This chapter examines previous research on tensions in HRM, focusing on the contributions and limitations of these perspectives for understanding and handling tensions. Second, it focuses on what characterizes the dynamics of coping with tensions. Here, paradox theory is drawn on to consider conditions for alternative response/coping strategies and processes that characterize reinforcing cycles. The chapter offers insights from the (limited) body of work in HRM that draws on paradox theory. Thirdly, the chapter offers a paradox framework to aid the study of HRM tensions. Finally, it concludes with suggestions for further HRM research on tensions and coping responses enriched by insights from a paradox perspective.

It is common, if problematic, to refer to the Norwegian model of resource management as a blueprint for developing countries that wish to avoid the Paradox of Plenty. This introductory chapter lays out an argument for why the Norwegian model might provide useful lessons for others. In doing so, it has three objectives. First, it surveys the political territory where the world’s future petroleum resources are found. Most of these reserves lie under non-democratic and economically underdeveloped countries. Second, it introduces the sundry challenges facing petroleum-rich states: they often suffer from a Resource Curse. The chapter then pivots to show how Norway has avoided the Paradox of Plenty, and provides a brief overview of Norway’s relevant institutions and policies (as an outline for the chapters that follow).

There is broad recognition that Norway manages its natural resources successfully. Policymakers are flocking to Norway to try to learn the lessons provided by the Norwegian model. This book describes the main challenges facing policymakers in resource-rich states (e.g., Dutch Disease, Resource Curse, Paradox of Plenty), and the sort of institutional solutions and policies that are available to them. We explain why the Norwegian authorities chose the solutions they did, and how these choices have changed over the years, in response to changing market and political conditions. The result is a book that offers insight and understanding as to why the country made the choices it did, rather than providing a specific model for export.

Managing Resource Abundance and Wealth: The Norwegian Experience describes how Norway has created new institutions and policies, and employed good macroeconomic management techniques, administrative systems, local content, and regulatory frameworks to avoid the Resource Curse and Dutch Disease. Lessons from the Norwegian experience can be extended to other petroleum-producing countries. These lessons are derived from two very different sources: (1) the broader—if still underdeveloped—social science literature that examines the Paradox of Plenty in its disparate forms; and (2) Norway’s experience—as a country that has successfully managed its natural resources over several decades. The book describes those institutions and policies that are transferable to other states (such as its famed Petroleum Fund), while recognizing the many non-transferable aspects of the Norwegian experience. In short, Managing Resource Abundance and Wealth shows how the petroleum industry can be managed in a democratic, just, and ethical manner—for the benefit of the entire population.

This chapter discusses the politics of citizenship, blackness, and exclusion in Bahia, taking up the question of Afro-nationalism. It argues that black people confront visible and invisible human walls in their everyday attempts to access resources and dignity in the city, and these walls are often subtle, elusive, and guileful. The police and other residents tasked with maintaining security act as a border patrol that delineates the boundaries of the moral racial social order. Spatial practices of race performatively and theatrically press the black body to the margins of national belonging. Through these embodied practices, the state produces national frontiers of belonging along the cartographic lines of a racial hierarchy. The maintenance of racial democracy as a national ideology depends on the diffuse, mundane repetitions of violence in states, cities, and neighborhoods as well as the more spectacular moments of state terror that we associate with police violence.

In this chapter we consider how well primary school students perform in the Western Cape when compared with their peers in other provinces and countries across Southern and Eastern Africa. We find that while the Western Cape is a relatively efficient education system within South Africa, particularly in serving the poorest students, a less-resourced country such as Kenya produces higher Grade 6 learning outcomes at every level of student socio-economic status. The system performance differentials are not explained away by differences in resourcing, teacher, school inputs, or indicators of hierarchical governance. The results point to the limits of strong Weberian bureaucratic capabilities for raising learning outcomes.

AbstractLarge cities are increasingly using urban greening, nature-centered projects, and green infrastructure to address socio-environmental and health challenges and harness widespread benefits for citizens, industries, and investors, while protecting existing urban ecosystems, resources, environmentally-sensitive areas, and built infrastructure. This chapter starts with the argument that the alliance of urban redevelopment with greening creates a paradox and examines the production of inequalities as a result of greening projects. I argue that even while greening certainly provides economic, ecological, health, and social benefits to many, it may create new and deeper vulnerabilities and processes of green gentrification for historically marginalized residents – working-class groups, minorities, and immigrants – even in the many cases where interventions are meant to redress historic inequalities in the provision of parks or green spaces. Urban greening inequalities are thus particularly acute because of what can be defined as “green gaps” upon which municipalities, private investors, and privileged residents capture a “green rent” through new commercial and residential investments. As a result, as I show in this chapter, urban greening interventions targeting lower-income, minority, and immigrant neighborhoods risk being increasingly associated with a GreenLULU or green Locally Unwanted Land Use (Anguelovski, J Plan Lit, 1–14, 2016). Last, I examine civic responses to green inequalities and close this chapter with a broader discussion around the need to repoliticize urban greening practices.

AbstractWe apply the concept of geoeconomics to the example of Chinese state-owned commercial banks based in Luxembourg and their financial activities in the European Union. The case study links the uneven relationship between China and Luxembourg to the field of international finance via large Chinese state-owned banks as important but analytically neglected actors. In doing so, we analyze how economic resources are used by, through and between nation states in the pursuit of their strategic goals. Starting from the observation that Chinese banking networks primarily provide a platform for the implementation of direct investments by Chinese companies, we identify important mechanisms and practices of Chinese banks, their anchoring in Luxembourg and the limited fulfilment of Western policy makers’ expectations from the presence of the Chinese banks in Luxembourg. Furthermore, we analyze instruments and strategies that define important aspects and dimensions of the concept of geoeconomics and complement them with the agency attributed to Chinese banks. An interesting paradox emerges from our analysis: while the geoeconomic power of Chinese banks’ activities is limited by the strict adherence to Chinese state development guidelines, the new organization of the Chinese banking networks in the EU suggests that they will be able to exercise their geoeconomic power in the future; with corresponding implications for local economies and economic development in Europe.

This chapter glances into the experience of leading diversity, equity, and inclusion (DEI) work while living in Minneapolis before, during, and after the murder of George Floyd, the subsequent uprisings, and racial reckoning of 2020. Ironically, the progressive state of Minnesota has been the site of multiple state-involved murders while also consistently voting Democrats into the White House and U.S. congress. This Minnesota paradox creates a unique place for DEI work. The author explores theories of white guilt and white saviorism, provides context about the racial and social environment of Minnesota, and provides recommendations for Black women DEI practitioners and those that employ them.

As countries start to emerge from the pandemic with the development of vaccines, the impact of COVID-19 and the changes it has initiated in the business world will continue to be felt across industries. In this chapter, real-life stories from three different industries—chain restaurants, interior design, and cafés—and the lessons they have learned will be discussed and analyzed. The role of corporate social responsibility (CSR) in SMEs is highlighted as a strategy in which organizations can promote the long-term sustainability of their business. Then, three companies in various industries will be introduced with details about how COVID-19 has changed their outlook and goals in competing with other firms and the ways in which they confronted the pandemic. Finally, the authors share implications and offer helpful recommendations as to how SMEs can leverage resources smartly to engage in smart CSR initiatives in better dealing with a global health crisis and play a larger role in taking care of stakeholders in the long run.

While rapid prototyping has proved to be an invaluable resource for expediting particular phases of the design process, its decreasing cost of operation and increasing accessibility reveal greater potential for these tools to substantially impact the design process itself. While many studies have investigated the advantages of creating and interacting with physical models in engineering design, this study explores the value of delaying decisions and pursuing many prototypes as it applies to individual designers in the earliest phases of the design process. Inspired by The Second Toyota Paradox, we propose the use of Kolb’s theory of experiential learning to reconcile the implications of set-based rather than point-to-point engineering with the value of an individual designer’s learning through interactions with concrete objects. We compared the performance of engineering students in a design challenge. The independent variable was the number of prototypes the participant was required to produce in the first iteration. Participants who were instructed to produce more prototypes in the same amount of time in which their control counterparts were only required to produce one expressed much higher levels of time constraint and dissatisfaction in their primary prototypes. However, multiple-design participants’ prototypes performed better, showed significantly greater improvement between iterations; in addition, satisfaction increased significantly after completion of the final prototype. We look to Kolb’s theory of experiential learning and an individualized application of corporate concurrent engineering to suggest a new design process heavy in low-fidelity, low-quality physical models in early design stages.

In his book The Long Truce (Spence Publishing, 2001) the late A. J. Conyers argues that tolerance, as practiced in western democracies, is not a public virtue; it is a political strat- egy employed to establish power and guarantee profits. Tolerance, of course, seemed to be a reasonable response to the religious wars of the sixteenth and seventeenth centuries, but tolerance based upon indifference to all values except political power and materialism relegated ultimate questions of meaning to private life. Conyers offers another model for tolerance based upon values and resources already resident in pre-Reformation Christianity. In this paper, we consider Conyer’s case against the modern, secular form of tolerance and its current practice. We examine his attempt to reclaim the practice of Christian tolerance based upon humility, hospitality and the “powerful fact” of the incarnation. Furthermore, we bring the late Conyers into dialog with Fethullah Gülen, a Muslim scholar, prolific writer and the source of inspiration for a transnational civil society movement. We explore how both Conyers and Gülen interpret their scriptures in order to fashion a theology and politi- cal ideology conducive to peaceful co-existence. Finally, because Gülen’s identity has been formed within the Sufi tradition, we reflect on the spiritual resources within Sufi spirituality that make dialog and toleration key values for him. Conyers locates various values, practices and convictions in the Christian message that pave the way for authentic toleration. These include humility, trust, reconciliation, the interrelat- edness of all things, the paradox of power--that is, that strength is found in weakness and greatness in service—hope, the inherent goodness of creation, and interfaith dialog. Conyers refers to this latter practice as developing “the listening heart” and “the open soul.” In his writings and oral addresses, Gülen prefers the term hoshgoru (literally, “good view”) to “tolerance.” Conceptually, the former term indicates actions of the heart and the mind that include empathy, inquisitiveness, reflection, consideration of the dialog partner’s context, and respect for their positions. The term “tolerance” does not capture the notion of hoshgoru. Elsewhere, Gülen finds even the concept of hoshgoru insufficient, and employs terms with more depth in interfaith relations, such as respect and an appreciation of the positions of your dialog partner. The resources Gülen references in the context of dialog and empathic acceptance include the Qur’an, the prophetic tradition, especially lives of the companions of the Prophet, the works of great Muslim scholars and Sufi masters, and finally, the history of Islamic civilization. Among his Qur’anic references, Gülen alludes to verses that tell the believers to represent hu- mility, peace and security, trustworthiness, compassion and forgiveness (The Qur’an, 25:63, 25:72, 28:55, 45:14, 17:84), to avoid armed conflicts and prefer peace (4:128), to maintain cordial relationships with the “people of the book,” and to avoid argumentation (29:46). But perhaps the most important references of Gülen with respect to interfaith relations are his readings of those verses that allow Muslims to fight others. Gülen positions these verses in historical context to point out one by one that their applicability is conditioned upon active hostility. In other words, in Gülen’s view, nowhere in the Qur’an does God allow fighting based on differences of faith. An important factor for Gülen’s embracing views of empathic acceptance and respect is his view of the inherent value of the human. Gülen’s message is essentially that every human person exists as a piece of art created by the Compassionate God, reflecting aspects of His compassion. He highlights love as the raison d’etre of the universe. “Love is the very reason of existence, and the most important bond among beings,” Gülen comments. A failure to approach fellow humans with love, therefore, implies a deficiency in our love of God and of those who are beloved to God. The lack of love for fellow human beings implies a lack of respect for this monumental work of art by God. Ultimately, to remain indifferent to the conditions and suffering of fellow human beings implies indifference to God himself. While advocating love of human beings as a pillar of human relations, Gülen maintains a balance. He distinguishes between the love of fellow human beings and our attitude toward some of their qualities or actions. Our love for a human being who inflicts suffering upon others does not mean that we remain silent toward his violent actions. On the contrary, our very love for that human being as a human being, as well as our love of those who suffer, necessitate that we participate actively in the elimination of suffering. In the end we argue that strong resonances are found in the notion of authentic toleration based on humility advocated by Conyers and the notion of hoshgoru in the writings of Gülen.

Utah is the second largest vanadium producing state and the third largest uranium producing state in the United States. Carnotite, a primary ore mineral for both vanadium and uranium, was first discovered and used by Native Americans as a source of pigment in the Colorado Plateau hysiographic province of eastern Utah. Radioactive deposits have been ommercially mined in Utah since about 1900, starting with radium, followed by vanadium, and thenuranium. In 1952, the discovery of the Mi Vida mine in Utah’s Lisbon Valley mining district in San Juan County kicked off a uranium exploration rush across the Colorado Plateau. As a result, the United States dominated the global uranium market from the early 1950s to late 1970s. In the modern mining era, Utah is an important contributor to the domestic uranium and vanadium markets with the only operating conventional uranium-vanadium mill in the country, multiple uranium-vanadium mines on standby, and active uranium-vanadium exploration. Overall, Utah has produced an estimated 122 million lbs U3O8 and 136 million lbs V2O5 since 1904. Most of this production has been from the sandstone-hosted deposits of the Paradox Basin, with minor production from volcanogenic deposits and as byproducts from other operations across the state

The objectives of this project were to develop the tools and methodologies for positional cloning of genes in tomato and apply them for the cloning a Fusarium resistance gene - I2.. The feasibility of positional cloning of disease resistance genes was demonstrated for Pto which confers resistance to pseudomonas (Martin et al. 1993). The Fusarium resistance gene was mapped genetically and physically and was found to be in close proximity to TG 105 (Segal et al. 1992). To obtain fine mapping of gene I2, and additional target genes in future projects, a high density linkage map was developed (Tanksley et al. 1992; Broun and Tanksley 1993). In addition two permanent mapping populations were constructed: a recombinant inbred (Paran et al. 1995; Zamir et al. 1993) and an introgression line population (Eshed et al. 1992; Eshed and Zamir 1994). Using these resources we determined that the I2 locus shows complete co-segregation, down to a resolution of a few Kb, with SL8 which shows architectural similarity with other plant resistance genes. Transformation and complementation analysis is in progress (Ori et al. in preparation).
