Internet connaît depuis quelques années une application croissante dans l'activité de l'administration, qu'elle soit centrale ou territoriale. L'administration électronique, source de simplification des démarches administratives, s'affirme chaque jour comme l'instrument privilégié d'une nouvelle stratégie de communication au service des usagers. Elle se traduit par un échange sous forme numérisée des formalités administratives entre les services publics et les citoyens. Le gouvernement veut en faire un outil majeur en vue d'améliorer le service rendu aux administrés avec la mise en ligne des formulaires, des données publiques et la création de nouvelles procédures électroniques. Toutefois, sa mise en oeuvre est un véritable laboratoire en tant que siège d'évènements ayant des conséquences juridiques importantes voire préoccupantes. En effet, l'Internet public se conjugue avec l'obligation de résoudre quelques défis juridiques qui tiennent à la définition de nouveaux moyens de sécurité (sécurité des systèmes informatiques, confidentialité des données, la cybercriminalité, etc. ) et à l'encadrement des procédures administratives numériques par rapport aux principes fondamentaux régissant le service public. Face à ces défis, le droit public est-il en mesure d'y faire face ? Les réponses à cette question constitueront les éléments essentiels de nos travaux.

The strategy of the National Security Agency (NSA) surveillance program is to incorporate the private sector into the bulk data collection of customers information, yet there is little legislative and judicial oversight. As a result, internet and telecommunications companies participated, placing at risk protected privacy interests of their customers. Using policy feedback theory and narrative policy framework as the theoretical framework, the purpose of this qualitative, case study was to explore how the federal government gains compliance of the internet and telecommunications industry to engage in information sharing with NSA during post 9/11, 2001 terrorists' attack. Secondary data were collected about internet and telecommunications companies through document analysis, corporate records, and credible news sources. These data were compiled as raw data and developed into codes, which led to categories and eventually developed into themes. Findings indicate that private companies participated for three main reasons: first, an interest in preserving national security, second, they believed they had limited or no liability, and third, profit-making. At the same time, the participants expressed concerns that the government gained compliance via the use of coercion, influence, and persuasion. The positive social change implication of this study includes recommendations to public policy practitioners/evaluators that it is necessary to include private sector analysis in a comprehensive review of public policy because inter-dependencies of the private-public sector guarantees effective public policy implementation/ assessment.

Existing research on MPs using the Internet (Halstead 2000, Perrone 2002, Ward and Gibson 2003, Jackson 2003, Ward and Lusoli 2005, Ward et al. 2005, Jackson 2005, Auty 2005, Jackson 2006b) has tended to be too reliant on content analysis; restricted to one part of the Internet, and involved limited research on the views of actual users of an MP.s online presence their views of it. This thesis seeks to identify the impact of the Internet on MPs through: their campaigning abilities; the impact on their role as representatives and how MPs communicate. The research triangulates data on the impact of websites, email, e-newsletters and weblogs through content analysis, questionnaires and interviews. The data collated has helped develop a theoretical understanding of how MPs campaign, represent and communicate. First, there is evidence that e-newsletters can be used as effective vote- winners by encouraging constituents to switch votes. This „incumbency effect. (Krasno 1994) suggests that existing research (Curtice and Steed 1997, Butler and Collins 2001) has under-estimated the effect of a personal vote (Cain et al. 1987). Second, websites and e-newsletters are helping MPs develop a new representative role, by providing an „information portal. which encourages local participation. Third, there is evidence that we are on the threshold of a new model of e-representation. MPs. use of e-newsletters appears to be developing a parallel of e-constituency which enhances the relationship geographical constituents have with their MP. At the same time, weblogs are creating a separate e-constituency whose online link to an MP is based on interest not geography. Fourth,a typology has been created for explaining how MPs use the Internet, with four different characteristics:technophobes; bandwagoners; mapie; and pioneers. The Internet is creating a new architecture of representation with both a territorial axis, and an issue axis accessible from the computer keyboard.

The study is located within a Project Management paradigm. The South African national Department of Education’s (the DOE) approach to e-Education and its directive issued in 2004 to integrate Information and Communication Technologies (ICT’s) into teaching and learning forms the premise of this study. In 2009, the Western Cape Government adopted the Modernisation Programme to bring the provincial government on par with international best practice, to ensure that government officials are fit for their respective purposes. The challenge for the Western Cape Government was its ability to implement a project management approach to all activities performed by all stakeholders and role players in the project implementation process. The core objective of the study was to develop a theoretical framework to monitor and control projects and practices within selected provincial government departments in the Western Cape, with specific reference to the Department of the Premier (DotP) and the Western Cape Education Department, in order to achieve and provide an improved project management approach to monitor and control projects when implementing strategy and, in turn, enhance effective and efficient service delivery. A qualitative research approach was used, as the researchers were keen to hear verbal accounts around the experiences and perceptions of selected individuals within the Department of the Premier and Western Cape Education Department around the MSPiL Training Project in particular, and how it is monitored and controlled. Applicable literature was consulted which indicated the complexity of project management in the public sector as it relates to monitoring and control of projects. Methods/mechanisms, procedures and systems for defining, planning, scheduling, controlling, organising, monitoring and evaluating project activities to enhance service delivery, were forwarded. One of the core findings of the study was that an agile project management approach/methodology is best suited to an environment that has faster turnaround times with more streamlined, speedier approvals and processes, red tape reduction, as well as more direct communication channels. The aforementioned lacked in the South African public sector. A recommendation forwarded is that the Department of the Premier, Centre for e-Innovation’s (Directorate GITO: Education, Cultural Affairs and Sport) project office and a task team that specifically deal with the MSPiL project should clearly understand their department’s requirements whilst defining, planning and managing projects to improve project management maturity, as well as constantly communicate the roadmap, benefits and progress at both project/programme, departmental and provincial level by 2019, since this is when the Western Cape Provincial Strategic Plan reaches its end. This will assist the department and its MSPiL project team to improve project tasks and activities for future projects with similar characteristics.

The public interest is the highest standard for bureaucratic action in American government. While the importance of this standard ebbs and flows in the literature, the eminence of it remains unquestioned as the North Star for the American ship of state. As the highest standard in American politics and policy, this standard must be formed democratically. In this dissertation, I examine the formation of the public interest standard through the lens of citizen-bureaucratic communication, using the theory of communicative action advanced by the contemporary German social and political philosopher, Jürgen Habermas. I support the use of such a theoretical framework in America by examining the importance of communication for the American pragmatist philosopher, John Dewey. I examine the ramifications of communication in the American democratic state as foundational for the formation and continued expression of the public interest throughout the institution of the American executive branch.

The electronic revolution has proven to be a powerful stimulus for change in business practice. As a business tool however, the Internet must endure the same scrutiny under which other business activities are placed. If the use of the Internet in business is a sound strategy, then it must contribute toward competitive advantage. The sport business industry has not been isolated from the vagaries of Internet applications. Moreover, as the industry has become more competitive, forcing sporting organisations towards unprecedented levels of accountability and business practice, the Internet has been increasingly seen as a potential 'holy grail' for sport organisations struggling for revenue (Stewart & Smith, 1999). This research is a response to these pressures. It seeks to identify Internet based opportunities for competitive advantage, and to provide strategies and recommendations for the successful use of the Internet in Australian professional sport organisations. In realising this objective, a newly developed and integrated Business Activity Model has been constructed. The model assists in the identification of specific Internet based competitive advantage strategies, and provides a theoretical framework for this research. The Business Activity Model conceptualises, for the first time, the relationships between the value chain, constituents of electronically enabled competitive advantage, and the Internet. With Australia's limited group of fully professional sports capable of sustaining the human resources and budgets necessary to implement comprehensive e-commerce strategies, the organisations selected to participate in this research represent the pinnacle of Australian professional sport clubs. Specifically, the 55 clubs competing in the Australian Football League (A.F.L.), National Basketball League (N.B.L.), National Rugby League (N.R.L.), and National Soccer League (N.S.L.) constituted the research sample and population. In concert with the 87% participation rate, sampling approached a census. A telephone-administered survey, based primarily on the rigorously tested instrument developed by Sethi and King (1994), was employed for data collection. This research employs a comprehensive set of descriptive statistics, and is bolstered by a confirmatory and an exploratory factor analysis, undertaken on one component of the data. The outcome of this research was the identification of seven practical recommendations for Australian professional sport organisations seeking to improve competitive advantage via the Internet. These recommendations were based on an inventory of the 'gaps' between the strategies proposed by the literature, and the practices of the sample, and relate to both overall Internet strategy, and specific web site applications. The development of the new Business Activity Model and the identification of key online strategy themes support and complement these recommendations. An examination of variations in the practices of participating organisations, and some comparisons against United States sporting organisations, also provides depth and context to the findings. This research provides a platform for sport managers to effectively harness the potential of the Internet, through their web sites in particular, and realise significant competitive advantages. The Business Activity Model provides managers in all industries with a tool for the detection and understanding of potential elements of competitive advantage, and incorporates all activities critical to business in the new digital economy. Seven practical recommendations for improved online performance based on identified competitive advantage and strategies fulfils the primary objective of this research. E-commerce continues to grow at astronomical rates, and with the Internet poised to become the life-blood of 21st century sporting organisations, these recommendations will assist managers in their ongoing search for competitive advantage.

Local governments have been developing online services, aiming to better serve the public and reduce administrative costs. However, the impact of this work, and the links between governments' online and offline activities, remain uncertain. Using a new full-population dataset of the UK government web, this thesis directly analyses the structure and content of government online. It argues that recent digital-centric public administration theories, typified by the Digital Era Governance quasi-paradigm, are not empirically supported by the UK local government experience. Instead, it argues for a positive but critical attitude to the value of technology in public administration. New methods are developed for full-text empirical analysis of government web crawl data and the use of machine learning approaches for adding attributes to full-population data. Webometric and content analyses of the .gov.uk web are conducted, together with a time-series panel regression of English local government cost, service quality, satisfaction, and an expert assessment of web provision. English local government online is highly heterogeneous and there is remarkably little intrinsic structure to the .gov.uk web. Geography is weakly visible in online government structures, but there is little evidence that online structures closely reflect the offline activities of government. Empirically, English local governments' web development levels are found not to be associated with improvement in the cost of, quality of, or satisfaction with council services, challenging the merit of online approaches to service improvement. Overall, the importance of digital-centric approaches to local government service improvement is challenged. A more nuanced theoretical approach to online service delivery is advocated, which discards utopian enthusiasm and focuses on concrete service improvements. It is recommended that full-population quantitative analyses be used more broadly in political science, with awareness of both the opportunities and the challenges associated with them.

Encensée par le discours politique récent, la planification environnementale est une pratique que mobilise le droit de l'environnement depuis la fin des années 1960. Elle prend généralement la forme de plans, cartes ou schémas chargés d'organiser - à moyen ou long terme - la sauvegarde du milieu naturel et de ses ressources, la protection du paysage ou encore la prévention des risques et des nuisances. Ces « documents de planification » constituent aujourd'hui une part importante de l'action publique en matière d'environnement.En dépit de cette omniprésence, sur la scène politique autant que dans le droit, la planification environnementale se présente comme un objet aux contours juridiques flous, dont la place et le rôle au sein des politiques publiques demeurent mal définis. De manière primordiale, c'est donc la définition d'une grille de lecture permettant d'en comprendre les enjeux fondamentaux que propose cette thèse : au-delà de l'identification des dénominateurs communs à l'ensemble des documents d'environnement, la présente recherche s'attache à inscrire la planification environnementale dans son milieu non seulement politico-juridique, mais aussi historique, social et économique.C'est par le biais de cet exercice de contextualisation qu'il est possible de dépasser les éventuelles critiques dont peut faire l'objet son utilisation contemporaine, pour replacer la planification environnementale au cœur des mutations du droit public. Praised by recent political discourse, environmental planning is a practice that has been used in environmental law since the late 1960s. It generally takes the form of plans, maps or schemes responsible for organizing - in the medium or long run - the protection of the natural environment and its resources, the protection of the landscape or the prevention of risks and nuisances. Today, these "planning documents" constitute an important part of public action in environmental matters.Despite this omnipresence, on the political scene as much as in law, environmental planning is an object with vague legal contours, whose place and role within public policies remain poorly defined. This thesis therefore proposes the definition of a reading grid that will allow to understand the fundamental issues at stake: beyond the identification of the common denominators of all environmental documents, this research endeavors to place environmental planning in its political and legal environment, as well as in its historical, social and economic context.It is through this contextualization exercise that it becomes possible to go beyond the possible criticisms of its contemporary use, and to place environmental planning at the heart of the changes in public law. Through a cross-cutting analysis - which requires to place the focus at the crossroads of environmental law, administrative law, local government law, as well as administrative science and economics - it appears that it reflects the tensions, the challenges, but also the paradoxes, that have been present in public authorities since the end of the Second World War: both a prototype and an archetype of contemporary developments in public law, environmental planning can be read as the receptacle of the legal changes begun in France during the “Trente Glorieuses”, but also as a laboratory for the institutional and legal transformations that characterize France, which must manage economic, social, and now ecological crises

ENGLISH ABSTRACT: This exploratory study attempts to establish the readiness of the Namibian government in using social media as a strategy for public participation. The subject of public participation as a strategy to improve the process of policymaking has been researched extensively. Similarly, the use of social media to promote public participation which in turn influences service delivery is gaining popularity in many scholarly works. However, there is still a paucity of research investigating the use of social media as a public participation strategy to improve policymaking. Given the speed at which people worldwide have embraced the use of social media, the current study provides an opportunity to establish how the Namibian government can utilise social media as a strategy to facilitate public participation. This two-way engagement is necessary to improve the government’s efforts in the development of policies and programmes and ultimately improved service delivery. Theoretically, the analysis in this study centred on theories of public participation and emergent theories of the use of social media for good governance. The current study utilised a multi-case study approach and a combination of research techniques in collecting data. These included document analysis – in both paper and digital formats – and unstructured interviews with key respondents from the main government institutions and their strategic role in the implementation of e-government in Namibia. The study employed a systematic approach in answering all five research questions to meet the research objectives. It concludes that, although the Namibian context and legislative framework support public participation broadly, there are still a number of challenges which impact on the readiness to use social media as a strategy for public participation in the Public Service of Namibia. Following this, a set of recommendations for both policy and further research is presented.
AFRIKAANSE OPSOMMING: Hierdie ondersoekende studie poog om die gereedheid van die Namibiese regering om sosiale media as werktuig vir publieke deelname te vestig. Die onderwerp van publieke deelname as ’n werktuig om die beleidmakingsproses te verbeter, is reeds omvattend nagevors. Die gebruik van sosiale media om publieke deelname te bevorder wat om die beurt dienslewering beïnvloed, neem in verskeie akademiese bronne toe in populariteit. Navorsing wat die gebruik van sosiale media as werktuig vir publieke deelname om beleidsmaking te verbeter is skaars. Gegewe die spoed waarteen mense wêreldwyd die gebruik van sosiale media aanneem, bied hierdie studie die geleentheid om vas te stel hoe die Namibiese regering sosiale media as werktuig om publieke deelname te fasiliteer, kan gebruik. Hierdie tweerigtingbetrokkenheid is noodsaaklik om die regering se pogings in die ontwikkeling van beleide en programme en uiteindelik dienslewering te verbeter. Teoreties is die analise in hierdie studie gesentreer om teorieë oor publieke deelname en opkomende teoreë oor die gebruik van sosiale media vir goeie regeringsgedrag. Die huidige studie het ’n veelvoudige gevallestudie en ’n kombinasie van navorsingstegnieke ingespan om data in te samel. Dit het dokumentanalise – beide papier- en digitale formate – en ongestruktureerde onderhoude met sleutelrespondente van die hoofregeringsinstansies en hul strategiese rol in die implementering van e-regering in Namibië ingesluit. Die studie het van ’n sistematiese benadering gebruik gemaak om al vyf navorsingsvrae te beantwoord om sodoende aan die navorsingsdoelstellings te voldoen. Die studie bevind dat alhoewel die Namibiese konteks en wetgewende raamwerk publieke deelname breedweg ondersteun daar steeds ’n aantal uitdagings is wat ’n impak het op die gereedheid van sosiale media as ’n werktuig vir publieke deelname in die Openbare Diens van Namibië. Vervolgens word ’n stel voorstelle vir beide beleid en verdere navorsing aangebied.

This thesis deals with the digitization of public services. It seeks to explain why some countries appear to digitize their public service offer at greater speed and with more ease than others, despite similar backgrounds in terms of wealth, IT infrastructure and administrative capacity. For this, the cases of Denmark, France and Germany are compared with respect to their implementation of encompassing, national systems for the provision of citizen-friendly public services online. The time frame under observation roughly covers the years 2000 until the late 2010s. Expert interviews and governmental documents form the basis for the analysis. The dominant administrative culture as well as the politicoadministrative structure that governs responsibility for administrative service provision emerged as the principal forces to explain the speed and success of states’ digitization efforts. A bureaucratic cultural legacy slows down the drive to digitize public services. A decentralized and incoherently organized administrative structure renders digitization more difficult, time-intensive and costly and leads to a disjointed service offer.

In a quest to offer better services to both citizens and businesses throughout Africa, efforts to adopt e-government projects are gaining momentum. As a result of this, there is a need for effective measurement of delivery and quality of such e-services. Currently, there are several metrics applied to measure and rank the e-readiness of various African countries. However, while these measures have provided a source of comparative analysis between different e-government projects, they are far from being perfect. For example, most of these measures are diverse and difficult to compare, since they assume ‘one size fits all’ and ignore differing environmental, cultural and contextual factors of various countries. Further criticisms of these measures are that they are ‘first generation metrics’ designed for developed countries, as opposed to developing countries. Thus, the crux of the research problem was that there are no suitable evaluation strategies for understanding and measuring the effectiveness of e-government services in order to improve the management thereof, and thereby attain the best possible value for citizens. The objective of this study was to develop a framework, for evaluating the effectiveness of e-government services in a typical developing country. Tanzania’s mainland was chosen as the context for this study: as a typical developing African country, its early phase of e-government development provided an optimal case for this study concerned with the useful and effective evaluation of e-government services. I have chosen a qualitative research method paradigm, underpinned by an interpretive approach, to facilitate both research objectives: developing an evaluation framework after determining the necessary evaluation parameters. Empirical evidence was gathered via interviews with e-government practitioners in Tanzania and via focus groups with selected citizens. Other sources of data included government documentation (policies and strategies) and government websites. The data was analysed through the combined application of an adapted grounded theory method and interpretation. Using the latter analytical processes several effectiveness dimensions of e-government services were derived. Through further analysis these were synthesised into the main output of the study viz. an e-government citizen satisfaction framework (ECSF). This framework, a unique contribution to the existing body of knowledge, demonstrates how citizen and government imperatives should be amalgamated to evaluate the effectiveness of e-government services. The findings further support and advance Information Technology management within government, as this is the first comprehensive framework to ensure an integrated approach for monitoring and evaluating e-government programmes. This study also combines important ideas from two existing domains—service management and IS evaluation—to generate new foundations leading to further work by researchers.

O advento das tecnologias traz para a área da comunicação pública a possibilidade de mudar o processo de diálogo entre governo e cidadão. Isto implica o fortalecimento da democracia, tornando a sociedade mais participativa com acesso a informações. Esta pesquisa avaliou a acessibilidade e a presença de informações sobre políticas públicas para as pessoas com deficiência disponíveis nos portais eletrônicos das 15 cidades sede das regiões administrativas do Estado de São Paulo: Araçatuba, Araraquara, Barretos, Bauru, Campinas, Franca, Marília, Presidente Prudente, Registro, Ribeirão Preto, Santos, São Carlos, São José do Rio Preto, São José dos Campos e São Paulo. A metodologia de pesquisa utilizou a análise de conteúdo, verificando informações sobre políticas públicas para deficientes por meio de 14 categorias de avaliação: antecedentes, diagnóstico, objetivos, metas, recursos atuais, ações atuais, recursos planejados, ações planejadas, eficiência, eficácia, custo-efetividade, impacto, satisfação do usuário e equidade. Foram analisadas 73 páginas web, que alcançaram 20% do total que, no âmbito teórico-metodológico da pesquisa, se considera necessário para a caracterização completa de uma política pública. Os municípios de Araçatuba, Araraquara, Marília e Registro não apresentaram informações sobre a temática analisada em seu portal eletrônico. Para avaliar a acessibilidade nas páginas web, foi utilizado o Modelo de Acessibilidade de Governo Eletrônico, do governo federal brasileiro, e o software DaSilva, o qual detectou 1.419 erros de acessibilidade. Os resultados indicam a insuficiência das informações e dos recursos de acessibilidade nos portais analisados
The technologies advents bring to the public communication area the possibility of changing the dialog process between the government and the citizen. That means, strengthening the democracy, turning the society to a more participative one with access to information. This dissertation project assessed the acessibility and the quality of information in the public policy area applied to the disabled people available on the electronic portals of 15 administrative cities in the São Paulo State: Araçatuba, Araraquara, Barretos, Bauru, Campinas, Franca, Marília, Presidente Prudente, Registro, Ribeirão Preto, Santos, São Carlos, São José do Rio Preto, São José dos Campos and São Paulo. The methodology of this dissertation used the content analyses, verifying information about public policy to disabled people throughout 14 assessment categories: antecedents, diagnosis, objectives, targets, current resources, current actions, determined resources, effectiveness, cost-effectiveness, impact, user satisfaction and fairness. It was detected 73 policies in the web pages which took up 20% of the information quality index, surrounding the theory and methodology of this dissertation, it is necessary to the complete characterization of a public policy. Only the cities of Araçatuba, Araraquara, Marilia and Registro showed no policy on their web portal. In order to acess the acessibility on web pages it was used the assessment report developed by the e-mag, through the Virtual Acessibility Project and the evaluator dasilva, which found 1,419 accessibility errors through three assessment priorities. The results indicate the lack of information and accessibility resources of the analyzed portals

Beginning with the notion that the dominant economic ideology in society is in a position to direct and serve the public interest, it is reasonable to ask if the public interest is well served by that ideology. That is the objective of this dissertation. In contemporary America, the dominant economic ideology is neo-liberalism, an evolutionary form of capitalism with its foundation in market fundamentalism, and characterized by an acute focus on profit and material acquisition and minimal involvement of government in the economy. The prefix neo derives from the ostensible return of liberalism to those free market values after a detour in the mid-20th century when it appeared that state intervention in the economy would result in redistributionist social welfare policies.

This dissertation examines the research questions: Does neo-liberalism serve the public interest? If not, what alternatives to neo-liberalism exist that better serve the common good? Answering these questions requires the subject to be parsed into a number of additional questions, each of which is explored in an independent essay. The essays discuss the nature of the public interest and role of self-interest in forming neo-liberal values. In addition, the essays examine the institutional responses to neo-liberalism through business as manifested by the corporate social responsibility movement and through government as manifested by welfare capitalism and, in particular, social democracy.

The conclusion drawn is that neo-liberalism is not conducive to the public interest and that social democracy offers a structure for a more economically efficient and morally just society. Policy prescriptions and arguments favoring social democracy are offered.

ENGLISH ABSTRACT: Electronic government holds the promises of enabling government to become more efficient in the delivery of services to the public. E-government would ultimately mean that government departments would not work in isolation from each other. The electronic environment would mean that databases would be linked and that information would be shared across all levels of government. There are a number of issues that are presently, and will increasingly in the future impact on the success of e-government. The paradox for e-government is that while this sharing of information, paints a picture of an ideal state of affairs, that would benefit both citizen and state, there could be enormous effects on privacy. These are the ability for government to compile comprehensive profiles on citizens without their knowledge or consent. Another impact on privacy is that wrong information can be linked to the wrong person thereby impacting on the identity of an individual. Data protection and record management policies and legislation are necessary to protect personal data and information.
AFRIKAANSE OPSOMMING: Elektroniese regeringsdienste hou enorme voordele in om 'n meer effektiewe diens aan 'n land se inwoners te lewer. 'n E-regering stel staatsdepartemente in staat om nie meer in isolasie te werk nie, dat databasisse gekoppel en inligting op alle regeringsvlakke gedeel kan word. Daar is egter elemente in 'n e-regeringstruktuur wat 'n beduidende impak op die toekomstige sukses daarvan kan uitoefen. The role and power of ICT today, particularly the Internet, cannot be underestimated. The Internet has a great impact on the business environment, where a large majority of companies and organisations have made substantial investments in an online presence in the form of websites, as well as the IT infrastructure needed to improve business processes. In terms of websites, research has shown that it is critical to identify the target market of the site and the actual users, and to construct the site according to their specific needs and preferences. This is to a large extent the focus of the field of Human Computer Interaction. It therefore makes perfect sense that many software products and websites fail to meet the users‟ needs, as they are designed mainly by Western designers for Eastern and African users. In essence, the failure is due to the fact that the design does not accommodate the cultural behaviours, understandings and preferences of the intended users, thus making it difficult for them to use and adopt them. This has been confirmed by many researchers who have studied various culture dimensions and their relation to Web design. As mentioned, the role of the Internet in terms of its effect in the business world is becoming increasingly important. However, the Internet could prove to play an influential role in the public sector as well and could therefore be used as a critical tool by government in the form of e-Government. Many countries are adopting e-Government initiatives in an attempt to improve their relations within government itself and with their citizens and businesses. This would help them to render better service delivery and at the same time empower the citizens to also participate in the governance of the country itself. The concept for this dissertation was formulated in terms of three key ingredients: e-Government, culture dimensions and Web design. The purpose of this dissertation is to examine the way a specific culture dimension, referred to as the cultural-context dimension, which focuses on the communication process, can impact in Web design. Once this is achieved, it will be possible to determine how this can positively affect the design of the South African e-Government website so that the overall usability of the site may be improved. The improvements will be justified because the site would then match the cultural behaviours, perceptions and Web design preferences of South African users. In short, the goal of this III dissertation is to provide guidelines and recommendations that will improve the South African e-Government website (www.gov.za) by examining anthropologist Edward Hall‟s cultural-context dimension and its role in the Web design process.

The purpose of this study is to develop an e-government readiness model and to test this model. Consistent with this model several instruments, IS assessment (ISA), IT governance (ITG), and Organization-IS alignment (IS-ALIGN) are examined for their ability to measure the readiness of one organization for e-government and to test the instruments fit in the proposed e-government model. The ISA instrument used is the result of adapting and combining the IS-SERVQUAL instrument proposed by Van Dyke, Kappelman, and Pybutok (1997), and the IS-SUCCESS instrument developed by Kappelman and Chong (2001) for the City of Denton (COD) project at UNT. The IS Success Model was first proposed by DeLone and McLean (1992), but they did not validate this model. The ITG instrument was based on the goals of the COD project for IT governance and was developed by Sanchez and Kappelman (2001) from UNT. The ISALIGN instrument was also developed by Sanchez and Kappelman (2001) for the COD project. It is an instrument based on the Malcolm Baldrige National Quality Award (MBNQA) that measures how effectively a government organization utilizes IT to support its various objectives. The EGOV instrument was adapted from the study of the Action-Audience Model developed by Koh and Balthazrd (1997) to measure how well a government organization is prepared to usher in e-government in terms of various success factors at planning, system and data levels. An on-line survey was conducted with employees of the City of Denton, Texas. An invitation letter to participate in the survey was sent to the 1100 employees of the City of Denton via email, 339 responses were received, yielding a response rate of 31%. About 168 responses were discarded because they were incomplete and had the missing values, leaving 171 usable surveys, for a usable set of responses that had a response rate of 16%. Although the proposed and some alternate models were partially consistent with the hypothesized theory, the confirmation of the relationships among the constructs warrants further research via either by replication of this research or by development a new theoretical model. However, the significant validity and reliability measures obtained in this study indicate that the e-government readiness model has the potential for use in future studies.

ENGLISH ABSTRACT: In this study the assumption is made that the delivery of a professional internal audit service has a direct bearing on the improvement of effectiveness of services delivered. Internal auditing in the public sector, compared to the private sector, is still at an early stage of development. A change in emphasis brought about by the new Constitution has led to a demand for stronger accountability and transparency. The internal audit profession has an important role to play by assisting management in the effective, efficient and economic reaching of goals and objectives. To fulfil this role successfully it is necessary for the internal auditor to possess specific skills and knowledge to perform audit tasks unique to the public sector. The hypothesis as formulated emphasises the relationship between professional internal auditing and organisational effectiveness. Through the content of this study project it is endeavoured to prove this point. An investigation into the field of internal auditing was undertaken by means of a study of the available literature, including the Standards for Professional Practice of Internal Auditing. Opinions and information were obtained from management and other persons involved with auditing by means of a questionnaire. The opinions and information were. integrated to obtain a comprehensive picture. A study of the literature revealed that internal auditing is supported by four pillars, namely: - Achieving objectives - Safeguarding and using of assets - Economic, effective and efficient execution of functions - Compliance with policy, prescripts and regulations. The literature also describes a definite process followed during an audit. During the audit process risk factors must be taken into account. Technical aspects relating to internal auditing is covered in the literature, but references to examples in the public sector are lacking. This deficiency was identified during the field study by means of a questionnaire. Respondents indicated in questionnaires that effectiveness of management, financial information and compliance with controls must be subjected to internal auditing. Management views the internal audit as a source of information on the activities of every department. The recommendations for professional internal auditing in the public sector are aimed at promoting accountability and transparency in the organisation. To ensure effective internal auditing it is necessary for the internal auditor to take note of the environment in which the organisation's activities play a role. A study of public administration as a management science is therefore important for the internal auditor to obtain insight into a holistic approach regarding the activities of public sector organisations.
AFRIKAANSE OPSOMMING: In hierdie studie word as uitgangspunt die aanname gemaak dat daar 'n verband bestaan tussen die lewering van 'n professionele diens deur die interne ouditeur en die effektiwiteit van dienste wat aan interne ouditering onderwerp word. Interne ouditering in die openbare sektor in vergelyking met die privaatsektor, is nog in 'n begin stadium van ontwikkeling. 'n Klemverskuiwing wat teweeggebring is deur die nuwe Grondwet het daartoe gelei dat groter rekenpligtigheid en deursigtigheid vereis word. Die interne oudit beroep het 'n belangrike rol te speel deur bestuur by te staan in die effektiewe, doelmatige en ekonomiese bereiking van doelwitte. am hierdie rol suksesvol te vervul is dit nodig dat die interne ouditeur oor bepaalde vaardighede en kennis sal beskik om oudittake uniek aan die openbare sektor professioneel uit te voer. Die hipotese soos geformuleer beklemtoon die verband tussen professionele interne ouditering en organisatoriese effektiwiteit. Met die inhoud van die werkstuk word daar gepoog om die punt te bewys. 'n Ondersoek na die gebied van interne ouditering is onderneem deur 'n studie te maak van beskikbare Iiteratuur, insluitend die Standaarde vir Professionele Praktykvoering van Interne Ouditering. Deur middel van 'n vraelys is menings en inligting van bestuur en persone betrokke by ouditering verkry. Die menings en inligting is saamgevoeg om 'n geheelbeeld te verkry. 'n Studie van die Iiteratuur toon dat interne oudit deur vier pilare ondersteun word naamlik: - Bereiking van doelwitte - Beveiliging en aanwending van bates - Ekonomiese, effektiewe en doelgerigte uitvoering van funksies - Nakoming van beleid, voorskrifte en regulasies. Die Iiteratuur beskryf 'n bepaalde proses wat gevolg word tydens ouditering. Gedurende die ouditproses moet risikofaktore in ag geneem word. Tegniese aspekte verbonde aan interne ouditering word gedek, maar verwysings na voorbeelde uit die openbare sektor ontbreek grootliks in die Iiteratuur, vandaar die noodsaaklikehid vir 'n veld studie wat deur middel van 'n vraelys gedoen is. Respondente het in die vraelyste aangedui dat effektiwiteit van bestuur, finansiele inligting en die nakoming van kontroles aan interne ouditering onderwerp moet word. Bestuur beskou die interne ouditeur as 'n bron van inligting oor die aktiwiteite van elke departement. Die aanbevelings vir professionele interne ouditering in die open bare sektor is daarop gemik om rekenpligtigheid en deursigtigheid van 'n organisasie te bevorder. Om effektiewe interne ouditering te verseker is dit noodsaaklik dat die interne ouditeur ook kennis dra van die omgewing waarin die organisasie se aktiwiteite 'n rol speel. 'n Studie van Publieke Administrasie as 'n bestuurswetenskap sal dus vir die interne ouditeur van belang wees om insig te verkry in 'n holistiese benadering tot aktiwiteite van openbare sektor-organisasies.

L'objectif de cette recherche est d'étudier les facteurs qui déterminent l'adoption individuelle des outils électroniques de l'achat public et le rôle que la confiance peut y jouer. Pour détecter et analyser les déterminants de l'adoption et explorer la place de la confiance, cette recherche réunit les apports d'une approche exploratoire qualitative avec ceux d'une étude confirmatoire quantitative. Elle a permis à travers la mise en œuvre de plusieurs méthodes de collecte et d'analyse statistique d'identifier les facteurs qui déterminent l'adoption des outils électroniques de l'achat public à la fois par les acheteurs publics et par les entreprises privées. Ce comportement d'adoption est affecté par plusieurs facteurs qui renvoient à la technologie, à l'individu et au contexte organisationnel, culturel, social, etc. Cette recherche a aussi permis de montrer que la confiance est fondamentale et qu'elle peut se décliner en plusieurs facettes, à savoir la confiance en soi, la confiance envers la technologie, la confiance envers les partenaires et la confiance envers l'organisation. L'analyse avec la modélisation structurelle montre que l'adoption d'une technologie est la résultante de ses caractéristiques techniques et fonctionnelles, du niveau de confiance de l'utilisateur envers l'interaction avec cette technologie et de la pertinence du pilotage managérial et de l'accompagnement qui lui est assuré
The purpose of this research is to study the factors that determine individual adoption of electronic procurement tools and the role that trust can play. To detect and analyze the determinants of adoption and explore the place of trust, this research brings together the contributions of a qualitative exploratory approach with those of a confirmatory quantitative study. This research, trough the implementation of several collection methods and statistical analysis, identified factors that determine adoption of electronic tools for government purchase both by public purchasers and private companies. This adoption behavior is affected by several factors that relate to the technology, to the individual and to the organizational context (cultural, social, etc. . . ). This research has also shown that trust is fundamental and can come in several aspects, namely self-confidence, trust in technology, trust in partners and in organization. The analysis with structural modeling shows that technology adoption is the result of its technical and functional characteristics, the confidence level of the user towards the interaction with this technology, and the monitoring provided

Resumo: Com as facilidades e resultados oferecidos pelos sistemas de gerenciamento automatizados, cada vez mais os municípios eliminam documentos físicos, e armazenam digitalmente suas informações. Uma das consequências diretas disso é a criação de um grande volume de dados. Em geral, estes dados são coletados por meio das Tecnologias da Informação e Comunicação (TIC) e armazenados em bases de dados transacionais. Nestes ambientes, os dados possuem relacionamentos complexos entre si, o que dificulta a identificação de padrões e comportamentos. Diversas instituições utilizam técnicas de mineração de dados para identificar padrões e comportamentos ocultos em seus dados operacionais. Estes padrões podem auxiliar no planejamento de ações futuras e melhorar a gestão dos recursos financeiros, humanos e tecnológicos. A análise inteligente dos dados operacionais de uma instituição pode ser realizada através das Ferramentas de Apoio e Suporte a Tomada de Decisão (FASTD). Estas ferramentas permitem analisar um grande volume de dados a partir de regras previamente estabelecidas. Estas regras são apresentadas para as FASTD na fase de treinamento, quando a ferramenta aprende sobre os padrões que deve buscar. Este trabalho apresenta um processo de suporte à tomada de decisão com base em mapas auto-organizáveis. Aplicado às ferramentas de governo eletrônico, este processo permite identificar padrões em um grande volume de dados de maneira autônoma, ou seja, dispensando o conjunto de regras para treinamento. Para realizar o estudo de caso, utilizaremos informações cedidas pela Prefeitura Municipal de Campinas, São Paulo, Brasil
Abstract: Due to the characteristics offered by automated management systems, municipal administrations are now attempting to store digital information instead of keeping their physical documents. One consequence of such fact is the generation of large volume of data. Usually, these data are collected by ICT technologies and then stored in transactional databases. In this environment, collected data might have complex internal relationships. This may be an issue to identify patterns and behaviors. Many institutions use data mining techniques for recognize hidden patterns and behaviors in their operational data. These patterns can assist to future activities planning and provide better management to financial resources. Intelligent analysis can be realized using the Support Tools and Support Decision Making (STSDM). These tools can analyze large volume of data through previously established rules. These rules are presented for STSDM in the training phase, and the tool learns about the patterns that should look. This work proposes a process to support decision making based on self-organized maps. This process, applied to electronic government tools, can recognize patterns in large volume of data without the set of rules for training. To perform our case study, we use data provided by the city of Campinas, Sao Paulo

An exploratory case study of the Virginia Business Higher Education Council (VBHEC), a higher education lobbying group of business and education interests, was conducted to gain greater insight to state-level higher education interest group formation. A qualitative method was utilized and interviews with founding members of the VBHEC were carried out to understand why participants felt the need to organize such a group at that particular time as well as why members joined the group and continued their participation. The case study covered the time period from the early 1990s through the Council's incorporation in September of 1996. Findings were compared to prevailing theories of interest group formation: (a) that interest groups form in response to a disturbance in the environment (Truman, 1951); (b) that group members require the receipt of benefits for their participation (Olson, 1965); (c) that group leaders require benefits to sustain their participation (Salisbury, 1969); and (d) that interest group formation requires individuals who share a deep commitment to a particular philosophy or ideology (Moe, 1980; Sabatier, 1992).;The findings of the VBHEC case study provide support for the assertion that interest groups form when disturbances in the operating environment occur and that a group's sustainability can be attributed to members' deep commitment to a shared ideology or philosophy. The case study also provided strong evidence of the important role an interest group's leadership plays in sustaining member interest and participation. Participants indicated that the viability of the VBHEC rested primarily in the continued leadership of the group's chair while analysis of the group's formal and informal leadership provided evidence that having politically astute leadership attuned to changes in the political environment also facilitated the group's formation. The case study did not, however, provide evidence to support the assertion that an interest group's leaders required benefits in return for taking on a leadership role.

Considerando o aprofundamento da relação Estado e Sociedade; o fortalecimento do conceito de governança pública, enquanto capacidade do Estado de implementar as políticas necessárias para o alcance de objetivos comuns; a exigência, por parte da governança pública, de uma efetiva comunicação pública; e o uso contínuo da Internet pela população no Brasil, o objetivo desta pesquisa foi investigar como as prefeituras dos municípios brasileiros têm se utilizado da Internet, em especial dos portais governamentais e das redes sociais, para comunicação dos princípios de governança pública. Na fundamentação teórica foram abordados os conceitos de governança corporativa, governança pública e comunicação pública e a inter-relação entre os conceitos apresentados e a utilização da Internet. A pesquisa foi classificada aplicada, descritiva e utilizou como delineamento o estudo de casos múltiplos. As técnicas utilizadas para alcance dos objetivos foram observação dos portais governamentais e das redes sociais, por meio de formulários próprios desenvolvidos para esta pesquisa, e questionário enviado aos gestores de comunicação das prefeituras pesquisadas. Os principais resultados obtidos permitem afirmar que todos os princípios de governança pública estão, em algum grau, presentes e sendo comunicados por meio dos portais governamentais. Em relação às redes sociais, pode-se afirmar que, embora a presença, as atividades e os impactos das prefeituras nas redes sociais sejam elevados, é baixa a comunicação dos princípios de governança pública por intermédio das redes sociais. Quanto à percepção dos gestores de comunicação entrevistados, os resultados permitem inferir que existem dificuldades na comunicação dos princípios de governança pública por intermédio dos portais governamentais. Por fim, os resultados da identificação das práticas de comunicação de governança pública utilizadas pelos governos municipais indicam que os portais são predominantemente utilizados como ferramentas de práticas de informação. A rede social Facebook é utilizada, em grande parte, para práticas de informação, consulta e participação ativa, o YouTube é utilizado para práticas de informação e consulta e o Twitter para práticas de informação. A discussão apresentada neste estudo faz-se relevante, pois evidencia que, de maneira geral, os princípios de governança pública não estão sendo efetivamente comunicados pelas prefeituras em diferentes ferramentas eletrônicas por intermédio da Internet.
Considering the deepening of the relationship between State and Society, the strengthening of the concept of public governance, as State's ability to implement the necessary policies to achieve common goals, the demand, by the public governance, of an effective public communication and the continued use of the Internet by the population in Brazil, the goal of this research was to investigate how the governments of the brazilian municipalities have used the Internet, particularly the governments’ portals and the social networks, to communicate the public governance principles. In the theoretical foundation were addressed the concepts of Corporate Governance, Public Governance and Public Communication and the interrelationship between these concepts and the use of the Internet. The research was classified as applied, descriptive and as a multiple case study in what refers to the design. The techniques used to achieve the goals were observation of governmental web portals and Internet social networks using self-developed forms, and a questionnaire sent to the communication managers of the studied prefectures. The main results obtained allow us to affirm that all the principles of Public Governance are, in some degree, present and being communicated through the governmental portals. In relation to social networks, it can be stated that despite the presence, activities and impacts of municipalities on social networks being high, the degree of communication of public governance principles through social networks is low. As for the perception of communication managers interviewed, the results allow us to infer that there are difficulties in communicating the principles of public governance through the governmental portals. Finally, the results of identifying the communication practices of public governance used by the municipal government indicate that the portals are predominantly used as tools of information practices. The social network Facebook is used largely for information practices, consultation and active participation, while YouTube is used for information and consultation practices and Twitter for information practices. The discussion presented in this study is relevant as evidence that, in general, the principles of public governance are not being effectively communicated by municipalities in different electronic tools through the Internet.
