Abstract (sommario):
An international maritime labour market study, the thesis focuses on the Dutch naval labour market, analysing wartime Zeeland admiralty crews. The research is based primarily on unique naval pay sources. Analysis of crew compositions has not been made on this scale in the period before. The 1667 Dutch Medway Raid is the starting point, where a few British played a leading role – amongst many others reported on the Dutch side. Pepys and Marvell primarily blamed their joining the enemy on the lure of superior Dutch payment. The thesis asks how many British there were really, how they came to be in Dutch service, and whether this involvement occurred, as indicated, at other times too. Part One is thematic and explores the background mechanisms of the maritime environment in detail, determining causation. First, the two naval recruitment systems are compared and completely reassessed in the light of state intervention in the trade sphere. Two new sets of ‘control’ data – naval wages and foreign shipping – are amongst the incentives and routes determined. British expatriate communities are examined as conduits for the supply of naval labour and civilian support. British personnel are compared and contrasted with other foreigners, against the background of Anglo-Dutch interlinkage and political transition from neutrality through conflict to alliance. Part Two is chronological, covering four major wars in three chapters. Micro-case studies assembled from the scattered record streams enable analysis of the crews of particular officers and ships. Seamen were an occupation that made them a very little known group: the thesis examines the different career types of British personnel of many different ranks, shedding light on their everyday lives. The thesis shows that British personnel were an integral part of Dutch crews throughout the period, even when the two nations were fighting each other. The basic need of subsistence labour for employment took precedence over allegiance to nation/ideology, demonstrating limitations in state power and the continual interdependence forced on the maritime powers through the realities of the labour market.

Abstract (sommario):
Between 1688 and 1742, the Royal Navy emerged as the largest navy in Europe. New bases, increasing logistical sophistication and consolidation of a professional officer corps saw the range of possible uses for the navy greatly expand. The wars of 1688-1713 witnessed the first long term deployments of large fleets to distant seas, where they were used in new strategies of strategic blockade and supporting major combined operations. After these wars, the navy was kept up in peacetime and used in new ways as an instrument of forceful diplomacy. The meaning of these developments was fiercely contested in the burgeoning public sphere that flourished after the Glorious Revolution. Competing ideas of what the navy should be were prosecuted through a vibrant print culture, which couched the navy’s role and nature within broader debates about Britain’s government and identity. This thesis argues that representations of the navy in the public sphere fell into two loose but distinct and contrasting visions of seapower. An institutional model emerged to celebrate a modern standing navy for manifesting the power of the British fiscal-military state. Conversely, a redemptive critique came to reject these changes as encroachments upon British Liberties. Instead, it asserted that culturally appropriate naval power was best achieved by returning to the example of an imagined Elizabethan heyday. This thesis argues that these models partially overlapped with partisan politics. Incumbent governments tended to justify the navy with institutional rhetoric, while the redemptive model provided oppositions with a set of culturally resonant tools which were used to attack naval policy. This thesis places the rich scholarship on representations of the navy before 1688 and after 1739 in a longer context. It explores how institutional and redemptive models of representing the navy developed into potent cultural and political forces when mobilised in the public sphere.

Abstract (sommario):
This thesis presents a new analysis of British naval policy before and during the First World War which challenges both orthodox and revisionist interpretations of the period and highlights a highly significant yet much neglected facet of Admiralty planning. It argues that safeguarding the British Isles from invasion was one of the Admiralty’s prime concerns between 1888 and 1918 and that these defensive considerations played a hitherto unappreciated role in shaping British naval strategy. By exploiting source material generally overlooked by previous writers, it demonstrates that, contrary to popular historical belief, Britain’s naval leadership planned extensively to ensure the inviolability of the British coastline during this period. Before 1900, these plans were characterized by relying upon an extensive flotilla of small vessels, supported by a small number of old armoured warships, to secure the position in the Channel and North Sea, while the Navy’s most modern warships focused upon the main French Fleet in the Mediterranean. The Admiralty’s willingness to rely primarily upon flotilla craft for home defence ended after 1900, however, when German displaced France as Britain’s primary naval rival. Germany posed a very different threat to Britain than had previously been the case with France, since it possessed a merchant marine large enough to transport a significant military force without major disruption to the normal operation of its commerce and had her naval forces concentrated in northern waters. Despite the paucity of German planning for the invasion of the United Kingdom, the Admiralty became haunted by the possibility of a ‘surprise’ German invasion attempt, launched before the outset of war and escorted by a strong German Fleet. The Admiralty identified the danger of a surprise German raid or invasion by early 1907 and formed a series of highly secretive plans to deploy the Navy’s most modern armoured warships into the North Sea at the outset of war to meet this danger. These plans were updated constantly between 1910 and 1918 as perceptions of the German threat developed. The nature and extent of these plans has highly significant implications for our understanding of naval policy throughout the period, and for our appreciation of the role of sea power during the First World War.

This thesis concludes that Britain’s longstanding command of the sea was initially terminated in early April 1942 through the culmination of a two-decade process in which the Royal Navy did not keep pace with the rapid evolution of the air weapon at sea. Whereas it is conceded that British strategic sea power became eclipsed by the United States Navy during the second half of the Second World War, the inability of the Royal Navy to compete effectively with Japan’s massed carrier spearhead ended the RN’s capacity to dominate the battlefield itself, a reputation the service had enjoyed since the days of Trafalgar. The material examined will demonstrate how the relative neglect of offensive carrier aviation by the British Admiralty in the interwar period, in concert with unfavourable domestic and international circumstances, resulted in Britain entering the war with a fleet far short of optimum operational readiness. Although it shall be concluded that the Royal Navy successfully engaged its European Axis opponents, it remained in a parlous position if forced to confront an opponent that possessed a superior naval air force, which the Eastern Fleet encountered south of Ceylon from 4-9 April 1942 in the form of the Imperial Japanese Navy’s Kido Butai (Mobile Force), the most formidable concentration of naval airpower yet seen in modern warfare.

From the middle of the 1880s until the commencement of the Great War 1914-’18 the first-class cruiser was an vital component of the British battlefleet. This was a period in which technology and tactics evolved at an extremely rapid pace, forming the material basis for Sir John Fisher’s ‘Dreadnought Revolution’, in which cruiser qualities of speed, range and offensive power were greatly prized. Throughout this era enormous sums were spent on such types: they were frequently longer than and cost almost as much as their battleship contemporaries, while carrying a near-equivalent armament and possessing significant advantages in both speed and endurance. Despite these capabilities, British first-class cruisers, especially those of the 1890s, are comparatively rarely examined by historians. This thesis fills the gap in the historiography by examining the place and development of the type in the Royal Navy from 1884-1909, and illustrates how they would progress from being a trade-defence vessel, to a genuine alternative to the battleship, and would ultimately form the basic inspiration for all of the service’s first all-big-gun capital ships. It begins by assessing the origins of the type in the mid-Victorian era and considers how the contemporary strategic position and materials drove vessel characteristics, resulting in the development of the first unofficially termed ‘battle-cruisers’ to counter the threat of a Franco-Russian guerre de course employing dedicated raiding types and armed high-speed liners. Following a dramatic advance in the protective capacity of armour that occurred in the mid-1890s, it is shown how the first-class cruiser would gain a fighting ability at least equal to their battleship contemporaries in addition to their continued utility in the trade-defence role, and how latterly, these characteristics would become the cornerstone of Sir John Fisher’s planned radical transformation of the service in the first decade of the 20th Century.

This thesis examines how the expansion of a steam-powered Royal Navy from the second half of the nineteenth century had wider ramifications across the British Empire. In particular, it considers how steam propulsion made vessels utterly dependent on a particular resource – coal – and its distribution around the world. In doing so, it shows that the ‘coal question’, almost totally ignored in previous histories, was central to questions of imperial and trade defence, required the creation of infrastructures that spanned the globe, and connected British sailors with a plethora of different imperial, maritime, and foreign peoples. Although a limited number of studies have highlighted the importance of coal to imperial defence, this thesis considers the wider context of the period 1870−1914 in order to understand the significant place of coal in these discussions. In doing so, it shows coal’s place within wider changes to political ideologies, imperial defence schemes, popular imperialism and navalism, knowledge collection, and the growth of the state apparatus. A robust coaling infrastructure was required to ensure quality naval coal was available globally on a huge geographical scale. This involved a large number of bodies, but this has never been examined by scholars for this period. Although naval coaling relied heavily on the coal export industry, the Admiralty had a key role in ensuring that the infrastructure, particularly after 1880, could cope with increases in ship size and number and competition from its rivals. The thesis also shows how these processes worked on the ground, from testing and purchasing coal to the methods and labour used to load in on warships. The thesis also shows that the necessity of coaling in foreign stations fostered new interactions between naval personnel and the wider world. Although naval visits to these places are prime examples of British encounters beyond its own shores at the zenith of empire, these are largely absent from existing studies. Thus, it explores how the interactions with local populations, other maritime visitors, and the stations themselves shaped the experience of sailors abroad, and created a maritime community spanning large oceanic spaces.

This study explores the role of the Royal Navy's North American squadron in protecting Britain's colonies and trade in North America from 1847 to 1815. The squadron had its origins in the war of 1739--48, when it became clear that a fleet based on the eastern Atlantic or the West Indies could not adequately support operations in the North American theatre. The British naval establishment, however, even when North America was the principle theatre of war, never developed as strong an attachment to the North American squadron as it did to its fleets in the West Indies or other theatres. It was, with a few notable exceptions, generally treated as one of the lesser commands of the Royal Navy, and rarely received more than secondary consideration from the Admiralty. This was especially true during the Napoleonic Wars, in which the North American station was viewed a one of the 'quiet' stations, especially when compared to the more active stations in the West Indies.
England's main priority was in defeating France, and she was willing to achieve this at the expense of antagonizing the United States, leading to an unnecessary war with them in 1812. Yet even when faced with a new war in North America, the needs of the squadron were considered of secondary importance to the war in Europe, and several months passed before sizable reinforcements were sent to the North American theatre. Even when the war in Europe ended in 1814, the British leaders continued to treat North America as a secondary theatre. Their efforts to gain victory were at best half-hearted, and the government was more interested in demobilizing the navy to cut costs than in defeating the United States.
The War of 1812 brought little glory to England or the Royal Navy, and there was much criticism in the way the conflict was fought after the war. The inability of England's leaders to correctly read the situation in the United States or to understand the American threat led them to send forces inadequate to wage more than a limited war in North America. Despite this, the performance of the North American Squadron in this period was far more commendable than has generally been acknowledged, especially in light of the handicaps set upon it. This work will give a detailed description of the operations of the squadron, to give a better understanding of its role in this period.

Trauma is arguably the most comparative and least ambiguous of palaeopathological lesions. As such, it is an ideal vehicle for exploring the respective contributions and differences between historical and osteological approaches to health in the past. A direct comparison between historical and osteological assemblages is often impossible due to the lack of comparable data, or complicated by the very different perceptions, motivations and pre-occupations of past writers and present researchers. Nevertheless, where genuine opportunities exist to compare and contrast the alternative strands of evidence, it may lead to a much richer and more nuanced understanding of the past. This study uses trauma in the late 18th- to early 19th century British Royal Navy (R.N.) to explore the differences between the two disciplines, and through this process to come to a deeper understanding of the physical effects of a maritime lifestyle on the health of late 18th- to early 19th century R.N. seamen and marines. The 18th- and early 19th century R.N. is one of the best documented institutions of its day, with a large corpus of records accessible in the National Archives in Kew. Recent archaeological excavations in the burial grounds of the three R.N. hospitals of the 18th century in Britain- the Royal Hospitals Haslar in Gosport, Stonehouse in Plymouth and Greenwich Hospital in South-East London- have made available over 300 skeletons of seamen and marines, who were treated but died in these institutions. This study explores the osteological evidence for fractures and joint trauma patterning in 300 of these skeletons. Eighteenth century accounts of the privations and dangers of sailing a fighting ship are well supported osteologically by the presence of 926 fractures and 14 joint dislocations. Osteological trauma patterning was compared with historical data collated from the Haslar and Plymouth Hospital musters (1792-1824) and Entry Books of Greenwich Hospital (1749-1765). The most probable aetiology of injuries was explored using insights from modern medical and forensic research, and 18th century sea surgeons' journals. Falls accounted for a very high proportion of injuries in both datasets, as did crush injuries, and to a much lesser extent, battle trauma. Extremely high rates of nasal fractures, Bennett's fractures of the first metacarpal, and anterior rib fractures in the skeletal assemblages strongly suggest very high rates of casual interpersonal violence. Interestingly, these injuries were very seldom recorded in either sea surgeon or hospital records, possibly due to seamen's fear of punishment for transgressing official naval regulations against fighting. Several unusual fractures (such as Shepherd's fractures of the talus, and third metacarpal avulsion fractures) and bony modifications (such as shallow and unstable hip and shoulder joints, os acromiale and Eagle's syndrome) appear to be the consequences of engaging in a maritime lifestyle, often beginning in childhood or adolescence. This thesis will demonstrate that the British leaders saw the policy of non-intervention during the Spanish Civil War as the best option available under the circumstances, and will also focus on the role of the Royal Navy in carrying out that policy. Unpublished sources include Cabinet and Admiralty papers. Printed sources include the Documents on British Foreign Policy, newspaper and periodical articles, and memoirs. This thesis, covering the years 1936-37, is broken down into six chapters, each covering a time frame that reflected a change of policy or naval mission. The non-intervention policy was seen as the best available at the time, but it was shortsighted and ignored potentially serious long-term consequences.

This thesis examines the impact of disease and mortality on the Royal Navy in the West Indies from 1770 to 1806. It also investigates the navy’s medical branch which was established to manage the care of sick seamen. Using an interdisciplinary approach, this thesis produces a cohesive understanding of how disease and mortality affected the navy’s presence in the West Indies and the ways in which the navy attempted to mitigate their impact. This thesis explores various aspects of naval medicine including the history of the Sick and Hurt Board, the diseases which distressed seamen, the medicines distributed by the navy, the key personnel who were integral in generating changes to the medical system and the development of hospital facilities. Largely based on Admiralty records including correspondence and minutes from the Sick and Hurt Board, ships’ muster books and surgeons’ journals, this thesis investigates the most prevalent diseases in the West Indies and the prescribed treatments advocated by the navy. It then examines how these diseases and treatments affected seamen on board ships in that region through a quantitative analysis; then focuses on a number of the integral naval personnel who ushered in sweeping changes to naval medicine; and explores the navy’s increasing desire to transition from hired sick quarters to purpose-built naval hospitals on various West Indies islands. It concludes with a case study of the development of Antigua naval hospital which demonstrates the effectiveness of these facilities in convalescing sick seamen. Through a quantitative analysis of ships’ muster books, this thesis argues that the levels of sickness and mortality in the navy in the West Indies during the late eighteenth century are largely exaggerated in historical studies while also discrediting the myth that those islands were the ‘white man’s graveyard’ for many naval personnel. By surveying over 100,000 seamen on board ships in that region, sickness and mortality figures emerge which indicate that, on average, less than 4 per cent of seamen were on the sick list at any given time and only a small percentage died, meaning that the majority remained on active duty. This thesis then argues that many of the changes to the navy’s medical system that facilitated such low percentages were primarily instigated by surgeons, physicians and captains who identified beneficial medicines and championed their general distribution among the entire fleet. By looking at these aspects of naval medicine through a multidisciplinary lens rather than a purely administrative one, it is possible to understand the true state of health of British seamen in the West Indies during the last quarter of the eighteenth century.

This thesis argues that British naval officers provide a useful category of analysis for social and cultural historians. While previous scholarship has largely ignored naval officers or treated them as equivalent, socially and professionally, to army officers or the traditional professions, the present study argues that the nature of service at sea presented challenges to officers' social status. Drawing on thousands of recently-digitized sources, as well as extensive archival materials, it explores the formation of naval officers' social identity, the forces that shaped their careers, and the changing landscape of social status at the end of the eighteenth century. The demands of life at sea placed naval officers in a liminal social space. Their claims to gentility were contingent and contested. They needed to be proficient in practical as well as theoretical skills. At the same time, officers were expected to be gentlemen. How officers shaped, and were shaped by, the changing definitions of that term provides the framework for the thesis. It makes three central contributions to the fields of British social and naval history. First, it emphasizes the continuing significance of social status boundaries in Georgian Britain. The existing literature misconstrues the chronology of the changing nature of gentility and misunderstands the relationship of naval officers to issues of gentility and professionalism. Second, it recalibrates our understanding of the nature and mechanisms of patronage networks. Social backgrounds made relatively insignificant contributions to shaping officers' careers; patrons used a much wider range of criteria when selecting clients. Finally, it questions the traditional separation of naval history from social and cultural history. The Navy and naval officers were central to British life at the end of the eighteenth century and cannot be effectively analysed separately. The Navy was both socially unique and uniquely important to Britain during the crisis of the Wars with Revolutionary and Napoleonic France.

This thesis examines the context and causes of signal reform in the British Royal Navy during the American War of Independence. It argues that changes in the ethos of the officer corps before and during the American War of Independence led to a complex period of signal reform. The original system was tied to the General Printed Sailing and Fighting Instructions, more often referred to as the Fighting Instructions. For around a century (ca. 1690 to ca. 1790), the Royal Navy utilized the Fighting Instructions as its main system of communication. During the American War for Independence, however, some sea officers began to question the system and devise new methods of signaling. This change was brought on by changes within the officer corps. Among the changes were trends of centralization and the influence of Enlightenment ideals. Both of these shifts helped to inspire the signal reformers, while also creating the environment to sustain signal reforms. This thesis examines the signal reforms of the three principal signal reformers of the war: Richard Howe, Richard Kempenfelt, and George Rodney.

This study examines Churchill's struggle during the summer of 1940 to preserve Britain's naval superiority worldwide, through the neutralization of the French fleet and by securing the active participation of the United States. Sources consulted included autobiographies of the participants, especially those by Churchill, Reynaud, Baudouin, and Weygand, document collections, and British and American official histories. This study is organized to give a chronological analysis of Churchill's efforts from 10 May to 2 September 1940, ending with the United States' acceptance of the destroyers-for-bases agreement. This act committed them to shared strategical responsibilities with Great Britain. The thesis concludes that Churchill's efforts in this period laid the foundation for later Allied victory.

At the beginning of the twenty-first century a burgeoning global private military sector is increasingly involved in areas of defence and security that, up until recently, were popularly thought of as being within the monopolistic preserve of the nation state. Finding itself at the vanguard of profound political and economic change, today’s Royal Navy is increasingly reliant on relationships with the private sector that only thirty years ago would have seemed unimaginable to many commentators. As naval shipbuilding, dockyard refitting, logistics, training, and even warship ownership and manning, move from a unitary state to an increasingly self-organising private sector bounded by a differentiated and decentered polity, this thesis is concerned with boundaries of elite discourse on legitimacy in the political economy of Royal Navy and British naval sea power and their implications for New Public Management theory. At its core, the study presents original research into the attitudes of fifty elite opinion formers directly concerned with the discourse of Royal Navy modernisation and profiles their ideational boundaries concerning the political economy of force and violence. The thesis makes an original contribution to knowledge by presenting empirically and framing theoretically the ways in which elite naval attitudes to the political economy of legitimated force have changed and are evolving. The research is important because it challenges what many commentators have come to believe to be an a priori function of the nation state, namely, the monopoly use of force, with the actual views of those opinion formers who currently hold positions of power and influence in and around one of its core ‘ideal type’ institutions: the Royal Navy. The research is also significant because in attempting to clarify the conceptual boundaries of this elite discourse, it also presents a powerful critique of New Public Management with reference to the problematic dimensions of time, economic complexity and socio-political power.

The aim of this thesis is to examine the relationship between the Royal Australian Air Force (RAAF) and the Royal Australian Navy (RAN) regarding the operation of aircraft from ships of the RAN and from RAAF shore bases. The effects of the separate intellectual development of maritime doctrine in the RAAF and RAN, and the efforts of the two Australian services to transfer theory into practice will be considered in the pre- (and post) World War II period, with due consideration of the experience of the services in both wars. The thesis will also discuss the problems that were faced by the RAAF and RAN to develop mutually acceptable operational procedures to enable the efficient use of aircraft in a maritime setting. The influence and effect on RAAF and RAN doctrine and equipment procurement, as a result of the special relationships that developed between the Air Force and Navy of Australia and Britain will be critically examined. A similar approach to the post war US/Australian relationship, and its effect on the Australian services, will also be critically examined. The thesis being propounded is that the development of a unique Australian maritime policy was retarded due to a combination of the relationship with Britain and the United States, lack of suitable equipment, lack of clear operational concepts in both the RAAF and RAN and the parochial attitude of the most senior commanders of both Services. The study has been based on Department of Navy, Department of Air and Department of Defence documents held in the National Archives of Australia in Canberra and Melbourne. In addition, relevant documents from the Admiralty and Air Ministry related to the development of naval aviation on RAN vessels during World War I, the attitude of the RAF toward the deployment of RAAF units to Singapore, and the negotiations that resulted in the procurement of HMA Ships Sydney and Melbourne, have been perused. Wartime operational records of the RAAF have been examined to obtain data to enable a critical study to be made of the RAAF anti-submarine campaign, torpedo bomber operations and the maritime campaign undertaken from bases in North Western Area during World War II. The influence of the commander of the United States 5th Air Force has also been incorporated in the discussion. The research uncovered procedural and operational variations between the two Services, the diversion of key elements from Australian command and the priority given to the American line of advance that resulted in Australian operations being given a secondary, supportive, status. A conclusion reached as a result of this research has been that the development of a unique Australian maritime aerial capability was restricted by the requirement of Britain to deploy flying units to Singapore in 1940. Similarly, the pressure exerted on the RAN by the Admiralty to purchase the Light Fleet Carriers in the late 1940s was more in the interests of the RN and British foreign policy than that of the RAN. Overall, the relationship with the Britain and the United States masked the real weakness in Australia???s maritime operations and retarded its development.

In 1938 the Canadian government approved a plan to train fishermen as naval reservists in British Columbia. The fishermen were recruited as whole crews and trained to shoot accurately, form fours, navigate, signal properly and drop depth charges – all aboard their own converted fishing vessels. On paper, and to the general public, the specialized reserve known as the Fishermen’s Reserve or “Gumboot Navy”, was a patriotic group of fishermen doing their bit and better preparing for emergencies. However, in reality, the Canadian government instituted the Fishermen’s Reserve in 1938 for a very specific reason – to round up and remove Japanese Canadians and their boats from the coast prior to the outbreak of war between Canada and Japan. This thesis explores various aspects of the Fishermen’s Reserve from 1938 to 1941 in order to better understand the Canadian Government’s wartime policies. As there are almost no secondary sources on the subject, this paper uses extensive primary sources to uncover and analyze the Royal Canadian Navy’s recruitment policy, unconventional regulations and racist underpinnings in instituting the Fishermen’s Reserve.

Admiral Edward Vernon’s capture of Porto Bello, a Spanish stronghold in the Caribbean, was met with enthusiastic celebration when the news arrived in Britain in early 1740. With just six ships, he had struck a dramatic blow to restore British honor and protect British trade. The response to Vernon’s victory was widespread and varied: public rallies, verse, sermons of thanksgiving, annual celebrations of Vernon’s birthday, and a diverse material culture. The capture itself accomplished little and the campaign’s small gains were entirely erased by Vernon’s failures at Cartagena in 1740-41, yet Vernon continued to be celebrated by the British public. It seems surprising that Vernon excited so much popularity and lasting commemoration during the period in which his short-lived successes and catastrophic failures were most obvious and consequential. To explain Vernon’s extraordinary and enduring popularity, this thesis employs a variety of primary sources viewed through the lenses of national identity and gender to argue that Vernon assumed lasting political and cultural importance because his admirers interpreted broader meanings from his actions and character. Celebrating Vernon gave Britons a way to articulate what Britishness meant to them, and what they believed it should mean for others. In chapter 1, I argue that the parliamentary opposition skillfully employed celebration of Vernon after his capture of Porto Bello in 1739 to argue for ministerial change. In chapter 2, I argue that Vernon enjoyed continued popularity in the 1740s in spite of his failures because his supporters argued that he embodied the “publick spirit” of the mercantile empire and aggressive masculinity that many believed had been lacking in public figures of the 1730s. Whatever his real successes or failures, Admiral Vernon became an important rhetorical tool for those who sought to imbue British politics and culture with the “national” values of the mercantile empire, aggressive foreign policy, and bold masculinity that many believed represented the way forward in a period of change and growing imperial challenges.

Britain’s Royal Navy of the nineteenth century was the unquestioned master of the world’s oceans, having won such standing after over a century of near-uninterrupted warfare. However, while the strategies, tactics and technology of the navy evolved dramatically during this period, the laws that governed its many thousands of sailors and officers remained virtually unchanged from the original 1661 Articles of War. Despite minor amendments throughout the eighteenth century and a major reworking in 1749, both capital and corporal punishments were frequently employed as punishment for minor offences in a system that made England’s “Bloody Code” look positively humane. The 1860 Naval Discipline Act provided the first substantive overhaul of the original Articles of War, but historians have generally lamented this act as providing little comprehensive change to the governance of the navy. Using statistical data collected from thousands of courts martial records, this thesis takes a broad look at trends in naval courts martial, studying how these courts interacted with the legislative changes of the 1860s. Viewing how charges and sentences changed on the global scale, it becomes clear that the “arbitrary and cruel punishments” of the previous century had at last given way to a centralized, formal expression of discipline.

This thesis explores the possibilities of adaptively reusing an existing site to provide new services and work spaces for the local artistic community within a once heavily used Brit- ish naval ship building and repair station, but now a major centre of tourist activity on the island of Bermuda. This thesis examines how a courtyard and two large stone storehous- es can be refurbished and made useful again rather than torn down. There exists a strong national bias to maintain and preserve the heritage of the place. By understanding both the site’s inherent value, varying levels of design can be proposed that not only transform the site but also bring forward a new sense of place. The adaptive reuse design and the program chosen is a synthetic response to the inherent cultural and historic values of the place, providing spaces that meet needs of the present artist and artisan communities of the Dockyard.

The central aim of this thesis is to investigate how and why labour markets are formed in specific ways under contemporary global capitalism. This thesis achieves this through a sociological analysis and explanatory account of the contemporary transformation of merchant navy seafaring labour markets for Filipino, South African and British seafarers. The study is centrally concerned with four questions relating to the restructuring of these labour markets. These questions are: 1. How has the labour market for seafarers been reshaped? 2. How has the restructuring of shipping capital facilitated this process process? 3. What has the role of labour been in this restructuring process? 4. What other labour market institutions contribute to this restructuring? Answering these four questions allows me to achieve the central aim of my thesis which is to investigate how and why labour markets are formed in specific ways under contemporary global capitalism. In answering these questions this thesis makes three theoretical interventions in industrial sociology. Firstly, this work offers a substantially different account of labour markets that advances a more fully social explanation of labour market formation that does not consider the social as a 'factor' or an 'add on' as does classical and neo classical economics (and some strands of economic sociology) but a significant shaper of global labour markets. Secondly, it fills a gap in theorising the agency of organised labour under global capitalism. The thesis demonstrated how the agency of organised labour and the importance of locality or place should also be accorded primacy in arguing how labour markets are produced. Thirdly in making my own assertions about the creation and decimation of working classes under capitalism, I draw on three detailed case studies of seafaring trade unions, capitalist and state strategies in the shaping and transformation of contemporary labour markets for seafarers and therefore demonstrate the fallibility of the 'race to the bottom' thesis using contemporary research and data.

The sailors in the British Navy during the Napoleonic Wars are largely unknown to us. This thesis explores their worldview, as revealed through songs, memoirs, plays and broadsides. Through interactions with women and working-class men on shore and officers at sea, these men developed a collective identity rooted in working class masculinity. Ultimately, this thesis refutes the idea that sailors occupied a world completely removed from land and were, rather, actively influenced by ideologies and culture on shore.

This thesis documents the employment history of Sne-nay-muxw women. The Sne nay-muxw, a Coast Salish peoples, live on the southeast coast ofVancouver Island close to the city ofNanaimo. Nanaimo was established by the Hudson’s Bay Company in 1852 as coal mining town. Coal dominated the economy until the early 20th century when forestry related production became important. Today a service economy has eclipsed both the primary and secondary industries. Within these economies a distinct gender, race and class segregation structured Sne-nay-muxw women’s employment opportunities. This study examines the nature of this segregation, the Sne-nay-muxw domestic economy and the gender ideology that promoted both women’s inclusion and exclusion in. wage labour. A central question posed in this thesis is why Sne-nay-muxw women today perceive their traditional roles to be within the home despite their historical participation in the labour force. Feminist anthropology provides the theoretical and methodological approach used for this study. It is accepted that women’s experiences in the labour force are different not only from men but also from other women based upon relational inequalities ofrace and class. Historical data was collected from a variety of sources; published and unpublished government reports, missionary accounts, letters and journals. Nineteen women and eight men were interviewed in the community for both historic and contemporary accounts of employment experiences. History reveals that during the mining economy Sne-nay-muxw women were excluded from working in the mines and limited to employment as domestic servants. The introduction of Chinese labour, decreasing coal demands and increased technology forced many women to migrate with their families to the canneries on the Fraser river and the hop fields in Washington state. In the forestry related production economy, Sne-nay-muxw women’s opportunities were limited despite the expansion of employment for women in the service sector. State policies and inferior education were significant factors in this exclusion. At this time Sne-nay-muxw women continued to migrate with their families to the fish camps on Rivers Inlet and the berry fields in Washington state. In the last two decades the service economy has dominated in Nanaimo. Sne-nay-muxw women have found increasing job opportunities on and off reserve in administration, management and professional service delivery programs. While this employment is part of the wider trend for women in the service economy, Sne-nay-muxw women’s opportunities remain segregated by gender, race and class. Women’s participation in the labour force is shown to be linked to the organization of their domestic economy. Before 1920 this economy incorporated both subsistence production and farming with seasonal wage labour. After this time the Sne-nay-muxw became increasingly dependent upon wage labour. However, extended family and kinship networks have remained important for support and cooperation. This form ofhousehold organization did not constrain women’s participation in the labour force. Today extended families remain the central organizing principle in Sne-nay-muxw lives. Sne-nay-muxw women’s identity and opportunities for education and employment remain linked to their membership in these families. Shifts in women’s participation in the labour force is shown to be accompanied by acceptance of a domestic ideology. During the mining economy when women actively sought wage labour, they acquired domestic skills needed for wage labour but did not accept an ideology that promoted their dependency upon men. Historical evidence indicates that they retained a significant degree of autonomy in their lives. With men’s increased security of employment in the forestry economy, the idealized role ofwomen as housewives was promoted. Families that were able to realize women’s exclusion from the labour force gained status and prestige in the community. Finally, in the service economy, the Sne-nay-muxw gender ideology includes women’s participation in the labour force to occupations linked to their domestic and nurturing roles.

This thesis examines Tse Keh Nay (Sekani) ethnic identity over three periods of Aboriginal-European relations: the fur trade period, the missionary period, and the treaty and reserve period. It examines the affects these three periods have had on the Tse Keh Nay as an ethnic group in four chapters, the first two dealing with the fur trade and missionary periods, and the last two with the treaty and reserve aspects of the treaty and reserve period. In it I argue that during the first two periods wider Tse Keh Nay ethnic identity was reinforced, while during the latter period local Tse Keh Nay identities were reinforced through government policies that dealt with Tse Keh Nay subgroups on a regional and localized basis. Despite this shift in emphasis, wider Tse Keh Nay ethnic identity has remained, proving that Tse Keh Nay ethnic identity is both situational and dynamic.
