AbstractThere were estimated to be over 20 million internally displaced persons (IDPs) at the end of 1999, a number that surpasses global estimates of refugees. Displacement exposes IDPs to new hazards and accrued vulnerability. These dynamics result in greater risk for the development of illness and death. Often, access of IDPs to health care and humanitarian assistance is excluded deliberately by conflicting parties. Furthermore, the arrival of IDPs into another community or region strains local health systems, and the host population ends up sharing the sufferings of the internally displaced. Health outcomes are dismaying.From a health perspective, the best option is to avoid human displacement. WHO contributes to the prevention of displacement by working for sustainable development. Placing health high on the political agenda helps maintain stability, and thereby, reduce the likelihood for displacement.Primary responsibility for assisting IDPs, irrespective of the cause, rests with the national government. However, where the government is unwilling or unable to provide the necessary aid, the international humanitarian community must step in, with WHO playing a major role in the health sector.There is consensus among the partners of the World Health Organization (WHO) that, in emergencies, the WHO must: 1) take the lead in rapid health assessment, epidemiological and nutritional surveillance, epidemic preparedness, essential drugs management, control of communicable diseases, and physical and psychosocial rehabilitation; and 2) provide guidelines and advice on nutritional requirements and rehabilitation, immunisation, medical relief items, and reproductive health.If the vital health needs of IDPs—security, food, water, shelter, sanitation and household items—are not satisfied, the provision of health services alone cannot save lives. Community participation is essential, and community participation implies bolstering the assets and capacities of the beneficiaries.

Most internally displaced persons (IDPs) live in low-income countriesexperiencing a war; their psychosocial health has not been well addressed. Objectives: To findout the prevalence of anxiety and depression in internally displaced persons (IDPs). Design:A randomized cluster sampling, case-controlled study. Period: 10th April 2009 to 10th July2009. Setting: This study was conducted at Kacha Ghari camp and Sheikh Yaseen camp forIDPs. Patients and Method: A total of 220 cases (those whom were exposed to traumaticexperiences) were selected through cluster random sampling. 220-matched controls (thosewhom were not exposed to traumatic experiences) were selected same day using the samesampling method. Both sexes were included. Socio-demographic information was obtainedfrom IDP- information form. Anxiety and depression was assessed using Hopkins symptomschecklist – 25 (HSCL-25). SPSS version -17 was used for statistical analysis. Chi square testwas applied for group comparison to calculate statistical significance. Results: More thanhalf of the participants (60 %) in this study were in age group between 18 to 38 years. 55 %of the population were females. Majority of participant were married (86% - 90%) and wereuneducated (74% - 90%) belongs to lower socio-economical class. The total Scores and theDepression Scores on Hopkins symptoms checklist – 25 (HSCL-25), were significant high incase group than in control group with the P values of 0.04 and 0.05 respectively. Discussion:Trauma and torture leaves a permanent scar on the survivors. It has physical, psychological andsocial squeals. Hopkins Symptoms Checklist-25 is intended to provide primary care physicians,mental health practitioners and other health care providers with an instrument for detectinganxiety and depression in torture and trauma victims. Conclusions: Besides being displacedfrom their residence exposure to trauma come out to be the important causative factor increating psychological disturbance among internally displaced persons.

Indonesia currently has one of the largest groups of Internally Displaced Persons (IDPs) of any nation in the world. This paper assesses the scale and patterns of such movement in Indonesia as at the beginning of 2002. It begins by assessing conflict as a cause of internal migration and shows how such movement was significant during the first two decades of independence in Indonesia. The current patterns of movement of IDPs in Indonesia are then outlined with the main origins being in the Outer Island provinces of Maluku, East Timor, Aceh, Central Sulawesi, Central Kalimantan, Papua and West Kalimantan. Around half of the current 1.3 million IDPs are housed in “refugee camps,” often in crowded and unhygienic conditions. Several of the expulsions of IDPs have come from areas where there have been earlier influxes of migrants, especially transmigrants of Java-Bali origins and the so-called BBM (Bugis, Butonese and Makassarese from South Sulawesi), with different ethnoreligious backgrounds than the native residents. The release of central control following the fall of the Suharto regime and the onset of the financial crisis have seen simmering newcomer/native, ethnic, religious and economic tensions rise to the surface to create the large scale expulsions. The Indonesian government has put forward a strategy to “solve” the IDP problem by the end of 2002. This is assessed and some of the medium and long-term implications of the movement discussed.

As of May 21, 2015 UNHCR has information about 1,299,800 IDPs, the data provided by the Ministry of Social Policy of Ukraine. Since the process of establishing a centralized system for registration is still pending, the actual number of persons displaced within the country may be higher.We have a complex psychopathological and clinical research psychodiagnostic 97 internally displaced people in volunteer center, located at the central train station in Kharkiv to study the clinical features of neurotic disorders.The results showed that 75.9% of IDPs observed have violations of adaptation: long-term depressive reaction (F 43.21) and predominant disturbance of other emotions (F 43.23). The clinical picture is dominated by the depression, anxiety, inner tension, inability to relax, asthenic symptoms, various fears and paroxysmal autonomic instability.The results of the diagnostic psychological studies have found that men reactive alarm indicators (average – 37,7 ± 3,0) were higher than trait anxiety (average – 32,6 ± 2,9). On the contrary, women figures trait anxiety (average – 38,6 ± 2,9) were higher than reactive anxiety (average – 34,7 ± 3,0). Severity of depressive symptoms also slightly prevailed in women. The mean score on the Hamilton scale for men was 17,0 ± 2,3 points, women – 18,0 ± 2,3 points.Disclosure of interestThe author has not supplied his declaration of competing interest.

Military events in Ukraine in recent years and months have forced people and families to leave their homes and move to safer places to seek protection and assistance. For Ukraine, social work with internally displaced persons, migrants, and internal migrants is a fairly new type of activity for social workers. The article analyzes the state and the problem of internally displaced families, describes the domestic experience. The concept of "internally displaced person" is highlighted, which is currently prescribed at the legislative level. The basic needs of internally displaced persons, features of their registration are revealed. Psychological problems are one of the main problems of families of temporarily displaced persons. Attention is paid to the analysis of the legal framework on this issue and the work of institutions and agencies that provide social support and assistance to internally displaced persons in Ukraine. At the legislative level, the status of internally displaced persons, rights and freedoms, types and forms of assistance, obtaining documents, etc. are defined. Today in Ukraine they provide assistance and support to this category of service recipients both at the state and non-state level. Among the main areas of work at the state level are the provision of material assistance, housing and employment. In addition, volunteer organizations play an important role in this process. Volunteers from all over the world and Ukraine are actively working to raise funds, food, hygiene products, medicines and more. The article provides information on the migration of internally displaced persons outside the country. But the problems of internally displaced persons and their needs are poorly understood. At the same time there is a need to develop technologies, forms and methods of socio-pedagogical, psychological work with internally displaced persons. Prospects for further research can be the development of technologies, forms and methods of socio-pedagogical, psychological work with internally displaced persons.

Abstract (sommario):
The article analyzes the social security of internally displaced persons. Based on the analysis of current legislation and modern scientific research, a definition of the concept of «internally displaced persons» is proposed. The causes of forced migration and their impact on the social security of internally displaced persons in Ukraine are indicated. Namely, due to the military aggression of the Russian Federation against Ukraine, a large number of Ukrainian citizens were forced to move, saving their own lives, which led to forced migration, both external and internal. Statistical data on the number of internally displaced persons are indicated. The constitutional rights of a person, a citizen and internally displaced persons are specified. It is indicated that the fact of internal displacement is confirmed by a certificate of registration of an internally displaced person. It was established that the state maximally contributes to the support of such a category of population as internally displaced persons and maximally mitigates the consequences of the armed aggression of the Russian Federation. It is noted that for the development and improvement of the material and technical base aimed at ensuring the protection of the rights and freedoms of internally displaced persons, funds from enterprises, institutions and organizations, foreign states and international organizations can be attracted in the form of charitable, humanitarian, material and technical assistance, charitable organizations and public associations, other sources not prohibited by law. It is noted that for persons with disabilities and children and for other internally displaced persons, financial support for accommodation is provided, as well as one-time assistance can be received by persons who have been evacuated from the areas of hostilities. It is indicated that compensation is provided to owners of damaged or destroyed housing, compensation for damages, as well as compensation to entrepreneurs for employment of internally displaced persons. It is noted that the promotion and implementation of political, economic, cultural and other measures for the social protection of internally displaced persons and other citizens of Ukraine is an important duty of the state.

The article is dedicated to revealing the efficiency of legal documents concerning provision of help to internally displaced persons on the example of work carried out by the Department of social protection of the population in Poltava area. The legal framework of Ukraine is viewed in terms of ensuring rights and freedoms of the internally displaced persons; it is accentuated on an internally displaced person’s obligation to fulfill the duties stipulated by the Constitution and laws of Ukraine; statistical data are supplied as to the number of internally displaced persons in Poltava area and the number of social protection workers whose work is linked with rendering quality social services to vulnerable categories of citizens including internally displaced persons (19 territorial social protection centers and 36 centers for rendering social services ensure servicing of 4.5 thousand internally displaced persons); it is proved that a characteristic feature of the social protection field in Poltava area is the systematic approach, owing to which the Complex program for social protection of the Poltava area population is implemented successfully. The quality implementation of laws and resolutions of the Cabinet of Ministers of Ukraine as to rendering assistance to internally displaced persons in the work of the Department of social protection of the population in Poltava area is highlighted.

The purpose of the article is to analyze the ways of social security for internally displaced persons in the ongoing wartime context. To achieve the article’s purpose, the author used the methods of analysis (to analyze the current state of social protection and social security of internally displaced persons); monographic method (to reflect the situation with internally displaced persons in the ongoing wartime context); abstract-logical method (to summarize the collected material). Under current conditions, there is an increasing need for social protection and social security. Beginning with the Russian military aggression of 2014, such a group of the population as internally displaced persons appeared in Ukrainian society. According to Ukrainian legislation, as such person is treated a citizen of Ukraine, a foreigner or a stateless person who stays legally on the territory of Ukraine and has the right to permanent residence in Ukraine, who was forced to leave or abandon her/his place of residence as a result of/in order to avoid the negative consequences of armed conflict, occupation, widespread violence, human rights violations and natural or man-made emergencies. Internally displaced persons are people who have been forced to flee their homes suddenly as a result of armed conflict, internal hostility, systematic human rights violations or natural disasters, but stay on the territory of their own country. Currently, there are a number of social benefits for internally displaced persons on the territory of Ukraine, as well as international aid programs, in particular: the Ministry of Social Policy Program, the UN Government Program, the UN World Food Program, the United Nations High Commissioner for Refugees Program, the Ministry of Social Policy Program in cooperation with UNICEF, the International Committee of the Red Cross in

The article considers certain aspects of realizing the workforce potential of the internally displaced persons. The scientific approaches to the category of the “workforce potential” and the interpretation of the “workforce potential of the worker” are defined. The current state of the workforce potential utilization in the country is analysed, the conditions and possibilities of realizing the potential of the internally displaced persons are described. External and internal factors affecting the internally displaced persons adaptation are considered. By statistical evaluation of displaced persons and measures to solve their social problems, conditions and reasons that impede the full realization of workforce potential are considered. It was determined that the problem of employment and the ability to realize their workforce potential is crucial for the internally displaced persons successful adaptation to a new place. The recommendations to stimulate the employment of the displaced persons and their better adaptation in the places of resettlement were formulated.

The article is devoted to the problem of psychosocial well-being of internally displaced persons. The situation of forced internal migration conceals a large number of destructive influences on the psychosocial well-being of the individual. The process of adaptation of forced migrants is accompanied by high levels of stress and requires a large amount of psychological and social resources. In this regard, the research of psychosocial well-being of internally displaced persons is relevant to the scientific substantiation of psychosocial practice of assistance IDP. The purpose of the article is to reveal the peculiarities of the psychosocial well-being of internally displaced persons, which are based on the results of empirical research. The article presents the results of a theoretical and methodological analysis of the concept of psychosocial well-being of internally displaced persons. This concept is interpreted by the author as a multifactorial construct, which encompasses the individual psychological characteristics of internally displaced persons, their subjective attitude to the actual life situation, the nature of social interaction with others and economic factors of life activity. The results of empirical research aimed at identifying the characteristics of psychosocial wellbeing of internally displaced persons point to a reduced level of psychosocial well-being of internally displaced persons, reflected in the manifestations of the tendency to disadaptation. Characteristic features of internally displaced persons are the inability to establish close social contacts with others and emotional detachment and lowered sense of their value to society. The general emotional background of the IDP is at a reduced level and is characterized by tendencies towards negativism.

Over the past almost 10 years, Ukraine has experienced significant quantitative dynamics of internally displaced persons, becoming a leader in this indicator. Specifically, after the invasion of the Russian Federation into Ukraine in February 2022, the number of internally displaced persons increased to over 8 million. This issue has become a major challenge for the country, requiring not only government assistance but also active participation of the public and the development of new strategies for social support. In light of global transformations and migration processes, the issue of the rights and freedoms of internally displaced persons requires a new theoretical approach and consideration of international and national experience. The development of a legal social state in Ukraine demands not only the fulfillment of previously defined tasks but also the integration of new and innovative approaches. In particular, emphasizing the role of civil organizations and civic activism becomes crucial for shaping social policies and ensuring citizen participation in decision-making and monitoring their implementation. The examination of the impact of global trends on national policy and the study of migration processes become relevant aspects. Additionally, it is important to underscore the need for innovation in interactions with internally displaced persons, utilizing modern technologies to facilitate access to information and coordinate assistance. Educational and informational initiatives aimed at enhancing legal literacy among internally displaced persons become a vital element of their active participation in society and the protection of their rights. Therefore, achieving the strategic goal of building a legal social state in Ukraine involves innovation, active civic participation, the use of modern technologies, and adaptation to global changes in society.

Internally Displaced Persons were defined in 1992 by the Commission on Human rights as “Persons or groups who have been forced to flee their homes suddenly or unexpectedly in large numbers, as a result of armed conflict, internal strife, systematic violations of human rights or natural or man-made disaster, and who are within the territory of their own country”. There is no universal legally binding instrument for protecting and assisting internally displaced persons. The Guiding Principles on Internal Displacement were recognized by the UN General Assembly are not of a binding character.

Individuals internally displaced by conflict are a prominent feature of wars, political violence and other forms of repression. We suggest that a subnational analysis of internally displaced person (IDP) generation can help us determine the extent to which more specific flight-precipitating factors can account for individuals’ behaviors. In particular, we are interested in how different conflict actors and the interactions of these actors affect the production of internally displaced persons. We suggest that some types of conflict actors are more likely to be responsible for greater numbers of internally displaced persons because of their political strategies. We focus on one of the most complex and yet data-rich environments in which the problem of internal displacement has been profound—Colombia. Using extensive data on internally displaced persons in Colombia among its over 1100 municipalities, we examine our expectations using negative binomial analyses to better understand the dynamics of conflict actors, the violence they perpetrate and internal displacement. We find that the identity of the conflict actor does make a difference in producing more internally displaced persons and that conflict between certain conflict actors is especially likely to produce more displaced persons.

The article analyzes the current practice of providing temporary housing to internally displaced persons in post-conflict areas. It is noted that during the six years of internal displacement at the state level, a number of regulations have been developed that have provided internally displaced persons with the opportunity to begin the process of integration into host communities. At the same time, the full integration of internally displaced persons is slowing down due to the impossibility of exercising the right to housing guaranteed by the Constitution of Ukraine. It is emphasized that the uncertainty of further housing prospects still remains one of the most pressing problems for the majority of internally displaced persons, the comprehensive solution of which requires effective cooperation between public authorities and local governments. It is noted that to date, at the state level, official information on the housing needs of internally displaced persons and the number of internally displaced persons who have been provided with housing with the support of the state or local governments is still lacking. It is noted that the state housing policy, in terms of providing internally displaced persons with housing, should be based on long-term, systematic and consistent solutions, through the introduction of targeted housing programs for internally displaced persons at both state and local levels. For those internally displaced persons who do not have the opportunity to purchase housing, effective and transparent mechanisms for providing temporary housing should be in place at the state level. Emphasis is placed on the fact that until 2017, due to the lack of sources to finance the formation of housing funds for temporary residence, as well as the lack of vacant and, most importantly, habitable housing, the above funds at the local level were practically not formed, but where they were created – were not replenished. Attention is drawn to the feasibility of assessing communal property and potential objects that can be purchased, reconstructed for the accommodation of internally displaced persons. In order to ensure the realization of the right to temporary housing for displaced professionals from among internally displaced persons, it is proposed to provide local governments with the opportunity to determine the percentage of housing that can be provided to displaced professionals in proportion to the local budget.

The article is devoted to the analysis of the constitutional right to housing and its provision to internally displaced persons in Ukraine and countries that have experienced armed conflicts (using the example of Bosnia and Herzegovina, Croatia and Georgia). The article analyzes the content of the constitutional right to housing and its implementation in Ukraine. An analysis of the main regulatory legal acts is presented, according to which the procedure for implementing and ensuring this right of internally displaced persons is carried out. The system of such documents consists of: the Constitution of Ukraine; Law of Ukraine "On Ensuring the Rights and Freedoms of Internally Displaced Persons"; Housing Code of Ukraine; The procedure for the formation of housing funds intended for temporary residence, accounting and provision of such housing for temporary residence of internally displaced persons; The procedure and conditions for providing subvention from the state budget to local budgets for the purchase, construction of housing for the purpose of transfer for temporary residence of internally displaced persons and the Procedure for providing housing purchased by the State Youth Housing Department at the expense of humanitarian and other aid funds for temporary residence of affected persons. Particular attention in the work is given to the analysis of the definition of internally displaced persons under the legislation of Ukraine and the countries whose practices are under consideration. It is argued that all the studied definitions justify the reason for the forced abandonment of a person's permanent place of residence and, as a general rule, such relocation occurs as a result of an armed conflict, due to military danger, a threat to the life of a person or a member of his family. The legal status of internally displaced persons in the countries under consideration is defined in relevant legal documents, such as: Law on Refugees from Bosnia and Herzegovina and Displaced Persons in Bosnia and Herzegovina; The Law on the Status of Displaced Persons and Refugees in the Republic of Croatia and the Law of Georgia on Internally Displaced Persons - Persecuted from the Occupied Territories of Georgia. It is argued that the widespread practice of ensuring the housing rights of internally displaced persons is the provision of temporary housing and the construction of a new one, attracting funds from international funds.

Objective. The objective of the research is solving the problems of employment of internally displaced persons by providing them with certain benefits and advantages in labour relations. Methods. The tasks are solved by using such methods as analysis and generalization of scientific, popular science literature and regulations that provide information connected with benefits and advantages to employees of enterprises that have the status of internally displaced persons. Results. The author analyzes the benefits and advantages provided to internally displaced persons in the field of employment at the new place of registration in Ukraine, as well as provides proposals for improving the legal protection of internally displaced persons. The author offers to make the following changes and additions to the current legislation of Ukraine. First, to supplement Art. 42-1 of the Labour Code with the following rule: “An employee who was forced to resign and has the status of an internally displaced person has the pre-emptive right to conclude an employment contract in case of return employment when Ukraine regains control over the territory where such an employee works”. Secondly, to supplement Art. 7 of the Law of Ukraine «On Ensuring the Rights and Freedoms of Internally Displaced Persons» of 20.10.2014 № 1706-VII norm of the following content: «it is prohibited to refuse internally displaced persons employment and reduce their salaries for reasons related to status of internally displaced person. In case of refusal to hire an internally displaced person, the owner or his authorized body is obliged to inform him of the reasons for refusal in writing. Refusal to hire can be appealed in court».

Introduction. The paper establishes that in connection with the conduct of military operations by our state in the east of Ukraine over the past six years, the emergence of a new administrative and legal status of persons-internally displaced persons – is predetermined. It is determined that such persons need enhanced protection and ensuring the exercise of their rights and freedoms from the state, which in practice causes certain difficulties. The special value of social protection of citizens, including the implementation of pension payments to internally displaced persons, is justified. Purpose: substantiation of proposals to improve the conditions for the provision of administrative services for the renewal and continuation of the payment of IDP pensions and the procedure for making pension payments to IDPs. Results. The paper analyzes the specifics of providing administrative services to internally displaced persons in the field of pension provision. This publication examines and analyzes the legislation and practical experience of implementing the right to a pension by internally displaced persons, provides legal conclusions on the state of respect for the rights and freedoms of internally displaced persons when they receive administrative services in the field of pension provision. The problem of creating unequal conditions for persons with the status of Internally displaced persons and persons without such status in the exercise of the right to a pension is revealed, which causes discrimination against internally displaced persons, contradicts constitutional principles and international acts. The necessity of repealing a rules that contradicts the law and establishes discriminatory provisions against persons with the status of Internally displaced persons is justified. The proposals of amendments to the legislation regarding new conditions for providing public services related to the appointment/recalculation of pensions to internally displaced persons without reference to the place of residence of such persons and changes in the procedure for maintaining a unified information and analytical system for managing social support for the population of Ukraine. Conclusion. The results obtained will ensure that there is no need to control the implementation of payments at the place of residence of internally displaced persons, and in the existence of a separate procedure for paying pensions to internally displaced persons and, most importantly, it will stop discrimination against persons with the administrative and legal status of an internally displaced person in comparison with persons without such status.

First, to cancel Part 3 of Clause 7 of the Procedure for Providing Accommodation Assistance to Internally Displaced Persons, approved by the Resolution of the Cabinet of Ministers of Ukraine of March 20, 2022 No. 332 "Some Issues of Payment of Accommodation Assistance to Internally Displaced Persons", which provides grounds for refusing to provide social assistance to an internally displaced person if such person has funds in the deposit bank account(s) in the total amount exceeding UAH 100,000. Secondly, to cancel Part 4 of Clause 7 of the "Procedure for providing accommodation assistance to internally displaced persons", approved by the Resolution of the Cabinet of Ministers of Ukraine of March 20, 2022 No. 332 "Some issues of payment of accommodation assistance to internally displaced persons", which provides grounds for refusing provision of social assistance to an internally displaced person, execution by such person of a transaction for the purchase of non- cash and/or cash foreign currency (except currency received from charitable organizations or purchased for payment of medical (including rehabilitation, prosthetics) social and/or educational services), as well as bank metals for a total amount exceeding UAH 100,000. Thirdly, to cancel part 2 of paragraph 1 of the resolution of the Cabinet of Ministers of Ukraine "Some issues of support for internally displaced persons" No. 709 of July 11, 2023, which provides that the reason for refusing to provide social assistance to an internally displaced person is the departure of such a person abroad. In author’s opinion, such regulations firstly bring a negative economic effect, and secondly, they deprive internally displaced persons of material support in a very difficult time for them.

The purpose of writing a scientific article is to study the state of consideration of the gender aspect in the work of heads of police units with internally displaced police officers and to develop proposals for its improvement. The paper analyzes the statistical data of the number of internally displaced persons - policemen by sex, according to the data of the GUNP in the Dnipropetrovsk region. It has been proven that the share of internally displaced persons is approximately 3% of the total number of full-time positions, and the ratio of men and women in the composition of GUNP in the Dnipropetrovsk region among internally displaced persons remains at an approximate ratio of 1:2. A conclusion was made about maintaining gender parity in the specified area. It was found that the personnel support units of the National Police only keep records of internally displaced persons - police officers. It was determined that the assistance received by internally displaced police officers is provided on a general basis, that is, through authorized state services. It was concluded that the lack of social guarantees for internally displaced persons - police officers - is one of the factors that will contribute to the dismissal of such persons from the ranks of the National Police, a decrease in the level of dedication in the performance of official duties, the creation of obstacles to the performance of assigned official tasks, etc. It is proposed to develop and adopt a single order of the Ministry of Internal Affairs of Ukraine "About the approval of the Instruction on the conditions and procedure for providing social assistance to internally displaced persons serving as part of the Ministry of Internal Affairs of Ukraine and their family members". The role of the leader in the National Police when working with internally displaced persons is recognized as key. Specific means of management for managers in the National Police in working with internally displaced persons are defined. Attention is focused on the equal treatment of all subordinates, regardless of their gender, legal status associated with the introduction of martial law. The uncertainty of the issue of management in the National Police in the gender aspect is emphasized, in particular in the direction of observing the rights and freedoms of persons with a different gender identity and sexual orientation. The direction of further development of the gender aspect in the work of the heads of police units with internally displaced police officers has been determined.

Abstract The article is devoted to the study of the problems of forced internal migration in Ukraine. Forced migration significantly affects the geography, structure and dynamics of the population of Ukraine and its regions, the level of development of productive forces in the regions, the state of the labor market and the socio-economic characteristics of living standards of different categories of the population. At present, migration processes in Ukraine are difficult to track, given that the last demographic census was conducted in 2001, and therefore it is difficult to establish the actual number of people in our country, and, accordingly, almost impossible to determine the number of internally displaced persons. According to the results of the study, the authors conclude that internally displaced persons (under current legislation) have the same rights and freedoms as other citizens of Ukraine permanently residing in Ukraine. However, in practice, internally displaced persons face restrictions on their rights and freedoms due to subjective factors. The basic rights that the state guarantees to internally displaced persons include: the right to employment, pensions, compulsory state social insurance, education, suffrage and economic rights. It is expedient to introduce tax benefits for enterprises founded by internally displaced persons, as well as to provide these benefits for enterprises that employ internally displaced persons.

The state cannot be considered democratic, social and legal in the absence of normative legal guarantees that ensure the unimpeded realization of the rights, freedoms and interests of a person and a citizen, including internally displaced persons, and in case of their violation, protection and restoration. Encountered in 2014 with military aggression, the occupation of part of Ukraine, the authorities faced not only the problem of internal forced migration, but also the need to create effective safeguards for the rights and freedoms of internally displaced persons, in particular, regulatory and legal ones. It is highlighted that in the context of ensuring the rights and freedoms of internally displaced persons, one of the issues of discussion is the correlation of international and national law, which requires doctrinal study. After analyzing the correlation between international and national law, it is noted that in Ukraine superiority is given to the monistic theory, which is characterized by preservation of the supremacy of the basic law of the state, with the recognition of the priority of international law over the national one. It is stressed that the norms of international and national legal acts on protection and assistance to internally displaced persons provide an opportunity to ensure the effective functioning of public authorities and local self-government bodies for the protection and support of such a category of persons as IDP. It is noted that normative-legal regulation in the field of protection of rights and freedoms of internally displaced persons is characterized by imperfection and imbalance in various aspects of public life. On the basis of a comprehensive analysis of international and national normative legal acts in the field of ensuring the rights and freedoms of internally displaced persons, author’s classification is given. The advantages of classification of normative legal acts in the context of ensuring the rights and freedoms of internally displaced persons are noted.

Diseases of the oral cavity organs and tissues are an urgent medical problem. The urgency of the problem has been exacerbated by the extreme conditions in Ukraine in recent years: the COVID-19 pandemic and the war. These factors lead to stress, changes in living standards and living conditions, which leads to exacerbation of chronic diseases, and also impede the receipt of full, qualified medical care. The Ministry of Health of Ukraine presents the regulatory framework "Rights and Obligations of Internally Displaced Persons", which guarantees medical examinations and treatment. According to the MoH order, the Poltava Regional Centre of Dentistry Dental Clinical Polyclinic has created conditions to provide dental care to IDPs at present. Ways of implementation: provision of dental care to patients by dentists of the polyclinic; providing emergency dental care around the clock; providing consultative and medical care by teachers of dental departments and doctors-interns. The study analysed the condition of the oral cavity organs (teeth, periodontium, oral mucosa) of internally displaced persons and identified possible ways to preserve and restore dental health through preventive work, therapeutic, surgical and orthopaedic care. The study analysed the work of dentists and teachers of dental departments in providing assistance to internally displaced persons over the 7 months of war in Ukraine. A total of 7388 people sought help. To assess the condition of the tissues and organs of the oral cavity, examinations were carried out using clinical, radiological and laboratory methods. If necessary, patients were consulted by related specialists. It was found that in all examined patients, the caries prevalence rate was 100%, and the CPV index was equivalent in patients of the main group (19±1.27) and the control group (18±2.45). The number of patients with pulpitis was 2268 (37%) (acute, chronic pulpitis and exacerbation of chronic pulpitis). Acute and exacerbation of chronic periodontitis was treated in 1852 patients (22.7%), periostitis in 855 (14%), and odontogenic maxillary sinusitis in 196 (3.2%). Out of the total number of patients, 263 (4.26%) sought treatment for exacerbation of gingivitis, 482 (7.82%) for exacerbation of periodontitis, and 698 (11.4%) for diseases of the oral mucosa. A high degree of reliability of exacerbation of periodontal and oral mucosa diseases was found in comparison with the control group.

Abstract The paper examines how the self-acclaimed religious terrorism has forced thousands of Nigerians to be displaced from their homes. Boko haram, a religious terrorist group, has destroyed properties, wasted lives and rendered many homeless. These homeless persons became refugees and internally displaced persons. These refugees are those who fled the shores of Nigeria to neighbouring countries while the internally displaced persons (IDPs) are those persons who are still within Nigeria. The paper critically accesses the plight of displaced persons (Nigerian refugees and IDPs) and the causative factors. It was discovered that there are severe hunger and starvation in displaced person’s camp. The methodology used in this paper is the descriptive phenomenological method of qualitative research. It was used so as to provide an objective report on the findings of this research. As part of its recommendation, the paper proposes that the government should make candid effort to see to the adequate care for Nigerians who have been displaced from their homes.

The article is devoted to researching the legal foundations and international standards of ensuring the rights and freedoms of internally displaced persons by local self-government bodies. The article draws attention to the fact that the relevance of the study of international legislation regarding the status of internally displaced persons is determined by the degree of analysis of international legal acts related to the protection of internally displaced persons and the procedure for their reception and accommodation by local self-government bodies, as well as the identification of interesting positions on the determination of the status of internally displaced persons persons in some foreign countries with the possibility of their introduction into national legislative practice. It is concluded that due to the rapid spread of forced internal displacement around the world, the million number of internally displaced persons in Ukraine, the need to create a single international document, for example, the UN Convention on the Protection of the Rights and Freedoms of Internally Displaced Persons, is ripe. Attention is drawn to the fact that Ukraine can initiate the creation of such a document, since it is at the center of problems related to mass internal displacement of persons and is actively considering ways to solve them, including the creation of a special legislative framework and the provision of legal and social guarantees. The article emphasizes that in order to effectively solve these issues, it is necessary to hold joint discussions with the participation of international organizations and state authorities, local self-governments and public organizations of Ukraine, which are involved in this process. Decisions related to the improvement of the legal regulation of ensuring the rights and freedoms of internally displaced persons should be made taking into account international standards for the protection of human rights and norms of international humanitarian law, as well as taking into account the national experience and the experience of other countries regarding the activities of local authorities in this sphere.

The article focuses on Greek Cypriot internally displaced persons and their attitudes towards the island’s reunification talks. We utilize quantitative data from two representative sample surveys, conducted in 2016–2017, which probed respondents on their views on territorial readjustments, property provisions and power-sharing. Contrary to the current findings in the literature, internally displaced persons status is associated with higher levels of support for a negotiated peace settlement. The article examines the impact of anticipated threats and economic opportunities accompanying a settlement and suggests a set of institutionalized mechanisms to incorporate the views of internally displaced persons and other disadvantaged groups in future reunification talks.

Abstract This article is devoted to the protection of the rights of internally displaced persons. The purpose of the present study is to analyze the current state of the rights of internally displaced persons, to identify problems in their implementation and to propose effective mechanisms for their protection. The author considers the rights of internally displaced persons depending on their specification, such as: social and pension assistance, housing, education and employment. The problem of the protection of the property of internally displaced persons is considered. It is determined that the protection of the property rights of internally displaced persons should be entrusted to the state, and effective mechanisms should be established at the legislative level to ensure the return of property or reimbursement of its value in the case of destruction or damage. The author draws attention to the fact that the realization of the rights of internally displaced persons is possible with the support not only of the state, but also of local authorities. The following scientific methods were used in writing the article: analysis and synthesis, the method of specific sociological research, systemic, structural-functional, synergetic, comparative-legal and other methods.

This article is devoted to the study of the legal status of internally displaced persons in Ukraine in the context of the full-scale war launched by the russian federation on 24 February 2022. During the study, an analysis of the doctrinal definition of “internally displaced persons” and the rights guaranteed by it in accordance with the current legislation, developed by the Verkhovna Rada of Ukraine and the Cabinet of Ministers of Ukraine, has been carried out. The article highlights the guiding principles of the international law that should be applied by the states when solving the problem of internal displacement, as well as specific examples of the measures taken by various European countries to solve this problem. Rights of internally displaced persons on right to employment and to receive special housing allowance were analysed as main guaranties. Right to free legal aid was considered as the key point guarantee for ensuring access to justice and protection of rights. Experience of states with similar experience of war (Serbia, Bosnia and Herzegovina, Georgia) were studied. The conclusions focus on the problems of effective implementation of the right of internally displaced persons to free legal aid and summarize the need to improve the effective mechanism of protection of rights of internally displaced persons, which may also be of interest for the European states that sheltered more than 8 million Ukrainians during the war.

Corporate Social Responsibility and its proper implementation entail that organizations are not just driven by the quest for economic gain or a good reputation, but that they are deliberate with positively affecting the lives of the members of their host communities. The study investigated the Impact of Corporate Social Responsibility on Internally Displaced Persons in North-East, Nigeria. Also other objectives includes to examine the impact of social responsibility on Internally Displaced Children in North East, Nigeria, and to evaluate the impact of economic responsibility on internally displaced elderly persons in North East. The researcher adopted the cross sectional research design and structured questionnaire was used as instrument for data collection. The simple random sampling technique was adopted in the study. Data analysis was committed to descriptive statistics of mean and percentages as well as correlation and regression analysis. The results showed that Social responsibility does have positive impact on Internally Displaced Children in North East, Nigeria; Economic responsibility does have positive impact on internally displaced elderly persons in North East, Nigeria. The study concludes corporate social responsibility has emerged as a form of sustainability governance with advantages to the economic, environment and social progress of the Internally Displaced Person’s at 5% level of significance. It was recommended that corporate social responsibility of the companies should be more environmentally demanded rather than Marjory from angle of ethical consideration and philanthropic obligations.

Insecurity, chaotic extensive internal movement, and external migration, growing social vulnerability, and decreasing economic stability of internally displaced persons, characterize the migration crisis caused by the large-scale Russian war against Ukraine. The aim of this paper is to reveal the needs (tangible and intangible), challenges, and opportunities for the social integration of internally displaced persons in the host communities (on the example of the Pidberiztsivska territorial community of Lviv oblast). The paper presents the sociological survey through in-depth interviews based on questionnaires. The sample is based on five strata (four starostyn areas and the administrative center) and amounts to 4% of the statistical population (50 displaced persons). The paper specifies that the host society’s lack of affordable housing (68.6% of respondents) and limited employment opportunities (39.9% of respondents) are the main challenges for internally displaced persons. The survey reveals a low level of integration of internally displaced persons and a lack of desire to assimilate into the host society caused by positive aspirations to emigrate abroad (13.5% of respondents) and intentions to return to their previous (permanent) place of residence (54% of respondents). Mapping the problems and needs of internally displaced persons can constitute the information-analytical basis for ensuring the communities’ economic progress in times of war in terms of accumulation and efficient use of the capacity of internally displaced persons. The article highlights the necessity of ensuring the interests of the state, commercial banks and internally displaced persons. The analysis of the scientific literature has shown that there is no the problem of this kind in the European countries. So wide “hybrid warfare” in the world history is being waged on the territory of Ukraine. The world has not encountered similar problems. The extensive research of the scientific literature has shown that Ukrainian scientists attempted to solve the problems of bank management, the market of deposit services, the relations of commercial banks with the National Bank of Ukraine, the management of banking system and risks, etc. The relations of three participants (internally displaced persons, commercial banks and the National Bank of Ukraine) in the deposit market of Ukraine have not been under study yet. This paper explores the ways in which it is possible to combine the interests of the state, internally displaced persons and banks and find new sources of banks’ credit resources. The methodological approach taken in this study is a mixed methodology based on dialectical method, formal-and-logical method, logical-and-juridical method and methods of analysis, synthesis, and comparison. The uniqueness of the problem for the economy and social sector of the European countries is determined; the ways of the state support of citizens-investors in their economy and national banks are explored and some important changes in the Ukrainian legislation are studied.
