Recently the Italian Government has adopted a new regulation of the Italian Port Authorities under the law no. 124 of 7 August 2015 in order to implement the European Union’s transport policy as well as to improve the strategic maritime logistic sectors and attracting investments. The 58 Italian ports have been organized into 15 new Port System Authorities (PSA) with the cooperation by the National Coordination Conference under the supervision of the Ministry of Infrastructures and Transport. The achievement of the aforementioned objectives was pursued by the Government through four key points: the introduction of strategic decision-making centres, administrative reorganization, bureaucratic simplification, and the promotion of other actions for logistics and ports. The tasks of the new Port System Authorities, which represent the nodes of the TEN-T Corridors, a logistics network integrating maritime, road and air transports, are: a) guidance, planning, coordination, and control of port operations and services, concessionary activities and other commercial and industrial activities carried out in ports and territorial districts as well as ordinance powers in safety and hygiene at work; b) ordinary and extraordinary maintenance of the common parts in the port area, including that for the maintenance of the seabed; c) entrustment and control of activities aimed at supplying services of general interest to port users for valuable consideration, with the exception of port operations and services strictly connected to said operations; d) coordination of administrative activities carried out by public bodies and bodies within the ports and in the state-owned maritime areas included in the territorial district of the Authority; e) the exclusive administration of the areas and assets of the maritime state property included in their own districts; f) promotion of the forms of connection with the port and inland logistics systems.

This paper presents an assessment of the qualification and competency of maritime casualty investigators within the Maritime Safety Services Command (MSSC) of the Philippine Coast Guard (PCG). The objective of this assessment is to identify areas for improvement and provide inputs to enhance the capabilities of the maritime casualty investigators. Respondents of the study were 57 maritime casualty investigators who have undergone a 10-day training on maritime casualty investigation. They were assigned to different Maritime Safety Services Units and Coast Guard Districts all over the Philippines. The study evaluated the educational background, training programs, and practical experience of the investigators, along with their knowledge of relevant maritime laws and regulations. Findings highlighted potential gaps in qualifications and competencies, such as the need for specialized training in accident reconstruction. This is a field that demands deep understanding of various factors influencing maritime accidents. Additionally, the assessment considers the use of advanced technologies and methodologies in maritime casualty investigations. These results suggest that the level of education alone may not be a reliable predictor of proficiency in the assessed competencies, warranting further exploration of additional factors that may contribute to the development of maritime investigative skills.

The maritime economy is gradually becoming a new engine for the high-quality development of the economic and social sectors. However, due to factors such as geographical location and natural endowments, there are significant regional disparities, making it challenging for the national maritime economy to achieve balanced development. Therefore, this paper constructs an index evaluation system for the high-quality development of the maritime economy. It calculates the comprehensive index and subsystem indices of the high-quality development of the maritime economy in 11 coastal provinces (cities and districts) in China from 2008 to 2020 and examines their regional disparities and dynamic evolution. The study reveals the following: (1) The high-quality development levels of the maritime economy in coastal provinces show a fluctuating upward trend, with different dimensions of advantages in each province. (2) The overall regional disparities exhibit a development trajectory of expansion followed by contraction, with a general trend in narrowing disparities. Currently, the southern maritime economic zone has the greatest internal differences, and the gap between the southern and northern maritime economic zones is relatively pronounced. (3) Significant fluctuations are observed in the disparities in high-quality development of the maritime economy between China and the three major maritime economic zones. The internal gaps within the northern and southern maritime economic zones have expanded to varying degrees, whereas the gaps within the eastern maritime economic zone have shown some convergence. (4) Inter-group mobility among provinces in different states of high-quality development of the maritime economy is low, and provinces in a low-level state exhibit a noticeable “low-end lock-in” phenomenon. This paper, through a timely spatial and temporal analysis of China’s high-quality development process of the maritime economy, aims to provide policy guidance for advancing the high-quality development of the maritime economy.

Maritime Transnational Crimes are common in port cities, mostly covering crimes such as smuggling goods; illegal wildlife trade (IWT) in shipment of both flora and fauna species like pangolin meat and red sanders; smuggling of endangered marine species like sea cucumber, turtles, seahorse, shark fins, etc.; smuggling explosives in vessels and containers, illegal activities like trafficking- humans (International Maritime Broder Line- IMBL violations cases), drugs, arms and ammunitions, piracy (robbery), illegal logistics services (migrant smuggling) are also, rampant. Tamil Nadu is the second largest coastal state in peninsular India, with 13 coastal districts covering 1076 kms which shares international maritime border with South and Southeast Asian countries like Sri Lanka and Maldives. The state and central government of India in order to secure the maritime border and to prevent these crimes have engaged law enforcement agencies such as Forest Department, Wildlife Crime Control Bureau (WCCB), Directorate of Intelligence (DRI), Customs Officials (CO), Coastal Security Group (CSG) - Marine Police, Indian Coast Guard (ICG) and Indian Navy. Simultaneously, the coastal communities are ushered and play a vital role in preventing Maritime Transnational Crimes in the international maritime boundaries and sea shores. Though, these attempts are effective still the transnational maritime crimes are increasing day by day in the coastal Tamil Nadu. This paper attempts to highlight the Maritime Transnational Crimes and smuggling activities in coastal Tamil Nadu and the role of coastal community in coastal security. The article considers the results of a sociological survey devoted to the analysis of preferences and perception of maritime museums by their potential visitors. The topic of maritime heritage and its museification is relevant due to a number of strategic documents devoted to the development of activities aimed at marine resources and affecting the preservation and actualization of maritime heritage. Although there are studies devoted to maritime museums in Russia and abroad, the attitude of visitors to this kind of expositions has not been studied before. This lacuna, along with the need to develop maritime museums, determined the purpose of this work — to analyze the visitor’s perception of the topics presented in the expositions of maritime museums.The study is based on a sociological survey (20 topics were presented in the questionnaire). The sample size was 500 people, including 171 men and 329 women. The average age of the respondents was 32 (±11) years in the range from 12 to 74 years. The majority of the respondents live in the Central and North-Western Federal Districts. Slightly more than a quarter of the respondents work in museums or are associated with cultural and tourism institutions. The article analyzes the estimated results in accordance with the respondents’ age, gender, as well as their involvement in museum activities.The results of the research can be applied within the framework of scientific and exposition activities – in particular, when creating scientific concepts for new expositions and exhibitions dedicated to maritime heritage. In addition, they can be used in preparation of training courses dedicated to the study, preservation and museification of maritime heritage.

This study aims to research the causality relationship between industrial agglomeration in labor, fisheries production, and fisheries households in Tanggamus district. The agglomeration index measured using the Balassa Hoover Index analysis tool and Geographic Information System (GIS) using Geoda. The data used are secondary data obtained directly from the Central Statistics Agency (BPS), the Department of Fisheries and Maritime Affairs of Tanggamus Regency. The number of cross-section data is 20 districts in the period 2012-2016. analyzed using the Granger Causality Analysis method. The Hoover Ballassa index results show a strong degree of agglomeration in only 6 districts. The results of the analysis of the relationship between states of origin state that there is a unidirectional causality between the agglomeration and labor variables, which statistically significantly influence the agglomeration and do not apply otherwise. Unidirectional causality occurs between agglomeration variables and fisheries production only fisheries production which statistically significantly influences agglomeration and does not apply vice versa. Unidirectional causality occurs between agglomeration variables and fisheries households ie only fishery households that statistically significantly influence agglomeration and do not apply otherwise.

The tourism sector plays a role in the economic development of Indonesia and serves as one of the sources of Regional Original Income. Generally, countries with potential coastal natural resources utilize maritime tourism as a tool to support their development, including in the Mentawai Islands Regency, West Sumatra Province. The tourism sector represents one of the economic development potentials in the Mentawai Islands Regency. Maritime tourism involves recreational activities conducted in marine or coastal areas, including beaches, islands, and oceanic regions, encompassing the surface, depths, and seabed. One of the potentials of maritime tourism destinations is the local wisdom specific to each region. Areas that adopt a community-based approach to the development of maritime tourism utilize social and cultural potentials as tools for its advancement. Therefore, this study focuses on the local wisdom of the Mentawai ethnic community on Siberut Island within the maritime tourism region. The research aims to identify, describe, and explain the local wisdom still applied in the daily lives of the indigenous Mentawai community on Siberut Island as a basis for the development of maritime tourism. The theory of local wisdom is used to analyze the forms of local wisdom. The research design falls under the non-experimental research design. Based on its nature, qualitative data is utilized in the study. From the discussion, it can be concluded that the South Siberut and Southwest Siberut sub-districts exhibit various forms of local wisdom. The forms of local wisdom include knowledge, technology, religious beliefs, culture, customs, and creative products of the community.

Fisheries are among the leading resources in the Bima District area. This is because of aquaculture and capture fisheries. This condition is caused by the Bima district area being surrounded by the Indian Ocean, Flores Sea, and Sape Strait waters. Therefore, this study aimed to determine the production value of fresh seawater fish in the Bima district area and the SLS value. Observations were made by analyzing data on wet sea fish production value in each sub-district during 2016 – 2020. Data were obtained from the Bima Regency Maritime Affairs and Fisheries Service. From the observation results, it was found that the water fish production value was obtained in the Sape Sub District at 231957.21 tons and the lowest was in the Parado Sub-District which was 55694.1 tons. Meanwhile, if the sales value of fresh seawater fish, only Sape Sub-District has a sales value of IDR 1,033,373,551,615 and at the same time is the highest value compared to other sub-districts with sales values below IDR 200,000,000.

Transportation is the main driver of all economic sectors in a country. It boosts economic activity and promotes a commodity and geographical area. As a maritime country with more than 17,000 islands Indonesia needs to connect through transportation so that economy can grow and commodities across regions can be traded and commercialized. Other factors that affect economic growth are health personnel and infrastructure development. This study is aimed to investigate the association between transportation, access to sanitation, and health personnel availability and economic growth in districts (kabupaten/kota) in Indonesia. The data used came from the Indonesia Database for Policy and Economic Research (INDO-DAPOER) of the World Bank that covered 331 districts in Indonesia in 2005, 2008, and 2011. The dependent variable was the total GDP excluding oil and gas, while the independent variables were the villages with asphalt road, household access to safe sanitation, and the number of midwives. The results of the study indicate that in districts in Indonesia higher GDP was associated with higher percentage of village with asphalt road, higher percentage of households with access to safe sanitation, and higher number of midwives.

Indonesia is an archipelagic country with a large maritime landscape that lies between the Asian and Australian continents. Indonesia is surrounded by two oceans, the Indian and Pacific Oceans, and is prone to tsunami disasters due to the intersection of three tectonic plates. Kebumen is one of the districts on Java's southern shore that has a high risk of being hit by a tsunami. Given that the beaches in Kebumen Regency are tourist sites with local, national, and international visitors, it is essential to educate the community to be prepared through disaster mitigation activities in order to deal with the tsunami danger. The goal of this research is to look into disaster mitigation measures used in Kebumen Regency. Surveys, interviews, and field observations were used in the data collection process. The District Government, in partnership with BMKG and PNPB, organized a series of activities in the midst of the tsunami tragedy, inviting diverse groups of society, from children to adults. Disaster communication is critical in disaster mitigation because it provides for factual and well-received information to be delivered to the community.

Calais, Boulogne, Fécamp, Concarneau, Douarnenez. Présentant à la fois des similitudes et des divergences, ces cinq observatoires portuaires du littoral nord-ouest français font ici l’objet d’une histoire comparative au cours d’une période s’adossant au XIXe siècle, entre les années 1840 et la veille de la Première guerre mondiale. L’activité de la pêche organise ces villes depuis leur fondation et en a déterminé partiellement, parfois totalement la topographie urbaine. L’existence de quartiers maritimes, c’est-à-dire de secteurs urbains où se rassemblent des populations dont l’activité s’organise autour de la pêche semble avérée même s’il convient d’en retracer les évolutions, les contours et les caractéristiques qu’elles soient d’ordre matériel ou symbolique. Y vivent des hommes qui tirent leur subsistance de la mer en se livrant à la pêche côtière (sardine) ou hauturière (hareng, morue) et des femmes occupées à la pêche à pied notamment lorsque les prises en mer sont insuffisantes et le gain de leur époux trop faible. Beaucoup d’entre elles travaillent dans des ateliers à l’apprêt du poisson puis dans les usines de conserverie. Avec d’autres acteurs, proches des activités océanes, ces familles de pêcheurs constituent des communautés maritimes. Il s’agit donc de déceler puis d’analyser les relations qui se nouent au sein de ces entités comme avec les autres citadins, et qui façonnent de façon décisive la morphologie urbaine de ces ports alors que les transformations sociales et économiques qu’engendre la Révolution industrielle bouleversent les territoires dès la seconde moitié du XIXe siècle. Qu’elles soient d’ordre démographique, en particulier dans les villes du Finistère dont le nombre d’habitants croît de façon spectaculaire, ou d’ordre économique avec des prises halieutiques de plus en plus importantes, le développement des transports qui permet d’acheminer davantage de poisson vers les lieux de consommation et l’essor de la conserverie en Bretagne qui va faire la fortune de Douarnenez et de Concarneau, elles modifient sensiblement l’inscription spatiale de ces communautés et de leur quartier. Les éléments culturels puis les manifestations des revendications sociales qui surgissent au tournant du siècle participent de cette plasticité effective. Ce travail qui relève de l’histoire sociale et de la géographie culturelle fait appel à une documentation fondée en grande partie sur des archives extrêmement diverses et très éparpillées. Celle-ci permet de saisir la recomposition des quartiers maritimes dont la territorialité se lit inévitablement à différentes échelles. Relier histoire, société et territoire multiplie ainsi les critères d’approche afin d’établir une typologie opératoire des quartiers maritimes à partir des cinq sites retenus. Au terme de ce travail, cette hypothèse envisagée au départ ne semble pouvoir être retenue
Calais, Boulogne, Fécamp, Concarneau and Douarnenez. Presenting both similarities and differences, these five port observatories on the north-western French coast are the subject of a comparative history over a period dating back to the 19th century, from the1840s until the eve of the First World War. The fishing industry has organised these towns since their foundation, and has partially, and sometimes totally, determined their urban topography. It would appear that maritime districts, i.e., urban areas where populations whose activity is organised around fishing congregate, existed, even if it is necessary to retrace their evolution, contours and characteristics, whether material or symbolic. There, live men who earn their livelihoods from the sea by fishing inshore (sardine) or offshore (herring, cod), as do women who fish on foot, particularly when catches at sea are insufficient and their husbands' earnings are too low. Many of them work in fish processing workshops and then in canning factories. Together with other key players involved in maritime activities, these fishing families form maritime communities. The aim is therefore to identify and analyse the relationships that develop within these communities as well as with other city dwellers, and that decisively shape the urban morphology of these ports, while the social and economic transformations brought about by the Industrial Revolution disrupt the territories from the second half of the nineteenth century onwards. Those transformations, whether demographic, particularly in the towns of Finistère, where the number of inhabitants grows spectacularly, or economic, with ever-increasing catches of fish, the development of transport that enables more fish to be transported to places of consumption and the rise in canning in Brittany that is to make the fortunes of Douarnenez and Concarneau, significantly alter the spatial layout of these communities and their neighbourhoods. The cultural elements and then social protest that emerged at the turn of the century contribute to this effective plasticity. This work, which falls under social history and cultural geography, draws on documentation largely based on extremely diverse and widely scattered archives. It makes it possible to comprehend the reconfiguration of maritime districts which territoriality can inevitably be read on different scales. Linking history, society and territory thus allows multiple angles from which to establish an operational typology of maritime districts based on the five selected sites. At the end of this work, it seems that the hypothesis envisaged at the outset cannot be retained

A une présentation de Porto au XVIIIe siècle , étude sommaire du cadre géographique, description de la ville d'après des gravures d'époque, fonctionnement de la douane (la 2e du royaume) d'après le règlement de 1704 principalement, succède une étude du commerce maritime de 1796 à 1822 d'après les balances de commerce. Cette étude comporte une première partie concernant le commerce avec les colonies d'Amérique, une seconde partie celui effectue avec les nations étrangères (principalement européennes) y compris les Etats-Unis. Enfin l'étude s'achevé par une brève comparaison entre le trafic de porto et celui du royaume de Portugal, faisant apparaitre la part de la grande ville du nord dans le trafic national avec les destinations étudiées.

L'intérêt croissant porté aux districts technologiques soulève la question des modalités de leur émergence. Loin d'être déterminée, nous montrons que cette émergence doit être appréhendée comme étant le produit d'un processus de construction sociale soumis à la contingence historique. Cette étude s'intègre donc dans le volet du programme de recherche de la nouvelle sociologie économique américaine consacré à la construction sociale des institutions économiques. En nous fondant sur trois études empiriques (Sophia Antipolis, Rennes Atalante et le Silicon Sentier parisien), nous avons abordé les problématiques de la construction de la "proximité géographique" et de la "proximité organisationnelle". Nous en avons tiré des résultats empiriques et théoriques relatifs aux dynamiques socioéconomiques qui sous-tendent l'émergence et conditionnent la stabilité des districts technologiques, à l'articulation entre différentes formes de proximité, et aux politiques publiques industrielles.

Ces quarante dernières années sont marquées par le triomphe de la doctrine politique et économique néolibérale à l’échelle globale. Si les mécanismes globaux de dérégulation des marchés et de recomposition des compromis sociaux induits par cette doctrine sont bien connus, la géographie urbaine peine encore à en identifier et à en qualifier l’importance sur la production locale de la ville, particulièrement en France où la tradition planificatrice et la puissance publique restent fortes. Pourtant, concomitante à l’émergence de l’urbanisme par projet et à la diffusion, à une grande diversité de contextes locaux, de modèles urbains génériques comme la « ville durable » ou la « ville créative », etc., la néolibéralisation pose la question d’une transformation radicale du système de production de la ville dans son ensemble. Cette transformation ne touche pas uniquement les politiques d’aménagement, mais concerne plus globalement une grande partie des normes et des valeurs qui président la conception, les représentations et les appropriations de la ville contemporaine, c’est-à-dire des principes qui servent de guide à l’évaluation et à la légitimation des politiques urbaines et des compromis de classe qui les permettent. Analysant et articulant ces transformations locales dans quatre anciens quartiers industriels de villes moyennes françaises et allemandes qui ont connu d’intenses processus de renouvellement urbain depuis près de trente ans, ce travail interroge les processus de revalorisation urbaine dans des espaces pourtant fortement dévalorisés au début des années 1990. Ce retour sur une longue période (1990-2020), vise à montrer que cette revalorisation prend la forme d’un processus de recapitalisation de l’espace qui articule valeurs symboliques et Valeur marchande, selon un cycle précis de subordination des premières à la seconde, qui apparait typique du processus de la destruction/créatrice néolibéral ; et dans lequel se cimente un nouveau compromis de classe entre la bourgeoisie immobilière et des fractions des classes intermédiaires, fortement dotées en capital culturel
The past forty years have been deeply impacted by the triumph of the neoliberal doctrine on a global scale, as much on the political as on the economic level. Overall, the mechanisms of market deregulation and the reorganization of social compromises induced by this doctrine are well known. But urban geography is still struggling to identify and qualify their importance for the city's local production, particularly in France where the planning tradition and public institutions remain strong. Concomitant with the emergence of urban planning by project and with the dissemination, on a great diversity of local contexts, of generic urban models such as the “sustainable city” or the “creative city”, etc., neoliberalization raises the question of a radical transformation of the production system of the city as a whole. This transformation does not only affect planning policies, but it concerns more generally a significant portion of the standards and values which preside over the design, the representations and the appropriations of the contemporary city. In other words, it has an effect on principles which serve as a guide for evaluating and legitimizing urban policies and the class compromises that allow them. By analyzing and articulating these local transformations in four former industrial districts of medium-sized French and German cities which have undergone an intense process of urban renewal for almost thirty years, this work questions the processes of urban revaluation in areas that were nevertheless strongly devalued at the beginning of the 1990s. This review, which covers a long period of time (1990-2020), aims to show that this revaluation takes the form of a process of recapitalization of the urban space which articulates symbolic values and Market value, according to a precise cycle of subordination of the first to the second, which appears typical of the neoliberal destruction / creative process; and in which a new class compromise is cemented between the real estate bourgeoisie and fractions of the middle classes, strongly endowed with cultural capital

So this study is based on Coast Guard Administration North District Air Rescue Team with NASC First Branch , First Brigade perform helicopter rescue , The actual case of the rescuer rescue is used to analyze the survival rate of the rescuer when the fisherman falls to the sea . The study found that helicopter air search and rescue has the advantage of quickly reaching the search and rescue area , wide search area and large search and field views , Perform SOP (Standard Operation Procedure) , While the fisherman is need some help , The highest probability of success in helicopter rescue, However , collecting in the actual case from 95 to 107 , Fishermen falling into the sea and survival is only 8.620689% , The fisherman is trapped in the reef to be rescued survival 100% . To this end, the expertise of the rescuers is explained from the interview , How to prevent accidents ? If you are unfortunate accident , how to wait for rescue ? How to improve survival rate after accident ? The global terrestrial resources have been gradually scarce, for the marine countries, based on the preservation of the marine environment and ecology, the ocean policy is going to adjust for using extensively marine resources and functions. Taiwan is surrounded by the sea with rich marine resources, and how to grasp the advantages of its rich marine resources for developing a unique marine industry will be the most important issue. Actually, in the past, in Taiwan, marine education was not been concerned, although in 2007, ‘Marine Education Policy White Paper’ has been announced, in 2008, ’96-100 marine education action plan’ has been presented, and in 2012, ‘101-105 marine education action plan’ also has been presented for determining the objectives and strategies of Taiwan marine education, however, in each school level is still overlapped and confused for entirely matching the needs of the marine industries. This research is mainly based on the field study for understanding the curriculum design and teaching equipments on Fisheries Division in National Kinmen Agricultural and Industrial Vocational Senior High School. Hence, the main problems of the marine education are (1) difficulties in school enrollment, (2) limitations of teachers' professional development and (3) small-scale fisheries industry, and furthermore, the coping strategies will be (1) enhance ocean knowledge and fisheries industry identity, (2) expand recruitment for attracting excellent professional teachers and (3) engage in vocational training for establishing the professional licensing units. This chapter explores educational initiatives for citizen science developed by the South Carolina Institute of Archaeology and Anthropology Maritime Research Division (SCIAA MRD). In 2018, the MRD implemented in-classroom visits to underserved school districts throughout the state. Focused on past, future, and on-going maritime archaeology projects, along with the maritime history of South Carolina, the MRD designed an educational program that simultaneously aligns with social studies curriculum standards and targets new recruits in citizen science. As the programming progresses and online resources are made available for interested educators, the initiative aims to develop partnerships with school districts so that pre-collegiate students can play an active role in the exploration and research of submerged cultural resources in South Carolina as citizen scientists. Therefore, this chapter discusses the MRD’s experiences in funding attainment, engagement methods, and future directions.

This chapter talks about the Buffalo-based American Bethel Society, which ministered to the sailors and canal workers who labored on American waterways. It details how the American Bethel Society published and distributed religious tracts, hymnals, and bibles. It also explains that the American Bethel Society underwrote the salaries of maritime missionaries, who ministered to watermen from “floating chapels” commonly known as Bethels. The chapter looks at the document that appeared in an 1838 issue of the Sailor's Magazine, which is a publication of the American Seaman's Friend Society. It focused on the American Bethel Society's desire to help watermen observe the Sabbath, justifying their distinctive ministry and describing the unique social and spiritual needs of sailors, canal workers, and their families.

This chapter explores how Ussuri, the most populous district of the Maritime Province, was settled by Koreans, Russians, and Chinese. It accounts for state-directed migration programs that pulled or pushed each ethnic group and other significant factors that shaped patterns of mobility, including the environment, geography, and cross-border networks. Each group’s experience of migration and settlement was guided by a distinct set of circumstances. Most Russians who settled in the Maritime came from the Black Sea region and traveled through state resettlement programs. Chinese migration was cyclical and temporary in nature; Chinese tended to labor on large-scale enterprises in the frontier economy of the Russian Far East. Koreans were the most natural colonists in the Maritime. They worked and settled primarily in the countryside. The close proximity of Korea and established population base of Koreans in Ussuri facilitated the rise of seasonal migration and of cross-border networks.

‘The Age of the Ghetto’ originated in Italy in the mid-16th century and ended around the time of the French Revolution. Italian city-states, reluctant to sacrifice their economic interests, chose the compromise of enclosure over the expulsion or conversion of Jewish inhabitants. The word ‘ghetto’ evolved from the name of a specific Venetian district to a term adopted by Jews throughout Italy, incorporating the Hebrew ‘ghet’ meaning ‘bill of divorce’. Ghettos, which were often vibrant religious and cultural communities, eventually became overcrowded and unsafe. Over 300 years the ghetto was incorporated into major cities such as Rome and Florence. The Age of the Ghetto, as it was called, looked back to medieval religious prejudice and forward to modern maritime economics and urban planning.

The Office of Naval Research recognizing the importance of education, specifically science and mathematics, embarked nearly a decade ago on their National Naval Responsibility for Naval Engineering program. Since then, academia, industry, and SNAME have increased their individual and collaborative efforts towards reaching out to students in an effort to share the excitement and opportunities available within the marine industry. Recently, in this vein, the Northrop Grumman Shipbuilding Apprentice School Chapter of the Hampton Roads SNAME chapter held a “Boat Design Competition” exposing over 240 high school students from 10 school districts (30 teams from 18 different high schools) to the excitement and knowledge needed to prepare design, construction and engineering packages using guidelines, lectures, and tutorial videos prepared by Apprentices and veteran Naval Architects. This was the first time high school students had the opportunity to compete in a head-to-head competition to design, construct, and operate the best boat relative to a number of prescribed requirements. The program also served to educate Apprentices in leadership, project management, research methods, brainstorming, naval architecture and systems engineering as well as establish a nurturing relationship between student chapter and veteran SNAME members which continues today.

В статье рассматриваются социально-демографические и экономические факторы, которые связаны с транспортным освоением северных прибрежных районов Тихоокеанской России. Анализируются природные условия и факторы, сдерживающие развитие транспортной инфраструктуры в районе исследования. Отмечено, что выделенные нами районы в ряде инвестиционных проектов имеют стратегическое значение как одно из главных звеньев транспортного соединения западной с северо-восточной частью России. Дано описание состояния современной транспортной инфраструктуры муниципальных районов и городских округов, расположенных на российском тихоокеанском побережье. Приведены показатели социально-экономического положения исследуемых районов. Указано что, с одной стороны, «очаговостъ» освоения усложняет развитие транспортных сетей. С другой стороны, за счёт ряда факторов существует возможность в ряде районов развивать транспортную инфраструктуру. При намечаемых проектах и возможных перспективах развития транспортной инфраструктуры главными видами транспортной деятельности остаются морской и воздушный. The article addresses socio-demographic and economic factors that are associated with the transport development of the northern coastal regions of Pacific Russia. The natural conditions and factors restraining the development of transport infrastructure in the study area are analyzed. It is noted that the areas we have identified in a number of investment projects are of strategic importance as one of the main links in the transport connection between the western and northeastern parts of Russia. The condition of the modern transport infrastructure of Russian municipal districts and urban districts located on the Pacific coast is described. Indicators of the socio-economic situation in the study regions are presented. It is indicated that, on the one hand, uneven development complicates the expansion of transport network. On the other hand, due to a number of factors, it is possible to build transport infrastructure in a number of regions. With the planned projects and possible prospects for the development of transport infrastructure, the main types of transport remain maritime and air.

The aim of this project is to investigate engineering methods to reduce salinity in the cooling canals at the Florida Power & Light (FP&L) Turkey Point Power Plant. In order to stop discharging hot water from the plant into the adjacent Biscayne Bay, a cooling canal system was made operational in 1972 that occupies an area 3.2 km wide by 8.0 km long extending south of the plant. The 5,900 acre canal system has been measured at twice the salinity of the adjacent Biscayne Bay at as high as 68 ppt [Appendix i]. Florida Power & Light added a canal along the western perimeter of the cooling canal system to intercept seepage. The interceptor ditch enables FP&L to pump seepage back into the canal system during the dry season thus reducing the groundwater flow of hypersaline water to the west. The Florida Department of Environmental Protection (FDEP) and the South Florida Water Management District (SFWMD) are monitoring a saltwater plume migrating west of FP&L property (FDEP/SFWMD Miami-Dade Saltwater Intrusion Presentation pg 3). Tidal influences have a profound effect on saltwater intrusion, so it is difficult to quantify the influence of the canals on this plume. To ensure that FP&L has no culpability in the contamination of ground water, the cooling canals should either operate at a lower level of salinity or be isolated to restrict flow to underground sources of water. Isolation, however, is not an appealing option as the methods which have been conceptualized are highly invasive. Environmental concerns are abundant as the ecosystem within the cooling canals supports at least 17 protected species of birds and animals of South Florida. Over 25% of the world’s population of the American crocodile resides in the Turkey Point cooling canals. Very few organisms require a hypersaline condition to thrive; therefore, lowering the salt concentration of the canal system is not expected to have adverse effects upon the ecosystem. Careful attention must be paid to ensure wildlife survival during treatment and/or disposal system development and operation.

The memoirs of a famous Russian historian and archaeologist, holder of an Advanced Doctorate in History, Gerald Nikolaevich Matyushin (1927–2000), the author of 27 monographs and over 400 articles on the archaeology of the Stone Age and the history of the Southern Urals, introduce the reader to an unfamiliar genre of the scholar’s work: his autobiographical essays entitled ‘An Arctic Cruise’. The essays include little-known facts of G. N. Matyushin’s biography, of his childhood and youth, of his training at the Maritime school on the Solovetsky Islands, of his service in the Northern Fleet during World War II and in early post-war years, and of the fate of his friends, Alexander Kovalev, Sergey Igoshin, Anatolii Mochalkin and Petr Mitin. Selected excerpts from these memoirs were published in a collection of the Russian Archaeological Society series Antiquities, № 2 (Matyushin G. N. Madakha // Archaeologists about the War: Memoirs of World War II Veterans / The National Academy of Sciences, Russian Archaeological Society, Ed. G.N. Matyushin, B.G. Peters, Moscow: 1991. Part. 2, pp. 15–35). Later G. N. Matyushin prepared for publication a new, more complete version of his essays for the collection ‘Archaeologists about the War’ in the series ‘Antiquities’ No. 17 (Archaeologists about the War: Memoirs of World War II Veterans / The National Academy of Sciences, Russian Archaeological Society, 1996, Part 3, pp. 3–54). Later G. N. Matyushin prepared for publication a new, more complete version of his essays for the collection ‘Archaeologists about the War’ in the series ‘Antiquities’ No. 17 (Archaeologists about the War: Memoirs of World War II Veterans / The National Academy of Sciences, Russian Archaeological Society, 1996, Part 3). The memoirs published below are the original version of these essays, written shortly after visiting the Solovetsky Islands in 1985; they are included in the family history, compiled by G. N. Matyushin on the basis of family archives, newspaper publications, certifi cates, award lists and other documents (preserved in the personal archive of I. G. Matyushina). The events described by the author preceded his work on the text of his memoirs by several decades, so occasional details might not be refl ected with complete accuracy. The Illinois Marine Transportation System (IMTS) is a key component of the nation’s inland waterway system. IMTS is comprised of 27 locks and dams, 19 port districts, more than 350 active terminals, and 1,118 miles of navigable inland waterways traversing along the borderline or within the state of Illinois. However, the infrastructure of IMTS is aging and its conditions are deteriorating. To monitor the performance of IMTS and guide infrastructure investment to enhance safety, efficiency, and reliability of the system, a comprehensive performance measurement program is needed. To this end, the objective of this project is to create an integrated, comprehensive, and maintainable database that facilitates performance measurement of maritime freight to, from, and through Illinois. To achieve this objective, a review of the literature on maritime freight transportation both in the United States and abroad was performed. To gauge practitioners’ points of view, a series of phone interviews and online surveys of Illinois’ neighboring state DOT officials, officials from the US Army Corps of Engineers, Illinois port district authorities, and carriers operating in Illinois was also conducted. With the findings from the literature review and an understanding of state DOT practices, the needed and available data sources for a maritime freight performance measurement program were identified. Building on all the above efforts, a first-of-its-kind PM database for IMTS was designed and developed, along with a detailed user manual, ready for IDOT’s immediate use and future updates. In addition, opportunities for IDOT to use the database to conduct analysis are discussed. Key programmatic recommendations that outline the role of IDOT as a champion and as a facilitator are further included. The outcome of this project will help IDOT gain much-needed knowledge of and develop programs to improve IMTS performance, increase multimodal transportation network capacity, and expand the transportation and logistics sector of the state, which ultimately benefit the people and economy of Illinois.

The purpose of this study was to map the on-vessel receipt of message 21 broadcasts from shoreside Automatic Identification System (AIS) sites. Message 21 is one of 27 different AIS messages, and it is used to provide information about real and virtual aids to navigation (AtoNs). Virtual AtoNs are broadcast to warn mariners of hazards like temporary construction zones or submerged debris that may not be marked with a physical buoy. In this study, message 21 was broadcast from different shore-based AIS transceiver sites along the river. Equipment onboard the patrol vessel Pathfinder was monitored for receipt of message 21 during patrols on the Mississippi River that ranged from Lock and Dam (L&D) 22 to Cairo, Illinois, with the confluence of the Ohio River. The Pathfinder is owned by the US Army Corps of Engineers (USACE) and is based out of the St. Louis District (MVS). Understanding where vessels receive, or do not receive, message 21 has important implications for maritime safety in this heavily traveled portion of the inland waterway system.

In 2020, the US Army Engineer Research and Development Center (ERDC), Coastal and Hydraulics Laboratory, provided technical oversight during a navigation study to assist the Galveston District evaluation of different channel widening alternatives for larger ships transiting the Houston Ship Channel (HSC), Texas. The widening proposals encompassed several areas of the HSC including the Bay Section, the Bayport Ship Channel, Barbours Cut Channel, and the Bayou Section. The study was performed at the San Jacinto College Maritime Technology and Training Center (SJCMTTC) Ship/Tug Simulator (STS) Facility in La Porte, TX. The SJCMTTC STS is a real-time simulator; therefore, events on the simulator happen at the same time rate as real life. A variety of environmental forces act upon the ship during the simulation transit. These include currents, wind, waves, bathymetry, and ship-to-ship interaction. Online simulations of the project were conducted at SJCMTTC over a 3-week period – May through June 2020. Several mariners including Houston Pilots and G&H tugboat Captains participated in the testing and validation exercises. ERDC oversight was performed remotely because of the COVID-19 pandemic. Results in the form of engineering observations, track plots, and pilot interviews were reviewed to develop final conclusions and recommendations regarding the final design.
