Digital library dealt with information communication technology (ICT) infrastructures that is different from manual library infrastructure. Digital library is the growing demand in contrast to manual library, which demanded for systems' librarians or digital librarians. The collected data from seven libraries in Nepal to examine the availability of Systems' librarian manpower provided no light of hope. Those libraries were selected using convenient judgmental sampling through a short interview with currently available librarians about the concept of a Systems' librarian. Digitally skilled and responsible for digital data management personnel was defined as systems' librarians who have the necessary knowledge and skills in library software, networking, data entry, and troubleshooting of ICT-related issues. The study found that out of the seven libraries, only two had systems' librarians, yet their designation was not pin-pointedly named as' systems' librarian'. While others lacked the required manpower. The study also revealed that there were no Systems' Librarians in any of the libraries. The respondents' attitudes and perceptions towards the Systems' Librarian concept varied, with some accepting it as adaptable, acceptable, and appreciable. The study recommended for the recruitment of Systems' Librarians in Nepal as the library’s resources adopted the concept of paperless and library-without-wall. The lack of concerned manpower to look after electronic resources could lead to serious problems, and it's time for the Nepal Library Association and stake holders to advocate for the specialized manpower for the post of Systems' Librarian (also called digital librarian) and generate skilled manpower.

Information repackaging is one of the library's efforts to meet users' information needs in the new normal era. Libraries need to prepare various strategies in providing repackaging products as a library service innovation. This research aimed to describe various aspects and stages of library strategy design in information repackaging in the New normal era. The research used a qualitative approach through literature studies research methods. The results showed that libraries and librarians in the new normal era needed to pay attention to various aspects and stages in designing a digital information repackaging strategy. Aspects of the information repackaging strategy include determining the source of packaging information, types of information repackaging products, and information repackaging methods. Libraries carry out information repackaging strategies by making information repackaging the library’s flagship program and the librarian's main job, understanding the information behavior of the library's native digital users, disseminating digital information packages through social media and collaborative networks, changing the librarian’s role into social librarians and public knowledge and implementing a Marketing and Public Relations (MPR) strategy to disseminate information repackaged products to users. The head of the library plays an important role in supporting librarians in carrying out information repackaging activities. This research concludes that the librarian strategy of repacking information in the new normal era is needed to improve library services that are more creative, interactive, and innovative, in accordance with the user's information needs.

The role of adaptive librarians affects the implementation of Information and Communication Technology (ICT), especially in governmental libraries. It adjusts the competencies and abilities needed by librarians. Therefore, librarians are required to rebuild and improve their skills related to ICT. In Indonesia, Standar Kompetensi Kerja Nasional Indonesia (SKKNI) 2019 is used as a national education & training framework for librarians. To explore this theme according to SKKNI, a sequential exploratory research was conducted with contributions from librarians and/or library staff who work in governmental libraries across the Republic of Indonesia. Through in-depth interviews, focused group discussions with 28 librarians from 14 governmental libraries in Jabodetabek, also an online survey (74 respondents), the researchers were able to gain a pattern that showed the tendency of higher ability level in the competency units related to ICT utilization in the library than the competency units in developing library information systems. The unit of competence with the highest mean score is the unit of competence related to multimedia production, including the management of the library’s social media content. Aligning with this result, National Library as the central supervisor for the librarian needs to collaborate with related stakeholders, especially in accommodating competence development efforts to build a national digital ecosystem. Those efforts include the formulation of continuing development program -gradual education and training program. Through this collaboration between various stakeholders, the development of librarian competencies specifically within governmental libraries can be carried out efficiently, following the real needs in the field.

The purpose of this research is to examine the current conditions of bibliotherapy services of medical librari es, to conduct survey on the librarians of perception about bibliotherapy services, and based on the results of this survey, to provide basic data for bibliotherapy services of medical libraries. To do this, survey was conducted on 57 librarians of 57 medical libraries among the member libraries of the Korea Medical Library Association, and 57 librarians of 57 libraries responses were used for the final analysis. Through the results of this research, it can be seen that the librarians in the medical libraries perceive highly of providing bibliotherapy services for the users.

A usability study was run to validate terminology (labels) for seeking librarians from the UTA Libraries homepage. Seven new labels were proposed by librarians. They hoped these labels would help users in finding them and discovering librarians various skills to meet users' needs. Students were presented with a paper prototype of the library's homepage that included the seven proposed labels. They were asked to find information using two search goals as it related to seeking assistance from a librarian.

The Covid-19 pandemic has greatly affected higher education and cultural sector, including libraries. Most of the libraries in Mongolia were physically closed for patrons. Librarians were suddenly tasked moving from in-person service into online and the Covid-19 pandemic affects policies, strategies, activities, behavior itself and the library’s future development strategy was not considering the effect of Covid-19. The aim of this paper is to explore how Mongolian libraries satisfy the need of their patrons in unexpected situation, such as Covid-19-induced transition to adapt to keep afloat, to identify the main issues that have arisen and make recommendations for the betterment of libraries’ role in such situations. To be more specific, we address the following research questions: To what extend Covid-19 affected library daily activities? Will the library service styles, perspectives, strategies, patrons’, and librarian’ attitudes change in the future? To address the research issues a quantitative and qualitative content analysis was used on a dataset created from a questionnaire survey and interviews from librarians and patrons. The aim was to find out whether libraries can meet patrons’ needs and if the staff is fully paid. Besides, the analysis covered such criteria as printed and e-book usage, internal and external online databases, other library services usage during the pandemic period, and positive and negative impact of Covid-19. The results were then compared to the indicators of the pre-Covid-19 period.

University libraries must play an important role in assisting the improvement of scientific research capabilities in the field of economics and management disciplines. For this reason, most university libraries have taken some measures, such as establishing a subject librarian system and building digital resource libraries. However, the subject librarian system in some university libraries is not perfect, the quality of information services is not high, the role of academic exchange platforms is not fully utilized, and there is less organization of training in scientific research methods and skills. To enhance the scientific research capabilities of economics and management disciplines, university libraries should enhance the service capabilities of subject librarians, use digital technology to provide precise subject services, build academic exchange platforms, normalization of training.

Social media play a vital role in libraries today. This study aims to explore the capabilities have in social media and its effect on librarians’ efficiency. This article briefly explains the dynamic capabilities of social media that contribute to librarian efficiency. Four capabilities have been identified from the literature review: (i) information processing capability, (ii) relationship capability, (iii) service innovation capability, and (iv) tools capability. Each of the capabilities has its criteria and characteristics. All the capabilities support the libraries to fulfill their user's needs. The dynamic capabilities of social media contributed to librarians’ efficiency in many aspects such as literacy skills, reference, and user services. This article also shared the experience of academic libraries in Western Uttar Pradesh, New Zealand, Ghana, Sri Lanka, and Malaysia in using social media for librarians’ efficiency. This study will contribute to the effectiveness and efficiencies of the librarians in organizing the libraries.

The two libraries and studies that follow are the products of an exploration into the problematic relation of man to nature. The work specifically examines the fact that while we are unquestionably a part of nature we are, at the same time, separated from it by our self-awareness. We exist as both symbolic and physical beings. As Christian Norberg-Schulz notes, we are precariously situated between the earth and the sky. Focusing on the fundamental elements of light and shadow, the projects explore the issues of separation and inclusion. It is hoped that a glimpse of the innate terror, wonder and beauty of our daily existence may be revealed. The work deals specifically with the making of layers and edges while accentuating spatial flow and continuity. The desire is to bring the library patron into close contact with nature while simultaneously emphasizing a profound separation. Complementary to this is an interest in highlighting a perception of leaving and returning. Reading involves leaving one's present awareness in order to pursue another that is revealed through the pages of a book. One may gain a new perspective on the world through one's literary ventures. Regardless, however, of the distance one may symbolically travel one must always return to the immediacy of one's present situation. Seemingly endless possibility is balanced by the confinement imposed by one's own mortality. In each project the visitor moves through layers of light and space, crossing a small, enclosed courtyard before reaching the main body of the library. Once inside, he regains a view of the courtyard as he sits down by the window to read. By emphasizing distance through layering, the visitor is withdrawn from the hectic cityscape and focused on the subtle interplay of light and shadow on simple concrete walls and on the fluttering leaves and branches of a tree. It is hoped that by withdrawing the visitor from the city and reminding him of his peculiar relation to nature he may renew his awareness of the human condition.

Here is an excerpt from the book's Preface by the author, William Arms, dated June 2005: This online edition of Digital Libraries is an updated version of the book of the same name published by the M.I.T. Press in January 2000. I am extremely grateful to the press for giving me permission to place it online even while the book is still in print. The field of Digital Libraries is moving rapidly. Most of this book was written in 1998 and many sections are now seriously out of date. In particular: * In the few years since the book was written, there have been some major developments. Important topics that need to be updated or included for the first time include the emergence of XML, the dominance of Google, reference linking, the Internet Archive, the Open Archives Initiative, and many more. * Numerous details need to be brought up to date. * A few projects have come to an end and a few topics have proved to be less important than expected. They need to be deleted or give less emphasis. * The book does not have a bibliography, because, only a few years ago, nobody had confidence in the longevity of URLs. The impact of conference attendance is shown to consist of three key themes: informational; social; and affective impact. In addition, the study found nine factors that can influence the impact conference attendance can have on the delegate and on their institution, and it presents connections between key themes of impact and influencing factors.

This research examines the development of virtual libraries in Commonwealth libraries in Australia in 1998-1999. The background to the study lies in some of the current issues in the information sector, and government responses to those issues. The study begins by considering the nature of the Australian Commonwealth Government, reviewing what government libraries are and whom they serve, and examining the future trends expected to affect Commonwealth libraries. The current state of virtual library research is then reviewed, and the need for research in the Commonwealth library sector examined. The author reviews the virtual library concept as expressed in the literature in the field, determines what a virtual library is, and gives consideration to why virtual libraries are being developed. The issues that affect and are affected by virtual library development are then examined. Based on this, a model of virtual libraries is formulated, along with a brief consideration of the possible application, importance and problems associated with each element of the model. The research design and methods that were used to gather information for this study are then outlined, along with the inherent limitations of the research model. Following this, the findings from a survey of virtual library development in Commonwealth libraries are discussed. The author then conducts some analysis of these responses, and makes comparisons between different Commonwealth library responses, as well as comparisons with virtual library studies conducted in American and Australian academic libraries. The research concludes by attempting to reach some conclusions about Commonwealth virtual library development and the validity of the proposed model of virtual libraries. Flowing from this, recommendations are made for further research in this field.

When building an application, native or web-based, you can be faced with the dilemma of finding an external library that will fit your needs. This thesis investigates the problem from a commercial viability standpoint. A new Compliance Reporting System needed a chart library to create appealing dashboards and reports. The aim of the thesis was to develop a generic method for finding, comparing and testing software libraries. The method was developed making use of multiple phases which were then applied to different chart libraries for the Compliance Reporting System. The devised method did not result in the desired outcome of finding a library for the Compliance Reporting System. It did, however, contain a number of successful steps. The first set of prerequisites was used to define relevant search terms. The second set of prerequisites reduced the selection of libraries. The adaptability tests examined the APIs. It was also found that the quality of documentation and public interface of the library can influence the possibility of successful utilization. Testing the extendibility would also have been beneficial. As for chart libraries in general, a lexicon of standardized terminology would be of great benefit.

In this paper, we discuss about the possibilities of gamification in public and academic libraries. The concept of gamification and its different forms are analyzed based on the previous literature. Gamification can be understood in different ways and used in different forms depending on the target group (e.g. students, children etc.) and the goals we have. These possibilities and types of gamification are introduced in this article by using examples from different libraries. Our main research questions are: 1)How can the concept of gamification be defined?, 2)What kind of barriers there is against the gamification in libraries? and 3)What are the possibilities and advantages of gamification for libraries? The article is based on previous studies made about gamification and interviews made with librarians in Finnish libraries. Also different cases how gamification is used to teach e.g. library use and information retrieval is introduced in this article. The examples vary from escape rooms in libraries to gamification in electronic solutions. The theoretical framework of this article is based on Mih?ly Cs?kszentmih?lyi's Flow theory. Flow can be understood as the state of concentration and engagement that can be achieved when completing a task that challenges one's skills. In libraries gamification makes it possible to get the customers interested in e.g. improving their skills in information retrieval. Gamification improves motivation and makes learning more effective. The results show that the older librarians are more prejudiced towards the gamification and having games in the library collection. Especially younger customers find the gamification interesting and helpful while learning information retrieval in Finnish libraries.

This paper will focus on the role of librarian professional deontology specifically the activity of a librarian, in the development and delivery of quality information products. University libraries create quality informational products to support the educational and research process, using successfully ICT. The institutional repositories contributes to the promotion of the results of scientific research, increasing the prestige of the educational institution in a national and international aspect, and provides access to published scientific production. At the same time, the development process of the repository in terms of technology and content requires librarians to have specific professional skills for archiving and indexing the received documents. In accordance with the Code of Ethics, the librarian implements and ensures compliance with the principle of continuous professional development, participating in training and improvement programs, professional meetings, scientific and cultural activities organized by libraries or other institutions. At the same time, the librarian’s professional deontology presupposes librarians’ self-training and their responsibility for their own training. The success of the university library activity oriented towards the needs of the users involves two conditions: access to quality information services and products, on the one hand, and well-trained and highly qualified librarians, who deepen and constantly update their specialized knowledge and skills, necessary for the exercise the functional attributions it has, on the other hand. Library professionals should earn status and reputation based on their professionalism and ethical behavior.

Subject librarians are uniquely poised to facilitate conversations and assistance about scholarly communication topics to faculty and students -- helping make the connections between scholarly communication and discipline-specific research. The University of Central Florida (UCF) Libraries offers a unique intersection between scholarly communication and subject librarians by implementing a robust subject librarian model that includes activities related to scholarly communication and partnering with UCF’s Office of Scholarly Communication to provide support on a variety of topics to the campus community. In particular, this model has been particularly effective with STEM disciplines. The subject librarians in these respective disciplines have actively partnered with the Office of Scholarly Communication to provide a series of workshops targeted to STEM faculty on topics such as predatory publishing. These conversations have prompted invitations to speak at college and department meetings and to provide additional assistance and support on these scholarly communication topics. It has also led to a research project conducted by the science, engineering and computer science librarians and the Scholarly Communication Librarian on the open access publishing practices and trends of UCF STEM faculty to help better inform conversations and research support to these faculty. This article will explore the various ways in which this unique model aids UCF Libraries in providing scholarly communication support to faculty and students in an effective way and will share specific strategies and examples that readers can practically implement at their respective institutions.

Due to impending campus-wide downsizing, the Grand Valley State University (GVSU) Libraries projected that a worst-case scenario would result in a 14% cut to the library’s collections budget for fiscal year 2020. In the same year, GVSU Libraries welcomed several new members of its leadership team, including the dean, two associate deans, head of systems, head of collections, business administrator, and a vacancy after the long-time acquisitions manager retired. Budget cuts and staff turnover are tough, but they prompted a much-needed reassessment of roles, culture, and priorities in the library. Different approaches to spending and curating the library’s collections were vital to counteract the budgetary challenges. Cara Cadena, the new head of collections, was charged with building a task force to recommend cancellations and a plan to communicate these changes across campus. Decisions were made based on feedback gathered from teaching faculty, liaison librarians, campus stakeholders, and usage data. Ultimately, the communication plan proved to be the most critical--and challenging--part of the process. In this session, Cara and Marcia will discuss successes, missteps, results, the importance of vendor relationships, and future plans for collection management at GVSU. Attendees will gain insights into leveraging stakeholder buy-in and grasping opportunities amidst constant change (and decreased funding) in order to evolve effectively. They’ll also learn how GVSU Libraries are reimagining the role of the collections team.

As key organizers and managers of China's university human libraries, library librarians' knowledge management capabilities play a crucial and indispensable role in the establishment and promotion of these libraries. By fully harnessing the "knowledge flow" between "human books" and readers, librarians not only provide significant opportunities for the development of human libraries but also assist readers in discovering and activating latent knowledge, thereby fostering continuous improvement and innovative development within the human library context. Through theoretical research, it is found that China's university human libraries have recently entered a development downturn, and there is a significant research gap in the area of knowledge management. It is urgent for researchers to apply knowledge management concepts and tools to facilitate the design and implementation of activities in university human libraries. This paper presents a literature review on knowledge management capabilities, including relevant definitions, background theories, and dimensional components, in order to better explore ways to improve the innovation performance of human libraries in Chinese universities. The study also reveals that knowledge management capabilities have a direct impact on the innovative performance of China's university human libraries, and the researchers will use a combination of quantitative and qualitative methods to verify their positive correlation in the next phase of research.

The present paper aims to analyse the new challenges that affect the professional identity in the academic libraries. The fast and complex evolution of the information technology gave a new dimension to these institutions, reshaping the professional framework, creating new types of services. We talk now about the data scientist, a job description existing in all the related fields of information science that brings together not only programmers but also annotators, librarians, archivists or any other profession crucial to the thriving management of a digital data collection. We believe that a more accurate image of data scientist is that of a hybrid profession: analyst, communicator and technical adviser. The critical point here is to find the optimal balance between these different layers. Another aspect of the study will emphasize on the abilities that make a data scientist successful. A strong set of skills may be developed only in specialized environments and in a continuous interaction with users and society through cultural and scientific events. Academic libraries as a higher education institution of research and learning must adapt the legal and professional framework so as to face the new requirements of the civilization. At this point we will discuss the role of E-learning techniques and open educational resources in fostering the mandatory skills according to the European E-Competence Framework, but also the new services that the academic library will provide for the e-learning students. Our presentation will deal with a diversity of empirical examples with a distinct emphasis on the transmutations of the librarian profession.

On the occasion of Associate Justice Stephen Breyer retiring at the end of this US Supreme Court term, Jonathan Band, who represents and advises the Association of Research Libraries (ARL) on copyright issues, wrote a reflection on Breyer’s impact on the application of copyright law to libraries. In this brief paper, Band reviews Breyer’s majority opinion in Kirtsaeng v. Wiley (2013), which clarified that the first-sale doctrine applied to copies manufactured abroad, and the dissenting opinion Breyer wrote in Golan v. Holder (2012), in which the associate justice drew heavily on amicus briefs filed by the library community and provided language on the important role of libraries in preserving cultural heritage that can be cited in future cases. These two opinions, Band concludes, “reflect a deep understanding of the impact of copyright on libraries, an appreciation for the historic mission of libraries in promoting cultural heritage and making information accessible to the public, and an effort to apply the copyright law in a manner that does not interfere with this mission.”
