FTAs have mushroomed and proliferated at very fast pace in East Asia, especially after the Asian Financial Crisis (AFC) of 1997. The East Asian economies were very disappointed with the International Monetary Fund’s handling of the crisis. In particular, it provided some countries, like Thailand and Indonesia, with poor advice. After the AFC, countries like China, Japan, and South Korea signed FTAs with different countries around the world. The first East Asian FTA talks took place between Japan and South Korea in 1998. Like its neighbors, China also pursued FTAs with neighboring countries. The FTA between China and New Zealand was signed on the 7th of April 2008 and was implemented on the 1st of October 2008. As a result of this FTA, China has become New Zealand’s largest trading partner; New Zealand’s exports to China have quadrupled. As of June 2020, the trade between China and New Zealand exceeded NZ$32 Billion. China and New Zealand signed an upgraded FTA on the 26th of January 2021. The upgraded FTA includes rules relating to e-commerce, competition policy, government procurement, and environment and trade issues. The bilateral trade between China and New Zealand is complimentary rather than competitive; while China mainly exports manufactured products to New Zealand, New Zealand primarily exports agricultural products.

This article examines the three-way relationship between international tourism demand, airline economy seats and international trade for New Zealand together with its key trading/tourism partners. We have found that airline economy seats are the important factor for determining tourism demand among New Zealand's tourism partners except for richer economies, like the United States and Japan. Trade volume does not have strong causality relationship to tourism demand in particular for trading partners, like Japan, Korea, Singapore and the United States. However, especially after the global financial crisis, it is observed that trade volumes help to boost the number of airline economy seats available (airline seat capacity) between New Zealand and its trading partners.

Introduction: Past studies have indicated that nursing support reduces parental stress and anxiety during a child’s NICU hospitalisation and therefore fosters the parents’ abilities to cope with the difficulties they are facing. The importance of parental support has been emphasised in numerous studies in Western countries, however the nursing support which is responsive to the parents may vary between different cultures. The cultural norms of medical and nursing care environments can affect parental stress-related experiences as well as nursing roles in the NICUs across different countries. The aims of this study are, first, to compare the medical and nursing care environments of the two NICUs. Second, the study establishes any similarities and differences in sources of parental stress in the two NICUs. Third, the study illustrates the underlying philosophy of Doane and Varcoe’s (2005) relational approach to family nursing and highlights the importance of relational inquiry in the process of determining the parental support which best responds to individual families’ needs in the NICU. Methods: This study analyses the nursing roles that support parents of children hospitalised in a Neonatal Intensive Care Unit (NICU). It is a cross-cultural comparison between two NICUs, one in Christchurch, New Zealand and the other in Tokyo, Japan, with both quantitative and qualitative components. Thirty-one families participated voluntarily in the study from each NICU (n=121). The three main sources of data were a NICU staff interview, parental interview, and parental questionnaire using the Parental Stress Scale: Neonatal Intensive Care Unit (PSS: NICU) (Miles, 2002). A thematic analysis was used in order to examine parental comments. Results: The differences between the two NICUs in terms of the NICU care environment, including NICU regulations and routine nursing care, were identified by the staff interviews, highlighting the contrasting dominant ideologies of individualism and collectivism reflected in each culture. The three sources of parental stress, measured by PSS: NICU: Sights and Sounds; Baby’s Appearance and Behaviour; the Parental Role Alteration, were examined. The sources most responsible for parental stress differed between the four groups of parents. Overall, The Tokyo parents seemed to be most concerned about the infant’s condition. The Christchurch parents, however, perceived the change in parental role to be most stressful. Additionally, only the Tokyo fathers experienced stress in association with Sights and Sounds more often than other areas of stress. The infant’s medical/nursing care requirements, oxygen therapy and/or tube feeding, were associated with a high degree of stress for each of the parents’ groups except that of the Christchurch fathers. There was a positive relationship between parental NICU visiting and stress level among the Tokyo parents while this was not the case for the Christchurch parents. The infants’ and parental characteristics were found to be associated with stress level for the Tokyo mothers and Christchurch fathers only. The thematic analysis of interview data revealed three key themes of NICU parental experiences: Uncertainty, NICU contexts and Communication with staff. These themes were identical between the two NICUs. Discussion: This study highlighted the influence of the norms of each NICU, particularly the NICU regulations and nursing care on parental stress-related experiences, and the importance of reflecting upon these norms to critique those professional beliefs which may hamper parental coping abilities. The areas of parental support needing attention were different between the two NICUs. These areas were: the establishment of oral feeding, and infants’ nursing care-related decision-making for the Christchurch NICU whilst parental information/involvement in the early stage of hospitalisation, the influence of visiting regulations, and importing Western-based NICU intervention for the Tokyo NICU. In providing these areas of parental support, the importance of effective, meaningful communication between parents and staff was equally evident in the two NICU settings. In the light of the relational approach to family nursing, this study demonstrated that how nurses communicate with families is not universal: one way to reach across the differences is to listen to parents, and this, it is clear, is crucial to the role of nurses in NICU settings.

Japanese-style management and Japanese companies have been popular targets of management studies since the 1970s. Many studies have been devoted to the examination of Japanese companies in Japan. By comparison, less understanding has been achieved about how Japanese companies conduct business in their international operations and how famous Japanese management has been transferred to Japanese subsidiaries. This thesis contributes to an ongoing academic debate about the internationalization processes within Japanese multinational companies. The processes involved in interaction between the parent company and subsidiaries address the research question of how subsidiaries of Japanese multinational firms perceive the relationship with their parent companies. The parent-subsidiary relationship is conceptualized within the boundaries of communication and information exchange theory. The conceptual framework creates a tool for research inquiry into the parent-subsidiary relationship. The framework conceptualizes the relationship between facilitating factors and perceived parental influence. Access to the parent company, motivation to engage with the parent company, and ability to engage with the parent company are conceptualized as factors facilitating the parent-subsidiary relationship. National/country and organizational/industry characteristics are identified as attributes moderating the relationship. Information outflow, inflow, and intraflow are derived components of the parental influence. The study presented here is exploratory with findings based on two sequential comparative research stages. The Czech Republic and New Zealand, although different in terms of national and country characteristics, are argued as a suitable comparable base for conducting research within subsidiaries ofJapanese firms. In stage one, 18 Czech and 17 New Zealand subsidiaries of Japanese companies participated in a questionnaire survey. In stage two, 26 semi-structured interviews were conducted for case studies within Czech and New Zealand subsidiaries of six Japanese parent companies. The case studies provided further insights into the subsidiary-parent relationship. This research seeks contribution to the internationalization literature by offering a new useful framework for the examination of the parent-subsidiary link. The self-identity of Japanese subsidiaries was found to give meaning to the parental relationship as perceived by the subsidiary. This relationship was influenced by the subsidiary�s country location, the industry in which the subsidiary operates, and the presence of expatriate management in the subsidiary. This research also found significant commonalities among the perceptions of parental influence in all Japanese subsidiaries involved in the study. The observed commonalities indicate that Japanese companies might have moved away from the internationalization processes ascribed to them by previous academic research. The change triggered by collapse of stock markets in mid-1990s has resulted to a recent reduction of expatriate staff reported little parental guidance, independence, and the strong self-identification of subsidiaries with their local environment. International education has been a growing trend globally over the past thirty years. Since the late 1980s, the popularity of study abroad programme amongst Japanese students has also seen a significant increase following the international education trend. A more recent trend in international education has been the development of shorter term study abroad programmes and the value of these programmes has been widely recognised in Japan. In response to Japanese government initiatives, Japanese secondary schools have developed short-term programmes in order to develop students’ international awareness. As a result, a large number of Japanese high school students have participated in a short-term study abroad programme in the last 20 years. Japan and New Zealand have a long history of sister school relationships. By 2012, 191 Japanese high schools had established sister school relationships, and these school links have provided the impetus for exchange programmes; which means that many Japanese high school students visit New Zealand schools to study in short-term programmes (for less than 3 months) or longer. Several scholars have investigated the learners’ outcomes of the short-term study abroad of university students. From their studies, it has been established that the main learning objectives of study abroad programmes, are second language acquisition, intercultural competence and personal development. However, little is yet known about the outcomes of younger students who have participated in short-term programmes; only a few attempts have so far been made to analyse the case of Japanese secondary school students’ short-term programmes, and few still refer specifically to programmes in New Zealand. One of my main objectives was to determine a) what were the objectives of Japanese secondary students to participation in a short-term study abroad programme in New Zealand, b) whether they feel satisfied that their objectives have been. Also, as other researchers mentioned, could benefits such as second language acquisition, intercultural competence and personal development be claimed by secondary schools participating in these programmes – specifically the Darfield High School short-term programme that is my case study. In order to do this, I conducted two surveys with four different groups of Japanese secondary school students who visited Darfield High School from 2009 to 2012 as a case study. The findings suggest that many Japanese secondary school students expected to improve their English conversation skills, but they did not feel much improvement in this area after the programme, however, upon reflection, after the programme, students recognised that they had gained far more than they had expected in a general sense. For example, many participants expected to learn about some of the aspects of New Zealand culture as a result of the programme and indeed many students felt that they accomplished this objective, in addition to learning more about their own culture. It is anticipated that the results of my research will assist those who organise study abroad programmes, assist students to maximise their learning, and benefit organisations who host students from overseas.

This thesis explores the British Commonwealth experience of occupation in Japan from 1945-1952. It draws on official and private records from the four participating British Commonwealth countries ??? Australia, Britain, India and New Zealand- to examine the complex relationship that developed between the occupying troops and the occupied Japanese population in the period between the cessation of hostilities and the formal ratification of a Peace Treaty. The thesis begins with an analysis of the preconceptions British Commonwealth troops brought with them to Japan, to establish the context for their cross-cultural encounter with Japan and the Japanese people. An understanding of the historical background enables the impressions formed by BCOF troops during the occupation to be presented not as random observations, but as part of a tradition of contact and cultural critique. The British Commonwealth experience in Japan was shaped by a number of external factors. Delays in moving to Japan weakened media and public interest in the force, eroded morale and precipitated a ???foreign force??? mentality. Once in Japan, the dominant US presence, the subordinate status of BCOF and the shortcomings of the isolated, rural area allocated to the force were a source of disappointment and frustration. But the difficulties attending British Commonwealth involvement in the occupation should not obscure the simultaneous development of a significant cultural encounter. The circumstances of the occupation created a particular dynamic between BCOF troops and Japanese civilians. The responsibilities and obligations that SCAP conferred on the British Commonwealth force invested BCOF personnel with authority over the Japanese. The disparity in power was reinforced by participation in occupation tasks that confirmed their status as occupiers. The occupation relationship was heavily influenced by the nature of personal interactions established between BCOF personnel and the Japanese people. Service in Japan provided opportunities for troops to reassess their views of the Japanese in the light of personal experience. For some, the cultural differences they observed only reinforced their sense of the ???otherness??? of the Japanese. For many others, the occupation provided a bridge between war and peace, as contact with Japanese people eased the intense hatreds generated during the war. For most British Commonwealth personnel, service with BCOF impacted in some way on the beliefs they held about Japan and the Japanese.

Tokelauans initiated a contemporary migration from their relatively remote Pacific atolls to New Zealand around 1960 and this population movement was assisted by government resettlement schemes. The broad objectives of the ethnographic research contributing to this thesis were to study the historical context of this small-scale voluntary migration, the establishment and social organisation of culturally distinguished urban communities in North Island centres, and post-resettlement outcomes experienced by migrant and descent populations. Each of the two studies incorporated in the thesis is primarily concerned with tūpulaga ‘the younger generation’ in the New Zealand Tokelau population. One is community-based and focused on the social interactions of generation cohorts of tūpulaga and tupuna ‘elders’, the formal community associations and the national association of affiliated tūpulaga groups. The other is concerned with bunches of “detached” tūpulaga geographically scattered throughout the country, the people without voices when research includes only the migrants in urban enclaves. Background considerations include overviews of theoretical approaches to studying the population phenomenon of migration; relevant aspects of Tokelau history and the movement of Pacific peoples; New Zealand as the receiving country and continuously changing social context for Tokelau communities, and a conceptual framework derived from features of complex adaptive systems theories that was helpful in considering aspects of the contemporary migration and its outcomes. Tūpulaga leaders, through the association of affiliated groups known as the Mafutaga, revived the pre-eminent cultural principle maopoopo ‘gathered together and unified’, promoted a vision of ‘Tokelau ways in New Zealand’ and supported tūpulaga “becoming Tokelau in New Zealand” as residents of urban communities. Over a number of years, Mafutaga officials led the expansion of tūpulaga inter-community sports meetings into a four-day national gathering of Tokelauans now celebrated as an unequivocal expression of Tokelau culture in New Zealand, and guided the established urban communities through a transition from migrant to cultural communities without usurping the political roles of esteemed elders. The second study shows that intergenerational issues were pivotal or contributory in most tūpulaga decisions to “detach” from community networks and activities. “Detachment” is categorised as transient (a provisional, not necessarily long-term status), tacit (a restorative withdrawal, with subsequent reattachment) or diuternal (a considered choice and enduring status).

This thesis traces changes in geological concepts associated with the New Zealand greywackes. Since mineralogists adopted the German mining term 'grauwacke' in the 1780s to refer to a type of old, hard, grey, muddy sandstone, both the name and the rock have caused confusion and controversy. English geologists in the 1830s used the term 'grauwacke' as a rock name and a formation name for their most ancient rocks. The English abandoned the name, but 'greywacke' remained useful in Scotland and began to be used in New Zealand in the 1890s. New Zealanders still refer to the association of semi-metamorphosed greywacke sandstones, argillites, minor lavas, cherts and limestone constituting the North Island ranges and the Southern Alps as 'the greywackes'. With the South Island schists, the greywackes make up 27% of the surface of the New Zealand landmass. They supply much of our road metal, but otherwise have little economic importance. Work on these basement rocks has rarely exceeded 10% of geological research in New Zealand.Leading geologists of the nineteenth and early twentieth centuries competed to construct stratigraphical models for New Zealand where the greywackes were usually classified as of Paleozoic age. Controversy was generated by insufficient data, field mistakes, wrong fossil identifications, attachment to ruling theories and the inability of European-based conventional stratigraphical methodologies to deal with these Carboniferous to Jurassic rocks formed in a very different and unsuspected geological environment. After 1945, growth of the universities, increased Geological Survey activity, and the acquisition of more reliable data led to fresh explanatory ideas about geosynclines, turbidity currents, depositional facies, low-grade metamorphism, and structural geology. New interest in the greywackes resulted in the accumulation of additional knowledge about their paleontology, petrography, sedimentology and structure. Much of this geological data is stored in visual materials including maps, photographs, and diagrams and these are essential today for the interpretation and transfer of information.The development of plate tectonic theory and the accompanying terrane concept in the seventies and eighties permitted real progress in understanding the oceanic origin of greywackes within submarine accretionary prisms and their transport to the New Zealand region. In the last half century comparatively little geological controversy about the greywackes has taken place because of the acquisition of quantities of data, technological improvements, and the use of a dependable theory of the Earth's crust. Scientific controversy takes place when data and/or background theory is inadequate.

This thesis describes the process of concentration and centralisation of the top New Zealand corporate class fraction at three levels - the corporate agent, the corporate agency and the corporate structure. These three different perspectives are seen, first, at the level of the empirical evidence of concentration and centralisation over time, and second, at the level of theoretical explanation and lastly, at the level of the sociology of knowledge, that is, how the theories themselves locate within economic cycles. The two empirical bases of this study are the survey of the top thirty companies directors and the top thirty companies networks of.1966, 1976 and 1986. A centrality analysis used on the latter three data sources, found that at the peak of the longwave (1966) when accumulation was high within the protected New Zealand economy, there were few corporate interlocks, suggesting that centralisation (the destruction of already formed capitals) was not a problem. But by the economic downturn (1986) corporate interlocks had proliferated reflecting the insecure nature of the corporate economy in crisis. The main conclusions drawn from the survey and the centralisation data sources positively corroborate the Marxist thesis that the corporate class fraction (as agents of capitalism) are in a free market economy as much directive as reactive to the state, that banks operate at direct and indirect levels of intervention on this class fraction and that there is some evidence of corporate class cohesion.

This thesis reports on an ethnographic research project that explored the experiences and perspectives of a group of women in New Zealand higher education, including international and New Zealand students and partners of international students. The study had two aims. The first was to disrupt the inattention to gender and to students' partners and families in New Zealand international education research and policy. The second was to problematise Eurocentric assumptions of (predominantly Asian) international students' 'cultural difference', and of New Zealanders' homogenised sameness. The theoretical framework for the study was informed by a range of conceptual tools, including feminist, critical theory, post-structural, and postcolonial perspectives. In drawing on feminist perspectives, the study was driven by a concern with acknowledging the importance and value of women's lives, looking for women where they are absent from policy and analysis, and attending to the mechanisms through which some women's lives are rendered invisible in internationalised higher education. In considering these mechanisms and women's lives in relation to them the study also drew on post-structural notions of discourse, power, and agency. It explored how dominant discourses in internationalised higher education reveal and reproduce historically-grounded relations of power that are intentionally or unintentionally performed, subverted and/or resisted by women and those they encounter. Using Young's (1990, 2000) approach to critical theory, the study also considered alternative ways of constructing internationalised higher education that were suggested in women's accounts. As a critical feminist ethnography the study was shaped by my theoretical framework (above), critical literature on heterogeneous social groups, and feminist concerns with relationship, reciprocity and power in the research process. Fieldwork took place during 2005 and 2006 and involved two aspects: the establishment and maintenance of an intercultural group for women associated with a higher education institution, and 28 interviews with 20 women over two years. Interviewees were recruited through the group and included eight international students, nine New Zealand students and three women partners of international students. Study findings challenged the assumption that international and local students are distinct and oppositional groups. They also highlighted the importance of recognising the legitimate presence of international students' partners and accompanying family members at all levels in higher education. International and New Zealand women alike found the intercultural group a useful source of social and practical support and information, and a point of access to other sources of support and information. Women reflected on moving between many different kinds of living and learning contexts, highlighting the importance of: clear processes and pathways for accessing information and practical support when experiencing transition; teaching that is engaging, effective, and responsive; and opportunities to develop connections with other people both on and off campus. Rather than revealing clear patterns of difference or sameness across women, the study highlighted the importance of policy, research, teaching and support practices that are open and responsive to women's actual viewpoints and needs, and that neither re-entrench difference nor assume sameness.

Tottori University and the Japan Atomic Energy Agency carried out jointly the feasibility study on phytoremediation techniques, which apply to soil contaminated by the TEPCO’s Fukushima Dai-ichi NPP accident. This paper illustrates the results from experimental investigations. Experimental investigations include both water-culture tests and field tests. Several plants, mainly halophytes that can specifically absorb more Na than K, and others like sunflower demonstrated for other domestic large-scale tests, were water-cultured and examined for screening. Easily cultivated and harvested plants without harmful effects on subsequent cultivation were also considered. New Zealand spinach was selected as a candidate for demonstrations in fields. The field tests were carried out at two sites of different agricultural types in Minami-soma, Fukushima prefecture. Concentration of 137Cs in soil is about 4.5 Bq/g-dry as the average of 10 cm depth. The aims of the field tests are to confirm absorption ability and environmental adaptation of the test plants and to document the cost and performance of projects. In conclusion, the absorption of 137Cs activity per unit area (Bq/m2) by New Zealand spinach could be approximately 0.5%. To achieve an effective result in removal of 137Cs from soil in around a decade, it is required to find the plant which has ten or more times higher absorption capacity than New Zealand spinach. From the consistency of both results in water-culture and field tests, the water-culture test can be valid for screening. In addition, applicable sites will be limited to fields which are too steep or too narrow to use mechanical diggers, and which are free from any restrictions to enter.

Recently, huge earthquakes occurred in the world, such as Great East Japan Earthquake in Japan or huge earthquake in New Zealand in 2011. In Niigata-ken Chuetsuoki earthquake in 2007, turbine blade collisions with the casing were found. Therefore, it is very important to clarify the seismic response behaviors of the high-speed rotational shaft like turbine shafts, because high-speed rotation will cause characteristic dynamic effects, such as gyro moment. In this study, seismic responses of a disk-shaft system are evaluated analytically. The disk-shaft system is treated as an elastic shaft with a rigid disk. In this analysis, gyroscopic effects of a rotating disk are also considered. Equations of motion are derived for the translational and rotational motions when the system is subjected to both horizontal and vertical seismic excitations. Response behaviors of a rotating disk-shaft system are evaluated for sinusoidal excitations and seismic wave excitations. In the sinusoidal excitations, excitation frequencies and rotational speed are varied, and in the seismic wave excitations, seismic responses are evaluated for the waves with various predominant frequencies.

There are studies examining the relationship between real wage, inflation and labor productivity in the economic literature. Increase in real wages causes to an increase in labor productivity. On the other hand, productivity increases also induce inflation to fall. Therefore, the aim of this study is to investigate the relationship between real wage, inflation and labor productivity in the 22 OECD countries (Australia, Belgium, Canada, Chile, Czech Republic, France, Greece, Hungary, Japan, Korea, Latvia, Luxembourg, Mexico, Netherlands, New Zealand, Poland, Portugal, Slovak Republic, Slovenia, Spain, Turkey, United States) in the period of 1995-2017 by panel data methods. According to results, the cointegration relationship between real wage, inflation and labor productivity was found. In addition, mutual causality was determined between the variables we discussed.

In recent years, many studies on base isolation strategies and devices have been developed and applied in U. S. A., Europe, Japan, and New Zealand. The high damping rubber bearing belongs to one kind of the earthquake-proof ideas of base isolation technologies. The installation of high damping rubber bearings can lengthen the natural period of a building and simultaneously reduce the earthquake-induced energy trying to impart to the building. The objective of this paper is to investigate the base isolation effect of high damping rubber bearings. The uniaxial, biaxial, and triaxial shaking table tests were performed to study the seismic behavior of a 0.4-scale three-story isolated steel structure in the National Center for Research on Earthquake Engineering in Taiwan. The experimental and analytical results show that the nonlinear mechanical characteristics of the high damping rubber bearings can be reasonably simulated.

In order to broaden the scope of this paper, the results gained from the study will be compared with figures relating to businesses in the rest of Scotland and the UK, as well as the US, Canada and Japan, and European countries that include Sweden, Germany, France and Italy. The issues raised from this study will be compared with similar studies carried out in other countries such as Australia, New Zealand and British Columbia, as well as countries within the European Union in order to provide a wider meaningful international context for the results of the study.

Conventional earthquake resistant designs depend on strengthen and ductility of the structural components to resist induced forces and to dissipate seismic energy. However, this can produce permanent damage to the joints as well as the larger interstory displacements. In recently years, many studies on structural control strategies and devices have been developed and applied in U. S. A., Europe, Japan, and New Zealand. The rubber bearing belongs to one kind of the earthquake-proof ideas of structural control technologies. The installation of rubber bearings can lengthen the natural period of a building and simultaneously reduce the earthquake-induced energy trying to impart to the building. They can reduce the magnitude of the earthquake-induced forces and consequently reduce damage to the structures and its contents, and reduce danger to its occupants. This paper is aimed at studying the mechanical behavior of the stirrup rubber bearings (SRB) and evaluating the feasibility of the buildings equipped with the stirrup rubber bearings. Furthermore, uniaxial, biaxial, and triaxial shaking table tests are conducted to study the seismic response of a full-scale three-story isolated steel structure. Experimental results indicate that the stirrup rubber bearings possess higher damping ratios at higher strains, and that the stirrup rubber bearings provide good protection for structures. It has been proved through the full-scale tests on shaking table that the stirrup rubber bearing is a very promising tool to enhance the seismic resistibility of structures.

Ocean energy developments are appearing around the world including Scotland, Ireland, Wales, England, Australia, New Zealand, Japan, Korea, Norway, France Portugal, Spain, India, the United States, Canada and others. North America’s first tidal energy demonstration facility is in the Minas Passage of the Bay of Fundy, near Parrsboro, Nova Scotia, Canada. The Fundy Ocean Research Center for Energy (FORCE) is a non-profit institute that owns and operates the facility that offers developers, regulators, scientists and academics the opportunity to study the performance and interaction of instream tidal energy converters (usually referred to as TISECs but called “turbines” in this paper.) with one of the world’s most aggressive tidal regimes. FORCE provides a shared observation facility, submarine cables, grid connection, and environmental monitoring at its pre-approved test site. The site is well suited to testing, with water depths up to 45 meters at low tide, a sediment -free bedrock sea floor, straight flowing currents, and water speeds up to 5 meters per second (approximately 10 knots). FORCE will install 10.896km of double armored, 34.5kV submarine cable — one for each of its four berths. Electricity from the berths will be conditioned at FORCE’s own substation and delivered to the Provincial power grid by a 10 km overhead transmission line. There are four berth holders at present: Alstom Hydro Canada using Clean Current Power Systems Technology (Canada); Minas Basin Pulp and Power Co. Ltd. with technology partner Marine Current Turbines (UK); Nova Scotia Power Inc. with technology partner OpenHydro (Ireland) and Atlantis Resources Corporation, in partnership with Lockheed Martin and Irving Shipbuilding. In November 2009, NSPI with technology partner OpenHydro deployed the first commercial scale turbine at the FORCE site. The 1MW rated turbine was secured by a 400-tonne subsea gravity base fabricated in Nova Scotia. The intent of this paper is to provide an overview of FORCE to the international marine energy community during OMAE 2011 taking place in Rotterdam, Netherlands.

The International Health Regulations (2005) are legally binding on 196 States Parties, Including all WHO Member States. The IHR aims to keep the world informed about public health risks, through committing all signatories to cooperate together in combating any future “illness or medical condition, irrespective of origin or source, that presents or could present significant harm to humans.” Under IHR, countries agreed to strengthen their public health capacities and notify the WHO of any such illness in their populations. The WHO would be the centralized body for all countries facing a health threat, with the power to declare a “public health emergency of international concern,” issue recommendations, and work with countries to tackle a crisis. Although, with the sudden and rapid spread of COVID-19 in the world, many countries varied in implementing the WHO guidelines and health recommendations. While some countries followed the WHO guidelines, others imposed travel restrictions against the WHO’s recommendations. Some refused to share their data with the organization. Others banned the export of medical equipment, even in the face of global shortages. The UN Compliance Research group will focus during the current cycle on analyzing the compliance of the WHO member states to the organizations guidelines during the COVID-19 pandemic.
