Abstract (sommario):

This article analyzes Alex Appella’s art book published in Argentina in English as The János Book and in Spanish as Entonces el libro and Después de la carta, along with the reception of the book among “communities of response” in classrooms throughout Argentina through a program called the Biblioteca Ambulantes, or Traveling Libraries. I argue that Appella’s writing is multidirectional and nonlinear, two significant characteristics of Jewish writing that necessitate greater attention to the flow of ideas and people across borders in the Western hemisphere, such as between the United States and Argentina, as well as across the Atlantic, such as in contact with Eastern Europe or Israel. Moreover, this multidirectionality draws in “communities of response” in Argentina, even students in a largely Catholic and/or indigenous society who may have previously known little or nothing about Jewish history or the Holocaust. Thinking with the concept of “communities of response” (Davis 1997), my article means to draw attention to the many possibilities for resonance or meaning, which go beyond simple and perhaps misguided assumptions that attempt to fix the Jewishness of Appella or her writing.

Independent libraries are important cultural assets for their communities yet have largely been overlooked in mainstream library research. This research seeks to bring these libraries into the limelight by building a profile of their cultural contributions. Through a content analysis of the websites of the libraries of the Independent Libraries Association (UK) and Membership Libraries Group (US), it demonstrates that independent libraries preserve and facilitate access to a variety of important cultural assets and, while often characterised as ‘hidden gems’, are proactively working to increase engagement beyond traditional audiences, whilst also making significant contributions to the cultural sustainability agenda.

This research was designed to measure the level of contribution public libraries in Korea have made to digital inclusion in their communities. To that end, the study compared the degree of contribution to digital inclusion by Korean libraries with that by US libraries. Specifically, the following domains of digital inclusion were assessed: (1) information technologies and infrastructures that can be utilized by the users, as well as (2) digital literacy campaigns and programs that promoted digital integration (helping people to use technologies and library programs and know about other resources and events provided by libraries). Public libraries in Korea were surveyed using a questionnaire developed by the Institute of Museum and Library Service in the United States – FY2011 Public Library Survey, revised for the Korean context. From a systems perspective, Korean public library computers and Internet infrastructure surpassed those of their counterparts in the United States in terms of quality but the diversity of technologies, equipment, and technology-related services and the proportion of technology-related services provided were higher in the United States. In terms of educational content, libraries in both countries informed the public about diverse subjects but US libraries offered more, and more diverse, services than Korean. Library staff were responsible for running programs in the United States, whereas these were provided through collaboration with external organizations in Korea.

Abstract (sommario):

Purpose – The purpose of this paper is to explore the influence of Islamic beliefs and practices on leisure and travel behavior of Muslims in Clemson, South Carolina. With the increase of Muslims in the USA, from both conversion and immigration, it is important to examine the effects of their religion on leisure and travel behavior. Design/methodology/approach – Using the grounded theory approach, semi-structured interviews with six Muslim men and six Muslim women of different nationalities were conducted in English in the local Mosque of Clemson, South Carolina, in the fall of 2011. Findings – The results provide some evidence that Islamic beliefs and behavioral practices influence leisure and travel behavior of Muslims in the USA. The study identifies seven major themes that play an important role in determining leisure and travel behavior of Muslims in Clemson. These are the importance of mosques, traveling with a Mohram, Hijab and a dress code for men and women, drinking alcohol and being in places where alcohol is served, eating pork, Holy Month of Ramadan and Dabiha. Practical implications – The study highlights the need for tourism marketers to pay more attention to the influence of religion on leisure and travel behavior of Muslim travelers. Originality/value – The study provides the tourism industry with a better understanding of the importance of religion influences on the special needs of Muslim travelers and shows how the industry can better accommodate these needs.

Abstract (sommario):

Based on local normative acts regulating the rules of conduct in public libraries in the United States, the author analyses the most acute problems associated with non-observance of public order and violation of legal norms by people without definite occupation and permanent home visiting reading rooms. Personnel of the American libraries is concerned with the problem of relationship with the specified category of users representing a quite significant part of the total number of visitors. Of particular concern are the incidents of drug use. Libraries are very vulnerable, as open to everyone, and users can spend there as much time as they would wish. In order to solve the problems associated with stay in library of the unemployed and homeless visitors, libraries actively cooperate with the city’s social institutions and with local police departments. Libraries have always been the guardians of humanistic values; however, today they are vulnerable to the challenges of time; they are trying to find a compromise between their duty to serve all users (regardless of their social status) and the need to maintain public order. There is required serious and responsible work on the rules governing user behaviour for solving this challenging problem. Introduction of rules for readers is dictated primarily by the objective to provide the ability for libraries to fully fulfil their mission. Created to ensure the protection of rights, interests and safety of users and library staff, the rules should be based on the current legislation to avoid ambiguity and, at the same time, to be humane, “flexible” and focused on contemporary realities.

One potential consequence of suburbanization is weaker social connectedness. Based on data from the 2003 to 2013 American Time Use Surveys, this research uses difference of means t-tests, propensity score matching, and Tobit regression to assess whether suburban living is associated with less socializing than city living in mid-to-large American metropolitan areas. After controlling for personal characteristics, we find no meaningful difference in suburbanites’ and city dwellers’ time spent socializing across a wide range of social activities. Further, suburbanites and city dwellers spend a very similar amount of time traveling, and more time spent traveling is associated with more socializing, not less.

Only larger public libraries in the United States have distinct art departments; in a majority of these, visual art is combined with other arts subjects such as music and performing arts. Scope is broad, covering all aspects of art and reflecting the limitless interests of users and their need for both access to and the loan of material, and for information in answer to queries. Invariably, indexes and files are maintained to document local art. Responsibilities of the art librarian include encouraging users of the art department to be aware of complementary material in other departments, and ensuring that the art department serves the needs and abilities of a wide range of users. In recent years automation has contributed to the development of networking and cooperation; online searching is generally available within larger libraries but more usually through another department or section rather than as an integral element in the art department’s services. The automation of files of local art information has scarcely begun.

Using only limited information, job candidates must assess academic libraries as prospective workplaces, while search committee members at academic libraries must make hiring decisions. Highlighting challenges that the pandemic posed to job seekers and search committee members, such as further limiting opportunities to gather information, this study compares a group of individuals hired by U.S. academic libraries before COVID-19 to a group of individuals hired by academic libraries during COVID-19. Results have implications for job seekers and hiring institutions, as they indicate that academic libraries hire more individuals with pre-existing ties to the state or region of the hiring institution and that the pandemic strengthened this tendency.

Examining data from 2004 to 2006 reveals trends and accomplishments in certain states and geographic regions. This paper details and discusses the data, identifies and analyzes issues related to Internet access, and suggests areas for future research.

Purpose This paper aims to provide an update to Tom Sanville’s 2007 overview of OhioLINK, a renowned US academic library consortium, and describe the current state of activity and services. Design/methodology/approach The approach used is descriptive. Findings OhioLINK’s main collaborative services include document delivery, resource sharing and the establishment of digital libraries, including electronic journals, electronic books and open-access materials such as electronic theses and dissertations. This update to Tom Sanville’s 2007 overview of OhioLINK issues and developments describes the current state of collaborative library services and resource sharing a decade later, including the challenges of hosted institutional repositories and the implications of shifting from shared print to e-book collections at the network level. Originality/value OhioLINK trends provide a snapshot of changing activity and sustainability in library resource sharing at network scale across many different types of academic libraries.

I admit that I am an addict, a compulsive user of libraries and especially law libraries. As a comparative lawyer I need to investigate foreign law, which for me is the law of jurisdictions outside the United States. Since I believe the social and cultural context in which law operates is important to its understanding, I must leave the relative comfort of United States libraries and venture abroad to learn about the features of legal systems not adequately described in books. Beyond common law countries, as the IALL 20th Annual Course illustrates, the language of law is something other than English: yet another hill to climb to understand foreign law. For most of you, United States law is foreign law, which is the other side of the same issue. In addition, public international law lawyers could benefit from the comparative approach. This is particularly true for those from the Anglo-American world who rely almost exclusively on English language materials in their research. This narrow perspective undercuts the fundamental premise of universality behind a truly international legal system.

Objective - This study examines whether a correlation exists between state-wide voting in federal elections and state average per capita visits to public libraries in the U.S. In so doing, it provides insight into the extent to which library patronage is affiliated with political leaning. Methods - An analysis of data from the 2010, 2012, 2014, and 2016 Public Libraries Survey and election results from the 2010, 2012, 2014, and 2016 Presidential and House of Representatives elections (by state) is performed with the assistance of Tableau, a data visualization program. Scatter plots provide a visual representation of the data, while correlation coefficients indicate the strength of relationship between voting and library visits per capita. Results - The findings reveal no significant relationship between public library use and the vote share of a political party in elections among a state's population. Conclusions - The political leaning of a state appears to have no correlation with the frequency of library usage among that state’s population.

Getting acquainted with the experience of library and information services in foreign libraries is an important component of professional development. Organization of library activities in libraries of the United States, introduction and use of advanced innovative technologies in all areas of their work is of particular interest to specialists. User access to library resources and services is provided through library card in its usual physical form and its electronic and biometric counterparts. If we call library a “door to knowledge,” then library card seems to be a “key” to this door. The article considers the experience of registering new readers, regulation of user access to library resources in US public libraries, the opportunities that open up to holders of library card; the risks that libraries are exposed to in the event of unauthorized use of library card. The author emphasizes that presence of a library card is not mandatory for library visitors, but it provides access to a full range of library and information services. In addition, the holders of library card receive additional privileges. In particular, they have free access to historical and cultural centres, memorials, botanical gardens and museums. The article also discusses the issues of modernization of library cards in modern society and their use in future. The author comes to the conclusion about the continuing evolution of library card, during which not only its appearance changes, but also expands the range of functions performed by it. At the same time, library card continues to preserve its main mission of the “pass to the world of knowledge”.

Abstract: This article focuses on the museums in presidential libraries. Since 1940 the rise of the federal presidential library has transformed presidential memorialization by largely allowing presidents—initially, at least—to commemorate themselves. This has populated the landscape of public memory in the United States with a series of history museums that promote an expansive view of presidential power. These museums also attempt to elevate individual presidents into the civil religion of the United States. This article examines the largely celebratory accounts in some presidential libraries, and contrasts them with the Truman Library's more balanced and historically accurate approach.

Libraries in the United States handle sensitive patron information, including personally identifiable information and circulation records. With libraries providing services to millions of patrons across the U.S., it is important that they understand the importance of patron privacy and how to protect it. This study investigates how knowledge transferred within an online cybersecurity education affects library employee information security practices. The results of this study suggest that knowledge transfer does have a positive effect on library employee information security and risk management practices.

Libraries may vary in the level and fullness of cataloging they give to video recordings and in the methods they use to provide access to them. This paper reports the results of a survey exploring the level of cataloging and access methods applied to videos, the degree to which catalogers view screen credits, and how often various credit information is included and used to create access points in catalog records in selected U.S. public and Association of Research Libraries member libraries. Resources for cataloging videos also were examined. Results showed that most libraries cataloged videos at the full level and provided access points to similar types of information in catalog records. Academic librarians reported viewing videos and providing access points to certain information to a greater extent than public librarians did. This study offers a general picture of the credit information libraries include or omit in video catalog records.

Innovations are critical for public libraries but rarely does any primary research study the scope and interpretation of the term “innovation” by public libraries. Also, few of the existing innovation typologies are based on data collected from public libraries. This study fills in the gap by eliciting 80 innovations reported by the administrators of 108 award-winning public libraries in the United States, and proposes the first organic classification of innovations for public libraries, with the following four types of innovations: Program (access-oriented/use-oriented), Process (efficiency-driven/effectiveness-driven), Partnership (internal/external), and Technology (web-based technologies/assistive technologies/artificial intelligence). Findings can advance the state of innovations in libraries.

With an abundance of library resources being served on the web, researchers are finding that disabled people oftentimes do not have the same level of access to materials as their nondisabled peers. This paper discusses web accessibility in the context of United States’ federal laws most referenced in web accessibility lawsuits. Additionally, it reveals which states have statutes that mirror federal web accessibility guidelines and to what extent. Interestingly, fewer than half of the states have adopted statutes addressing web accessibility, and fewer than half of these reference Section 508 of the Rehabilitation Act or Web Content Accessibility Guidelines (WCAG) 1.0. Regardless of sparse legislation surrounding web accessibility, librarians should consult the appropriate web accessibility resources to ensure that their specialized content reaches all.

Describing library collections by location is nothing new. In the mid-nineteenth century, Luther Farnham published A Glance at Private Libraries, about libraries in the Boston area of the United States. Reginald Arthur Rye produced his highly praised Students’ Guide to the Libraries of London in England just over fifty years later. That we, no less than our forebears, value such discovery tools collocating collections is evident from their continued publication, whether in print or, more recently, electronic form. National, annual library directories still produced include The American Library Directory. In Britain, the Chartered Institute of Library and Information Professionals (CILIP)’s Libraries and Information Services in the United Kingdom and the Republic of Ireland, a list of libraries by sector with contact details, remains available.

In 1612, a Spanish fleet captured a French ship whose stolen cargo included the entire manuscript collection of the Sultan of Morocco, Muley Zidan. Soon, the collection made its way to the royal library, El Escorial, transforming the library into an important repository of Arabic books, which, since then, Arabists from across Europe sought to visit. By focusing on the social life of the collection, from the moment of its capture up through the process of its incorporation into the Escorial, this article examines three related issues: the first regards the social trajectories of books and the elasticity of their meaning and function, which radically altered in nature. The second part of the article examines the circulation of the Moroccan manuscripts in relation to a complex economy of restrictions over the reading and possession of Arabic manuscripts in early modern Spain. Finally, the third part focuses on the political and legal debates that ensued the library’s capture, when the collection became the locus of international negotiations between Spain, Morocco, France and the Dutch United Provinces over Maritime law, captives, and banned knowledge. By placing and analyzing the journey of Zidan’s manuscripts within the context of Mediterranean history, the paper explains (1) why Spain established one of the largest collections of Arabic manuscripts exactly when it was cleansing its territories of Moriscos (Spanish forcibly converted Muslims), and (2) why the Moroccan collection was kept behind locked doors at the Escorial.

This study presents a large-scale study of public library services to older adults in the United States. A random sampling method was used to identify public libraries (n=226) for the study. Results suggest that libraries serve their aging communities in multiple ways. Some libraries provide a plethora of specialized programs focused on the specific needs of older adults. Others extend core library services to ensure they are accessible to older adults. Others invest in infrastructure and staff development to prepare for an aging society. Some do not provide any specialized programs or services for older adults. There is great unevenness in terms of library services for older adults across the nation. The discussion suggests additional work needed to better understand this unevenness, and to address it.

Extra-illustration, usually considered an eighteenth-century and early-nineteenth-century British phenomenon, is abundantly present in the creative book practices of the late nineteenth-century United States, but it is often overlooked in scholarship. Analysing the collecting, cutting and pasting habits of Massachusetts banker Nathaniel Paine, this article argues that extra-illustration was closely connected to the then emerging modes of information organization that have since shaped modern libraries. Paine added hundreds of mass-produced images of US president George Washington to the volumes in his library, including a group of pamphlets printed just after Washington died in 1799. This unusual group of pamphlets, as well as Paine’s other extra-illustrative supplements to his volumes and scrapbooks, reveal an effort not only to preserve a particular version of the past but also to develop an indexing scheme built around pictures.

A Review of:Gardner, G. J. (2021). Aiding and abetting: Third-party tracking and (in)secure connections in public libraries. The Serials Librarian, 81(1), 69–87. https://doi.org/10.1080/0361526X.2021.1943105 Objective – To determine through statistical data collection the frequency of tracking by third parties in online public library environments along with the visibility and ease of discovery of online library policies and disclosures related to third-party tracking in particular and data privacy in general. Design – Online evaluation of public library websites. Setting – English-language public libraries in the United States and Canada. Subjects – 178 public library websites (133 in the United States and 45 in Canada). The libraries included in the study were intentionally selected for their membership in either the Canadian Urban Libraries Council (CULC) or the Urban Libraries Council (ULC) in the Unites States, since these libraries have some of the largest systems membership serving predominantly urban and suburban communities in both countries. The included Canadian libraries serve nearly 41% of the population in that country while the included libraries in the United States are positioned to serve 28% percent of the total population. The author notes that “These percentage figures serve as hypothetical, upper-bound estimates of the population affected by third-party tracking since not every member of these communities actually uses their local public library” (Gardner, 2021, p.72). Methods – In addition to evaluating the public library catalog and website in general with regards to third-party tracking and data privacy, 10 common content sources (databases) available at all of the included libraries were also included in the examination. Two browser add-ons designed to detect third-party tracking, Ghostery and Disconnect, were used in the study due to their popularity and incorporation into previous similar studies. In addition to third-party tracking the author executed word searches on library homepages using Ctrl-F for words commonly used to denote privacy or terms of use statements. No qualitative analysis was performed to determine if information shared regarding third-party tracking was accurate, and subpages were not examined. The data collection period lasted a total of three months beginning in March 2017 and running through May 2017. Main Results – The data gathered between March and May of 2017 clearly indicates a general disregard among most sampled public libraries regarding the protection of patron data gathered by third-party tracking. Of Canadian libraries included in the sample 89% (40) enabled third-party tracking, while libraries in the United States allowed it at a rate of 87% (116). Both Ghostery and Disconnect revealed an almost identical number of incidences of third-party tracking in library catalogs and in the 10 popular public library databases examined in the study. Certain OPACS were associated with higher tracking counts as were certain library databases. Libraries were found to be lax when it came to providing a link on the homepage potentially informing users of the presence of third-party tracking. Of the 156 total libraries with third-party tracking in their online catalogs, 69 (44%) included a homepage link while the rest did not. The author notes that the presence of a link was all that was examined, and not specific language used to disclose the level of third-party tracking or data privacy. In total, 8 of the 10 common content sources allowed third-party tracking. All 10 provided a link to either privacy or terms of service statements on their landing pages. Conclusion – Although patron privacy is an issue addressed in the American Library Association (ALA) Code of Ethics (American Library Association, 2021), the author concludes that “Together with previous research on usage of privacy-enhancing tools in public libraries, these results suggest that public libraries are accessories to third-party tracking on a large scale” (Gardner, 2021, p.69).
