Abstract Nowadays, at global level, the linseed oil culture is more important economically than the linseed cultures for fiber. The world's largest linseed production is the linseed oil, followed by the culture for the consumption of seeds and for fibers. In this context, this study presents the evolution and the main trends in the production of the linseed oil for Romania in the period 2008-2017, the analysis being based on the values of specific indicators, namely the areas cultivated with linseeds and the production of the linseed oil achieved at the national level, macro-regions and development regions, both as a total and in the private sector as well. This analysis will be done in the context of the ongoing climate change also affecting Romania's territory. Analysing the results, one can notice that, although after 1990 the cultivated areas have decreased dramatically, since the integration of Romania into the EU, the linseed oil cultivated areas have started to grow. Thus, in 2017, Romania was the sixth EU linseed oil producer in the EU, with the South-East region holding a significant share of the cultivated areas.

Flax has been of great importance in Latvia for a long time. It is a sources of raw materials of valuable products – fibre and oil for national economy. The total content of oil and fatty acids in the 42 sorts of linseed was determined. The use of pre-seeding biostimulators (microorganism metabolite – Germin, microelements copper, zinc and boron) resulted in positive changes in total contents of an oil and unsaturated fatty acids (linoleic and linolenic) in the linseed of following generation was determined. Under the influence of biostimulators an augmentation of the yield of flax straw for 8–21% in comparison with control was observed. The yield of linseed increased for 6–28%, correspondingly.

Kazakhstan became a petro-state in the 1990s, after signing important oil production agreements with several transnational companies. In recent years, Kazakhstan’s government has imposed the revision of former agreements on these corporations. This article contends that said revision has allowed the national players, government and the state oil company, to extend rent-seeking, but that the changes have not been deep enough to attain national oil empowerment. This means that national players do not control the oil cycle – from upstream to export trade – and are unable to secure continued expansion in the oil sector. Both key issues remain in the hands of the foreign companies, although their prominence has diversified following the entry of large Chinese and Russian companies.

Growing fattening bulls in Belgium require diets high in concentrate and low in roughages in order to achieve large live weight gains and high quality carcasses. Sugar beet pulp is usually incorporated at a high inclusion rate in fattening diets. It is supplemented with cereals, by-products like wheat bran or glutenfeed and protein supplements very often of vegetable origin. The fat content of such diet is low. Over the recent years, there has been an increasing pressure from the industry to incorporate fat in fattening diets. Each company produces its own fat concentrate. They are blends of various origins. The present experiments were carried out to assess the effects, on animal performances, of soya oil and linseed, two fat concentrates of vegetable origin incorporated in fattening diets.

The paper reviews the formation prospects of two up-to-date forms of economic cooperation in the sphere of oil and gas production – outsourcing and clustering, as well as the schematic presentation of their implementation. The outsourcing means the execution of the functions on the systematic professional support of working efficiency of the business customer by the operation company under the permanent contract. The outsourcing allows the oil-gas producing company increasing its capitalization and profit amount. Therefore, the oil company can fix innovative, scientific and technological resources in its hands providing maximum meeting of business customers’ demands. The development of oil service cluster, in its turn, aims to provide the interaction of all corporate parties. The establishment of cluster unions in oil-gas field with the participation of petroleum service companies under the principles mentioned in the paper will contribute to the development of both oil-gas complex in a whole and petroleum service market.

This article uses the case of Ghana to provide insight into the policies and strategies used by, as well as the cooperation between, Chinese state actors in their quest for natural resources in Africa. In 2007, Ghana discovered commercial quantities of oil. While the so-called Jubilee oilfield was initially divided amongst primarily Western oil companies, in 2010 the China National Offshore Oil Corporation partnered with Ghana’s national oil company to try and purchase a stake in Jubilee. Although this bid was rejected, later that year a second Chinese state-owned oil company, Sinopec, was able to access Ghana’s oil indirectly through an offtaker agreement, linked to a $3 billion dollar loan provided by the state-owned China Development Bank. The article uses these two cases to examine the level of coordination between the strategies of Chinese state actors in their attempts to access African natural resources. It shows that China’s national oil companies and policy banks operate in increasingly autonomous ways. This goes against the developmental state thesis, which argues that the Chinese state has full control over the overseas activities of its state actors. The article also shows that national political institutions in Africa can make use of and are able to influence Chinese resource deals, countering the notion of African passivity.

The assessment of internal communication at PetroSA was conducted with the view to obtaining guidance on how to improve communication within the organisation. The study looked at both upward and downward communication content and flow. A representative sample was selected from the core groups of highly-trained professional employees in Levels 2, 3 and 4 (of nine levels). Employees in this sample were asked to respond electronically to a questionnaire designed by the researcher with input from colleagues. The questionnaire had 60 statements in seven concept areas. The statements were wide enough to capture the most important aspects of internal communication. It used a Likert-type scale. Responses were averaged and the averages were tested by t-tests to see whether employees agreed or disagreed with the statements. The sample of employees could also respond if they wished to a qualitative question. Results were analysed, conclusions were drawn, and recommendations were made about ways the company can improve its internal communication. The timing of the study is important for the organisation as the company plans to grow by more than 30 000 employees after the building of a new refinery in Port Elizabeth. What became clear in the study was that much satisfactory downward communication is happening in the company through CEO road shows, the in-house Yiza Sithethe magazine and the daily newsletter PetroSA Today, but employees want more. They want more specific information on where the company is going as well as on its financial status. Despite some disengagement, they would like to be free to engage with management on issues without running a huge risk (more upward communication). They indicate strongly that management does not listen to their ideas and suggestions. They want more explanation for some of management’s decisions, more discussions over causes and prevention of breakdowns in production, and clearer ideas of how they fit into the larger company. Despite some lack of alignment with the company goals, they do want to work for the larger good. More efficient budgeting processes, clearer career paths, and better understanding of their capabilities by their own managers seem to be needed. The company management needs to deal with some mistrust by employees, and this will not be achieved overnight. Immediate actions include a communication management plan to achieve better alignment of its workforce, as well as communication skills development for its levels of managers. Communication keeps any organisation together. There is good potential for PetroSA to attain its vision to be a leading petrochemical company in Africa. But first, it has to improve its internal communication.

National Oil Companies ("NOCs") play an important role in a country's petroleum industry. Their relationship with their government is much more complicated than those between commercial oil companies and their shareholders due to the government's multi-dimensional role as a shareholder, resource owner, and regulator. As a result, NOCs usually take non-commercial responsibilities and their governments often employ more proactive measures to intervene. Driven by a wide range of factors, the constant revision of their relationship is a crucial component of the petroleum sector reform.The aim of the thesis is to analyse the effectiveness of NOC reform in achieving respective objectives (both commercial and non-commercial) of governments, and the major factors contributing to that effectiveness or lack of it. The thesis looks at NOC reform to the regulatory framework, the industrial structure, the pricing and distribution system, and the fiscal and financial regimes. It examines the effectiveness of reforms by evaluating the effectiveness of the relationship between governments and NOCs, using the Principal and Agent theory. A case study approach and historical analysis approach are used in analysing NOC reforms in China during the years between 1949 and 2006.The thesis concludes that the regulatory capacity of government together with its social concerns in reforming oil pricing system are two major factors, which set the pace of NOC reform and decide the effectiveness of it. It therefore shows that NOC reform is often a long term process, as the build up of the regulatory capacity takes years or even decades, as demonstrated in the case of China. The thesis also developed a new analytical framework that can be used to study general NOC reforms in countries other than China.

This dissertation is composed of three separate essays in the field of energy economics. In the first paper, both data envelopment analysis and stochastic production frontier estimation are employed to provide empirical evidence on the revenue efficiency of national oil companies (NOCs) and private international oil companies (IOCs). Using a panel of 80 oil producing firms, the analysis suggests that NOCs are generally less efficient at generating revenue from a given resource base than IOCs, with some exceptions. Due to differing firm objectives, however, structural and institutional features may help explain much of the inefficiency. The second paper analyzes the relationship between economic development and the demand for energy. Energy consumption is modeled using panel data from 1990 to 2004 for 50 countries spanning all levels of development. We find the relationship between energy consumption and economic development corresponds to the structure of aggregate output and the nature of derived demand for electricity and direct -use fuels in each sector. Notably, the evidence of non-constant income elasticity of demand is much greater for electricity demand than for direct-use fuel consumption. In addition, we show that during periods of rapid economic development, one in which the short-term growth iii rate exceeds the long-run average, an increase in aggregate output is met by less energyefficient capital. This is a result of capital being fixed in the short-term. As additional, more efficient capital stock is added to the production process, the short-term increase in energy intensity will diminish. In the third essay, we develop a system of equations to estimate a model of motor vehicle fuel consumption, vehicle miles traveled and implied fuel efficiency for the 67 counties of the State of Florida from 2001 to 2008. This procedure allows us to decompose the factors of fuel demand into elasticities of vehicle driving demand and fuel efficiency. Particular attention is paid to the influence of the price of fuel, the sale of goods and services, vehicle ownership and population density on each component of our model.

Extended Abstract Low salinity water and brackish groundwater is valuable and very precious source of water especially in arid land such as of Kuwait. Considering that the Kuwait Oil Company KOC future low salinity water demand will increase significantly due to the expansion on the company activities, low salinity water are utilized for industrial applications, such as firefighting systems, desalter wash water and other industrial applications, taking in account that Abdaliyha brackish water (producing low salinity water from Dammam formation) is the main productive field of low salinity water that KOC relied on since 1945 to supply South & East Kuwait asset, West Kuwait asset as well as Ahmadi residence area for industrial and other non-potable applications, this precious source of low salinity water must be utilized and consumed carefully to avoid any deterioration may occur on the water specifications or / and on the aquifer water level. In view of the above, low salinity water management has become of the great attention in the company to secure this sources of water future applications and demands, hence, KOC been prepared to handle and overcome this issue in economical, efficient and scientific acceptable manners.
