Purpose: This research aims to examine the regulations governing the establishment of Legal Aid Institutions (LAIs/LAOs) in Indonesia, with a focus on achieving necessary legal clarity to ensure their effective functioning. Method: This research employs a prescriptive research method, involving the description of primary and secondary data findings related to the regulations governing LAIs/LAOs establishment in Indonesia. The data are processed and analyzed to derive insights into the current legal framework. Result and Discussion: The findings indicate that the existing regulations concerning the establishment of LAIs/LAOs in Indonesia lack clarity, particularly regarding the legal entity status utilized. While foundation status predominates, its alignment with Indonesian legal principles requires further consistency. Therefore, this research underscores the need for more transparent and comprehensive reformulation of these regulations. Implication of the Research: Reforming the regulations governing the establishment of LAIs/LAOs holds significant implications for improving their efficiency and effectiveness. Such reforms can enhance access to justice, protect human rights, and ensure the proper functioning of LAIs/LAOs, thereby contributing to greater legal certainty and benefiting Indonesians in need of legal aid. Originality/Value: This research contributes to the existing literature by providing insights into the regulatory framework surrounding the establishment of LAIs/LAOs in Indonesia. By highlighting the need for reform and recommending clearer regulations, this study offers practical guidance for policymakers and stakeholders involved in legal aid provision, ultimately advancing the efficacy of legal aid services in Indonesia.

Abstract (sommario):
The general statement is that minority groups have always been discriminated against by the majority, plus Laos itself carries out communism as the state ideology. In general, the discourse on the equality of communists with atheists is quite popular in the community. Not only labeled as having no religion, a state labeled as communist is synonymous with not supporting the existence of an ethnicity or a religious community. This article aims to explain the history and life of Muslim groups in Laos as a minority community group. This research is a historical research, where in collecting data sources using literature study techniques, and data analysis using a political history approach. The results of the study show that Laos, which is geographically located in the middle of mainland Indochina, makes it a crossroads of culture and religion. The political turmoil in the Indochina region and the civil war in Laos had an impact on the number of Laos' Muslim population. Pathet Lao's victory over the civil war resulted in an authoritarian communist government, causing the Muslim population to shrink. The 1991 Lao Constitution amendment in 2003 brought a breath of fresh air with religious freedom to the Lao people. Although there are still problems with human and financial resources in developing the community and da'wah, Laotian Muslims live quietly in a communist country. Islam in Laos is developing slowly but quietly within its limitations.

This article addresses Laos' motivations for working with China on their proposed high-speed train and railway projects. Due to its lack of access to land channels, Laos chooses to conduct its commercial and tourism cooperation with China through the BRI initiative, which is China's foreign strategy in establishing relations with ASEAN nations. We use the theory of foreign policy (FPA) to address several justifications for Laos' participation in China's high-speed rail and fast train projects. We found five reasons why Laos should join China: First, China's location allows for communication with landlocked Laos through the construction of the Laos High Speed Railway; second, China's demographics can help Laos become more prosperous; third, Laos relies on China's natural resources to match the Lao population's consumption level; fourth, China's political system has improved bilateral ties with Laos giving Laos hope that long-term collaboration may be created with China through the construction of transportation infrastructure in the form of the China-Laos High-Speed Railway; and fifth, Laos's economic prowess can assist with commerce and provide funding for growth between Laos and China.

With the gradual deepening of the initiative of the Belt and Road Initiative, the scale of China’s investment in Laos has also expanded. The domestic investment environment in Laos continues to improve, and international cooperation is deepening. Both products and technologies have flooded into the Lao domestic market, which has had a huge impact and impact on the development of Laos’ local economy. At the same time, Chinese companies choosing to invest and start businesses in the domestic market of Laos can expand the income sources of Chinese companies, increase the international reputation of Chinese companies, and promote social development. Tulisan ini bertujuan untuk menganalisis ketergantungan Laos terhadap China dalam ekonomi dan pembangunan, yang menjadi hambatan bagi terlaksananya reduce inequality sebagai salah satu program Suistainable Development Goals (SDGs). Metode penelitian yang digunakan adalah metode kualitatif, serta menggunakan pendekatan teori ketergantungan dan cobweb model sebagai alat analisis. Hasil penelitian menunjukkan bahwa ketergantungan Laos terhadap China menyebabkan utang luar negeri Laos meningkat, tetapi kesenjangan di Laos masih cukup tinggi. Proyek Belt Road Initiative (BRI) sangat menguntungkan bagi Laos, karena bisa membantu Laos dalam masalah geografisnya. Namun semakin lama Laos bergantung kepada China, semakin sulit pula bagi Laos untuk bisa berkontribusi dan mewujudkan program berkelajutan, seperti program reduce inequality.

Le but de cette these est de comparer l'art de luang prabang (nord-laos), architectural et religieux, a celui du reste du laos ainsi qu'a celui de ses voisins (birmanie, thailande, cambodge et chine), afin de bien mettre en valeur de qui fait sa specialite et son originalite. Ce travail se compose de deux volumes. Le premier tome est consacre a une presentation generale de la geographie et de l'histoire du laos et de luang prabang (dans son contexte historique, religieux et architectural), suivie par une etude detaillee des sanctuaires luangprabanais (histoire, caracteres generaux, etc. ) et sur l'art decoratif dans ces edifices buddhiques (decors, statuaire, mobiliers du culte, images du buddha, etc). Elle se termine par une comparaison entre l'art de luang prabang et celui des autres regions du laos, puis par une seconde comparaison entre cet art et ceux des pays voisins (birmanie, thailande, cambodge et chine). Le deuxieme tome comporte des dessins et des planches, des photographies des monuments buddhiques etudies, existants et disparus de luang prabang
The objective of this thesis is to compare muang prabang's architectural and religious art to that of other areas of laos, as well as to that of its neighbours (burma, thailand, calbodia and china), in order to stress its specificity and originality. This work is composed of two volumes. The first volume is reserved for a general presentation of the geography and history of laos and luang prabang (in its historical, religious and architectural context), followed by a detailed study of luang prabang's temples (their history, their general characters) and the decorative art of these buddhist buildings. The volume closes with a comparison between luang prabang's art and the art of the other areas of laos, and with a further comparison between that art and the art of neighbouring countries (burma, thailand, cambodia and china). The second volume is constitued of drawing and plates, and photographs of the sutided monuments, either no longer extant or still on existence

Paksé est la capitale provinciale du Champassak, une province riche d'un patrimoine historique et culturel; elle est le centre administratif et la première ville du Laos du sud. Elle entame sa révolution, après celle de Louang Phrabang et Vientiane dans les années trente ; elle est la deuxième ville secondaire après Savannakhet. Elle est située à 100m d'altitude au milieu d'une plaine horizontale à légèrement ondulés, au confluent de la Sédone et du Mékong. Paksé avec sa province Champassak représentent un ensemble authentique, fier de son histoire et fidèle à ses traditions, qui a su se transformer sans perdre son âme ni son charme, en une Cité toujours accueillante. Les atouts du Champassak sont réels mais à double tranchant. Une perspective uniquement productiviste et basée sur la recherche du profit, risque de détruire ces atouts et d'engendrer de nombreux problèmes sociaux. Compte tenu de sa situation culturelle, à partir de ses histoires anciennes, et coloniales, de la réalité physique et fluviale du Mékong, l'étude veut démontrer que la richesse patrimoniale, culturelle et paysagère de la province de Champassak peut devenir le moteur du développement économique de la ville de Paksé. Et une fois que nous aurons démontré cette possibilité, nous proposerons les méthodes d'actions techniques et juridiques formalisées pour le plan d'action, qui vise à dynamiser l'agriculture, le tourisme et les activités économiques en utilisant la technique du développement durable
Pakse is the capital of Champassak, a rich province of a historical and cultural inheritance; it is the administrative center and the first southern city of Laos. It starts its revolution, after that of Louang Phrabang and Vientiane in the Thirties; it is the second secondary town after Savannakhet. It is located at the confluence of Sedone and Mekong at 100m altitude in the medium of a horizontal plain with slightly undulated. Pakse with its Champassak province represent a unit authentic, proud of its history and faithful to its traditions, which knew to change without losing its soul nor its charm, in an always welcoming City. The assets of Champassak are real but with double edge. A prospect only productivist and based on seeking for the profit, is likely to destroy these assets and to generate many social problems. Taking into account its cultural situation, starting from its pre-colonial, and colonial history, of the physical and real situation of Mekong river, the study wants to show that the patrimonial, cultural and landscape richness of the province of Champassak can become the engine of the economic development of Pakse city. And once that we will have shown this possibility, we will propose methods of the technical and legal actions formalized for the action plan, which aims to stimulate agriculture, tourism and the economic activities by using the technique of the sustainable development

En s'appuyant sur le cas des Phounoy, population tibéto-birmane du Nord Laos, la thèse s'attache à proposer un regard nouveau sur les sociétés montagnardes d'Asie du sud-Est continentale. Par opposition à l'approche commune fondée sur la description ethnographique et l'analyse synchronique de la structure sociale "traditionnelle" de telle ou telle de ces populations, cette étude, qui remonte jusqu'à l'époque d'émergence du groupe Phounoy pour rendre compte de ses transformations socio-culturelles jusqu'à l'aube du vingt-et-unième siècle, invite à voir dans cette société une société du changement. L'analyse révèle en effet que la société phounoy demeure mue par une constante: se perpétuer en jouant sur sa relation aux pouvoirs dominants. Une logique de la relation entre les phounoy et les populations dominantes politiquement s'est mise en place dès la naissance du groupe, qui pose le pouvoir comme une puissance néccessairement extérieure qu'il faut faire sienne, ce qui implique de participer autant que possible à ce modèle de pouvoir de sorte à en accaparer les outils et les moyens. A travers ses différentes transformations politiques, religieuses et territoriales, la société phounoy s'est ainsi perpétuée en jouant sur la relation aux pouvoirs dominants de la région. Son adoption de normes et de valeurs de la société lü, puis de la société lao, a été la condition même d'une ethnogenèse continue
Integration of « ethnic minorities » living in the mountainous fringe of the country of the Lao Popular Democratic Republic’s Government. Usually occidentals perceive governmental action as changing and denaturating societies. This thesis is about one of these societies which suffered new regime implementation full-force, and which, therefore, would be now described as “laocized”. Seeking roots and trying to discover mechanisms being at work in process of social changes among Phounoy lead us to a synchronic and diachronic approach, done through three topics: socio-political organization, religious structures and relation to the territory. The study shows that, beyond different changes affecting Phounoy society, this society is driven by a constant: it perpetuates itself in its relation to dominant powers. Also we show how a society can perpetuate itself in “inconstancy”. Phounoy adoption of norms and values of Lü, then of Lao people in a second time is the condition of a continuous ethno genesis. Phounoy were and still are society of change that has to be approached differently that the ways South-East Asian mountaineers are usually perceived ; meaning not as prisoners of an atemporal tradition. Finally, the aim of this study is to take a fresh look a t the mountainous minorities of South-East Asia, by taking into account the historical and socio-political context of these populations

Elle dispose par sa localisation au centre du pays d'un atout majeur du fait qu'elle constitue un véritable carrefour entre le Vietnam et la Thaïlande. La recherche sur cette ville apportera le diagnostic sur les formes, processus de l'urbanisation dans la durée, comme les politiques, les stratégies et les enjeux de développement urbain, en s'intéressant particulièrement aux différents acteurs et aux cadres juridiques, économiques et institutionnels qui régissent leurs interventions. Kaysone Phomvihane, capital of the province of Savannakhet is the secondary town of a landlocked country not having an access to the sea and located in the region of South-East of Asia: Laos. It has by its localization with the center of the country a major asset owing to the fact that it constitutes a true crossroads between Vietnam and Thaïland. Research on this city will bring the diagnosis on the forms, process of the urbanization in the duration, like the policies,the strategies and the stakes of urban development, while being interested particularly in the various actors and the legal, economic and institutional executives which govern their interventions. This research will certainly contribute to the mobilization of the intellectual, material and financial forces to lead and guide the future urban development of Kaysone Phomvihane, contemporary crossroads economic to preserve its identity original and being able to benefit from the experiment of the other capitals of the region

Die Studie „Restrukturierung nationaler Institutionen: Demokratisierung und Entwicklung in Laos“ untersucht die Auswirkungen von Normensetzung in der internationalen Entwicklungszusammenarbeit, wie „Sustainable Development Goals“ (SDGs), auf Institutionen und Entwicklungspolitik in Laos. Untersucht wird wie die internationalen Entwicklungsnormen die Macht der laotischen Regierung sowie ihre Fähigkeit, Ziele in der Entwicklungspolitik erfolgreich umzusetzen, beeinflussen. Die Ergebnisse zeigen erstens, dass die Umsetzung der SDGs in Laos durch die Zusammenarbeit von internationalen Entwicklungspartnern und der laotischen Regierung in vier verschiedene Dimensionen eingeteilt wird: Wirtschaftliche Entwicklung, ökologische Nachhaltigkeit, soziale Inklusion und „good governance“. Alle haben dazu beigetragen, Institutionen und Entwicklungspolitik in Laos internationalen Standards anzugleichen. Gleichwohl ist es den internationalen Entwicklungspartnern unmöglich, die politische Macht der Partei als Regierung einzuschränken, indem sie die SDGs zur Verbreitung einer eigenen politischen Agenda nutzen. Zweitens: die Partei kann ihre Macht in der Innenpolitik und ihre Kontrolle über die Gesellschaft aufrecht zu erhalten. Diese umfassen Ideologien, die eine Mischung aus marxistisch-leninistischen und nationalistischen Elementen darstellen, die Betonung von Erfolgen in der Entwicklung des Landes sowie die Unterdrückung des revolutionären Potenzials. Dies führt zu einer Konservierung der politischen Struktur, in der sich die Macht der Partei in einer Institution manifestiert. Diese wird durch Parteimitgliedschaft, Regierung, Nationalversammlung und Volksgerichtshof konstituiert - ohne Beteiligung der Bürger. Drittens: trotz der Bemühungen der internationalen Entwicklungszusammenarbeit, die Kapazitäten des Staats im Bereich der Entwicklungspolitik auszubauen, dieser noch Schwierigkeiten in Bezug auf Finanzverwaltung, Personalwesen und institutionelle Leistungsfähigkeit aufweist.
The research titled “Restructuring Domestic Institutions: Democratization and Development in Laos” aims to analyze how international development norms, such as the Sustainable Development Goals (SDGs), have shaped Laos’ domestic institutions and development policy. It also aims to investigate the influence of international development norms on Lao state power, as well as its capacity to achieve development goals. The research results show that: First, the development partners support the SDGs in Laos through international development assistance to the Lao government in economic development, environmental sustainability, social inclusion and good governance, all of which have helped shape Lao domestic institutions and development policy to meet international standards. However, the development partners cannot curtail the political power of the Lao People’s Revolutionary Party (the Party) or the Lao government in manipulating the SDGs to serve a political purpose. Second, the Party is able to maintain its power in domestic politics and control over Lao society. Second, the Party is able to maintain its power in domestic politics and control over Lao society. These include blending Marxist-Leninist and national ideologies, highlighting development achievements and suppressing the revolutionary potential. Therefore, the political structure in Laos retains the Party’s power in an institution overlapping between the Party member, the Lao government, the National Assembly and the People’s Court without the citizen’s participation. Third, even though the development partners seek to enhance the Lao state’s capacity to achieve the development goals, the Lao government has encountered difficulties in financial management, human resources, and institutional capacities.

This paper presents some initial lessons learned about the use of classroom observation data as a key form of evidence regarding improved teaching quality in a multi-year teacher development study series. This study series, commissioned by the Australian Government’s Department of Foreign Affairs and Trade (DFAT), involves the investigation of teacher development initiatives that are primarily designed to support the implementation of new primary curriculum in Lao People’s Democratic Republic (Laos), Timor-Leste and Vanuatu. The overall aim of the study series is to understand the extent to which the Australian investment has improved teaching quality and student learning. This paper discusses the processes used to design, implement, analyse and report classroom observation data in the Laos study, and key lessons learned about these that could be applied to other contexts and programs.
