Abstract (sommario):
We give a thorough account of the various equivalent notions for \sheaf" on a locale, namely the separated and complete presheaves, the local home- omorphisms, and the local sets, and to provide a new approach based on quantale modules whereby we see that sheaves can be identi¯ed with certain Hilbert modules in the sense of Paseka. This formulation provides us with an interesting category that has immediate meaningful relations to those of sheaves, local homeomorphisms and local sets. The concept of B-set (local set over the locale B) present in [3] is seen as a simetric idempotent matrix with entries on B, and a map of B-sets as de¯ned in [8] is shown to be also a matrix satisfying some conditions. This gives us useful tools that permit the algebraic manipulation of B-sets. The main result is to show that the existing notions of \sheaf" on a locale B are also equivalent to a new concept what we call a Hilbert module with an Hilbert base. These modules are the projective modules since they are the image of a free module by a idempotent automorphism On the ¯rst chapter, we recall some well known results about partially ordered sets and lattices. On chapter two we introduce the category of Sup-lattices, and the cate- gory of locales, Loc. We describe the adjunction between this category and the category Top of topological spaces whose restriction to spacial locales give us a duality between this category and the category of sober spaces. We ¯nish this chapter with the de¯nitions of module over a quantale and Hilbert Module. Chapter three concerns with various equivalent notions namely: sheaves of sets, local homeomorphisms and local sets (projection matrices with entries on a locale). We ¯nish giving a direct algebraic proof that each local set is isomorphic to a complete local set, whose rows correspond to the singletons. On chapter four we de¯ne B-locale, study open maps and local homeo- morphims. The main new result is on the ¯fth chapter where we de¯ne the Hilbert modules and Hilbert modules with an Hilbert and show this latter concept is equivalent to the previous notions of sheaf over a locale.

With the discovery of the quantum Hall effect more than thirty years ago, a whole new field emerged—that of topological quantum matter. This field is now a very mature one, and many different aspects are covered in the literature. The main text of this thesis introduces the field and gives a background to topological quantum matter, as well as topological aspects of superconductivity and the Abelian fractional quantum Hall (FQH) states.  Together with the main text there are five articles that address five different questions, all connected to topological quantum matter. In the first article, representative wave functions for the Abelian FQH states are calculated using conformal field theory methods. Before this paper was published, similar constructions had been restricted to flat geometries, but in this paper we generalize the analysis to the simplest curved geometry, namely the sphere. On top of being of interest for numerical studies (which usually are performed on a sphere), the response of the FQH liquids to curvature can be used to detect a topological quantity, the shift, which is the average orbital spin of the constituent electrons. In the second article, we construct an effective field theory for the two-dimensional spinless, chiral p-wave superconductor that faithfully describes the topological properties of the bulk state, and also provides a model for the subgap states at vortex cores and edges. In particular, it captures the topologically protected zero-modes and has the correct ground state degeneracy on the torus. In the third paper, tools for a hydrodynamic theory for insulators in three dimensions are derived. Specifically, we use functional bosonization to write insulators as a condensation phase of the U(1) gauge theory obtained in the functional bosonization language. In the fourth paper, we investigate the edge Majorana modes in the two-dimensional chiral p-wave superconductor. We define the model on surfaces with different geometries—the annulus, the cylinder, the Möbius band, and a cone—and with different configurations of magnetic flux threading holes in these surfaces. In particular, we address the following question: Given that, in the absence of magnetic flux, the ground state on the annulus does not support Majorana modes, while the one on the cylinder does, how is it possible that the conical geometry can interpolate smoothly between the two? In the fifth and last article, we demonstrate that two-dimensional chiral superconductors on curved surfaces spontaneously develop magnetic flux. We propose this geo-Meissner effect as an unequivocal signature of chiral superconductivity that could be observed in layered materials under stress. We also employ the effect to explain some puzzling questions related to the location of Majorana modes.

In recent years localisation has risen on the agenda in the humanitarian sector. It is seen to have great deal of benefits including being more cost efficient, more sensitive to culture and context and offers quicker responses. Opponents to this claim that it is too difficult to know whichactors can be trusted and that there is a risk that they do not comply with the humanitarian principles. In addition to this, concerned voices have risen that criticise the use of the term ‘local’. It lacks a common definition and is often used without a discussion of who it refers to. Changing this is of vital importance if the humanitarian sector wants to work against the power imbalances that remain from colonialism. Critical localism is a theory that criticises this arbitrary use of ‘local’ and sets out a framework for a variety of factors that should be taken into consideration when discussing and defining the ‘local’. This thesis is a case study conducted through a theoretical thematic analysis thatinvestigates if the localisation initiative Local to Global Protection complies with the guidelines of critical localism, with an additional focus on Eurocentric presence in academic work. The results from this study can be used to shed light on the problem with an arbitrary portrayal of ‘local’ while also offering real examples from the humanitarian field on how to avoid it. The findings showed that the initiative complied with the guidelines to a large degree. Its strongest area was the way ‘locals’ were presented from their own point of view instead of letting large international actors present their view of them. The part that showed most room for improvement was the lack of representation of the authors own bias in the portrayal of the ‘local’.

By discussing the autonomy of local government in Tanzania, this research will highlight whether or not local government in Tanzania has the autonomy to exercise its functions without undue interference from the central government. There is not much literature on the local government laws of Tanzania .Therefore, this research will contribute to the concept of decentralisation in Tanzania in particular and Africa in general.

L’information visuelle est transmise de la rétine au cerveau par les cellules ganglionnaires. Il existe plusieurs types de cellules ganglionnaires, chaque type formant une mosaïque qui couvre l’intégralité de la scène visuelle. Comprendre la manière dont ces neurones encodent collectivement la scène visuelle est essentiel pour au moins deux raisons: - La manière dont une population de neurones encodent collectivement une information sensorielle reste jusqu’à aujourd’hui mystérieuse. La rétine est un système idéal pour étudier cette question: elle a en effet une structure en couches 2D qui se prête idéalement à l’enregistrement d’une population complète de neurones à grande échelle, et elle opère une transformation complexe de la scène visuelle. - Certaines maladies qui mènent à la cécité ne connaissent aujourd’hui pas de traitement. Plusieurs stratégies de restauration visuelle basées sur la stimulation directe de cellules ganglionnaires sont le sujet de recherches actives. Il pourrait être nécessaire de reproduire en imitant le code neural produit par la rétine pour optimiser les résultats de ces stratégies thérapeutiques. Au cours de ma thèse, j’ai travaillé sur deux questions complémentaires, qui sont liées à ces deux sujets respectivement
Visual information is conveyed from the retina to the brain through ganglion cells. Ganglion cells are divided in different cell types, and each of them form a mosaic sampling the entire visual scene. Understanding how these neurons encode the visual scene is essential for at least two reasons: -It is still unclear how a population of neurons collectively code sensory information. The retina is an ideal system to study this issue: while it performs complex processing on the visual stimulus, its 2-D structure makes it suitable for large-scale recordings of complete populations of neurons. -Some diseases leading to blindness have currently no cure. Several visual restoration strategies based on the direct stimulation of ganglion cells are currently being investigated. Emulating the retinal code may be necessary to optimize the results of these therapeutic approaches. In my thesis I have worked on two complementary questions, that are related to these two topics

Atualmente, sistemas de visão computacional em computadores portáteis estão se tornando uma importante ferramenta de uso pessoal. Sistemas de visão para localização de objetos é uma área de pesquisa muito ativa. Essa dissertação propõe um algoritmo para localizar posições no espaço e objetos em ambientes não instrumentados com o uso de uma câmera web e um computador pessoal. Para isso, são usados dois algoritmos de rastreamento de marcadores para reinicializar frequentemente um algoritmo de Visual Simultaneous Localisation and Mapping. Essa dissertação também apresenta uma implementação e um conjunto de testes para validar o algoritmo proposto.
Nowadays, vision systems in portable computers are becoming an important tool for personal use. Vision systems for object localization are an active area of research. This dissertation proposes an algorithm to locate position and objects in a regular environment with the use of a simple webcam and a personal computer. To that end, we use two algorithms of marker tracking to reboot often a Visual Simultaneous Localisation and Mapping algorithm. This dissertation also presents an implementation and a set of tests that validate the proposed algorithm.

Iniciamos com o caso Artiniano e depois estendemos ao caso geral. Analisamos a unicidade do funtor dualizante através da interveniência do módulo canônico, uma peça chave da álgebra comutativa moderna. Focamos, em especial, nos chamados anéis de Gorenstein, caracterizados, entre os anéis de Cohen-Macaulay, como aqueles que são seu próprio módulo canônico. Explicitamos o funtor dualizante. Analisamos o comportamento do módulo canônico sob o processo de localização e completamento. Por fim, trabalhamos nas demonstrações dos teoremas de dualidade de Grothendieck. _________________________________________________________________________________________ ABSTRACT: The main purpose of this dissertation is a detailed study of canonical module and the dualizing functor for local Cohen-Macaulay rings and the proof of the duality theorems of Grothendieck. We start with the Artinian case and later we extend to the general case. Using the canonical module, an important subject of modern commutative algebra, we examine the unicity of dualizing functor. We give special attention in Gorenstein rings, those whom are Cohen-Macaulay rings and have free canonical module. After, we make explicit the dualizing functor and analyze the behavior of the canonical module under the localization and completion process. We conclude with the duality theorems of Grothendieck.

O objetivo desta pesquisa é identificar as estratégias discursivas utilizadas na configuração de um telespectador no interior do texto de quatro telejornais produzidos e exibidos em Florianópolis. Toma-se como objeto empírico os programas Jornal do Almoço, exibido pela Rede Brasil Sul (RBS); Jornal do Meio-Dia, telejornal da Rede Independência de Comunicação (RIC); Notícias de Redação, exibido na emissora Band SC e SBT Meio-Dia, programa local do Sistema Brasileiro de Telecomunicações (SBT) para verificar seus modos de funcionamento discursivo e os contratos comunicativos estabelecidos com os telespectadores. Parte-se, para isso, do pressuposto de que é possível observar o telespectador de três diferentes formas: como um sujeito real, que consome os produtos televisivos, interage com eles ou muda de canal; como um sujeito imaginado, presumido, que faz parte da idealização de público por parte da instância de produção; ou como um sujeito discursivo, configurado no programa a partir das estratégias operadas em seu formato. Os resultados da análise textual dos telejornais, com base em conceitos da teoria semiótica e dos estudos do discurso, permitiu observar como se constituem e operam as regras dos contratos comunicativos estabelecidos entre os programas e seus telespectadores e, assim, como esse telespectador discursivo é configurado em cada telejornal.

Abstract : The objective of this research is identifying the discursive strategies used in the configuration of a viewer inside the text of four TV News produced and displayed in the city Florianopolis. Four TV Journals become an object of analysis: Jornal do Almoço (Rede Brasil Sul - RBS); Jornal do Meio-Dia (Rede Independência de Comunicação - RIC); Notícias da Redação (Band SC) and SBT Meio-Dia (Sistema Brasileiro de Telecomunicações - SBT) to verify their ways to produce the discourse and the communicative contracts established with the viewer. It is believed that we can study the viewer from three points of view: as a real person, that watch the tv programs, interact with it or change the channel; as a person imagined, assumed, which is part of the idealization by the tv producers; or as a discursive configuration who can be viewed from the strategies used into the television program. The results of this analysis, based on concepts of semiotics and discourse studies, allowed us to observe how the rules of communicative contracts established between the tv programs and its viewers are built. In that way, it was possible to realize how the tv viewer is configured on each tv newscast.

Since 9/11, the NYPD has taken on what might be called a personal vendetta to never allow another terrorist attack to strike the citizens of New York City. It has developed a unique and controversial model that critics say consistently pushes the boundaries of the law and civil rights in an attempt to spy on and monitor the behavior of the residents of New York City in order to prevent another devastating attack. New York City is not the only place affected by the threat of domestic terrorism. Other municipalities have realized this threat and have attempted to establish methods to prevent the occurrence of a similar scenario in their locales. Many municipalities have attempted to develop their own version of a counterterrorism defense using their own ideas and following those from the NYPD. However, the NYPD model has been criticized for encouraging racial profiling and violating citizens civil liberties through their collection methods. This thesis will suggest how other municipalities can utilize positive aspects of the NYPD model to deter and foil any future attempts to cause our nation harm.

Local government structures have a particularly important role to play in harnessing national and regional resources to promote their areas and in facilitating strategic local partnerships to enhance and sustain economic growth. The study sought to examine the implementation of Local Economic Development Strategy implementation in Bushbuckridge Local Municipality (BLM) in the Mpumalanga Province of South Africa. The sample comprised of BLM LED officials and at least 5 respondents selected from10 projects and these included the project management team and workers. The Chosen projects were chosen based on proximity and availability but maintaining balance to cover the entire municipality. This allowed the researcher to have a balanced view from both the municipal officials and people at the project sides. A purposive sampling method was used to select the sample for the study. The primary data was collected using interviews and structured observations. Secondary data was collected using the document analysis method. SPSS and the content analysis methods were used in the study. The study found that BLM has an LED strategy as prescribed in the municipal IDP and projects have been implemented to promote local economic development in the region. However, there is a knowledge gap from project participants as some have no access to information and cannot access and use the services from the LED offices to enhance their economic activities, due to their peripheral location. The BLM LED strategy is implemented following the Location Theory, projects were planned and positioned in places where they will maximise profit and minimise production costs by employing local ideas and resources, packing them to attract outside interest. The participatory model adopted by the municipality in planning and implementing LED activities does not yield the desired results due to some projects that are unable to be part of the participatory planning processes. The consultative activities during the conception and planning should target the poor. The study recommends therefore, that LED in BLM has to be a participatory model which is based on a holistic approach to incorporate different activities from different areas based on their local potential and available resources to create economic Spin-offs. The study also makes a number of specific recommendations to facilitate the planning and implementation of LED strategy in BLM.First, participatory processes such as the IDPs at local municipal levels should be used to facilitate people’s participation in the whole process, from conception, planning, implementation and evaluation of all LED activities in the local municipality. The beneficiaries have to be active participants in their own development; hence this will ensure full and active participation. The study also discovered that there is lack of coordination among the stakeholders to create viable establishment of cooperatives development and to formalise their economic participation in order to promote sustainable SMME development, growth and sustainable cooperative movement. Challenges of LED strategy implementation in BLM included that the municipality, like many others in the country, do not have adequate economic growth strategies, and if they do, it will only sound good on paper but the implementation on the ground does not happen as depicted in the strategy. This further perpetuates the triple challenges of poverty, unemployment and inequality.

Due to the numerous possibilities of voicing concerns and the flood of data we are exposed to, local issues are at a risk of being overlooked. Following a research agenda proposed by Foth et al. (2013), this thesis explored the possible contributions of situated digital and tangible media for communicating local issues. Making use of the location of an issue could thereby not only allow to reach the targeted audience but also for a deeper involvement of citizens. Through the development of a design intervention in public space, called Local Commons, the benefits of this approach were investigated. Therefore, the intervention combined digital and tangible media in order to engage the public to contribute and debate different perspectives on a given local issue. The interaction with the intervention was thereby twofold. First, the intervention invited the audience to submit images of their perspectives on the issue, which were displayed on a public screen. Via tangible buttons in front of the screen, the audience then had the possibility to agree or disagree to the displayed perspectives, creating a space for deliberation. In a field study, the concept was subsequently tested and evaluated. The results of this study, although not generalisable, supported the chosen approach of this thesis.

This study examines the potential for the Internet, or more specifically the World Wide Web, to enhance local democracy and local governance by providing a networked public sphere. It is located in post-industrial theories of social and political transformation, which see a new, uncertain and complex society emerging which may transform the political significance of the 'local'. Whilst a number of causes are identified as culpable in this process, it is the ICT revolution and the development of the Web in particular, that is seen as possessing a democratising potential that, if realised, may bring greater resilience to geographic localities. The potential of the Web to provide a new networked public sphere is based upon contested views that its topography, its hyperlinked structure, can enable the ordinary citizen's voice to be heard above those that traditionally dominate political discourse. However, there has been no attention paid to this potential being realised at a local governance level within which, this study argues, a favourable environment should exist for a local online networked public sphere to prosper. Accordingly, this prospect is empirically explored here through a case study of the use made of the Web by a variety of local civic, political and institutional actors during a 2008 local (Manchester, UK) referendum on introducing the largest traffic congestion charging scheme in the country. This research applies a distinctive mixed method approach within a conceptually defined internet mediated domain of local governance. Relational Hyperlink Analysis is used to analyse the structural significance of the captured congestion charge. This analysis uses Social Network Analysis (SNA) and an associated statistical technique, Exponential Random Graph Modelling (ERGM) to render the network visible and understandable. To further illuminate how the network was used by local civic and institutional actors involved in the referendum the research draws upon a network ethnography approach which uses SNA to identify subjects for qualitative investigation. The study offers some evidence of the Web providing 'just enough' links in this local context to suggest the structural existence of a networked public sphere. However, further evidence from the narratives and the statistical model paint an alternative picture. This suggests that, in the main, hyperlinking behaviour and use made of the network corresponds to a 'politics as usual' scenario where cliques are more likely to proliferate and powerful economic and media interests dominate online as they do offline. If the ordinary citizen's voice is to be heard in this context then there is a requirement for policy intervention to establish a trusted local networked public sphere or online civic space, independent of vested interests but linked to the local governance decision making process. In addition to this there is a requirement for greater education, particularly aimed at senior local governance policy makers, in the culture of online engagement.

In order to increase the predictive pmver of electronic structure calculations on atomic and condensed matter systems, this work explores vertex corrections within the framework of many-body perturbation theory. Hedin's GW approximation has, during the last decades, emerged as a powerful technique to calculate single-particle energy excitation levels in both extended and isolated systems, where other current methods usually fail to account properly for screening. GW calculations should in principle be performed in a self-consistent manner, i.e. be taken by several iterations to their solution, starting from a Hartree zeroth-order calculation. If the initial Green's function is constructed from single-particle orbitals with a zeroth-order approximation to the self-energy like DFT, there is in principle a vertex given by the first iteration. This is routinely ignored in standard calculations today, which are typically perfomed with only a single iteration. vVe have investigated the effects of the vertex correction derived from the DFT starting point in single iterations on two systems, the homogenous electron gas, and closed shell atoms. vVe ~nd that a local potential, i.e. depending on the density at one point only, gives a pathological subsequent vertex correction, if it is consistently applied. To'cure these pathologies, we propose nonlocal initial approximations to the starting self-energy. The vertices subsequently derived from these are well-behaved and can capture many physical effects beyond the one-shot G(O)W(O) approach. Finally, we investigate the interplay of these vertices with self-consistency in GW calculations.

Food Hubs are in a unique yet precarious position to help the local food movement reform unsustainable aspects of the conventional food system but they themselves face challenges in strategic planning and managing growth. Due to the lack of consensus on what local food’s values are, the construction of meaning and the local food movement itself is at risk of being coopted by the very systems it seeks to reform. This research aims to explain the role of key stakeholders and their impact on the local food movement through a sequential explanatory design which seeks to answer the questions of who and what really counts among Food Hub stakeholders. Relying on stakeholder theory, stakeholder salience and social movement frameworks, the research has shown that Food Hubs consider their internal and customer stakeholders as highly important to strategic planning, yet could work more effectively at engaging regulatory and community stakeholders to construct and advance their own objectives as well as those of the local food movement.

The purpose of this study was to investigate the impact of Local Economic Development (LED) in alleviating poverty in Nkonkobe Local Municipality in the Eastern Cape Province, a municipality that is predominantly rural in nature and also stricken by poverty. The research objectives were; to explore the implementation of LED strategies, to assess the degree to which various spheres of government work collaboratively to enhance efficiency and effectiveness in development planning; and to evaluate the extent to which job opportunities have been created as a result of LED practices in the municipality. To achieve these objectives, a qualitative research approach was utilised. The sample was selected using a purposive sampling technique whereby individuals who are directly involved in integrated development planning and LED planning were targeted. Those who met this criterion were considered suitable for providing relevant information regarding the implementation of LED in Nkonkobe Local Municipality. Based on the literature review presented in chapter 2, LED can be perceived as an integrated, multidisciplinary approach that seeks to alleviate poverty through pro-poor economic growth by promoting economic development initiatives in municipalities. Moreover, the legislative framework presented in the same chapter reveals that the South African government has employed various strategies in the implementation of LED in local communities. The study showed that the Nkonkobe Local Municipality LED strategy has limited impact on poverty alleviation due to a myriad of factors which reinforce and interact with each other, thereby limiting development and thus trapping residents in poverty. The findings suggest that there is significant room for a paradigm shift from predominantly pro-growth LED to pro-poor LED, and the need to adopt a comprehensive LED strategy that seeks to include both pro-growth and pro-poor strategies.

L'intérêt public local est une notion du droit administratif français qui apparaît comme une fausse évidence, attachée à la mise en œuvre jurisprudentielle de la clause générale de compétence des collectivités territoriales. Sa singularisation conceptuelle aboutit à la constitution d'un fondement juridique tangible dans la personnalité morale de droit public des collectivités territoriales. L'évolution du droit de la décentralisation, notamment constitutionnel, permet de déterminer le cadre positif de son existence. Une démarche objective et prudente confère à la notion un contenu propre, de nature finaliste, correspondant à la vocation générale des collectivités territoriales à satisfaire les besoins propres de leur population locale. Cependant, le caractère opérationnel de ce contenu ne masque pas l'hétérogénéité des fonctions de la notion d'intérêt public local. Leur différenciation conduit à considérer, à la faveur de l'étude de la jurisprudence, que la notion est efficiente dans les relations qu'entretiennent les collectivités territoriales avec leur propre environnement. Elle constitue ainsi un titre à agir dynamique, d'ailleurs systématisé en matière d'intervention économique locale. Si l'intérêt public local est largement convoqué par le juge administratif face aux décisions issues d'une habilitation légale identifiée, il ne conduit pas à créer ou contester le principe même de cette habilitation. Cette dernière limite fonctionnelle constitue la borne opérationnelle de la notion d'intérêt public local, qui ne permet pas, pour l'heure, d'agir sur la répartition légale des compétences entre personnes publiques
Local public interest is a french administrative law notion which appears as a misleading evidence because of the standard case law related to the local authorities « general competence clause ». Its conceptual definition allows to highlight its legal foundation within the local authorities public-law legal personnality. The evolutions of the devolution law, especially in the areas of constitutionnal law, establish a positive framework for its existence. An objective and cautious approach confers to the notion an actual finalistic substance corresponding to the general nature of local authorities to ensure that local communities' needs are actually met. However, the operationnal aspect of this content does not mask the heterogeneity of the local public interest functions. According to a review of the case law, the distinguishing of its functions demonstrates the efficiency of the notion in the scope of the local government functions by constituing a dynamic legal capacity to act, systematised particuliarly in local initiatives in the economic sphere. If local public interest is widely used by administrative courts to supervise decisions deriving from a grant of legislative power, it can neither provide the basis to create, nor to dispute the principle of this legislative power. This ultimate functional limit remains the operational barrier to the local public interest which does not allow to act on the distribution of functions between public authorities so far

In Local Positioning System I explored urban areas on foot and displayed the results of my explorations in the Dutzi gallery. My primary impetus for this project was to gain a more complete understanding of my surroundings. In a Global Positioning System (GPS)-driven re-imagining of British artist Richard Long's walks, I tracked my wanderings using a smartphone and filtered the resulting data and imagery through mechanical methods of production such as laser cutting and screen-printing. I then incorporated this imagery into a much larger installation piece that led viewers through a scale model of my exploration, via a detailed path on the wall and illuminated light boxes on the floor to guide their path.

O presente relatório de estágio pretende fazer uma análise da linha editorial da Câmara Municipal do Seixal. Partindo dessa experiência propõe-se distinguir a natureza dos diferentes tipos de edição praticados nas diversas publicações: periódicas, colectâneas e estudos importantes para o município, publicidade e sites. A reflecção abrange concepções universais, tais como a de autor e leitor, tentando metonimicamente expor a sua relevância editorial quando estes adquirem a especificidade conceptual de município e munícipe, respectivamente. Neste sentido, intenta-se explorar as características próprias deste tipo de edição local a partir não só da reflexão dos seus objectivos, mas também do estatuto daqueles que a concretizam e do seu público-alvo. Para além disto, pretende-se também explorar as metodologias editoriais empregues, principalmente no que diz respeito ao papel da revisão, e quais as nuanças que esta adquire quando inserida num cenário de edição local, sendo a vigilante da uniformização institucional.

This thesis will examine Relative Local Cohomology. First we extend many well known theorems about Local Cohomology of finitely generated modules with respect to an ideal of a commutative noetherian rings so that they hold for non-finitely generated modules with respect to certain ideals of non-commutative non-noetherian rings. Then we show how similar results hold for Relative Local Cohomology. In particular we provide a relative version of the Local Duality Theorem. We then examine the links between Relative Homological Algebra and the concept of Structure Theorems and give a bound on the Castelnuovo-Mumford Regularity of rings of invariants based on the Cech Complex.

In a rapidly globalizing economy, many communities are stranded in unemployment or work without meaning. This thesis asks the question: can local communities create economic development with fulfilling work? The experience of the author in African development projects is used to pose questions about modernist approaches to development. The alternative approaches to work and human development by Fritz Schumacher, Abraham Maslow and Carl Rogers are melded with the political insight of Robert Putnam, to suggest that the answer to the above question can be positive. Their theories are distilled into an approach called Local Enterprise Facilitation, which is based on four principles: 1. Only work with individuals or communities that invite you. 2. Do not motivate individuals to do anything they do not wish to do. 3. Trust that they are naturally drawn towards self-improvement. 4. Have faith in community and the higher social needs that bond it together. The author's experience of twenty years in applying and developing this approach is traced from its origins in rural Western Australia, through other parts of Australia and New Zealand to its extensive application in North America. The experience has created a methodology for successful Local Enterprise Facilitation based around a community Board that can provide the necessary support for networks for new enterprises. In particular the methodology uses a 'Trinity of Management' approach whereby the separate skills of production/enterprise, financial accounting and marketing are facilitated as no individual can do more than one of these skills successfully. The Local Enterprise Facilitation philosophy has many implications and some of these are suggested in terms of planning, education, bureaucracy, and conservation. Whilst an evaluation of the businesses created can only be done in the long term, Local Enterprise Facilitation has opened up some hope for communities seeking to create good work.

The intent of this project is to produce a mobile application capable of teaching local geography of any place in the world to it’s users. The meaning of local geography in this context is attributes of villages, city-districts, roads, parks, rivers, schools and such geographic objects – object inside a limited area. The goal was to make a stimulating, entertaining and above all educational application. A design was carefully assembled through an analysis of existing applications with a similar concept, through a review of human factors regarding memory and learning, through an interview with a potential user, among other things. The corresponding application was implemented for Android mobile phones and tablets. The application introduces quiz- based education with well-reasoned solutions to design difficulties also faced by other developers of applications of this kind. The resulting application is likely unique with the functionality to offer education of detailed local geography of any place in the world. A brief evaluation of the educational value of the resulting application had promising results.
