Abstract (sommario):
The vibration transmitted to the tractor driver not only leads to the driver health problems, but also reduces the driver working efficiency. One of the methods utilized to reduce driver vibration is the seat suspension system. Development of the tractor vibration model is the first step toward the implementation of the tractor seat suspension. In this research development and evaluation of full-vehicle vibration model of MF 285 tractor was considered. At validation phase, the developed model simulated the predictable outputs correctly. The modified parameters of the model reduced the simulation error by 30% compared to the model with primary parameters. Furthermore, considering the operation status of tractor engine in the simulated tractor, the simulation error was reduced from 45% to 27%.

Abstract (sommario):
Abstract: Most organizations implement evaluation studies to determine how to improve aprogram or to decide if a program should be continued. However, evaluation can be used to help organizations make relevant and valid decisions for the cycle of program planning, development, implementation, and operation. This article describes a “comprehensive evaluation model” used at Sacred Heart Child and Family Centre, Toronto, Ontario, that provides a framework for understanding the importance of evaluation activities within all program phases. Four sequential evaluation stages are presented as the framework for the Sacred Heart model, and it is argued that consideration of these stages is essential to an adequate assessment of a program’s efficiency and effectiveness. The use of the comprehensive evaluation model is illustrated through two case studies: the design and implementation of an automated management information system and an evaluation of a primary prevention program.

Abstract (sommario):
Background: The term “cluster evaluation” was first coined in 1988 by W. K. Kellogg staff in an evaluation of a Foundation-funded initiative; the concept was further developed and practiced by the Kellogg Foundation evaluation consultants and other practitioners in the evaluation community Setting: Cluster evaluation was a model used to evaluate the programming of a small specialized UN agency in three countries (Lebanon, Jordan and Palestine) of the Arab States. Purpose: The article explains how cluster evaluation, as originally conceived by the W. K. Kellogg Foundation, was adapted to the realities of the UN system. Subjects: NA Research Design: The authors present a case study of an evaluation of a cluster of programmes from the Arab States region (Lebanon, Jordan and Palestine) that was conducted by a small, specialized agency of the UN. Data Collection and Analysis: The evaluation was designed as a series of programme reviews. Information from the reviews was to be aggregated in order to understand collective contributions to the region. Findings: The case study demonstrates the potential benefits of the model as well as some of the challenges. Conclusions: Analysis of the data leads to a number of interesting conclusions. First, in the philanthropic sector, cluster evaluation is a programmatic intervention. That is not the way that the model was used in the context of this evaluation. Instead of evaluation as intervention, it was evaluation as capacity development. This evaluation took place in the Arab States, a region in which evaluation capacity is perhaps not as institutionalized as other parts of the world. The purpose of using a cluster evaluation in this context was to strengthen the capacities of the national evaluators. Each of the national evaluators who were contracted had different areas of strength and weakness. By establishing a strong network amongst themselves, they were able to leverage each other’s strength and to compensate for any weaknesses. The consultants developed each other’s capacity and that greatly benefited the evaluation. The higher capacity went on to benefit the collective evaluation capacity of the region. The national evaluators have all gone one to be leaders in the formation of their respective regional and national evaluation organisations.

Abstract (sommario):
To make freeway safety facilities function well, field survey is carried out to evaluate the maintenance quality of freeway safety facilities. In traditional models, the same weight values are assigned to the safety facilities while evaluating without considering the functional differences of different facilities. The paper develops the maintenance quality evaluation procedure and the model considering the functional differences of freeway safety facilities. In the evaluation procedure, the safety facility damage in function is the main index to get the evaluation scores for each kind of facility. The purpose of the model is to convert the evaluation scores of different safety facilities to an overall maintenance quality measure, and this result can reveal the overall facility maintenance quality of the freeway segment. In order to build the model and confirm the calculated weight of each kind of facility, Multivariable Regression and Optimized Analytic Hierarchy Process were used separately. The model was validated by comparing the proposed model evaluation results and the reorganized survey evaluation results. The coefficient of correlation (R2value) is 0.9048, which shows strong correlation between the subjective evaluation and objective evaluation.

Abstract (sommario):
Active engagement of youth participants in the evaluation process is an increasingly sought out method, but the field can still benefit from new methods that ease youth participatory evaluation implementation. Meaningful youth engagement in the evaluation process is particularly advantageous under the 4-H thriving model because of its potential to contribute to positive youth development, foster relationship building, enhance evaluation capacity, and improve program quality through improved evaluations. This program sought to facilitate actively engaging youth in the evaluation process by breaking it up into clear and manageable steps including evaluation design, data collection, data interpretation and analysis, reporting results, and outlining programmatic change. To achieve this aim, program staff designed the Evaluation Skill-a-Thon, a set of self-paced, experiential evaluation activities at various stations through which youth participants rotate. Actively involving youth participants in the evaluation process using the Skill-a-Thon model resulted in youth being able to identify and design programmatic changes, increased participation and response rates in other evaluations, and several youth participants’ gaining an interest in evaluation and working to design evaluations in later years. The Evaluation Skill-a-Thon holds promise for actively engaging youth participants in the entire evaluation process, easy implementation, and increasing evaluation capacity.

Abstract (sommario):
Sustainability of settlement systems is of greatest relevance in political and socio-economic stability all over the world. The development effectiveness of a rural settlement system involves the solution of a number of matters in sustainable development, namely social welfare and environmental balance, economy and industry development, improving the pipeline and utility infrastructure, and improving the efficiency of the decision-making process. Currently, the sustainability of a rural settlement system is one of the key objectives in regional planning in post-Soviet countries. The introduction of new tools for assessing and managing the settlement system development is particularly true for Belarus, as a country with a strong focus on agricultural industry. The research aim was to develop and approve a model for evaluating the settlement system development. The research methods were based on the complex and interdisciplinary approaches, namely the system-element approach, the comparative analysis, spatial and mathematical modelling, factor analysis, and the cartographic analysis. The model was approved by practical consideration for evaluating the development of the analogue object at the local planning level. The practical relevance of the research is associated with the potential for using the model as a significant tool in land use planning. The model employs both quantitative and qualitative evaluation to obtain alternative solutions towards sustainable development of rural areas. Another advantage of the model is its multifunctionality, which enables: (1) sustainability evaluation of a settlement system, (2) establishment of regional planning priority areas, and (3) development of specific measures for ensuring the sustainability of a regional settlement system and its elements.

Abstract (sommario):
According to the connotation of Scientific Outlook on Development, this paper constructs an enterprises scientific development performance evaluation model based on factor analysis and combination weighting. The innovation points and contributions are in three aspects. First, by evaluating performance from the manpower criterion, the basic idea of Scientific Outlook on Development of people-oriented is reflected. Second, by applying the factor analysis to screen evaluation indicators, fourteen indicators are selected to reflect more than 85% of original information and avoids information duplication and redundancy. Third, by determining the combination weight through multiplicative synthesis method based on G1 and TOPSIS, it fully utilizes experts’ subjective experiences and objective information.

Abstract (sommario):
The paper outlines theoretical foundations for investigations to be conducted in our education, based on USA (DISCOVERY) and Yugoslav (CREATIVITY) previous projects that dealt with developing, investigating and evaluating (a) abilities of creative problem solving within seven types of intelligence after the Gardner model and (b) curriculum that provides and encourages the development of those abilities. Divergent thinking and creativity in all spheres of intellectual behavior in teaching are encouraged by introducing open-type questions, play, exploring activities and multimedia integrative-interdisciplinary thematic approach to problem solving. Multiple intelligence and a dimensional model of problem solving present theoretical foundations for curriculum development and a new qualitative approach to process evaluation of student's various abilities. Investigations should make provisions for comparing the results obtained in various cultures and for integrating best solutions into a common whole. Comparing the results of cultures and testing theoretical models and instruments for the evaluation of students are the outcomes essential to the science of pedagogy. Curriculum development oriented to problem and divergent thinking in different areas, intellectual functioning, and enrichment of the choice of instruments for multiple process evaluation of students can also significantly contribute to the current reform of Yugoslav school, development of student abilities and teacher education and in-service training.

Abstract (sommario):
As natural backwater structures, landslide dams both threaten downstream human settlement or infrastructure and contain abundant hydro-energy and tourism resources, so research on their development feasibility is of great significance for permanently remedying them and effectively turning disasters into benefits. Through an analysis of the factors influencing landslide dam development and utilization, an index system (consisting of target, rule, and index layers) for evaluating development feasibility was constructed in this paper. Considering uncertainty and randomness in development feasibility evaluation, a cloud model-improved evaluation method was proposed to determine membership and score clouds based on the uncertainty reasoning of cloud model, and a cloud model-improved analytic hierarchy process (AHP-Cloud Model) was introduced to obtain weights. Final evaluation results were obtained using a hierarchical weighted summary. The improved method was applied to evaluate the Hongshiyan and Tangjiashan landslide dams and the results were compared with the maximum membership principle results. The results showed that the cloud model depicted the fuzziness and uncertainty in the evaluation process. The improved method proposed in this paper overcame the loss of fuzziness in the maximum membership principle evaluation results, and was capable of more directly presenting evaluation results. The development feasibility of the Hongshiyan landslide dam was relatively high, while that of the Tangjiashan landslide dam was relatively low. As suggested by these results, the evaluation model proposed in this paper has great significance for preparing a long-term management scheme for landslide dams.

Abstract (sommario):
Central Research Institute of electric Power Industry (CRCIEPI) has developed original SOFC performance evaluation method and applied to a wide variety of cells. Based on the SOFC performance evaluation method, a new SOEC performance evaluation method has been developed this time. By this evaluation method, the difference between the open circuit voltage and the cell voltage can be expressed by the internal resistance loss (measured value), the fuel electrode overvoltage, the oxygen electrode overvoltage, and the Nernst loss. In this study, cell performance before and after the CO2 direct electrolysis test was compared by SOFC and SOEC evaluation methods and clarification of cell degradation factor by CO2 direct electrolysis.

Abstract (sommario):
The educational evaluation course is one of the courses in the undergraduate Islamic Religious Education study program. This course teaches theory and practice. The problem in this study is in the form of educational evaluation material with the characteristics of calculating and the mathematical concepts are the main learning difficulties. Educational evaluation learning outcomes have not shown maximum results. By creating a learning material product, this research aims to create a blended learning educational evaluation course and then test the product's effectiveness. The study and development method is the one that is employed. The planning, development, and evaluation phases of the Dick and Carey model are used in this research. Learning design experts, material experts, language experts, and media experts are tested as part of the product testing process. Learning design specialists received an average score of (4.46), followed by material experts (4.44), language experts (4.60), experts in print media (4.82), and experts in non-print media (4.44). (4.58). Following that, 90.91% of one-on-one trials with three pupils were very feasible, followed by 95.28% of small group trials and 96.10% of field trials. After modifications were made based on ideas and advice from experts, the product learning materials are, in conclusion, very practicable to use. The results of the effectiveness test of learning material products revealed that there is a significant difference between the pre-test and value post-test in the use of learning modelsblended learning educational evaluation subject in the learning process. The paired sample t test results obtained a p-value = 0.000, which means that the p-value 0.05. The results of the product effectiveness analysis in the form of student learning outcomes seen from the pre-test and post-test showed an increase, the pre-test total score was 334 and the post-test total score was 616. This shows that the learning outcomes have increased scores so that it can be concluded that the material blended learning in educational evaluation courses is proven to be effective in increasing learning outcomes.

Abstract (sommario):
Introduction: Evaluation of curriculum is essential to its development. Typically, curriculum evaluations are conducted by end-of-course questionnaires, often resulting in a lengthy delay in implementing improvements that no longer affect the students who completed the evaluation. This study investigated a continuous real-time curricula feedback model as a novel method more appropriate for simultaneous evaluation and improvement of our integrated physiotherapy courses than typical end-of-course evaluation. Methods: A mixed methods design involving concurrent qualitative (focus group interviews, anonymous comments in a “suggestion” box, qualitative survey comments) and quantitative (survey) approaches was used to regularly collect staff (n = 20) and students’ (n = 127) perceptions of a full-year course. Quantitative data were analysed descriptively, and qualitative responses were collated and categorised. The analysed data were fed back to staff and students in the form of a feedback report sent out via email after each module. The report incorporated a summary of the results and the changes to be actioned within the next module. Results: We found the new model to be helpful and liked by both staff and students. Students liked that they could see change as a result of their feedback. Staff felt it should be used in conjunction with the typical end-of-course evaluation, although they found the periodic student feedback reports helpful. Conclusions: The continuous feedback model, although it does not eliminate the need for a formal end-of-year quantitative evaluation, did provide useful qualitative information, a safe environment for student feedback and the opportunity to correct issues in the curriculum as they arise.
