NSF’s Advanced Manufacturing (AM) program supports transformative advances in materials engineering, processing and manufacturing and fosters multidisciplinary research that applies innovative manufacturing approaches to accelerate new product development, customize products, increase production efficiency and reduce production cost. AM is a basic research program the outcomes of which could lead to applications of interest to Industry. The AM program engages industry participation through the GOALI mechanism and through collaborations with the Manufacturing USA Institutes. The AM portfolio includes the entire spectrum of manufacturing processes including nanomanufacturing. Nanomanufacturing is the fabrication of nanoscale (1-100 nm) building-blocks, their assembly into higher-order structures, and the integration of these into larger scale systems. Nanomanufacturing research is the study of processes to manipulate and control matter at the nanoscale in 1-, 2-, and 3-dimensions, reproducibly. This presentation describes the AM program with a focus on Nanomanufacturing research and its role in cross-cutting initiatives.

The Republic of Kazakhstan has adopted the State Program of Industrial and Innovative Development for 2020-2025, the purpose of which is to achieve the competitiveness of the manufacturing industry in the domestic and foreign markets. The success of the implementation of this program largely depends on the combined efforts of university science, the potential of research institutes, business, with state support in the field of budget financing and in other areas. The purpose of the study is to identify the challenges facing the modern Kazakh higher education system in the context of economic modernization to increase its sustainability and competitiveness. In this regard, special attention is paid to the innovative component of any field of activity. The article, based on the study of world experience, identifies the main problems that hinder innovation activity at universities in Kazakhstan and provides recommendations on how to overcome them. As the pace of discovery and competition accelerates at the global level, universities are creating a culture in which entrepreneurship and innovative thinking are encouraged. Students under the guidance of teachers actively develop startups, striving to change society for the better by participating in social entrepreneurship. Innovative activities of universities are accompanied by the establishment of partnerships with leading companies and research institutes. The article presents the experience of leading universities in the USA, as well as universities in Central and Eastern Europe, Tokyo University (Japan) to increase the innovation activity of Kazakhstani universities. Traditional methods of analysis and synthesis, logical thinking, systematization and generalization of accumulated material were used to uncover the issues under study.

This paper examines how the Cooperative Extension System can be positioned as a collaborator in advancing manufacturing modernization in the USA. The authors consider whether the Cooperative Extension System has an interest in assisting manufacturers and, if so, what capacity it can bring that is complementary to the National Institute of Standards and Technology's (NIST) Technology Centers. They also assess whether there are sufficient parallel interests between the NIST Manufacturing Extension Partnership programme (in rural areas) and the Cooperative Extension System to warrant closer coordination and collaboration at the federal, state and local levels.

Manufacturing of heavy industrial components such as the front linkage, case frame and car body of construction and mining equipments involves multiple processes including thermal cutting, bending/forming and welding. Distortion, welding joint integrity and manufacturing variability pose significant challenges on today's manufacturing. In this paper, the authors presented VFT$^{\tiny TM}$- Virtual Fabrication Technology [1], a thru-process simulation package, developed at the technical center of Caterpillar Inc., Peoria, IL, USA and Battelle Memorial Institute, Columbus Ohio, USA. VFT is a trademark of Battelle Memorial Institute. This work was performed under the support of the US Department of Commerce, National Institute of Standards, Advanced Technology Program. Steel rolling simulation, thermal cutting simulation, bending and welding simulation capabilities in the VFT software have significantly reduced the time and cost of manufacturing process developments as well as to achieve competitive advantages through quality improvement and differentiated products. Besides the Caterpillar applications, VFT software has also found applications in shipbuilding, nuclear piping, and automotive industry.

Abstract (sommario):
Purpose. To analyze the impact of the knowledge component on the level of global competitiveness of the world. Methodology. The methodological basis of the article is the methods and forms of scientific knowledge adopted in domestic science, such as system approaches, comparative and synthesis methods, methods of abstract logical evaluation, methods of detailing, groupings and generalizations, experts evaluations; dynamics series, logic analysis, paired and multiple correlation techniques. Moreover, the Google Trends search engine was used, since the use of this search tool allowed drawing the following conclusions: searches for both concepts in the world and in Ukraine are substantially different: both concepts in the global space, particularly in countries with a high level of competitiveness, are hardly in demand. Findings. Knowledge as an economic category and practical skill permeates all spheres of human life. Currently, knowledge formation is concentrated within TNCs localized in the developed countries of the world (the USA, Singapore, the EU countries, Japan, and others), which is confirmed by the level of competitiveness of the economy of these countries and high ranking of the knowledge component in it. In the overall rating of competitiveness of the influence of the components of the knowledge economy, Ukraine ranks below average, while science now barely crosses the threshold of performing a sociocultural function and begins to perform a cognitive one. Originality. Globalization processes and technological revolution of recent decades have transformed knowledge and intellectual capital into key drivers of competitiveness in the world. We have formed and studied groups of subjective (regional and state policy, which determines the quality of economic and financial processes, as well as the management of the public sector) and objective (geographic, natural and climatic conditions, the degree of sufficiency in raw materials, infrastructure, and others) factors affecting competitiveness of countries. According to the research results, the use of this approach allows for continuous monitoring of the competitiveness level of social and economic indicators in order to identify and eliminate bottlenecks in various levels of state management. Practical value. The authors approach suggested is recommended to be used by scientific institutes, universities, government bodies and services for monitoring socio-economic indicators included in the groups of objective and subjective factors in order to form a holistic understanding and systematic analysis of the influence of the competitiveness of the knowledge component on different aspects of the countrys social and economic life.

The article presents the results of Wetlab work in Ufa Eye Research Institute for 2014–2023. The successful work of Wet Laboratory in Ufa Eye Research Institute has made phaco training more accessible for opthtalmologists from Russia and neighbouring countires. Nos últimos anos, é notória a evolução das empresas brasileiras no que tange a busca por otimizar os seus resultados industriais. Estudos do Lean Institute Brasil (2012) indicam que as indústrias do Brasil são, em média, as que necessitam o maior número de horas extras para o cumprimento das operações de manufatura, fato diretamente vinculado à elevada quantidade de estoques entre processos, desperdícios na movimentação e armazenagem de materiais. Logo, o artigo objetiva desenvolver uma metodologia que viabilize o estudo da maneira na qual funciona a cadeia de suprimentos interna de empresas fabricantes de ônibus do Brasil, em específico para os seus componentes comprados, com base no método denominado Making Materials Flow, para a correção das situações elencadas, havendo, ao final, uma redução em 40% do total de itens em falta para a linha de montagem e colaborando para o aumento de 37% na produção por dia.

Quality improvement (QI) approaches are becoming increasingly important in the delivery of mental healthcare internationally. They were originally developed in the manufacturing industry, but the principle of having a systematic approach to improvement has spread to many other industries, not least to healthcare. Quality improvement approaches in healthcare were pioneered in the USA at organisations such as Virginia Mason and the Institute for Healthcare Improvement. In recent years, they have become firmly established in mental health services in the UK's National Health Service (NHS). There are a number of different approaches to quality improvement, but two leading models have taken root: ‘lean thinking’ (also known as ‘lean methodology’ or simply ‘lean’), which arose out of Virginia Mason, and the ‘Model for Improvement’, which came out of the Institute of Healthcare Improvement. This article describes these two quality improvement approaches, critiques their philosophy and explores how they can apply in the provision of mental healthcare, particularly with reference to the use of data, evidence and metrics.

Recently, a few computational methodologies and algorithms have been developed to simulate the microstructure evolution in powder bed fusion (PBF) additive manufacturing (AM) processes. However, none of these have attempted to simulate the grain structure evolution in multitrack, multilayer AM components in a fully 3D transient mode and for the entire AM geometry. In this work, a multiscale model, which consists of coupling a transient, discrete-source 3D AM process model with a 3D stochastic solidification structure model, was applied to quickly, efficiently, and accurately predict the grain structure evolution of IN625 alloys during Laser Powder Bed Fusion (LPBF). The capabilities of this model include studying the effects of process parameters and part geometry on solidification conditions and their impact on the grain structure formation within multicomponent alloy parts processed via AM. Validation was accomplished based on single-layer LPBF IN625 benchmark experiments, previously performed and analyzed at the National Institute of Standards and Technology (NIST), USA. This modeling approach can also be used to quantitatively predict the solidification structure of Ti-6Al-4V alloys in electron beam AM processes.

In the modern scenario of neurological rehabilitation, which requires affordable solutions oriented toward promoting home training, the Institute of Industrial Technologies and Automation (ITIA) of the Italian National Research Council (CNR) developed a line of prototypal devices for the rehabilitation of the upper limb, called “Arm.” Arm devices were conceived to promote rehabilitation at affordable prices by capturing all the main features of the state-of-the-art devices. In fact, Arm devices focus on the main features requested by a robot therapist: mechanical adaptation to the patient, ranging from passive motion to high transparency, assist-as-needed and resistive modalities; proper use of sensors for performance monitoring; easy-to-use, modular, and adaptable design. These desirable features are combined with low-cost, additive manufacturing procedures, with the purpose of meeting the requirements coming from research on neuro-motor rehabilitation and motor control and coupling them with the recent breakthrough innovations in design and manufacturing.

Abstract Well into the twentieth century, disinfection through moist heat, disinfectants, or desiccation was to continue as the weapon of choice against the plague, and this chapter surveys the various disinfection strategies and specially designed equipment that were introduced in different parts of India. Ever since its development, several alterations were also instituted in the method of manufacturing Haffkine’s protective vaccine. Haffkine was now assisted by a vast number of commissioned and subordinate medical officers and private practitioners—European and Indian—in introducing preventive inoculation. The chapter traces the infamous Mulkowal mishap of 1902 in Punjab, the subsequent action of securing the manufacturing process, its administration, and its implications for the future of vaccination. Other impactful and creative measures at educating the masses about modern methods of disease prevention through the use of travelling dispensaries and drama also get a mention in this chapter.

The periodic table of elements is an example that greatly advanced the science of chemistry. The National Institute of Mental Health’s Research Domain Criteria creates the future challenge of combining units of analysis with functional dimensions of behavior. Units of analysis include biological units such as genes, molecules, cells, and circuits. Dimensions of behavior include emotion, cognition, social processes, and arousal/regulatory systems. Matrices also aid design when it is necessary to satisfy multiple constraints such as the priority of stages in a manufacturing process and use of the same resources.

The American Petroleum Institute has published and updated specifications for the manufacturing of line pipe since 1928. The first such specification, API Standard No. 5-L, First Edition, was issued in January, 1928. The First Edition was a “pocket-sized” (4 × 7 inches) 38 page document. The most recent edition: API Specification 5L, Forty-First Edition, is dated April 1, 1995. It is an 8½- by 11-inch book of 119 pages. Along the ~ay the document has undergone many changes but the essential purpose has remained the same, namely, “to provide standards for pipe suitable for use in conveying, gas, water, and oil in both the oil and natural gas industries”. The elements of pipe manufacturing addressed by the standard have remained essentially the same, namely, processes of manufacturing, material properties, dimensional requirements, workmanship, inspection, testing, threading and couplings, and marking and documentation. Nevertheless, if one were to compare the First Edition to the Forty-First Edition, one would notice significant modifications mostly in response to both increasing emphasis on product quality and improvements in manufacturing technology. Summaries of the requirements of each API 5L edition are listed in Table 9-1, and summaries for API 5LX editions are listed in Table 9-2. Listings of which manufacturers held 5L and 5LX licenses and when they held them are presented in Tables 9-3, 9-4, and 9-5. The contents of the various editions are described below.

This chapter is proposing an empirical study to examine RFID sectors or businesses personal use of such technologies, especially with green of eco-friendly applications. For example, the Green Clean Institute defines this strategy as an attempt to promote the manufacturing of green products and services and using green business practices. This strategy hopes to accomplish products and services that cause no immediate, residual, or long-term harm to the environment. However, due to increased competitiveness and shorter product life cycles more and more attention is being paid to a reduction of resource usage and environmental protection. This chapter is meant to discuss the current and future practices of GSC management and how RFID can be incorporated into the business as a green, environmentally conscious enabler.

According to the statement, H&M declared to not cooperate with any garment manufacturing factories located in Xinjiang, nor to use raw materials from the region due to BCI allegations of forced labor and religious discrimination against the ethnic minorities in the Xinjiang Uyghur Autonomous Region. After that, Chinese consumers began to boycott H&M causing various e-commerce platforms to remove H&M-related products, as well as several offline stores in China to close. As a result, H&M's sales in China fell sharply in that quarter, and the brand has had difficulties regaining the trust of Chinese consumers.

Entrepreneurship correlates to the entrepreneur who is creative, has risk taking capability, promotes capital formation, and seeks out investment opportunities in the market. In the National Institute for Transforming India Aayog's 5th Governing Council, the Government of India (GoI) aims to take the Indian economy to USD 5 trillion by 2024. Thus, India needs to significantly increase employment opportunities for which GoI is promoting skill development through biotechnology entrepreneurship and investing appreciably with a special focus on R&D to develop India into a world class bio-manufacturing hub. The DBT in collaboration with BIRAC has implemented flagship schemes such as ‘Make in India' and ‘Start up India'. The major objectives of this chapter are to lay out (1) the role of GoI to empower startups for growth through innovation and design, (2) a detailed overview of the various schemes offered by GoI for promoting skill development and innovation through bio-entrepreneurship, (3) major challenges faced by the government for implementation of schemes.

The purpose of this work was to determine the origin of pigs (Large White × Landrace) × Maxgro of the final hybrid using mitochondrial DNA markers. As a genetic material used bristles from the auricle of commercial pigs (large white × landrace) × Maxgro. DNA secretion was carried out according to the method of Korinnyi S.M., etc.2005, using Chelex ion exchange resin – 100. For the analysis of the mitochondrial genome, the method of polymorphism of the lengths of restriction fragments amplified in PCR was used (Polymerase chain reaction-restriction fragment of polymorphism – PCR-RFLP). The D-loop of the mitochondrial genome of a pig of 428 pairs is subject to analysis of nucleotide with Tasl recognition sites in positions 15558, 15580, 15616, 15714, 15758). Comparison of inherited on the maternal line restrict fragments in the breed allowed get reliable information about the origin of the experimentally studied sample of pigs of the final hybrid (n=15) from RPE "Globinsky Pig Farm", Globyno, town Poltava region, Ukraine allowed getting reliable information of their origin. Laboratory research was carried out based at the Institute of Pig Breeding and Agricultural Production NAAS in the Laboratory of Genetics. By analyzing nucleotide sequences, one monomorphic site was identified and experimentally investigated in position 15558 p.n. and three polymorphic sites in positions 15580, 15616, 15714, 15758 p.n. for endonuclease TasI (↓AATT). To systematize combinations of mitochondrial DNA restriction fragments, three breed-specific mitochondrial haplotypes were identified in an experimentally studied sample of hybrid pigs (n=15). With its use, mitochondrial haplotypes of pigs of the final hybrid were determined: 4 animals with haplotype C, 6 with haplotype N, and 5 with haplotype O. According to many authors pieces of research, these haplotypes characterize different breeds, namely C – Landrace, N – Large White (Asian type) and O – Landrace. The obtained data on the origin of animals of the final hybrid suggests that two-breed sows were the result of direct (Large White × Landrace) and reciprocal crossing (Landrace × Large White). Genetic examination in the establishment of maternal breeds of hybrid pigs with the help of markers of the mitochondrial genome and the search for a polymorphic area of the X and Y-chromosome to determine the ancestral line has become an urgent issue in continuing our research in modern pig breeding technologies of commercial lines. There is renewed interest in workforce development and manufacturing education/training thanks to the establishment of the Manufacturing USA Institutes, originally called the National Network for Manufacturing Innovation (NNMIs). As part of their efforts to bridge the gap between basic research and technology commercialization, these institutes are nurturing curriculum development and outreach activities related to their technological foci. As community colleges and universities scramble to respond to the increased demand for a highly-educated workforce with specific advanced manufacturing skills, the institutes are struggling to assess the educational artefacts that are being developed as part of their research funding to educate and (re)train the workforce. In this paper, we introduce Education Readiness Levels (ERLs) to evaluate the “readiness” of educational artefacts — courses, programs, modules, lesson plans, and hands-on activities — based on seven critical elements: class size, cost, instructors, depth of content, facilities, target audience and course material. We define 10 readiness levels for each element (0–9), and codify each level by extending the corresponding scale on the Technology Readiness Level (TRL) or Manufacturing Readiness Level (MRL). Using our ERLs, courses can be evaluated based on the scores for each element, identifying areas performing well and those that need improvement. The ERLs are represented graphically, allowing for easy comparison between courses and established targets. One can also measure progress using the ERLs, especially for courses and training modules of upcoming areas of manufacturing. To demonstrate the scale, we apply the ERLs to several funded projects from America Makes, the first Manufacturing USA Institute, whose focus is on 3D printing and additive manufacturing.

This paper describes two approaches to teaching engaging creative engineering design classes. Both of these classes have evolved over many years using feedback from annual class reviews. One is the computer-aided design class, CAD-EX, at the University of Tokushima (UT) in Japan, and the other is the introductory design and manufacturing class, 2.007, at the Massachusetts Institute of Technology (MIT) in the USA. Comparing these two classes conducted in two difference countries, this paper discusses how we created learning environments that engage students in a variety of design-related activities.

Abstract Since 2008, Japanese boiler, turbine and valve manufacturers, research institutes and utility companies have been working together to develop 700V A·USC technology, with support from the Japanese government. The key areas of discussion are technology development of high temperature materials such as nickel-based alloys and advanced 9Cr steels, and their application to actual power plants. At the EPRI conference in 2013, our report mainly focused on the development of fundamental material and manufacturing technology during the first five years of the project, and the preparation status of the boiler component test and turbine rotor test for the latter four years of the project. The boiler component test, using a commercially-operating boiler, began in May 2015 and is scheduled to be finished by the end of 2016. The turbine rotor test at 700°C with actual speed will be carried out from September 2016 to March 2017. At this year’s conference, we will: l) briefly summarize the development of fundamental material and manufacturing technology and 2) provide an update on the progress of the boiler component test and the turbine rotor test.

Abstract Global logistics is the new frontier for information technology. World trade is expected to increase four-fold to over US$16 trillion by the year 2010. Logistics represents over US$600 thousand million in the United States of America (USA), which is roughly equivalent to the cost of health care in that country. Additionally, logistics is the second largest employer of new college graduates in the USA. Because of the importance of logistics, the National Science Foundation in the USA sponsors The Logistics Institute (TLI), and its predecessor the Material Handling Research Center (MHRC) to conduct basic and applied research, continuing education, and technology transfer in logistics. TLI is an Industry / University Cooperative Research Center operated jointly by the Georgia Institute of Technology and the University of Arkansas. It is sponsored by seventeen member companies in addition to the National Science Foundation. TLI has close relations with the Fraunhofer Institute at the University of Dortmund in Germany and is establishing cooperation with Gintic Institute of Manufacturing Technology at Nanyang Technological University in Singapore.

Anthropogenic greenhouse gas emissions warming up the Earth’s atmosphere and triggering a climatic shift around the world evidence how the construction industry must provide a resilient built environment for an increasingly growing population, while at the same time reduce the use of cement and the demand for energy use from heating and cooling in an intensely urbanized world. Construction using Additive Manufacturing (AM) has gained traction in recent years, promising benefits such as: reduction in waste, building time, and need for formwork; customization and fabrication of complex geometries at no extra cost; and the reduction of human labor and on-site hazards. While most implementations of AM use cement as a primary material, development of alternative technologies that use earth-abundant, low-carbon renewable materials can be seen in projects such as Gaia by WASP, as well as efforts from the Institute for Advanced Architecture of Catalonia (IAAC). As a research framework, this project extends the efforts of building with renewable materials by developing a Functionally Graded Material (FGM) 3d Printing technology to create a bio-composite wall using lime, clay and hemp bast fiber. Unlike traditional, singular material deploying AM technologies, FGMs are a type of composite that use different materials according to where they are needed, with gradient transitioning between the materials to achieve non-discrete interphases. We work under the hypothesis that FGMs can achieve better strength-to-weight ratios than regular ceramics, and at the same time allow, through the 3d printing process, for an expression of the functional requirements of material change through form. While used in fields other than architecture, FGMs in AM have yet to be implemented in building construction.

This paper describes how combinatorial testing using covering arrays can be implemented to optimize discrete event simulation models of manufacturing systems for measures of sustainability. Discrete event simulation models often have hundreds of parameters and many test values for each parameter. Generally the interactions between the parameter-values are not well understood; this can lead to sub-optimization of the system. Most optimization engines and software for discrete event simulation packages use full factorial designs, which require many runs and hence a lot of computation time. In this paper we introduce combinatorial testing using a test-suite generation tool called NIST-ACTS (National Institute of Standards and Technology - Advanced Combinatorial Test Suites) to dramatically decrease the number of runs required to detect the interactions and determine an optimal solution.

Abstract A collaboration between faculty at Tufts University and Rensselaer Polytechnic Institute has initiated a research-curriculum development program to promote high level technology transfer both with the classroom and through other educational venues in the area of Thermal Manufacturing and Materials Processing. One central aspect of this collaboration is the concurrent development of two new graduate courses at these respective institutions. The specific content of each of the two courses will be described in some detail in addition to some of the developmental background that constrained them. In particular, the technology transfer issue will be discussed, including a goal to communicate to a much wider audience some of the advances in this technical area without requiring a graduate level heat transfer background. Additional issues include our experiences with distance learning in thermal manufacturing and with the development of curriculum materials for use in other courses, at the graduate and undergraduate level, at both institutions.

Abstract In all types of communication, the ability to share information is often hindered because the meaning of information can be drastically affected by the context in which it is viewed and interpreted. This is especially true in manufacturing because of the growing complexity of manufacturing information and the increasing need to exchange this information among various software applications. Different manufacturing functions may use different terms to mean the exact same concept or use the exact same term to mean very different concepts. Often, the loosely defined natural language definitions associated with the terms contain so much ambiguity that they do not make the differences evident and/or do not provide enough information to resolve the differences. A solution to this problem is the development of a taxonomy, or ontology, of manufacturing concepts and terms along with their respective formal and unambiguous definitions. This paper focuses on an effort at the National Institute of Standards and Technology to identify, formally define, and structure the semantic concepts intrinsic to the capture and exchange of manufacturing information. Specifically, this paper documents the results of the first phase of this project — that of analyzing existing ontological systems to determine which is most appropriate for the manufacturing domain. In particular, this phase involved the exploration of efforts that are studying both the uses of ontologies in the general sense and those that are using ontologies for domain-specific purposes.

The development of digital technologies for manufacturing has been challenged by the difficulty of navigating the breadth of new technologies available to industry. This difficulty is compounded by technologies developed without a good understanding of the capabilities and limitations of the manufacturing environment, especially within small-to-medium enterprises (SMEs). This paper describes industrial case studies conducted to identify the needs, priorities, and constraints of manufacturing SMEs in the areas of performance measurement, condition monitoring, diagnosis, and prognosis. These case studies focused on contract and original equipment manufacturers with less than 500 employees from several industrial sectors. Solution and equipment providers and National Institute of Standards and Technology (NIST) Hollings Manufacturing Extension Partnership (MEP) centers were also included. Each case study involved discussions with key shop-floor personnel as well as site visits with some participants. The case studies highlight SME’s strong need for access to appropriate data to better understand and plan manufacturing operations. They also help define industrially-relevant use cases in several areas of manufacturing operations, including scheduling support, maintenance planning, resource budgeting, and workforce augmentation.

Abstract The harsh operating conditions of Advanced Ultra-Supercritical (A-USC) power plants, i.e., steam operation conditions up to 760°C (1400°F)/35 MPa (5000 psi), require the use of Ni-based alloys with high temperature performance. Currently, the U.S. Department of Energy Fossil Energy program together with Electric Power Research Institute (EPRI) and Energy Industries of Ohio (EIO) is pursuing a Component Test (Comets) project to address material- and manufacturing-related issues for A-USC applications. Oak Ridge National Laboratory (ORNL) is supporting this project in the areas of mechanical and microstructure characterization, weld evaluation, environmental effect studies, etc. In this work, we present results from these activities on two promising Ni-based alloys and their weldments for A-USC applications, i.e., Haynes 282 and Inconel 740H. Detailed results include microhardness, tensile, air and environmental creep, low cycle fatigue, creep-fatigue, environmental high cycle fatigue, and supporting microstructural characterization.

NIST appreciates the richness of the input received from and recognizes that detailed specific comments may not be included in this summary. Readers who would like to see the comments in their entirety can find those at regulations.gov. The RFI analysis and high-level summary was performed by the NIST team by categorizing responses by the five RFI topic areas, individual questions and corresponding responses when applicable, and respondent and organization type. Where applicable, the NIST team also appropriately mapped comments from the text of the general responses to specific RFI questions. Where applicable, specific suggestions from the responses were reproduced as part of the high-level summary.

This report is a literature review of several non-metallic material systems often used as alter-natives to steel pipelines. The pipeline systems reviewed are high density polyethylene (HDPE), fiberglass reinforced plastic (FRP), flexible composite and thermoplastic liners. This report is not intended to be a detailed guide or design manual on the use of the referenced materials for pipeline applications, rather an overall evaluation on the current state of these systems. Significant industry literature and documentation already exists on the design, manufacturing, installation, and operation of these pipelines. This information currently resides in pipe manufacturer's manuals and various industry standards and guides published by organizations such as ASTM International (ASTM), American Petroleum Institute (API) American Water Works Association (AWWA), and International Organization for Standardization (ISO). In Canada, the oil and gas industry pipeline code, CSA Z662-2015 (Canadian Standards Association, 2015). Users should frequently consult the manufacturers of the pipe products in use or under consideration for use for clarification and suggestions regarding the best practices, considerations and applications of the materials in question. In addition, pipeline operators should be aware of the applicable regulatory requirements in the jurisdictions they are operating within.

The Manufacturing USA Program’s 2019 reauthorization allows the National Institute of Standards and Technology (NIST) to renew Manufacturing USA institute support, subject to a “rigorous merit review.” Following an initial five to seven-year cooperative agreement in which federal support must be cost-matched by at least a 1:1 match of non-federal co-investment over the performance period of the award, NIST-funded institutes are now eligible to apply for renewal of their support. This document describes the institute renewal process, with a focus on the performance standards for the merit review.
