Recently the Italian Government has adopted a new regulation of the Italian Port Authorities under the law no. 124 of 7 August 2015 in order to implement the European Union’s transport policy as well as to improve the strategic maritime logistic sectors and attracting investments. The 58 Italian ports have been organized into 15 new Port System Authorities (PSA) with the cooperation by the National Coordination Conference under the supervision of the Ministry of Infrastructures and Transport. The achievement of the aforementioned objectives was pursued by the Government through four key points: the introduction of strategic decision-making centres, administrative reorganization, bureaucratic simplification, and the promotion of other actions for logistics and ports. The tasks of the new Port System Authorities, which represent the nodes of the TEN-T Corridors, a logistics network integrating maritime, road and air transports, are: a) guidance, planning, coordination, and control of port operations and services, concessionary activities and other commercial and industrial activities carried out in ports and territorial districts as well as ordinance powers in safety and hygiene at work; b) ordinary and extraordinary maintenance of the common parts in the port area, including that for the maintenance of the seabed; c) entrustment and control of activities aimed at supplying services of general interest to port users for valuable consideration, with the exception of port operations and services strictly connected to said operations; d) coordination of administrative activities carried out by public bodies and bodies within the ports and in the state-owned maritime areas included in the territorial district of the Authority; e) the exclusive administration of the areas and assets of the maritime state property included in their own districts; f) promotion of the forms of connection with the port and inland logistics systems.

This paper presents an assessment of the qualification and competency of maritime casualty investigators within the Maritime Safety Services Command (MSSC) of the Philippine Coast Guard (PCG). The objective of this assessment is to identify areas for improvement and provide inputs to enhance the capabilities of the maritime casualty investigators. Respondents of the study were 57 maritime casualty investigators who have undergone a 10-day training on maritime casualty investigation. They were assigned to different Maritime Safety Services Units and Coast Guard Districts all over the Philippines. The study evaluated the educational background, training programs, and practical experience of the investigators, along with their knowledge of relevant maritime laws and regulations. Findings highlighted potential gaps in qualifications and competencies, such as the need for specialized training in accident reconstruction. This is a field that demands deep understanding of various factors influencing maritime accidents. Additionally, the assessment considers the use of advanced technologies and methodologies in maritime casualty investigations. These results suggest that the level of education alone may not be a reliable predictor of proficiency in the assessed competencies, warranting further exploration of additional factors that may contribute to the development of maritime investigative skills.

The maritime economy is gradually becoming a new engine for the high-quality development of the economic and social sectors. However, due to factors such as geographical location and natural endowments, there are significant regional disparities, making it challenging for the national maritime economy to achieve balanced development. Therefore, this paper constructs an index evaluation system for the high-quality development of the maritime economy. It calculates the comprehensive index and subsystem indices of the high-quality development of the maritime economy in 11 coastal provinces (cities and districts) in China from 2008 to 2020 and examines their regional disparities and dynamic evolution. The study reveals the following: (1) The high-quality development levels of the maritime economy in coastal provinces show a fluctuating upward trend, with different dimensions of advantages in each province. (2) The overall regional disparities exhibit a development trajectory of expansion followed by contraction, with a general trend in narrowing disparities. Currently, the southern maritime economic zone has the greatest internal differences, and the gap between the southern and northern maritime economic zones is relatively pronounced. (3) Significant fluctuations are observed in the disparities in high-quality development of the maritime economy between China and the three major maritime economic zones. The internal gaps within the northern and southern maritime economic zones have expanded to varying degrees, whereas the gaps within the eastern maritime economic zone have shown some convergence. (4) Inter-group mobility among provinces in different states of high-quality development of the maritime economy is low, and provinces in a low-level state exhibit a noticeable “low-end lock-in” phenomenon. This paper, through a timely spatial and temporal analysis of China’s high-quality development process of the maritime economy, aims to provide policy guidance for advancing the high-quality development of the maritime economy.

Maritime Transnational Crimes are common in port cities, mostly covering crimes such as smuggling goods; illegal wildlife trade (IWT) in shipment of both flora and fauna species like pangolin meat and red sanders; smuggling of endangered marine species like sea cucumber, turtles, seahorse, shark fins, etc.; smuggling explosives in vessels and containers, illegal activities like trafficking- humans (International Maritime Broder Line- IMBL violations cases), drugs, arms and ammunitions, piracy (robbery), illegal logistics services (migrant smuggling) are also, rampant. Tamil Nadu is the second largest coastal state in peninsular India, with 13 coastal districts covering 1076 kms which shares international maritime border with South and Southeast Asian countries like Sri Lanka and Maldives. The state and central government of India in order to secure the maritime border and to prevent these crimes have engaged law enforcement agencies such as Forest Department, Wildlife Crime Control Bureau (WCCB), Directorate of Intelligence (DRI), Customs Officials (CO), Coastal Security Group (CSG) - Marine Police, Indian Coast Guard (ICG) and Indian Navy. Simultaneously, the coastal communities are ushered and play a vital role in preventing Maritime Transnational Crimes in the international maritime boundaries and sea shores. Though, these attempts are effective still the transnational maritime crimes are increasing day by day in the coastal Tamil Nadu. This paper attempts to highlight the Maritime Transnational Crimes and smuggling activities in coastal Tamil Nadu and the role of coastal community in coastal security. The article considers the results of a sociological survey devoted to the analysis of preferences and perception of maritime museums by their potential visitors. The topic of maritime heritage and its museification is relevant due to a number of strategic documents devoted to the development of activities aimed at marine resources and affecting the preservation and actualization of maritime heritage. Although there are studies devoted to maritime museums in Russia and abroad, the attitude of visitors to this kind of expositions has not been studied before. This lacuna, along with the need to develop maritime museums, determined the purpose of this work — to analyze the visitor’s perception of the topics presented in the expositions of maritime museums.The study is based on a sociological survey (20 topics were presented in the questionnaire). The sample size was 500 people, including 171 men and 329 women. The average age of the respondents was 32 (±11) years in the range from 12 to 74 years. The majority of the respondents live in the Central and North-Western Federal Districts. Slightly more than a quarter of the respondents work in museums or are associated with cultural and tourism institutions. The article analyzes the estimated results in accordance with the respondents’ age, gender, as well as their involvement in museum activities.The results of the research can be applied within the framework of scientific and exposition activities – in particular, when creating scientific concepts for new expositions and exhibitions dedicated to maritime heritage. In addition, they can be used in preparation of training courses dedicated to the study, preservation and museification of maritime heritage.

This study aims to research the causality relationship between industrial agglomeration in labor, fisheries production, and fisheries households in Tanggamus district. The agglomeration index measured using the Balassa Hoover Index analysis tool and Geographic Information System (GIS) using Geoda. The data used are secondary data obtained directly from the Central Statistics Agency (BPS), the Department of Fisheries and Maritime Affairs of Tanggamus Regency. The number of cross-section data is 20 districts in the period 2012-2016. analyzed using the Granger Causality Analysis method. The Hoover Ballassa index results show a strong degree of agglomeration in only 6 districts. The results of the analysis of the relationship between states of origin state that there is a unidirectional causality between the agglomeration and labor variables, which statistically significantly influence the agglomeration and do not apply otherwise. Unidirectional causality occurs between agglomeration variables and fisheries production only fisheries production which statistically significantly influences agglomeration and does not apply vice versa. Unidirectional causality occurs between agglomeration variables and fisheries households ie only fishery households that statistically significantly influence agglomeration and do not apply otherwise.

The tourism sector plays a role in the economic development of Indonesia and serves as one of the sources of Regional Original Income. Generally, countries with potential coastal natural resources utilize maritime tourism as a tool to support their development, including in the Mentawai Islands Regency, West Sumatra Province. The tourism sector represents one of the economic development potentials in the Mentawai Islands Regency. Maritime tourism involves recreational activities conducted in marine or coastal areas, including beaches, islands, and oceanic regions, encompassing the surface, depths, and seabed. One of the potentials of maritime tourism destinations is the local wisdom specific to each region. Areas that adopt a community-based approach to the development of maritime tourism utilize social and cultural potentials as tools for its advancement. Therefore, this study focuses on the local wisdom of the Mentawai ethnic community on Siberut Island within the maritime tourism region. The research aims to identify, describe, and explain the local wisdom still applied in the daily lives of the indigenous Mentawai community on Siberut Island as a basis for the development of maritime tourism. The theory of local wisdom is used to analyze the forms of local wisdom. The research design falls under the non-experimental research design. Based on its nature, qualitative data is utilized in the study. From the discussion, it can be concluded that the South Siberut and Southwest Siberut sub-districts exhibit various forms of local wisdom. The forms of local wisdom include knowledge, technology, religious beliefs, culture, customs, and creative products of the community.

Fisheries are among the leading resources in the Bima District area. This is because of aquaculture and capture fisheries. This condition is caused by the Bima district area being surrounded by the Indian Ocean, Flores Sea, and Sape Strait waters. Therefore, this study aimed to determine the production value of fresh seawater fish in the Bima district area and the SLS value. Observations were made by analyzing data on wet sea fish production value in each sub-district during 2016 – 2020. Data were obtained from the Bima Regency Maritime Affairs and Fisheries Service. From the observation results, it was found that the water fish production value was obtained in the Sape Sub District at 231957.21 tons and the lowest was in the Parado Sub-District which was 55694.1 tons. Meanwhile, if the sales value of fresh seawater fish, only Sape Sub-District has a sales value of IDR 1,033,373,551,615 and at the same time is the highest value compared to other sub-districts with sales values below IDR 200,000,000.

Transportation is the main driver of all economic sectors in a country. It boosts economic activity and promotes a commodity and geographical area. As a maritime country with more than 17,000 islands Indonesia needs to connect through transportation so that economy can grow and commodities across regions can be traded and commercialized. Other factors that affect economic growth are health personnel and infrastructure development. This study is aimed to investigate the association between transportation, access to sanitation, and health personnel availability and economic growth in districts (kabupaten/kota) in Indonesia. The data used came from the Indonesia Database for Policy and Economic Research (INDO-DAPOER) of the World Bank that covered 331 districts in Indonesia in 2005, 2008, and 2011. The dependent variable was the total GDP excluding oil and gas, while the independent variables were the villages with asphalt road, household access to safe sanitation, and the number of midwives. The results of the study indicate that in districts in Indonesia higher GDP was associated with higher percentage of village with asphalt road, higher percentage of households with access to safe sanitation, and higher number of midwives.

Indonesia is an archipelagic country with a large maritime landscape that lies between the Asian and Australian continents. Indonesia is surrounded by two oceans, the Indian and Pacific Oceans, and is prone to tsunami disasters due to the intersection of three tectonic plates. Kebumen is one of the districts on Java's southern shore that has a high risk of being hit by a tsunami. Given that the beaches in Kebumen Regency are tourist sites with local, national, and international visitors, it is essential to educate the community to be prepared through disaster mitigation activities in order to deal with the tsunami danger. The goal of this research is to look into disaster mitigation measures used in Kebumen Regency. Surveys, interviews, and field observations were used in the data collection process. The District Government, in partnership with BMKG and PNPB, organized a series of activities in the midst of the tsunami tragedy, inviting diverse groups of society, from children to adults. Disaster communication is critical in disaster mitigation because it provides for factual and well-received information to be delivered to the community.

<span lang="EN-US">The Tamil Nadu – Sri Lanka maritime boundary has been responsible for frequent controversies in the global front, due to fishermen from Rameshwaram and Ramanthapuram districts recklessly straying past Indian waters. Instances of Indian fishermen being captured and killed by the Sri Lankan navy have spun vivid images of violence and human rights violation among the masses. Social activists are desperate for an automatic alarm system to warn the fishermen when they are about to cross the border, and avert a possible impending crisis. The following discussion focuses on the design of an alarm signal system that could alert the fishermen on a periodic basis as they approach closer to the maritime boundary. Installing Global Positioning System (GPS) devices would pose several economic challenges. Instead of the conventional approach of using GPS devices to track location, a transmitter – receiver system exquisitely designed to send signals to the boat would be effective. This system helps in keeping a continuous track of the boats. It provides a reliable solution to alert fishermen before they could inadvertently exceed the boundary. </span>

Using climatological data for 27 years of 16 stations an attempt has been made to classify the climate of Bangladesh by the method of Ivanov (1941. 1956 & 1958). Selianinov (1966). Gorsinkii and Shever (1976). By Ivanov's method it has been established that there are three climatic zones in Bangladesh (i) zone with simple humid climate- western bordering districts of Bangladesh; (ii) zone with sufficient humid climate -areas of Bangladesh mainly to the west of 90. E and (iii) zone with super humid climate areas or Bangladesh mainly to the east of 90"E. Almost analogous climatic zones have been obtained by Selianinov's method. By Gorsinkii's method. it has been shown that there are three climatic zones in Bangladesh' (i) quasi-maritime climate -southeastern and northeastern hilly areas; (ii} climate of the plain land- the central belt of the country. and (iii) quasi-continental clill1ate -western bordering districts. By Shevers method it has been shown that there is only sharp continental type of climate in Bangladesh.

North Aceh is one of the districts that has great potential in the maritime and fisheries sector, because part of the North Aceh region is a supplier of captured fisheries products. The problem with this research is that there is no model of a clustering system for captured fisheries products in North Aceh District, so it will be difficult to determine which areas produce superior and non-superior types of fish. This research aims to classify captured fishery results for the 2021-2022 period using the K-Means algorithm with a Data Mining approach to determine superior and non-superior fish types. Therefore, this research can help a little in providing information about the types of fish that are superior and not superior or the types of fish that are most numerous and the types of fish that appear the least at fishing ports in North Aceh District. The stages carried out in this research started from compiling research instruments and literature review, data collection and analysis, designing a clustering system model and implementing the system. This research produces 2 clusters, namely cluster 1 is superior fish and cluster 2 is non-superior fish. The K-Means algorithm with a Data Mining approach can be used to group types of capture fishery products at fishing ports in North Aceh District.

Over the last few decades, underwater mechanical system became a necessity for ocean research and exploration. The necessity of this type of equipment provides a new type of marine platforms in different areas of oceanographic research. Until this moment, the underwater vehicles have developed in different shapes, sizes and means of propulsion. Take into consideration these characteristics, we could determinate the type and mission of the vehicle. In this paper we investigate the problem regarding the pressure exerted of remotely operated vehicle. The remotely operated vehicle is designed in order to achieve different mission regarding the surveillance in lakes, harbors and maritime environment. This mission can take place through a remote control system placed onshore or on seaborne platforms. To improve the endurance of remotely operated vehicle, we performed a simulation study during which we compare the drag forces acts on the underwater vehicle according to its shape. Using SolidWorks program to create the body simulation vehicle and Ansys CFX to realise the simulation, this paper present the result simulated for the forward part of the vehicle.

This article explores the challenges and opportunities that accompany efforts on the ground to nurture innovation as we promote stewardship, preserve valued places, advance education, and facilitate citizens’ connection to their parks and historic sites in the second century of the National Park Service. Using the first nationally designated historic site, Salem Maritime, as a case study, we examine efforts to grapple with bureaucratic inertias, entrenched patterns of insularity, and reliance on top-down authority. Support from leadership is necessary to allow education and interpretation staff on the ground to invite scholars, teachers, school districts, community educators, park neighbors, and others to participate in developing more engaged, complex, multivocal, and democratic histories and a broader vision for the new century in the NPS.

This article aims to determine the flood disaster that occurs regularly in Sampang District from a historical perspective. The shape of Sampang City which is likened to a bowl makes Sampang District which is passed by water from various places cannot accommodate the existing water, mainly from the 4 Districts in the north. Even in a year the floods that occur in Sampang can be dozens of times and cause losses in the form of casualties. This article was written based on information from several books, journals, documents from the local government, and also direct interviews with flood victims. This paper is expected to make the main readers of the Sampang community understand the beginning of the flood in this maritime city.Artikel ini bertujuan untuk mengetahui bencana banjir yang terjadi secara rutin di Kecamatan Sampang dari segi historis. Bentuk Kota Sampang yang diibaratkan seperti sebuah mangkok membuat Kecamatan Sampang yang dilewati oleh air dari berbagai tempat tidak bisa menampung air yang ada, utamanya dari 4 Kecamatan di sebelah utara. Bahkan dalam setahun banjir yang terjadi di Sampang bisa belasan kali dan menimbulkan kerugian berupa korban jiwa. Artikel ini ditulis berdasarkan informasi dari beberapa buku, jurnal, dokumen dari pemerintah daerah, dan juga wawancara langsung kepada korban banjir. Tulisan ini diharapkan dapat membuat pembaca utamanya masyarakat Sampang paham tentang awal mula terjadinya banjir di Kota Bahari ini.

Earthquake that occurred in the area of West Sumatera, especially the earthquake that occurred repeatedly since 2004 to 2009 has greatly impacted to the progress and development of fishing effort in seven districts that have sea area in West Sumatera. This study aims to assess the marine business conditions after the earthquake in West Sumatra for can be considered to make policy in the management of fishing effort further. Marine fisheries statistics data indicate that there has been a decline in the number of fishermen postearthquake from 2005 to 2009 as 22.49 percent, the decline in capture fisheries production to 16.12 percent and a decrease in the fishing fleet to 23.89 percent. In resource management and development strategies in the field of maritime affairs and fisheries, it is important to make a comprehensive policy after the earthquake in West Sumatra.

Background The World Health Organization’s 2021–2030 Road Map for Neglected Tropical Diseases boosted global commitment towards the elimination of onchocerciasis, but the timeline to elimination will vary strongly between countries in Africa. To assess progress towards elimination in the Republic of Togo, we reviewed the history of control and time trends in infection. Methodology/principal findings We collated all available programmatic, entomological, and epidemiological data since the initiation of the Onchocerciasis Control Programme (OCP) in Togo through different data sources. We then visualised data trends over time, to assess the impact of interventions on infection and transmission levels. Vector control was initiated by OCP from 1977 (northern and central parts of Togo) or 1988 (southern regions) up to 2002 (most areas) or 2007 (“special intervention zones” [SIZ], parts of Northern and Central Togo). Between 1988 and 1991, Togo initiated ivermectin mass drug administration (MDA) in eligible communities. The impact of vector control was high in most river basins, resulting in low annual biting rates and annual transmission potential declining to very low levels; the impact was lower in river basins designated as SIZ. Repeated, longitudinal ivermectin mass treatments have overall strongly reduced onchocerciasis transmission in Togo. Epidemiological surveys performed between 2014 and 2017 showed that the prevalence of skin microfilariae (mf) and anti-OV16 IgG4 antibodies had declined to low levels in several districts of the Centrale, Plateaux, and Maritime region. Yet, relatively high mf prevalences (between 5.0% and 32.7%) were still found in other districts during the same period, particularly along the Kéran, Mô and Ôti river basins (SIZ areas). Conclusions/significance Trends in infection prevalence and intensity show that onchocerciasis levels have dropped greatly over time in most areas. This demonstrates the large impact of long-term and wide-scale interventions, and suggest that several districts of Togo are approaching elimination.

Surabaya City administratively has a maritime boundary consisting of 11 districts known as Pantai Timur Surabaya (Pamurbaya). One of them is Kenjeran area. The area located in the Development Unit 3 in the Urban Spatial Plan (RTRW) used as a Service and Trade Area and also used as a Tourism Area. Therefore, this study is important to know the shoreline changes and made recommendations in zone management development. Results of this study found that the area of Kenjeran dominated by sedimentation with sedimentation range 0.002-0.015 meters. The largest sedimentation is 2.36x106 m2 with sedimentation of 0.02 meters. Development of the area in Kenjeran is suitable with the RTRW Surabaya, but due to the large sedimentation, there are some things that must be considered such as the uncertainty of land ownership arise in Kenjeran and ecosystem damage. The solution offered is that the government should restrict the use of arising land and there should be clarification of rules from the government on arising land.

The problem in this research is how the authority of the local government of Lampung Province in the management of fisheries resources in the era of regional autonomy and how the efforts of the marine and fisheries office of Lampung Province in an effort to achieve fisheries production in the era of regional autonomy. The research method used is normative research with statute approach. The results of this study are in accordance with the Governor's Regulation on the determination of the main tasks and functions of the Lampung Province Maritime and Fisheries Service as an implementing element of local government in the field of marine and fisheries led by a Head of Service who is responsible to the Governor. he goal is to implement the commitment of the Governor and Deputy Governor elected in 2019-2024 on marine and the Berjaya Fishermen Program to prioritize the welfare of the fishing industry, especially fishermen and their families. The Lampung Provincial Maritime and Fisheries Service provides solutions in the form of feed assistance in collaboration with Lampung University, fish nurseries and distribution in four districts and cities as well as Mobilizing registration and licensing to increase the capacity of fishermen and facilitate licensing and shipping documentation.

Hydrometeorological disasters such as general flooding have occurred in the BMI (Indonesian Maritime Continent) area. One of the cases occurred in 2 sub-districts in Kudus Regency on February 1, 2021. However, limited tools were an obstacle to measuring the falling rainfall and it was very difficult to detect the clouds that caused the rain. Therefore, the rainfall estimation method using the CST and mCST methods is used to find out the results of the rainfall estimation and how to compare the two methods. The data used is Himawari-8 Satellite data along with supporting data from the BMKG Rain Post around the research location. The data is then processed using Google Collaboratory and analyzed quantitatively. The results of this study indicate that the correlation of the value of the estimated rainfall using the CST and mCST methods to the rainfall value of the observation data in the three research areas has a very low value. In addition, the precipitation that occurs tends to be caused by stratiform clouds (Dense Cirrus).

Sustainable and well-developed tourism requires the participation of the community both as managers and as supporters of private industry. The existence of local communities in tourism activities is known as community-based tourism (CBT) which requires synergy between the government, local communities, and tourism industry stakeholders. This study aims to identify the tourism potential that can be developed into CBT, analyse the impact of the presence of CBT on socio-economic activities, and analyse the supporting and inhibiting factors for the development of CBT on the people surrounding the beach of Ambon Island. The results show that there are still several places that can be developed into CBT spots that located in districts of Leihitu, South Leitimur, Salahutu, Nusaniwe, and West Leihitu. Managed CBT still has the opportunity to improve facilities and various types of tourism products, especially those related to maritime affairs. The presence of CBT in the coastal area of Ambon Island has positive impacts on the community, new mindsets, behavior and business motivation, as well as increasing community creativity in economic business, especially culinary businesses, lodging, transportation services, and other tourism supporting products.

The results of this research explain that the infrastructure development strategy carried out for the coastal districts/cities in Riau Province includes; First, developing transportation links through sea transportation services in order to improve the quality and intensity of services in the maritime border area. Second, developing economic growth poles in border areas. It is based on regional idiosyncrasy, local capabilities and takes into account market opportunities aided by changes in infrastructure and data transfer, power, water and telecommunications. Infrastructure development must be carried out through planning that is synchronized with national development. So that the use of the Special Allocation Fund (DAK) for border areas can be realized properly, but the development that has been carried out so far is not in accordance with the national development proposed by the regional government

The year 2014 culminates for Peru the last border dispute at the international level, and and only on this date can the territory of the Republic be configured in its entirety. During the 20th century international land boundary agreements were reached with significant territorial losses, compared to the surface with which the Republic of Peru was born; and in the second decade of the 21st century international maritime boundaries were defined even with the participation of the International Court of Justice in The Hague. Regarding the internal territorial organization, after two centuries of republican life, Peru still faces many challenges. Approximately 75% of its political-administrative districts do not have boundaries established by law and are configured solely on the basis of referential limits with consequent internal boundary differences and permanent decision-making based on territorial informality.The progressive creation of non-functional constituencies, with evident political nuances, also constitutes a challenge in the attempt to configure rational constituencies.Similarly, the inability to create political-administrative regions leads to the consolidation of departmental bureaucracies that use their powers to weaken the regionalization process. This research, using historical analysis, develops the most relevant processes of territorial configuration and reconfiguration that took place between 1821–2021, which explain the current territorial organization of Peru.

The Bangka Belitung Islands are an archipelagic area which is located at 104°50' to 109° East Longitude and 0°50' to 4°10' South Latitude, there are 6 districts and 1 municipality, and with a population of 1,473,165 people. Bangka Belitung is famous for its tin mines, almost 80% of its tin production comes from Bangka Belitung, apart from that, the marine sector also has a distribution role in regional PAD supplies. With the support of fishing boats, fishery products in 2022 will be 196,704 tons/year. To increase fishing capacity in the future, facilities are needed that can support more fishing capacity, apart from ships with larger capacity, they must also be accompanied by other facilities, namely in terms of energy, both for engines and for lighting. To develop renewable energy to support the maritime sector, a system is needed to supply energy, especially to fishing boats, to reduce fuel dependency. By using a clean and efficient energy-generating tool, namely by using a solar cell, with a capacity of 100 wp, a 12Volt/40 HA battery can produce 480 watts of power, so you can light 10 lights with a capacity of 15 watts for 5 hours, meaning you can save fuel by 20-30%.

The article reports on work reviewing research into cross-border tourism space as this relates to sea areas. In essence, the review made it clear that the matter in question only appears in the literature rather rarely, even as its underpinning concepts involving tourism space, borders, cross-border cooperation and international integration have been the subject of many studies. The Baltic Sea is no longer an area of separation, having become – more than ever – a meeting point of numerous political, economic and ecological interests. Within its basin (including adjacent areas of land and waters), cross-border tourism space is developing mainly as connections are formed between already-existing tourism space within given states – primarily coastal cities or regions. Connections via the sea confer physical shape upon maritime tourism space, by way of a banded pattern. In turn, cooperation between entities located on two (or more) sides of the maritime border plays a significant role in delimiting the boundaries of cross-border tourism space associated with sea areas, while also serving in the integration process relating to that space, which is actually more extensive than just the interconnected cross-border sea and the coastal spaces, given that cooperating entities may be located even beyond. The author argues that space in which the authorities, institutions and residents of two or more neighbouring countries make contact with each other by way of tourism as conceived broadly can be designated cross-border tourism space. If it is countries separated by a maritime border that are connected, then it is possible to speak of a cross-border tourism space linked to marine areas. The physical flow of tourists by ship that characterises the space in question (as tourist flows occur) provides further strengthening of the idea that such space is capable of being designated. This research forms part of work on aspects of border management and the development of cross-border management (by which a common, cross-border space, in this case for tourism, is developed). The author also posits the existence of cognitive tourism in relation to coastal areas: in cities (urban systems in coastal districts, ports, historic parts of cities, spas), and along the natural shoreline (visits made to coast, shore, dunes and cliffs). The work is then brought to a close with suggestions for further research on the topic, as based on an integrated approach embracing attractiveness, infrastructure and tourism flows, accessibility, the analysis of strategic and planning documents related to the development of tourism, tourism management, territorial marketing, regional identity, the creation of regional tourist products, cross-border cooperation relating to the development of tourism and the relevant impact of cooperation of this kind.

Despite the fact that Medan, and particularly the Medan Belawan District, played a significant role in Indonesia's maritime history, the district's potential remains unrealized and has not been utilized and accommodated properly. Media is needed to accommodate and educate the public about the importance of maritime knowledge by providing a museum that can function as a place for preserving maritime history. Unfortunately, the interest of the Indonesian people in visiting museums is still relatively low. Therefore, facilities/facilities and infrastructure are needed to support the function of the museum so that it is more recreational but still informative. The Belawan Maritime Museum is located at K.L.Yosudarso Street, Medan Belawan District, and provides information about Indonesian maritime affairs, especially Belawan. The design approach used is the metaphorical architectural approach. The metaphorical architectural theme with the shape of ships and waves applied to the museum is intended to optimize the appearance and marketability of this building. The use of metaphorical themes is closely related to the visual impression and meaning to be displayed in the building. This building is also expected to become an icon in the area. It is hoped that the design of the Belawan Maritime Museum can further increase the interest and insight of the Indonesian people, especially Medan City, about Indonesian maritime affairs and become one of the attractions of Medan City, especially Medan Belawan District, as a tourist destination for local and foreign tourists.Keywords: Belawan, maritime, metaphor architecture, museum

Purpose The use of technology has remained a staple in modern day industry because it creates an enabling environment, which promotes innovation that has propelled globalization. Maritime and tourism are two such critical sectors that have benefited from such technology and stand to benefit more in light of the fourth industrial revolution. The handcart has been used by humans for centuries as a mode of transportation. It has remained relevant to this day, more so a positive contributor to public market experience in developing countries. Notwithstanding, this phenomenon remained largely under-explored and informal with little to no integration in the planning of public markets or market districts. As such, little study or research exists to inform policies to improve and integrate the handcart profession in the overall planning and rejuvenation of downtown Kingston, Jamaica. Therefore, the purpose of this paper is to understand the characteristics and benefits of the handcart logistics by investigating the socioeconomic and spatial dynamics surrounding the operations of this mode of transportation. Design/methodology/approach Qualitative and quantitative techniques were used to completely grasp the complexity of factors that influence and sustain the handcart trade within the coronation market as well as its contribution to Jamaica’s economy. Collection of data was achieved via the administration of questionnaires supported by observations and interviews. Geographic Information System (GIS) was used along with satellite images to integrate spatial representations in the analysis and discussions of results. Findings Consistent with the reviewed literature, the results and analyses revealed that, despite the handcart’s informality and inadequate infrastructural support, handcarts are generally perceived as beneficial to market districts. They fill the transportation gaps where formal governance operations failed and contribute to the local economy by providing employment for low-skilled persons. The handcart industry has been sustained because of the need for the service by mostly vendors and shoppers but more so because of the economic benefits that have been accrued by builders, owners and operators. Research limitations/implications The research focused on handcarts used to convey goods and not carts used as mobile vending carts. In addition, the geographical scope of the research is restricted to the Coronation Market in Kingston. Obtaining knowledge about the sector poses a challenge because some or all aspects of informal activity are not recorded. Various opportunities exist for the improvement of handcarts. As such, they must be incorporated in any future transportation improvement plans in the city of Kingston, Jamaica. Practical implications Despite the attempts to regularize the handcart phenomenon in the downtown Kingston market district, the handcart operators are still not incorporated in various plans and improvement initiatives. Notwithstanding, the benefits to the transportation gap and local economy warrants the need to pay keen attention to this phenomenon and promote regularization. With the introduction of Kingston as a UNESCO Creative City in 2016 and the advent of Airbnb, the potential exists for exponential growth in cultural and community tourism in downtown Kingston. The use of the handcart can therefore be leveraged and integrated in the tourism package to facilitate the movement of tourist luggage from bus terminals and parking lots to their destination in the downtown communities. Originality/value The handcart system is a prominent feature of market districts in Jamaica and, as such, this research bears high levels of significance because it can be replicated or used as a basis to inform handcart policies and the design to improve logistics in any tourism destination. The research serves as a body of knowledge to “all and sundry” because it unearthed some of the handcart’s attributes and contribution to the local economy, can contribute to adequate layout of Market districts by government to incorporate the handcart system, facilitate their integration in cultural and community tourism and facilitate the handcart trade being viewed by society as a profession. At the advent of this Fourth Industrial Revolution, an upgraded design of the handcart may appear.

Geographically speaking, Indonesia is a maritime country with a body of water larger than its land area. but unfortunately the potential of Indonesia's coastal marine products has not been fully utilized. This is not an exception in the Dadap Fisherman's Village, which is one of the sub-districts of Kosambi District, Tangerang Regency. The position which is located at the edge of the North Coast of Java Island and adjacent to the DKI Jakarta province is very strategic for trade routes. But it is unfortunate that its abundant potential has not been utilized properly. One aspect of the cause is the lack of attention to coastal settlement areas which are the starting point for activities in this marine and fisheries zone. Not only that, the unavailability of facilities to accommodate the economic activities of the residents of this village causes a dead impression on the Fisherman's Village because there are no visitors who come and cause the wheels of the community's economy to not move. This project aims to create a marine product trading center that is integrated with a touch-pool area and communal and educational area as a fishery trading support facility that can attract tourists from all walks of life, even those who just want to relieve fatigue and improve the quality of life of Dadap’s community in its social and economic context and respond to the problems that arise. The method used in this project is a qualitative descriptive method. Perihal ini bukan sebuah pengecualian di kampung Nelayan Dadap yang merupakan bagian dari Kecamatan Kosambi, Kabupaten Tangerang. Posisi yang terletak pada tepi pantai utara pulau Jawa dan bersebelahan dengan provinsi DKI Jakarta ini sangat strategis untuk jalur perdagangan. Tetapi sangat disayangkan potensi melimpah tersebut belum dimanfaatkan dengan baik. Salah satu aspek penyebabnya adalah minimnya perhatian terhadap kawasan permukiman pesisir yang merupakan titik awal dari aktifitas dalam zona kelautan serta perikanan ini. Tidak hanya itu, tidak tersedianya sarana untuk mewadahi aktivitas perekonomian para penduduk kampung ini menyebabkan kesan mati pada Kampung Nelayan dikarenakan tidak terdapatnya pengunjung yang datang dan menyebabkan roda perekonomian masyarakatnya tidak bergerak. Proyek ini bertujuan untuk membuat sebuah pusat jual beli hasil laut yang terintegrasi dengan area touch-pool dan communal and educational area sebagai fasilitas pendukung jual beli perikanan yang dapat menarik wisatawan dari segala kalangan, bahkan yang sekadar ingin menghilangkan penat serta dapat meningkatkan kualitas hidup masyarakat Kampung Dadap secara sosial dan ekonominya serta menanggapi problematika yang timbul tersebut. These poor fishermen are scattered in 10,640 fishing villages. This research is aimed to (a) analyzing the level of benefits of government assistance for villages/agriculture-based areas, (b) understanding fisheries-based management models, (c) formulating forms of facilitation activities in rural areas based on fisheries potential. In Gresik and Tuban Regencies, following the 2014 KKP Statistics data from the East Java Province Fisheries and Maritime Services, both regions have some fisheries as well as rural areas with fishery potential. Through observations and analyses from several aspects, in Tuban and Gresik Districts have not felt the influence of assistance from the government. There needs to be assistance to capture the capital, which will have a significant impact on society. Keywords: Natural Resources, Fisheries, Rural area, Coastal area, Policy Abstrak Kekayaan sumberdaya kelautan dan perikanan yang sangat besar, bertolak belakang dengan mirisnya kondisi perekonomian nelayan di Indonesia terutama nelayan yang berada di kawasan perdesaan. Asumsi bahwa besarnya sumberdaya kelautan dan perikanan menjadikan nelayan hidup sejahtera, ditepis oleh data Kementerian Kelautan dan Perikanan tahun 2010 menegaskan bahwa terdapat 7,87 juta masyarakat pesisir miskin dan 2,2 juta jiwa penduduk pesisir sangat miskin di seluruh wilayah Indonesia. Nelayan miskin tersebut tersebar di 10.640 desa nelayan di pesisir. Penelitian ini ditujukan untuk (a) menganalisa tingkat kemanfaatan bantuan pemerintah untuk desa/kawasan perdesaan berbasis potensi perikanan, (b) mengetahui model pengelolaan kawasan perdesaan berbasis perikanan, (c) merumuskan bentuk kegiatan fasilitasi pada kawasan perdesaan berbasis potensi perikanan. Fokus penelitian ini pada Kabupaten Gresik dan Kabupaten Tuban, sesuai dengan data Statistik KKP 2014 dari Dinas Perikanan dan Kelautan Provinsi Jawa Timur kedua daerah tersebut memiliki jumlah nelayan maupun kawasan perdesaan dengan potensi perikanan. Dari hasil observasi serta analisis dari beberapa segi, di Kabupaten Tuban dan Gresik belum merasakan dampak adanya bantuan dari pemerintah. Perlu adanya fasilitasi pendanaan atau modal utamanya bagi nelayan tangkap, dimana hal itu nantinya akan berdampak signifikan terhadap masyarakat. It registers in the publication, that one of major is the problem of providing of safety of navigation, the successful decision of which conduces to the decline of harm of human life and environment. Paid attention, that sailing of maritime vessels in the straitened districts is considerably complicated by the navigation obstacles and intensive navigation, which create pre-conditions for the origin of emergency situations, thus sailing in the straitened districts is characterized by the fleeting change of navigation situation, that requires development of operative methods of estimation of danger of rapprochement and choice of safe maneuver of divergence. The high level of the use on the ship of information technologies determines expedience of computer realization of the developed methods of prevention of collision of vessels. It is specified, that in the conditions of intensive navigation there are the situations of dangerous rapprochement of ship with two targets at presence of navigation danger in the district of maneuvering. The analysis of the last achievements and publications is resulted on the theme of prevention of collisions of vessels and it is shown that at the locally-independent management for this purpose offered method of forming of flexible strategies of divergence, methods of nonlinear integral invariance and theories of optimum discrete processes. Formalization is also produced cooperation of vessels in the situations of dangerous rapprochement and choice of strategy of divergence. Strategy of urgent divergence is considered at rapprochement of vessels on small distances and description of process of divergence of vessels and choice of maneuver of divergence is produced in terms of differential antagonistic game. It is shown that for the decision the problem set in the article it is necessary to choose the course of deviation the nearest to programmatic, and which does not belong to none of three impermissible great number of courses of deviation: with the first target, with the second target and with a navigation danger. The condition of the safe passing by the ship of point danger, which foresees superiority of value of distance of the shortest rapprochement with her above the value of maximum possible distance of rapprochement, is resulted, and his analytical expression which allows to expect scope safe courses of deviation of ship. For estimation of danger of rapprochement of ship with a target equalizations of scopes of region of impermissible parameters of motion of ship are resulted. The situation of rapprochement of ship is considered with two targets and the regions of impermissible values of parameters of motion of ship in relation to each of targets are formed. The condition of dangerous rapprochement is formulated. The example of situation of rapprochement of ship with two targets is represented, when there is a point navigation danger in the district of sailing. The graphic reflection of regions of impermissible values of parameters of motion of ship in relation to each of targets is shown, on which the maximum courses of deviation on navigation limitations are also inflicted by the dotted Судноводіння | Shipping & Navigation ISSN 2306-5761 | 2618-0073 30-2020 100 Національний університет «Одеська морська академія» lines. Political geography can be taken to include the geographical analysis of formal political territories of all kinds, and an interest in political spheres of influence. Thus defined, Libya must have provided an almost unparalleled range of topics for study in the past 20 years. Internal administrative districts have been changed three times. The international boundaries of the state have been the subject of debate and dispute. In 1975 Libya occupied a large tract of northern Chad and became heavily involved in the Chadian civil war in 1980. Maritime boundary delimitation began in the 1980s and Libyan claims to historic water status for the Gulf of Sirte were disputed by the United States. At least eight attempts at political mergers with other states have been made by Colonel Qadhafi, while other Libyan foreign policy adventures have been widespread, especially in Africa. In the face of this plethora of geopolitical activity it is disappointing to report that the political geography of Libya has not received the attention it deserves from scholars in Britain or elsewhere. Only in one area of study — international boundaries — is the literature reasonably plentiful, and of a high calibre (detailed bibliographies in Alawar 1983; Lawless 1987). While this emphasis may be justified on the grounds that Libya's boundaries are major potential ‘flashpoints’ (Copson 1982) it leaves a great deal of potentially useful geopolitical insights as yet unexplored. No publications have been traced for example on the implications of the changing location of Libya's designated capital city, from Tripoli to Benghazi — Tripoli to Beida to Tripoli and now — conceivably — to Sirte.

<p><em>This study aims to analyze a blowout from an oil and gas leak owned by PTT Exploration and Production (PTTEP) Australasia in the Montara oil field in the Indonesian Timor Sea, and how to resolve disputes between Australia and Indonesia. A qualitative approach was used in this study, whilst the data collection technique was through library research. The theory of state responsibility, the concept of human security, and the concept of international maritime law are used to analyze disputes between Indonesia and Australia. The study found that the Montara oil spill had not only damaged the marine ecosystem but also polluted Indonesian waters. It also found that although the Australian government had formed a special commission to resolve cases and even used dispersant, it had not satisfied all parties. Several points are summarized. First, the Montara oil spill in Australia is a transnational study because the impact has crossed national borders. Secondly, UNCLOS has a weakness in the settlement of the Montara case because the Convention only provides a description related to ‘Responsibility of Each Country’ and does not specifically arrange material compensation mechanisms to countries that cause sea pollution. Third, the Montara oil spill has caused huge losses for Indonesian seaweed farmers, especially 13 districts in NTT. The recommendations are that the Indonesian government along with the Montara Victim Peoples’ Advocacy Team should continue to follow up the case of oil spills from the Montara platform and continue to fight for compensation to the Australian government and the PTTEP as the responsible party.</em></p>

This study aims to investigate the development of the maritime economy within the socioeconomic of the Manjung district from 1874 to 1935. The Manjung district, previously known as the Dinding district, was a significant area in the history of trade and maritime activities. Major ports along the Dinding River, Lumut, and Pangkor Island played crucial roles as centers of trade and local socioeconomic development in the Dinding district. This study combines quantitative and qualitative methods to provide a comprehensive understanding. The qualitative method involves document analysis sourced from the National Archives and public higher education institutions in Malaysia, in addition to referencing secondary materials such as history books and journals. Primary sources include Dindings Rural Board, Selangor State Government Secretary, High Commissioner’s Office and the Perak Forest Office. The quantitative method includes statistical data analysis. The findings of the study indicate that the socioeconomic of the Dinding district developed with diverse economic sources, particularly from agriculture, logging, and maritime economic resources. The ports functioned as maritime administrative centers and were pivotal points in the export and import activities of local economic products. In conclusion, the Dinding district contributed to the economic profit of the British under the administration of the Straits Settlements, especially in the maritime economy. The British administrative system regulated the socioeconomic development of the district until it was returned to the Perak State Government in 1935.

This study uses a qualitative research design using descriptive methods that intend to explain how the phenomenon of resilient coastal village development and coastal area development as an effort to reduce the number of coastal communities in Central Java province by using purposive sampling sampling techniques and research samples taken in coastal communities The results of the north coast of Java and cilacap districts were as follows: that the implementation of the strong Coastal Village Development Program in the coastal communities of Central Java showed that the three focuses of development activities had been carried out properly. The development activities are resource development, environmental / infrastructure development, and disaster preparedness development. While activities that are not carried out are human development and business development. Abstract. Shipping emissions have significant influence on atmospheric environment as well as human health, especially in coastal areas and the harbor districts. However, the contribution of shipping emissions on the environment in China still need to be clarified especially based on measurement data, with the large number ownership of vessels and the rapid developments of ports, international trade and shipbuilding industry. Pollutants in the gaseous phase (carbon monoxide, sulfur dioxide, nitrogen oxides, total volatile organic compounds) and particle phase (particulate matter, organic carbon, elemental carbon, sulfates, nitrate, ammonia, metals) in the exhaust from three different diesel engine power offshore vessels in China were measured in this study. Concentrations, fuel-based and power-based emissions factors for various operating modes as well as the impact of engine speed on emissions were determined. Observed concentrations and emissions factors for carbon monoxide, nitrogen oxides, total volatile organic compounds, and particulate matter were higher for the low engine power vessel than for the two higher engine power vessels. Fuel-based average emissions factors for all pollutants except sulfur dioxide in the low engine power engineering vessel were significantly higher than that of the previous studies, while for the two higher engine power vessels, the fuel-based average emissions factors for all pollutants were comparable to the results of the previous studies. The fuel-based average emissions factor for nitrogen oxides for the small engine power vessel was more than twice the International Maritime Organization standard, while those for the other two vessels were below the standard. Emissions factors for all three vessels were significantly different during different operating modes. Organic carbon and elemental carbon were the main components of particulate matter, while water-soluble ions and elements were present in trace amounts. Best-fit engine speeds during actual operation should be based on both emissions factors and economic costs.

The archipelago (now Indonesia) in the past was known as the center of the spice commodity, which was needed for various purposes by other nations, such as: China, India, the Middle East, and Europe. This has caused the archipelago to become a destination for traders from other countries for thousands of years, thus creating a trade route called the Spice Route. The glory of the Spice Route in the Archipelago reached its peak in 1500 until 1650, but then collapsed after being ruled by European nations. Nevertheless, the existence of the history of the Spice Track needs to be internalized to students as one of the nation's branding and nation pride of the Indonesian people. The problems are: (1) What is the strategy of internalizing the teaching of the Spice Path to students? (2) What are the efforts made by the government, to support efforts to internalize the historical awareness of the Spice Track? The aim is to instill awareness to the younger generation about the glory of the Indonesian people in the past as a producer of spices. The results showed that the strategy undertaken by the Government of the Republic of Indonesia to internalize the history of the Spice Track to the younger generation was through: exhibitions, historical visits, and discussions / seminars. However, the internalization effort has not been evenly carried out in all provinces, districts and cities. To that end, internalization of the history of the Spice Route can also be done through museum visits, especially provincial state museums located in provincial capitals. Awareness about the history of the Spice Route can also be used to break the efforts of the Chinese government to promote the Maritime Silk Road for their political trade interests.

ABSTRACT.Indonesia is an archipelagic country with a greater ocean area than land area. Its strategic geographical location also supports shipping in Indonesia. It has an area of water reaching 3,257,357 km² with a coastline stretching to 99,803 km², making Indonesia the country with the second longest coastline in the world. As of 2020, the Gazette of the Republic of Indonesia recorded a total of 16,771 islands. Ironically, despite being an archipelagic and maritime country, Indonesia experiences an annual shortage of sailors. The Human Resource Development Agency reported in 2015 that the national maritime industry still requires 83,000 sailors. The province of Gorontalo, in particular, contributes very few marine experts, primarily due to the absence of maritime high schools offering advanced education. The theme of Ecological Architecture was chosen to address the lack of public awareness regarding the preservation of the coastal environment. This issue has resulted in damage to the 40-hectare mangrove forests along the coast of Kwandang district and Anggrek district in North Gorontalo regency, caused by the surrounding community actions.The method of data collection used was the descriptive method, which involved gathering primary and secondary data sources. These sources were then explained and analyzed through descriptions. Additionally, the data was collected through literature studies, object observations, surveys, data studies or comparative studies, and interviews with relevant parties.The hope or purpose of this design is to address the shortage of sea officers, which poses a significant challenge for our country, known as a maritime country. ABSTRAK.Indonesia adalah negara kepulauan dengan luas lautan melebihi luas daratan. Letak geografis negara Indonesia yang sangat strategis juga mendukung dalam segi pelayaran di Indonesia. Memiliki luas wilayah perairan mencapai 3.257.357 km2 dengan panjang garis pantai mencapai 99.803 km yang ini menjadikan Indonesia sebagai negara dengan garis pantai terpanjang kedua di dunia serta jumlah pulau yang tercatat di Grezette Republik Indonesia di tahun 2020 sebanyak 16.771 pulau.Ironisnya, Indonesia sebagai negara kepulauan dan negara maritim justru mengalami kekurangan pelaut setiap tahunya. Menurut Badan Pengembangan SDM (Sumber Daya Manusia) pada tahun 2015, industri maritim nasional masih membutuhkan 83.000 pelaut. Provinsi Gorontalo sendiri masih sangat sedikit menyumbang tenaga ahli kelautan, hal ini dikarenakan tidak terdapatnya sekolah tinggi pelayaran yang dapat melanjutkan pendidikan mereka ke jenjang yang lebih tinggi lagi. Tema Arsitektur Ekologi di ambil karena belum ada kesadaran masyarakat dalam memelihara lingkungan dekat pantai hal ini mengakibatkan 40 hektar hutan mangrove di pesisir kecamatan Kwandang dan kecamatan Anggrek kabupaten Gorontalo Utara rusak akibat masyarakat sekitar.Adapun metode pengumpulan data yang dilakukan adalah metode deskriptif yaitu dengan pengumpulan sumber data primer dan sekunder kemudian dijelaskan dan dianalisa dalam bentuk uraian, serta data-data yang di kumpulkan degan cara Studi literature, observasi objek dan survey, melakukan studi data atau studi perbandingan, dan melakukan wawancara kepada pihak-pihak terkait.Harapan atau tujuan dari desain ini adalah untuk dapat membantu menambah kekurangan akan tenaga perwira laut yang menjadi masalah bagi negara kita yang di juluki sebagai negara maritim.

This will be a data platform for exploitation and sharing for professional management work between authorities in the city and the whole country. The planning and maintenance of transportation infrastructure is a practical application. However, there is now interest in a new area of ​​navigation applications in maritime transport and electronic charts. This feature requires GIS support. The transportation system is an essential factor serving the travel needs of the people, helping the production process to take place continuously and operate normally. In our country, transportation is more and more focused. Our country has been building an increasingly complete and developed transportation system; transport infrastructure is considered essential in promoting our country’s economic, cultural and social activities. This paper proposes a solution to organize traffic infrastructure management data in combination with digital maps. Its coastal location down river from the significant port-city of Guangzhou (formerly Canton), is strategically located in the trade route known as the Maritime Silk Road, the 2,000-year-old trade between China, Southeast Asia, India and Arabia. It was because of this trade that the waters and islands at the Pearl River mouth were frequented by many nations, and where the Portuguese had their port-city, Macau from 1557, and the British were based on Hong Kong island from 1842. Over the next 60 years, the British leased further surrounding territories and the arrangement eventually led to the establishment of the Hong Kong Special Administrative Region, hereafter called the Hong Kong region. A significant maritime cultural landscape was built up, which included sites from earlier periods. An example of this maritime cultural landscape can be seen in the Sai Kung (eastern) district of the Hong Kong region. Many ships travelled along this coastline between the northern China ports and Guangzhou, and a number of coastal facilities were established. Beginning in 2009, a group of Hong Kong residents (Hong Kong Underwater Heritage Group) implemented a series of maritime archaeological projects in the Sai Kung district in collaboration with the Hong Kong Maritime Museum (HKMM). The results of this work can be seen in three maritime archaeology survey and excavation projects implemented from 2014 to 2017, including the discovery of a 1,000-year-old underwater cultural heritage (UCH) site. They complement the many coastal cultural heritage in the Sai Kung district to reveal its maritime cultural landscape.

ABSTRACTLasem is one of Sub Districts in Rembang Regency located in north coast of central part of Java Island. The strategic position of Lasem that is located on maritime and over-land trading route has made this area since 500 BC inhabited and has passed many different periods of human settlement ranging from prehistory, classic (Hinduism-Buddhism), Islam, colonial periods and until today. That long period of human settlements has left for us now heritages of various cultural influences including Javanese, Chinese, European, Hinduism-Buddhism, and Islamic culture. Heritage is finite and un-renewable in its nature so that it needs to be managed in order to outlive and to be inherited to the next generations. In Lasem, people have been relatively aware of that. Communities in Lasem represented by their organizations have their agendas of appreciating and preserving their heritage. However, they did them individually or not in good coordination of each other. The situation then generates an idea of coordinating activities done by communities in Lasem. Active role of those communities have to be guided and developed so that the purpose of appreciating and preserving their heritage can be achieved. This is intended as for management of heritage can be done continually. Key words: Lasem, Heritage, Heritage Management, Community based ABSTRAKLasem adalah sebuah kecamatan di Kabupaten Rembang yang terletak di pesisir utara Pulau Jawa bagian tengah. Lasem memiliki potensi luar biasa antara lain terletak di jalur perdagangan laut dan darat yang telah didiami sejak 500 tahun Sebelum Masehi diawali oleh manusia masa prasejarah, klasik, Islam, kolonial, hingga saat ini. Masa hunian manusia yang panjang di Lasem meninggalkan warisan budaya dengan berbagai pengaruh budaya diantaranya Jawa, Cina, Eropa, Klasik, dan Islam yang sebagian masih dapat dijumpai hingga saat ini. Namun demikian, warisan budaya bersifat terbatas dan tidak dapat diperbaharui sehingga perlu untuk dikelola agar berusia lebih panjang agar dapat diwariskan kembali kepada generasi selanjutnya. Pengelolaan warisan budaya yang dilakukan oleh masyarakat Lasem selama ini masih bersifat terpisah-pisah satu sama lain. Namun, peran aktif masyarakat terus dibina dan ditingkatkan agar tujuan pengelolaan warisan budaya yang berbasis masyarakat dapat segera dicapai. Pemilihan pengelolaan oleh masyarakat setempat bertujuan agar pengelolaan yang dilakukan dapat berkelanjutan. Kata Kunci: Lasem, Pengelolaan, Warisan Budaya, Basis Masyarakat.

From ancient times the dominion of the seas has been a condition for gaining power and influence, and the position of a state near a sea has been an advantage for both its development and the neighboring region. Due to its geographical position, the Black Sea is a region of great importance for all actors claiming leading positions in the world hierarchy and the intensification of economic relations between the states of the region after the end of the Soviet monopoly and its connection to the world market generated auspices for a new cycle development and regional prosperity. The relocation of the EU border to the Black Sea, along with the integration of Romania and Bulgaria, brings in many economic benefits, given its dependence on oil imports, but its expansion, like that of NATO, does not only mean benefits. The EU and NATO must also take on vulnerabilities in the area, such as underperforming economies, arms, drug and human trafficking, illegal immigration or frozen conflicts, and thus try to help stabilize the region. In recent years, the military has not only played a destabilizing role, but has made a decisive contribution to ensuring the security of the Black Sea region. In this sense, the military naval forces of the riparian countries, including Romania, had a special role. Through the wide range of missions in which the Romanian Naval Forces participate in the Danubian-Pontic space, both internally and externally, in cooperation with the states bordering the Black Sea and with the NATO member states, Romania contributes to the promotion of regional security and stability. The naval diplomacy actions carried out in the last thirty years thus reveal not only the role and purpose of the Romanian Naval Forces within NATO in the actions of maintaining and consolidating good relations with the states bordering the Black Sea, as well as maintaining security with allies in the distant maritime districts. They also point out that naval diplomacy has contributed to the expression of foreign policy in different areas and with means that have increased its effect, impact and efficiency.

This research aims to document and analyze the maritime cultural heritage held by the fishing communities in the Kepulauan Sangkarrang district, Makassar city. Maritime cultural heritage encompasses various aspects, such as traditional knowledge of navigation, fishing techniques, traditional tools, and religious practices related to maritime activities. The research methods include field surveys, in-depth interviews, participatory observations, and document analysis. The collected data will be qualitatively analyzed to identify cultural patterns associated with the maritime life of the fishing communities. This research aims to uncover the maritime cultural heritage of the fishing communities in Kepulauan Sangkarrang Subdistrict, Makassar City, Indonesia. The main results include a profound understanding of local maritime traditions and their history, as well as an increased historical awareness among the local community. The primary conclusion is that the preservation of maritime culture can support sustainable tourism development and community empowerment. This research has the potential to make a significant contribution in the context of science and maritime cultural preservation.

This research is aimed to alocate land management and use coastal and ocean area Sub-Province base on digital through Geographical Information System (GIS). This research was done in the coastal area Kota Bengkulu, through spatial alocate analysis and land suitability analysis for brackish water fish ponds, maritime tourism and conservation areas. Approach used in this research is spatial analysis to parameter/variable and land suitability criteria consist of element abiotik, biotik, culture, and spatial use (RTRW). Land suitability analysis is done by using SIG through overlay technique. Result of research indicate that from 7 sub district of coastal area of exist in Kota Bengkulu, land suitability (S1) for brackish water fish ponds are found in sub-district Muara Bangkahulu and Kampung Melayu. Land suitability (S1) for the maritime tourism are found in sub-district Teluk Segara and Ratu Samban, while Land suitability (S1) for conservation area of are found in sub-district Kampung Melayu.

This research was conducted to contribute ideas regarding maritime countries. How regions within a maritime state must implement certain instruments in order to be said to be part of a maritime state. This research aims to provide a description of the transformation of Cilacap district into a region based on its character as a maritime country. The type of research used is descriptive qualitative with the type of data including secondary data and the collection technique used is library research. The data analysis technique used is the qualitative content analysis data analysis technique, namely which is the author analyzes secondary data, then uses theory to explain a phenomenon or event that the author is researching. This research concludes that based on six important sources of instruments related to transformation into a region that has the character of being part of a maritime country, Cilacap, with its potential and optimal utilization, has taken steps to become a region that has a maritime character. This research recommends that more in-depth research can be carried out regarding areas that actually already have potential or have implemented certain instruments as part of a maritime country.

Republic of Indonesia Law No.34 of 2004 regulating the Indonesian National Armed Forces Navy Duties in Article 9 Paragraph (e); Implementing the Empowerment of the Maritime Defense Area. The implementation of maritime defense area empowerment is the empowerment of coastal communities through Maritime Potential Development, which is implemented by Main Naval Bases III/JKT, in this case, Palembang Naval Base in Banyuasin district, South Sumatra, which is represented by the coastal area of Sungsan I-IV village, Banyuasin II subdistrict. From the perspective of the Indonesian National Armed Forces, the goal is to carry out the primary mission of the Indonesian Navy, which is to raise awareness of national defense. The main objective of this research is to investigate the strategy for empowering maritime defense areas by Main Naval Base III/JKT, specifically Palembang Naval Base, in terms of increasing coastal communities' economic income and awareness of national defense in Banyuasin district, South Sumatra. The findings of this research reveal that there is no coastal community/fishermen empowerment program in Banyuasin district, South Sumatra that is planned, measurable, and sustainable. According to Chamber, community empowerment is an economic development concept that encompasses social values. This notion reflects a new "people-centered" development paradigm that is participatory and sustainable. The concept of empowerment encompasses more than merely meeting fundamental needs or providing a mechanism to prevent future impoverishment. Conclusion: Coastal community empowerment measures intended to increase fishing communities' earnings along with comprehension of National Defense in Banyuasin Regency, South Sumatra, have not been planned.
