This essay is a case study of internally displaced persons in camps in the district of Vavunyia in northern Sri Lanka. The main question was; Why do some internally displaced persons remain in camps when many displaced people already have settled elsewhere? The aim of this study was to examine why some people stay in camps even after a ceasefire agreement has been signed and though many people already have settled. The literature on solutions of conflict-induced displacement is not conceptually rich or theoretically exact. Therefore this study also tried to make a model for analysing why some individuals remain in camps. The model is based on the political scientist Robert Dahl theories on “political resources”. The concept used in this essay is “personal resources”. The personal resources examined were social situations and land and property ownerships and political and legal rights. The study assumes from the hypothesis that the remaining people in camps lack these personal resources which are of importance for their ability and motivation to settle outside the camps. The personal resources have been divided into structural and agential factors.
The result of this study suggests that the given hypothesis was right; the remaining displaced persons lack most of the examined personal resources. Their social situation was characterised by low status, small social network in the place they fled from, low education and unskilled work. A majority of the displaced who remained in the camps were landless. Until recently their legal right to choose settlement was restricted. The only personal resource that the majority of the displaced possessed was the political right to vote. The lack of personal resources affects both the displaced persons’ ability and motivation to find a durable solution.
Worthy to note is that it is impossible to draw clear distinctions between what is to be seen as agential and structural factors. Landlessness which in the introduction was categorised as a structural factor was proved to also constitute an agential factor as it affects people’s motivation to return.
The study shows that the circumstances surrounding internally displaced persons are complex and constitute many obstacles to their possibility to find permanent settlements. The most obvious factors, like not having any place to return to and deprivation of the legal rights of choice of settlement, can be the most important explanations.

The most recent war in Iraq has resulted in a large wave of internal and external displacement with increased sectarian violence and ethnic tension. Subsequent conflict has exacerbated conditions within the nation and further increased displacement. Throughout the country, over one million Iraqis are currently displaced. Inadequately supported by infrastructure due to a negligent dictatorship and consecutive wars, over 250 settlements have peppered Baghdad's landscape and aggravated the capital's insufficient infrastructure. It is clear that the rapid rate at which informal settlements for internally displaced persons (IDPs) are being established exceeds the rate in which settlements are forming Many settlements have exhibited user-initiated incremental housing processes. The topic of this thesis is upgrading settlements for IDPs in Baghdad, Iraq through user-initiated methods. Baghdad is facing an overwhelming amount of sub-standard IDP settlements, and while some settlements are turning into slums, other settlements are becoming more durable. Community action can be a solution for the problems addressed in semi-durable settlements that have exhibited enough solidarity through incremental processes to reach a semi-durable state. This thesis examines the solution through three methods. First, it looks at a historical review of incremental housing processes parallel to Iraq's housing policies and history to understand the nation's current housing crisis. It finds that Iraq has struggled in addressing housing needs for the low-income sector since its independence. Following the historical review, this thesis screens IDP settlements in Baghdad to evaluate the feasibility of upgrade for different types of settlement. In the screening process, settlements that exhibit semi-durable characteristics and are available for secure tenure are most eligible for upgrade. One particular semi-durable settlement is studied: Al-Sadeq in Baghdad's peripheries. Al-Sadeq is evaluated based on the following measures of durability: infrastructure, housing, and social networks. As hypothesized, findings supported the role of incremental housing principles and community action to improve the settlement's state of durability. Lessons are extracted from community field research. As hypothesized, social cohesion and community action are the catalysts that allow incremental methods of infrastructure and housing improvements to thrive. This is especially important in a conflict zone as Baghdad, where displacement is often a direct outcome of danger. In such environments, social networks can provide feelings of security to invest in development. Lessons for communities like Al-Sadeq include the power of community action in incremental housing processes and user-initiated development. Lessons from the historical review shed light on the ineffective solutions for mitigating social housing concerns in the nation's past. Lessons for the government in this study challenge the lack of an established tradition of community action in public sector projects in Iraq.

Testo completoThe purpose of this reflection – Dignity across borders: Rethinking the protection of refugees and IDPs from an ethical perspective – has been to challenge contemporary ways of thinking and dealing with issues related to refugees and IDPs. Today, refugees and IDPs are often reduced to their needs. They are often perceived as bodies to shelter, to heal or to clothe; mouths to feed; victims of persecution to protect, etc. In the same perspective, contemporary debates on treatments of refugees and IDPs tend to rotate around the financial costs of processing claims, social security benefits for asylum seekers, and social tensions arising from the presence of large numbers of refugees and IDPs in receiving countries or communities. While acknowledging the importance of all these issues and needs, the stance of this reflection has been to refocus the debate on the concept of human dignity which transcends borders such as nationality, ethnicity, religion, race, etc. From this standpoint, the debate changes and gains more fundamental and moral depths. From the same stance, but grounded in the biblical experience, the Roman Catholic Church‘s social discourse on refugees and IDPs challenges the current international refugee protection regime. Because all are created in the image and likeness of God, all humans share the same dignity. Their dignity and their rights as humans are not related to their citizenship, but to the fact that they have been born into the human family. This is the foundation of Christian universalism that challenges the current refugee protection regime that is based on the membership of states. Yet, Christian universalism includes also a realism that respects the state sovereignty within its borders. Conversely, the main claim of Catholic social teachings on refugee issues is that the refugee issues should not be perceived only from the standpoint of the state, such as national security concern and borders control. Above all, refugees should be perceived as human beings, as dignities across borders

У розділі 1 магістерської роботи здійснено теоретичне обгрунтування причин появи внутрішньо переміщених осіб, аналіз у фокусі міжнародної та вітчизняної соціальної роботи, визначення та обгрунтування поняття "внутрішньо переміщена особа", проаналізована нормативно-правова база у забезпеченні реалізації прав внутрішньо переміщених осіб. Розділ 2 присвячений емпіричному дослідженню соціальної роботи з внутрішньо переміщеними особами у м. Чернігові. Визначено критерії, показники та рівні адаптації внутрішньо переміщених осіб. Досліджено ціннісні орієнтації внутрішньо переміщених осіб, а також ставлення членів громади м.Чернігова до внутрішньо переміщених осіб. Розділ 3 спрямований на удосконалення напрямів соціальної роботи з внутрішньо переміщеними особами. Розроблено тренінгову програму "Разом до змін", яка спрямована на налагодження позитивних стосунків між Чернігівцями та пересенцями. Наукова новизна полягає в тому, що науково обґрунтовано та емпірично перевірено ставлення громади м.Чернігова до внутрішньо переміщених осіб; охарактеризовано ціннісні орієнтації внутрішньо переміщених осіб, розроблено та теоретично обґрунтовано підходи до соціальної роботи з ними.
The relevance of the study of social work with internally displaced persons is caused by insufficient scientific elaboration of this problem. In section 1 of the master's thesis, the theoretical substantiation of the causes of internally displaced persons emergence, analysis in the focus of international and domestic social work, definition and justification of the concept of "internally displaced person", analyzed legal framework in ensuring the rights of internally displaced persons. Section 2 is devoted to the empirical study of social work with internally displaced persons in Chernihiv. The criteria, indicators and levels of adaptation of internally displaced persons are defined. The value orientations of internally displaced persons, as well as the attitude of Chernihiv community members to internally displaced persons have been investigated. Section 3 is aimed at improving social work with internally displaced persons. A training program "Together for Change" was developed. It aimed at establishing a positive relationship between Chernihiv and the little ones. The scientific novelty is that the attitude of the Chernihiv community to internally displaced persons is scientifically substantiated and empirically tested; The value orientations of internally displaced persons are characterized, approaches to social work with them are developed and theoretically substantiated.

The theoretical part presents an analysis of the impact of migration and resettlement on women, the problem of studying the emotional states of internally displaced persons. The category of internally displaced persons as clients of social work is considered. The practical part presents the results of an empirical study of the characteristics of stress in internally displaced women. The scientific novelty and theoretical significance of the study are the theoretical analysis of the problem of the consequences of migration and internal movement on the emotional state of women; studying the features of emotional and stressful states of women internally displaced persons.

Testo completoOHCHR (2007) reports that at the international level, no single agency or organization has been designated as the global lead on protection and assistance of internally displaced persons. The case of women and children urban IDPs from war affected northern Uganda to Kampala poses salient questions on the state of their basic human needs, survival strategies and the perception, which all reflects urban IDPs’ rights.
A qualitative approach was used, involving direct observation, interviews (in depth and focused group discussions) and visual materials (photographs and children’s drawings) to gather primary data. Secondary data from various published and unpublished sources were used and acknowledged. The findings to the above questions reveal that women and children identify almost similar basic human needs. Nevertheless, each category has special additional needs depending on age, gender and responsibilities. Most of their basic needs are unmet and the state of such needs show how their basic human rights as per the CRC, CEDAW and the 1995 constitution of Uganda are not uplifted. Women and children are participating in many social and economic activities, despite the fact that survival continues to be a daily struggle and places many women and children at risks. Fortunately some strategies are not only providing survival but empowerment and participation as well.
Urban IDPs and host community have diverse perceptions about each other. The host community is reported to be crucial in determining how urban IDPs survive and access basic human needs. The author concludes that women and children IDPs are unable to claim their rights and are at risk. Recommendations are suggested concerning the provision and access to basic human needs, enhancement of participation and empowerment of women and children urban IDPs, so that they get in position to claim their rights. Finally further research ideas are identified.

Colombia is the second country with most displaced persons in the world, and one of the worst in human rights violations. Despite the popular believe that these human rights violations are due to the internal conflict with guerillas, this thesis found that rather, the largest share of violence, displacement, and human rights violations are due to development and linked with specific economic projects. Colombia has had three peaks of violence and humanitarian crisis. The first two were due to a reorganization in the power structures of the country. However, the last and worst peak of violence in Colombia is due to a specific economic agenda. It began with the imposition of the neoliberal ideology in the nineties. Neoliberalism made the State weaker which allowed a momentary coalition between the ruling class and the drug dealers who grabbed land from poor peasants and from the State in order to obtain financial gains. This thesis also studies how national and international elites were able to take advantage of every stage in the US foreign policy, and in the Bretton Woods Institutions policies in order to create new forms of speculative wealth. This process has created around 10 million of hectares of monopolized land, and more than 7 million of victims. The vast majority of the victims are poor and unarmed peasants. Research findings also suggest that the current peace process will deepen the existing development model, which uses internal violence as a tool for 'development'. The peace agreement with guerrillas only will be possible under principles of impunity for "the ruling coalition", legalization of denuded lands based on "property rights" principles, a greater regression in land reform, and the imposition of "Free Trade" and "Market Discipline" for Colombia in its relations with international partners.
