In this paper we explore links among firms’ performance, firms’ alliance strategies, and national culture in the context of the global information and communication technologies (ICT) industry. Currently, partnering is the one of the most effective ways to access a broad set of resources. In the ICT industry, we can observe a significant number of alliances, networks, and mergers and acquisitions. The contribution of this paper is to investigate how a contextual factor – namely, national culture – influences the alliance portfolio formation and a firm’s performance. We also aim to contribute to the issue of alliance portfolio formation. First, the concepts of alliance portfolio and culture as an explanatory factor are elaborated upon and their relevance to the study discussed. Second, using a sample of 30 ICT leaders and 10,247 of their alliances, we explore the effect of alliance strategy on firms’ performance as well as the connections among culture, firms’ performance, and alliance strategy. The study confirms that, in a global ICT industry (i.e., the most dynamically changing and riskiest environment), weak alliances may increase a firm’s performance more than strong, traditional strategic alliances. Culture may be used as one of the explanatory factors affecting firms’ performance as well as firms’ alliance strategies. The first phase of a three-year research project was undertaken in 1994. This involved a national survey of NHS health promotion units to determine the healthy alliances they had in place with the education sector. Questionnaires were sent to all specialist NHS health promotion units in England and a 64 per cent response rate was achieved. The aim of the survey was to discover the specialist health promoters' perceptions of the extent, purpose and nature of healthy alliances between the two sectors, and the factors they felt had facilitated and/or constrained the establishment of such alliances. Variables included the size and type of unit, the existence of coterminous boundaries and the health promotion approaches adopted. The results demonstrate that health promotion specialists are extremely active in both the initiation and management of collaborative initiatives, with 98 per cent of health promotion units having alliances in place with the education sector. The most common type of alliance is one established with a single LEA, although the majority of units had more than one type of alliance in place with education at the time of the audit. The education sector was said to play a less active role in alliance maintenance. Health promoters were concerned about the substantial change to educational funding. This was seen as a major setback for alliance working, particularly the impact this change has had on the role of local authority advisory staff. These results will be used to establish the second phase of the study, which will involve a national survey of health education advisors.

This paper aims to highlight the relationship between cultural differences and the performance of non-equity alliances in the hotel sector with reference to a developing country. The paper employs an empirical investigation based on quantitative analysis. Data were gathered through questionnaires obtained from Tunisian hotels involved in 78 non-equity alliances with foreign partners. The partial least squares (PLS) technique was used to estimate the model. Results reveal that national and organizational cultural differences have a negative impact on alliance performance in this sector. The likelihood of alliance decay is then strengthened. However, national cultural differences do not moderate the relationship between organizational cultural differences and alliance performance. The corporate culture of these hotels could somehow be impervious to local culture. This paper helps fill the void of empirical evidence of the impact of both levels of culture on the performance of non-equity alliances in the hotel industry, which warrants more attention, especially in developing countries.

Following the launch of the National Health Insurance (NHI) program in 1995, universal coverage was achieved in Taiwan. In the period immediately following the introduction of the program, private hospitals did well and many opportunists entered Taiwan's rapidly expanding, prosperous healthcare market. However, the boom did not last long, ending with Bureau of NHI's hospital global budget system in 2002. The new NHI policies, stricter regulations, and higher public expectations of healthcare services intensified competition in the healthcare market and many private hospitals were forced to close. The Taiwan Landseed Medical Alliance (TLMA) was formed in 1993 by eight hospitals. It was the first successful hospital alliance in Taiwan. Although most of the alliance members were private district hospitals, through collaboration and integrated networks TLMA offered a unique model that combined the strength of each of these small-scale hospitals. The alliance thus enhanced the ability of its members to survive despite fierce competition, and increased their capacity to provide first-rate health care. By fully implementing the operations and development strategies inherent in a collaborative hospital group, TLMA members worked through difficulties together and are already on course to meet many other alliance goals including the upgrading of hospital management practices and service quality, improvement of the medical environment, and promotion of good hospital practice. The case aims to evoke discussion on the important role of alliances in competitive markets and ways to form strategic alliances. Supportive actions and alliance structures should also be considered.

This study aims to prove that the implementation of strategic alliance and tacit collusion can increase the competitive advantage of CCT-NCBA in organic coffee production by developing market areas and product innovation. This study aims to prove that implementing a strategic alliance can increase the competitive advantage of coffee organic through developing the market area and product innovation. Based on the results of hypothesis testing and the analysis of strategic alliances, market area, and product innovation against competitive advantage, it is known that building a competitive advantage in the product coffee organic be achieved through the establishment of strategic alliances and tacit collusion right, based on the exchange of raw material resources, technology or resources marketing. Strategic alliances and tacit collusion are used to strengthen the position of organic coffee production in the face of competition organic coffee business. The more precise the model selection strategic alliance and tacit collusion, product innovation organic coffee production will be able to build a competitive advantage of her. The development model of strategic alliances and tacit collusion CCT-NCBA that needs to be developed is to increase the competitive advantage has the form of an alliance focused on cooperation in the provision of raw materials, interest in improving the skills of cooperation, and the application of the production process technology.

The 2004 Indian general elections stunned observers when, contrary to expectations, the ruling National Democratic Alliance (NDA) coalition government led by the Bharatiya Janata Party (BJP) and Prime Minister Atul Behari Vajpayee was defeated by an electoral coalition led by the Indian National Congress (INC) headed by Sonia Gandhi. A further surprise came when Gandhi declined to become India's first foreign-born prime minister, opting instead to back party stalwart Dr Manmohan Singh for this office. Dr Singh, India's first Sikh prime minister, now heads a United Progressive Alliance (UPA) coalition government headed by a cabinet containing 19 INC members and 10 members of smaller parties. Will the return to power of the INC after eight years in opposition (during three years of Left Front then five years of BJP/NDA rule) result in a shift of India's foreign and national security policies?

This study employs an eclectic rhetorical-critical approach to examine the Website of the National Alliance, a prominent White-supremacist organization. This study is guided by research questions that ask what rhetorical strategies the National Alliance uses on its Website, and how these strategies might inform how politically-extreme Internet communities socialize new members into their belief systems. The critical analysis shows that the National Alliance desires its audience to become identified with the goals and program of the organization, redefine their notions of "responsibility" to only encompass the White race, and obsessively endeavor to build the foundation for a new White society. This study concludes by defining "socialization value," a proposed rhetorical-critical construct with special relevance to Internet texts. The National Alliance Website possesses a high socialization value, meaning that it is likely to assist the National Alliance in expanding the size of its Internet community.

Understanding the effects of national culture differences on cooperation and performance is a problem facing the United States and South Korean Air Component Command Headquarters. Little is known about the dynamics of national cultural differences within the headquarters, and as a result, little attention is given to educating members on how to manage multicultural relationships. Guided by Hofstede's cultural dimension theory and Schein's model of organizational culture, the purpose of this quantitative quasi-experimental study was to understand the factors influencing national cultural differences among the United States and South Korean staff officers (N =178) assigned to the Air Component Command Headquarters, Republic of South Korea. Primary data were collected using the 2013 Values Survey Module. The following 6 dependent variables were examined: power distance, individualism, indulgence, masculinity, uncertainty avoidance, and long-term orientation. These data were analyzed via bivariate correlation, independent-sample t tests, and one-way analysis of variance. Analysis of variance and t-test findings indicated that an increase in cross-cultural experience (military exchanges, foreign language proficiency, and years lived abroad) influenced national cultural scores. Additionally, to a moderate extent, bivariate correlation analysis showed that national cultures could also be affected (positively and negatively) by differences in participant education levels, military seniority and time served, years lived abroad, military exchanges, and foreign language experience. Implications for positive social change include increasing national cultural awareness among Air Component Command members as a method for improving collaboration and military readiness.

As a result of constitutional restrictions on its use of military force, Japan has long held a reputation as a pacifist state. Yet, for more than twenty years, it has been undergoing a steady process of normalization that has seen these restrictions gradually removed or bypassed. At a time when Japan is moving toward a more proactive security policy this thesis examines the important effect procurement choices have upon both its strategic options and its regional relations. This study examines the development and structure of Japan's defence industry, assesses the threats it is required to address, and gauges the impact of domestic and foreign influence upon security policy. In addition, it raises important questions regarding the nature of Japan's strategic direction and the lack of open discussion of areas of significance. In particular, it looks at the failure of weapon choices to become more than an economic issue, despite the far broader impact of the choices made. It also considers the extent to which the threats faced by Japan have been accurately assessed, and the possible implications of narrow adherence to the US-Japan security alliance. Finally the thesis helps to address a long-standing gulf in Japan's academic community which has seen liberal academics largely standing removed from discussion of security policy on ideologically pacifist grounds. By showing that the possible choices in security policy are far broader than commonly perceived, this thesis allows and encourages a more open and active debate on Japan's future role, both in East Asia and internationally.

The Arnold Engineering Development Center (AEDC) and the NASA Lewis Research Center (LeRC) have formed a government alliance aimed at establishing and supporting a national, application-oriented computational fluid dynamics (CFD) capability, centered around the NPARC flow simulation software. The Alliance is supported by and responsive to an association made up of more that 100 active users at over 60 government, industry, and academic institutions. This paper discusses the history, structure, and philosophy of the NPARC Alliance.

The paper studies strategic alliances and their role in interna­tional business. The importance of strategic alliances in the global econo­my has increased. Strategic drivers for interfirm co-operation between alli­ance partners are market growth, cost reduction, reducing risk, and access to knowledge. The author focuses on the advantages and disadvantages of strategic alliances. The challenges of managing international strategic alli­ances are also discussed. Ensuring the success of strategic alliances between international firms is more difficult due to alliance partners’ differences in national, organizational and professional culture. International strategic al­liances are critically important to a firm success and coping with globali­zation, deregulation, and developments in information and transportation technology.
