Abstract (sommario):

There are over 650 million acres of federal public lands in the United States that allow access to nature. Public lands are utilized for a variety of different activities, ranging from preservation to resource extraction. Regardless of proximity, public lands belong to everyone in the United Sates. From January to August 2016, I opportunistically and purposively collected sixteen interviews in Arizona, a state with 38.5% federal public lands, and sixteen in Texas (1.5% federal public lands), to document attitudes, opinions, and ideas about public lands in the United States. Conducting such interviews provides insight into the many different perspectives that people from different areas and backgrounds have about public land, and also acts as a medium for outreach and education. Although the data collected is not representative, it exemplifies different opinions that exist in regards to public land. Opinions such as these can affect management policy and inform how people advocate for public lands now and in the future. I attempted to capture candid responses from the interviewees utilizing an open-ended interview guide to elicit the interviewee’s emotions, reactions, attitudes, and opinions towards public lands. All interviewees appreciated access to nature through public lands regardless of their experience with or knowledge about them. Most interviewees were familiar with national parks, but not all knew about national forests, national wildlife refuges, wilderness areas, or the national system of public lands. Several themes emerged, including issues of access, extractive industries such as grazing and mining, and discussions of federal versus state management.

I think about the space between places. I search for ways to record the invisible, ephemeral act of movement. Through the use of complex and simply technologies I collect habitual movements that I carry out over the course of months and years. These banal movements of the commute are logged through the use of Global Positioning Systems, through intuitive drawings, video, sound, text, and performance. I gather this data and think about how to repurpose them from their original intent to create a new psychogeographic map. These maps are temporal, site-specific works created over days that reinterpret my real, intuitive, and memory traces to create the fiction of place. I am an Assistant Professor at the School of Visual Art & Design at Southern Adventist University in Collegedale and participated in a group show FRESH 2013 Emerging Artist Exhibit at the Association of Visual Arts in Chattanooga, TN.

For nearly thirty years, the Subdivision Control Act of 1967 (SCA) was the state statute that governed land division in Michigan. The SCA allowed for an indiscriminant pattern of large lot, rural land division that challenged, if not destroyed, viable land resource production. In 1996, the Michigan Legislature passed the Land Division Act (LDA), which repealed and replaced the title and certain sections of the SCA. The LDA attempts to eliminate many of the results that the former statute had on rural land by establishing fewer division before platting is required and offering incentives to retain greater percentages of the parcel being partitioned. This research examines the current efficiency of the incentives, to retain 60% or more of the original parcel, in Eaton and Montmorency counties, which represent two scenario locations. The findings reveal that the incentives have not been utilized in Montmorency County and minimally utilized in Eaton County. Those unplatted land divisions that utilized the incentives, commonly referred to as "bonus" parcels, are located in rural regions, with predominantly agricultural land cover, in proximity to urbanized areas. The results indicate that the incentives under the LDA have been minimally applied and have not yet helped retain significant portions of resource productive land in Michigan.

All fifty U.S. states have some form of property tax relief for agricultural land. Preferential assessment of agricultural land for property taxes distorts the like treatment of equally valuable real property. However, property taxes are administered as a part of the nation's tax system. The effect of preferential assessment for agricultural land must be evaluated within the tax system. A formal model of land values and times of converting agricultural land to urban uses is developed in this thesis. A property tax on land, a rollback tax, an income tax, and a capital gains tax are applied to the model, and the optimal time of conversion is examined. Comparative static results are discussed by simulating the tax rates. Property tax preferences for agricultural land, when administered in a vacuum, delay conversion to urban uses. Rollback taxes, intended to penalize conversion of land out of agricultural uses, have little effect on the allocation of land. Land rents and capital gains are effectively untaxed for land in owner-occupied housing. Property tax preferences are small in comparison with these preferences for land in owner-occupied housing; thus, the tax system's bias is to allocate more land to housing. However, land rents and capital gains are taxed for land in commercial use, allocating land to agricultural over commercial uses. The effect of the property tax is to reduce the allocation of land to commercial uses and to mitigate the bias created by other taxes when land is converted to housing. Thus, the current tax policy does not necessarily promote an inefficient allocation of land.

Land reorganisation proceedings for re-regulation of the ownership-rights structure in rural areas are summarized under the term “reorganisation of land holdings” in Saxony. These have their legal basis in the Land Consolidation Act (FlurbG) or in section 8 of the Agricultural Adjustment Act (LwAnpG). Furthermore, land regulation can be conducted under the Building Code (BauGB). The goal is to develop capable, versatility structured agriculture and forestry, and to secure and improve rural areas as an attractive location for working, living, and recreation. Land management and land regulation serve “land development” and are thus in the area of tension of many different user interests.

The theology of the land must start in the Garden of Eden. Eden is a sanctuary, a covenanted land, and a royal garden. Eden is proto-land, and Adam is proto-Israel. Starting in Eden underlines the universal dimension of the land promise and its conditionality. It also elevates ethical behaviour above the gift. The theology of the land in the OT reflects these Edenic themes: holiness, covenant, and kingdom. First, the holiness of the land depends on the presence of God in the land, and on the holiness of its dwellers; there is no permanent holy place in the OT. Secondly, the land is a gift under treaty; the goal of the gift is establishing an ideal covenantal community that witnesses to other nations in other lands. Thirdly, the land is the sphere of God’s reign on earth through his vicegerent. The vicegerent brings justice and peace to the land. God remains the ultimate king in the land. The original promise to Israel is a promise of universal dominion. After the exile, the prophets spoke of a time in which the land would become an ideal place. This ideal land is, effectively, Eden restored. The restoration of the land ultimately points forward to the restoration of the earth. The land in the OT underlines the social dimension to redemption. Yet, importantly, Israel’s faith can survive without the land. The Jesus-event is the starting place for the theology of the land in the NT. Jesus restored Israel and fulfilled the promises of the OT, including the land. He embodied the holy presence of God on earth, kept the covenant on behalf of Israel, and brought the reign of God on earth. He inherited the land, and in him Jews and Gentile are its true heirs. This radical new fulfilment, brought about by the Jesus-event, dramatically changed the meaning of the land and nullified the old promises in their old articulation. The NT points forward to a time of consummation when the whole earth will become an ideal place or a redeemed land. The land has thus been universalized in Christ. Universalization does not mean the ‘spiritualization’ or ‘heavenization’. Instead, the theology of the land of Israel – modified in the Jesus-event – is a paradigm for Christian communities living in other lands. The theology of the land thus underlines the social and territorial dimensions of redemption. It also highlights the goodness of creation, and has many practical implications for the ongoing mission and practice of the Church throughout the world.

This thesis explores the function and limitations of presidential immigration rhetoric, using Presidents Ronald Reagan and Bill Clinton as examples to show the development of rhetoric across their presidencies. Reagan and Clinton are theoretically ideologically juxtaposed, though examples found in their public speech on immigration politics show patterned language that contributed to harmful discourses, kept legislation ineffective, and promoted anti-immigration sentiment. Most persistent since Reagan’s response to the fourth and current wave of immigration to the U.S. was the description of the United States as a “nation of immigrants.” Reference to the “nation of immigrants” was often conflictingly coupled with rhetoric that promoted restrictive sentiments. Contradictory and ambiguous presidential immigration rhetoric used to appeal to multiple constituencies has left immigration legislation unproductive and has had harmful consequences for immigrant communities.

The bond between a mother and child is thought to be sacred. It is a phenomenon that society seems to expect as axiomatic based on the single biological fact that a woman carries her child, creating an inseparable bond; even for non-biological mothers, the bond is perceived as one of supreme importance. What happens to the mother and to the child, if this sacred bond is broken? The intent of this thesis was to focus on the perceived bond between mother and child and turn it on its head. As a work of fiction, Pretend Land is a series of interrelated short stories about a young woman named Dalia and her issues of abandonment and consequent coping mechanisms. My goal was to explore the effects of mother/child separation through the vehicle of storytelling and create a tale that would allow an honest narrative, not to prove one thing or another, but to finally bring a story to the forefront about an absent mother and the child she left behind.

El skateboarding es un deporte con mucha acogida en nuestro país, que se practica con un skateboard, preferentemente sobre una superficie plana, en cualquier lugar donde se pueda rodar, como escaleras, la calle, parques o skateparks, haciendo algún truco, pirueta, salto o simplemente deslizándose por las calles. En la actualidad son los skateparks los lugares preferidos para los practicantes de este deporte, los cuales empiezan a aparecer en el Perú debido al apoyo que las municipalidades les están brindando a estos nuevos deportistas. Los motivos que llevan a la práctica de este deporte son: el mantener una buena forma física, pasar tiempo con los amigos y relajarse; asimismo utilizan el skateboard como medio de transporte. Este es un deporte en el cual la indumentaria y accesorios juegan un papel muy importante, es por eso que existe toda una industria que se ocupa de vender diversos tipos de productos y promover su look skater, como los skateshops, los cuales se encuentran en crecimiento ante el aumento de la popularidad del skateboarding. El propósito inicial de este proyecto fue el de buscar y entender las necesidades y carencias que existen en este deporte. Se observa como la imagen del skater se está valorando y aceptando como un grupo potencial para el desarrollo de toda una industria dirigida a ellos y de acuerdo a eso poner en marcha el desarrollo y elaboración de un producto funcional, que brinde una solución práctica e innovadora para skaters, logrando un bien valorado que supere las expectativas de este perfil de consumidor y que puedan satisfacer sus necesidades. Con la finalidad de cumplir con nuestra propuesta de valor, Xtreme Land ha diseñado un protector hecho en base a cuero, el cual permita prolongar más la vida útil de las zapatillas, uno de los accesorios más críticos entre el patinador y la tabla, las cuales se deterioran debido al contacto con la lija del skate y la exigencia de su uso al realizar los trucos y asimismo nuestro producto contará con un diseño funcional, eficiente y facilidad de uso.
Skateboarding is a very popular sport in our country, practiced with a skateboard, preferably on a flat surface, anywhere you can roll such as stairs, streets, parks or skate parks, doing some trick, jump or just gliding through the streets. Currently skate parks are the preferred places for lovers of this sport, which began to appear in Peru due to the support that municipalities have been providing for these new athletes. The reasons that lead to the practice of this sport are: keeping a good physical shape, spending time with friends and relax. They also use the skateboard as a means of transportation. This is a sport in which clothing and accessories play a very important role that is why there is an entire industry that deals with selling various types of products and promoting their skater look such as skateshops, which are growing thanks to the increasing popularity of skateboarding. The initial purpose of this project was to seek and understand the needs and shortcomings that exist in this sport. It is observed how the image of the skateboarder is being valued and accepted as a potential group for the development of an entire industry aimed at them and start up the development and elaboration of a functional product, that provides a practical and innovative solution for skaters, achieving a well-valued that exceeds the expectations of this consumer profile and that can meet their needs. In order to comply with our value proposition, Xtreme Land has designed a protector made of leather which allows longer life of the shoes, one of the most critical accessories between the skater and the board which they deteriorate due to contact with the sandpaper of the skate and the requirement of its use when performing the tricks. Also our product will have a functional design, efficient and easy to use.

Holy Land is an approximately 13 minute long three movement work fororchestra and choir. It is essentially a large scale ternary form, with eachmovement comprising one part of the form. The work is inspired by thecomposer’s experience of growing up in Southern Illinois and by the presenceand influence of religion in the region, to which the title is a sarcastic reference.The first movement of the work, Golden Age, represents the simplicity andinnocence of childhood, and is characterized by long sustained harmonies and aprimarily homophonic texture. The second movement, Seeker of Truth, containsa setting of the E.E. Cummings poem of the same name, and represents anemotionally turbulent adolescence, characterized by fast, perpetual rhythms anda primarily contrapuntal texture. The third movement, A Better Resurrection,contains a setting of an excerpt of the Christina Rossetti poem of the samename, and represents a nihilism-tinged adulthood, with a return to musicalmaterial similar to that of the first movement.

Throughout the years, land use and land cover (LULC) changes have directly impacted the water cycle in Iowa. To better understand the hydrological response to LULC change, the Hydrological Simulation Program - FORTRAN (HSPF) model will be used to qualitatively evaluate the effects of different LULC’s and quantify the associated adjustments to model parameters. Anecdotal and observational evidence of the hydrologic response will be employed to define how model parameters should be adjusted to represent certain LULC changes. The hydrologic assessment will be of the Turkey River Watershed located in northeast Iowa, which covers approximately 1,693 square miles.

The poverty issues in South Africa is reaching unbearable levels. The land reform policy in place from 1994, which offered fair compensation for the land to be redistributed, had shown little results in dealing with the issue of poverty. In 2018 it was proposed that no compensation should be considered an option which eventually leads to the proposed bill to amend article 25 on property rights. The proposal saw a lot of outrage. This theory consuming study aims to give more context to the inclusivity of the proposal and how it contrasts to the original Article 25. By using inclusive institutions theory as a foundation, the study found that both the constitution under Article 25 and the proposed amendment can be explained and reasoned with inclusive institutions theory, but that the context of South Africa’s demographic and economic inequalities changes the justification for how radical the land reform should be according to the theory.

Exurbanization is occurring where large tracts of land are being sold to developers. Typically these are ranches that are then divided into 40-acre parcels and sold by developers, avoiding subdivision regulations requiring paved streets, utilities and other amenities. The result is an unplanned subdivision with no infrastructure, and tax revenues that cannot offset the cost of providing it. Interviews with professional planners suggested there may be independent variables capable of predicting the amount of human disturbance in an exurban area: parcel size, full cash value, tenure, distance to paved roads, site-built housing, mobile homes, and presence of biological or riparian areas. A total of 7,465 acres (3,022 ha) of parcel disturbance were digitized in exurban Arivaca, acreage values were converted to a binary dependent variable and used in logistic regression analysis to test independent variables' predictive value. Four were statistically significant: parcel size, full cash value, mobile homes and site-built housing. Landscape fragmentation was also tested using the presence of the variable scoring highest in probability - site-built housing. Zones of influence with a negative ecological influence surrounded the homes - up to 5,055 acres (2,046 ha) were impacted. Interviews with an exemplary sample of residents regarding their land use ethic found all had very strong opinions on how their properties should be treated as well as undesirable land uses such as overgrazing, over-use of groundwater for short-term economic gain and use of off-road vehicles. An explanation of the small sample size of both planners and residents is warranted. Planners were limited to those working in Pima County government who had professional experience with the study area of Arivaca and were familiar with its particular situation. The number of Arivaca residents interviewed was intended to discern an exemplary group's opinions based on how large a parcel they owned, the various sizes being a typical cross-section of acreage in the study area. What these findings illustrate is (1) the difficulty of predicting human-induced disturbance, (2) land fragmentation is more than the actual areas of physical disturbance and (3) some residents are aware of impacts related to their activities, mitigating damage wherever possible.

Landminor är ett stort problem både under och efter krigstid. De metoder som används för att detektera minor har inte ändrats mycket sedan 1940-talet. Forskning med mål att utvärdera olika elektro-optiska sensorer och metoder som skulle kunna användas för att skapa mer effektiv min-detektion genomförs på FOI. Försök som har gjorts med data från bland annat laser-radar och IR-sensorer har gett intressanta resultat.

I det här examensarbetet utvärderades olika fenomen och egenskaper i laser-radar- och IR-data. De testade egenskaperna var intensitet, IR, ytlikhet och höjd.

En metod som segmenterar intressanta objekt och bakgrundsdata utformades och implementerades. Metoden använde sig av expectation-maximization-skattning och ett minimum message length-kriterium. Ett scatter separability-kriterium användes för att bestämma kvalitén på de olika egenskaperna och på den resulterande segmenteringen.

Data insamlad under en mätkampanj av FOI användes för att testa metoden. Resultatet visade bland annat att ytlikhetsmåttet gav en bra segmentering för stora objekt med släta ytor, men var sämre för små objekt med skrovliga ytor. Vid jämförelse med en manuellt skapad mål-mask visade det sig att metoden klarade av att välja ut egenskaper som i många fall gav en godkänd segmentering.


Land mines are a huge problem in conflict time and after. Methods used to detect mines have not changed much since the 1940's. Research aiming to evaluate output from different electro-optical sensors and develop methods for more efficient mine detection is performed at FOI. Early experiments with laser radar sensors show promising results, as do analysis of data from infrared sensors.

In this thesis, an evaluation is made of features found in laser radar- and in infrared -sensor data. The tested features are intensity, infrared, a surfaceness feature extracted from the laser radar data and height above an estimated ground plane.

A method for segmenting interesting objects from background data using theexpectation-maximization algorithm and a minimum message length criterion is designed and implemented. A scatter separability criterion is utilized to determine the quality of the features and the resulting segmentation.

The method is tested on real data from a field trial performed by FOI. The results show that the surfaceness feature supports the segmentation of larger object with smooth surfaces but gives no contribution to small object with irregular surfaces. The method produces a decent result of selecting contributing features for different neighbourhoods of a scene. A comparison with a manually created target mask of the neighbourhood and the segmented components show that in most cases a high percentage separation of mine data and background data is possible.

Government intervention in land markets through public land policies increasingly sought for a more balanced development, better income and wealth distribution, and to satisfy the basic human needs such as housing and essential services in developing countries. Delhi's large-scale land acquisition, development and disposal policy has aimed at orderly growth of planned development, and universal access to housing land through public expropriation, banking, development and delivery. But the policy has been widely criticised for failing to promote planned development and consequently creating large-scale illegal land developments and sales. The present research investigates the impact of Delhi's public land policy on the creation of informal land developments and unauthorised housing in Delhi. The analysis of data gathered from office records and exhaustive structured interviews yield substantial evidence that the large-scale land policy governing the public authority's delivery of land for housing, has indeed been a major contributor to the creation of unauthorised land development and sales. Through interviews with 300 households living on illegally developed land, 106 living on illegally resold (legally developed land), 28 who had illegally resold their plots, and 69 property agents, this study found that the large-scale public land policy has not provided adequate land for housing. The policy's inability to deliver timely and adequate quantities of affordable land in varying parcel sizes, and with flexible lease conditions, was a prime factor in encouraging a large number of households to opt for illegally developed or sold land. The responses of households indicate a substantial number sought illegally to obtain housing land, because the large-scale public land policy failed to offer them legal alternatives that were affordable, adequate in quantity, in the desired time and flexible in their lease conditions. The opportunities to obtain varying sizes of unauthorised plots, at cheaper prices, in the desired time, with flexible payments, and acceptable terms of construction and use have attracted a large number of middle and high income households. Equally, the policy of regularisation of some unauthorised developments has also encouraged investment in additional illegal development. This research also found that the public land policy's failure to deliver the right land to the right person at reasonable prices prompted unauthorised resales of legally developed plots, in effect, downward filtration of high income groups. The higher resale prices that these subsidised plots obtained, and the ability of some households to obtain an allocation of more than one plot encouraged a large number of households to illegally resell plots.

Situated in the environmental humanities, Land is Shaped as Land Shapes: A Material Ecocritical Autoethnography is an interdisciplinary doctoral project grounded in the permacultural site of Thar dö Ling in rural north-western Sicily, Italy. Within a theoretical and methodological framework inspired by ecocriticism, new materialism, posthumanism, and a personal land ethic, the research crafted a “collage methodology” to enact a reading and writing of the permacultural site, combining six months of autoethnographic fieldwork with material ecocritical analysis. Conceiving permaculture design as a type of more-than-human communication that can favour multispecies and elemental mutual relationality, the site is interpreted as a more-than-human inscription where to gather (another word for “read”) a shared narrative of regeneration. Following feminist and environmental humanist invitations for “storying” and “worlding” as ethical works of living and relating with more-than-human worlds, this thesis is written within an elemental and multispecies frame offering different temporal and spatial scales, from multiple perspectives. The collage methodology draws dimensions of my personal memories and familial inheritances into relation with immersive fieldwork and situated memories, to write a collage of the Thar dö Ling permacultural site in coemergence with multiple narrative agencies and design abilities. Within this research, storying and worlding are recognised as more-than-human collective practices to draw attention to the narrative agencies and design abilities of other beings, nonbeings and elements composing both the permacultural site and the thesis. Collaging a composition of multiple temporal and spatial dimensions, agencies and partial encounters, this material ecocritical autoethnography is expressed as a process of reading, gathering, and writing the more-than-human threads within the Thar dö Ling fieldwork site. This thesis comprises seven chapters, of which four are the autoethnographic parts dedicated to the fieldwork site’s recollection. Before encountering them, two chapters lay ground for this doctoral project, offering the intimate and larger context in which the research has coemerged, as well as the theoretical and methodological foundations. Across the autoethnographic chapters, the reader is invited to move within the permacultural site, guided by the topic-places of water, plants, food and waste as situated materialities emerging from the landscape in which Thar dö Ling exists. In conclusion, there is hope.

Wenn über 10 Jahre nach der sogenannten „Wende“ in den Fluren einer ostdeutschen Universität die Polizei eine unangemeldete Demonstration auflösen muß, bei der nicht nur Transparente mit „Der Kiez gehört uns!!“ und „Kein Verkauf an Frankfurter Immobilienhaie“ getragen werden, sondern auch Hand gegen die RepräsentantInnen der Stadt und einer Immobilienfirma nicht mehr auszuschließen sind, dann kann man sich wohl sicher sein, daß es sich nur um ein Spiel handelt. Genauer gesagt um ein Planspiel: Die beschriebene Szene stammt aus dem ersten Probedurchlauf eines Planspiels zur Sozialplanung in ostdeutschen Städten, das im Rahmen der Lehrforschung an der Professur Regionalforschung und Sozialplanung der TU Chemnitz gemeinsam mit StudentInnen entwickelt wurde . Ziel dieser Entwicklung war die Schaffung eines methodischen Hilfsmittels, mit dem das Agieren in dem konfliktreichen und komplexen Praxisfeld der Sozialplanung „geübt“ werden kann. Als Zielgruppe waren dabei einerseits StudentInnen in entsprechenden Disziplinen als zukünftige AkteurInnen solcher Prozesse im Blickfeld, gleichzeitig aber auch und gerade PraktikerInnen, die bereits im Feld der Sozialplanung tätig sind. Gerade ihnen sollte das Planspiel eine Möglichkeit bieten, die verschiedenen Handlungsmöglichkeiten in der Sozialplanung auszutesten, ohne dass daraus sofort Konsequenzen für den eigenen Praxisalltag erwachsen. Hintergrund der Spielentwicklung war dabei nicht zuletzt die Praxiserfahrungen der beiden AutorInnen, die in Chemnitzer Stadtteilen aktiv in der Sozialplanung tätig waren, unter anderem im Rahmen der EU-Gemeinschaftsinitiative URBAN und des Bund-Länder-Programms „Stadteile mit besonderem Erneuerungsbedarf – die soziale Stadt“.

Miljömedvetenhet är ett begrepp som ofta används i media för att beskriva hur pass medveten en person är om hur dennes beteende och attityd påverkar miljön. Begreppet används ofta för att beskriva personer, företag eller organisationer,men även ibland länder. Sverige är ett av deländerna som upplevsatt ligga framkant när det gäller den allmänna miljömedvetenheten bland befolkningen. Finns det en universell nivå av miljömedvetenhet eller skiljer det sig åt på olika sätt, exempelvis på en geografisk nivå?Den här studien har undersökt skillnader i miljömedvetenhet mellan personer bosatta i stadsmiljöoch på landsbygd,i Kristianstad samt Sölvesborgs kommun. Metodernasom användes för att få fram ett resultat var enkäter samt semi-strukturerade intervjuer med personer från de bådahuvudgrupperna. Studien visadeatt det fanns en märkbar skillnad i miljömedvetenhet hos personer på landsbygden i jämförelse med de som bor i stadsmiljö. Resultatet analyserades och förklarades utifrån en rad olika teorier, så som Maslows behovstrappa och Azjens teori om planerat beteende. Faktorer som informationsbrist och utbildningsnivå har en påverkan på en persons miljömedvetenhet, men störst vikt ligger i tillgänglighet och ekonomiska incitament.
Environmental awareness is term commonly used in media to describe the level of awareness an individual has on how their behaviour and attitude affects the environment. The term is most often used to describe people, companies or organisations but sometimes even countries. Sweden is one of these countries that is often portrayed as being one of the leading countries when it comes to the general level of environmental awareness amongst the population. Is there however a universal level of environmental awareness or can it differ depending on geographical location in the country? This study has examined differences in environmental awareness between people living in rural and urban areas in Kristianstad and Sölvesborg municipalities. Methods used to produce a conclusion were surveys and semi-structured interviews. The study found a notable difference in environmental awareness in people living inrural areas compared to those living in urban areas. The results were analysedand explained in accordance with theories such as Maslow's theory of needs and Ajzen's theory of planned behaviour. Factors such as lack of information and level of education played a role in deciding one's environmental awareness, but the key factors were economic incitements and availability of environmental friendly alternatives.

The vast swathes of public lands in the western U.S. have long been connected with both the culture and daily lives of the people that live near them. The purpose of this study is to understand the relationship that individuals have with public lands and how that relationship relates to their opinions about the federal agencies (specifically the Forest Service and Bureau of Land Management) that oversee those public lands. This is done through the use of the effective bond attachment to public lands, which is the degree to which individuals feel connected to public lands through both the opportunities they provide to enjoy their desired lifestyle, functional connections, and the ways in which personal identity is tied to those lands, emotional connections. Assessing this bond is done through analysis and interpretation of selected data from the 2007 Public Lands and Utah Communities survey, which looked at a variety of connections Utah residents have to the state’s many public lands. This study utilizes a novel statistical method known as the “inverted-R analysis,” which groups respondents based on answers to a variety of attitudinal measures, to develop three distinct typologies of attachment to public lands. Analysis of differences between the groups of respondents that expressed different types of attachment revealed no correlation between attachment to public lands and opinions about land managers. All respondents expressed generally negative sentiment towards both Forest Service and Bureau of Land Management land managers. However, respondents who expressed a stronger attachment to public lands also demonstrated higher levels of interaction with public lands. Additionally, functional and emotional connections to public lands were shown to operate as two separate parts of attachment to public lands. This reinforces the modeling of the conceptualization attachment to public lands after the related concept, place attachment. This study demonstrated both the strong connections individuals in Utah have with public lands and the strong opinions held about the agencies that manage those lands.

This thesis examines people’s attempts to (re)construct belonging and authority after rapid socio-political and economic change. It is a study of the lives of those living alongside each other in a new resettlement area in Zimbabwe a decade after ‘fast track’ land reform. Drawing on ethnographic research conducted on a series of farms in the Mazowe area (March 2012-May 2013), I show that in the uncertain socio-political context of this new resettlement area, belonging was a dynamic social process involving complex moral bonds, and relationships of dependence and obligation. ‘Fast track’ land reform can be understood as a process of state-making in which the Zimbabwean state reconfigured its relationship with its citizens via the redistribution of land. After ‘fast track’, farms were transformed from socially and politically bounded entities under the paternalistic rule of white farmers, to areas in which land beneficiaries and farm workers lived alongside one another under the rule of the ZANU PF state. Land was allocated according to ZANU PF loyalty. Farmworkers due to their associations with white farmers and oppositional politics, were rarely allocated land. Thus farms in Mazowe consisted of landless farm workers who had lived and worked in the area for generations, and landed beneficiaries who came from a variety of places. In addition, ‘fast track’ was framed in terms of redistribution rather than restitution but many chiefs saw it as an opportunity to ‘return’ to their ancestral lands. However, their claims to authority in the areas remained uncertain. I examine how people dealt with the various tensions thrown up by ‘fast track’. By leaving these tensions unresolved, a contingent stability was generated on farms, even as this was fragile. My work contributes to better understanding the socio-political effects of land reform. Research on Zimbabwean land reform has tended to rely on official framings of people’s relationships to each other and the land, and has largely failed to capture the complexity and negotiated nature of these in everyday life. Anthropological work on belonging has mostly focused on explicit claims. I show how history and the micro-politics of everyday relationships profoundly shaped local forms of belonging which crosscut state delimitations of who belonged, and what land reform meant to those living in this area.
