last 30 years, before considering the trends that will affect the region in the coming decades. It highlights several important issues, including the growing demand for oil, which has prompted a resurgence of resource nationalism and the revitalization of national oil companies in the region. Regional oil policy has also been boosted by the growth of China, which is now a major player in the Latin American energy sector, as both consumer and financier. Natural gas consumption has also grown in recent years, and the discovery of large non-conventional gas reserves will also alter the energy landscape. Overall, the paper concludes that Latin America has adequate resources to meet its rising energy needs. The challenge for national governments, however, is to find a balance of sources that best provides energy security, meets growing demand, is environmentally sustainable, and can be developed at a competitive cost. For the region with the cleanest energy matrix in the world, the paper recommends that national governments focus on developing renewable resources in order to avoid a greater reliance on fossil fuels.

This paper combines development accounting exercises with economic theory to assess the importance of total factor productivity and the accumulation of factors of production as engines of growth in Latin America. Using the new, drastically revised Penn World Table (PWT) and Barro-Lee datasets, the paper shows that lower and non-convergent income relative to successful development benchmarks are explained by subpar productivity gains rather than slower factor accumulation. The empirical analysis of the interplay between productivity and accumulation in the process of development suggests that one explanation for this pattern is that investment in Latin America is not as productivity-enhancing as in less distorted economies.

Latin American governments swiftly implemented income assistance programs to sustain families' livelihoods during COVID-19 stay-at-home orders. This paper analyzes the potential coverage and generosity of these measures and assesses the suitability of current safety nets to deal with unexpected negative income shocks in 10 Latin American countries. The expansion of pre-existing programs (most notably conditional cash transfers and non-contributory pensions) during the COVID-19 crisis was generally insufficient to compensate for the inability to work among the poorest segments of the population. When COVID-19 ad hoc programs are analyzed, the coverage and replacement rates of regular labor income among households in the first quintile of the country's labor income distribution increase substantially. Yet, these programs present substantial coverage challenges among families composed of fundamentally informal workers who are non-poor, but are at a high risk of poverty. These results highlight the limitations of the fragmented nature of social protection systems in the region.

Latin America has a comparative advantage in deforestation compared to other forms of climate change mitigation. Thus, to the extent that Latin America should engage in mitigation, the optimal climate change policy should manage these advantages by generating incentives in Latin America to deal with forestry. This paper describes the problem of deforestation and studies the market failures that arise in relation to forestry emission problems, analyzing them from a global public good perspective. The paper additionally describes other problems related to forestry emission issues and presents a non-exhaustive review of the solutions currently proposed to address this issue. The paper concludes with policy recommendations.

This paper draws on current research and analyzes participant interactions in a 12-week leadership online training course with students from 14 Latin American countries. The paper systematizes the experience of the Inter-American Institute for Social Development (INDES) and constitutes a case study of an experience in a regional, non-academic online training course. The research concentrates specifically on the effects of and influences on different types of interaction, particularly taking into consideration the intricacies and interrelations of participation, critical thinking, achievement and their relationship to gender. The paper quantifies student-to-student postings in the different online discussion conferences, relates the postings to activity types as well as learning outcomes, and gauges the levels of critical thinking in the postings. The analysis is carried out by gender in order to highlight similarities and differences between male and female participants. Finally, other forms of interaction (student-to-content, interface and, instructor) are briefly analyzed using student reports and surveys. Our results suggest positive influences of interaction for an online course, illustrated by positive correlations between grades for written course work and number of postings in the activity conferences as well as total number of postings in all conferences. The evidence on the effectiveness of youth training programs in Latin American and the Caribbean (LAC) tends to be encouraging regarding the quality of employment of beneficiaries (positive impacts are observed regarding the access to formal employment), although there is significant heterogeneity across countries and by gender of the beneficiaries. It is not clear how easily one can generalize from the results of an impact evaluation in a particular country. We address the underlying heterogeneity in the characteristics of the beneficiaries of youth training programs in LAC by relying on the individual-level data used in the experimental impact evaluations of three of these programs. We show that we can identify, and characterize, the individuals satisfying a common support condition, i.e. those who are similar across programs. We use non-experimental multiple treatment estimators to eliminate differences across programs, which work better for men than for women. For men satisfying common support (i.e. comparable), who have worse initial conditions than non-comparable individuals, the positive treatment effects on formality disappear for some programs. The results highlight the importance of treatment effect heterogeneity, which may have implications for focalization and program design. They also make explicit the limits to the external validity of each of the experiments, and how difficult is the interpretation of the results from meta-analysis studies. By stressing for which types of individuals it is possible to make comparisons across programs, our study points towards a more nuanced comparison of impact evaluation studies of youth training programs.

This paper is part of a large project on quality of life and deprivation in LAC commissioned by the IDB's Research Department (RES) that makes extensive use of the Gallup World Poll. This survey provides rich data on a wide range of issues in over 130 countries, 23 of them from LAC. This paper aims to provide evidence on the multiple dimensions of deprivation in LAC by exploiting this new dataset, combined with the national household surveys. The authors estimate levels and patterns of income, multidimensional non-monetary, and subjective deprivation for all countries in the region based on Gallup data, and compare the results with those from household surveys.

Reliable and affordable non-parental childcare is intimately related to female participation and other outcomes in the labor market given the conflicting demand for women's time on both, work and care activities. In terms of policy, public provision and subsidy of childcare services lift some of the time constraints and contribute to help families in the transitions through the initial years of parenthood. Both enrollment and this in turn increases the probability for mothers to look for a job or to be employed. This paper summarizes the available evidence specifically discussing characteristics and impact of childcare policies and programs in the Latin American region. Almost all random assignment and quasi-experimental studies show consistent positive effects on the intensive or extensive margins of female labor supply. This document also provides a review of incipient evidence about factors that affect program take-up and demand for childcare services and other informal care arrangements.

This approach paper identifies the rationale, the main evaluative questions, and the methods to be used for an evaluation by the Inter-American Development Bank's Office of Evaluation and Oversight (OVE) on Citizen Security in Latin America and the Caribbean. The evaluation is the second in a two-stage evaluation of citizen security. The first evaluation examined five citizen security operations. That evaluation focused on the implementation challenges the Bank faces. This second phase of the evaluation will look more broadly at all of the Bank's work in citizen security, including both lending and non-lending activities. It will also attempt to identify the Bank's strengths (and weaknesses) in addressing one of the Latin America and Caribbean (LAC) Region's most pressing challenges: the persistence of crime and violence.

This policy brief addresses safety and security in the workplace in Latin America and the Caribbean. Occupational Safety and Health (OSH) issues have received little attention in Latin America and the Caribbean due to the widespread, and culturally rooted, lack of awareness regarding the importance of a safe and healthy work environment, and to the weakness of the institutions responsible for the promotion and enforcement of better working conditions. Work-generated illnesses, injuries and deaths are often seen as an unintended consequence, a negative externality, of the production process. This paper will present and discuss in detail the dimension of the occupational safety and health problem in the region. The next section analyzes the specific characteristics of Latin American and Caribbean economies and institutions that determine the high exposure to occupational hazards faced by the workers of the region. As discussed in the final section of this paper, there are several non-mutually exclusive policy mechanisms and instruments that can be implemented to deal with occupational safety and health problems.
