Abstract (sommario):
Digital holography, and especially digital holographic interferometry, is a powerful approach for the characterization of modifications at the surface or in the volume of objects. Nevertheless, the reconstructed phase data from holographic interferometry is corrupted by the speckle noise. In this paper, we discuss on recent advances in speckle decorrelation noise removal. Two main topics are considered. The first one presents recent results in modelling the decorrelation noise in digital Fresnel holography. Especially the anisotropy of the decorrelation noise is established. The second topic presents a new approach for speckle de-noising using deep convolution neural networks. Abstract In an article published in 2004, Picart and Frank examined the use of stylistic and thematic elements Holocaust cinema can borrow from the horror film. Their argument at the time was constrained by the availability and their choice of primary texts, but the recent emergence of what has been called ‘prestige horror’ invites viewers to revisit their critical arguments and positions. Since ‘prestige horror’s’ aesthetic strategies tend to challenge conventional definitions of the horror genre, revisiting Picart and Frank’s argument proves most productive in the context of a Holocaust film, Frank Pierson’s Conspiracy (2001), which, in turn, operates in creative dissonance with some of the conventions of Holocaust cinema.

This paper considers Bram Stoker’s novel Dracula, published in 1897, as a window into techno-scientific and sociocultural developments of the fin-de-siècle era, ranging from blood transfusion and virology up to communication technology and brain research, but focusing on the birth of psychoanalysis in 1897, the year of publication. Stoker’s literary classic heralds a new style of scientific thinking, foreshadowing important aspects of post-1900 culture. Dracula reflects a number of scientific events which surfaced in the 1890s but evolved into major research areas that are still relevant today. Rather than seeing science and literature as separate realms, moreover, Stoker’s masterpiece encourages us to address the ways in which techno-scientific and psycho-cultural developments mutually challenge and mirror one another, so that we may use his novel to deepen our understanding of emerging research practices and vice versa (Zwart 2008, 2010). Psychoanalysis plays a double role in this. It is the research field whose genealogical constellation is being studied, but at the same time (Lacanian) psychoanalysis guides my reading strategy. Dracula, the infectious, undead Vampire has become an archetypal cinematic icon and has attracted the attention of numerous scholars (Browning & Picart 2009). The vampire complex built on various folkloristic and literary sources and culminated in two famous nineteenth-century literary publications: the story The Vampyre by John Polidori (published in 1819)2 and Stoker’s version. Most of the more than 200 vampire movies released since Nosferatu (1922) are based on the latter (Skal 1990; Browning & Picart 2009; Melton 2010; Silver & Ursini 2010). Yet, rather than on the archetypal cinematic image of the Vampire, I will focus on the various scientific ideas and instruments employed by Dracula’s antagonists to overcome the threat to civilisation he represents. Although the basic storyline is well-known, I will begin with a plot summary.

Cette thèse se fonde sur une relecture des sermons de François Le Picart, qui fut le grand prédicateur du Paris du premier XVIe siècle, et qui a laissé, grâce à des impressions savantes, un corpus riche de ses prises de parole, permettant d'examiner la genèse de l’imaginaire d’une violence ainsi véhiculée et promue oralement. Le Picart est en effet au cœur de l’histoire de la prédication combattante qui se met en place dès les années 1520-1550 avant d’envahir la sphère publique à partir de 1560. Il est un précurseur qui donne les codes autorisant la progressive maturation d’une tension de violence théophanique dont les hommes devaient être les outils. Par son truchement ; le lecteur peut saisir la puissance des mots qui émanait de la prédication, une autre éloquence de la Renaissance qui visait à mettre en fonctionnement une stratégie d’endoctrinement du peuple catholique à partir du principe d’une mise en défense panique des consciences opérant sur les bases d’une actualisation de la doctrine de l’Église. Dans cette optique, Le Picart accorda une place déterminante à une technique de mise en scène de l’imaginaire de la violence qui reposait sur le recours à des peintures mentales qu’il cherchait à projeter dans la psyché de ses auditeurs. Cette stratégie était un dispositif rhétorique susceptible de susciter, par effet de pathos, une angoisse qui était eschatologique dans la tension inhérente aux sermons opposant dramatiquement l’amour zélé pour Dieu au péché toujours plus croissant de l’homme. Le Picart fut un prophète, qui non seulement parlait pour Dieu et par Dieu mais aussi travaillait l’imaginaire des fidèles en infusant en eux un « parler Dieu », les mettant en condition, après 1560, de devenir des guerriers de Dieu. This thesis is based on a rereading of the sermons of François Le Picart, who was the great preacher of Paris in the first sixteenth century, and who left, thanks to learned impressions, a rich body of his speeches, allowing to examine the genesis of the imagination of a violence conveyed and promoted orally. Le Picart is in fact at the heart of the history of preaching combat from the years 1520-1550 before its invading to the public sphere from 1560. He was a precursor who gave the codes which would authorize in the next years the gradual maturation of a tension of theophanic violence of which men were to be the tools. Through it, the reader can grasp the power of the words which emanated from the preaching, another eloquence of the Renaissance which aimed to put into operation a strategy of indoctrination of the Catholic people, based on the principle of a panic defense of the consciences operating on the bases of updating the doctrine of the Church. From this perspective, Le Picart gave a decisive place to a technique of staging the imaginary of violence that relied on the use of mental paintings that he sought to project into the psyche of his listeners. This strategy was a rhetorical device capable of arousing, through pathos, an anguish that was eschatological in the tension inherent in sermons dramatically pitting zealous love for God against the ever-increasing sin of man. Picart was a prophet, who not only spoke for God and through God but also worked the imagination of the faithful by infusing in them a "speaking of God", putting them in a condition, after 1560, to become warriors of God. This dissertation studies the survival, or resistance, of regional languages in France through the use of two case studies: Picard in Picardy and Provençal in Provence. In order to create the French nation, the revolutionaries of 1789 decided upon the necessity of political unity. In order to facilitate, or to create, this unity, the cultural provinces were abolished and generic départements were created in their stead. However, when political unity did not occur immediately after the territorial change, the revolutionaries determined that national unity, both political and cultural, would be attained through the imposition of the French language. It was thus language that was deemed to be the greatest separating factor of the French at this period. In 1794, Abbé Grégoire called for the “programmed demise” of the regional languages through education in and of French. While this program was not officially enacted until the Third Republic (1870–1914), due to numerous factors, these languages were supposed to have died long ago. While their numbers of speakers have decreased, and there are no longer any monolingual regional language speakers, they still exist. How is this fact possible? Despite explanations attributed to enduring diglossia, the extended process of language shift or time itself, this study focuses on regional identity and posits that the durable bond between regional identity and language is the explanation.

Le foncteur de Picard d'un schéma a fait l'objet d'une étude approfondie dans les années soixante. La décennie suivante a vu naître avec les travaux de Giraud puis Deligne, Mumford, et enfin Artin la notion de champ algébrique, qui généralise celle de schéma. Nous nous intéressons dans cette thèse au foncteur de Picard d'un champ algébrique et démontrons à son sujet un certain nombre de résultats bien connus dans le cadre des schémas. Nous étudions entre autres la représentabilité du foncteur de Picard, ses propriétés de séparation, de finitude relative, et les déformations de faisceaux inversibles. Nous construisons également la composante neutre du foncteur de Picard et étudions sa propreté. Quelques exemples viennent étayer le propos. Ces travaux nous ont amené à résoudre un certain nombre de problèmes techniques relatifs à la cohomologie des faisceaux abéliens sur le site lisse-étale d'un champ algébrique. Ces questions ont été rassemblées en annexe en fin de volume.

This thesis investigates a number of phonological phenomena in Picard, a Gallo-Romance dialect spoken France: Across-Word Regressive Assimilation and its variation patterns, and the domain-sensitive strategies that the language employs in the Resolution of Vocalic Hiatus (i.e. Semivocalization, Vowel Elision and Heterosyllabification). More generally, the thesis is about "variation" in its broadest sense. It explores variation that occurs within a single prosodic domain as well as the type of variation that operates across domains; while the former is variable and triggered by linguistic and extralinguistic factors (and is thus the subject of sociolinguistic investigation), the latter is invariable and strictly determined by domains. For the analysis of these two types of "variation", I adopt the framework of Optimality Theory. One of the advantages of this framework is that it allows us to account for domain-driven and sociolinguistic variation within a language by means of a single grammar. In the context of domain-sensitive phenomena, this can be accomplished by the decomposition of constraints into their domain-specific counterparts, each of which may be ranked independently within a single grammar to yield the alternations observed across domains. Based on this line of research and influenced by insights from Prosodic Phonology, I propose an approach to the decomposition of constraints in which only prosodic domains may serve for constraint specification. I argue that this is advantageous because it constrains the grammar by imposing limitations on the types of domains that may be subject to decomposition, and captures Prosodic Phonology's view that the interface between phonology and morphosyntax must be indirect, that is, mediated by domains from the prosodic hierarchy. In the context of variation triggered by linguistic and extralinguistic factors, I argue that variable patterns are best analyzed as the result of crucial nonranking of constraints. A posit

Abstract (sommario):
The modified Picard-Chebyshev method, when run in parallel, is thought to be more accurate and faster than the most efficient sequential numerical integration techniques when applied to orbit propagation problems. Previous experiments have shown that the modified Picard-Chebyshev method can have up to an order of magnitude speedup over the 12th order Runge-Kutta-Nystrom method. For this study, the evaluation of the accuracy and computational time of the modified Picard-Chebyshev method, using the Java Astrodynamics Toolkit (JAT) high-precision force model, is conducted to assess its runtime performance. Simulation results of the modified Picard-Chebyshev method, implemented in MATLAB and the MATLAB Parallel Computing Toolbox, are compared against the most efficient first and second order Ordinary Differential Equation (ODE) solvers. A total of six processors were used to assess the runtime performance of the modified Picard-Chebyshev method. It was found that for all orbit propagation test cases, where the gravity model was simulated to be of higher degree and order (10 additional function calls to JAT using a 70 degree × 70 order Earth Gravity Model to increase computational overhead to 0.142 seconds per force function call), the modified Picard-Chebyshev method was faster, by as much as 100%, than the other ODE solvers which were tested.

The development of a method able to evaluate the ductile fracture behavior on pipelines has been documented. Therefore, methods for the determination of material fracture resistance and crack driving force have been accurately investigated. In particular, the techniques to determine the critical fracture characterizing parameter CTOA (crack tip opening angle) have been reviewed in-depth (back-slotted drop weight tear tests [DWTT], two specimen CTOA tests, etc.), and in view of a future pipe-mill application. For a more reliable CTOA estimate the needed following parameters have been investigated: 1) rotation factor in a DWTT and 2) the material flow stress to be used in dynamic tests. On the other hand, as far as the crack driving force is concerned, a finite element code developed by CSM (PICPRO) has been successfully used to evaluate the correlation between the CTOA inferred by DWT tests and that measured on pipe. In addition PICPRO has been used to determine the driving force acting on pipe in a wide range of operating conditions, finally supplying an appropriate formula for its calculation. Once the driving force and the fracture resistance have been determined their comparison allows crack arrest assessment.

Pacific Insurance and Climate Adaptation Programme (PICAP) was one of the first projects of its kind in the Pacific region. It aims to improve the financial preparedness and resilience of Pacific communities against climate change and natural hazards through the development and implementation of innovative and inclusive climate risk insurance products. In addition to the major achievement of developing and launching the first parametric microinsurance products for extreme weather events in Fiji, Vanuatu and Tonga, the programme managed to co-create evidence-based solutions and digital technologies with robust private and public sector engagement and collaborative partnerships with cooperatives and associations. During its inception phase (2021-2022), PICAP has thereby laid a solid foundation for regional expansion. This publication reflects on and captures the key lessons learned of the programme team from developing and implementing parametric microinsurance solutions, specifically in a Small Island Developing States (SIDS) context.

En los noventa, Colombia transitó por cambios macroeconómicos, políticos y sociales importantes. Al mismo tiempo, la proporción y el número absoluto de la población en condiciones de pobreza aumentó, al igual que la desigualdad social. El proyecto que aquí discutimos intenta mejorar esta situación respondiendo a la demanda de pasta de chile picante de una compañía exportadora que tenía contratos a futuro en la Comunidad Europea y en Estados Unidos, a través de ligar a los productores en pequeña escala a estos mercados. Responde también a la necesidad de los pequeños productores para generar mayores ingresos, empleo, alternativas para los jóvenes en las comunidades y como una forma de reducir la marginación económica rural. Los actores de este proyecto trabajan en proyectos de desarrollo rural y organización comunitaria y pertenecen tanto al sector público como al privado. Todos los actores involucrados trabajan en alianza, complementándose unos a otros.

This report contains an evaluation of the Scientific and Technological Research Projects (PICT) funded by the Scientific and Technological Research Fund (FONCYT). FONCYT is managed by the National Agency of Scientific and Technological Promotion (ANPCYT), an organization that is part of the Argentine federal government. The main function of FONCYT is to support, through the granting of subsidies, research projects aimed at generating scientific or technological knowledge. In order to carry out the evaluation, the authors have taken advantage of a series of econometric techniques that allow them to identify the impact of having received a subsidy from the FONCYT on the academic performance, distinguishing this impact from other factors that could also be affecting the performance of the researchers that are part of both analyzed groups (funded and not funded).

This paper addresses COVID-19 in India, looking at how the interplay of inequality, vulnerability, and the pandemic has compounded uncertainties for poor and marginalised groups, leading to insecurity, stigma and a severe loss of livelihoods. A strict government lockdown destroyed the incomes of farmers and urban informal workers and triggered an exodus of migrant workers from Indian cities, a mass movement which placed additional pressures on the country's rural communities. Elsewhere in the country, lockdown restrictions and pandemic response have coincided with heatwaves, floods and cyclones, impeding disaster response and relief. At the same time, the pandemic has been politicised to target minority groups (such as Muslims, Dalits), suppress dissent, and undermine constitutional values. The paper focuses on how COVID-19 has intersected with and multiplied existing uncertainties faced by different vulnerable groups and communities in India who have remained largely invisible in India's development story. With the biggest challenge for government now being to mitigate the further fall of millions of people into extreme poverty, the brief also reflects on pathways for recovery and transformation, including opportunities for rural revival, inclusive welfare, and community response. This brief is based on a review of existing published and grey literature, and 23 interviews with experts and practitioners from 12 states in India, including representation from domestic and international NGOs, and local civil society organisations. It was developed for the Social Science in Humanitarian Action Platform (SSHAP) by Justin Pickard, Shilpi Srivastava, Lyla Mehta (IDS), and Mihir R. Bhatt. Some of the cases draw on ongoing research of the TAPESTRY project, which explores bottom-up transformations in marginal environments across India and Bangladesh.

This study explores the presence of gender bias in public grants for science and technology (S&T) activities known as the Matilda effect in STEM disciplines (science, technology, engineering, and mathematics) in Argentina. The empirical analysis is based on the Scientific and Technological Research Projects program (PICT in Spanish) for the period 20032015 and found that female researchers are less likely to be awarded the first time they apply for a research grant than their male counterparts (-6.2 percentage points, or p.p.). Even for follow-on applications after the first one, without having been awarded before, female researchers remain less likely to be awarded (-3.8 p.p.). However, the probability of being recurrently awarded known as the Matthew effect is the same for both male and female researchers. This paper concludes that female researchers in STEM suffer disadvantages in the allocation of public funds to finance their research projects. Only those female researchers that overcome the initial barriers and obtain their first grant can take advantage, as their male counterparts do, of the Matthew effect that makes them more likely to obtain further awards. These results suggest the need for policies aiming at reducing the initial gender gap in accessing public grants for female researchers in STEM.

In June 2012, the RAM Program conducted a comprehensive field study to evaluate the performance of current off the shelf sensor technologies for detecting gas and oil leaks on pipelines. This study had three key objectives: 1. Evaluate the capabilities of current technologies that are offered commercially for methane leak detection monitoring using standard pipeline patrol aircraft 2. Provide a test location for development of emerging technologies that are not yet commercially available for pipeline leak detection 3. Assess the feasibility of using airborne sensors to detect staged liquid oil leaks The field study was conducted on two of Enbridge�s operating pipelines located near Mineral Wells, Texas. This location provided realistic conditions for assessing the capabilities and limitations of automated sensor systems that are currently available for leak detection. Three airborne leak detection vendors (Lasen, Pergam, and New Era Technology), and one ground vehicle vendor (Picarro), completed the field study. The field study was performed as part of the 2012 PRCI RAM program that is primarily focused on leak detection technologies using aerial platforms. The study tested a range of sensors designed for gas leak detection using systems mounted on helicopters and fixed wing aircraft. Enbridge staged a series of controlled gas releases simulating pipeline gas leaks. Qualified operators released a series of prescribed natural gas leaks from 8 known locations along the pipelines in order to simulate transmission leaks of varying sizes. Additionally, Enbridge placed 8 liquid petroleum targets along the test pipelines. These gas and oil targets allowed for a direct comparison of technology performance against a known set of conditions. Standard leak patrol methods (ground survey with foot patrol) were also used to identify any emission sources other than the controlled releases. The results from the field study show that 3 of the 4 vendor sensor technologies tested are now feasible alternatives for gas leak detection. The findings for liquid leak detection were promising, but inconclusive due to plume overlaps between gas and oil targets. The sensors used by the vendors in this field test were optimized for detecting methane gas and not oil vapors. Therefore, until additional studies are performed on liquid hydrocarbon volatilization, it is premature to conclude that the tested technologies are or are not appropriate for oil leak detection.

Los reptiles, animales de “sangre fría” o ectotermos, están cubiertos de escamas y tal vez son uno de los animales que causa más curiosidad entre las personas cuando tienen la posibilidad de verlos, una curiosidad que por nuestra historia cultural y por el escaso conocimiento a disposición del público, ha derivado en miles de mitos y leyendas que lastimosamente termina costándole la vida a estos inofensivos animales. Entre bosques, potreros, casas, jardines de Bogotá D.C. y sus alrededores se puede encontrar seis especies de reptiles únicos en el mundo. Dos de ellas son serpientes, la serpiente de pantano (Liophis bimaculatus), la serpiente sabanera (Atractus crassicaudatus); y cuatro son lagartijas, el “camaleón sabanero” (Anolis heterodermus), las lagartijas de tierra (Anadia bogotensis y Riama striata) y el lagarto collarejo (Stenocercus trachycephalus). Ninguno de estos reptiles representa peligro alguno para los seres humanos. Por el contrario, estos animales, que solo se pueden encontrar en nuestro país, han vivido aquí desde antes que el humano cruzara el estrecho de Bering, por lo que hacen parte del equilibrio natural que tienen nuestros páramos y bosques andinos. Estos reptiles se desplazan entre piedras y ramas para tomar el sol, de esta forma obtienen la energía necesaria para comenzar su día. Entre la maleza se ocultan, al acecho de pequeñas moscas y otros insectos, de los cuales se alimentan, también cavan túneles finos bajo tierra, los cuales nos ayudan a mantener las raíces de nuestros cultivos sanas y oxigenadas. Estos servicios gratuitos son apenas una muestra de los servicios ecosistémicos que nos brindan las lagartijas y serpientes de Bogotá, esto evidencia lo mucho que necesitamos estar en equilibrio con el mundo natural. Por ello es importante crear y mantener en buen estado los ambientes urbanos verdes, así nuestra fauna nativa puede encontrar los refugios necesarios para vivir. Y en estos ambientes podemos observar, aprender y admirar nuestra biodiversidad. La cual lleva mucho tiempo adaptándose al ambiente bogotano, y de ellos, es preciso de quienes debemos aprender para afrontar problemáticas ambientales actuales y futuras. Dado el historial de colonización que ha vivido La Sabana de Bogotá, tal vez nunca sepamos cuál era la herpetofauna (especies de reptiles y anfibios) original que habitaba en los Cerros Orientales. Hoy sabemos lo que nos queda, sabemos que son especies únicas o endémicas de Colombia, que se encuentran en distintos grados de amenaza (peligro de extinción), en su mayoría debido a la acelerada expansión urbana, la cual cambia las condiciones bioclimáticas dentro de las cuales estos reptiles han vivído durante muchos años. Además junto con la ciudad llegan nuevos depredadores introducidos, como ratas y gatos, quienes diesman las poblaciones de fauna endémica de forma crítica. Por lo cual, somos afortunados de tener la oportunidad aún de conocerlos y conservar los sitios claves para que puedan seguir ejerciendo sus servicios ecosistémicos por mucho tiempo más. Existen muchos relatos y mitos que rodean a los reptiles, los cuales nacieron como arte de supervivencia de nuestros ancestros, pero gracias a la curiosidad nata de los seres humanos, base de los avances científicos, hoy en día podemos descartar varios mitos respecto a su peligrosidad, que aún persisten en el imaginativo colectivo. Los reptiles de Bogotá no son especies venenosas, no pican con la cola, tampoco se meten en la nariz de las personas, ni se pegan a la piel o chupan leche de las vacas. Por ello, el conocimiento es la mejor herramienta que tenemos como humanidad para poder superar el miedo a lo que no conocemos bien. Por tal razón, se realizó esta cartilla, una herramienta que sirve para poder identificar las distintas especies de reptiles bogotanos.
