Scholars and policymakers generally assume that multilateral cooperation is a necessary condition for economic sanctions to be of any use. However, previous statistical tests of this assumption have shown that sanctions are more successful with lower levels of cooperation. This puzzle calls into question established theories of economic statecraft as well as theories of international cooperation. In this article I test possible explanations for the ineffectiveness of multilateral cooperation on sanctions events using James Fearon's (1998) breakdown of cooperation into bargaining and enforcement phases as a framework for discussion The empirical results show that when multilateral economic sanctions fail, their failure is due to enforcement, not bargaining problems Without the support of an international organization, cooperating states backslide from promises of cooperation Backsliding occurs because of domestic political pressures and uncertainty about the intentions of the other sanctioning countries; backsliding causes an initial burst of cooperative behavior to decay over time. Without institutional support, cooperation is worse than useless—it is counterproductive. This result suggests that international cooperation is a more fragile equilibrium than previously thought but undercuts realist arguments that international organizations are unimportant.

Introduction. One of the most important stages of the company's participation in international cooperation is undoubtedly the search and selection of a cooperating partner and establishing relationships with him. This plays a key role in achieving the goals and desired results of companies' participation in international cooperation and requires detailed study, systematization and graphical representation. The purpose of the paper is to improve the participation of enterprises in international cooperation by developing a sequence of establishing relationships with foreign cooperating partners in the context of using a certain method of international cooperation. Results. As participation in international industrial cooperation involves long-term partnership and pooling of resources to achieve common goals, the effectiveness of international cooperation depends directly on the cooperating partner. The process of finding and selecting a cooperating partner, establishing relationships with him is long-term and multi-stage, so it requires a clear definition of its components, their sequence and consistency. Thus, one of the necessary conditions for an enterprise to participate effectively in international cooperation is to develop a clear sequence of establishing relationships with a foreign cooperating partner, which consists of seven stages. The result of the successful completion of each of the stages of the proposed sequence of networking is the signing of an agreement with a foreign cooperating partner on the use of a certain method of international cooperation. If at a certain stage the actual results don`t coincide with the planned ones, it is possible to return to the problem areas and make certain adjustments in order to eliminate the shortcomings. Conclusion. Against the background of globalization and integration processes, the role of international cooperation as one of the effective ways to improve the competitiveness of both individual enterprises and the country's economy as a whole is constantly growing. However, the effectiveness of participation in international cooperation depends not only on the company itself, but also on the chosen cooperating partner. The proposed sequence of establishing relationships with a foreign cooperating partner in the context of the implementation of the method of international cooperation is a practically significant and universal tool that companies can adapt to their own goals and peculiarities and repeatedly apply in the future to choose a cooperating partner.

International cooperation to address the threat of climate change has become more institutionally diverse over the past decade, reflecting multiple scales of governance and the growing inclusion of climate change issues in other policy arenas. Cooperation under the United Nations Framework Convention on Climate Change has continued to evolve from the 1997 Kyoto Protocol to the 2015 Paris Agreement, while other governmental and private sector international fora for cooperation have arisen. As the level of activity in international cooperation on climate change mitigation has increased, so too has the related scholarly literature. In this review, we synthesize the literature on international climate change cooperation and identify key policy implications, as well as those findings most relevant for the research community. Our scope includes critical evaluation of the organization and implementation of agreements and instruments, retrospective analysis of cooperative efforts, and explanations of successes and failures.

In the present article the authors describe the essence of cooperation and those strategic problems that can be solved internationally only through cooperation efforts. In this context, the authors propose to understand cooperation as the actions of a few companies, corporations from one country or several countries that through their activities contribute to the achievement of goals of economic, ecological and social importance for a region, a country, many countries or for all humanity. The role of consumer cooperation arises undoubtedly from the fact that, with the craft, it is a component of the private sector, structured coherent, able to guarantee and develop a good middle class individual. Consumer cooperation is mainly directed social section with relatively low income and its role, in the fact, is to unite material and intellectual efforts, to a wide range of individuals can become, through a participatory coherent system, totally economic independent, thus ensuring a decent and adequate social protection. Cooperation generates productive systems based on principles and technologies, it can be multispectral, creates preconditions for demand increasing, solves some marketing problems, creates a comfortable space for the activities of all economic subjects. В статье рассмотрена сущность кооперации и те стратегические проблемы, которые могут быть решены только на международном уровне и путем сотрудничества между странами. Авторы предлагают рассматривать кооперацию как совместные действия нескольких компаний, корпораций из одной или нескольких стран, которые своими дей­ствиями делают вклад в общее экономическое, экологическое и социальное развитие регионов, стран и человечества в целом. Кооперация рождает производственные систе­мы на основе технологий, создает предпосылки для роста спроса, решает проблемы маркетинга, создает условия для эффективного функционирования всех экономических субъектов.

SummaryInterest in the history of consumer cooperation has grown in recent years, but the transnational dimensions of the movement, including the International Cooperative Alliance (ICA), remain under-researched. This paper examines the debates about the meanings of cooperation during the period 1918–1939, focusing on the Nordic countries as a case study within the ICA. The paper considers how cooperators drew on the legacy of the Rochdale Pioneers as the basis for a programmatic statement for the ICA, before turning to explore the implications of this for the ordinary members who shopped in the cooperative stores. Examination of these debates within the cooperative movement can, it is argued, illuminate our understandings of both the transnational politics of consumption, and the ambitions, limits, and practices of internationalism during the interwar years. Lastly, some attention is given to the role of cooperation in the emergence of a distinctive Nordic region.

AbstractInequality, as well as the scope of the duty of justice to reduce it, has always been a central concern of political justice. Income taxation has been seen as a key tool for redistribution and the state was the arena for discussions of justice. Globalization and the tax competition it fosters among states change the context for the discussion of distributive justice. Given the state’s fading coercive power in taxation and the decreasing power of its citizenry to co-author its collective will due to global competition, we can no longer assume that justice can be realized within the parameters of the state. International tax policy in an effort to retain justice often opts for cooperation as a vehicle to support distributive justice. But cooperation among states is more than a way for them to promote their aims through bargaining. Rather, it is a way for states to regain legitimacy by sustaining their very ability to ensure the collective action of their citizens and to treat them with equal respect and concern. The traditional discussion in international taxation seems to endorse a statist position — implicitly assuming that when states bargain for a multilateral deal, justice is completely mediated by the agreement of the states. In contrast, this Article argues that such a multilateral regime intended to provide the state with fundamental legitimacy requires independent justification. Contrary to the conventional statist position, I maintain that cooperating states have a duty to ensure that the constituents of all cooperating states are not treated unjustly because of the agreement. I argue that not only cosmopolitanism but political justice too requires that a justifiable cooperative regime must improve (or at least not worsen) the welfare of the least well-off citizens in all cooperating states. I explain that cooperation alone is no guarantee of improved welfare and that certain transfer payments between rich and poor countries might be required to ensure this.

The construction and development of international transport corridors have become a means of cross-border space governance and promote the flexibility of international industrial chains and supply chains. Due to the uncertainty of cooperation, the development of international transport corridors entails a long-term and complex system of engineering. This paper evaluates a tripartite evolutionary game model on the cooperative construction of international transport corridors (including origin, transit, and destination countries) and analyzes the cooperation mechanism and influencing factors. The cooperative construction of international transport corridors is complex. Factors such as willingness to cooperate, transfer payments, sunk costs, and reputation have a positive impact on the cooperative construction of international transport corridors, but excessive transfer payments hinder cooperation. To promote the construction of international transport corridors, all parties need to have a strong willingness to cooperate; otherwise, the cooperation agreement has a greater probability of becoming invalid. International transport corridors with good development prospects and benefits would accelerate construction progress with the active efforts of participating countries.

"The article deals with the issues of international cooperation in providing legal assistance in the fight against corruption. In addition, this article is devoted to the interaction of law enforcement agencies in the fight against corruption within the framework of regional international organizations. Moreover, within the framework of this scientific study, proposals were analyzed to improve the system of providing legal assistance in the field of combating corruption. The author’s comparative analysis of international conventions, declarations and legislation of foreign countries served as a reflection of the specifics of this article. Moreover, the relevance of the research topic is because the commission of such crimes is characterized by the use of modern technical means and high-tech facilities of air and land transport, a high transcontinental level of organization and real support from many, including illegal, financial sources. The predicted result of such activities was a significant increase in the number of serious crimes of a transnational nature. The lack of proper legal cooperation between states leads to the emergence and spread of a dangerous practice, when criminals, committing a crime in one state, illegally cross the borders of another to avoid the administration of justice and prosecution. The problem of disclosure, investigation, and prevention of such crimes in the framework of international cooperation in criminal matters is the most relevant today"

The world economy entering the era of cooperation and competition, in this case, cooperation has become the basic state of the economy. During the developing process, the change of cooperative stability, which determines cooperative trajectory, is a key scientific problem on collaboration. Cooperative intensity, whose size directly determines the intensity of stability on the cooperation system and affects the evolutive boundary of the cooperative system, is endogenous variables affecting the cooperative stability. In recent years the cooperative strength and the cooperative stability has become a hot research topic on cooperation projects. This paper, drawing on the relative research of other scholars, proposing the concept of cooperative strength, which to discuss how did the endogenous factors affect the cooperative stability, using the relationship between them, builds the model of cooperative stability according with the energy fields, and verifies the existence of stability in cooperative system. The results show that in the evolution of stability of cooperative system, cooperative strength is the internal factor which determines the cooperitive stability. The interaction among the effective factors of the cooperative strength restricts the trajectory of cooperative stability. Its trajectory is complex, but there is still a boundary, which can make cooperative system reach stable state.

Purpose – The purpose of this paper is to explain that the commonly used method allowing for inter-agency cooperation between national financial intelligence units, the memorandum of understanding, is inadequate and ineffective in creating a cooperative global financial intelligence unit capable of combating money laundering typologies on an international scale. Design/methodology/approach – Methods of international financial intelligence unit (FIU) cooperation have chiefly occurred in two ways: first, through the efforts of the Egmont Group; and second, through the inclusion of provisions concerning FIUs contained in international legal documents. The first is an impossibility. Findings – This paper proposes that the result of implementation of the 2012 Financial Action Task Force Recommendations will be an informal network of FIUs where the Egmont group acts as a centralized operator for information exchange, effectively creating an informal global FIU (“GFIU”), but that this system, or a cooperative global financial intelligence unit system based on FIU-to-FIU exchanges will not allow for effective multilateral, international cooperation. Research limitations/implications – This is because national interests and unfamiliarity with capabilities provided in the Egmont Group’s cooperative platform have and will continue to result in under-utilization of cooperative efforts, and because the traditional mechanism employed for FIU-to-FIU exchanges, the memorandum of understanding (“MOU”), makes uniform or standardized information request and transfer procedures that are required for multilateral or multi-agency efforts to combat money laundering across international boundaries an impossibility. Practical implications – The Egmont Group’s cooperational structure should be the primary means by which to achieve a GFIU. Social implications – The global combat on money laundering will be more effective, thereby more fully protecting the global economy. Originality/value – A comparison between the Egmont Group’s network building mechanism and the existing use of MoU to create global cooperation against money laundering has not been analyzed.

Much of international cooperation research has long assumed that building and deepening (i.e. institutionalizing) international agreements can substitute for weak domestic bureaucratic capacity when it comes to promoting cooperative policies between countries. Qualifying this assumption, we argue that domestic bureaucracies are a key piece of international cooperation: the cooperation-inducing effect of international institutions is conditional on the quality of domestic bureaucracies. We examine this relationship in the context of the politics of interstate cooperation over transboundary rivers, an important test case given concerns about looming water conflict in the face of increasing water scarcity. Using data on freshwater-related events, 1984–2006, on the level of institutionalization of river treaties, and on the quality of domestic bureaucracy, we find that domestic bureaucracies moderate the ability of international institutions to elicit cooperative interstate behavior. The finding is robust to a multitude of specifications and provides important implications for institutional research and policy approaches to cooperation problems beyond freshwater.

The rescue of downed Anglo-American aircrews in France during the Second World War highlights the transnational nature of this kind of resistance. From their training to their evasion, flight crews themselves experienced the Second World War without traditional national borders. Moreover, their successful rescue in Occupied France depended on the ability of civilian helpers to think transnationally and to operate with little regard for the nation-state. This article focuses on evasion training, rescue, and postwar attempts to honor civilians for their assistance to highlight these themes of transnational resistance.

This Lecture Has a Dual Theme. Theme Number One is the Organization for Economic Cooperation and Development, the OECD, where I worked from the beginning of 1984 till the spring of this year. I was originally asked by Ghita Ionescu to prepare for Government and Opposition an article on the Organization, as one of a series which the journal has been carrying on different international agencies. Two such articles have already appeared: one by Sir Nicholas Bayne, on the GATT and the Uruguay Round, and the other by Andrew Crockett on the IMF. I am pleased to be following these distinguished authors, the more so since I think of them both as former quasicolleagues — a term that I will explain later — at the OECD. But when the further idea of a lecture was raised, Professor Ionescu suggested that my subject-matter should be extended to cover international economic cooperation more generally, on the understanding that this broader theme would be linked to the specific case of the OECD.

Abstract (sommario):
With the deepening of economic globalization, cooperation has become a mainstream trend, revealing the discipline of cooperation has become a key scientific issue. As a content of cooperation, international energy cooperation is a system of relations constituted by different energy cooperation agents, it reflects the composition of agents. Ability divergence and their capability system have an effect on the long-term stability and development of cooperation. Based on the theories, this paper put forward the main connotation of cooperation capacity structure, building capability evaluation system, clearing affect the stability of the key indicators of cooperation, exploring the relationship between cooperation agents’ capability structure and cooperative stability in order to study the whole process of international energy cooperation fluctuations trajectory.
