En montagne, les routes et les infrastructures de transport sont essentielles d'un point de vue économique, social, environnemental et sécuritaire mais également fortement exposées aux phénomènes naturels : les effets indirects dus aux pertes des fonctions de liaison assurées par ces infrastructures critiques s'avèrent très dommageables pour les territoires. Actuellement, la plupart des analyses de risque se concentrent cependant sur des études locales en considérant quasi exclusivement des aspects de vulnérabilité directe liés aux dommages causés aux personnes, biens, infrastructures. À l'échelle territoriale, d'autres techniques permettent de considérer les vulnérabilités indirectes et quantifier la vulnérabilité et la résilience territoriale. Cet article décrit puis discute tout d'abord le concept de résilience avant de proposer une méthodologie appliquée à l'analyse de territoires et de réseaux de transport.Pour ce faire, l'analyse des propriétés structurelles des réseaux combine l'analyse spatiale et la théorie des graphes pour produire des indicateurs structurels évaluant l'importance, la criticité de sections de route mais aussi l'accessibilité de territoires dans le contexte de risques naturels. L'indicateur de centralité, par exemple, évalue le niveau d'utilisation d'une route pour accéder à tout point du territoire (une mesure de l'importance). L'évolution de l'indicateur d'éloignement moyen (topologique) quantifie la difficulté d'accès aux points du territoire sur la base des contraintes sur le réseau liées aux phénomènes naturels. GeoGraphLab (GGL) est un nouveau logiciel libre qui utilise cette méthodologie pour l'analyse d'infrastructures de réseaux. En utilisant ces techniques, les réseaux sont étudiés pour plusieurs scénarios d'exposition et de défaillance pour évaluer leur vulnérabilité et la résilience territoriale quantifiée à partir des variations relatives d'indicateurs structurels.

L’intensification de l’empreinte humaine dans l’estuaire et le golfe du Saint-Laurent impose une planification systémique de l’exploitation des ressources marines. Une évaluation régionale des impacts cumulés dans le Saint-Laurent demeure pourtant encore attendue. Un nombre important d’activités (p. ex. transport maritime, pêche, aquaculture) caractérise l’exploitation humaine du Saint-Laurent. Ces activités imposent plusieurs stresseurs environnementaux (p. ex. destruction de l’habitat) affichant un chevauchement spatial croissant. Individuellement, ils peuvent affecter la structure et le fonctionnement des écosystèmes. Imposés simultanément, les stresseurs peuvent agir en synergie et entraîner des effets non linéaires imprévisibles. Ces effets demeurent largement incompris et conséquemment ignorés lors d’évaluations d’impacts environnementaux, qui demeurent orientées sur des espèces ou secteurs uniques et l’approbation de projets. Plusieurs défis relatifs aux impacts cumulés dans le Saint-Laurent doivent être relevés : 1) améliorer l’état des connaissances des impacts de multiples stresseurs sur les écosystèmes, 2) améliorer l’applicabilité des méthodes d’évaluation d’impacts cumulés, 3) identifier des indicateurs d’impacts cumulés, 4) créer un protocole de suivi environnemental et d’impacts humains, et de partage de données et 5) développer une capacité de gestion adaptative pour le Saint-Laurent. La planification systémique de l’utilisation des ressources naturelles au sein du Saint-Laurent nécessitera une vision intégrative de la structure et du fonctionnement des écosystèmes ainsi que des vecteurs de stress qui leur sont imposés. Une telle approche ne sera réalisable que lorsque nous aurons développé les infrastructures et les outils nécessaires à une gestion écosystémique du Saint-Laurent.

Les photographies de la série [TIMESCAPES] portent un regard engagé vers la soif de domination que l’être humain produit sur son environnement, et qui ne cesse de définir ce début de XXIe siècle. Ces questionnements demeurent propres à l’extrême contemporain, avec l’impossibilité du paysage et la crise de l’urbanité, l’émergence de non-lieux et la tentative pour inventer des lieux où vivre, face à l’implacable déconstruction structuraliste du sujet. Le capitalisme, né de l’ère Anthropocène, ce « Siècle de l’Homme » initié avec la Révolution industrielle, a investi notre langage visuel dans lequel tout un imaginaire urbain s’est structuré, construit, architecturé, et où s’institue un système ayant recours à la réalité et à la fiction, entre réalité sociale et imaginaire poétique, entre documentaire et fiction. Un système dont les espaces-mondes créent des formes particulières, des formes esthétiques qui deviennent les cadres privilégiés de fictions représentatives de l’espace contemporain. En d’autres termes, cet extrême urbain contemporain né du Capitalocène se traduit par une urbanisation galopante de la planète, où les villes-mondes finissent par définir à elles seules de nouvelles formes de l’urbain. Tous ces non-lieux photographiques désignent des espaces-mondes, ce sont des images de territoires qualifiés d’intermédiaires ou d’intercalaires. À la fois constructions ou déstructurations démultipliées de l’environnement urbain, ces images donnent à voir un système particulier, celui d’un appareil de capture et de distribution des flux. Il s’agit de l’illustration de la technosphère qui désigne la partie physique de l’environnement affecté par les modifications d’origine anthropique, c’est-à-dire la totalité des constructions d’origine humaine, des premiers outils jusqu’aux dernières avancées technologiques, en passant par les infrastructures, les marchés industriels, les différents moyens de transport et l’ensemble des produits transformés. C’est ainsi que les changements de la Terre deviennent le reflet des changements de nos socie?te?s humaines.
 
 Ces espaces en mouvement perpétuel illustrent aussi le phénomène de l’accélération du temps et de ces dérives, sur des territoires en transformation constante, où l’éternité se manifeste uniquement à travers le changement ; puisque sans mouvement, il semble qu’à l’ère du Capitalocène, il n’y a point de devenir. Les effets extrêmes de la mondialisation redessinent ainsi aujourd’hui des centaines de villes ; vitrine du capitalisme débridé, ce qui surprend, c’est ce chaos constant dans chaque ville ; une révolution urbaine faite de constructions qui imposent une ségrégation socio-spatiale, entre densité et verticalité de l’urbanisme. Vision d’une croissance urbaine incontrôlée et abstraite, où chaque ville devient globale, mouvante et en perpétuel changement, prit dans le rythme effréné incontrôlable de l’urbanisation imposée par la globalisation du capitalisme. Les photographies aux compositions à la domination géométrique tendent vers l’abstraction, où les conditions de définition de l’abstrait sont la caractéristique même de l’accélération du monde ; car l’abstraction de la mondialisation et la rationalité du capitalisme représentent l’abstraction de la réalité matérielle associée aux échanges mondiaux dans laquelle le capital a atteint sa dématérialisation ultime. Une abstraction et une géométrisation de l’espace qui révèlent la prédominance de la pensée rationalisée, la grille étant un point d’appui dans une économie axée sur des procédures standards optimisées ; un dispositif formel qui devient l’un des symboles des principes de la raison instrumentale et de l’efficacité économique. En effet, la grille structure et (ré)actualise les relations avec les environnements, et ce faisant les rapports au monde. En installant un espace plat, lisse et infini, et alors même que l’e?tre humain ne semble toujours pas s’inquie?ter de son destin catastrophique dont il est l’obstine? ba?tisseur, les distances disparaissent, chaque position en vaut une autre, les différences culturelles s’estompent, l’individu finit par être aliéné et sa sociabilité appauvrie. Face à cela, l’urgence est de stopper les logiques de destruction qui sont à l’œuvre sur la planète, afin de réinventer la cohabitation du vivant à travers des mondes multiples et enchevêtrés, pour ainsi dépasser la tension entre l’environnement et l’être humain.

Le developpement des infrastructures de transport terrestre en europe souleve de nombreuses questions liees a la protection de l'environnement. Le droit europeen apporte certaines reponses, parmi lesquelles la mise en place de mecanismes juridiques visant a prendre en compte l'environnement dans les processus decisionnels. Avec l'adoption en 1985 de la directive communautaire relative a l'evaluation des incidences sur l'environnement de certains projets publics et prives, les autorites communautaires ont fait un premier pas vers l'integration des considerations environnementales dans les procedures d'autorisation ou d'approbation des projets d'infrastructures routieres et ferroviaires. Cette directive se limite, toutefois, au stade de la realisation du projet et ne permet pas une prise en compte de l'environnement en amont du processus decisionnel. La communaute europeenne est intervenue en tenant compte des considerations environnementales dans les procedures de financements communautaires des infrastructures de transport. Il reste a intervenir aux premiers stades du processus decisionnel, c'est-a-dire au niveau des plans, politiques et programmes relatifs a la realisation de reseaux routiers ou ferroviaires transeuropeens au nationaux<br>The growth of the transport by land network in europe raises many questions about the protection of the environment. European law provides some answers, including the provision of legal instruments to include the environment in decision process. In 1985, the community institutions adopted the council directive 85 337 on the environmental assessment of some private and public projects. This was the first step tpwards the integration of environmental concerns into the approval procedure of road and railway projects. This directive is, however, limited to the project level; the environment is therefore not taken into consideration during the decision stage. The european community has already intervened in community financing procedures of roads and railways regarding environmental matters. They now have to intervene during the initial stage of the decision-making process, that is, at the level of plans, politics and programmes which concern national and european transport networks

Les infrastructures linéaires de transports (ILT), dont les routes, sont une des principales causes du déclin de la biodiversité. Bien que les évaluations environnementales permettent de limiter ce déclin, la séquence "Eviter, Réduire et Compenser" les impacts peine à s'appliquer pleinement. En effet, la séquence ERC fait bien souvent appel à des données qualitatives en oubliant les processus biologiques et/ou écologiques et leur échelle spatio-temporelle. L'impact des routes est globalement bien documenté pour plusieurs groupes biologiques, hormis pour les chauves-souris, pourtant susceptibles d'être très fortement affectées. Par ailleurs, leur protection stricte nécessite leur prise en compte dans la séquence ERC. Pour étudier l’impact des routes, et notamment des autoroutes, je me suis concentré sur l’étude des chauves-souris afin de mesurer et quantifier leur magnitude. Pour cela, différentes méthodes développées et réutilisables par les différents acteurs de terrain seront présentées. Ainsi, dans un premier temps, je me suis intéressé à une méthode de traitement des données issues d'écoutes acoustiques et à une méthode de valorisation. Dans un second temps, nous avons appliqué ces méthodes afin (i) de connaitre quels étaient les impacts des routes sur les populations de chauves-souris et (ii) afin d'évaluer l'efficience des mesures de réductions engagées pour réduire ces impacts. Nos principaux résultats montrent que les autoroutes ont un impact négatif significatif sur l'activité de chasse et de transit pour plusieurs espèces de chauves-souris jusqu'à au moins cinq kilomètres de distance à une autoroute. De plus, l'effet des autoroutes semblerait également avoir des conséquences sur la génétique des populations. Enfin, nous avons étudié les chiroptéroducs, ouvrages dédiés aux chauves-souris visant à réduire ces impacts par l'amélioration des connectivités écologiques. Ce type d'ouvrage dédié semble être approprié lorsqu'il est situé dans des corridors écologiques fins tels que les haies<br>Biodiversity is being lost at an increased rate as a result of human activities. One of the major threats to biodiversity is infrastructural development. Although the measures taken in environmental impact assessments can limit this loss, the mitigation hierarchy to "Avoid, Reduce and Offset" impacts on biodiversity is not fully functional. Indeed, the mitigation hierarchy often uses qualitative data and does not account for the biological and/or ecological processes and their different spatial and temporal scales. The impact of roads is well documented for several biological groups but not for bats whereas they are likely to be very strongly affected. Moreover, as they are strictly protected, they should be considered in the mitigation hierarchy. Therefore, through the study of bats, I investigated the effects of roads, especially major roads, and intended to measure and quantify the magnitude of their impacts. This thesis presents different methods developed to reach this objective and which may be used by stakeholders in the field. First, I intended to determine how to process data collected through passive acoustic monitoring and how to exploit these data. Then I determined what the impacts of roads on bat populations are and I proposed a method in order to assess the mitigation measures which presume to restore bat habitat connectivity. Our main results show a significant negative effect of roads on bats foraging and commuting behaviour for several species and up to at least five kilometres away from a major road. In addition, the effect of major roads also seems to have consequences on populations’ genetics. Finally, we studied bat overpasses which are structures specifically dedicated to bats and aiming at reducing the impacts of roads by improving bats’ habitat connectivity. These structures seem to be appropriate when located in narrow ecological corridors such as hedgerows

L'objectif de cet article est d'introduire la prise en compte des Services Écosystémiques (SE), c'est-à-dire les bénéfices que la société retire du fonctionnement des écosystèmes, dans le cadre des procédures d'évaluation des projets d'infrastructures de transport terrestres. La prise en compte des SE dans les outils d'évaluation de projet, l'étude d'impact environnemental et le bilan socio-économique, peut sensiblement améliorer les décisions publiques. Pour montrer cela, nous commençons par mettre en lumière les différents défis associés à l'intégration des SE dans les décisions en matière d'implantation d'infrastructures de transport. L'intégration ne peut être faite que si l'estimation des SE, en termes de changements d'offre, de demande et de valeurs associées à ces changements, est faite de manière spatialement explicite. Nous illustrons ce point, dans un premier temps, à travers l'étude de la perte d'un service : la régulation du climat global engendrée par la construction d'une ligne grande vitesse dans l'ouest de la France. Puis, nous approfondissons la question de la combinaison de la perte directe et de la perte indirecte de services due aux impacts de l'infrastructure sur la connectivité des entités spatiales. Pour les deux types d'impacts nous intégrons des seuils potentiels sur la fourniture de services en proposant une méthode de prise en compte des effets sur des écosystèmes particulièrement sensibles.Nous appliquons cette méthode au même cas de projet d'infrastructure et comparons différentes options de tracé afin de donner un exemple de la manière dont les choix pourraient être améliorées en cartographiant les pertes directe et indirecte de SE. Enfin, nous tentons de montrer l'intérêt de la prise en compte des SE dans l'étude d'impact et le bilan socio-économique de manière à mesurer l'information supplémentaire donnée par une telle intégration. Une attention particulière est portée au caractère applicable de l'analyse aux cadres réglementaires actuels entourant ces deux outils. Nous montrons que ce type d'analyse peut éclairer et orienter différentes étapes d'un projet d'infrastructure: des études préliminaires, à l'étude du tracé final. Dans le cas des études d'impact, l'intégration de ces considérations peut permettre de mesurer la perte de services engendrée par chaque tracé d'infrastructure et d'intégrer ces pertes en tant que nouveau critère de choix de tracé. Concernant le bilan socio-économique, la perte de services exprimée en termes monétaires peut permettre de donner une indication quant à la perte sociale engendrée par le tracé final en matière de capital naturel. Plus spécifiquement ce type d'étude peut permettre une meilleure identification des mesures d'insertions les plus appropriées, en élargissant le types d'impacts pris en compte et en donnant des indications quantitatives des coûts engendrées par les différentes options d'implémentation. Ceci peut permettre aux parties prenantes du projet de mieux appréhender les différents effets engendrés par le projet, à une plus grande échelle, leur permettant de sortir des strictes frontières du projet et des contrôles règlementaires<br>The purpose of this thesis is to broaden the assessment process of terrestrial transport infrastructure into the field of Ecosystem Services (ES), i.e., the benefits people derive from ecosystems. Taking into account ES in an ex-ante assessment of public infrastructure projects can be of critical importance for the improvement of transportation decision-making tools, such as environmental impact assessment and cost-benefit analysis. To achieve this, we first review the major challenges to integrate the ES approach into transport infrastructure decisions. This inclusion is only possible if changes in ES, involved by the project, are explained in a spatially explicit way. We illustrate this point, in a first step, by assessing the loss of a global climate regulation service due to the soil sealing caused by a infrastructure construction, using the example of a high-speed rail in Western France.We further deepen the issue of combining direct loss of ES with indirect loss due to impacts of the infrastructure on landscape connectivity. For both direct and indirect effects we also integrate potential threshold effects on ES loss. We compare implementation options, for the same case of infrastructure project, to provide an example of how choices can be improved by mapping ES loss associated with a combination of direct and indirect impacts. Finally, we provide a test of the usefulness of the ES consideration into environmental impact assessment and cost benefit analysis in order to assess the additional information it may bring. Attention is paid to the applicable character of methods to the real legal framework within which they must be conduced. We show that this type of analysis can enlighten and provide guidance at different stages of transport project: from preliminary studies to the study of the final implementation option. For environmental impact assessment, the integration of an ES based approach opens the possibility of measuring a loss in ES supply (and its economic value) providing a means of selecting among different route option for the infrastructure. For cost-benefit analysis, since the ES loss induced by the selected route option is expressed in monetary terms, it can be integrated as a standard social cost in the analysis, permitting a more efficient control of natural capital loss. More specifically, this type of analysis can help designing appropriate environmental measures by expanding the types of impacts assessed, and provide a quantitative assessment of the cost related to the final chosen option. Then, it may help project stakeholders to apprehend the effects on a broader (ecosystem) scale instead of staying confined into project boundaries and regulatory check-lists

En matière de participation du public, l'évolution de la procédure d'enquête, engendrée par la Loi Bouchardeau du 12 juillet 1983, s'avère essentielle. Une analyse des procédures menées à propos des grands projets d'infrastructure de transport permet pourtant de mettre en évidence les limites à toute efficacité optimale de cette procédure d'enquête. Les principes d'une évolution contemporaine fructueuse peuvent alors être dégagés. Il s'agit avant tout d'assurer l'insertion de la procédure d'enquête à un processus performant de participation du public. En ce sens, une première phase de participation doit être organisée le plus en amont possible du processus décisionnel. L'objectif est d'assurer une information qualitative et précoce , nécessaire au développement d'échanges contradictoires constructifs. La Commision Nationale du Débat Public apparaît alors comme le garant indispensable de cette participation. Encore faut-il qu'elle soit dotée d'un pouvoir réel d'influence. La procédure Bouchardeau comporte, en outre, en elle-même, certaines insuffisances : l'information du public peut être améliorée dans son contenu comme dans sa forme ; les limites à une prise en compte effective de l'expression du public empêchent toute reconnaissance inconditionnelle de l'enquête publique. La reconnaissance au profit des commissaires enquêteurs, d'un rôle de pivot, se présente, alors comme un objectif essentiel à atteindre : la rédaction d'un statut spécifique s'impose ; un renforcement de la valeur et de al portée attribuées au rapport et aux conclusions d'enquête est indispensable. S'inscrivant en continuité avec la loi Bouchardeau de 1983 et la loi Barnier de 1995, la loi du 27 février 2002 assure certes la démocratisation et la transparence du processus d'élaboration des grands projets. Les avancées opérées en matière d'enquête publique sont néanmoins incomplètes. La question de l'élaboration d'une grande loi sur la participation reste posée<br>In participation of the public, evolution of the procedure inquiry, engendered by the law Bouchardeau, of July 12, 1983, turn out essential. An analysis of the procedures led about the big projects of infrastructure of transport allows nevertheless to put in evidence the limits in any optimal efficiency of this procedure of inquiry. The principles of a fruitful contemporary evolution can be then loosened. It is a question above all of insuring the insertion of the procedure of inquiry a efficient process of participation of the public. This way, a first phase of participation should be organized most upstream possible of the decision-making. The objective is to assure(insure) a qualitative and premature information, necessary for the development of constructive contradictory exchanges. The National Commission of the Public Debate appears then as the indispensable guarantor of this participation. Still it is necessary that it is endowed with a real power of influence. The procedure Bouchardeau contains, besides, in itself, certain incapacities : the information of the public can be improved in its contents as in its shape ; the limits in an actual consideration of the expression of the public prevent any unconditional recognition of the public inquiry. The recognition for the benefit of the "commissaries enquêteurs", of the role of pivot, appears, then as an essential objective to achieve : The editorial staff of a specific status is imperative itself ; an intensification of the value and the reach attributed to the report and to the conclusions of inquiry is indispensable. Joining continuance with the law Bouchardeau of 1983 and the law Barnier of 1995, the law of February 27, 2002 insures certainly the democratisation and the transparency of the process of elaboration of the big projects. Overhangs operated in public inquiry are nevertheless incomplete. The question of the elaboration of a big law on the participation remains composed

La contestation de l'action des pouvoirs publics est devenue très fréquente lorsque cette dernière a des répercussions négatives directes sur le cadre de vie et l'existence quotidienne des gens. La politique nationale des transports relative aux infrastructures autoroutières n'échappe pas à cela, bien au contraire. En s'impliquant dans des actions concrètes, les contestataires portent sur la scène publique un problème. En cela ils mettent en doute la légitimité des actions publiques. En s'informant, en s'exprimant et en s'engageant, ils participent à la vie publique et politique. Face à des projets ressentis comme imposés et non justifiés, les citoyens ne voient pas d'autre solution pour se faire entendre que de s'engager dans une relation conflictuelle avec l'administration. C'est à partir de l'étude d'un cas concret, celui de la contestation du projet autoroutier Balbigny-Lyon, que nous analysons les dimensions cognitives et stratégiques du conflit qui oppose l'administration de l'équipement avec des riverains, mais aussi avec des élus locaux et des responsables socio-professionnels. D'un point de vue théorique, cette analyse s'appuie sur les travaux constructivistes et interactionnistes, et tente de montrer en quoi ceux-ci peuvent être intéressants pour l'étude d'une mobilisation collective. Plus précisément, cette recherche propose un élargissement des théories de l'action collective vers des travaux encore peu exploités dans ce domaine. Elle a pour objet l'analyse d'un conflit d'un point de vue global en s'intéressant aussi bien aux représentations des protagonistes qu'aux échanges de coups et aux tactiques élaborés par chacun<br>The contestation of the public policies are more and more frequent when they have some negative consequences on the people's everyday life. National politic of transports, specifically motorway infrastructure, don't escape of this situation, on the contrary. By opposing a public projet, the protesters question the legitimacy of the public action. They take part in public debate and political life. When the administration impose its projects without discussion and justification, the last solution for the citizens to be recognized as legitimate actors is to involve themselves in a conflict against the administration. The contestation of the motorway project "Balbigny-Lyon" constitute an interessant example for studying the conflictual relations between citizens and administration. Two dimensions of this conflict opposing the administration, the citizens and the elects is analysed : first, the cognitive dimension ; second, the strategy of the different protagonists. This analysis has two objectifs : to widen the theories of sociology of mobilization toward approaches of constructivism and interactionism which are not usefull in this scientific field ; to study a conflict in all of his dimension. In this second sense, this work is focused to the protagonist's social representations and to the elaboration of the opponent's tactics

Les infrastructures de transport terrestres sont connues pour avoir des impacts négatifs majeurs sur les espèces et la dynamique des écosystèmes, entrainant l'altération et la fragmentation des habitats et des trames paysagères. Mais la construction de ces infrastructures peut également être à l’origine de la création de nouveaux milieux, notamment par le biais des mesures mises en œuvre pour en réduire les impacts. Construits initialement pour éviter les inondations, les bassins d’eaux pluviales permettent également de limiter le rejet, dans le milieu naturel, des polluants issus de l’infrastructure, fonctionnant ainsi comme une zone tampon. Scientifiques et gestionnaires font aujourd’hui le constat d’une utilisation spontanée de ces bassins par plusieurs espèces d’amphibiens. Ces espèces, dépendantes, à la fois, de milieux terrestres et aquatiques, sont particulièrement sensibles à la qualité et la connectivité de leurs habitats. Cette thèse interroge ainsi sur le rôle que peuvent jouer les bassins autoroutiers pour les amphibiens, en tant qu’habitat de reproduction, mais également en tant qu’éléments pouvant favoriser les continuités écologiques favorables à ces espèces. L’intérêt est ici principalement porté sur les pratiques de gestion mises en œuvre dans ces bassins, leurs impacts sur les amphibiens ainsi que les modalités de leur adaptation au regard de cet enjeu écologique. Dans un même temps, cette recherche questionne la capacité des différents acteurs, gestionnaires autoroutiers mais aussi gestionnaire d’espaces naturels adjacents, à envisager l’interdépendance écologique entre les emprises des infrastructures de transport et les territoires qu’elles traversent, en s’appuyant notamment sur les représentations associées à la biodiversité et aux infrastructures de transport. Ainsi, à travers une démarche pluridisciplinaire mêlant relevés écologiques, analyse spatiale et entretiens semi-directifs, cette thèse tend à contribuer à une meilleure prise en charge des enjeux de biodiversité sur et aux abords des infrastructures de transport<br>Transport infrastructures are known to have major negative impacts on species and ecosystems dynamics, leading to the alteration and fragmentation of habitats and landscape patterns. But the construction of these infrastructures can also be at the origin of the creation of new environments, in particular through the measures implemented to reduce their impacts. Originally built to prevent flooding, stormwater ponds also limit the release of pollutants from infrastructure into the natural environment, thus functioning as a buffer zone. Scientists and managers today note the spontaneous use of these ponds by several species of amphibians. These species, which depend on both terrestrial and aquatic environments, are particularly sensitive to the quality and connectivity of their habitats. This thesis thus questions the role that highway stromwater ponds can play for amphibians, as a breeding habitat, but also as elements that can promote ecological continuities favorable to these species. The interest here is mainly focused on the management practices implemented in these ponds, their impacts on amphibians as well as the methods of their adaptation with regard to this ecological issue. At the same time, this research questions the capacity of the various actors - highway managers but also managers of adjacent natural spaces - to consider the ecological interdependence between the infrastructure verges and the territories which they cross, by relying particularly on representations associated with biodiversity and transport infrastructure. Thus, through a multidisciplinary approach combining ecological surveys, spatial analysis and semi-structured interviews, this thesis tends to contribute to better management of biodiversity issues on and around transport infrastructures

La planification des infrastructures routières est marquée par une crise au plan de l'acceptabilité sociale. En quelques décennies, les grands projets routiers ont cessé de représenter des monuments du progrès, pour devenir des objets de débat. Dès les années 1970, le ministère des Transports du Québec (MTQ) faisait face à un contrecoup important de sa politique de développement des routes. Le morcellement des tissus urbains par les réseaux routiers a été fortement dénoncé et plusieurs projets ont connu de fortes oppositions de la société civile. Ces grands projets s'imposent encore aujourd'hui difficilement dans un contexte sociétal où la mise en rapport des différentes représentations véhiculées par les acteurs du territoire peine à mener à des consensus ou à des solutions intégrées. Parallèlement, l'institutionnalisation du débat public (notamment à travers le BAPE) et la mise en place d'un cadre juridique viennent encadrer davantage les projets. En mobilisant le concept d'apprentissage organisationnel, la présente thèse répond à une double interrogation. Elle cherche d'abord à comprendre comment se déploient les projets routiers du MTQ dans leurs rapports aux territoires et à leurs acteurs. Ensuite, elle tente de cerner comment évoluent les pratiques planificatrices de ce promoteur face aux contraintes actuelles de la territorialisation des projets. Le terrain d'étude est formé de l'analyse de quatre études de cas, tous des grands projets routiers planifiés par le MTQ, puis de la recension des grands changements organisationnels liés à la planification des projets routier. Par la confrontation du contenu des projets à chaque étape de leur planification, aux requêtes et représentations mobilisés par les acteurs, les effets du rapport au territoire sur la configuration des projets peuvent être constatés. Il ressort de la thèse que les controverses qui se déploient autour des grands projets routiers témoignent d'une nouvelle forme de territorialisation. Les projets se définissent beaucoup plus dans un enchevêtrement de rapports d'acteurs, que dans l'application de paramètres rationnels prédéfinis. Aux choix tranchants d'un acteur hégémonique se substitue une gouvernance des projets axée sur une imbrication et une pluralité d'acteurs. Les conduites de projet répondent d'un rapport au territoire plus complexe, qui vient remettre en question l'héritage technique et le rôle traditionnel conféré au MTQ. De manière transversale, la thèse fait ressortir une série d'apprentissages au sein des pratiques planificatrices du MTQ face à cette nouvelle territorialisation des projets routiers.

Le routage et la gestion des clés sont les plus grands défis dans les réseaux de véhicules. Un comportement de routage inapproprié peut affecter l’efficacité des communications et affecter la livraison des applications liées à la sécurité. D’autre part, la gestion des clés, en particulier en raison de l’utilisation de la gestion des certificats PKI, peut entraîner une latence élevée, ce qui peut ne pas convenir à de nombreuses applications critiques. Pour cette raison, nous proposons deux modèles de confiance pour aider le protocole de routage à sélectionner un chemin de bout en bout sécurisé pour le transfert. Le premier modèle se concentre sur la détection de noeuds égoïstes, y compris les attaques basées sur la réputation, conçues pour compromettre la «vraie» réputation d’un noeud. Le second modèle est destiné à détecter les redirecteurs qui modifient le contenu d’un paquet avant la retransmission. Dans la gestion des clés, nous avons développé un système de gestion des clés d’authentification et de sécurité (SA-KMP) qui utilise une cryptographie symétrique pour protéger la communication, y compris l’élimination des certificats pendant la communication pour réduire les retards liés à l’infrastructure PKI<br>Routing and key management are the biggest challenges in vehicular networks. Inappropriate routing behaviour may affect the effectiveness of communications and affect the delivery of safety-related applications. On the other hand, key management, especially due to the use of PKI certificate management, can lead to high latency, which may not be suitable for many time-critical applications. For this reason, we propose two trust models to assist the routing protocol in selecting a secure end-to-end path for forwarding. The first model focusses on detecting selfish nodes, including reputation-based attacks, designed to compromise the “true” reputation of a node. The second model is intended to detect forwarders that modify the contents of a packet before retransmission. In key management, we have developed a Secure and Authentication Key Management Protocol (SA-KMP) scheme that uses symmetric cryptography to protect communication, including eliminating certificates during communication to reduce PKI-related delays

La construction de nouvelles Infrastructures Linéaires de Transports ILTs (routes, autoroutes, voies ferrées) amène une destruction d’habitats et peut constituer des zones de risques (mortalité) et/ou restreindre les déplacements des espèces dans les habitats environnants. Les amphibiens sont fortement touchés par ces effets. Les réalisations récentes nécessitent de mettre en œuvre des mesures de réduction d’impact visant à améliorer la transparence écologique de ces infrastructures à l’aide de la séquence « Éviter-Réduire-Compenser (ERC) ». Lors de la construction d’une nouvelle Ligne à Grande Vitesse « la LGV Bretagne – Pays de la Loire » dans l’ouest de la France inaugurée en 2017, des mesures relevant de la séquence ERC ont été mises en place. Cette thèse vise à évaluer les mesures de la séquence ERC qui permettraient aux communautés d’amphibiens de réaliser les mouvements nécessaires au bon fonctionnement des populations (migration saisonnière et dispersion). Elle a été réalisée dans le cadre de l’observatoire environnemental de la LGV (contrat CIFRE EPHE-EGIS en partenariat avec EIFFAGE). La thèse repose sur deux approches : (1) des suivis de déplacements par Capture-Marquage-Recapture effectués dans cinq secteurs incluant des mesures de réduction (installation de tunnel sous la LGV) et de compensation (création de nouvelles mares) pour trois espèces de tritons (Triton marbré Triturus marmoratus, Triton crêté Triturus cristatus et Triton alpestre Ichthyosaura alpestris). Les recaptures des animaux marqués individuellement révèlent des échanges entre des mares situées de part et d’autre de la LGV (fréquentation des tunnels) ainsi que la colonisation des nouveaux sites de reproduction. (2) Des expériences de « homing » pour étudier le comportement de franchissement des tunnels ; des antennes RFID placées dans trois tunnels (1 x1 m) et de longueur variable (de 18,5 à 40 m) ont permis de détecter les mouvements des individus marqués avec des PIT-tags (Crapaud épineux Bufo spinosus, I. alpestris, T. marmoratus, T. cristatus, grenouilles vertes du système Pelophylax lessonae - P. kl. esculentus), Grenouille agile Rana dalmatina et Salamandre tachetée Salamandra salamandra). Une grande variabilité interindividuelle et spécifique des mouvements est observée, qui varie en fonction de la longueur des tunnels. L’enrichissement sonore (émission de chants d’amphibiens anoures dans le tunnel) améliore les mouvements des Pelophylax et des T. cristatus (taux et vitesse de franchissement, distances parcourues). La thèse montre la nécessité d’un effort important (effectif d’animaux marqués) pour mettre en évidence la présence d’échanges (rares) entre sites de reproduction, et l’utilisation des tunnels et des mares comme mesures d’atténuation. La mise au point d’une méthode d’évaluation des mouvements dans les tunnels (puce RFID et antennes fixes) permettra de tester différents facteurs (longueurs, substrats, etc.) pour améliorer leur utilisation et leur efficacité. L’enrichissement sonore apparaît comme une méthode prometteuse pour accompagner la mise en œuvre de passages à petite faune<br>Construction of new Linear Transport Infrastructure LTI (roads, motorways, railways) leads to habitat destruction and may constitute areas of risk (mortality) and/or restrict the movement of species in surrounding habitats. Amphibians are strongly affected by these effects. Recent projects have implemented impact mitigation measures to improve the ecological transparency of these structures using the sequence “Avoid Reduce Compensate (ARC)”. During the construction of a new High Speed Railway “Bretagne–Pays de la Loire HSR” in North-West France inaugurated in 2017, measures under the ARC sequence have been implemented. This thesis aims to evaluate measures of the ARC sequence that would allow amphibian communities to carry out the movements needed for population functioning (seasonal migration and dispersal). It was carried out as part of the HSR environmental observatory (CIFRE EPHE-EGIS contract in partnership with EIFFAGE). The thesis is based on two approaches: (1) monitoring of movements by Capture-Marking-Recapture conducted in five areas including reduction measures (installation of a tunnel under the high-speed line) and compensation measures (creation of new ponds) for three newt species (marbled newt Triturus marmoratus, great crested newt Triturus cristatus and alpine newt Ichthyosaura alpestris). The recaptures of individually marked animals reveal exchanges between ponds located on either side of the high-speed line (use of tunnels) and colonisation of new breeding sites. (2) Homing experiments to study tunnel crossing behaviour. RFID antennas placed in three tunnels (1x1m) and of variable length (from 18.5 to 40 m) made it possible to detect the movements of individuals tagged with PIT-tags (spiny toad Bufo spinosus, I. alpestris, T. marmoratus, T. cristatus, water frogs of the Pelophylax lessonae - P. kl. esculentus system), agile frog Rana dalmatina and fire salamander Salamandra salamandra). A great inter-individual and specific variability of movements is observed, and varies according to the length of the tunnels. Acoustic enrichment (Broadcasting of amphibian calls in the tunnel) improves the movements (rate and speed crossing, distances travelled) of Pelophylax and T. cristatus. The thesis shows the need for a significant effort (number of marked animals) to show the presence of (rare) exchanges between breeding sites, and the use of tunnels and ponds as mitigation measures. The development of a method for evaluating movements in tunnels (RFID marks and antennas) will make it possible to test different factors (lengths, substrates, etc.) to improve their use and effectiveness. Acoustic enrichment appears to be a promising method to complement the implementation of small wildlife passages

Le 24 mars 1999, un incendie se déclare dans le Tunnel du Mont Blanc. Bilan : 39 personnes décèdent. Comment une telle catastrophe a-t-elle pu se produire ? L’opinion publique s’interroge. La puissance publique réagit. La loi n°2002-3 du 3 janvier 2002 va être publiée. Deux objectifs du législateur sont clairement identifiés : sécuriser les infrastructures de transport (notamment en prévenant les risques) et organiser un retour d’expérience après les accidents afin d'éviter que les catastrophes se renouvellent. Plusieurs textes (nationaux, communautaires) viennent les renforcer. Aux dispositions issues de la loi n°2002-3 du 3 janvier 2002, s’ajoutent celles issues de régimes juridiques empruntés à d’autres branches du droit : les établissements recevant du public, l’urbanisme, etc. Toutefois, la sécurité ne s’arrête pas à réduire le risque ou en limiter les conséquences : l’anticipation des actions à mener face à l’évènement est importante. Ainsi, la planification opérationnelle (interne, externe) est un volet important : il est nécessaire de prévoir les actions de chaque intervenant face à l’évènement. A côté des aspects prévention et prévision des risques, se trouve celui du retour d’expérience qui résulte tant de démarches internes que d’enquêtes menées suite à la survenance d’un accident. Les infrastructures de transport génèrent et sont exposées à des risques. Ce constat explique qu’elles obéissent à de nombreuses normes en matière de sécurité. La sécurité des infrastructures de transport entre pleinement dans la philosophie de la « culture de sécurité »<br>On March 24th, 1999, a fire swept through the Mont Blanc tunnel, Results: 39 victims. How such a disaster could happen? People wonder about it. The powerful French Republic react, the Law n°2002-3 from January 3rd 2002 is published. Two targets are clearly identified by the legislator: Secure transportation infrastructure (prevent the risks) and work on feedback after each incident, in a way to avoid that disaster happen again. Several legal text (national or european) are voted to reinforce them. Following the Law n°2002-3 from January 3rd 2002, many others law from various legal branches were added: for example, public building, and urbanism etc … Nevertheless, the security does not stop in the limitation, in the abolition of the risk; anticipate the actions to be led facing these events are also important. So, operational planning (internal and external) also represents a critical part: It is necessary to foresee the actions of every actor in front of the event. Next to aspects prevention and forecast, we must take care of the return of experience provided by internal actions or investigations performed when these incidents happen. Finally, the transportation infrastructure are subjected to security standards, it could be explain in one way because of the risks related to the transportation infrastructure themselves and in another way for their impacts on existing risks. The security in transportation infrastructure is completely integrated in the “Culture of the security” philosophy

L’enquête State of Open Science Practices in France (SOSP-FR) a été conduite entre juin 2020 et septembre 2020. Elle a pour but d’interroger les pratiques des outils numé- riques et autour des données de la recherche dans les communautés scientifiques françaises. Le questionnaire se compose de 38 questions réparties en 9 thématiques. Les questions portent sur des pratiques déjà établies et des pratiques ou usages émer- gents comme l’open peer review ou les articles de données dits data paper. Le nombre de répondants est de 1089, permettant d’interroger une répartition disciplinaire, genrée et statutaire assez représentative de l’état de l’emploi dans l’enseignement supérieur et de recherche en France. Dans l’enquête, le focus sur le contexte de travail des répondants, qualifié de solitaire ou collectif, met en exergue des différences dans les pratiques, notamment d’archivage des données de recherche et dans les usages, particulièrement d’accès à l’information, aux infrastructures de recherche ou aux outils numériques institutionnels. Les réseaux sociaux des chercheurs semblent influencer les pratiques et les usages liés à la science ouverte en France. En distinguant les usages et les pratiques selon deux perspectives, l’une où la science ouverte est associée à une dimension humaine incluant une ouverture au plus grand nombre des résultats de recherche et l’autre où la dimension technique, incluant l’usage d’un environnement numérique libre et gratuit, est celle qui prévaut, les résultats aboutissent à des distinctions disciplinaires mais également statuaires, générationnelles et au niveau du contexte de travail. Les résultats sont équivalents quant à l’arrivée de nouveaux logiciels et langages de programmation, comme nous avons pu le constater avec R, Excel et Python. L’acculturation aux enjeux de la science ouverte passe par des collectifs, plus accessibles dans des environnements de recherche que dans le couple recherche-enseignement.

This report analyzes the possible evolution of the hydrogen transport infrastructure system in the Basque Country in the medium term. The objective of the work is threefold: (1) to characterize medium-term infrastructure development scenarios (over a 10-15 year horizon); (2) to identify key factors that influence the development of the Basque hydrogen system and analyze their potential impact on the determination of the medium-term scenario; (3) to draw conclusions of a strategic nature for the Basque Country. The hydrogen production-transport system scenarios analyzed range from a totally decentralized scenario (with production infrastructures on site, at consumption facilities or in industrial hubs) to a totally centralized system designed on the basis of the current gas network. The main conclusion of the report is that the optimal strategy in the short term from the point of view of the Basque Country involves supporting a rapid deployment of hydrogen in industrial hubs (Port of Bilbao area), while a wait-and-see position should be maintained to see how the sector develops in the coming years to advance in the configuration of infrastructures in the longer term.

A digital compilation of updated postglacial marine limits was completed in the coastal regions of central mainland Nunavut and northern Manitoba between Churchill and Queen Maud Gulf. The compilation builds on and updates previous mapping of the marine limits at an unprecedented scale, making use of high-resolution digital elevation models, new field-based observations of the marine limit and digital compilations of supporting datasets (i.e. marine deltas and marine sediments). The updated mapping also permits a first-hand, knowledgedriven interpolation of a continuous limit of marine inundation linking the Tyrrell Sea to Arctic Ocean seawaters. The publication includes a detailed description of the mapping methods, a preliminary interpretation of the results, and a GIS scalable layout map for easy access to the various layers. These datasets and outputs provide robust constraints to reconstruct the patterns of ice retreat and for glacio-isostatic rebound models, important for the estimation of relative sea level changes and impacts on the construction of nearshore sea-transport infrastructures. They can also be used to evaluate the maximum extent of marine sediments and associated permafrost conditions that can affect land-based infrastructures, and potential secondary processes related to marine action in the surficial environment and, therefore, can enhance the interpretation of geochemical anomalies in glacial drift exploration methods. A generalized map of the maximum limit of postglacial marine inundation produced for map representation and readability also constitutes an accessible output relevant to Northerners and other users of geoscience data.

The IDB has been a predominant partner supporting Haiti development efforts for many years. Nowadays, the IDB is the main source of investment for the country. Considering the vital weight of road transport sector in the socio-economy of the country, the IDB has concentrated a large part of investment efforts in rehabilitating and improving national road infrastructures. In the same time, a rapid increase of motorization and relatively higher speeds have contributed to increasing the number of traffic fatalities and injuries. In 2017, road injuries were the fifth cause of mortality in Haiti. The Road Safety situation of the country is preoccupying with many Vulnerable Road Users involved, in particular pedestrians and motorcyclists. The country is facing multi-sector challenges to address this Road Safety situation. Despite recent efforts, high political will has not been continuous in promoting a multi-sector coordination and the success of technical efforts remained mitigated over the last years. Road user awareness is still weak in the country. Risk factors include dangerous driving, bad safety conditions of vehicles, together with limited law enforcement and poor maintenance of safety devices on the roads. In this context, the Road Safety situation of the country may be getting worse in the coming years if no action is taken. However, the new Decade provides with a unique opportunity to achieve Sustainable Development Goals (SDGs) including significant progress in reducing the burden of traffic crashes. The IDB has already initiated vital investments in modernizing crash data collection, promoting institutional dialogue and supporting capacity building in the area of Road Safety. Future actions to address Road Safety challenges in Haiti in the framework of the five UN five pillars would require a range of investments in the area of political commitment, institutional coordination and technical efforts. A change of political paradigm from making roads for travelling faster to making roads safer for all users is highly needed at national level. This technical note on Road Safety in Haiti present the current situation of the country and provides with recommendations for future actions on Road Safety.

Faced with the acceleration of the digital economy, the governance and effective sharing of data have become fundamental issues for public policy at all levels of jurisdictions and in all areas of human activity. This paper reviews the initiatives and challenges associated with data governance, with a particular focus on the European Common Data Spaces (ECDS) and their direct relevance to the Canadian context. It explores the inherent complexity of data governance, which must reconcile sector-specificities with more horizontal governance principles. In doing so, it highlights the importance of strategic and coordinated action to maximize the social and economic benefits of data. The Burgundy Report, published by CIRANO in July 2023, calls for the creation of a common data space in the Great Lakes-St. Lawrence Strategic Trade Corridor by 2030. This proposal builds in particular on three separate policy reports published in 2022 by the National Supply Chain Task Force, the Council of Ministers Responsible for Transportation and Highway Safety (COMT) and the House of Commons Standing Committee on Transportation, Infrastructure and Communities. The findings and recommendations of these reports raise fundamental questions that are central to the critical issues of governance, organizational culture, execution capacity, public and private stakeholder engagement, and data underutilization within the Canadian government machinery strained by years of delay and exacerbated by recent disruptions related to anticipated climate disasters. The creation of a common data space is envisaged as a structuring investment in Canada's essential infrastructure for intermodal transport and the supply chain. This working paper on European Common Data Spaces (ECDS) extends the synthesis and recommendations published last July 2023 by providing an operational analysis of the transformative initiative currently underway within the European Union (EU). This major policy development stems from the 2020 European Data Strategy and seeks to establish twelve common data spaces in strategic sectors, including mobility and transport. The document is divided into three main parts. The first part provides an overview of data-related public policies in Canada and the EU between 2018 and 2023. The second part focuses on the implications and lessons learned from the impact assessment supporting the adoption of data governance legislation by the European institutions. This directive establishes a regulatory framework for the creation of common data spaces in the EU. The third section discusses the current deployment of ECDSs, highlighting key milestones and ongoing processes. The paper highlights notable similarities between the EU and Canada in the identification of data issues and the formulation of public policy objectives. It also highlights differences in optimizing data sharing between jurisdictions and stakeholders. A fundamental difference between these two strategic partners is the absence of an effective and sustained pooling of resources within the Canadian intergovernmental machinery in pursuit of common objectives in the face of major shared challenges such as data accessibility and sharing. This situation is in stark contrast to the EU's groundbreaking deployment of the ECDS in pursuit of identical objectives of positioning itself as a world leader in the data economy. This lack of consideration, let alone joint action, by Canada's intergovernmental machinery to implement a common data strategy in Canada is damaging. To be effective, the Canadian response must be agile, results-oriented, and interoperable across jurisdictions. The rigorous management, responsible use, and organized sharing of data within and between jurisdictions are crucial to addressing the complex challenges and major risks facing Canada. Neither the federal nor provincial governments are currently well positioned to treat data as a shared strategic asset. The resolution of regulatory, legal, and technical obstacles to data exchange between jurisdictions and organizations cannot be achieved without the creation of a common data space. This can only be achieved by combining the necessary tools and infrastructures, and by addressing issues of trust, for example by means of common rules drawn up for this purpose. “The barriers that prevent the establishment of robust health data sharing systems are not technical, but rather fundamentally political and cultural.”

La création d’un espace commun de données est envisagée comme un investissement structurant de l'infrastructure essentielle du Canada pour le transport intermodal et la chaîne d’approvisionnement. La gestion rigoureuse, l’utilisation responsable et le partage organisé des données au sein et entre les différentes juridictions sont des éléments cruciaux pour aborder les défis complexes et les risques majeurs auxquels le Canada est confronté. Background: Public behaviour and the new hostile threats • Civil contingencies planning and preparedness for hostile threats requires accurate and up to date knowledge about how the public might behave in relation to such incidents. Inaccurate understandings of public behaviour can lead to dangerous and counterproductive practices and policies. • There is consistent evidence across both hostile threats and other kinds of emergencies and disasters that significant numbers of those affected give each other support, cooperate, and otherwise interact socially within the incident itself. • In emergency incidents, competition among those affected occurs in only limited situations, and loss of behavioural control is rare. • Spontaneous cooperation among the public in emergency incidents, based on either social capital or emergent social identity, is a crucial part of civil contingencies planning. • There has been relatively little research on public behaviour in response to the new hostile threats of the past ten years, however. • The programme of work summarized in this briefing document came about in response to a wave of false alarm flight incidents in the 2010s, linked to the new hostile threats (i.e., marauding terrorist attacks). • By using a combination of archive data for incidents in Great Britain 2010-2019, interviews, video data analysis, and controlled experiments using virtual reality technology, we were able to examine experiences, measure behaviour, and test hypotheses about underlying psychological mechanisms in both false alarms and public interventions against a hostile threat. Re-visiting the relationship between false alarms and crowd disasters • The Bethnal Green tube disaster of 1943, in which 173 people died, has historically been used to suggest that (mis)perceived hostile threats can lead to uncontrolled ‘stampedes’. • Re-analysis of witness statements suggests that public fears of Germany bombs were realistic rather than unreasonable, and that flight behaviour was socially structured rather than uncontrolled. • Evidence for a causal link between the flight of the crowd and the fatal crowd collapse is weak at best. • Altogether, the analysis suggests the importance of examining people’s beliefs about context to understand when they might interpret ambiguous signals as a hostile threat, and that. Tthe concepts of norms and relationships offer better ways to explain such incidents than ‘mass panic’. Why false alarms occur • The wider context of terrorist threat provides a framing for the public’s perception of signals as evidence of hostile threats. In particular, the magnitude of recent psychologically relevant terrorist attacks predicts likelihood of false alarm flight incidents. • False alarms in Great Britain are more likely to occur in those towns and cities that have seen genuine terrorist incidents. • False alarms in Great Britain are more likely to occur in the types of location where terrorist attacks happen, such as shopping areass, transport hubs, and other crowded places. • The urgent or flight behaviour of other people (including the emergency services) influences public perceptions that there is a hostile threat, particularly in situations of greater ambiguity, and particularly when these other people are ingroup. • High profile tweets suggesting a hostile threat, including from the police, have been associated with the size and scale of false alarm responses. • In most cases, it is a combination of factors – context, others’ behaviour, communications – that leads people to flee. A false alarm tends not to be sudden or impulsive, and often follows an initial phase of discounting threat – as with many genuine emergencies. 2.4 How the public behave in false alarm flight incidents • Even in those false alarm incidents where there is urgent flight, there are also other behaviours than running, including ignoring the ‘threat’, and walking away. • Injuries occur but recorded injuries are relatively uncommon. • Hiding is a common behaviour. In our evidence, this was facilitated by orders from police and offers from people staff in shops and other premises. • Supportive behaviours are common, including informational and emotional support. • Members of the public often cooperate with the emergency services and comply with their orders but also question instructions when the rationale is unclear. • Pushing, trampling and other competitive behaviour can occur,s but only in restricted situations and briefly. • At the Oxford Street Black Friday 2017 false alarm, rather than an overall sense of unity across the crowd, camaraderie existed only in pockets. This was likely due to the lack of a sense of common fate or reference point across the incident; the fragmented experience would have hindered the development of a shared social identity across the crowd. • Large and high profile false alarm incidents may be associated with significant levels of distress and even humiliation among those members of the public affected, both at the time and in the aftermath, as the rest of society reflects and comments on the incident. Public behaviour in response to visible marauding attackers • Spontaneous, coordinated public responses to marauding bladed attacks have been observed on a number of occasions. • Close examination of marauding bladed attacks suggests that members of the public engage in a wide variety of behaviours, not just flight. • Members of the public responding to marauding bladed attacks adopt a variety of complementary roles. These, that may include defending, communicating, first aid, recruiting others, marshalling, negotiating, risk assessment, and evidence gathering. Recommendations for practitioners and policymakers • Embed the psychology of public behaviour in emergencies in your training and guidance. • Continue to inform the public and promote public awareness where there is an increased threat. • Build long-term relations with the public to achieve trust and influence in emergency preparedness. • Use a unifying language and supportive forms of communication to enhance unity both within the crowd and between the crowd and the authorities. • Authorities and responders should take a reflexive approach to their responses to possible hostile threats, by reflecting upon how their actions might be perceived by the public and impact (positively and negatively) upon public behaviour. • To give emotional support, prioritize informative and actionable risk and crisis communication over emotional reassurances. • Provide first aid kits in transport infrastructures to enable some members of the public more effectively to act as zero responders.
