Article 238 EEC-Treaty lays down the external communal competence to conclude association agreements with a third state, a union of states or an international organisation. Before the proclamation ofthe ‘Global Mediterranean Policy’ in 1972, the Community entered in a variety of associations and trade agreements with most states bordering the Mediterranean.The agreements concluded after 1972 with the Maghreb, the Mashrak, Israel and Yugoslavia and supplemented with Turkey, Malta and Cyprus contain corresponding provisions regarding the objectives of the agreement, trade cooperation, economical, technical and financial cooperation and -if necessary- cooperation in the field of labour. They also lay down the competentions of the institutions called into existence by the agreements. From the negotiation to the implementation of the agreements, protocols and decisions, many formal and material juridical questions can be raised.

The Court of Justice has held that goods originating in the West Bank are not entitled to enter the European Union (EU) under the preferential tariff arrangements granted under the EC-Israel Association Agreement. The customs authorities of the Member States are not bound by the proof of origin status given by the exporting state when sufficient information is not provided, nor are they obliged to refer the matter to the Customs Cooperation Committee. The Court considers that the Association Agreements concluded with Israel and the Palestinian Authority (PA) must be interpreted in accordance with the rules and principles of customary international law. In doing so, the Court finds a way to resolve a technical dispute in a highly political context. The judgment sheds light on the Court’s view of the EU’s place within a wider set of norms governing the international system.

Using the example of the work of the Multidisciplinary Association for Psychedelic Science abroad, namely in Switzerland, Mexico and Israel, the author considers a completely new area of “diplomacy for science” — the cooperation in the study of illicit substances. Using the historical-genetic and retrospective method to immerse in the history of scientific diplomacy and psychedelic research in the territory of the selected country, the comparative method — to compare foreign and domestic political approaches, as well as using journalistic articles, medical articles and publications in the MAPS Bulletin as sources, the author considers the reason for conducting the MDMA/PTSD, LSD/End of Life Anxiety, and Ibogaine/Addiction studies in the selected countries.

The POLYCHAR 16: World Forum on Advanced Materials, organized by the University of Lucknow, was held from 17 to 21 February 2008 in the capital of the state of Uttar Pradesh, India. The annual POLYCHAR conferences have been sponsored by IUPAC for several years and are known for combining the broad field of materials sciences with a clear focus on polymeric materials (the name "POLYCHAR" is derived from the term "polymer characterization"). POLYCHAR 16 was supported by many scientific associations and industries such as IUPAC, Abdus Salam International Center for Theoretical Physics (ICTP) (Trieste, Italy), Indian Space Research Organization (ISRO), Department of Biotechnology (DBT) (India), Council of Scientific and Industrial Research (CSIR) (India), Reliance Industries Ltd. (India), Department of Science and Technology (India), Indian Council for Medical Research (ICMR), Indian National Science Academy (INSA), Uttar Pradesh Council of Science and Technology (UPCST) (India), Lucknow Chapter, Materials Research Society of India (MRSI), and University of Lucknow.As in past years, POLYCHAR puts emphasis on the quality of research presented - in contrast to maximizing the number of participants. The areas covered include nanomaterials and smart materials; natural and biodegradable materials and recycling; materials synthesis; polymers for energy; rheology, solutions, and processing; mechanical properties and performance; characterization and structure-property relationships; biomaterials and tissue engineering; dielectric and electrical properties; surfaces, interfaces, and tribology; and predictive methods. Symptomatically, the number of papers on "green" science was higher than at POLYCHAR 15 last year in Búzios, Rio de Janeiro.There were a total of 292 registered participants from 35 countries (Austria, Bangladesh, Belgium, Brazil, China, Colombia, Croatia, Czech Republic, Egypt, Fiji, UK, France, Germany, India, Iran, Israel, Japan, Korea, Kuwait, Mauritius, Malaysia, Mexico, Nepal, Netherlands, New Zealand, Poland, Portugal, Russia, Sri Lanka, Slovakia, South Africa, Ukraine, USA, Uzbekistan, and Venezuela). This reflects the philosophy of POLYCHAR to provide an international forum to encourage young scientists and advanced students to present their scientific work and give them the opportunity to meet with colleagues and well-known scientists to discuss their results, exchange experiences, and make new contacts, in particular, international ones. Many industrial contacts and much international cooperation with exchange of students and scientists have resulted from this and earlier POLYCHAR meetings.This conference volume represents only a small fraction of the multitude of contributions from different parts of materials science - 48 oral contributions and 170 posters. Many of the contributions have review character, some represent excellent original contributions. Only a small number could be selected for this volume because of the limited space that is available. All this was possible with the sponsorship of IUPAC. Highlights of the conference were the Paul J. The article deals with the India–Israel economic relations within 1990–2020s. The authors stress that the Israeli direction is among the priorities in the external economic policy of India at the present time. The authors examine the importance of mutual trade stressing that it is well balanced and its volume has increased more than twice since 1992. A number of indices are calculated to conclude that the mutual trade is characterized by its high intensity. Intra-industry trade is also relatively high as there is high complementarity of India and Israel economy and the trade balance is usually positive for India. As a whole both India and Israel are interested in one another’s market. Countries have been conducting negotiations on creating a free trade zone but due to many obstacles from both parts the agreement is not yet reached. The authors underline that India–Israel investment cooperation has been rather well developing for the latest decade. Israeli investors are more active on Indian market and the average volume of their investments is usually about twice higher than the Indian direct investments to Israeli economy. Nowadays there are more than 300 companies with the participation of Israeli capital registered in India operating mainly in the sphere of medicine, telecommunications, chemical industry, energy, including the use of unconventional energy sources, as well as agriculture. Investments are very diverse in nature: among them there are the organization of manufacturing enterprises, the opening of research centers, the creation of subsidiaries etc. Scientific and technical cooperation is another important direction of India–Israel ties. Thanks to scientific and technical cooperation with Israel, the rapidly developing Indian economy is successfully compensating for the lack of advanced technologies that it needs. In addition to bilateral interaction, the countries also cooperate with each other through the I2U2 Dialogue and two large-scale projects in the field of food security and clean energy are being implemented in India at the present time. At the end of the article the authors underline that there is every reason to sure that economic relations between India and Israel will reach a fundamentally new level in the near future, which will contribute to the further development and modernization of the Indian economy.

After Israel and the US entered their free trade agreement in 1985, the parties realized that this FTA could be leveraged to support regional peace by fostering economic cooperation between Israel and its neighbours. The idea was to allow goods produced in certain industrial zones, which resulted in substantial economic cooperation between Israel and the other parties, as qualifying for preferential treatment under the Israel-US FTA. Ultimately, two Qualifying Industrial Zone (QIZ) agreements were signed: one between Israel, the US, and Jordan, and the second between Israel, the US, and Egypt. This article outlines the background and rules of these QIZ agreements within the larger framework of the Israel-US FTA. The article studies diasporas of states that turn into a valid actor in terms of international relations and more of ten become subjects and objects of public diplomacy. Governments of states are trying to adjust efficient communication and cooperation with their diasporas facilitating the institutionalization of their associations through the establishment of government agencies embracing the issues of interaction between the government and diaspora. Diasporas are of a special importance for small countries due to the lack of resources the country might use for carrying out their foreign policy and organizing diplomatic missions. For example, diasporas of Israel, Greece, Armenia etc. in the USA significantly influence the formation of politics of the United States toward their historical motherlands contributing to the development of bilateral relations. The author states that the diaspora studies peaked in the late 1990s, when researchers studied the characteristics of the diaspora as a social entity, and raised the issue of the limits of the diaspora. The Irish, Armenian and Jewish diasporas are classic examples of how the diaspora can represent and promote the interests of its homeland in the American government, while functioning as full-on diplomatic actors in bilateral relations. The paper notes that researchers of the diaspora's role in public diplomacy are paying much attention to China and India, due to their audacious initiatives to institutionalize relations with the diasporas, in order to obtain the potential benefits diasporas can bring for bilateral relations (particularly economic ones) as mediators and catalysts. These initiatives include the establishment of ministries and government agencies to engage and coordinate work with the diasporas. Thus, part of the state apparatus works exclusively with the communities of its country abroad. In China and India, the affairs of diaspora are meddled with on subnational levels with the participation of provincial and local governments. Their diaspora ministries and agencies conduct conferences on diaspora issues within the respective countries and send missions and delegations abroad to organize communication with their diasporas. Diasporas are primarily perceived as a source of information and advice, as well as a means of civic engagement for embassies and ministries/ departments.The author draws the following conclusion: first, today states involve diasporas in fulfillment of their diplomatic targets in terms of public diplomacy to promote national interests and reaching their personal goals; second, the notion of diaspora and diplomacy have been significantly widened lately and third, representatives of different diasporas often address diplomatic practice in official way by appointing honorary consuls or in an unofficial way through the activities of citizens-diplomats.

Since the establishment of the independent state of Israel, the main emphasis in the agricultural sector has been placed on the development of agricultural cooperatives, while funds have been purposefully allocated for their creation. Cooperatives have gone through signifi cant milestones in their development. The liberalization of the world economic complex off ered its own tools for the development of the Israeli economy, proclaiming the primacy of market principles, which imply a sharp reduction in government interference in the activities of the cooperative system. Today, Israel’s modern, highly effi cient cooperatives continue to dominate agriculture. The transition from a de facto monopoly in the agricultural sector with the need, on the one hand, to diversify the structure of production and management, on the other, while deepening specialization in accordance with the emerging conjuncture of the domestic and international food markets, ensured their de facto dominant position in the hierarchy of producers in the agricultural sector, in to a large extent ensuring the satisfaction of the country’s needs for food. It should be emphasized that the experience of Israel in the development of agricultural cooperation can and should, after critical consideration, be used in the form of its individual aspects in domestic practice.

<p><strong>Abstract.</strong> India’s cooperation with International Space faring nations has a long legacy of cooperation. As India moves towards realizing its space aspirations, its co-operation for outreach and capacity building with international partners will increase. This cooperation is reflected in all spheres of national development, security and space exploration of both the primary as well as partnering nation. Policy considerations and directives acts as a key to define the future course of action for such cooperation. The paper attempts to present parameters for evaluating policy options of India’s international space cooperation with an example of India-Israel space cooperation. The paper uses fuzzy logic modeling for scoring parametric valuation for pursuing cooperation. This valuation can assist in making feasibility analysis for a collaborative mission or project with a partnering nation. These parameters include the erstwhile and ongoing collaborations and cooperation, economics of the collaborative project, security considerations, technical considerations & space ambitions. The output delivers aggregated value for ‘checks and balance’ derivatives for informed decision making.</p>

In 1995, the Association Agreement between Israel and the European Community was signed in Brussels. This instrument is the product of years of negotiations. Europe's traditional policy on a linkage between the nature of its economic and political ties with Israel and progress in the Middle East peace process have led to static relations between the two, despite the importance attached by the Community to the region as part of its Mediterranean policy. The achievements of the Israeli-Palestinian (and Israeli-Arab) peace process, which was renewed with the October 1991 Madrid Conference, have at last enabled Israel and the Community to establish the Association status sought by Israel. A true comprehensive understanding of the Association Agreement necessitates therefore an examination of several other subjects such as the previous relations between the sides and the legal arrangements institutionalising these relations; Israel's trade position with Europe; the European Community's Mediterranean Agricultural and Commercial policies, and many other. This, however, cannot be done within the limits of this paper. Instead, this section merely seeks to briefly survey the legal regime embodied in the Association Agreement, that is, its general structure, main features and important legal, economic and political provisions. It should be emphasised that no detailed analysis of the provisions of the Association Agreement is intended, for the Association Agreement encompasses many fields and areas.

Over recent years, the two countries’ relations have steadily progressed. On March 21st, 2017, China and Israel announced the establishment of "Innovative Comprehensive Partnership", which is a new milestone in the development of bilateral relations between the two countries since the establishment of China and Israel in 1992. In the field of scientific and technological innovation, China and Israel have complementary advantages. China's advantages mainly lie in infrastructure and creative output (such as the technology output), while Israel's advantages lie in system, human capital and research, market maturity and commercial maturity. China-Israel scientific and technological innovation cooperation is mainly reflected in two aspects: the mechanism of innovate cooperation and the level of innovation project. (1) The mechanism of innovate cooperation is led by the China-Israel Joint Committee on Innovation Cooperation, and local governments, enterprises and universities actively cooperate to build an Industry-University-Research's innovative ecologically chain; (2) Innovation projects mainly focus on the establishment of international innovation parks and private innovation and venture capital activities. In the future, the two countries should strengthen the mechanism and improve the evaluation in terms of innovation. (1) For the former, the two countries should try their best to attract larger enterprises and scientific research institutes in the province to carry out scientific and technological innovation cooperation with innovative enterprises, scientific research institutes and innovation incubators in Israel. (2) For the latter, for the innovation projects of China and Israel at the government level, an authoritative evaluation and supervision team should be set up on the basis of the China-Israel Innovation Cooperation Joint Committee to conduct a comprehensive investigation and study on the large-scale projects currently cooperating between China and Israel, so as to obtain relevant investigation reports. Although China and Israel have made achievements in the process of building a comprehensive partnership for innovation, they should also be aware of some shortcomings and challenges they are currently facing. (1) The main shortcomings include that there is no scientific and comprehensive evaluation mechanism for innovative enterprises of both sides, and high expense and high risks of the cooperation; (2) The homogenization of Israeli innovative enterprises introduced by local provinces and cities in China is serious, and there is a possibility that different provinces and cities compete for high-quality enterprises to enter the park, resulting in higher introduction costs. Local provinces and cities should be encouraged to discuss and cooperate to reduce the introduction costs; the main challenges are the cultural differences between Chinese and Israeli enterprises and the insufficient protection of intellectual property rights, which leads to the reluctance of some high-quality innovative enterprises to cooperate. Generally speaking, the establishment of an "innovative and comprehensive partnership" between China and Israel has a positive effect on the development of China-Israel relations, conforms to the common interests of both countries, and can effectively promote the exchanges among the governments, enterprises, universities and the public of the two countries, and promote the further development of bilateral relations.

The article discusses the interaction of lawyers involved in criminal defense and the international forensic community, the principles of international cooperation in the field of forensic examination. Information is provided on forensic aspects of the activities of the United Nations, the European Criminal Bar Association and a specific case of the participation of fingerprint experts from a range of countries in a unique case on protection of an innocent victim of an expert error is described. The importance of taking into account the cognitive bias of experts and other subjective factors, as well as the role of lawyers in assessing expert opinions, is noted. The main conclusions and recommendations on the interaction of the forensic and advocate communities in current conditions are presented.

Subject. We analyze the aspects of Russia's cooperation with other countries in countering the economic crime. Objectives. The article analyzes methods and goals of Russia's cooperation with other countries, dealing with general issues and aspects coordinated by the Ministry of Foreign Affairs of the Russian Federation, Federal Security Service, Federal Customs Service and Federal Service for Financial Monitoring. Methods. The study is based on the economic analysis, methods of classification and modeling, deduction and synthesis. Results. We studied what various international relations organizations of Russia do in countering the economic crime. We unveil some aspects of such a cooperation, i.e. legal attache, international treaties, common security council, communications, international compliance. Russia was found to cooperate most actively with Austria, Belarus, Belgium, Cyprus, Latvia, France, the USA, Spain, Germany, Kazakhstan, Palestine, Israel, Azerbaijan and Armenia. Conclusions and Relevance. States need the international cooperation and its advancement to effectively counteract with the economic crime. It is especially important as the transnational crime proliferates. However, the international cooperation is impossible if institutional, legal and regulatory aspects are not refined. The article suggests what should be dine to make the cooperation more effective.

The study explores the transformation in great power politics and factors affecting the dynamics of the Middle Eastern political landscape, such as the relationships between ideological arch-rivals of the Kingdom of Saudi Arabia (KSA) and Israel. The closing up of the relationship between KSA and Israel is a historic transformation, holding immense potential embodying change in the strategic landscape of the Middle East. The article argues that the changing dynamics of global power politics has polarised the political dynamics of the Middle Eastern region along opposite poles. The US, China and Russian involvement in the Middle Eastern region have pushed the ideological arch-rival of KSA to the US and Israel, pushing Iran to tilt towards Russia and China in the region. Therefore, the significance of the study lies in the changing nature of international structure and the way this shift has impacted the inter-dynamics of Saudi-Israeli cooperation in the Middle East.

Purpose of the study: to identify the features of international cooperation between Russia and the Indian Ocean Rim Association (IORA) in the field of maritime security. Methodology. The author, based on a wide range of the latest domestic and foreign sources, studies the political and legal foundations for Russia’s activities in the Indian Ocean region, and conducts a step-by-step analysis of the structure and priorities of the IORA activities. The main methodology of the study consists of systematic and comparative approaches, contributing to an objective and comprehensive analysis of international cooperation between the Russian Federation and IORA in the Indian Ocean region. Conclusions. It is shown that Russia, based on its accumulated experience with the multilateral regional systems, advocates the development of cooperation between the system of interstate interaction mechanisms formed in the Asia-Pacific region around ASEAN, and multilateral structures of the Indian Ocean zone. It has been revealed that Russia, like other IORA countries, sees the advantages of further developing maritime transport and navigation, coastal areas and tourism, sustainable fishing, the fight against marine pollution, and the joint study of ocean resources. Particular attention is paid to international cooperation projects in the field of the “blue economy”, which are carried out by the Department of Multilateral Economic Cooperation of the Ministry of Economic Development of Russia, the state corporation Rosatom and IORA. Russia’s international cooperation with IORA will help expand Russia’s strategic presence and influence in the Indian Ocean.

Within the conditions of rapid development of internationalization processes, the scale of international cooperation between tertiary educational institutions is growing at a quick rate. Currently, the practice of international cooperation between tertiary educational institutions is the most commonly encountered in the form of: international exchange of apllicants of tertiary education (students), teachers (educators), scientists; holding conferences, round tables, symposiums; exchange of information and data on improving the efficiency of the educational process. Therefore, the list of the above mentioned types of international cooperation between tertiary educational institutions is not exhaustive and is constantly updated. Based on the foregoing, the aim of the scientific article is to study the theoretical and practical aspects of international cooperation among tertiary educational institutions in the framework of determining current trends and future prospects for the development of such relations. Methods of analysis, synthesis, observation, description and comparison have been used to disclosure the theoretical and practical aspects of international cooperation among tertiary educational institutions in the framework of determining current trends and future prospects for the development of such relations. The scientific article has discussed and analyzed the dynamics of the students’ mobility from abroad, enrolled in tertiary education, as well as the level of students’ mobility in areas of the corresponding level of higher education in such countries, as: Germany, the Czech Republic and Sweden. The peculiarities of the functioning of the following international networks and university wide projects and platforms have been determined, namely: ACCESS, CALIE, European University Association, Eutopia, Inspireurope, International Association of Universities, MIRAI, Nordic Association of University Administrators, Nordic Centre India, Nordic Centre Fudan University, Nordic Institute of Asian Studies, SGroup European Universities’ Network, SANORD, Scholars at risk, SASUF, which have been formed as a result of international cooperation among tertiary educational institutions. According to the data of the European University Association, it has been established that tertiary educational institutions of Ukraine also take an active part in the system of international cooperation. For instance, 26 tertiary educational institutions of Ukraine act as Individual Full Members and Individual Associate Members of the European University Association. It has been established that the basic areas of international cooperation among tertiary educational institutions include: the development of international mobility in the framework of the exchange not only of students, but also of educators, researchers, and administrative staff; joint teaching and investigation activities; research cooperation.

In order to achieve the goal of effectively combating international terrorism, we must promote the establishment of a multi-level model of anti-terrorism cooperation. The current legal models of international counter-terrorism cooperation mainly include global counter-terrorism cooperation, regional counter-terrorism cooperation and bilateral counter-terrorism cooperation.
Global counter-terrorism cooperation led by the United Nations is the most important form of counter-terrorism cooperation. The UN has set up a Counter-terrorism Committee and a series of treaties. The United Nations demands that States should prevent and stop the financing of terrorist ACTS; Criminalizes any person or thing that, by any means, directly or indirectly, provides or raises funds for terrorist activities; (b) Immediately freeze the assets of individuals and entities that facilitate, finance or participate in terrorist ACTS; The provision of any funds and financial assets and related services to individuals and entities assisting, financing or participating in terrorist ACTS is prohibited.
Regional counter-terrorism cooperation refers to the cooperation between geographically adjacent countries to combat terrorism, which is an important part of international counter-terrorism cooperation. The main regional anti-terrorism cooperation organizations are: Association of Southeast Asian Nations, South Asian Association for Regional Cooperation, European Union, Organization of American States, Shanghai Cooperation Organization.
Bilateral anti-terrorism cooperation refers to the cooperation between two parties in order to form a joint anti-terrorism force. Bilateral cooperation can be between states or between states and regional organizations. The article analyzes the peculiarities of the formation and implementation of Ukraine's position on the issue of the Palestinian territories in UN institutions and Israel attitude toward russian invasion of Ukraine. There are important differences in the military and political interests of Ukraine and Israel. Thus, the institutions of the UN have become the international forum where the differences between Ukraine and Israel show themselves especially clearly. The author argues that Israel is interested in maintaining balanced relations with moscow, which has repeatedly prompted Israel to avoid supporting the organization's decisions in support of Ukraine at the UN. However, after the start of full-scale russian invasion, Israel supported most of the organization's resolutions for the support of Ukraine. In turn, Ukraine at the UN forms a position on the issue of the Palestinian territories in accordance with the norms of international law, a number of resolutions of the General Assembly and the UN Security Council, but this causes serious dissatisfaction of Israel government. The negative impact on the relations between Israel and russia of the intensification of Moscow's military-political cooperation with Tehran was also noted. May be supposed that a less cautious position of Israel in supporting Ukraine would be welcomed by Washington. Ukraine's rejection of its principled position regarding the occupied Palestinian territories would expose Kyiv to accusations of double standards, would undermine the position of Ukrainian diplomacy in efforts to exert international pressure upon russia regarding the occupied Ukrainian territories, and would have an unfavorable projection on our relations with many EU countries. However, Ukraine has some room for diplomatic maneuver in determining its position on this issue.

How does demographic inclusion in domestic security institutions affect security provision in divided societies? Police officers rely on information from citizens to identify problems and allocate resources efficiently. Where conflict along identity lines erodes trust between citizens and the state, the police face difficulty obtaining information, hindering their ability to provide public safety. I argue that inclusiveness in the police rank-and-file addresses this problem by fostering cooperation from previously excluded segments of society. I test this argument in Israel and its conflict between the Jewish majority and non-Jewish minority. First, a survey of 804 Israeli citizens shows that non-Jews who perceive the police as more inclusive are more willing to provide the police with information. I then use original panel data on police officer demographics at every police station in Israel over a six year period to show that increases in police inclusiveness are associated with decreases in crime.

The article is devoted to the analysis of the current state of Sino-Israeli relations which two nations describe as the Innovative Comprehensive Partnership. The relevance of the topic under the consideration stems from two primary factors – the growing importance of China in the international arena and the implementation of Belt and Road Initiative amid growing tension between the US and China. The research focuses on the economic realm of Sino-Israeli relations as well as security and cyber-security cooperation. The paper met these twin research aims through an extensive study of relevant materials in English, Russian, Hebrew, and Chinese and the implementation of econometric research. The analysis shows that Sino-Israeli relations are exposed to global factors in the world arena. However, it is Washington’s stance that has large impact on Israel’s and China’s foreign policy strategies. What is more, the US factor influences indirectly the nature of bilateral relations through the US policy in the Eurasian continent. The research produced a number of findings: the econometric estimates obtained suggest that despite the US influence trade relations and economic cooperation between China and Israel are relatively stable. On the other hand, the political cooperation between China and Israel can be compared to the pendulum as it is determined by Israeli-American and Sino-American relations as well as Washington’s policy in the respective regions. The study also found that in the medium-term Sino-Israeli cooperation is likely to focus primarily on trade and economic spheres. At the same time, the article concludes that the economic realm is still heavily influenced by a number of factors such as the rise of protectionism in the world economic system, Sino-American trade war and the growing concerns within Israel due to increasing role of China in Israel’s economy.

Yet these developed relations should not conceal the true colours of European-Israeli socio-political relations, relations that are characterized too often by ignorance, stereotyping, mistrust, and tension. This state of affairs adversely affects the ability of both the European Union (EU) and the State of Israel to fully realize the enormous potential of their relations. This article focuses, in abstracto and in concreto, on the means by which higher educational cooperation can alleviate that state of affairs to a certain extent, analysed through an International Relations (IR) perspective, drawing on the experience gained in intra-Community and inter-Community contexts. This article, however, also places emphasis on the limitations inherent in such cooperation in terms of forging regional, European-Israel affinity, limitations that are derived, inter alia, from the somewhat heterogeneous nature of the European higher education space.

On July 31, 1996, Israel and Canada signed a Free Trade Agreement in Toronto. This Agreement, which is the culmination of two years of negotiations, will — upon its forthcoming entry into force — set the framework for future trade between Israel and Canada. This is a significant step for Israel's trade: Canada's population, as of 1995, was 28.9 million; it is the seventh largest world market: in 1994, its export was $164.3 billion F.O.B. and its import was $151.5 billion C.I.F. The Canadian trade relies heavily on the United States, and a Free Trade Agreement is in force between the two since 1989.Israel import from Canada totaled $216 million in 1995, most of which included sales of machinery and parts, aluminum, paper and paperboard, electrical equipment and parts, pulp of wood, cereals, sulphur and asbestos, optical measuring and checking equipment, wood and man-made staple fibers. That year, Israel export to Canada was $240.8 million, consisting mainly of diamonds, mechanical and electrical machinery and equipment. Like Canada, Israel has a free trade agreement with the United States. Since 1975, Israel has also had a free trade agreement with the European Community, which is, as of January 1,1996, replaced by the recently signed Association Agreement with the European Communities.

Morocco’s control over Western Sahara and Israel’s control of the West Bank bear similar features in terms of public international law. Yet, when it comes to the application of its Common Commercial Policy, the EU has been treating the two cases differently. With respect to Israel, the EU determined that the 1995 EU-Israel Association Agreement is not applicable to the West Bank and Gaza Strip, thereby denying Israel any trade benefits with respect to the Territories, whereas for many years it insisted that its 1996 Association Agreement with Morocco is applicable to occupied Western Sahara, thereby enabling Morocco and Moroccan corporations to enjoy trade benefits with respect to Western Sahara. The willingness of the EU to pursue its CCP vis-à-vis Morocco and Western Sahara (de facto application with no de jure recognition) in a manner inconsistent with, if not contradictory to its practice towards Israel and the West Bank and Gaza Strip (no application and no recognition), raised much criticism. In December 2016 the European Court of Justice adopted a verdict that rejects the applicability of the EU-Morocco Association Agreement to Western Sahara (The Front Polisario Verdict). This article aims to (1) analyse the gap between the EU’s trade policy and practice in these two cases and the legal and other implications thereof, and (2) address the question whether the verdict in Front Polisario eliminates this gap. Within this context, the article analyses the interface between the CCP and international law. In tackling these themes, the article will contribute, more broadly, to scholarship dealing with the interface between public international law (including issues of statehood, occupation and self-determination) and international trade, with specific reference to the applicability of international trade agreements to disputed and occupied territories.

Abstract The legal support and existing and potential contours and examples of international cooperation in the field of hydrogen energy are discussed. Based on study and analysis of international “hydrogen” initiatives and international organizations the activities of which partly extend to hydrogen, as well as interactions in the field of hydrogen energy within the framework of regional integration associations (BRICS, Eurasian Economic Union, Shanghai Cooperation Organization, Association of Southeast Asian Nations, Regional Comprehensive Economic Partnership, and the European Union) and individual regions, the authors note the lack of clearly defined strategies and plans, which does not contribute to the achievement of visible effects from cooperation, hinders the stability of international energy markets, and raises questions about the need to develop new rules at the international level, which should be enshrined in relevant international agreements in this area and on the creation of an international organization that would become a world center for cooperation in the field of hydrogen.
