Abstract (sommario):
On June 8, 2007, the Supreme Court of Canada [SCC] overruled its jurisprudence of the past twenty years on freedom of association. The majority of the judges agreed that section 2d) of the Canadian Charter of Rights and Freedoms protects the right to the process to collective bargaining. In doing so, the SCC rejected the ratio of the majority enunciated in the 1987 trilogy and, at last, gave place to international labour law, in particular to freedom of association principles elaborated by the International Labour Organization's supervisory bodies. The analysis of these principles, focused on three related rights, i.e. the right to collective bargaining, the right to strike and the right not to associate, allows the author to conclude that for the first time, Canada is showing greater respect for its international obligations. What the SCC will decide for the right to strike remains to be seen.

This Dissertation evaluates the potential opportunities, challenges and outcomes attendant on Vietnam’s modernisation effort through the incorporation of International Labour Organisation (ILO) Core International Labour Standards (CILS) on freedom of association and collective bargaining into Vietnam law. The Dissertation shows that although Vietnam is likely to benefit from incorporating the CILS on freedom of association and collective bargaining into its legal system, its constitutional value system is not currently consistent with those of particular ILO CILS. It offers recommendations on pre- substantive and procedural measures necessary to ensure the successful reception of ILO CILS on freedom of association and collective bargaining into Vietnam legal practice.

Among the different rights that workers are entitled to, the right to vacations has currently become one of the most relevant. However, many questions could be made regarding thesaid  entitlement:  What do we mean when we refer to vacations? Which are its mainelements? What is its purpose?In the present article, the author answers those questions in the light of several doctrinal studies, international legislation and constitutional jurisprudence. He also stresses the role the International Labor Organization Convention 132 plays on the matter, as well as the importance of the respect of freedom of association.

This thesis concentrates on a local union of the International Association of Machinists (IAM), District Lodge 776, of Fort Worth, Texas, during the war years. The main argument of the thesis runs along three basic lines. First, it demonstrates that the experiences of the Fort Worth Machinists clearly fit into the national labor movement during the war years. Second, it argues that the existence, survival, and strength of the union depended greatly on outside forcesan expanding national economy, a powerful national union, and a generally labor-friendly government. Third, it shows that union officers and rank-and-file members used their bases of strengththe national economy, the national IAM, and the federal governmentto build an effective local labor organization.

La tesi studia l’impatto degli standard internazionali sulla libertà di associazione sindacale negli ordinamenti nazionali e a livello europeo, al fine di verificare se essi favoriscano un innalzamento del livello di tutela dei diritti sociali collettivi. La ricerca parte dallo studio delle fonti Oil sulla libertà di associazione, considerata diritto fondamentale da promuovere universalmente, e dalla qualificazione dello sciopero come suo “corollario intrinseco” operata dagli organi di controllo dell’organizzazione. Si sofferma poi sull’utilizzo degli international labour standards da parte dei giudici di diversi ordinamenti e sul fenomeno della cooperazione tra autorità giurisdizionali e organismi non giudiziari specializzati. In particolare, la ricerca prende in esame alcune pronunce della Corte europea per i diritti dell’uomo, come Demir e Enerji Yapi, in cui gli strumenti Oil, insieme alla Carta sociale europea e alle decisioni del Comitato per i diritti sociali, sono stati impiegati per ampliare il contenuto dell’art.11 Cedu, includendovi il diritto di contrattazione e azione collettiva. Alla luce delle modifiche introdotte dal Trattato di Lisbona, successive alle sentenze Viking e Laval, si considera se e in che modo gli standard Oil e la giurisprudenza di Strasburgo possano avere un impatto positivo sull’Ue, stimolando un bilanciamento più equilibrato tra diritti sociali e libertà economiche.
The thesis analyses the impact of international labour standards about freedom of association on national legal systems and on the European level, to verify if they can reinforce the protection of collective social rights. The research starts from a survey of ILO sources on freedom of association, considered as a fundamental right to be promoted universally, and from the definition, provided by the supervisory bodies, conceiving strike as an “intrinsic corollary” of the right to organize. The thesis focuses on the use of international labour standards by judges in the context of the cooperation among judiciary authorities and quasi-judicial specialized bodies. In particular, the research considers some judgments of the European Court of Human Rights, as Demir and Enerji Yapi, where ILO instruments, together with the European Social Charter and the decisions of the European Committee of Social Rights, were used to extend the scope of art. 11 ECHR so as to cover the right to collective bargaining and collective action. In the light of the Lisbon Treaty modifications, the thesis considers, after the ECJ rulings in the Viking and Laval cases, if and how ILO standards and the recent ECHR case-law may have a positive impact on EU, stimulating a fairer balancing between economic freedoms and social rights.

This thesis consists of three separate essays related to international economics and labor markets. The first essay, with Francisco Gallego, looks at sudden stops, a main feature of developing countries in the last decades, and their effects on these countries. Using sector-level data on job flows for four Latin American countries, we find that sudden stops are associated with lower job creation and increased job destruction. Sectoral effects are related to financial indicators: sectors with higher dependence on external financing experience lower creation and sectors with high indicators of liquidity needs experience larger destruction. These results provide evidence of financial conditions being an important transmission channel of sudden stops within a country. The second essay, with Patricia Cortés, studies whether low-skilled immigration has led high-skilled American women to change their time use decisions. We find evidence that low-skilled immigration has increased hours worked by women with a graduate degree, especially those with a professional degree or a PhD and those with children. Our estimates suggest that the low-skilled immigration flow of the 1990s increased by 7 and 33 minutes a week the average time of market work of women with a Master's and a professional degree or a PhD, respectively. Low-skilled immigration increases the fraction of high-skilled women working more than 50 (and 60) hours a week, but decreases their labor force participation. Consistently, for these women, a decrease in the time spent in household work and an increase in reported expenditures on housekeeping services. Low-skilled immigration does not affect other education groups, except for a negative effect on labor supply.
(cont.) The third essay focuses on the effects of trade in services, modeled as formation of international production teams, in a diversity and trade model a la Grossman and Maggi (2000). For the two country case it is shown that when the tails of the countries' talent distributions satisfy a "similarity" condition, then free trade in goods replicates the integrated equilibrium. However, this condition is strong and it implies that generally international teams will change the allocation of agents, when trade in goods is already possible.

This thesis develops empirical methodologies to investigate the effect of globalization on welfare and inequality both between- and within-countries. The first essay proposes a Roy-like model where workers are heterogeneous ill terms of their comparative and absolute advantage. We show that the schedules of comparative and absolute advantage (i) determine changes in the average and the variance of the log-wage distribution, and (ii) are nonparamnetrically identified from the cross-regional variation in the sectoral responses of employment and wages to observable sector-level demand shifters. Applying these results, we find that the rise in world commodity prices accounts for 5-10% of the fall in Brazilian wage inequality between 1991 and 2010. The second essay develops a methodology to construct nonparametric counterfactual predictions, free of functional-form restrictions on preferences and technology, in neoclassical models of international trade. First, we establish the equivalence between such models and reduced exchange models in which countries directly exchange factor services. This equivalence implies that, for an arbitrary change in trade costs, counterfactual changes in factor prices, and welfare only depend on the shape of a reduced factor demand system. Second, we provide sufficient conditions for the nionparainetric identification of this system. Together, these results offer a strict generalization of the parametric approach used in so-called gravity models. Finally, we use China's recent integration into the world economy to illustrate tile feasibility of our approach. The third essay investigates the connection between the recent rise in services trade and changes in labor market outcomes in different countries. We develop a theoretical framework where trade in services arises from the spatial unbundling of workers' task output. Transmission costs endogenously determine the magnitude of between-sector task trade both within a country ("outsourcing") and between countries ("offshoring"). We show that, while differentials in sectoral task prices decrease in response to outsourcing, they increase in response to offshoring. The heterogeneity in the composition of workers' task endowments controls responses in between- and within-sector wage inequality across countries.

Abstract (sommario):
This dissertation studies the impact of international trade on the Indonesia labor market. The first chapter investigates how task trading induce workers to change jobs. To understand the link between international trade and workers' occupation choices, I propose a general equilibrium model with heterogeneous workers self-selecting into different tasks according to their skill-specific comparative advantage, individual task-specific abilities and task prices. Task outsourcing from foreign countries acts as a demand shock that influences workers' occupation decisions through changing task prices. The model predicts that occupational employments shifts with foreign task demand. I use Indonesian data to estimate this effect. The main finding is that during the post-opening period (2002-2006), growth in mining goods demanded by foreign countries induced workers to move into manual jobs. The second chapter uses the Indonesia plant level data to examine how importing intermediate goods affects the demand for highly educated workers within and across production and non-production occupations categories. We estimate a model of importing and skill-biased technological change in which selection into importing arises due to unobservable heterogenous returns from importing. Both instrumental variable regression and marginal treatment effect estimates confirm that importing has substantially increased the relative demand for educated workers within each occupation. In contrast, we do not consistently estimate a significant impact of importing on the relative demand for non-production workers. The last chapter examines the relationship between trading dynamics of plants and the aggregate skill demand at different margins (reallocation of workers across plants versus the skill composition changes within plants). We find that plants that switched from domestic to trade grew in employment shares. This growth was skill biased for plants that started importing, but not for plants that started exporting. Consequently, the growth in size and increase in the skill intensities of the plants that switched from non-importing to importing increase in the aggregate demand for skilled workers. Plants that stopped importing or exporting laid off workers, more unskilled workers are involved in this reduction. The plants that continue trading grew in size, and the growth was not bias toward workers of any skill type. Given that always-trading plants are most skill intensive, their growth increase the aggregate skill demand.

This thesis contends that Oakeshott’s political philosophy contributes to constructivism in International Relations by identifying the moral foundations of international society and law. The epistemological basis of this contribution is a methodological holism that is defended through arguments developed within British Absolute idealism. The opposition between concrete and abstract concepts grounds a theory in which knowledge is conditional because it is constructed on certain assumptions or postulates. Philosophy identifies and interrogates the postulates, exposes their limited value and maintains the logical autonomy of the various forms of knowledge, from a universal point of view. The concepts of tradition and moral practice are central in Oakeshott’s political philosophy, and indicate a theory of normativity in which moral reasoning and political activity are a form of argumentative discourse constructed by starting from the assumptions shared within a certain community. In this light, Oakeshott is compared to the exponents of the English School and to constructivism because of his definition of an interpretative approach, in which world politics is a normative engagement and the role of theory is to consider its presuppositions as well as its universal meaning. Moreover, it is shown that he offers a comprehensive theory of the evolution of international society and of the role of war that is consistent with his broader political philosophy. The theory of ‘civil association’ is the ground for an understanding of international society as an association between states constituted by the recognition of moral constraints on the actions of states. These constraints are institutionalised in customary international law, which is understood as a moral practice. Therefore, international society is grounded on an evolving morality resulting from the historical conduct of states. As such, Oakeshott’s political philosophy provides an understanding of international relations that is distinct from both Realism and Universalism.

The objectives of this thesis are to examine the labor requirements of Kansas crop and livestock enterprises and farms and the connection between labor efficiency and productivity, and other important farm characteristics including farm size and type. The derived labor requirements are compared to current KFMA labor requirements. Enterprise summary reports and a five year whole-farm panel data set from 1,016 Kansas Farm Management Association (KFMA) farms are used in the analysis. Whole-farm labor requirements are computed with and without an adjustment for managerial and overhead cost. Individual regressions will be estimated to determine the effects that farm size, type, region and profit margin have on labor requirements. The estimation results suggest that many of the current labor requirements still in use are accurate. However, there are enterprises with labor requirements that need updating. When the newly estimated requirements are compared to the previous KFMA requirements, 14 enterprises have lower labor requirements. Irrigated alfalfa showed the greatest decrease in labor required when compared to the previous standard, decreasing from 3.85 hrs/acre to 1.70 hrs/acre. Regression estimation results indicated that whole farm labor standards that were corrected for un-allocated overhead and managerial costs appear to be a more accurate representation of farm labor requirements.

This thesis studies the role of product and labor market frictions for the propagation of shocks in closed and open economy. The first chapters focuses on the consequences of relaxing product and labor regulation for macroeconomic outcomes. Specifically, we study long and short to medium run effects of deregulation by developing a Dynamic Stochastic General Equilibrium model featuring endogenous producer entry and search and matching frictions in the labor market. We calibrate the model to reproduce salient features of countries belonging to the Euro Area which are characterized by large barriers to entry, firing restrictions and unemployment benefits. We analyze the effects of single policy changes and a global reform in which product and labor market regulations are set at the current U.S. level. Three main results emerge. First, we show that deregulation -- either partial or global - would trigger adjustment costs in the short run, increasing unemployment and reducing consumption. Long run welfare gains would make up for short run costs. Second, reforms are interdependent as the effects of a policy change in one market depend upon the level of regulation prevailing in the other. Third, regulation has important consequences for the business cycle properties of the economy. After a full deregulation, the Euro Area would become more responsive to exogenous disturbances but the absorption of shocks would be quicker. Our findings suggest that concerns about the negative effect of strict regulation for the speed of recovery from downturns could be well placed. The second chapter studies how country-specific labor market frictions -- hiring and firing restrictions and protection of unemployed workers -- affect the consequences of trade integration. We address this question in a two-country model of trade and macroeconomic dynamics with heterogeneous firms, endogenous producer entry, and search and matching frictions in the labor market. We study the dynamic effects of trade integration on unemployment and economic activity and the business cycle implications of stronger trade linkages. The model introduces a novel source of amplification and propagation of domestic and international shocks, as fluctuations in job creation and destruction affect the profitability of producer entry into domestic and export markets. Structural differences in labor markets translate into asymmetric entry and export dynamics across countries. As trade barriers are reduced, unemployment initially rises (falls) in countries with more rigid (flexible) labor markets. In the long run, average productivity gains ensure positive employment effects in both countries. Trade is always beneficial for welfare, but the economy with a rigid labor market gains less. Integration has also important business cycle consequences. In contrast to benchmark international real business cycle models, but consistent with the data, the model predicts that trade integration leads to increased business cycle synchronization. Volatility increases in the country with a rigid labor market, but it falls for the flexible partner

More than twenty million human beings are pursuing work in foreign lands in the 1980's, the majority of them unskilled men or families in search of higher wages. These migrant workers are the most vulnerable souls among us, for they lack legal status in a world where the statusless are immediate victims. Nevertheless, both developing and mature economies have relied on these mobile workers as a cheap labor source, and have used and discarded migrants according to economic and political expediency. From the Mexican bracero smuggled illegally into the United States to the massive foreign workforce of Saudi Arabia, migrants have been imported with impunity because of their low wage utility, but universally have been kept in a temporary, stateless condition with few guaranteed rights. Canada is an exception to this global trend, and this fact is the subject of my thesis. Although facing the same general economic compulsions of other nations, especially the competitive need to lower its costs of production, Canada has imported few migrant workers since the 1950's, and has pursued a policy of settling immigrants as residents rather than maintaining a temporary foreign workforce. The reasons for this constitute the central problem of my thesis. Being a global and systemic phenomenon, labor migration must be studied in a comparative manner. This is particularly true when one considers the variety of cultural and policy responses which attend the arrival of migrant workers in different countries. Accordingly, my investigation of the reasons for Canada's policy approach to migrant labor begins with a consideration of the nature and evolution of policy responses of other nations to migrants. Such a comparative analytical method provides a more complete profile of migratory labor as well as a yardstick against which the Canadian experience can be contrasted. My general conclusions are the result of a comparative and historical appreciation of labor migration to Canada. A settlement tradition, a small and fluctuating labor market, and a political and cultural aversion to temporary labor migration have combined to create Canada's notably durable policy approach to migrant workers since World War II; one which has consciously limited the size of the non-settled foreign worker population despite the economic benefits of cheap migrant labor. My study has also illuminated the almost universally narrow policy approach of governments to migrant workers, who initially are conceived of in purely economic terms without regard to their long-term social impact. Reflective of immediate political and economic interests, public policy is inherently adaptive and shifting, and accordingly governments have lacked a broad perspective on both migrant workers and the social-economic problems which engender their importation. My final observation is one which recognizes the indivisibility of moral and "practical" issues regarding migrant workers. The latter are people, not a lifeless economic category, and are victims of global inequalities which prompt migration abroad. Unfortunately, the humanity of the migrant is the first reality ignored by policy-makers and employers. It has been convenient for powerful men to keep migrants stateless and devoid of rights so as to better exploit their labor. In this way, the modern migrant resembles the Holocaust era Jew who first had to be deprived of his and her nationality before mass annihalation was possible. The twentieth century is a graphic testament to the fact that the statusless person is wholly at the mercy of others. Thus, for moral and analytical reasons, ultimate answers to the problems created by migrating populations are not possible without addressing global rather than purely national conditions, and without replacing pragmatic self-interest with empathic understanding.

I study the relationship between international trade and labor markets in three papers. In the first one, I find for the Colombian case, that together, the sector skill intensity and the international trade bring about more skill-biased technical change, increasing wage inequality, though such an effect is offset using temporary workers. In the second one, the analysis of a trade model with formal and informal heterogeneous firms, under full employment, shows that an openness policy decreases the average productivity of informal firms while makes formal to become informal, worsening welfare. However, forcing informal firms to become formal, increases average wages and raises welfare. In the third one, Diff in Diff estimates presents the impact of the 2003-2013 oil prices boom, on countries affected and not affected by the Dutch disease. In the former group, international trade flow increases although agriculture at a lower magnitude, while unemployment and informal labor decrease

The topic of international skilled labour mobility has received growing attention within the field of population geography and other disciplines. This interest reflects the large growth of international skilled labour mobility, especially during the 1980s. Attention of prior research has focused on the migratory movement of managers and professionals as they radiate across the globe, recording and representing the dispersal of international investment and the overseas expansion of producers of goods and services. The research examines Scotland's participation in the international exchange of skilled labour. The research undertaken addresses the varying theoretical, conceptual and methodological approaches of prior research on international skilled labour mobility in geography, as well as in other disciplines, such as management studies and occupational psychology. In doing so, the interplay between work and non-work spheres in shaping Scottish international skilled labour mobility is highlighted, as is the differing temporal and spatial focus of existing studies. The author's research thus investigates both the economic and social contexts of Scottish international skilled labour mobility, these contexts being characterised at macro, meso and micro level. In addition, the research adopts a broader definition of skilled labour movements than prior research, and so the study discusses the place of short term business travel as well as longer term migratory movements and the relationship between them. In illustrating the economic context of Scottish international skilled labour mobility, the research outlines macro level changes in the Scottish economy and the role of foreign direct investment as a source and channel of Scottish skill exchange. In turn, the specific institutional characteristics of activities generating these labour flows are examined and related to the occupational status of mobile persons.

The purpose of this thesis was to address the issue of non-compliance with international child labor standards in the Indian case. In order to do this I took a social constructivist approach to analyzing and explaining human behavior, utilizing methods of process tracing and secondary case study analysis. I first looked at why states ratifY treaties embodying international child labor standards but fail to comply with them. I then evaluated the viability of the popular legal positivist proposal to bring about compliance by linking non-compliance with economic sanctions. My findings demonstrated that the reason for non-compliance is that there are strong norms within the Indian social structure which support the practice of child labor, in direct contrast to the international treaties prohibiting child labor. Thus, I concluded that the linkage of non-compliance and economic sanctions would be ineffective because sanctions would do little to address the cause of the non-compliance.

The main aim of this research is to develop recommendations for improving the effectiveness of existing migration policy strategies and for making some changes to improve its effectiveness.

The aim of the study is to explore the experiences of international social work graduates when looking for employment in the field of social work in Sweden after graduation. Because the aim of the study is to study the experiences a graduate face when entering the labor market, we have deemed that a qualitative method with semi structured interviews to collect data would be best suited for our research. The selection will be chosen from international social work graduates who studied in Sweden. The intention is to focus on both graduates with 210 study points and graduates with 180 study points. 4 participants together. The empirical data was analyzed with the mind of using the theory of capital by Pierre Bourdieu. This theory; the theory of capital is seen as an empirically orientated concept, that has been one of the most widely used concepts in international sociology and on the intersection of sociology and educational studies. The authors have put the findings in three (3) categories: Background, labor market and further improvement. These themes were found to be a commonality with the graduates interviewed.  This study found that it can be hard to acquire employment nationally, with an international social work degree.

The aim of the thesis is to identify the pressures that contributed to the rise in international labour migration in Lesotho, and to investigate how these pressures are impacting upon the modernization process in the country, particularly at a time when employment opportunities are scarce in the southern African region. International labour migration has been used as a development tool throughout history, but especially in the 20th century by developing countries with dual labour markets. Newly independent developing countries with dual labour markets adapted the strategy of import substitution industrialization (lSI), with an emphasis on protecting infant industries and promoting pro-labour policies. In the post-colonial period the international demand for lowskilled workers rose, particularly in the North (developed countries), and in mineral rich countries including the oil exporters and South Africa, and the newly industrialising countries in East Asia. International labour migration to these countries was adapted as an integral development tool by the governments of the lSI countries. Most migrants were low-skilled and temporary workers in the destination countries. Although no multilateral institutional framework existed, usually both the sending and receiving countries adapted unilateral and bilateral migration policies to guarantee the gains from migration. Workers were thus "protected" to varying degrees under such agreements. From the 1970s, the North experienced a slowdown in the growth in demand for unskilled workers. In the 1980s, many lSI countries experienced devastating economic crises that forced them to abandon the lSI policy and adapt the export-led industrialisation (EOI) policy with an emphasis on trade liberalization. The switch from lSI to EOI in developing countries with dual labour markets led to the downsizing of public sector employment, the removal of marketing boards formally used by small-scale agricultural farmers, and the expansion of export processing zones (EPZs). These outcomes resulted in a rise in push internal migration, and international migration from these countries especially to other developing countries. At the same time, since the late 1980s, capital has acquired greatly enhanced mobility at the global level. The adaptation of EOI and the full mobility of capital at the global level altered the institutional structure within which labour migration was governed both nationally, and internationally. At the national level stricter unilateral policies were reinforced by receiving countries for low-skilled labour, while less strict policies applied for skilled labour. These remain in operation in conjunction with the earlier bilateral agreements. At the international level, there remains a lack of policy to regulate international labour migration. Under the current enhanced mobility of capital, international migrants are thus left vulnerable. Lesotho fits this pattern. Faced with a dual economy and an abundance of semi-skilled labour, Lesotho has been a principal supplier of labour to the South Africa's mining industry since its independence. Lesotho's industrial diversification thus mirrors South Africa's industrial diversification. In the lSI phase (1968 - 1987), international labour migration became the most important tool of economic welfare generation in Lesotho. Bilateral agreements were signed in the early 1970s between Lesotho and South Africa to guarantee the gains from migration. Since the late I980s, the mining industry in South Africa began to downsize production and employment. Fewer novice miners from Lesotho were recruited to work in South Africa. The adaptation of the EOI policy in Lesotho in 1987 introduced EPZ industrialization and trade liberalization. Nevertheless, the retrenchment of mine workers from South Africa is occurring at a time when Lesotho is experiencing an employment crisis. The political independence of South Africa in 1994 was accompanied by stricter international migration policies by the new democratic government of South Africa. Most migrant workers in South Africa are thus now faced with a two-door policy (of the earlier bilateral agreements and the amendments to the Aliens Control Act). This system has left migrant workers vulnerable to exploitation by both employers and the law (police) in South Africa. Nevertheless, international migration from Lesotho to South Africa continues to expand, particularly of the new type of migration - semiskilled female workers in the services sector. At the same time, South Africa is also experiencing an employment crisis. The most important policy implications are, firstly, that migration is subject to the same "casualisation" as other work, with the effects made worse by the "statelessness" of migrants, who are most vulnerable to exploitation. Secondly, multilateralism is needed (e.g., SADC) and holistic, multilateral policies are required. It is clear that under the new global division of labour ad hoc policy towards international labour migration is ineffective.

This thesis addresses the puzzle of why changes in relative donor contributions to the World Bank’s International Development Association (IDA) did not reflect shifts in their relative economic capabilities. It addresses the grand debates about how power transitions shape a US-led hegemonic international system by exploring one specific international organisation. Drawing primarily on archives, elite interviews, and participant observation, I examine sixteen rounds of IDA replenishment negotiations from 1960 to 2010. There are three puzzles a close empirical analysis throws up. The first is why the hegemon maintained its burden shares regardless of rise or fall in economic status; I call this ‘Hegemonic Lag’. The second is why ascending powers were slow to assume greater burden-shares despite economic ascents; I call this ‘Challenger Inertia.’ The third puzzle is why significant burden-shifting occurred on a much greater scale than shifts in relative economic weight; I call this ‘Accelerated Burden-Shifting.’ Two conventional explanations – donors’ relative ‘ability-to-pay’ and their ‘country-specific interests’ – offer a first-cut analysis of donors’ ability and willingness to contribute. However, they fail to uncover how bipolar geopolitics and World Bank governance shaped IDA burden-sharing dynamics. This thesis tests whether the hegemon will maintain its shares even if its relative economic capacity wanes, if its bipolar rival poses a more intense external threat. Equally it tests whether a hegemon and/or waning powers with a desire to expand total IDA resources will cede voting rights to ascending powers in exchange for financial support to IDA. Finally, the research examines whether a hegemon violating the ‘fairness’ principle by shirking obligations but pursuing undue influence will face secondary states willing to take ‘exit/voice’ measures to restore an implicit contribution-to-influence equity line; and whether such countermeasures would be postponed if secondary states are structurally dependent upon the hegemon and/or lack viable outside options. In-depth case studies are used to test these hypotheses. Overall the thesis reveals that the US maintained or cut its burden share as the Soviet threat waxed and waned; and that as the Soviet Union collapsed the US abandoned both its leadership for IDA expansion to counter the Soviet threat and its self-restraint in controlling the World Bank, provoking the fairness concern among secondary states – the most potent factor in explaining IDA burden-sharing dynamics in the post-Cold War era.

Operating in the space between state, market and society, nonprofit housing associations are part of a new generation of hybrid organisations. Unlike traditional organisations delivering publicly subsidised affordable rental accommodation, governance is networked not hierarchical. The state can influence - through subsidy, regulation and direct intervention - though seldom chooses to directly control. Housing associations regularly partner with public sector agencies, private developers and other nonprofit or hybrid organisations. Networking is used to share resources, build local coalitions and increase institutional learning. This thesis uses a cross-national case study approach to develop frameworks leading to a deeper understanding of what housing associations are becoming. The topic is addressed through the research focus on how to strengthen housing association capacity, taken to be ‘the capability of an organisation to achieve goals’. Nine associations of three organisation types, selected from the city regions of San Francisco, Melbourne and Manchester, provided rich documentary and interview information. This was supplemented by interviews with senior staff at networked organisations identified through snowballing techniques. Organisational capacity is often seen as a set of attributes that housing associations possess, such as a mission statement and governance procedures. This has led to a narrow focus on capacity building through professionalisation, introducing management approaches from the private sector. The research findings suggest the importance of broader approaches to strengthening organisational capacity, for example though collaboration between associations by merger, group structure, or procurement partnerships. Capacity can also be built with assistance from both traditional and emerging networked support organisations. Trade and professional bodies, together with consultants, lobby organisations, researchers and community groups form part of a broader web. Operating in the space between state, market and society, nonprofit housing associations are part of a new generation of hybrid organisations. Unlike traditional organisations delivering publicly subsidised affordable rental accommodation, governance is networked not hierarchical. The state can influence - through subsidy, regulation and direct intervention - though seldom chooses to directly control. Housing associations regularly partner with public sector agencies, private developers and other nonprofit or hybrid organisations. Networking is used to share resources, build local coalitions and increase institutional learning. This thesis uses a cross-national case study approach to develop frameworks leading to a deeper understanding of what housing associations are becoming. The topic is addressed through the research focus on how to strengthen housing association capacity, taken to be ‘the capability of an organisation to achieve goals’. Nine associations of three organisation types, selected from the city regions of San Francisco, Melbourne and Manchester, provided rich documentary and interview information. This was supplemented by interviews with senior staff at networked organisations identified through snowballing techniques. Organisational capacity is often seen as a set of attributes that housing associations possess, such as a mission statement and governance procedures. This has led to a narrow focus on capacity building through professionalisation, introducing management approaches from the private sector. The research findings suggest the importance of broader approaches to strengthening organisational capacity, for example though collaboration between associations by merger, group structure, or procurement partnerships. Capacity can also be built with assistance from both traditional and emerging networked support organisations. Trade and professional bodies, together with consultants, lobby organisations, researchers and community groups form part of a broader web. This dissertation comprises three chapters on the network structure of the economy and its macroeconomic consequences. In the first two chapters, I analyze the relationship between macroeconomic volatility of individual countries and the international trade network the countries are embedded in. In the third chapter, I study the international migration network. In the first chapter, I show a regularity that European countries occupying more central positions in the intra-Europe trade network exhibit lower macroeconomic volatility. Intuitively the trade network has a core-periphery structure and the core is more stable than the periphery. This is puzzling because the core country is also more open to shocks coming from all other countries, which increases volatility. This relationship is informative in the context of the unsettled, classic debate on whether trade openness increases or decreases country-level volatility. Rather than considering an aggregate measure like trade openness, the idea of centrality provides a more comprehensive measure of the nature and strength of trade linkages as well as the identity of the trade partners, all of which have important effects on volatility. I construct a multi-country, multi-sector model subject to idiosyncratic productivity and liquidity shocks, and fully characterize the trade network generated in equilibrium. I calibrate the model to the European Union and I show that it closely replicates the observed negative relationship. Next, I extend the theory presented to incorporate a general network structure and its effects on volatility. From an empirical perspective, I construct an instrument based on geographic distance to establish the finding. From a theoretical perspective, I consider the possibilities of missing linkages and stochastic weights in the trade networks. The third chapter studies the European immobility puzzle. A theory of cross-country migration is devised in the form of labor mobility based on regional and sectoral productivity shocks in a multi-country, multi-sector setting. Differences across countries in socio-cultural and institutional factors induce a friction on such labor reallocation process. The model explains interstate migration network within the U. S. (frictionless benchmark) well. When applied to Europe, the model predicts a sizeable missing mass of migrants. Our estimates show this to be due to socio-cultural barriers.
