The collaborative work of multiple authors based in different departments and roles within the university offers a holistic picture of current international education policies and practices, and how they coalesce to shape the experiences of all affected stakeholders. The book focuses on questions of cultural difference and the development of intercultural capital. and highlights engagement with English dominance, language matters and multilingualism in everyday experiences and pedagogical practices in the institution. Political economy debates have focused on the internationalization of private capital. But foreign states increasingly enter domestic markets as financial investors. How do policy makers in recipient countries react? Do they treat purchases as a threat and impose restrictions or see them as beneficial and welcome them? What are the wider implications for debates about state capacities to govern domestic economies in the face of internationalization of financial markets? In response, the book develops the concept of ‘internationalized statism’—governments welcoming and using foreign state investments to govern their domestic economies—and applies it to the most prominent overseas state investors: Sovereign Wealth Funds (SWFs). Many SWFs are from Asia and the Middle East and their number and size have greatly expanded, reaching $9 trillion by 2020. The book examines policies towards non-Western SWFs buying company shares in four countries: the US, the UK, France, and Germany. Although the US has imposed significant legal restrictions, the others have pursued internationalized statism in ways that are surprising given both popular and political economy classifications. The book argues that the policy patterns found are related to domestic politics, notably the preferences and capacities of the political executive and legislature, rather than solely economic needs or national security risks. The phenomenon of internationalized statism underlines that overseas state investment provides policy makers in recipient states with new allies and resources. The study of SWFs shows how and why internationalization and liberalization of financial markets offer national policy makers opportunities to govern their domestic economies.

This book, consisting of nine chapters, is the result of multiple theoretical and empirical research carried out by students in the post-graduate program in education (PPGE) at Universidade Nove de Julho (UNINOVE). The object of the research was to carry out a study on the new models of higher education, implemented in Brazil between 2005 and 2013. The studies carried out focus, above all, on institutional principles, student access policies, the internationalization process, quota policies, and mechanisms for inclusion in higher education for public school students. These were studies that used, as a theoretical basis, epistemological models of a counter-hegemonic character and, from a methodological point of view, an essentially qualitative approach. The studies showed, generically, the possibility of building other models of higher education capable of overcoming the elitism, characteristic of traditional universities. The inclusion of students from public school reveals that it is possible to make higher education a right for everyone, democratizing it, in the sense of establishing social and cognitive justice. China’s extraordinary economic growth over recent decades underpins the top global rank of its financial centres of Hong Kong, Shanghai, and Beijing. Hong Kong is China’s window to global capital, an Asia-Pacific leader, and one of the top three global financial centres, along with London and New York. Shanghai is the commercial-financial centre, and Beijing is the political-regulatory centre of China. Government policy supports stock- and bond-connect programmes among its exchanges, Fintech, internationalization of the renminbi, and its ‘Belt and Road’ initiative and associated Asian Infrastructure Investment Bank (AIIB). These directly and indirectly strengthen China’s internal financial centre networks and the centres’ global links. The government’s political and economic policies maintain Hong Kong as a premier global centre. China controls its banks, and its strength as a large economy will help mitigate the impacts of a global financial crisis.

This book contains the doctoral dissertation as a requirement to obtain the degree of Doctor of International Education from the Autonomous University of Tamaulipas, Mexico. The first part presents the research context and its strategy. Chapter I contains the historical background of the National Technological Institute of Mexico and its current characteristics which, grouped by the size of its enrollment. The heterogeneity of the origin of the National Technological Institute of Mexico and the extent of its presence and influence in all corners of the country is unavoidable, which allows us to understand its importance within the national educational system. Chapter II analyzes the concept of internationalization of higher education, its different historical aspects and those that have had preeminence in Mexico and Latin America, detailing the organizational base that they have raised and experienced, and from which reference has been taken. Of all of them, some policies and strategies developed in the largest universities in our country that are described there have been recovered.

Between its emergence in the 1870s and the beginning of the First World War, public perception of the anarchist movement and the theoretical and legal frameworks used to comprehend and control it underwent a dual process of criminalization and internationalization. The use of terrorism by anarchists was pivotal to these evolutions, as was its reception by alarmed populations and governments faced with unprecedented forms of political violence. Anarchism became increasingly identified as a political crime sanctioned by extensive laws at the national level and, at the internal level, by comprehensive protocols and extradition and deportation measures. These changes affected most European nations and the Americas similarly, making anarchism a clear instance of the globalization of militant politics. The “battle against international anarchism” was also a catalyst in the development of an international criminal system, as it accelerated the exchange of policing models and techniques.

Is English a bridge or a barrier to economic advancement and social mobility as it spreads worldwide? To what extent do domestic and global politics determine those outcomes? Who are the winners, losers, and resisters? How are France and China using the “soft power” of language to overtake English, and to what ends? What role do globalization, a knowledge-based economy, and neoliberalism play in these developments? Using education as its lens, this book critically unpacks these and related questions in a sweeping journey across four continents through diverse political and historical settings. It begins in Europe with the European Union and its promotion of multilingualism and with controversies over English-taught courses and programs in universities in the name of internationalization. It then moves to the postcolonial world, where disputes over English in the schools reveal longstanding grievances and the inequities of historically rooted and politically motivated language policies, and where French is losing its hold to English in some former French-speaking colonies. It finally shifts to the United States, where state and local officials and grassroots organizers are addressing the “foreign language deficit” and initiating programs that promote multilingualism. Drawing on a vast store of interdisciplinary research, interviews, court decisions, political commentary, literature, and popular culture from across the globe and in multiple languages, the book makes the case for a common global language (English for now) as a core component of multilingualism in a world that is growing smaller, more diverse, and more politically uncertain by the nanosecond.

Empires of Antiquities is a history of the rediscovery of the imperial civilizations of the ancient Near East in a modern imperial order that evolved between the outbreak of the First World War and the decolonization of the British Empire in the 1950s. It explores the ways in which near eastern antiquity was redefined and experienced, becoming the subject of imperial regulation, modes of enquiry, and international and national politics. A series of globally publicized spectacular archaeological discoveries in Iraq, Egypt, and Palestine, which the book follows, made antiquity material visible and accessible as never before. The book demonstrates that the new definition and uses of antiquity and their relations to modernity were inseparable from the emergence of the post-war international imperial order, transnational collaboration and crises, the aspirations of national groups, and collisions between them and the British mandatories. It uniquely combines a history of the internationalization of archaeology and the rise of a new “regime of antiquities” under the oversight of the League of Nations and its institutions, a history of British attitudes to, and passion for, near eastern antiquity and on-the-ground colonial policies and mechanisms, as well as nationalist claims on the past. It points to the centrality of the new mandate system, particularly mandates classified A in Mesopotamia/Iraq, Palestine, and Transjordan, formerly governed by the Ottoman Empire, and of Egypt, in the new archaeological regime. Drawing on an unusually wide range of materials collected in archives in six countries, as well as on material and visual evidence, the book weaves together imperial, international, and national histories, and the history of archaeological discovery which it connects to imperial modernity.

This book presents Central Europe as a key laboratory for the interwar international order. A new regional order of national states, ushered into being by the dissolution of the multinational Habsburg Empire in 1918, was born alongside a new framework for international governance. The region became the key test case for new international organizations like the League of Nations: problems of border drawing, financial collapse, endemic disease, national minorities, and humanitarian aid emerged as domains where the League’s identity and authority were defined and tested. The predicaments of post-imperial sovereignty, meanwhile, sparked supranational initiatives like international policing and treaties to protect the commercial rights of foreigners. These interactions shaped the successor states as well as institutions of international organization, offering unique insights into the relationship between nationalization and internationalization. Central Europe emerges as a crucible for forms and techniques of supranational governance. With chapters covering international health, international financial oversight, human trafficking, minority rights, scientific networks, technical expertise, passports, commercial treaties, borders and citizenship, and international policing, this book pioneers a regional approach to international order, and explores the origins of today’s global governance in the wake of imperial collapse.
