AbstractPeripheral T cell lymphomas comprise a heterogeneous group of rare diseases, representing 10–15% of all non-Hodgkin lymphomas (NHLs). Upfront treatment for peripheral T cell lymphoma (pTNHL) includes CHOP-like (cyclophosphamide, adriamycin, vincristine, prednisone) multiagent chemotherapy with or without etoposide, followed by stem cell transplantation as consolidation in responsive fit patients. This approach induces durable long-term remission in approximately 40% of cases; early refractoriness during induction occurs in approximately 25% of patients, with the remaining patients typically relapsing within 24 months. With the exception of patients with anaplastic large cell lymphomas who are eligible to receive brentuximab vedotin, there is no standard of care in the relapse setting. In patients not eligible to receive high-dose chemotherapy followed by allogeneic stem cell transplantation, the prognosis is dismal.

AbstractOrthopaedic and dental implant treatments have allowed to enhance the quality of life of millions of patients. Total hip/knee arthroplasty is a surgical replacement of the hip/knee joint with an artificial prosthesis. The aim of joint replacement surgery is to relieve pain improve function, often for sufferers of osteoarthritis, which affects around a third of people aged over fifty. Nowadays, total hip and knee replacement (THR) surgeries are considered routine procedures with generally excellent outcomes. Given the increasing life expectancy of the world population, however, many patients will require revision or removal of the artificial joint during their lifetime. The most common cause of failure of hip and knee replacements is mechanical instability secondary to wear of the articulating components. Thus, tribological and biomechanical aspects of joint arthroplasty are of specific interest in addressing the needs of younger, more active patients. The most significant improvements in the longevity of artificial joints have been achieved through the introduction of more wear resistant bearing surfaces. These innovations, however, brought about new tribocorrosion phenomena, such as fretting corrosion at the modular junctions of hip implants. Stiffness mismatch between the prosthesis components, non-physiological stress transfer and uneven implant-bone stress distribution are all involved in premature failure of hip arthroplasty. The development of more durable hip and knee prostheses requires a comprehensive understanding of biomechanics and tribocorrosion of implant materials. Some of these insights can also be applied to the design and development of dental implants.

AbstractIndolent non-Hodgkin lymphoma (iNHL), including follicular (FL) and marginal zone (MZL) lymphoma, now enjoy durable disease control with first-line immunochemotherapy, with a median overall survival (OS) of over 15 years in most series (Kahl and Yang 2016). However, iNHL is still widely considered incurable in most cases, and disease history remains characterized by a relapsing and remitting course, with each remission period shorter than the previous one, and OS and progression-free survival (PFS) decrease with each subsequent line of conventional therapy (Batlevi et al. 2020). Patients with unmet needs include approximately 20% of FL patients who experience disease progression within 24 months (POD24) after initial chemoimmunotherapy (with a 5-year OS of 48% (Casulo et al. 2015)—although it remains unclear how much this worse outcome is driven by misdiagnosed transformed follicular lymphoma (Freeman et al. 2019)) and those who fail multiple regimens (5-year PFS of 23%) (Rivas-Delgado et al. 2019) have double refractory disease (Gopal et al. 2017) or experience relapse after autologous stem cell transplantation (ASCT) (Sesques et al. 2020). Although promising results were obtained with an immunomodulatory regimen combining anti-C20 Moab and lenalidomide (Leonard et al. 2019; Morschhauser et al. 2019), most current approved therapies do not overcome incremental disease resistance, resulting in multiple lines of treatment with cumulative toxicity over a patient’s lifetime. The autologous anti-CD19 chimeric antigen receptor T cell (CAR-T) therapies tisa-cel and axi-cel, which are now approved for patients with relapsed/refractory (r/r) large B cell lymphoma (LBCL), have also been tested in iNHL, with promising results.

AbstractThe chapter is focused on collaborative processes through which the functions and spatial hierarchies of public or public use areas are redefined. The field of action is: on the one hand the urban metabolism, interpreted as a study of the life cycle of the city, including wastescapes; on the other, collaborative processes, aimed at defining the uses of tailored, place-based, and collective services. In this sense, the research moves from the analysis of places born for public use, but abandoned over time or never actually completed; disused places waiting to reenter the urban metabolism. Among those, there are also Italian “planning standards,” publicly designed in compliance with the quantities defined by law, and often partially used or not properly managed. The proposal of new uses and services for these contexts is based on criteria of flexibility, not fixed once and for all, not predetermined in time, but in progress in order to overcome the limits of the implementation of policies and programs of the past. These integrated processes can activate a dialogue between public institutions, privates, local associations and citizens’ groups. The research also intends to cross-reference the issue of spatial inequalities in access to spaces and services, with the evolution of the public actor from provider to service enabler, in a wider redefinition of welfare and welfare spaces concept, as an effect of global economic and financial crisis. The question needs non-sectoral responses, which take into account environmental, social, spatial issues. Welfare can no longer be provided as a self-sufficiency device: contextual services, for everyone, can be realized by recapitalizing wastescapes, co-creating “planning standards” through the recovery of degraded local contexts, collectively investing in the use and care of public, and open services. The paper will focus on: (a) the case of the former NATO area in Naples (in Bagnoli neighborhood) which is the subject of a Plan for urban renewal, adopted by the Municipality of Naples in 2020. The area, owned by a public company whose purpose is the assistance of children in the disadvantaged segment (Fondazione Campania Welfare), has been redesigned as a public facility on a metropolitan scale, within a public consultation process between the ownership, the Municipality of Naples and several local stakeholders (third sector organizations, citizens, cultural associations, etc.). As an effect of this collaborative process, the reuse of the area started before the adoption of the Plan; (b) the case of Horizon2020 research REPAiR in which the issue of circular economy applied to the recovery of wastescapes for public purposes has been investigated in living labs, working on waste perception and awareness as key factors for regenerating wastelands. The co-creation process partly resumed a strategy foreseen in 2013 by the Campania Region in the Plan of waste prevention, for the implementation of Integrated Centres for the reuse of durable goods, originally excluded by the Regional Waste Law.

AbstractEven after a decade of use, CAR-T cell therapy for non-Hodgkin lymphoma (NHL) is still evolving, and disease control is now the main concern in the majority of experienced centres. Indeed, despite highly appealing objective response (OR) rates in refractory patients, the long-term overall survival (OS) of this population has only slightly improved. Pivotal studies have suggested that 2-year OS rates do not surpass 30%, even though results improve when complete response (CR) is achieved within the first 3 months after treatment (Wang et al. 2020; Schuster et al. 2019; Neelapu et al. 2017). Although achieving this exceptionally high level of OR is praiseworthy, similar improvements have not been made regarding OS, and current OS probabilities are not satisfactory. Of course, there are multiple reasons for this; a substantial proportion of patients either do not achieve an initial response or experience progression very soon after treatment, with poor OS (Chow et al. 2019). Both populations present with disease burden or aggressive cancer prior to CAR-T cell therapy, possibly having been referred too late in the course of treatment or waited too long before CAR-T cells were processed for them. Both of these issues have potential solutions, such as more widely publicizing the efficacy of CAR-T cells, which may increase referrals at an earlier stage, and developing methods, which are already being heavily investigated, for shortening the manufacturing process (Rafiq et al. 2020). In the latter case, the use of allogeneic lymphocytes could allow for already prepared cells to be readily used when needed and would most likely be the most efficient strategy as long as the risk of graft-versus host disease is offset (Graham and Jozwik 2018). Thus, achieving CR is a crucial step in increasing OS, as patients with partial response (PR) or stable disease (SD) present with lower OS, while currently, recurrence appears to be rare when CR is maintained for more than 6 months (Komanduri 2021). However, the disease will likely recur in more than half of patients in the months following treatment, possibly due to issues such as the poor persistence of CAR-T cells (which may not be as crucial as once thought for acute lymphoblastic leukaemia (Komanduri 2021)) or the loss of target antigen expression (which has been regularly documented (Rafiq et al. 2020)). Both of these mechanisms could potentially be used to develop methods that reduce recurrence after CAR-T cell therapy. In fact, the most popular approaches currently being investigated are attempting to either use two CAR-T cell types that each target different antigens or to create CAR-T cell constructs that target either multiple antigens or an antigen other than CD19 (Shah et al. 2020). The concomitant infusion of CAR-T cells with targeted therapies is also being explored in other B-cell malignancies and appears to both increase the CR rate and decrease recurrence (Gauthier et al. 2020). When recurrence does occur, patient OS is rather dismal, and the best remaining option would most likely be inclusion in a clinical trial. If this option is not available, salvage therapy may be attempted, although cytotoxic treatments are extremely limited given that most diseases have been refractory to numerous lines of treatment prior to immunotherapy. A few case reports and studies with a small patient population receiving anti-PD-1 antibodies, ibrutinib, or ImiDs have been reported with largely anecdotal supporting evidence (Byrne et al. 2019). However, even in the case of a new objective response (OR), the subsequent risk of recurrence is substantial and may invite further consolidation with allogeneic haematopoietic stem cell transplantation (Byrne et al. 2019), which has already been performed in patients treated for acute lymphoblastic leukaemia (Hay et al. 2019). However, the efficacy of this strategy remains to be validated in NHL patients in clinical trials. Further supporting evidence, although limited, has recently been reported concerning an additional treatment with CAR-T cells inducing an OR. Of the 21 NHL patients included in the study, the OR rate after the second infusion was 52% (CR, n = 4; PR, n = 7), with some durable responses inviting further investigations (Gauthier et al. 2021). Overall, with such poor outcomes after recurrence, current efforts are also focused on predicting the patients most likely to experience disease progression and that are potential candidates for preemptive consolidation therapy, although there is no doubt that patients who do not achieve a rapid CR should be the first candidates. Additionally, immune monitoring should encompass not only CAR-T cell survival but also the detection of circulating tumour DNA (Komanduri 2021) because this could aid in detecting subclinical recurrence and in deciding whether consolidation or maintenance therapy should be administered. However, currently, all these approaches are highly speculative and require further clinical study.

This chapter tackles autocracies, including the twelve democratic transitions that do not satisfy the strict criteria for the paths. Several are near-misses that fit the underlying logic of minimal power loss from democratization, while others are true outliers. It discusses commonalities across the outliers and examines whether other crises should be added to the paths but argue none add much explanatory power. The chapter provides an overview of all cases of non-democratization, explaining many cases of stability. Specifically, most non-democratizing countries lack both a recent shock and a durable ruling party, making their stability expected and many had shocks or competitive parties that failed to democratize.

<p>Concrete engineers and researchers have been developed durable reinforce concrete technologies for long time. However, we have not reached the goal which gives us a perfect technology against deterioration of reinforced concrete. Basically concrete itself is high durable material. And we recognize this fact when we see Roman concrete structures are still working now. The technologies described in this paper are the challenge to derive the solution against deterioration of reinforced concrete. This research and development has been taking for about 30 years. Then a non-metallic highway bridge is under design and will be built in 2020 with the key technologies of aramid fiber tendons, fiber reinforced concrete and butterfly web.</p>

Mechanical properties of commercially available temporary pavement marking (TPM) tapes and thermoplastic materials used as permanent pavement markings (PPM) were investigated using the non-destructive Tape Drape Test and conventional mechanical testing. The impact of temperature and aging on the adhesion of TPM tapes and thermoplastic PPM applied to asphalt core surfaces with various surface roughness and treatments was determined using a modular peel fixture and shear adhesion tests. The adhesion of TPM tapes to model smooth surfaces decreased as surface temperature was increased from 0 to 40°C (32 to 104°F). For some tapes, reduced adhesion and brittle broken fracture were observed at the lowest investigated temperature of -20°C (-4°F). The adhesion of tapes applied to asphalt decreased significantly within 1 week of aging at -25°C (-13°F). Ghost markings were more likely at higher aging temperatures. For PPM thermoplastics, better adhesion to asphalt was observed for higher application temperatures and rougher surfaces. Asphalt emulsion treatments reduced the adhesion of thermoplastics and increased the likelihood of adhesive failure after 5 months of aging at -25°C (-13°F). More ductile PPM thermoplastic materials had better adhesion to both smooth and rough asphalt surfaces compared to thermoplastic materials with a more brittle mechanical response.

Specific Research Objective. Develop a theory of technology adoption to analyze the role of promotional tools such as advertising, product sampling, demonstrations, money back guarantees and warranties in inducing technological change. Use this theory to develop criteria for assessing the optimal use of marketing activities in launching new agricultural input technologies. Apply the model to analyze existing patterns of marketing budget allocation among promotional tools for various agricultural input industries in the United States and Israel. Background to the Topic. Marketing tools (money-back guarantees [MBG] demonstration, free sampling and advertising) are used extensively to induce the adoption of agricultural inputs, but there is little understanding of their impacts on the diffusion of new technologies. The agricultural economic literature on technology adoption ignores marketing efforts by the private sector, which may result in misleading extension and technology transfer policies. There is a need to integrate marketing and economic approaches in analyzing technology adoption, especially in the area of agricultural inputs. Major Conclusion. Marketing tools play an important role in reducing uncertainties about product performance. They assist potential buyers to learn both about objective features, about a product, and about product fit to the buyer's need. Tools, such as MBGs and demonstration, provide different information about product fit but also require different degrees of cost for the consumer. In some situations they can be complimentary and optimal strategy combines the use of both. In other situations there will be substitution. Sampling is used to reduce the uncertainty about non-durable goods. An optimal level of informational tools declines throughout the life of a product but stays positive at a steady state. Implications. Recognizing the heterogeneity of consumers and the sources of their uncertainty about new technologies is crucial to develop a marketing strategy that will enhance the adoption of innovation. When fit uncertainty is high, allowing an MBG option, as well as a demonstration, may be an optimal strategy to enhance adoption.

Abstract. Tomato yellow leaf curl virus (TYLCV), a monopartitebegomovirus, is one of the most devastating viruses of cultivated tomatoes and poses increasing threat to tomato production worldwide. Because all accessions of the cultivated tomato are susceptible to these viruses, wild tomato species have become a valuable resource of resistance genes. QTL controlling resistance to TYLCV and other begomoviruses (Ty loci) were introgressed from several wild tomato species and mapped to the tomato genome. Additionally, a non-isogenic F₁diallel study demonstrated that several of these resistance sources may interact with each other, and in some cases generate hybrid plants displaying lower symptoms and higher fruit yield compared to their parental lines, while their respective resistance genes are not necessarily allelic. This suggests that pyramiding genes originating from different resistance sources can be effective in obtaining lines and cultivars which are highly resistant to begomoviruses. Molecular tools needed to test this hypothesis have been developed by our labs and can thus significantly improve our understanding of the mechanisms of begomovirus resistance and how to efficiently exploit them to develop wider and more durable resistance. Five non-allelic Ty loci with relatively major effects have been mapped to the tomato genome using molecular DNA markers, thereby establishing tools for efficient marker assisted selection, pyramiding of multiple genes, and map based gene cloning: Ty-1, Ty-2, Ty-3, Ty-4, and ty-5. This research focused on Ty-3 and Ty-4 due to their broad range of resistance to different begomoviruses, including ToMoV, and on ty-5 due to its exceptionally high level of resistance to TYLCV and other begomoviruses. Our aims were: (1) clone Ty-3, and fine map Ty-4 and Ty-5 genes, (2)introgress each gene into two backgroundsand develop semi isogenic lines harboring all possible combinations of the three genes while minimizing linkage-drag, (3) test the resulting lines, and F₁ hybrids made with them, for symptom severity and yield components, and (4) identify and functionally characterize candidate genes that map to chromosomal segments which harbor the resistance loci. During the course of this research we have: (1) found that the allelic Ty-1 and Ty-3 represent two alternative alleles of the gene coding DFDGD-RDRP; (2) found that ty-5is highly likely encoded by the messenger RNA surveillance factor PELOTA (validation is at progress with positive results); (3) continued the map-based cloning of Ty-4; (4) generated all possible gene combinations among Ty-1, Ty-3 and ty-5, including their F₁ counterparts, and tested them for TYLCV and ToMoV resistance; (5) found that the symptomless line TY172, carrying ty-5, also carries a novel allele of Ty-1 (termed Ty-1ⱽ). The main scientific and agricultural implications of this research are as follows: (1) We have developed recombination free DNA markers that will substantially facilitate the introgression of Ty-1, Ty-3 and ty-5 as well as their combinations; (2) We have identified the genes controlling TYLCV resistance at the Ty-1/Ty-3 and ty-5 loci, thus enabling an in-depth analyses of the mechanisms that facilitate begomovirus resistance; (3) Pyramiding of Ty resistance loci is highly effective in providing significantly higher TYLCV resistance.

Cette étude porte sur une des innovations contemporaines liées à l’économie de la publication scientifique : les accords dits transformants, un objet relativement circonscrit au sein des relations entre consortiums de bibliothèques et éditeurs scientifiques, et temporellement situé entre 2015 et 2020. Ce type d’accords a pour objectif affiché d’organiser la transition du modèle traditionnel de l’abonnement à des revues (souvent proposées par regroupements thématiques ou collections) vers celui de l’accès ouvert en opérant une réaffectation des budgets qui y sont consacrés. Notre travail d’analyse sociologique constitue une première étude systématique de cet objet, fondée sur la recension de 197 accords. Le corpus ainsi constitué inclut des accords caractérisés par la coprésence d’une composante d’abonnement et d’une composante de publication en accès ouvert, même minimale (« jetons » de publication offerts, réduction sur les APC...). En conséquence, ont été exclus de l’analyse les accords portant uniquement sur du financement centralisé de publication en accès ouvert, que ce soit avec des éditeurs ne proposant que des revues avec paiement par l’auteur (PLOS, Frontiers, MDPI...) ou des éditeurs dont une partie du catalogue est constitué de revues en accès ouvert. L’accord le plus ancien de notre corpus a été signé en 2010, les plus récents en 2020 – les accords ne commençant qu’en 2021, même annoncés au cours de l’étude, n’ont pas été retenus. Plusieurs résultats se dégagent de notre analyse. Tout d’abord, on note une grande diversité des acteurs impliqués avec 22 pays et 39 éditeurs, même si certains consortiums (Pays-Bas, Suède, Autriche, Allemagne) et éditeurs (CUP, Elsevier, RSC, Springer) en ont signé beaucoup plus que d’autres. Ensuite, la durée des accords, comprise entre une et six années, révèle une distribution très inégalitaire, avec plus de la moitié des accords (103) signés pour 3 ans, ainsi qu’une faible proportion pour 4 ans ou plus (22 accords). Enfin, en dépit d’appels répétés à la transparence, moins de la moitié des accords (96) ont un texte accessible au moment de cette étude, sans qu’on puisse observer une tendance récente à une plus grande disponibilité. L’analyse montre également des degrés d’ouverture très variables, allant d’une simple information sur le répertoire ESAC en passant par la mise à disposition d’un format annotable jusqu’à l’attribution d’un DOI et d’une licence de réutilisation (CC-BY), en incluant le détail des sommes monétaires. Parmi les 96 accords disponibles, dont 47 signés en 2020, 62 ont fait l’objet d’une analyse en profondeur. C’est à notre connaissance la première analyse à cette échelle, sur un type de matériel non seulement inédit, mais qui était auparavant soumis à des clauses de confidentialité. Fondée sur une lecture minutieuse, l’étude décrit de manière fine leurs propriétés, depuis la matérialité du document jusqu’aux formules financières, en passant par leur morphologie et l’ensemble des droits et devoirs des parties. Les contenus des accords sont donc analysés comme une collection dont nous cherchons à déterminer les points communs et les variations, à travers des codages explicites sur certaines de leurs caractéristiques. L’étude pointe également des incertitudes, et notamment leur caractère « transitionnel », qui demeure fortement discuté. D’un point de vue morphologique, les accords montrent une grande diversité en matière de taille (de 7 à 488 pages) et de structure. Néanmoins, par définition, ils articulent tous deux objets essentiels : d’une part, les conditions de réalisation d’une lecture d’articles de revues, sous forme d’abonnement, mêlant des préoccupations d’accès et de sécurité ; d’autre part, les modalités de publication en accès ouvert, articulant la gestion d’un nouveau type de workflow à toute une série d’options possibles. Parmi ces options, mentionnons notamment le périmètre des revues considérées (hybrides et/ou accès ouvert), les licences disponibles, le degré d’obligation de cette publication, les auteurs éligibles ou le volume d’articles publiables. L’un des résultats les plus importants de cette analyse approfondie est la mise au jour d’un découplage presque complet, au sein même des accords, entre l’objet abonnement et l’objet publication. Bien entendu, l’abonnement est systématiquement configuré dans un monde fermé, soumis à paiement qui déclenche des séries d’identification des circulations légitimes tant du contenu informationnel que des usagers. Il insiste notamment sur les interdictions de réutilisation ou même de copie des articles scientifiques. À l’opposé, la publication en accès ouvert est attachée à un monde régi par l’accès gratuit au contenu, ce qui induit des préoccupations de gestion du workflow et des modalités d’accessibilité. De plus, les différents éléments constitutifs de ces objets contractuels ne sont pas couplés : d’un côté, les lecteurs sont constitués de l’ensemble des membres des institutions abonnées, de l’autre, seuls les auteurs correspondants (« corresponding authors ») sont concernés ; les listes de revues accessibles à la lecture et celles réservées à la publication en accès ouvert sont le plus souvent distinctes ; les workflows ont des objectifs et des organisations matérielles totalement différentes, etc. L’articulation entre les deux objets contractuels relève uniquement d’une formule de distribution financière qui, outre des combinaisons particulières entre l’un et l’autre, permet d’attribuer des étiquettes distinctes aux accords (offset agreement, publish & read, read & publish, read & free articles, read & discount). Au-delà de cette distribution, l’étude des arrangements financiers montre une gamme de dispositions allant d’une prévisibilité budgétaire totale, donc identique aux accords d’abonnement antérieurs, à une incertitude sur le volume de publication ou sur le montant définitif des sommes échangées. Les modalités concrètes de calcul des montants associés à la publication en accès ouvert sont relativement variées. S’il existe effectivement des formules récurrentes (volume d’articles multiplié par un prix individuel, reprise de la moyenne des sommes totales d’APC des années précédentes...), le calcul des sommes en jeu est toujours le résultat d’une négociation singulière entre un consortium et un éditeur scientifique, et aboutit parfois à des formules originales et complexes. À ce titre, l’espace des possibles en matière de formules financières n’est jamais totalement clos. Par ailleurs, la volonté des consortiums d’opérer une « transformation » de leurs accords vers la publication à coût constant renvoie à des définitions diversifiées du « coût » (inclusion ou non des dépenses d’APC préexistantes) et de la constance (admission ou pas d’une « inflation » à 2 ou 3%). De plus, nous n’avons observé aucune disposition contractuelle permettant d’anticiper les sommes en jeu au-delà de l’horizon temporel de l’accord courant. La grande diversité des accords provient d’une part des conditions initiales des relations entre consortiums et éditeurs scientifiques – les sommes dépensées en abonnement étant le point de départ des nouveaux accords –, d’autre part des objectifs de chaque partie. Même si cette étude excluait volontairement les négociations, les accords portent des traces de ces objectifs. Ainsi, de nombreux accords sont de nature explicitement expérimentale, quand certains visent un contrôle budgétaire strict, ou d’autres ambitionnent, dans la période plus récente, la publication du plus grand nombre possible d’articles en accès ouvert. C’est dans ce dernier cas qu’on touche à l’ambiguïté des attentes générales sur les accords transformants. En effet, pour les consortiums, la dimension « transformante » consiste essentiellement à transférer les sommes traditionnellement allouées à l’abonnement vers la publication en accès ouvert. Mais l’objectif n’est jamais de transformer le modèle économique des revues, c'est-à-dire de faire basculer des revues sous abonnement ou hybrides en revues entièrement en accès ouvert. D’ailleurs, aucune clause ne vise une telle fin – à l’exception du modèle d’accord proposé par l’éditeur ACM. Du côté des éditeurs, et notamment de Springer, le caractère cumulatif des accords nationaux passés vise à projeter un monde de la publication où l’accès ouvert devient de fait quantitativement très dominant, sans pour autant modifier de manière pérenne le modèle économique de leurs revues. Notre étude montre que les accords transformants actuels ne permettent pas d’assurer de manière durable une transition de l’économie de la publication vers l’accès ouvert, dans la mesure où ils n’offrent pas de garantie sur le contrôle des dépenses ni sur la pérennité de l’ouverture des contenus. Ce type d’accords a pour objectif affiché d’organiser la transition du modèle traditionnel de l’abonnement à des revues (souvent proposées par regroupements thématiques ou collections) vers celui de l’accès ouvert en opérant une réaffectation des budgets qui y sont consacrés. Notre travail d’analyse sociologique constitue une première étude systématique de cet objet, fondée sur la recension de 197 accords. Le corpus ainsi constitué inclut des accords caractérisés par la coprésence d’une composante d’abonnement et d’une composante de publication en accès ouvert, même minimale (« jetons » de publication offerts, réduction sur les APC...). En conséquence, ont été exclus de l’analyse les accords portant uniquement sur du financement centralisé de publication en accès ouvert, que ce soit avec des éditeurs ne proposant que des revues avec paiement par l’auteur (PLOS, Frontiers, MDPI...) ou des éditeurs dont une partie du catalogue est constitué de revues en accès ouvert. L’accord le plus ancien de notre corpus a été signé en 2010, les plus récents en 2020 – les accords ne commençant qu’en 2021, même annoncés au cours de l’étude, n’ont pas été retenus. Plusieurs résultats se dégagent de notre analyse. Tout d’abord, on note une grande diversité des acteurs impliqués avec 22 pays et 39 éditeurs, même si certains consortiums (Pays-Bas, Suède, Autriche, Allemagne) et éditeurs (CUP, Elsevier, RSC, Springer) en ont signé beaucoup plus que d’autres. Ensuite, la durée des accords, comprise entre une et six années, révèle une distribution très inégalitaire, avec plus de la moitié des accords (103) signés pour 3 ans, ainsi qu’une faible proportion pour 4 ans ou plus (22 accords). Enfin, en dépit d’appels répétés à la transparence, moins de la moitié des accords (96) ont un texte accessible au moment de cette étude, sans qu’on puisse observer une tendance récente à une plus grande disponibilité. L’analyse montre également des degrés d’ouverture très variables, allant d’une simple information sur le répertoire ESAC en passant par la mise à disposition d’un format annotable jusqu’à l’attribution d’un DOI et d’une licence de réutilisation (CC-BY), en incluant le détail des sommes monétaires. Parmi les 96 accords disponibles, dont 47 signés en 2020, 62 ont fait l’objet d’une analyse en profondeur. C’est à notre connaissance la première analyse à cette échelle, sur un type de matériel non seulement inédit, mais qui était auparavant soumis à des clauses de confidentialité. Fondée sur une lecture minutieuse, l’étude décrit de manière fine leurs propriétés, depuis la matérialité du document jusqu’aux formules financières, en passant par leur morphologie et l’ensemble des droits et devoirs des parties. Les contenus des accords sont donc analysés comme une collection dont nous cherchons à déterminer les points communs et les variations, à travers des codages explicites sur certaines de leurs caractéristiques. L’étude pointe également des incertitudes, et notamment leur caractère « transitionnel », qui demeure fortement discuté. D’un point de vue morphologique, les accords montrent une grande diversité en matière de taille (de 7 à 488 pages) et de structure. Néanmoins, par définition, ils articulent tous deux objets essentiels : d’une part, les conditions de réalisation d’une lecture d’articles de revues, sous forme d’abonnement, mêlant des préoccupations d’accès et de sécurité ; d’autre part, les modalités de publication en accès ouvert, articulant la gestion d’un nouveau type de workflow à toute une série d’options possibles. Parmi ces options, mentionnons notamment le périmètre des revues considérées (hybrides et/ou accès ouvert), les licences disponibles, le degré d’obligation de cette publication, les auteurs éligibles ou le volume d’articles publiables. L’un des résultats les plus importants de cette analyse approfondie est la mise au jour d’un découplage presque complet, au sein même des accords, entre l’objet abonnement et l’objet publication. Bien entendu, l’abonnement est systématiquement configuré dans un monde fermé, soumis à paiement qui déclenche des séries d’identification des circulations légitimes tant du contenu informationnel que des usagers. Il insiste notamment sur les interdictions de réutilisation ou même de copie des articles scientifiques. À l’opposé, la publication en accès ouvert est attachée à un monde régi par l’accès gratuit au contenu, ce qui induit des préoccupations de gestion du workflow et des modalités d’accessibilité. De plus, les différents éléments constitutifs de ces objets contractuels ne sont pas couplés : d’un côté, les lecteurs sont constitués de l’ensemble des membres des institutions abonnées, de l’autre, seuls les auteurs correspondants (« corresponding authors ») sont concernés ; les listes de revues accessibles à la lecture et celles réservées à la publication en accès ouvert sont le plus souvent distinctes ; les workflows ont des objectifs et des organisations matérielles totalement différentes, etc. L’articulation entre les deux objets contractuels relève uniquement d’une formule de distribution financière qui, outre des combinaisons particulières entre l’un et l’autre, permet d’attribuer des étiquettes distinctes aux accords (offset agreement, publish & read, read & publish, read & free articles, read & discount). Au-delà de cette distribution, l’étude des arrangements financiers montre une gamme de dispositions allant d’une prévisibilité budgétaire totale, donc identique aux accords d’abonnement antérieurs, à une incertitude sur le volume de publication ou sur le montant définitif des sommes échangées. Les modalités concrètes de calcul des montants associés à la publication en accès ouvert sont relativement variées. S’il existe effectivement des formules récurrentes (volume d’articles multiplié par un prix individuel, reprise de la moyenne des sommes totales d’APC des années précédentes...), le calcul des sommes en jeu est toujours le résultat d’une négociation singulière entre un consortium et un éditeur scientifique, et aboutit parfois à des formules originales et complexes. À ce titre, l’espace des possibles en matière de formules financières n’est jamais totalement clos. Par ailleurs, la volonté des consortiums d’opérer une « transformation » de leurs accords vers la publication à coût constant renvoie à des définitions diversifiées du « coût » (inclusion ou non des dépenses d’APC préexistantes) et de la constance (admission ou pas d’une « inflation » à 2 ou 3%). De plus, nous n’avons observé aucune disposition contractuelle permettant d’anticiper les sommes en jeu au-delà de l’horizon temporel de l’accord courant. La grande diversité des accords provient d’une part des conditions initiales des relations entre consortiums et éditeurs scientifiques – les sommes dépensées en abonnement étant le point de départ des nouveaux accords –, d’autre part des objectifs de chaque partie. Même si cette étude excluait volontairement les négociations, les accords portent des traces de ces objectifs. Ainsi, de nombreux accords sont de nature explicitement expérimentale, quand certains visent un contrôle budgétaire strict, ou d’autres ambitionnent, dans la période plus récente, la publication du plus grand nombre possible d’articles en accès ouvert. C’est dans ce dernier cas qu’on touche à l’ambiguïté des attentes générales sur les accords transformants. En effet, pour les consortiums, la dimension « transformante » consiste essentiellement à transférer les sommes traditionnellement allouées à l’abonnement vers la publication en accès ouvert. Mais l’objectif n’est jamais de transformer le modèle économique des revues, c'est-à-dire de faire basculer des revues sous abonnement ou hybrides en revues entièrement en accès ouvert. D’ailleurs, aucune clause ne vise une telle fin – à l’exception du modèle d’accord proposé par l’éditeur ACM. Du côté des éditeurs, et notamment de Springer, le caractère cumulatif des accords nationaux passés vise à projeter un monde de la publication où l’accès ouvert devient de fait quantitativement très dominant, sans pour autant modifier de manière pérenne le modèle économique de leurs revues. Notre étude montre que les accords transformants actuels ne permettent pas d’assurer de manière durable une transition de l’économie de la publication vers l’accès ouvert, dans la mesure où ils n’offrent pas de garantie sur le contrôle des dépenses ni sur la pérennité de l’ouverture des contenus. L’avenir des relations entre consortium et éditeur demeure largement indéterminé.
