This thesis focuses on the relationship between public libraries, that is, those library services provided by local authorities under the 1964 Public Libraries and Museums Act for use by the general public, and research conducted in such services by professional library staff - 'practitioner-researchers'- within the local government context. The aims of the study are: • To examine the relationships between local authorities, public library services, and research activities. • To review and evaluate contemporary research activities in public library services carried out by practitioner-researchers. • To identify and investigate the use of particular research methods and techniques used by practitioner-researchers. • To analyse, and provide a clear understanding of, limitations in current practice. Chapter One introduces the study and states the parameters and constraints of the research. The time period covered by this thesis is from the 1964 Public Libraries and Museums Act until April 1998. Chapter Two argues that as local government moves from a traditional model of service provision to a model of activities in support of strategic policy objectives, more attention will need to be given to 'deep' research in order to address cross-cutting issues. Chapter Three reviews the public library research scene from three perspectives, historical, thematic and current, and demonstrates the emergence of a more coherent approach with co-ordination and funding at a national level. It also shows that research methods remain undeveloped in the public library service as a whole. Research activity is largely confined to simpler issues of service development and does not extend to research addressing the impact of the service. Chapter Four outlines and explains the methodology used for the fieldwork. It demonstrates the rigour incorporated in the naturalistic inquiry approach, verifies the sample, and describes the process of data analysis. Chapter Five examines current practice in public library services through a series of twenty interviews with Chief Librarians. An overview of the findings is followed by a more detailed analysis which draws from the qualitative data. The analysis is set in context, making links with the earlier literature reviews. The closing section broadens the discussion to consider the influence of research on policy. Chapter Six synthesises the themes of the thesis. A description of the new agenda, and an analysis of its implications for research and organisational structures, enables a reconsideration of the rationale for research in local government. It is argued that simply demonstrating the relevance of the service is not enough; the real contribution of research must be in terms of policy development. Approaches to research, and in particular research methods, are reviewed to assess their suitability and a way forward is identified.

In Japan, electronic government has been developed since the enforcement of the Information Disclosure Act and the formulation of the e-Japan Strategy, both in 2001. Such electronic government produces a number of government information services available all over the world via the Internet, including databases of law texts, congressional minutes and white papers, as well as digital archives. At the same time, electronic government raises several issues of preservation of and "permanent public access" to electronic information, accessibility of electronic government, inclusion of government information into library services, and so forth. The author hopes this presentation will facilitate requests and comments from participants for electronic government and government information services in Japan.

The Japanese government has been developing infrastructures and services for electronic government since 2001. One of the challenges identified in this regard is to ensure "accessibility" or to enable everyone, including the elderly and those with disabilities, to access the infrastructures and services of an electronic government. In 2004, the JIS (Japan Industrial Standard) X 8341-3 was issued as a Web accessibility standard in Japan. It is expected to function as a basis to ensure the Web accessibility of the electronic government in the central and local governments in Japan. Recently, however, the Ministry of Internal Affairs and Communications found a widespread lack of understanding of and respect toward the JIS X 8341-3 among the local governments in Japan. In December 2005, a study group under this ministry proposed "Operational Models to Improve Accessibility of Public Web sites" in order to supplement the JIS X 8341-3. Thus, this paper reviews the standards and policy initiatives for improving the Web accessibility of the electronic government in Japan and discusses the challenges faced by libraries to ensure the provision of access to government information in terms of Web accessibility and electronic government.

Government information is an important part of the "knowledge infrastructure" of a government's citizens, in the way such information provides a reliable knowledge base relating both to laws and to everyday life. In addition, government information forms part of the historical and cultural heritage and serves as a means of accountability for current and future generations, provided that this information is archived and that its long-term accessibility is ensured. Recently, central and local governments in Japan have developed a variety of policies concerning government information, including: (1) development of e-government and (2) promotion of archival systems. This article reviews these policies and discusses the challenges faced by libraries and archives in Japan in maintaining government information as part of the nation's knowledge infrastructure.

This paper attempts to present an overview of and discuss innovations in main government information service institutions in Japan-the National Diet Library (NDL) and the National Archives of Japan (NAJ)-in the electronic environment. This paper examines two approaches of the NDL and the NAJ toward innovative projects: (1) retrospective digitization of historical publications and documents and (2) treatment of born-digital information. It then proposes a desirable strategy for the NDL and the NAJ, as well as government information service institutions in other countries, to aid them in "innovation beyond institutions." This strategy involves (1) collaboration in the management of information systems and (2) cooperation between government libraries and government archives.

The Ministry of Human Resource Development (MHRD) has set-up a â Consortia-based Subscription to Electronic Resources for Technical Education System in Indiaâ on the recommendations made by the Expert Group appointed by the ministry. The consortium is named as the Indian National Digital Library in Science and Technology (INDEST) Consortium. The INDEST Consortium has commenced its operation since Dec., 2002 through its headquarters at the IIT Delhi. The Consortium subscribes to full-text electronic resources and bibliographic databases for 38 leading engineering and technological institutions in India including IITs (7), IISc (1), NITs / RECs (17), IIMs (6) and a few other institutions directly funded by the Ministry of Human Resource Development (MHRD). While the expenditure on electronic resources proposed for subscription under the consortium for these 38 institutions are being met from the funds made available by the MHRD, the consortium being an open-ended proposition, welcomes all other institutions to join it on their own for sharing benefits it offers in terms of highly discounted subscription rates and better terms of agreement with the publishers. Moreover, beneficiary institutions may also subscribe to additional electronic resources through the consortium that are not being funded by the MHRD. This article introduces the INDEST Consortium, its activities and services.

The purpose of this survey is to describe how selected United States Government agencies provide information to the public via Internet services. With more than 2,000 Federal library and information centers located throughout the world this effort, of necessity, is selective and findings neither represent all libraries nor do they identify all approaches currently used to present information via the Web. An effort has been made to describe services without attributing values to particular site characteristics. This report provides a brief snapshot in time of a complex and rapidly evolving world. While not definitive in scope, it is hoped that this report will provide a baseline for anyone who may wish to revisit some of these sites in the future to determine how services may have been expanded, reduced, or refined.

The present study attempted to measure the overlap of tasks being performed by Librarians Class One and Library Technicians Grades Two and Three in special libraries located in Commonwealth Government Departments and Statutory Authorities in the ACT. Overlap was also measured between the two groups in libraries with six or more staff, since size of library could have affected the results; and between graduates (those employees with university or college of advanced education degrees or graduate diplomas in library and information science), and nongraduates (those without such qualifications). To measure the overlap, a task list questionnaire was devised based on task lists utilised in other research studies or which had been the outcome of professional workshops. Work level guidelines and position classification standards developed by pertinent Australian employing authorities and the Library Association of Australia were also used. Results suggested that there may be considerable overlap in work being performed by Librarians Class One and Library Technicians Grades Two and Three in the nominated libraries. Of the eight functional areas of library work into which the task list questionnaire was divided, only two areas, Reference, and Current Awareness and User Services, resulted in proportions of the groups tested being assigned the tasks in significantly different proportions. For the six other functional areas, representing 125 of the 160 tasks Librarians Class One and Library Technicians Grades Two and Three performed the same tasks in similar proportions. Testing for size of library and qualifications of respondents made very little difference to these results. Conclusions drawn from the present study are limited because the questionnaire ignored the level of importance and the time occupied in completing these tasks. Other constraints occurred in relation to conclusions which could be made. The questionnaire methodology as utilised by the present study is more likely to evoke responses to what is there; and it does not identify what should be done or how well tasks are performed. The study is limited to special libraries within Commonwealth Government Departments and Statutory Authorities and is confined to three levels of staff only, Librarians Class One and Library Technicians Grades Two and Three. Despite these limitations, it seems clear that the levels of staff included in the present study are often assigned tasks on the basis of what tasks have to be done, rather than with regard to matching level of task to level of position within the boundaries of the work level guidelines; and this situation is also true of the larger libraries with six or more staff. These results have implications for those involved in educating professional librarians and library technicians, for the interpretation given by the profession to the meaning of professionalism and for staff relations between librarians and library technicians. Debate by the profession concerning the roles of librarians and library technicians is an issue demanding urgent attention.

This study was designed to investigate both present and potential future applications and usage of CD - ROM technology within Ontario Government libraries and information centers. The author first reviewed the history of the Ontario Government Libraries Council, from the perspective of its mandate to provide a degree coordination between various government libraries of and improvement of library management in the Public Service, through cooperative activities. Acquisition and implementation of CD-ROM technology is a joint venture that can be undertaken for mutual benefit of Council members, and was the subject of the Feasibility Study carried out by the author. The researcher conducted a comprehensive literature review, examining many articles and the few available published studies covering a full spectrum of CD-ROM issues. This data, plus the researcher's exposure to four CD-ROM database systems, was employed to design a feasibility study, that follows the literature review The author formally collected information needed for study purposes via a questionnaire sent out to 76 Council libraries and information centers. This process was followed up by personal contact with concerned Library Managers, for data clarification. Subsequently, the researcher formulation documented the findings of specific solutions, recommendations, for accessing and that resulted in conclusions and implementing CD-ROM technology within the Ontario Government Libraries Council. The resulting document can be employed by the Ontario Government Libraries Council and the Ontario Government Management Board, as a policy planning and implementation instrument for development and installation of CD-ROM facilities

The purpose of this study was to determine factors (internal and external) that influenced Canadian provincial (state) politicians when making funding decisions about public libraries. Using the case study methodology, Canadian provincial/state level funding for public libraries in the 2009-10 fiscal year was examined. After reviewing funding levels across the country, three jurisdictions were chosen for the case: British Columbia's budget revealed dramatically decreased funding, Alberta's budget showed dramatically increased funding, and Ontario's budget was unchanged from the previous year. The primary source of data for the case was a series of semi-structured interviews with elected officials and senior bureaucrats from the three jurisdictions. An examination of primary and secondary documents was also undertaken to help set the political and economic context as well as to provide triangulation for the case interviews. The data were analysed to determine whether Cialdini's theory of influence (2001) and specifically any of the six tactics of influence (i.e, commitment and consistency, authority, liking, social proof, scarcity and reciprocity) were instrumental in these budget processes. Findings show the principles of "authority", "consistency and commitment" and "liking" were relevant, and that "liking" were especially important to these decisions. When these decision makers were considering funding for public libraries, they most often used three distinct lenses: the consistency lens (what are my values? what would my party do?), the authority lens (is someone with hierarchical power telling me to do this? are the requests legitimate?), and most importantly, the liking lens (how much do I like and know about the requester?). These findings are consistent with Cialdini's theory, which suggests the quality of some relationships is one of six factors that can most influence a decision maker. The small number of prior research studies exploring the reasons for increases or decreases in public library funding allocation decisions have given little insight into the factors that motivate those politicians involved in the process and the variables that contribute to these decisions. No prior studies have examined the construct of influence in decision making about funding for Canadian public libraries at any level of government. Additionally, no prior studies have examined the construct of influence in decision making within the context of Canadian provincial politics. While many public libraries are facing difficult decisions in the face of uncertain funding futures, the ability of the sector to obtain favourable responses to requests for increases may require a less simplistic approach than previously thought. The ability to create meaningful connections with individuals in many communities and across all levels of government should be emphasised as a key factor in influencing funding decisions.

This paper revises David Ellis's information-seeking behavior model of social scientists, which includes six generic features: starting, chaining, browsing, differentiating, monitoring, and extracting. The paper uses social science faculty researching stateless nations as the study population. The description and analysis of the information-seeking behavior of this group of scholars is based on data collected through structured and semistructured electronic mail interviews. Sixty faculty members from 14 different countries were interviewed by e-mail. For reality check purposes, face-to-face interviews with five faculty members were also conducted. Although the study confirmed Ellis's model, it found that a fuller description of the information-seeking process of social scientists studying stateless nations should include four additional features besides those identified by Ellis. These new features are: accessing, networking, verifying, and information managing. In view of that, the study develops a new model, which, unlike Ellis's, groups all the features into four interrelated stages: searching, accessing, processing, and ending. This new model is fully described and its implications on research and practice are discussed. How and why scholars studied here are different than other academic social scientists is also discussed.

The purpose of this thesis in Library and Information Science (LIS) is to examine concepts related to multiculturalism in Sweden. It aims to look beyond the rhetorical construction of these concepts, in an attempt to clarify the actual purpose of commonly emphasizing the importance of mulicultural library services. Norman Fairclough's critical discourse analysis (CDA) as well as theories on ethnicity and intersectionality constitute the theoretical frame. The material consists of selected anthologies, handbooks and articles in Biblioteksbladet from 1974–2014, as well as a small case study. CDA is furthermore used as method of analysis, with a focus upon how multiculturalism is constructed in relation to libraries and also on how this might be explained with regard to the social and political contexts surrounding these reasonings. The results of the analysis show that multiculturalism is continually mainly connected with the integration of immigrants by drawing upon ethnic and cultural characteristics. However, in a more present-day context, this tendency is challenged and other social elements as well as the majority culture are included in the construction of multiculturalism. In the concluding discussion, the results are considered in the view of how libraries can draw upon them to broaden their understanding of multiculturalism. This is a two-year master thesis in Archive, Library and Museum studies.

En rad problem uppstår när världen blir allt mer digitaliserad. När samhället och dess bärande tjänster förflyttas från det fysiska mötet till den digitala arenan riskerar människor med bristande digitala kompetenser att bli exkluderade. I och med detta demokratiproblem har biblioteken tilldelats en del av ansvaret för att arbeta med dessa frågor genom uppdraget som kunskapsspridare inom IT. I tidigare studier har det framkommit att det finns oklarheter i hur detta uppdrag ska tolkas, att det finns bristande digitala kompetenser för att utföra uppdraget, samt att biblioteket har en viktig samhällelig roll i dessa frågor. Denna intervjustudie utförd i Stockholmsregionen har haft för avsikt att undersöka bibliotekariers syn på de utmaningar detta uppdrag innebär, samt att applicera det teoretiska ramverket DigComp för att utforska vilka digitala kompetenser som relaterar till biblioteksbesökarnas hjälpbehov i digitala frågor. Studiens teoretiska analys visar att besökarnas digitala hjälpbehov i olika grad relaterar till alla de kompetensområden DigComp presenterar vilket kan bidra till att sätta ord på besökarnas hjälpbehov, utröna vilka digitala kompetenser bibliotekspersonal kan tänkas behöva inneha samt bidra till beslutsprocessen kring vad uppdraget inom det digitala området bör innefatta. Studiens tematiska analys visar att informanterna delvis inte har den tid, det intresse eller de digitala och pedagogiska kompetenser som krävs för att kunna fullfölja det uppdrag som tilldelats. Det kan därför också ses som paradoxalt att denna yrkesgrupp tilldelats detta uppdrag.
A series of problems arise when the world becomes increasingly digital. When society and its supporting services move from physical meetings to the digital arena, individuals with lacking digital competences risk being excluded. Due to this democracy problem the Swedish public libraries have been assigned one part of the responsibility to convey knowledge regarding information technology. In previous studies it has been found that there are uncertainties in how this commission is to be interpreted, that the librarians are lacking digital competences for fulfilling this task and that the library also has an important societal role to play in these issues. This interview study conducted within the Stockholm region has been designed to investigate the librarians' views on the challenges posed by this commission, as well as applying the theoretical framework DigComp to explore which digital competences are related to library visitors' digital needs. The theoretical analysis of this study shows that the visitors' digital needs relate to all of the competences presented in DigComp in various degree. This knowledge can help to express which competences relate to the needs of visitors, identify the digital competences that library staff may need to possess and contribute to the decision-making process regarding what the mission within the digital field should include. The thematic analysis of the study shows that the interviewed librarians in part do not have the time, interest or digital and educational competences required to complete the assignment commissioned to the public libraries. It can therefore also be seen as paradoxical that this profession of librarians has been assigned to this specific task.

The aim of this thesis is to study how public libraries can work to support and promote a national minority language. In the thesis Uppsala Library’s work with the Finnish language is reviewed from 2000 to present.  The data was collected through qualitative interviews with five key figures from Uppsala Library and the Uppsala municipality, visits in four local public libraries and the digital library during the spring 2019 and by examining the official documents of the municipality and information that the local public libraries have produced between 2000 and 2019. Uppsala Library’s work with the Finnish language is discussed in the thesis through themes of power, nationalism and identity processes and analyzed in terms of language revitalization. The findings show that during the first decade Uppsala treated the Finnish language as any other foreign language. It provided access to media in Finnish, but the Finnish language was not visible in the library policy or in the library’s information material and program activities in Finnish were few. A major change in Uppsala Library’s work with the Finnish language started in 2010 when the municipality joined the administrative area for the Finnish language. Since 2010 Uppsala Library has with special efforts supported and promoted the Finnish language. Finnish is used in the library’s information material and is visible in the municipality’s and the library’s documents. Uppsala Library offers many kinds of media in Finnish. The library has organized events where the Finnish language is used for children and adults. The events have also brought to light the Swedish Finns’ experiences and the historical connection the Finnish language has to Sweden. Information in Finnish in the physical and digital libraries, however, could be improved. The objective of the Swedish policy on minorities is to provide support for the historical minority languages so that they are kept alive. Uppsala Library’s work during the 2010s shows public libraries’ potential as a forum for minority politics and their importance in the work with minority language revitalization. This is a two years master’s thesis in Library and Information Science.

This study has three major purposes: to describe systematically the practice of librarianship in Australian Commonwealth Government departments and agencies from the perspective of librarians employed in that environment; to relate the characteristics of government librarianship to librarians' perceptions of and attitudes to their work; and to assess the extent to which the work of Commonwealth Government librarians needs to be redesigned to improve the level of job satisfaction they experience. A subsidiary purpose is to test the job characteristics theory of work motivation on a population of librarians. Information was gathered by a survey questionnaire on a range of variables relating to librarians and their perceptions of different aspects of their jobs. The primary instrument for gathering data on perceptions was the complete form of the Job Diagnostic Survey. The population under investigation comprised those Commonwealth Government department and agency librarians employed on a full-time, permanent basis under the Public Service Act 1922. and located in Canberra. Because the population was small but diverse, it was decided to survey the total population rather than a random or stratified sample. One hundred and eight usable responses were received which represented a response rate of 83 percent. The results of the survey were analysed using the Statistical Package for the Social Sciences. Frequency distributions and Pearson's Product-Moment Correlations were calculated to determine the percentage of respondents who selected each option and the strength of relationships between pairs of variables. The study found that Commonwealth Government department and agency librarians in Australia are highly satisfied with their work generally, and with the environment in which it is performed. None of the null hypotheses relating to Commonwealth Government librarians and job satisfaction were rejected. All but one of the null hypotheses retating to the application of the job characteristics model to Commonwealth Government librarians are rejected. The study concludes by identifying issues and areas for further research in public sector librarianship.

This thesis examines the history of Commonwealth Government higher education policy in Australia between 1958 and 1997 and its impact on the development of two groups of academic librarians: the Association of Librarians in Colleges in Advanced Education (ALCAE) and the Committee of Australian University Librarians (CAUL). Although university librarians had met occasionally since the late 1920s, it was only in 1965 that a more formal organisation, known as CAUL, was established to facilitate the exchange of ideas and information. ALCAE was set up in 1969 and played an important role helping develop a special concept of library service peculiar to the newly formed College of Advanced Education (CAE) sector. As well as examining the impact of Commonwealth Government higher education policy on ALCAE and CAUL, the thesis also explores the influence of other factors on these two groups, including the range of personalities that comprised them, and their relationship with their parent institutions and with other professional groups and organisations. The study focuses on how higher education policy and these other external and internal factors shaped the functions, aspirations, and internal dynamics of these two groups and how this resulted in each group evolving differently. The author argues that, because of the greater attention given to the special educational role of libraries in the CAE curriculum, the group of college librarians had the opportunity to participate in, and have some influence on, Commonwealth Government statutory bodies responsible for the coordination of policy and the distribution of funding for the CAE sector. The link between ALCAE and formal policy-making processes resulted in a more dynamic group than CAUL, with the university librarians being discouraged by their Vice-Chancellors from having contact with university funding bodies because of the desire of the universities to maintain a greater level of control over their affairs and resist interference from government. The circumstances of each group underwent a reversal over time as ALCAE's effectiveness began to diminish as a result of changes to the CAE sector and as member interest was transferred to other groups and organisations. Conversely, CAUL gradually became a more active group during the 1980s and early 1990s as a result of changes to higher education, the efforts of some university librarians, and changes in membership. This study is based principally on primary source material, with the story of ALCAE and CAUL being told through the use of a combination of original documentation (including minutes of meetings and correspondence) and interviews with members of each group and other key figures.

The present study explores the status of government ministerial libraries in Maseru, Lesotho, with the purpose of discovering the factors which affect the growth and development of these libraries. To provide a wider context within which to view this study literature dealing with government libraries was examined. Nineteen government ministerial libraries were chosen as a population for the study. However, only fourteen ministerial libraries were eventually surveyed. Twenty library workers were interviewed using a structured questionnaire as the data collection instrument. The collected information was analysed manually. The study established that there are very few laws and regulations that govern the existence of libraries in Lesotho. The responses showed that even though there are government ministerial policies they do not accommodate libraries. The majority of these libraries do not get support from government for library material and therefore they depend only on donations which are not adequate, most of the time, for the needs of the users. The responses also revealed that the majority of government libraries do not function in the way that fully-fledged libraries do. The library workers revealed that the educational standards of library workers in Lesotho are not satisfactory at all. Among the staff of government libraries that were interviewed only five had a university degree, two had a university diploma and two had university certificates. It was found that some of the library services had not performed well becasue of one-man libraries and a lack of qualified staff The responses from the interviews established that government ministerial libraries in Lesotho are static; they do not grow and develop largely out of a lack of recognition, a lack of interest and a lack of upport from the government. Recommendations are based on the findings of the study with the hope that they will provide a basis for properly equipped and adequately staffed library services in all ministries in future.

The scarcity of financial resources often poses challenges for organisations in both the private and the public sector, which require productive (tangible) resources, in order to thrive. Organisations are developing innovative and cost-effective methods to secure productive resources that are needed to drive performance. Special libraries in the public sector face the same pressures that resulted in some of them being overwhelmed by poor resources. The purpose of the study is to determine the levels of resources available to the libraries in the Gauteng Provincial Government (GPG) and the extent to which tangible resources can predict information service provision in GPG libraries. The theory of the firm and the resource-based view (RBV) theory were used as theoretical framework to support the study. The study addresses the identified gap of resource adequacy in special libraries by measuring adequacy from the perspective of those responsible for exploiting the resources, instead of the library services (the output) and library users. This approach differs from those in similar studies, which measured adequacy from the perspective of consumers. The study adopted a positivist philosophical assumption, using a quantitative research approach, with questionnaires and interviews as the data collection tools. The population of the study involves all the library officials of the libraries in Gauteng Provincial Government departments, including management. Due to the nature and size of the target population, there was no need for sampling. A total of 30 respondents for both quantitative and qualitative data, participated in the study. In order to achieve acceptable levels of validity of collected and analysed data, the face validity method was used, whereas the representative reliability method was used to ensure reliability and consistency of the measuring instruments. Mean and standard deviation, multiple regression and Pearson’s product moment correlation coefficient analyses on quantitative data was conducted by using the data analysis tool Statistical Software for Social Sciences (SPSS). Atlas Ti was used to analyse the qualitative data collected. No major limitations were identified. The study found the level of physical, financial, ICT-based resources and staff development and training in the GPG libraries to be low, similarly the level of information services provided was found to be low. The resources were found to have predictive value on one another, but not on information services. Furthermore, the study did find a positive and strong relationship between resources and services at GPG libraries. The study recommended a resourcing model that is based on the collaborative consumption/sharing economy concept and principles.

Library acquisition is deeply affected by the Government Procurement Law (GPL) in terms of its legal aspect. The acquisition staff must acquire materials for its library collection legally based on the GPL. As a result, the nature of the acquisition process is changed. The purpose of this study is to examine the impact of the implementation of the GPL on the acquisition process as well as on the acquisition staff in national university library settings. A questionnaire was applied and 65 participants from 30 national university libraries were identified. The questions were divided into four categories: background information of the participants, background information of the libraries, the impact of the GPL on individual participants, and on the purchasing/acquiring tasks. A total of 43 participants responded. The return rate was 66.15% and SPSS was used to analyze data. Descriptive statistics were presented in this study. This study obtained the following findings, 1. The impacts of GPL on management aspect of acquisition process: (1) The decision-making model for acquisition was affected by the formalized purchasing/acquiring process; (2) After the implementation of the GPL, collecting materials for estabilishing the tender document became the initial task; (3) A fluent book acquisition process much depended on cooperation and assistance from university administration; (4) Perceived responses from the readers by the acquisition staff revealed that the speed of acquisiting book was slowed down than ever. 2. The impacts of GPL on execution aspect of acquisition process: (1) The GPL safeguarded the book acquisition rate, but at the same time, it slowed down the speed of acquiring books; (2) The newly added Invitation to Tender and Award of Contracts process made acquisiton process more public and transparent; (3) The work of book purchasing was indeed safeguarded by the GPL, but pressure and responsibilities were also increasing for the acquisition staff; (4) A multi-approach model for purchase was adopted to conform with the GPL. 3. The impacts of GPL on acquisition staff: (1) After the implementation of the GPL, the manpower for acquisition tasks did not change much; (2) After the implementation of the GPL, the acquisition staff had to do several different tasks at the same time because their duties were more complicated than before; (3) After the implementation of the GPL, a high percentage of the acquisition staff considered training seminars to be essential. Based on the findings, the author offered the following suggestions: 1. A communication channel or platform should be provided for the acquisition staff to share purchasing experiences; 2. A control system needs to be established for the purchasing process; 3. Schedules for preparing acquisition-relevant documents should be prioritized; 4. Since the Inter-entity supply contract provided by the Central Trust of China has a niche for library acquisitions, electronic resources should also adopt the same module to reduce repetitious consultation in consortia.5. According to the GPL, acquisition staff is required to conform the process of acquiring book to Article 44-47 of Administrative Procedure Law.

The prevalence of the human race is contributed by the accumulation of our knowledge and experience and public libraries have played a central role in providing these services. Recent development of information and communication technologies also declares a new era for information services to the people’s life-long learning. However, as computer and networking technologies become popular and sources of information retrieval diversify, the public libraries in our country are unable to keep up with the trend due to the reductions of government funds. Suffered from global depression and reduction of government financing, the San Francisco Public Library has an alternative solution to raise funds more aggressively from private sectors to support its operations and new services. This study proposes the idea for public libraries to be operated on a build-operate-transfer (BOT) manner which may provide a way for effective use of available resources from the government and private sectors. In addition, spare-space reuse has recently became a field of intensive research after successfully renovation of the Art Site of Chia-Yih Railroad Warehouse and the Hwa-Shan Special District for Art and Culture. Spare-space reuse not only saves government funding by avoiding reconstruction, it also re-vitalizes the function of existing buildings and spaces. Thus, spare-space reuse is one of the mainstream administrative policies for the Council for Cultural Affairs of current administration. The Council for Cultural Affairs has budgeted over one hundred million in the 2001 fiscal year for spare-space reuse and local governments also propose many spare-space reuse plans. Spare-space reuse is now not only a new direction in cultural event plans, it also represents the growth of Taiwanese cultural development and a new possibility for Taiwanese cultural environment. This study explores current status of both domestic and foreign spare-space reuse projects and applications of BOT operations in spare-space reuse projects. These information are compiled into a new model of BOT operations that may be applicable for public library projects in the future.

Modern legislative functions demand that legislator's access, exploit and use information for effective decision making on a regular basis. It is increasingly assumed that legislative functions in a democratic country are becoming more complex as the electorate's political consciousness and knowledge of their rights and responsibilities is dramatically changing and transforming. During parliamentary sessions information is used for a variety of purposes. These include: preparation for speeches, participation in parliamentary debates, maintenance of formal and informal conversation with colleagues and constituents about matters of mutual concern, and to be able to contribute towards the legislative processes. It is also noted that during recess periods information is needed to communicate with constituents on a variety of issues. Parliamentary libraries are formal institutions whose specific functions are to provide information services to parliamentarians. Currently they provide a variety of services to parliamentarians such as searching and retrieval of information on request, pro-active information packages on specific topics, research assistance and photo-copying services. In some parliamentary libraries searching facilities to conduct electronic searches are part of the services rendered. Based on their close proximity to the parliament environment, it could be assumed that the libraries would be heavily utilised by the parliamentarians. Unfortunately, this is not always the case. The aim of the study was to determine the extent to which various information sources, services and systems are used by parliamentarians to access information. The role of parliamentary libraries within the parliamentary information provision sector was also investigated. Similarly, the efficienc\ of these services in satisfying the information needs of their clientele was also to be established. Specific attention was given to the utilization of electronic information sources, especially the Internet. It was assumed that unsatisfactory educational background of the majority of the current parliamentarians impedes their ability to access information sources. Both quantitative and qualitative research methods that involved largely surveys by use of questionnaires were used. Informal interviews and observation were also used to collect data for the study. Data was collected from the parliamentarians, both on a national and a provincial level, as well as from the parliamentary librarians. Two questionnaires were designed, one for the parliamentarians and a separate one for the librarians. Informal interviews with staff from the Library of Parliament, Cape Town were held to supplement information gained from the questionnaire. An observation schedule was used to capture information relating to the conditions at the Library of Parliament, Cape Town. The questionnaire for the parliamentarians was distributed to all parliamentarians on address lists provided by the parliaments, or those available on the Internet. Seven hundred and sixty questionnaires were mailed to parliamentarians and 167 were returned, giving a return rate of 23%. It was recognized that a low response rate is common on related studies reported in the literature. The low response rate, in our view, did not obscure the validity of the results obtained from the study. The questionnaire for the Parliamentary Libraries was mailed to all ten of the parliamentary libraries and a 100% response rate was obtained. The major findings of the stud} were that South African parliamentarians indeed had the same incessant need for information as their counterparts in other countries. A variety of information needs were expressed, many of which could be directly related to the portfolio or committee to which the parliamentarian was attached. Three major information needs however emerged i.e. the need for information on governance, politics and provincial issues, as well as safety and security. It was found that the respondents used various information sources, services and systems to satisfy their information needs. The strongest preferences were expressed for printed materials; however utilization of electronic sources were strongly supported. In respect of using electronic sources a number of problems were highlighted by the respondents. Both formal and informal information services and systems were utilized a lot less than anticipated. However, a close relationship was found between the level of education of the parliamentarian and the variety of sources used. For example, the higher the educational levels attained the wider the variety of sources used. It was interesting to note that only a small discrepancy was found between the preference to receive information in a printed or an electronic format. The oral medium, which is a prevalent medium within the African continent, was the least preferred. The respondents notably preferred to took for the information themselves, but a large group also used an intermediary close to them, i.e. their Personal Assistants to do their information searches for them. Information sources utilized were mainly sources personally available to the parliamentarian. A large group also used their computers to search for information. Parliamentary libraries, even though they provide a variety of traditional and pro-active information services were not utilized optimally. This trend was reiterated by some of the librarians who mentioned that they were severely under-utilized even during parliamentary sessions. With the exception of the Library of Parliament, Cape Town, parliamentary libraries at provincial level are new developments, and as thus still busy establishing themselves as role-players in the information provision sector. The success of their activities varies from library to library, from being well-utilized units, to being severely-underutilized. Problems identified in this regard are the marketing of services and products and user-education. The majority of the libraries are moving progressively towards the utilization and the provision of electronic information sources for parliamentarians. Recommendations included an aggressive and effective marketing strategy to keep parliamentarians informed on the latest available products and services. In this respect, the electronic medium should be used optimally, either through the Intranet or the Internet. Innovative ways and means of user education should also be investigated. It is also recommended that the parliamentary Libraries develop a niche area for themselves in respect of the provision of electronic information services. Parliamentarians do not have the time, nor the expertise, to spend on doing fruitless searches. Particular attention should be given to the role of the Personal Assistant in the information seeking. Similarly, parliamentarians need to be educated about the advantages of using a skilled information-seeking intermediary instead of an unskilled person. Attention should be given to educating parliamentarians about the various information sources available to them, both within the parliamentary libraries, as well is in the country. Once again the parliamentary libraries could see this as a niche area for service delivery.

This report will establish the factors that hinder the development of Municipal Public Libraries. For this purpose a questionnaire was developed and conducted fieldwork in 49 municipalities of Lima and Callao, precise tool needed to find the important variables considered in our research answers. To achieve this purpose, this work has been divided into four chapters. In the first one the Professional Project Report is submitted; in the second chapter the theoretical framework of the Public Library, a modern library concept, vision and mission of the same; the relationship between public library and community, emphasizing education, information and culture. A historical review of the public library in the world, Latin America and the development of the Public Library in Peru, is also presented likewise the subject of Municipal Library and corresponding to this type of information units legislation addressed because we consider the key to the process of social change. We boarded the origin of the municipalities, and relations between municipality and education, emphasizing the importance of managing authorities and councilors as one of the defining factors in this relationship officials. In the third chapter the results that describe the current situation of public libraries of Lima and Callao are presented; in the sample taken municipalities that have a library, on the other hand the data collected in surveys of public libraries that are currently operating to show what factors impede the development of municipal libraries are discussed analyzed Maharashtra. The analysis of the survey aims to know how they are organized and managed public libraries of Lima and Callao to support this research. In the fourth chapter a proposal drawn from the results of the investigation, thereby seeks to propose management strategies that enable public libraries full social development consistent with the cultural evolution of the country is formulated.

At present, the Austrian army is highly focusing on using public relations methods to gain the public's trust. However, the documentation centre of the Austrian army is not incorporated into this general public relations concept. Nevertheless, the documentation centre already uses some public relations instruments to keep their employees and army-internal clients informed but without following a structured plan. Therefore the aim of the thesis is to develop a public relations concept for the documentation centre of the Austrian army in order to make their public relations more effective. Due to the fact that the main aim of public relations is to get a positive image within the group of stakeholders, the factor reputation and its link to successful public relations is analysed in a detailed review of literature. The empirical part of the thesis investigates the current image of the documentation centre among its employees and clients. For these purposes, interviews amongst employees and clients are conducted. On the basis of this IS-analysis the aims of public relations, corresponding instruments and evaluation tools are defined. The results of the interviews show that the documentation centre has in general quite a positive image but has to work more on its information policy in order to keep its employees motivated and to attract the attention of existing and potiential clients. As a result, the aims of public relations and instruments mainly focus on these aspects.

E-government is a means of improving provision of government information and services to citizens. The aim of this study was to investigate the current situation and factors influencing access of e-government information and e-government adoption in Tanzania. A triangulation approach for data gathering was adopted. Specifically, a semi-structured questionnaire was used to collect data from 448 respondents. In addition, interviews involving five policy makers were conducted to complement the questionnaire survey. Factor analyses were performed and multiple linear regression analyses were carried out to assess the relationships between variables. The findings revealed that, the current state of e-government in the selected districts of Tanzania is characterized by web presence stage. Various enhancing factors and challenges for e-government were noted in this study. The enhancing factors include necessary knowledge, necessary resources, awareness, confidence to use the website, availability and reliability of internet connections, positive incentives that have resulted from using the internet to search for government information, and getting information on demand. Other enhancing factors are guidance for internet use, possession of ICTs, availability of up-to-date information in the website, education, income and social influence. There are some e-government adoption barriers that include worrying about security and privacy of information, lack of support from the government, unreliable power supply, inaccessibility of internet services due to geographical locations, and people not getting as much information about the services as possible. Other barriers are system quality, cultural barriers, age, and information content produced in English, which is a language that the majority do not understand. The study has implications for policy makers and to e-government project teams. Policy makers should consider e-government adoption barriers in order to formulate policies of eliminating them. The entire world needs and seeks information to survive and thrive in the 21st century as a result of information acquisition, with doctors, lawyers, teachers, students and even the elderly all desiring information for their everyday activities. Researchers of different disciplines working at the various federal institutes in Nigeria are no exceptions to the craving for requisite information that will enable them successfully carry out their numerous research projects undertaken towards achieving sustainable national development. The aim of the study was to investigate the information needs and information-seeking behaviour of researchers at the Federal Institute of Industrial Research Oshodi, Nigeria. This study applied both quantitative and qualitative research approaches for the purpose of triangulation. The quantitative approach had a strong dominance over the qualitative approach in this study. This study adopted the positivist paradigm. The questionnaire, interview and observation data collection tools were the chosen tools used to collect data from researchers from the six departments of the Federal Institute of Industrial Research Oshodi and five professional librarians of the institute’s library. Out of 165 questionnaires that were administered to researchers, a total of 121 were returned (resulting in a response rate of 73%). Inaccuracies were identified in seven copies of the questionnaires which were discarded and not analysed. Therefore, usable returns totalled 114 (67%). Wilson’s 1999 model of information behaviour was used as the theoretical framework. This study revealed that both formal and informal sources were consulted by the researchers. It was important to note that the internet was the information source most commonly used by the researchers to obtain information. The institute’s library was poorly used because it contained outdated library materials and was not equipped with an internet facility. The researchers opted for the use of mobile phone/iPad, personally owned or sourced internet access and business centres (supplying internet services outside the institute) to access information sources for information. The study ascertained that there was undoubtedly an instituted library officially established within the institute to provide information to researchers. But due to socio-economic and political problems faced by the country Nigeria, predominantly with respect to the outlook of poor funding of sustainable library development concerns and the government’s lack of interest in research, outdated library collections and poor information provision services have become the given at the institute’s library. This ultimately brought about pessimistic reactions from the researchers. Among its recommendations, the study suggested that funding the institute’s library in order to update and replace outdated library collections is a priority. An information audit should be carried out to ascertain the current state of ICTs within the institute and the institute’s library should be equipped with an internet facility promptly. Adopting these recommendations would enable researchers to have limitless access to items of information they need for research as they seek for information.

Since achieving autonomy in 1980, Galician governments have been pursuing a policy of creation of infrastructures that includes the development of a national library system. A legal framework has been created, and resources have increased enormously, particularly over the last decade, including a 407% increase in funding for libraries. In 2003 there were 275 public library authorities and 389 public libraries. The majority of the network is conformed by small community libraries, managed by local authorities. Buildings, staff, opening hours, collections, and other standard indicators show average figures that fall below international recommendations. 50% of all libraries have less than 100 m2, and 87% less than 230 m2. The ratio of library staff per 1,000 residents is 0.17. Opening hours in 2003 averaged 26.30 per week. The current figure of items per resident is 1.024 and acquisitions 0.063 items per capita. There is approximately 1 public PC per 5,000 residents in Galician public libraries. Urban library systems are underdeveloped and need to be created in four of the seven cities including Vigo, the largest, and there are important provincial imbalances. In addition to this, the Galician Library System lacks some of its essential elements, particularly coordinating, inspecting and standards services. Provision of public library services, with the possible exception of ICT related services, and performance statistics are relatively poor as a result of this situation. Comparison with well developed, advanced systems (UK) confirm the need to improve the framework and resources of the Galician Library System to achieve high quality services and satisfactory performances.

The study investigated the information literacy skills among Form Five students at government senior secondary schools in Gaborone, Botswana. The results of the study will be used in the improvement of the Information Literacy Course offered at the University of Botswana Library (UBL). Background information was given on education in Botswana and also a brief history of the evolution of the University of Botswana, an overview of the University of Botswana Library and highlights of the schools in the study. The researcher designed a questionnaire in order to achieve the objectives of this study. A sample of 240 Form Five students was drawn from four senior secondary schools situated in Gaborone, Botswana. Purposive sampling was used to draw the sample. The Statistical Package for Social Sciences (SPSS) was employed in the analysis of data. The results were presented in frequency tables, analyzed and discussed. The findings of the study revealed that the students at senior secondary schools did not have sufficient competence in translating information problems into information needs. Their ability to use a variety of sources was not well developed. The study further revealed that the students were not motivated to look for information sources by their teacher by, for example, giving them assignments that required them to use the library resources. Students' skills in the evaluation of the accuracy, currency and authority of information sources were found to be under-developed. The study showed that the students were not given any form of user education at any of the schools. The study also found that staffing problems in senior secondary school libraries contributed to the lack of information literacy of the students. The situation was more obvious in cases where there was no full-time librarian to run the library. Conclusions were drawn and recommendations and suggestions for further studies were made.

The purpose of this study was to investigate the awareness and preparedness of the Inkandla and Mbazwana school clusters concerning the sharing of information resources. This investigation needs to be viewed bearing in mind the contexts of developing countries. These countries are poor but experience varying degrees of poverty, and there is always a shortage of funds to support quality assuring programmes, for example libraries. Access to amenities like laboratories and libraries is generally viewed as a luxury, more so by people who went through their education deprived of these facilities but who managed nevertheless to obtain high qualifications. The argument tends to be "some of us made it without libraries, therefore they are not important". Unfortunately many policymakers think like this. There have always been sectors pushing for the development of school libraries, coupled with resource based learning as this approach is regarded as likely to produce independent, lifelong learners. A resource based curriculum requires an abundance of resources, however the issue of lack of funding referred to above, may prevent any individual school from having all the resources required to support a resource based curriculum. Creative ways of ensuring the availability of resources to all schools have been conceived and clustering schools in order to encourage them to share resources and expertise is one of them. The KwaZulu-Natal Department of Education has used the clustering of schools for resource sharing. The evolution of the clustering project however, took different forms and subsequent events showed that the form taken either allowed for further growth and development, or subjected the project to failure and decay. The Inkandla and Mbazwana scenarios, presented two different models and different evolutionary histories that present interesting topics for research, and both scenarios had different stories to tell. Issues of acceptance, that is awareness and preparedness, accessibility, and community dynamics play a major role in ensuring the success or failure of a project; and this is very evident in Mbazwana and Inkandla. This study attempted to measure the levels of awareness and preparedness concerning the sharing of information resources. Preparatory ground work among communities was necessary to ensure the people were willing to embrace the concept of resource sharing and its values. Three methods were selected as appropriate to the study that is reviewing the relevant literature and data collection by questionnaire and interview schedule. Two nodal points were studied, one at Inkandla and another at Mbazwana. Stratified sampling with ten respondents from each cluster was used to make the sample representative. Since the study needed to establish the levels of awareness and preparedness by these cluster members as well as nodal schools of the clustering concept, it emerged from the study that there are two types of awareness, that is, awareness of the vision, and awareness of the centres or nodal points and their resources. Responses concerning awareness of the vision yielded a variety of results because the levels of awareness differed from individual to individual, and it is the levels of awareness that eventually determine levels of preparedness to embrace the concepts, ultimately affecting the use and non-use of the centres. The study revealed that even though the concept has numerous challenges, the population studied was not generally averse to the concept, however, a lot of preparatory work needs to be done prior to setting up such projects. Once set up careful monitoring and a timely response to problems is important for the sustainability of these centres.

In modern times, the library is constantly required to meet the challenges of information explosion. Assimilating resources and restructuring practices to process the large data volumes both in the print and digital form held across the globe, therefore, becomes very important. A recourse by the libraries to application of successive forms of what can be called as Digital Library Technologies (DLT) has been the imperative. The Open Archives Initiative (OAI) is one recent development that is expected to assist the libraries to partner in setting up virtual learning environment and integrating research on a near universal scale. Future extension of this concept is envisaged to be that of Grid Computing. The technologies driving the â Gridâ would let people share computing power, databases, and other on-line tools securely across institutional and geographic boundaries without sacrificing the local autonomy. Ushering an era of the ubiquitous library helping the e-research is thus on the card. This paper reviews the emerging technological changes and charts the future role for the libraries with special reference to India.

In 1986, the Congress of the United States passed the Federal Technology Transfer Act to amend the original Stevenson-Wydler Technology Innovation Act of 1980, and creates the “Cooperative Research and Development Agreements” (CRADA). Under the CRADA system, the federal laboratories provide equipment and/or personnel, while the cooperating contractors provide fund to jointly develop certain technology. After the adoption of CRADA, the cooperation between federal lab and private industries become more interactive, and many successful cases have been made. In contrast to the Bayh-Dole Act model, under which the government provides fund for universities and private industries, under the CRADA model, the government (federal labs) provides equipment, place, and/or personnel, instead of fund for the contractors. Consequently, the ownership of the intellectual property rights in relation to the research results under the two systems shall be different as well. Taiwan, mimics the system of the United States and passed the Science and Technology Basic Act in 1990. Nonetheless, under the Science and Technology Basic Act, there is only the “Bayh-Dole Act system” but no CRADA system. This article introduces the CRADA and the model CRADA contract promulgated by the US Department of Energy, and argues that Taiwan needs to amend the Science and Technology Basic Act to adopt the CRADA system as well.

The purpose of this study was to investigate the implementation of Enterprise Content Management (ECM) system at Western Cape Government (WCG), South Africa. The study evaluated the state of the implementation in order to establish whether the system met information and records management requirements and objectives. A probability sampling was used on a total population of 51 respondents and participants. The data were triangulated using multi-methods, whereby both qualitative and quantitative approaches were adopted in a sequential manner. A structured online survey questionnaire, online interviews, and document analysis were used to collect data, which were descriptively analysed. The study revealed that although the WCG has embarked on digitisation projects, which culminated in the department-wide implementation of ECM, the system was not evaluated regularly and consistently. This resulted in an inability to capture the lessons learnt – as well as a failure to realise the full benefits of implementing the system. The findings also showed that ECM implementation at WCG encountered some challenges – for example, inadequate training provided to staff, lack of adequate technology infrastructure, and poor technical support with regard to systems for managing digital records – that impacted on the system’s efficiency. Some of the recommendations of the study are that WCG should consider conducting regular ECM reviews to determine whether the system performs as required in terms of bringing about expected benefits, such as easy retrieval of digitally stored content. Departments should also ensure that there is an alignment among various digital applications for the purpose of creating a single enterprise platform that promotes collaboration and knowledge sharing. A study of ECM implementation in other provinces would enable a comparison of how the system performs elsewhere, including how it could be used as a viable option for organisations to promote digitisation.

Doctors and nurses in most developing countries lack access to adequate health information, that is, the lifeblood for the delivery of quality health care services. This problem is further compounded by the fact that correct techniques and equipment are not applied to provide access to reliable health information. Based on previous literature, it is assumed that information should be managed in the same way capital, labour and human resources are managed so that healthcare providers and medical professionals should be able to have relevant information to assist then in their daily activities, to help them to learn, to diagnose and to save lives. Relevance and reliability are paramount in meeting health information needs. A number of studies have shown that the application of information and communication technologies (ICTs) in the management of health information is a prerequisite to wider accessibility and availability of relevant health information. Health information management is the continuum of processes in managing health-related information. It is composed of the use of technologies (computers, hardware, software and telecommunication), personnel (trained information specialists), and the allocation of financial resources to achieve the major goals of the organisation such as a hospital. The aim is to collect, process, store, retrieve and disseminate adequate health information to the right person, in the right form, at the right time. This study investigated the application of ICTs in the management of health information by medical professionals in six selected government hospitals in Yaounde, Cameroon. The basis of the study was that through the effective application of ICTs in the management of health information, relevant and timely information would be made available to medical professionals. It was the researcher's view that unless we understand the importance of information in the development of the health system, and apply the use of ICTs in its management, the delivery of health care services will constantly remain poor. Data was collected from six government hospitals in Yaounde through a self-administered questionnaire given to nurses and medical doctors. The data collected from 141 medical professionals [doctors and nurses] were presented, using descriptive statistics in the form of frequency distribution and percentage. The findings of the study revealed that medical professionals are dissatisfied with the major method of information exchange activities, that is, face-to-face interaction with colleagues. In addition, the study found that health information is captured, processed and stored manually. This is very detrimental to medical professionals, because relevant information is not always available when needed. The study found that the barriers to adequate information exchange activities were lack of information support services, irregular distribution of information and poor co-operation and collaboration among medical professionals. The study also revealed the non-availability of ICTs and Internet resources and lack of basic computer skills. Consequently, there is low utilisation of ICTs by medical professionals and limited information needs are being satisfied. Medical professionals unanimously favoured the application of Internet services or an electronic health information resource to supplement the current method of managing and accessing health information. Lack of training on the use of computers and Internet resources were the main factors that hinder the use of ICTs by medical professionals. The study concluded by calling on directors of hospitals, medical professionals and the Ministry of Health Officials to provide ICTs and Internet resources to medical professionals and provide them with basic computing skills and training. It further called for the recognition of information as an important resource for national development and called for formulation of a national information policy. With an information policy, information needs would be clearly defined and the provision of information services throughout the country would be regulated. In addition, medical professionals must create a free-flow of information and constant communication outlet to exchange and disseminate local health information. The high demand for basic training on the use of ICTs could be provided through in-service training or refresher courses.

The thesis is intended to assess the contribution of the public library service to the creation of social capital to reduce poverty. However, in research studies targeting this subject, the lack of empirical research is continuously mentioned or suggestions are made that more qualitative studies could shed more insight on the creation of social capital in public libraries. The concept of social capital or rather how it is created in public libraries leads to the complexity of understanding the creation thereof in public libraries, while continuous suggestions are that more qualitative studies would give light on its creation in public libraries and also in other subject disciplines (Aguilar & Sen 2009: 425; Halpern 2005: 1; Lin 2001: 3). However, to find clarity about what social capital is, the study focuses on Pierre Bourdieu’s description of social capital. Pierre Bourdieu is known as one of the first social scientists who tried to understand the concept of social capital (Bourdieu 2005: 1). The public library from a social capital viewpoint is a trustworthy social network where people have access to resources to benefit their socio-economic development. The presence of social capital is visible in every aspect of life and for that reason it is not uncommon for social capital to have an effect on unemployment, mental health and social empowerment (Thompson 2015). Social capital is a recognisable term in Library and Information Science (LIS) literature (Stilwell 2016: 54; Strand 2016: 144; Skelly 2014: 2; Aabø, Audunson & Vårheim 2010:16; Hart 2007:22; Bhandar, Pan & Tan 2007:263). However, the idea that social capital in libraries exists may not be recognised, such as in the case of the book Bowling alone, authored by Robert Putnam (Putnam 1995:22). Public libraries fulfil the role of social capital in two ways: connecting individuals and the community with their library services and programmes and promoting the staff-patron interactions that attempt to create patron trust in the library. Feldman (2009: 5) illustrates the notion of social capital in the library as generated through library services and programmes that could contribute towards empowerment, skills development, happy families and positive economic growth (Feldman 2009:5). The study is an sequential explanatory mixed methods study. There were three data collections methods use. Questionnaires with mostly close-ended questions, interviews and official documents. The research participants were 115 library patrons and 58 library staff of the Emfuleni Local Municipality Library and Information Service. The researcher found several explanations on the creation of social capital, but none had measurable outcomes that could illustrate the societal value of public libraries, apart from one, which was to build a trusting relationship between the library, staff and patrons. Hence, through Vårheim’s (2014: 68) observation about trust and patron attendance, library programmes were identified as the measurable outcome to rationalise the importance of the public library and the value of libraries and library staff. In such a case, the societal value of libraries can be understood. Through the correct measuring instruments that were identified in this study, public libraries address the creation of social capital that makes it possible to show that public library services support lifelong learning and workforce development.

Public library systems in India are not so effective due to lack of efficient resource sharing and networking to achieve optimum utility of resources as well as to provide need based services. The present library system can be improved by application of ICT and enabling participation. A Kerala Public Library Network (KPLNET), and use of an integrated library automation package in all public libraries can achieve this. The web portal of the Public Library Network maintained by Kerala State Library Council the controlling organization can extend the use of resources and accessibility of the system transcending time and space. Sharing of resources will be much easier through KPLNET. Public can easily access the services through this system for borrowing books, searching of catalogue, e-reading etc. KPLNET can provide the public easy access to the data online. Through multi user licences to acquired content, and introducing resource-sharing programmes the public libraries can reduce their expenses and boost the services. The individual village libraries can develop content on local aspects, which can be pooled by KPLNET. The major objective of the KPLNET will be to unite all public libraries in the State under a single umbrella. Kerala State Library Council (KSLC) controlling more than 7000 public libraries will be the implementing agency for KPNNET. KSLC can perform more effectively once it implements the proposed KPLN. This project suggests e-governance of public libraries under KSLC with a library network using a web enabled system that act as an interactive public interface to enable the public for participation in governance of libraries and also for effective utilization of the library resources.

(in English): The thesis describes the current economic crisis, to which the Government responded by a set of restrictive measures of public finance. The main attention is paid to the research whether the current financial crisis and government austerity measures influenced the activities of the regional libraries in the Czech Republic and whether they compromised the quality of services provided to the public. Abstract (sommario):
The research critically assessed the KwaZulu-Natal School Library Policy and its feasibility for implementation in the province. In order to provide appropriate perspectives and to contextualise the study, accepted standards of good policy formulation were taken into account, and the educational challenges for the sector and the Library and Information Services field in which policy development and implementation take place were delineated. The study was guided by the following theoretical frameworks, namely a constructivist approach in interpreting and evaluating the role of school libraries within an education system based in constructivist principles, the traditional policy model to evaluate policy formulation and design, and a social constructionist view of policy in the interpreting of policy development and implementation. The epistemological basis for the Delphi technique too, the main methodology used in the study, was social constructivism. The Delphi technique combined expert opinion in order to determine the adequacy of the KwaZulu-Natal School Library Policy and to test the suitability of the policy for implementation in the province. The study set out to systematically collect and analyse the data needed to reflect on the research questions. A research design comprising two phases, with a mix of qualitative and quantitative methodologies was used to explore the research questions. Firstly the qualitative data collected from the Delphi panel's expert opinion and responses was interpreted to analyse the policy document critically and to assess its implementation strategy. Practical implementation problems were identified, as well as gaps in the policy that might necessitate revision. Secondly, quantitative data from an analysis of existing surveys, questionnaires and reports provided an overview of the current state of school library provisioning in the KwaZulu-Natal province, and the school library models already being implemented in the province were evaluated against this background. This study was undertaken in the belief that it would offer a fresh and objective response to the KZN School Library Policy and reflect in an informed manner on its adequacy as a policy document. The chosen methodologies and the data generated enabled the researcher to determine that the policy document and its implementation strategy met, to a large extent, the standards of good policy-making. Practical strategies for and solutions to the challenges of policy implementation in the province were generated. The research results provided sound guidelines for reviewing the policy and the implementation strategy and for developing a more comprehensive strategy for policy implementation which would in turn refine and refocus the provincial policy intervention. The study has brought to the fore several issues that need to be resolved to facilitate school library development in South Africa. These concerns include the lack of support and overall direction from the national Department of Education as manifested in its reluctance to finalise national school library policy, the importance of ICT as a learning tool to provide to all learners equal access to information and finally the general lack of human, physical and financial resources required to achieve satisfactory implementation of the policy. Partnerships and innovative service delivery solutions are required to address the backlog in school library provisioning, even if this intervention takes place initially only on a small scale. In keeping with interpretative research, recommendations are made and ideas put forward for future research.

Tacit Knowledge is critical in an organization's ability to sustain a long-term competitive advantage. The systematic process for acquiring, organizing, sustaining and renewing tacit knowledge of employees has enabled organizations to survive in a robust economy. This study investigates the management of tacit knowledge at the Kenya Institute for Public Policy Research and Analysis (KIPPRA). The objectives of the study were: to identify the sources and types of knowledge at KIPPRA; identify the enabling resources for tacit knowledge sharing; determine how tacit knowledge can be reused for innovation and competitive advantage; establish the role of management in creating a conducive environment for tacit knowledge; identify the challenges experienced in the management of tacit knowledge; give recommendations and propose a model/framework for tacit knowledge management at KIPPRA. The study adopted a qualitative research method. Interviews and observation were used as primary data collection methods. The study targeted 60 employees of KIPPRA consisting of Researchers, Young Professionals, Heads of Division, a Knowledge Manager and Administrative staff. Qualitative data collected was organized, categorized and reported in verbatim. Pie charts and tables were used to give a graphical representation of the bio data of respondents. The study found that: KIPPRA values knowledge as an asset but does not practice tacit knowledge management, both tacit and explicit knowledge exists however, no real effort has gone into the management of tacit knowledge. The study also found that KIPPRA had tacit knowledge sharing, capture, transfer and storage avenues that have not been capitalized on. ICT infrastructure is available however it does not support tacit knowledge sharing. No Communities of Practice exist at KIPPRA but tacit knowledge is reused for innovation, development and competitive advantage. KIPPRA’s management has provided a conducive environment for tacit knowledge to thrive but trust, knowledge asymmetry, and hierarchical challenges have hindered tacit knowledge harnessing. No tacit knowledge related incentives are offered at KIPPRA. The study also revealed that employees experienced challenges such as identification and understanding of tacit knowledge, access of tacit knowledge sharing platforms, and access to individuals with specific tacit knowledge, tacit knowledge hoarding, individualism and ICT related challenges in accessing tacit knowledge. Even thought the necessary elements required to facilitate Tacit Knowledge Management are available, no effort has been made to customize them to harness tacit knowledge. The study concluded that for KIPPRA to have a competitive advantage it is important that the Knowledge Manager, with the Support of KIPPRA’s Management, have concerted efforts for harnessing tacit knowledge. Key recommendations include: establishment of Communities of Practice at KIPPRA that bring together like minded individuals and also enable the building of relationships based on trust among the employees, and investment in ICT mechanisms specific to tacit knowledge management to enhance the harnessing and codification of captured tacit knowledge. Employees should also be trained on the value of tacit knowledge sharing and individualism should be discouraged. The study also recommends the adoption of a proposed framework for managing tacit knowledge at KIPPRA.
