Management of natural resources in the context of sustainable development can be defined as the economic management of natural resources to allow their perpetual and undiminished supply. At the same time, use of the local natural resources should contribute to the economic and social development of the local community. It is vitally important to emphasize the role of local participation and knowledge. Experience, understanding, and expertise need to be assessed to help to determine the most effective roles for local individuals within the sustainable natural resource project. This assessment and its implications for the economy, community and protection of natural resources at the state, regional and local levels are a subject for case study.

This paper proposals are: first, to show how the utilization of common resources can carry important ethical problems; second (and mainly), to stress that the many attempts to solve tragedies in fisheries, by creating interesting projects in aquaculture, are confronted with many obstacles and barriers in the approval process. These obstructions conduct to inefficiencies and carry out also important ethical problems. The Portuguese aquaculture case is used to develop an empirical study on the emergence of an “anticommons tragedy”. The control regime of Common Fisheries Policy is discussed.

The natural resources of national parks in the United States are mainly divided into eight categories: biological resources, fire resources, water resources, air resources, geological resources, soundscape, lighting, chemicals and odors. The management procedures set by the National Park Administration include the formulation of natural resource management planning, the preservation and publication of natural resource information, the assessment of the impact of natural resources, the establishment of the extensive cooperative relations, the promotion of the restoration of natural ecosystems and the establishment of natural resources damage compensation system etc. Different management principles and methods are adopted for different types of natural resources. The “application–review–evaluation–permission” procedure for the development and utilization of natural resources is established and strictly implemented. However, there are also some problems, such as insufficient coverage of natural resources, dislocation of unified management and decentralized management, and serious shortage of financial investment. China’s national parks should clearly define the types of natural resources, gradually expand the pilot scope of natural resource asset management system, establish and improve the natural resource management system, highlight the integrity of ecosystem, adhere to management according to law, and strengthen the control of land and space use.

Environmental science is shaped by the socio-political context in which it is produced. Environmental problems and explanations are context specific, and this article contributes to a critical political ecology by illustrating the changing relationship between conceptualisation of environmental problems and explanations of them, and the socio-political context in contemporary Thailand. During the 'development epoch' from the 1950s, both natural and social sciences became compartmentalised and the epistemology of environmental science became dominated by the demands of a growth economy and utilitarian values. The resulting impasse of conventional knowledge of natural resource management coincided with a socio-political and bureaucratic reform process pushed by various democratic movements. Together with a request for decentralisation and devolution of state power, these movements are also fighting for sustainable utilisation of natural resources, and sustainable agricultural practices. A precondition, however, for sustainable utilisation of natural resources is a change in conceptualisation and knowledge creation for resource management. The Sustainable Land Use and Natural Resource Management (SLUSE) collaboration offers alternative ways of creating knowledge for sustainable utilisation of natural resources, that aim to support the present socio-political reform process in Thailand.Key Words: Thailand, natural resource management, transdisciplinarity

<p class="emsd"><span lang="EN-GB">This paper reviews recent research articles in the field of property rights and natural resources management, with the goal of identifying the most effective policy measures to achieve sustainable resource management through well designed property rights. Scarcity of economic resources is a major cause of conflict in human society. Institutions impact the resilience of the environment, and the institutions which guide humans as they employ resources from the environment are therefore essential to sustainable resource management. Institutions which create and enforce property rights can control resource degradation and improve both economic and ecological efficiency. Property rights which lead to an equitable allocation of natural resources and delegation of management authority among stakeholders is the most likely pathway to sustainable ecosystem management. However, there is a lack of consensus regarding the best system of property rights to achieve sustainability. The ‘best system’ is contextual and spatiotemporal dynamic. </span></p>

The subject of this research is the legal regime of natural resource management in the Canadian Kingdom as an example of one of the best sectoral practices of legal regulation of natural resource usage. Analysis is conducted on the normative legal acts that regulate rights to natural resource usage, delimitation of jurisdiction to &ldquo;central&rdquo; and &ldquo;regional&rdquo;, management in the area of natural resource. The object of this research is the natural resource usage relations in Canada. Special attention is given to the licensing of Canadian natural resource usage, determination of the types of licenses, and procedure of licensing. The author examines the relevant topics of taxation and fiscal stimulation of natural resource users, foreign investment, geological exploration, national and local legislation, right of indigenous peoples to natural resources, etc. The scientific novelty consists in demonstrating the current &ldquo;picture&rdquo; of legal regulation of natural resource usage in Canada. On the example of this kingdom, as the subject of right to ownership and use of resources, the author suggest considering an allotted plot of resources within its boundaries, while unallocated plots of resources should be counted as part of a single reserve of undistributed land (single object of law). The author proposes to conduct a mass geological survey of the Russian shelf in accordance with the Canadian model, implementation of the practice of attracting foreign investments, tax incentives, resource rent for the Russian citizens through legal construct of retirement savings, application of corporate restrictions following the example of Canada.

The term "natural resources" refers to both the natural and socio-economic realms. Natural resources - bodies and forces of nature - are linked to ensure close interaction in the process of nature management. Currently, this specific region has some vulnerable issues such as biodiversity loss and land degradation that are connected with poor resource management. The activities of modern society are followed by enormous changes in nature, which are reflected in the Earth's exterior appearance as well as the states of geosystems. Modern production is distinguished by the inclusion of significant reserves of natural resource potential. However, its participation and application are ineffective. Sustainable development necessitates the management of natural resources in a sustainable and integrated manner. The main purpose of the work is to investigate the main natural resources of the Central Asian region, and to show the cost of poor management. The methods that were used are synthesis, analysis, comparison method, and forecasting method. The novelty of the research is the attention paid to the mismanagement of natural resources in a specific region.

Introduction. The natural resources national ownership, which basis the formation of state and other forms of ownership, has a complex nature, sometimes its interests do not reflect the interests of every member of society, especially this applies to the system of appropriation in the nature use management. The analysis of various aspects of state property management for natural resources is due to the necessity of its development as a complex, integrated process involving the expansion of horizontal and vertical interactions and relationships. Aim and tasks. The aim of the article is to determine the vectors for improving the system of state management by appropriating natural recreational resources for their effective disposal, alternatives to use, and, also receiving and distributing the proceeds of its ownership. In accordance with the article aim, were set the following tasks: to investigate the trends of rent payments and environmental taxes revenues to the state budget; to analyze revenues to the state budget from the use of natural recreational resources, for example, forest and water polyfunctional resources; to provide suggestions, how to improve the property state management of natural recreational resources. Results. Analyze of positive and negative tendencies towards effective state management, based on the experience of managing property ownership on natural recreational resources in different countries of the world, are identified. The essence of appropriation of natural recreational resources as an economic-ecological category is determined, and includes appropriation of income from natural resources and losses for irrational use of them. The budgetary revenues from the use of natural production factors are analyzed and their insignificant part of the product manufacturing cost in the areas of activity (forest and water management) is determined, where the basis of the produced goods and services are natural resources. The horizontal management functions dissipation of the same natural recreational resources between different ministries and agencies is identified. Priorities recommendations on the improvement of state natural recreational resources property management are given (inter alia, regulatory framework, forecasting and planning, organization, accounting and control). Conclusions. The analysis of rent payments for the natural resources use and environmental taxes shows that almost the free assignment of income from the use of natural capital to economic entities. Thus, summing up the research it can be concluded that the state policy regarding the use of natural recreational capital should be based on ecosystem and polyfunctional approaches, and the most effective directions for its use in various sectors of the national economy and forms of ownership should be determined by the state.

Abstract (sommario):
The problems of organization of natural resources management on a global scale are revealed in the article. It is established that in a billion years the atmosphere of our planet will undergo drastic changes and lose all its oxygen, rejecting life to the oldest anaerobic forms. The modelling has shown that the drop in oxygen content can be extremely sharp, to a level millions of times less than the current. The causes of fires and other natural disasters in the planetary dimension have been identified. There were considered the means of counteracting global fires. Their catastrophic consequences and possible consequent development from this – oxygen problems – have been predicted. The causes of this phenomenon have been identified, including the irresponsible attitude of the competent regional, interstate and state institutions to these problems, and their primary classification has been made. The place and role of state and international governing bodies in these processes are determined. The organization of preventive measures in this area on the basis of effective use of management and its humanitarian tools is offered. In the paper were named the imperfections in the actions of state regulatory authorities and the reasons for the science passivity. The views of well-known scientists and people who impartially assess the situation are highlighted. The study confirmed that, regardless of the source, natural disasters are characterized by significant scale and duration. Some of them pose a threat to humanity on a global scale. Due to these circumstances, there is an urgent need to study the prerequisites for improving the rationality and efficiency of global nature management by creating intergovernmental structures in this area. There have been substantiated the necessity of formation of interstate administrative structures, which would promote rational resource use and healthy natural reproduction of all life-supporting components, incl. oxygen and life-giving air.

Efficient resource use is complicated by jurisdictional externalities, public goods, non-use values, and beneficiaries spatially separated from the location of resources. The task is made more challenging by ecological complexity that obscures cause (benefits) and effects (costs), and dramatic time lags between individual actions and subsequent social consequences that, together with substantial uncertainty, introduce the chance of irreversibilities. Resource economists have played a major role in the literature on externalities, the development of individual transferable quotas, non-market valuation techniques and common property management.

In conditions of natural resource constraints and technogenic destruction of the natural environment, there is a need to improve the mechanisms for managing the natural resource potential in the regions while maintaining a balance between the consumption of natural resources and the preservation of the quality of the environment. The article examines the differentiation of three natural resource regions of the Russian Federation - the Ural, Siberian and Far Eastern federal districts - according to the state of the balance of nature management from 1990 to 2018. The subjects of the federation in the Ural, Siberian and Far Eastern federal districts have been identified, with positive and negative use of natural resources for certain types of natural resources: atmospheric, water, forest, land and fuel and energy. The degree of variability in the management of natural resources in these federal districts has been determined. In general, according to the given resources, there is a predominance of "satisfactory" and "positive" nature management in the districts, although according to some indicators there is a "negative" nature management with a clear predominance of the use of resources over their restoration, which predetermines the adoption of cardinal management measures to correct the situation.

The use of digital cartographic items for natural resources management is considered in the article. A brief characteristic of a system of natural resources’ digital cartographic models as a new instrument for geospatial modeling of natural resources data is given. Natural resource managers are determined as the intended audience for the system of natural resources’ digital cartographic models of region. The conceptual scheme of the system of natural resources’ digital cartographic models, presented in the article, illustrates its purpose, source data and used methods of data transforming. The two versions of presentation of the modeling results are described. In the first case the user gets the set of indexes of natural resource condition to make his own conclusions. In the second case the user gets a recommendation of sustainable usage of natural resource. Both versions of presentation are illustrated with cartographic models of forest resources of Novosibisk region.

A set of resource-functional determinants of sustainable management has been determined, substantiated and formed using the scientific-natural and methodological principles of physical economy. They are represented by various forms of organization, development and transformation of the natural environment in the format of a mega- model of purposeful influence and management of four physiocratic resource bases. They recognized: natural resource processes (material, energy and natural resources); production processes (technological resources); societal processes (information base and social communicative alarm connections); economic processes (organizational and economic resources). The applied tools for determining the order of search, accumulation and involvement of four physiocratic resource bases to ensure and targeted localization of efforts of management entities that take care of key sets of tasks in the field of sustainable management at different levels of management of different dynamic systems. The latter are recognized as territorial natural and economic entities, national and regional socio-economic systems, which currently operate in resource constraints with the ever-increasing socio-political, economic and resource threats and risks to sustainable development of the state and its regions. It is recommended to develop applied tools, permanently refining the sequence of procedures when changing external conditions, through the use of scientific and natural provisions of physical economy, systems theory and turbulence in order to: a) initiate signs of laminarity of four basic processes (economic, social, industrial and natural resource); b) prevention of turbulent shifts. Taking into account the principles of identifying the complexity of the trajectories of the channels and their ability to adjust allowed to establish: the sequence of balancing the turbulent features of the channel of the implementation of processes: natural resources, production, societal, economic, priority of adjustment, first of all, of natural resource and production processes among others.

The current regime of centralized natural resource governance poses one of the greatest threats to the stability of the Federation of Nigeria. The centralization of natural resource ownership and government is perceived by the ethnic minorities of the oil-producing Niger Delta Region of Nigeria as a tool of ethnic domination by the majority ethnic groups. Given the centrality of natural resources to the growth of Nigeria’s economy and the desirability of maintaining a stable federation, this research seeks to propose an equitable regime of natural resource governance that recognises and accommodates both national and regional interest in Nigeria’s abundant natural resources and thereby strengthens federal stability. This paper which adopts analytical and comparative research methodologies, argues that the current regime of natural resource governance in Nigeria is divisive and that only the participation of the federating states in the governance of natural resources exploited within their respective geographic boundaries would conduce to peace and inter-regional harmony and enhance the capacities of the federating states to develop at their varying speed according to the dreams of the Founding Fathers of Nigerian federalism. The paper concludes by recommending resource federalism whereby competence over natural resource governance could be shared between the federal government and the federating states.

<p class="1Body">Decentralized governance of natural resources is considered one of the key strategies for promoting sustainable management of natural resources at local level. Effective decentralized natural resource management requires strong local natural resource institutions. Therefore, strengthening local institutions governing the management of natural resources is one of the core principles of decentralization reforms in Francophone West Africa countries. This study assessed the existing local institutions (rules, norms and or local conventions) governing the management of natural resources and forms of community participation in the development of these natural resource institutions. Our findings showed significant variation within the study sites regarding the level of knowledge of existing local rules and norms governing the management of natural resources by the respondents. Results showed that the level of knowledge of local conventions was significantly (P &lt; 0.05) higher in the district of Bougouni than in the district of Koutiala (a score of 3.16 compared to 1.70 on a scale of 0 to 4).This study shows also that participation was dominated by a small group of individuals, often community leaders and elites. The results suggest that women are marginalized. Presently, the big challenge that faces the institutions governing natural resource use in the study area is the system of representativeness in the community in the development of local rules and norms as community leaders and household heads often dominate, which does not encourage active participation of community members. Therefore, for effective implementation of local natural resource institutions, the interest of key natural resource users should be taken into account. It is also important to promote rules and norms that attempt to protect or strengthen women’s access to natural resources in the community.</p>

Natural resource management has entered a new stage in 2018 in the People’s Republic of China (China) marked by the establishment of the Ministry of Natural Resources of China (MNRPRC). More functions and responsibilities are integrated in the MNRPRC to build a uniform management system for full natural resource features in China with the aim of implementing uniform spatial planning and regulation, management, use and control, surveying, and registration for full natural resources. This paper first provides a detailed analysis regarding full natural resources with the perspectives of spatial forms and rights, restrictions, and responsibilities (RRRs); then, the modelling foundation of the “uniform” concept in natural resource registration is reconsidered. Lastly, we put forward a basic conceptual model for the uniform registration of full natural resources based on LADM (Land Administration Domain Model).

Modern agricultural production is associated with various problems, such as: depletion of non-renewable natural resources; soil damage; adverse effects of agricultural chemicals on human health and the environment; lower quality of food. Sustainable agriculture, combining environmental, economic and social challenges, can make a significant contribution to poverty reduction and food security. Given climate change and environmental pressures, broader approaches to sustainable agriculture are needed, but the key question is whether cur- rent farming practices can provide products to a growing population in a fair, healthy and sustainable manner. Traditional agriculture faces serious resource and environmental challenges. Agricultural resources include: land and soil resources (including soil types, minerals, soil microorganisms and soil pollution), plant diversity, weed potentials, food resources and animal resources. At the same time, land resources form the basis of natural resources used in agricultural production. The article examines the concept of sustainable agriculture, shows the principles and factors affecting sustainability. The relationship between sustainable agriculture and sustainable resource management is considered. An assessment of the sustainability of agricultural production and land use in the northern region was carried out on the materials of the Komi Republic. The possibilities of transition to sustainable development of agriculture and sustainable resource management are considered.

The Chittagong Hill Tracts (CHT) is situated in the Southeastern Bangladesh having an area of 13,295 km2. Bandarban is one of the hill districts of CHT with diverse natural resources and ethnic communities. This paper is based on the review of published papers, reports, books related to Bandarban district of CHT giving emphasis on the landscape, natural resources, and the indigenous peoples in the CHT. The available information is synthesized to understand the overall state of natural resources degradation with special focus on land, soil, forest, fisheries, and livestock, etc. The traditional agricultural system of jhum cultivation is not sustainable due to population pressure, reduction of fallow period and soil degradation. The paper also presented the major causes of resource destruction along with the opportunities and challenges to the existing natural resource management in Bandarban.
