- who are they, why do they stay?

A case study of internally displaced persons in Sri Lanka

This essay is a case study of internally displaced persons in camps in the district of Vavunyia in northern Sri Lanka. The main question was; Why do some internally displaced persons remain in camps when many displaced people already have settled elsewhere? The aim of this study was to examine why some people stay in camps even after a ceasefire agreement has been signed and though many people already have settled. The literature on solutions of conflict-induced displacement is not conceptually rich or theoretically exact. Therefore this study also tried to make a model for analysing why some individuals remain in camps. The model is based on the political scientist Robert Dahl theories on “political resources”. The concept used in this essay is “personal resources”. The personal resources examined were social situations and land and property ownerships and political and legal rights. The study assumes from the hypothesis that the remaining people in camps lack these personal resources which are of importance for their ability and motivation to settle outside the camps. The personal resources have been divided into structural and agential factors.

The result of this study suggests that the given hypothesis was right; the remaining displaced persons lack most of the examined personal resources. Their social situation was characterised by low status, small social network in the place they fled from, low education and unskilled work. A majority of the displaced who remained in the camps were landless. Until recently their legal right to choose settlement was restricted. The only personal resource that the majority of the displaced possessed was the political right to vote. The lack of personal resources affects both the displaced persons’ ability and motivation to find a durable solution.

Worthy to note is that it is impossible to draw clear distinctions between what is to be seen as agential and structural factors. Landlessness which in the introduction was categorised as a structural factor was proved to also constitute an agential factor as it affects people’s motivation to return.

The study shows that the circumstances surrounding internally displaced persons are complex and constitute many obstacles to their possibility to find permanent settlements. The most obvious factors, like not having any place to return to and deprivation of the legal rights of choice of settlement, can be the most important explanations.

This thesis deals with Internally Displaced Persons (IDPs) on global and local level. The researchquestion deals with the problems associated with IDPs - what challenges IDPs are facing and thefuture prospects for IDPs worldwide and on local level in the Samegrelo region in Georgia.The thesis is divided into two parts: In the first part I define the IDPs using the GuidingPrinciples on Internal Displacement, the critique towards the Guiding Principles and adescription of the vulnerability of IDPs worldwide. (Part 1, Chapter 1, Sections 1,2 and 3).I continue to describe the IDPs on local level, paying special attention to those in the Samegreloregion, in Georgia. In addition, I point at a delicate issue regarding ethnicity. Further, I providefigures on the IDP population, by showing the massive IDP movement in 1994 and 2008.Further, I use a description to the Indicators of Vulnerability with regards to integration of IDPs inthe region, and alongside with these indicators I contrast the content with the Government ofGeorgia Action Plan for the Implementation of the State Strategy for IDPs, and the Guiding Principleson Internal Displacement. (Chapter 2, Section 1,2 and 3).In the following chapter I define foreign aid as a tool of policy and I point out the absence ofearmarked Official Development Assistance (ODA) destined for IDPs, although there isearmarked ODA specified for Refugees according to ODA policy.ODA disbursements to Georgia indicate that a majority of the ODA is used as humanitarian aidand the traceable assistance directed to IDPs is predominantly humanitarian. (Chapter 3, Sections1 and 2).A brief overview explains the transition from early rural cooperatives in the West, to the NGOsoperating in post-Soviet states from early 1990s, within the sectors humanitarian anddevelopment assistance. Despite a long list with short-term hard and soft projects implementedby Local NGOs, the outcomes never reached sustainable levels. (Chapter 4, Section 1).Second part of the thesis encompass a case study of a development project I managed during aninternship at the Human Rights Center of Georgia. I describe the conduct of the project and howthe team, working together with young IDPs, achieved to formulate an idea for sustainableincome generation. I also present the technicalities and the process on how we negotiated toconvince the elder IDPs about cooperating with us on the idea and the project. I describe theprocess of renovating a food processing room at the collective center where the IDPs were living,and how this project was aborted due to lack of funds. (Part 2, Case study).

The most recent war in Iraq has resulted in a large wave of internal and external displacement with increased sectarian violence and ethnic tension. Subsequent conflict has exacerbated conditions within the nation and further increased displacement. Throughout the country, over one million Iraqis are currently displaced. Inadequately supported by infrastructure due to a negligent dictatorship and consecutive wars, over 250 settlements have peppered Baghdad's landscape and aggravated the capital's insufficient infrastructure. It is clear that the rapid rate at which informal settlements for internally displaced persons (IDPs) are being established exceeds the rate in which settlements are forming Many settlements have exhibited user-initiated incremental housing processes. The topic of this thesis is upgrading settlements for IDPs in Baghdad, Iraq through user-initiated methods. Baghdad is facing an overwhelming amount of sub-standard IDP settlements, and while some settlements are turning into slums, other settlements are becoming more durable. Community action can be a solution for the problems addressed in semi-durable settlements that have exhibited enough solidarity through incremental processes to reach a semi-durable state. This thesis examines the solution through three methods. First, it looks at a historical review of incremental housing processes parallel to Iraq's housing policies and history to understand the nation's current housing crisis. It finds that Iraq has struggled in addressing housing needs for the low-income sector since its independence. Following the historical review, this thesis screens IDP settlements in Baghdad to evaluate the feasibility of upgrade for different types of settlement. In the screening process, settlements that exhibit semi-durable characteristics and are available for secure tenure are most eligible for upgrade. One particular semi-durable settlement is studied: Al-Sadeq in Baghdad's peripheries. Al-Sadeq is evaluated based on the following measures of durability: infrastructure, housing, and social networks. As hypothesized, findings supported the role of incremental housing principles and community action to improve the settlement's state of durability. Lessons are extracted from community field research. As hypothesized, social cohesion and community action are the catalysts that allow incremental methods of infrastructure and housing improvements to thrive. This is especially important in a conflict zone as Baghdad, where displacement is often a direct outcome of danger. In such environments, social networks can provide feelings of security to invest in development. Lessons for communities like Al-Sadeq include the power of community action in incremental housing processes and user-initiated development. Lessons from the historical review shed light on the ineffective solutions for mitigating social housing concerns in the nation's past. Lessons for the government in this study challenge the lack of an established tradition of community action in public sector projects in Iraq.

The purpose of this reflection – Dignity across borders: Rethinking the protection of refugees and IDPs from an ethical perspective – has been to challenge contemporary ways of thinking and dealing with issues related to refugees and IDPs. Today, refugees and IDPs are often reduced to their needs. They are often perceived as bodies to shelter, to heal or to clothe; mouths to feed; victims of persecution to protect, etc. In the same perspective, contemporary debates on treatments of refugees and IDPs tend to rotate around the financial costs of processing claims, social security benefits for asylum seekers, and social tensions arising from the presence of large numbers of refugees and IDPs in receiving countries or communities. While acknowledging the importance of all these issues and needs, the stance of this reflection has been to refocus the debate on the concept of human dignity which transcends borders such as nationality, ethnicity, religion, race, etc. From this standpoint, the debate changes and gains more fundamental and moral depths. From the same stance, but grounded in the biblical experience, the Roman Catholic Church‘s social discourse on refugees and IDPs challenges the current international refugee protection regime. Because all are created in the image and likeness of God, all humans share the same dignity. Their dignity and their rights as humans are not related to their citizenship, but to the fact that they have been born into the human family. This is the foundation of Christian universalism that challenges the current refugee protection regime that is based on the membership of states. Yet, Christian universalism includes also a realism that respects the state sovereignty within its borders. Conversely, the main claim of Catholic social teachings on refugee issues is that the refugee issues should not be perceived only from the standpoint of the state, such as national security concern and borders control. Above all, refugees should be perceived as human beings, as dignities across borders

The headcount of IDPs in the world is currently 40 million, and armed conflict in Pakistan has resulted in repeated displacements for a decade, with an estimated 1.4 million IDPs needing protection from the national government, within an Islamic social and cultural context. This research explores the protection of internally displaced persons (IDPs) under International Humanitarian Law (IHL) in an Islamic context, with a case study of IDPs in Pakistan. This research applies a mixed method approach combining legal interpretation and application of the international legal framework applicable to IDPs and the relevance of Islamic Law in the context of the domestic legal structure of Pakistan. An empirical/socio-legal case study of IDPs in Pakistan uses qualitative field interviews to investigate the implementation of the legal framework applicable to IDPs. This research analyses the applicability of IHL in the presence of Sharia Laws in the domestic legal structure of Pakistan, especially on IDPs affected by non-international armed conflict. It has found a poor domestic legal framework, and poor implementation of IHL, leading to inadequate protection to IDPs. Sharia Law in the legal structure of Pakistan does not hinder IHL from providing protection to IDPs. The government of Pakistan should do more to ensure the applicability of IDPs legal framework, especially the implementation of the rules of IHL, but this is hindered by continuing armed conflict and a lack of review mechanism for the current status and number of IDPs.

Cholera remains a major public health problem affecting high-risk populations such as camps of internally displaced persons. During a cholera outbreak, it is essential to reduce transmission and minimize new infections. The Miasma theory, host-agent-environment model and Ecosocial theory were utilized for this study. This study was a retrospective comparison to determine whether historical cholera control measures are effective during current cholera outbreaks within camps of internally displaced persons. A quantitative approach ascertained changes in incidence and mortality rates following implementation of primary and/or secondary control measures. Cholera outbreaks were identified from the World Health Organization's (WHO) Disease Outbreak News reports issued between 1996 and 2017. Each reported cholera outbreak was categorized into one of eight outbreak cohorts -- each cohort having the same primary control measure. The WHO Data Repository was used to identify cholera incidence and/or mortalities and the World Bank data set was used for population total to calculate incidence and/or mortality rates for the years prior to and the year of the outbreak to calculate the case percentage change and death percentage change. Analysis of covariance was used to assess statistical significance in rate change within each intervention cohort. No statistical significance was noted within various cholera control intervention. Limitations of this study provide the basis for continued research on this topic; also aligning with the Global Task Force on Cholera to reduce infections by 90% by the year 2030.

The plight of internally displaced persons (IDPs)in Sudan and Somalia constitutes one of the greatest human tragedy of our time since the end of the Cold War. The concept of IDPs is immense and growing. This research paper addressed the plight of IDPs during armed conflict in Sudan and Somalia. This paper also investigated into the existing institutional and legal frameworks for the protection of IDPs during armed conflict and critically highlight some of the weaknesses of these institutions and legal instruments that protect IDPs during armed conflict.

The aim of this study was twofold; firstly it sought to describe the human security situation of Roma IDPs and IDPs living in collective centers, secondly it tried to create an understanding for how the human security situation can affect IDPs capabilities to develop. The findings of the study were mainly based on a field study conducted in Belgrade, Serbia for two months. The results of the study were that IDPs in collective centers have a poor human security situation regarding basic income, employment, adequate housing and experienced personal security. Roma IDPs suffer from the same insecurities, but in addition also has poor human security in basic education and personal safety. Their stagnant human security situation proved to be the result of the inability to help IDPs by the actors involved in the relief work. Obstacles such as the Serbian government’s policy of return, a society in transition, the status of IDPs, lack of necessary documents together with lack of agency of IDPs and mistrust between different levels of the society, have hindered a positive improvement of IDPs human security situation. Their poor human security situation and their lack of instrumental freedoms in the Serbian society have lead to limited prospects for these two groups of IDPs to develop in the Serbian society.

This study aims to identify barriers to access and participation of adult internally displaced persons (IDPs) within the metropolitan area of Medellin, Colombia, as perceived by a sample of advisors, administrators and educators working with this population. Displacement often presents substantial barriers to education and IDPs fulfilling their human rights. These barriers and their underlying structures are analysed and compared to Cross' (1981) situational, institutional and dispositional categories, as well as corresponding the data to Maslow’s (1943) 5-scale Hierarchy of Needs.  The study found a variety of reasons why IDPs do not participate in education, and complex networks between these, which could be mapped to Maslow’s and Cross’ theoretical models. Lack of resources, cost/ benefit choices (both economically and in terms of time) and family obligations figure as much as poor prior study experience, literacy skills and confidence in one's own abilities. This is not surprising, and agrees with the literature regarding adult education of this population. This study aims to contribute to a complex model of deterrents to participation. A full model could be combined with existing knowledge to form a dynamic model of participation in adult education of the IDP population.

Professor N. Emel Ganapati, Major Professor Despite a growing body of research on gender and disaster, little is known regarding the long-term recovery priorities and participation of internally displaced women in the long-term recovery process. Focusing on this important scholarly gap in the public administration literature, the overall goal of this study is to understand the long-term recovery processes of populations displaced by the 2010 Haiti earthquake through a gendered lens. The study’s specific aims are to: (1) understand the rebuilding priorities of IDPs in Haiti through a gendered lens; (2) determine factors that enable or hinder IDP women’s participation in decision-making processes; and (3) assist policymakers, non-governmental organizations, and international aid agencies in addressing the priorities of women IDPs. The dissertation is based on a qualitative research study. Its data collection methods include semi-structured interviews (n=97), focus groups (n=63), participant observation, and a review of diverse secondary sources. Despite some similarities between the recovery priories of women and men IDPs in the short and long-term, women IDPs in Haiti had several additional priorities due to: (1) the traditional roles they play in the household; (2) their perception inside and outside the household as passive “victims” that needed help; and, (3) the location and conditions of IDP camps (e.g., increased risks of sexual assaults and violence) within which they lived. Their participation to voice their priorities were limited to participation in informal settings (e.g., camp committee meetings) in camps managed by the government or international aid agencies; and were affected by the following: (1) organizational factors (e.g., diverse range of organizations with diverse organizational cultures); (2) formal institutional factors (e.g., lack of participatory mechanisms customized for IDPs); (3) policymaker-related factors (e.g., stigma towards the IDPs); (4) IDP related factors (e.g., lack of trust); (5) place-related factors (e.g., lack of access to transportation); and (6) social capital-related factors (e.g., women’s groups). This study provides useful information to public administration scholars and policymakers who are working to support individuals living in the camps while those individuals rebuild their communities and livelihoods.

Scholars of peacebuilding have identified a link between peacebuilding and internal displacement, but internally displaced persons are yet to be regarded as impactful peacebuilders. This thesis explores the role of internally displaced persons in peacebuilding processes, particularly the bottom-up strategies IDPs employ in conflict settings that contribute to the achievement of a peaceful society and in the long run to sustainable peace. This research looks at the documented IDP everyday peacebuilding activities identified in Georgia and Azerbaijan, and thereafter a structured focused comparison of the two selected cases is undertaken. The theoretical underpinning of this study identifies internally displaced persons as part of the ‘local agency’ with the potential to positively contribute to peacebuilding. The empirical findings suggest that indeed IDPs in Azerbaijan and Georgia spearhead peacebuilding at the local level aside from being victims of conflict. However, the empirical assessment also highlights that the influence IDPs have on peacebuilding is limited by the challenges they face in displacement.

Since the mid-1990s, internally displaced persons have outnumbered refugees 2 to 1 in most emergencies. These are dire statistics, but I have been encouraged by recent response developments: the African Union adopted in October of 2009 the Kampala Convention for the Protection and Assistance of Internally Displaced Person in Africa, and the International Conference on the Great Lakes Region Pact on Security, Stability and Development, which includes the Protocol on the Protection and Assistance to Internally Displaced Persons, and which entered into force in June of 2008. These two hard law documents are based on the 1998 Guiding Principles on Internal Displacement, which is considered to be a soft law document. With this foundation, my thesis seeks to examine whether these African responses to internal displacement can have an impact outside the continent’s borders through customary international law. I argue that while it is still early to determine the full influence of the Kampala Convention and the Great Lakes Protocol, these two initiatives are indeed legitimate building blocks toward a generally applicable rule of customary international law. We should anticipate growing reference to them, and to the African experience in general, as issues of internal displacement increase in regions across the globe. However, before this normative framework can become binding international law, we will likely need to see more conventionally powerful states also adopt similar Guiding Principles-based initiatives. To support this statement, I outline the hardening process of soft law and the creation process of customary international law, and find that international legal theory suggests that African leadership can indeed initiate global norm development. I also found, however, that the potential of these two African instruments could not be wholly explained by law, and thus turned to international relations’ theory for supporting analysis.

Internally Displaced Persons ('IDPs') outnumber refugees by two to one and often have the same fears, needs and wants as refugees recognised as such under international law. However, refugee status entails international protection, while IDPs are left to the protection of their own state, which may, but by no means necessarily, be the very entity that has forced them to flee in the first place. In recent years, there have been significant developments in the realm of IDP protection. This includes the conclusion of two regional treaties on the protection of IDPs, the development of relevant soft law instruments, and the reformed 'Cluster Approach' of humanitarian response. Although the increased focus on IDP protection is a welcome development, the UNHCR has expressed the fear that 'activities for the internally displaced may be (mis)interpreted as obviating the need for international protection and asylum.' This thesis represents the first legal analysis of the relationship between the protection of IDPs and International Refugee Law. It will discuss five key challenges in this respect. First, the challenge of drawing the attention of the international community to the plight of IDPs; second, the challenge of developing an appropriate framework for the protection of IDPs; third, the challenge of ensuring that internal protection is not interpreted as a substitute for asylum; fourth; the challenge of determining the relationship between complementary protection and internal displacement; and fifth, the challenge of ensuring that IDP protection in an inter-agency context does not trigger the application of Article 1D of the Refugee Convention, rendering the Convention inapplicable to the recipients of that protection. This thesis will conclude by setting out the future challenges in the relationship between IDP protection and International Refugee Law, by identifying questions left open for further research, and by illustrating the overall impact and importance of this thesis' findings.

This thesis is concerned with questions about how international normative frameworks for the assistance and protection of internally displaced persons have come to be understood and applied in a local context. In order to accomplish this, a case study approach has been employed, with Sri Lanka selected as an ideal case study subject for analysis. Systematic reviews of literature concerning the international assistance and protection of internally displaced persons reveal that there is a gap in scholarship in this field – primarily concerning the normative considerations that constitute the Guiding Principles for Internal Displacement. The study that follows examines the formulation of these norms, their expressions, as well implementation and dissemination efforts combined with an analysis of how the local sphere has understood and experienced these processes and these frameworks. The findings from this thesis reveal original academic observations relevant for this field, as well potential policy and theoretical implications for how the international community approaches the dilemma of internal displacement in general.

The relevance of the study of social work with internally displaced persons is caused by insufficient scientific elaboration of this problem. In section 1 of the master's thesis, the theoretical substantiation of the causes of internally displaced persons emergence, analysis in the focus of international and domestic social work, definition and justification of the concept of "internally displaced person", analyzed legal framework in ensuring the rights of internally displaced persons. Section 2 is devoted to the empirical study of social work with internally displaced persons in Chernihiv. The criteria, indicators and levels of adaptation of internally displaced persons are defined. The value orientations of internally displaced persons, as well as the attitude of Chernihiv community members to internally displaced persons have been investigated. Section 3 is aimed at improving social work with internally displaced persons. A training program "Together for Change" was developed. It aimed at establishing a positive relationship between Chernihiv and the little ones. The scientific novelty is that the attitude of the Chernihiv community to internally displaced persons is scientifically substantiated and empirically tested; The value orientations of internally displaced persons are characterized, approaches to social work with them are developed and theoretically substantiated.

Since 1998, several provinces in Indonesia have suffered a number of violent conflicts causing massive destruction, several thousand deaths and creating over a million displaced people. This happened in North Maluku and Central Kalimantan Provinces. In 1999 the displaced people from North Maluku took flight to Manado municipality and in 2001 those from Central Kalimantan fled to Sampang District. These recipient areas were selected for this study because of their differing characteristics, including presence of IDPs; urban/rural; and levels of development. While the central government was initially responsible for providing adequate support in the first two -three years of their displacement in both areas, this changed at the end of 2003 when the central government terminated their support for the IDPs. During this period, authority for developing health programmes and services had been devolved to local government by central government through the health decentralisation policy in 2001, which created additional challenges to their meeting the needs of the incoming IDP population and particularly after the removal of government support for IDPs in 2003. This research was designed to contribute to a policy or model to be developed by the Indonesian health authorities to provide services for IDPs. The research questions were: what are the key health needs of the displaced population in the two selected recipient areas in Indonesia; what are the problems experienced by services in the municipality and district in seeking to meet these needs; to what extent has the public sector identified and responded to the health needs of the IDPs in the context of the health decentralisation policy that was currently being implemented in these two areas; on the basis of the preceding analysis, what are appropriate recommendations for the provision of health services to the displaced populations of Indonesia? The research employed mixed methods in handling the above questions. It was conducted through direct observation, surveys and focus group discussions (FGD) with IDPs. Semi-structured interviews were conducted with the Heads of the Municipal/District Health Offices and Heads of selected puskesmas in the recipient IDP areas. Respondents for surveys were selected by using a formula for estimating statistical proportions. 71 respondents in Manado and 116 respondents in Sampang were selected and respondents for FGD were selected through purposive sampling. This thesis presents the effect of the reception of IDPs on the local health systems and the responses of the areas that received them. It argues that IDPs, trapped in complex emergency situations with consequent increased health needs, added a burden to the health systems in the recipient areas The findings indicated that the local health authorities were unable to fully meet the health needs of the IDPs and therefore suggested that local health systems need to be improved at the same time as the implementation of the health decentralisation policy. This thesis provides recommendations for the public health sector capacity in the areas that received the IDPs. These are intended to enable the national health system to fill the gap between the health needs of the IDPs and the local authority health system. Recommendations include: redefinition of functions of local health institutions, ensuring a better quality of health service and strengthening the referral system.

This thesis seeks to better conceptualise how and why there is an absence of international protection for ???environmental refugees???, and to place these findings in the critical geopolitics literature. A poststructuralist framework, drawing on Foucault???s ideas of discourse, subjectivity, power and governance, was deemed most appropriate for this thesis, and provided a means of differentiation from previous literature on ???environmental refugees???. This thesis develops a genealogy of the subject category of ???environmental refugees??? since the 1970s, to better understand how the United Nations, Inter-Governmental Organisations (IGOs), Non-Governmental Organisations (NGOs) and the media have constructed environmental issues and refugees in texts. Fieldwork undertaken in 2004 enabled me to conduct 45 semistructured interviews with United Nations diplomats and representatives from IGOs and NGOs. Critical scrutiny of these interview texts revealed the constructions of ???environmental refugees??? as various subject identities, particularly in relation to climate change. Pacific ambassadors to the United Nations were also interviewed in 2004 to explore how they negotiated discourses on climate change and ???environmental refugees???, and attempted to articulate their concerns at the United Nations. This thesis contends that an absence of policy at the United Nations to protect ???environmental refugees??? has been produced by a combination of discursive and institutional politics. Unequal power structures at the United Nations have limited the capacity of small island states to lobby and articulate concerns, while subject categories of ???environmental refugees??? have been constructed in ways that alter the terms of debate, evade legal response, or deflect blame away from the perpetrators of environmental damage. Reasons for this policy absence have been the shifting attitudes towards environmental issues and the role of multilateral political institutions. The overall contribution of this thesis is to critical geopolitics, through its examination of the role of multilateralism, representations of environmental issues causing population displacement, and how and why policy absences are created within multilateral institutions such as the United Nations.

OHCHR (2007) reports that at the international level, no single agency or organization has been designated as the global lead on protection and assistance of internally displaced persons. The case of women and children urban IDPs from war affected northern Uganda to Kampala poses salient questions on the state of their basic human needs, survival strategies and the perception, which all reflects urban IDPs’ rights.

A qualitative approach was used, involving direct observation, interviews (in depth and focused group discussions) and visual materials (photographs and children’s drawings) to gather primary data. Secondary data from various published and unpublished sources were used and acknowledged. The findings to the above questions reveal that women and children identify almost similar basic human needs. Nevertheless, each category has special additional needs depending on age, gender and responsibilities. Most of their basic needs are unmet and the state of such needs show how their basic human rights as per the CRC, CEDAW and the 1995 constitution of Uganda are not uplifted. Women and children are participating in many social and economic activities, despite the fact that survival continues to be a daily struggle and places many women and children at risks. Fortunately some strategies are not only providing survival but empowerment and participation as well.

Urban IDPs and host community have diverse perceptions about each other. The host community is reported to be crucial in determining how urban IDPs survive and access basic human needs. The author concludes that women and children IDPs are unable to claim their rights and are at risk. Recommendations are suggested concerning the provision and access to basic human needs, enhancement of participation and empowerment of women and children urban IDPs, so that they get in position to claim their rights. Finally further research ideas are identified.

Existing international law practice and scholarship on the return of internally displaced persons (lOPs) is predicated upon a 'Balkan paradigm' in which lOP returns occur within a post-conflict setting defined by effective State enforcement of the rule of law. Nowhere is the influence of this paradigm more evident than in the United Nations (UN) Guiding Principles on Internal Displacement provision that deals with return. Yet, even as this UN framework becomes increasingly important in making and interpreting international law for the return of lOPs, the underlying paradigm remains rooted in the particular features of the post-conflict Balkans. To create an effective counterpoint to this partiality, the thesis draws upon the data from my year's field research in Colombia in 2007 to analyse lOP returns in this context of protracted armed conflict and attenuated State control. It finds that the Guiding Principles returns framework is interpreted by Colombian law to emphasise the exclusive agency of the State military as the guarantor of returns. However, distinct from any legal standards, the other parties to the conflict each apply their own normative frameworks for the return of lOPs. In practice, these overlapping and competing frameworks provide an important alternative basis for returns by lOPs. This study concludes that, in their current form, the Guiding Principles have limited utility as a framework for lOP returns during extended armed conflicts such as Colombia, suggesting that a redrafting is required. Moreover, by shifting attention towards the normative frameworks that structure lOP returns in practice, this work provides a platform for constructive humanitarian engagement by the international community in lOP returns during such conflicts. In these ways, this thesis illustrates not only the limits of the Balkan paradigm but also possibilities for moving beyond them to construct a more coherent framework for the protection of returning IDPs.

Women and children remain the worst victims of internal displacement. This is so because in real life, women and children are vulnerable. Thus adding on internal displacement is too much for them. There is still no international enforceable mechanism by which the protection of the rights of internally displaced persons (IDPs), and in particular women and children, can be ensured. This leaves such rights at the mercy of the states within which the internal displacement occurs. ... Chapter 2 will comprise of analysis of who an IDP is and the magnitude of the problem of internal displacement in Uganda and the DRC. This will also entail identification of the causes of internal displacement in both countries. Chapter 3 will identify and critically analyse the rights of women and children as IDPs. This analysis will focus on the conditions prevailing in Uganda and the DRC. Chapter 4 will come up with detailed and comprehensive recommendations as to what can be done to attain the acknowledgement, protection and enforcement of the rights of women and children that arise out of internal displacement. Religion and religious ritual has been linked to providing individuals and entire communities with the ability to cope in the aftermath of life-changing traumas. This thesis explores the intersection of coping and ritual in the aftermath of the recent persecution of the Yezidi people. The methodology utilizes qualitative interviews and participant observation which was conducted in Ainkawa, Lalish and Bashiqa during fieldwork that took place in July 2017. A sample of 25 Yezidis who remain displaced in Northern Iraq were asked to describe their experience of coping in the aftermath of the Sinjar Massacre. I argue that the introduction of a baptismal ritual extended to adult women became a medium to reclaim identity. This allowed women who were abducted to symbolically re- declare themselves as Yezidi, cope with the trauma, reintegrate into the community and reclaim their identity through ritual, which presents healing in a framework that is largely relatable.

Millions of IDPs, who were uprooted by armed conflict or ethnic strife faced human rights violence. In 2002, there were estimated between 20-25 millions IDPs in the world (Phuong, p.1). Internally displacement is a worldwide problem and millions of the people displaced in Africa and Asia. These all Internal displacements of the people are only the result of the conflicts or the violations of the Human Rights but also sometimes it happened because of the natural disasters. “All human beings are born free and equal in dignity and rights..."(Streich, Article 1) This article works as the foundation of human rights which gives every human being an equal rights and opportunity to maintain his/her dignity. Human Rights issues related to human dignity must be taken very seriously and should not be ignored at any level; Many human rights issues are not always visible, issues such as: privacy, security, equality, protection of social and cultural values etc. In this paper I am going to apply theoretical approach of “all human being are equal in dignity and rights” to defend IDPs rights.

Internal displacement is one of the most significant challenges in the world today, and violence, conflict, and climate-related disasters have engendered millions of internally displaced persons (IDPs) on the globe. Despite this, the IDP-population is a marginalised group on the international agenda and stay primarily under governmental protection and assistance. This makes the adequacy and durability of solutions and governmental management of IDPs crucial. The number of IDPs continues to rise every year, and many nations have evident difficulties in IDP-management, negatively affecting prospects for sustainable peace. Previous research has primarily focused on singular aspects of IDPs and solutions of such. Less has been written in terms of a broader and more comprehensive understanding of government management of internal displacement. Several scholars, researchers, and experts have stressed the urgency to pay more attention to the issue and consider IDPs a concern beyond humanitarian responsibility. This study seeks to increase the understanding of governmental management of IDPs from a broader and more holistic point of view. This by comparing two cases that have faced high numbers of IDPs in a "post-conflict" context (Uganda and South Sudan) and applying the Inter-Agency Standing Committee Framework on Durable Solutions for IDPs as a guide and analytical tool for comparison. The study finds that the governments have managed the situation with similarities and dissimilarities but have both faced difficulties in providing durable solutions and adequate response to IDPs' plight. Accentuated is also the insufficiency of establishing national instruments covering durable solutions when the political will or national capacity is absent. Reflected in the IDP-situations and trajectories examined, the primary obstacles for adequate response and management have been solely or a combination of such. The study also accentuates the interconnection of IDP-management and peace processes. For peace to be sustainable, and for solutions for IDPs to be durable, simultaneous progress of peace processes and IDP-management is crucial.

This dissertation considers how refugees and internally displaced persons (IDPs) are conceived in international relations, and how they are understood in relation to the global refugee regime complex. This research explores how cognitive frames are impeding fair/democratic governance of IDPs/refugees and employs two case studies to investigate how the practice of critical reflexivity can lead to the creation of democratic spaces for refugees/IDPs to enact protection preferences. The first case analysis argues that Sarvodaya Shramadana's Deshodaya initiative in Sri Lanka has enabled IDPs in that nation to embrace critical reflexivity to re-constitute/reimagine themselves as governing agents who can redefine state and international organization-based definitions of their protection. The second case examines asylum adjudications at the Department of Homeland Security and is an exploration of how that agency's responsible officials can employ critical reflexivity to recognize seemingly hidden governance structures that condition their decision-making and limit refugee choices. Finally, this inquiry offers a new, organic model for conceptualizing both refugee/IDP governance and strategies for democratization of refugee/IDP governance institutions and systems.

This study is among the first studies that evaluate the social impacts of terrorism in a specific country for a 10 year period. It tests the effects of terrorism on domestic net-migration in Turkey, especially in the terror infected provinces of the Eastern and South Eastern regions of the country between the years 1992 and 2001. Terrorism has impacted people not only physically, but also psychologically. When faced with "future uncertainty" or the "fear of terrorism," it is natural for people to leave their home towns, and to migrate to somewhere else where they feel safe. In order to explore the real impact of terrorism on immigration, this study used "terrorism incident rate" per 10,000 people and the "rate of people and security forces killed" per 10,000 people as independent variables. It also examined the major economic effects of migration; unemployment rate and the GDP were used as control variables. In addition, the rate of killed terrorists, population density, and the distance to Istanbul and to Mersin were also added to the models. A control-series regression analysis was performed to relate the terrorist incidents' impact on the citizens' inclinations to leave their home towns in all provinces and in high terrorism incident provinces of East and Southeast regions of Turkey. Results show that the net-migration in high terrorism incident provinces is higher than the net-migration in other provinces. Findings also confirm that there was a positive relationship between net-migration and terrorist incidents and that relationship was higher during 1992-1995, when the number of terrorist incidents hit its all time highest level. Other than terrorist incidents, results moreover confirm that net-migration is positively related to the number of "people and security forces killed".In addition, results also confirm that population density and distance were related to net-migration. Economic variables, such as GDP and unemployment also related to net migration. However, their impacts varied from model to model. While the GDP was negatively related to net-migration in the models with all the provinces; unemployment was positively related to net-migration in the models with only high terrorism incident provinces.

Colombia is the second country with most displaced persons in the world, and one of the worst in human rights violations. Despite the popular believe that these human rights violations are due to the internal conflict with guerillas, this thesis found that rather, the largest share of violence, displacement, and human rights violations are due to development and linked with specific economic projects. Colombia has had three peaks of violence and humanitarian crisis. The first two were due to a reorganization in the power structures of the country. However, the last and worst peak of violence in Colombia is due to a specific economic agenda. It began with the imposition of the neoliberal ideology in the nineties. Neoliberalism made the State weaker which allowed a momentary coalition between the ruling class and the drug dealers who grabbed land from poor peasants and from the State in order to obtain financial gains. This thesis also studies how national and international elites were able to take advantage of every stage in the US foreign policy, and in the Bretton Woods Institutions policies in order to create new forms of speculative wealth. This process has created around 10 million of hectares of monopolized land, and more than 7 million of victims. The vast majority of the victims are poor and unarmed peasants. Research findings also suggest that the current peace process will deepen the existing development model, which uses internal violence as a tool for 'development'. The peace agreement with guerrillas only will be possible under principles of impunity for "the ruling coalition", legalization of denuded lands based on "property rights" principles, a greater regression in land reform, and the imposition of "Free Trade" and "Market Discipline" for Colombia in its relations with international partners.

The impacts from climate change is among the most pressing issues that the international community is currently faced with. Climate change makes that thousands of people all over the world are and will continue to be forced to flee from their homes, thus becoming displaced. Very little is written about this group of environmental IDP´s and their protection by national policies. This is especially problematic for less developed countries, where little focus is on the IDP´s but where their plight is even more dire. This is due to the fact that those countries to a greater extent lack resources to manage climate change disasters in effective ways. The purpose of this study is to contribute to the debate on IDP´s, and to address the need to involve IDP´s in national policies, in an effort to protect those groups. This research problem was examined through analysing two cases, i.e. the development countries, Cambodia and Papua New Guinea, which have been studied through a qualitative case study with the use of structured focused comparison.    The analytical framework used to analyse the findings retrieved from the cases was the Policy implementation process framework, which offered different variables to examine and guide the analysis. This was further complemented by the concept vulnerability, in order to get a more comprehensive picture on influencing variables.     The findings illustrate that both cases has managed to introduce extensive policy frameworks on the subject of climate change and environmental disasters, but only PNG explicitly incorporates IDP´s in their policy plan. The study further recognised the shared challenges for both cases on policy implementations. Insufficient human and financial resources due to lack of commitment and mainstreaming at government-levels are the main problems facing both Cambodia and Papua New Guinea. For future research it is therefore important to continue efforts of recognising the need for national protection for environmental IDP´s and to continue evaluating national frameworks.

Background: In the last two decades Bogota, Colombia has seen a massive influx of internally displaced people (IDP) settling in its periphery where residents face the worst living, social, and economic conditions despite the 2011 passing of The Victims Law entitling IDP victims access to free shelter, food, education, and healthcare. Objective: To understand the circumstances and health care needs of Colombian IDPs, determine trends of health perceptions among IDPs and assess and quality of health services among IDPs in Bogota. Methods: Semi-structured, in-depth interviews were conducted with 12 professionals who work with IDPs and 36 IDPs. Interviews explored opinions of common health conditions and barriers to access health services in IDP communities. The EQ-5D survey about perceptions of health was administered measuring mobility, self-care, daily activities, pain, and depression/anxiety. All interviews were recorded, transcribed, coded for analysis. Results: Most IDPs did not indicate suffering with mobility, self-care, and ability to conduct daily activities. Seventy-five percent of participants indicated moderate to severe pain and 86.85% expressed feeling some form of depression or anxiety. Environmental factors are common contributors to poor health conditions. Individual and societal factors surfaced as detriments to accessing health services. The process to be included in The Victims Law registry is arduous. Although the Victims Law allows IDPs to access health services, many missing links in the system thwart quality health care delivery and discourage IDPs to utilize the health care system. Conclusion: Despite efforts to mitigate the struggles IPDs suffer there remain much needed health services and organizational improvements for the IDP community in Bogota.

There are approximately 65.3 million forcibly displaced people in the world. A large majority of these people are internally displaced. Of the 40.8 million internally displaced persons' (IDPs) worldwide, Nigeria had a total of 1,955,000 IDPs at the end of 2016. Consequently, Nigeria is among the countries with the highest number of displaced persons globally. A wide range of political, economic, social, and environmental factors, including poverty, corruption, and internal armed conflict, affect the population in Nigeria and contribute to internal instability. Thus, as Nigeria represents a complex and multi-layered situation of internal displacement, it makes for an interesting case study to understand international protection of IDPs. This dissertation asks whether the current protection of IDPs' right to physical security in Nigeria complies with international human rights standards. The current international legal framework in place for the protection of IDPs is relatively extensive, and undergoes continuous development. The United Nations Guiding Principles for the Protection of Internally Displaced People and the African Union Convention for the Protection and Assistance of Internally Displaced Persons in Africa (Kampala Convention), as well as general human rights mechanisms, comprehensively set out the rights and guarantees for the protection of the physical security of IDPs. Although there has been great improvement in recent years relating to the legal protection of and assistance to IDPs, the de facto implementation and enforcement of these frameworks in Nigeria is not in full compliance with international human rights standards.

Globally, gastrointestinal (GI) infections by enteric pathogens are the second leading cause of morbidity and mortality in children under the age of five (≤5). While GI pathogen exposure in households has been rigorously examined, there is little data about young children’s exposure in public domains. Public areas in low-income settings are often used for waste disposal practices beyond human feces disposal, including trash dumping in open drainage canals and unused lots. If young children play in public domains unattended, they might be exposed to interrelated and highly concentrated microbial, chemical, and physical hazards. This study performed structured observations at 36 public areas in a transitioning internally displaced persons community in Haiti, to document how often young children play in public areas and to quantify behaviors that might lead to illness and injury. Children ≤5 yrs played at all public sites, including toddlers (92%/sites) and infants (44%/sites). Children touched and mouthed trash (metal, glass, plastic), food and other objects from the ground, ate soil (geophagia), drank surface water; as well as touched latrines, animals, animal feces, and open drainage canals. Hand-to-mouth contact was frequent and significantly different among developmental stages (infants: 18/hr, toddlers: 11/hr, and young children: 9/hr), providing evidence that children could ingest trace amounts of GI pathogens and other contaminants on hands. These findings demonstrate that water, sanitation, and hygiene interventions need to consider the unique risks posed by public domains that contribute to GI infection in young children. Furthermore, this highlights the need for waste related interventions to address the broader set of civil conditions that create unsafe, toxic, and contaminated public environments where young children play.
