Testo completoDespite the fact that local food policies are seen as an innovation in local public action, nevertheless their construction and implementation have received little study. Indeed, local food policies underpin, above all, political choices that inform both the changes pursued in terms of local regulation of food within territorial food systems, and legitimisation strategies led by public actors which support them. This thesis takes a ‘behind-the-scenes’ look at the construction and implementation of an integrated departmental food policy, using the Gironde Departmental Council as a case study. Applying an original conceptual framework which brings together three literatures: i) an interdependency approach, ii) political work and iii) policy integration, the thesis sheds light on the political work carried out by departmental players during the problematisation and instrumentation stages of the Gironde food strategy, and examines the effects of this local public action on the local food system as well as within the department. To this end, this work is based on an immersion of more than three years within the departmental Agenda 21 mission, due to a Cifre thesis contract, which enabled the constitution of a composite research material made up of participatory observation, the analysis of grey literature, and two series of semi-structured interviews. An analysis based on interdependencies shows how the integrated food policy for the Gironde was developed over a fifteen-year period, between 2008 and 2023. It highlights the fact that the political work in terms of interdependencies carried out by departmental actors - whose influence varies - is constantly renewed. It also allowed us to distinguish four cognitive frameworks leading to four ‘types’ of departmental food policies, each with their own configurations of actors and their own arbitrations in terms of interdependencies - and hence their own levels of policy integration. In other words, over the last fifteen years, the Department of Gironde has not approached food with a consistent vision and has not associated the same objectives with it. Through identifying and exploring these different framings, the thesis sheds light on many aspects of the 'black box' of the Gironde integrated food strategy: the interplay of actors between political and administrative spheres, the trade-offs made between areas of public intervention, the variation in the Department's positions when it comes to bringing about change in the food system and its regulation, and more generally, the Department's strategies for legitimising itself within the political arena. Finally, the analysis of political work carried out by the players around different types of interdependency (e.g. territorial, public/private, knowledge) highlights the interweaving of policy, politics and polity in the creation of the Gironde Departmental Council's food strategy. We consequently conclude that there is a perpetual shift between politicisation and depoliticisation of the food issue as a result of changes in cognitive frameworks, the definition of objectives (transformative aim or political display), inter-territorial relations (in alliance with or opposing the State ; cooperation or avoidance), reconfigurations of players within the Department itself (influence of administrative and political players) or changes in the stance adopted by the Department (front-office approach, facilitator, experimenter, etc.). Finally, the thesis provides new knowledge on the construction of an unstable integrated food policy, whose constituent elements are constantly being reshaped, and through which it is shown that local regulation of food is not so much the objective pursued by the public actor as such, but rather a means of participating in a more global strategy of legitimisation of a Department continually positioning itself as an intermediary actor

Este trabajo pretende analizar el cambio institucional operado en los gobiernos locales en materia educativa. Los gobiernos locales han mostrado una capacidad creciente de participar en la prestación de políticas educativas, y han evolucionado institucionalmente para poder hacerlo. El trabajo demuestra que el proceso de institucionalización de las capacidades educativas de los municipios se ha realizado básicamente a partir de la firma de instrumentos colaborativos. Los datos obtenidos del vaciado de 6323 convenios catalanes y 200 Contrats Éducatifs Locaux franceses, permiten estudiar las relaciones intergubernamentales que se generan entre gobiernos locales y sus respectivos centros políticos en un entorno multinivel. El análisis se basa en los municipios catalanes y toma también como referente el caso francés. La hipótesis principal de este trabajo es que en materia educativa el cambio se puede explicar en función el grado de intensidad relacional con el “centro político”. El trabajo muestra que en un marco institucional tan complejo como el educativo los convenios también reflejan las jerarquías y características propias del diseño del conjunto del sistema. Así, los gobiernos locales no consiguen evolucionar y cambiar institucionalmente de forma autónoma, sino condicionados por su relación con el centro político. El sistema de interdependencias generado le permite al centro mantener la configuración de los servicios que se implementan a nivel local, el diseño general de la política, y los criterios de la distribución de recursos. En definitiva, el sistema de relaciones intergubernamentales permite a los centros políticos respectivos dirigir el proceso de capacitación educativa municipal, porque le permite modular la intensidad de las relaciones con los municipios. El trabajo presenta un análisis empírico basado en tres bases de datos creadas específicamente para este trabajo, y que permiten aplicar técnicas de análisis cuantitativo en la construcción de un índice de capacidad institucional y ponen a prueba las principales hipótesis del trabajo Así, las dos grandes conclusiones del trabajo son que: el cambio institucional de los gobiernos locales en materia educativa se dirige desde el centro político, descartando la autonomía municipal (1), y que se produce fundamentalmente mediante el establecimiento de interdependencias institucionales (2). En definitiva, para comprender el proceso de institucionalización de los gobiernos locales en educación, no sólo es necesaria una visión bottom-up, sino que también es fundamental entender el proceso como fruto de unas todavía poderosas relaciones de poder verticales

Testo completoThis thesis studies the consequences for innovation of international trade allowing for spatial interdependence. Indeed, the mechanisms through which international trade affects innovation are based on highlighting factors that, because they are the source of increasing returns, represent real engines of the growth. Yet, the accumulation process of these factors depends on effects which are constraints in space .First, trade flows by which technology is supposed to transmit between countries are interdependent. Second, the results highlighted in existing literature capture only the direct effect of trade on innovation. However, it is possible that a country benefits technology from an another country without any trade between the two countries. It seems convenient to revise the relation between international trade and innovation in the context of spatial interdependence. Based on endogenous growth models, we derive two spatial structural models in order to take into account spatial interdependence. The empirical analysis of spatial models revealed that in addition to traditional variables such as R&D and human capital, externalities contribute strongly to productivity growth and these externalities are especially important for low-income countries. Regarding competition, the effects are mixed. Trade liberalization, by increasing competition, promotes innovation in developped countries. However, it reduces innovation in low-income countries

Testo completoWhen war ends with a settlement, political institutions, norms and rules defining authority, are the main topics of conflict. The aim of this thesis is to understand why in this context reconstruction is so messy. It demonstrates that political reconstruction follows a cycle which alternates between phases of status quo, debate (transformation), and crisis (contestation). This process is primarily influenced by the degree of societal division and of complexity of the international environment. When the political space is deeply divided and the international environment conflictual, as it is the cases of Lebanon and Bosnia-and-Herzegovina, the cycle speeds up because of the multiple possibilities of transnational connections. These two processes were at first frozen, and were reactivated a few years later by transnational coalitions. These coalitions promoted state-building reforms which succeeded in pushing reforms forward, and gave way to multilateral negotiations unseen since the end of the war. However, this transformative period soon gave rise to contestation that made way for a political crisis, followed by a return to a new status quo. This change in political climate can be best explained by the disengagement of interveners supporting state-building measures, and by external pressures to speed up reforms. It weakened pro-reform coalitions and supported the return to more radical political objectives.

The issue of the deregulated arises as the volatility of the wholesale price increases because of the new mechanism in price determination. Italy provides an interesting case study for exploring the electricity market because of its specifications. Our project consists of three independent quantitative research to view the Italian electricity market in three different angles. The first study is aimed to address the forecasting issue caused by the volatility of electricity market. The result suggests alternative forecasting method for modelling electricity price on Italy and comparisons between univariate and panel framework. The second research examines the impact of renewable energy on the congestion occurrence and cost. We analyse quantitative properties of the econometric estimation in order to gain insight into the economic mechanism and to draw policy suggestion. Finally, the final research attempts to address the interdependence of prices in six macro-zones of the Italian electricity market

Testo completoThe thesis focuses on the examination of three major economic factors influencing Egyptian foreign policy towards the United States. These three factors are: US aid, foreign trade and investment. From these three axes of analysis, we can measure the degree of asymmetry of the Egyptian economy vis-à-vis the United States. This is done by introducing parameters, rather quantitative, which serve as indices to the degree of reciprocity or that of the unilateral dependence.This analysis will be complemented by other indicators, mostly political, which reflect the degree of subordination or independence of Egyptian foreign policy. Moreover, the thesis highlights the existing complex networks between the domestic actors of foreign policy in the internal field, by studying intrests' intersections of Egyptian foreign policy actors, according to a bureaucratic model. Testo completoThrough the example of joint peackeeping operations (PKO) between the United Nations and the European union in Chad and Central african Republic (known by their French acronyms as Eufor Tchad-RCA and Minurcat) between 2008 and 2010, the purpose of this research is to question the social process that lead to the launching and the implementation of a collective security operation knwon as a peacekeeping operation.Though the Anglo-Saxon analyses of peacekeeping inspired by the International Relations theory not often question the decisionnal process, considering the deployment as a rational mean to treat a crisis, this thesis is an analysis of the non-linear social process that led to the deployment of Eufor Tchad-RCA and Minurcat. This analysis allows us to question in an orignal way the dysfunction of peacekeeping by shifting the focus from the local appropriation of the PKO as suggested by the Libera Peace approach to the continuity between decisionnal stages and implementation stages of the PKO. The thesis proposed here is that the launching of a PKO must be understood as the output of the social activity that takes place around a security issue that lead to the structuration of an area of action in the collective security sector. We named that periode a conjuncture of peacekeeping. The conduct of the operation is then analysed as the continuity of the activity in this area of action which includes new actors during its implementation stage. The re setup of the area of action can lead to the pursuit of the PKO or to its end, regarding the social dynamic that is set up

Testo completoAlthough international cooperation has been improved, national political issues are often outweighing international ones. Keeping in mind all this complexity which comes with international relations, we will explore several avenues of research on international linkages and economic policy spillovers.First, in order to better understand the international issue of forward guidance in case of ZLB, we develop a two-country general equilibrium model with price rigidities. We show that the augmented Taylor rule when the economy is at the zero bound, and the commitment to follow this rule, may help the economy to react in a smoother way to adverse productivity news shocks.Second, we examine the extent to which uncertainty with regard to macroeconomic policies in advanced countries spills over to emerging markets via gross portfolio bond and equity flows. We find that the impact of fluctuations in policy uncertainty on portfolio equity flows differs markedly depending on whether changes in policy uncertainty originate from the US or the EU. The size and direction of these spillover effects depends on the level of global risk, with increased European policy uncertainty only having a negative impact on bond inflows into EMEs when global risk is high. For equity inflows, the level of country-specific sovereign default risk also matters for nonlinearities.Finally, given the dependence of some commodity exporters to Chinese investment-led growth policies, we assess the potential impact of a Chinese hard-landing. According to our estimates, Latin American countries would be hardest hit, followed by Asia (ex. China); advanced economies would be less affected

Testo completoNatural gas is not only a mainstay of the Russian economy, but also a major instrument of the Kremlin’s foreign policy. For Russia, the gas industry is used not only to sustain its economy and maintain high fiscal revenues but also to regain its place as a great power in world politics. Despite recent reforms, the domestic gas market in Russia still cannot substitute all benefits from exports. The new Russian gas strategy intends to promote Russia as a major producer, exporter and partner. These three characteristics will be the subject to this thesis. The European market remains a prime target for Moscow today, despite the efforts for exports diversification. This is proved by Gazprom's strategy of securing existing pipelines and building new gas routes to Europe. Energy links, established more than forty years ago, between Europe and Russia have led to a strong interdependence between the two partners. This interdependence is neither alarming, nor dangerous, it has to serve as a motivation for the establishment of a reliable energy partnership. Even though the two partners have divergent interests, the progress of the bilateral cooperation depends on their ability to adapt to this situation of interdependence

Testo completoThis study of Turkish activism, focussing on four protest mouvements based on gender, sexual orientation or ethnicity, shows that a repressive context can actually open up possibilities for the emergence of new protest mouvements as well as for their coalescences. Despite their differences, these movements are still interdependent in their dynamics and complexity, and belong to the same cycle of contention, which was born in the eighties and matured in the nineties when it became a powerful agent in the deconstruction of the ideological, organizational, and political monopoly of the militant space. The interdependenceof these mouvements, based on several factors, promotes their convergence and their interactions, which also depend on their cleavages, relative to the internal structure of social relations and to various forms of their organizational hierarchies. These conflicts are slowing down renewal and the innovation process within these organisations. Thanks to the sustained alliances, though, they cause internal disputes that bring transformation and reinforce the concord of communities around these mouvements. From the complexities of this process between interdependence, tensions and mutual influences, a new cycle of contention arises in 2010, in the form of a multiplicity of relations within an intermediate space where concepts, repertoires, ideas and experiences are in mouvement

Testo completoIn Argentina, large-scale metal mining activity began in the 1990s, following the recommendations of international institutions and under the aegis of Carlos Menem’s neoliberal government. It is the beginning of extractivism that encouraged the expansion of capitalist logic of accumulation by dispossession into new provinces, wich are now managing their resources. With the arrival of a progressive government in the early 2000s, the deployment of the sector did not slow down and became a state policy. It is the transition to neo-extractivism, which is accompanied by a significant increase in the number of organizations and the establishment of a consensus apparatus aimed at legitimizing, naturalizing and institutionalizing the increasingly criticized activity in the territories.In this context, this research questions the conditions for the local adaptation of a globalized model. What interdependencies, what power relations exist between the partisan actors of the sector and local territories? What role do local elites play in the hybridization of public-private logic underpinned by neo-extractivism? How do the representations that make territories evolve in the face of this activity, which has a hegemonic definition of “resource”? To answer these questions, qualitative and multidisciplinary approach as well as multi-site, polymorphic and multimodal methods have been adopted. This methodological triangulation was designed to compare the discourses and practices of the sector’s actors at the subnational level and to identify the territorial variations of a globalized model. Faced with the establishment of an activity that is greedy for “natural products”, we invite the reader to consider the weight of the local in the multiscalar and hybrid power relations deployed by the actors of large-scale metal mining activity
En Argentina, la actividad mega-minera comenzó en la década de los 1990 en sintonía las recomendaciones de las instituciones internacionales y bajo la égida del gobierno neoliberal de Carlos Menem. Este fue el comienzo del extractivismo, que alentó la expansión de la lógica capitalista de acumulación por desposesión en nuevas provincias, ahora manejando sus recursos. Con la llegada de un gobierno progresista a principios de la década de 2000, el despliegue del sector no se ralentizó y se convirtió en una política de Estado. Se trata de la transición al neoextractivismo, caracterizado por un aumento significativo del número de organismos involucrados y por el establecimiento de un dispositivo de consenso destinado a legitimar, naturalizar e institucionalizar la actividad mega-minera, cada vez más desprestigiada, en los territorios.En este contexto, esta investigación cuestiona las condiciones para la adaptación local de un modelo globalizado. ¿Qué interdependencias, qué relaciones de poder existen entre los actores partidarios del sector y los territorios locales? ¿Qué papel juegan las élites locales en la hibridación de la lógica público-privada sustentada en el neoextractivismo? ¿Cómo evolucionan las representaciones que conforman los territorios frente a esta actividad, que tiene una definición hegemónica de “recurso”? Para responder a estas preguntas, se ha adoptado un enfoque cualitativo y multidisciplinario, así como un sistema multisitio, polimórfico y multimodal. Testo completoStructural change in farming has long been the subject of considerable interest among agricultural economists and policy makers. To account for heterogeneity in farmers’ behaviours, a mixture Markov modelling framework is applied to analyse this process for the first time in agricultural economics. The performance of this approach is first investigated using a restrictive form of the model, and its general form is then applied to study the impact of some drivers of structural change, including agricultural policy measures. To identify channels through which interdependency between neighbouring farms arises in this process, the mixture modelling approach is applied to analyse both farm survival and farm growth. The main conclusions of this thesis are threefoldFirstly, accounting for the generally unobserved heterogeneity in the transition process of farms allows better representing structural change in farming and leads to more accurate predictions of farm-size distributions than the models usually used so far. Secondly, the impacts of the main drivers of structural change themselves depend on the specific unobservable farm types which are revealed by the model. Lastly, the mixture modelling approach enables identifying different unobserved relationships between neighbouring farms that contributes to the structural change observed at an aggregate or regional level

Testo completoThis thesis concerns an instrument for the clinical treatment of social vulnerability known as the “Mental Health and Social Vulnerability Crossover Tool”. Based at the Ain Psychiatric Hospital, this instrument, set up under the framework of government policy on access to prevention and health care services (article 71 of the French law dated 29 July 1998 on guidelines for social exclusion management), is composed of a network of mental health professionals (social workers, nurses, psychiatrists, psychologists, health managers) who share the same desire to support individuals with psychological suffering resulting from a recent, or more distant, inability to assert themselves as subjects of their own life. An analysis of the practices (reception, assistance, support, counseling, referral) adopted by these clinicians as well as an analysis of how their practices are formalized (organization of activities, reference bodies of doctrine, methods for assessing professional practices) will be used to examine two issues: how both protection systems resulting from the enabling State’s new policies to fight social exclusion, and the underlying individuation processes are transformed.This thesis highlights the emergence of collectives of action who work to recognize the paths of people in social vulnerable situations, employing a very specific clinical practice which falls into the realm of care. The aim was to maintain and/or recover the sociability of persons in socially vulnerable situations based on the psychosocial approach of the loss of attachments. Clinicians have developed what can be qualified as ecological practice, in that the benefit of the link to be reinforced is determined by the individual themselves, in relation to all the supports which connect them to the world. Their body, its subjectivity and all the beings and objects present in their environment (family, culture, work, rights, health, money, etc.) form the basis for this intervention. In order to find out what binds the person in difficulty to and gives them a place in society, the clinicians work as a network, sharing their knowledge of the person and, in doing so, act as ethnographers of the person's attachments, using all the reference bodies of doctrine and epistemologies (sociology, anthropology, psychology, medicine, public health, economy, philosophy etc.) to better situate/understand these attachments. This clinical practice in a network helps clinicians to preserve a form of collective therapeutic solidarity in which the beneficiaries of the intervention are no longer considered as independent and abstract but rather interdependent and concrete.A detailed analytical description of this new form of clinical treatment will allow us to show how mental health policies at the forefront of the fight against exclusion cannot be interpreted purely in terms of social services and care provision, redistributed in exchange for the activation of individuals. They must also be considered in terms of how they also correspond - thanks to the work of convinced clinicians - to new ways of thinking and to ensuring the preservation of these individuals, both by recognizing their rights and the multiple attachments that connect them to the world

Testo completoOur thesis traces the unprecedent path of solidarity between European States and Peoples made possible by the process of European integration. It questions the conditions, the justifications and the obstacles of what Robert Schuman identified as the transition from “de facto solidarity to production solidarity”, that is to say from negative solidarity understood in the sense of interdependence, to positive, desired, chosen solidarity. This ambitious goal encounters many obstacles. Gradually, European solidarity has been depoliticized and thus became a technical enterprise, following the functionalist method, which caused a loss of meaning and of the aims of the European project. Consequently, the question of legitimate justifications for European solidarity has become imperative, as has the search for conditions for a renewal of the consent of States and Peoples to European solidarity. Indeed, why and how have States consented in the past to an integration project that involved sacrifices in terms of sovereignty, and why and how could they consent to it again tomorrow? The crisis of trust and legitimacy in the EU is indicative of a deeper crisis of intra-European solidarity. We thus identify the normative and empirical conditions of solidarity that we confront with the European experience. Then, by identifying the purposes of European solidarity, we define the contours of an integration framework capable of meeting the expectations of Europeans in terms of solidarity, a means of added protection

Testo completoAt the dawn of the twentieth century, in China, a group of intellectuals and writers find themselves at the beginning of a new cultural and politic movement. Sinologists call them the “May-Fourth writers”. They have for goal to transform China, implement a form of modernity in using literature. From the rejection of Confucian tradition to the promotion of the Communist ideas, they seem to be in the middle of every social and political transformation that the country has experienced. The May Fourth era is a turning point in the history of China. It begins just after the fall of the last Qing emperor and ends just before the victory of the Chinese Communist Party, it is a time where the Chinese society was reorganized. The intellectuals were no exception, a new configuration is under construction. It is with the sociology of Norbert Elias that I will try to understand which configuration allow the development of both literature and politics in an interdependent relationship. The new configuration that characterizes the May Fourth writers is different than the one that characterize the Confucian mandarins of the Imperial age. The various elements who allow the May Fourth writers to pass to a configuration to another (new themes in literature, a way to be modern, political commitment) are also the elements that influence the political world, showing the interdependence between them.
