The article gives the results of the sociological analysis of the impact on the organization of human resource management services in the nanoindustry by introducing professional standards and independent qualification assessment into practice. The latter are called upon to reorient personnel services to the management of personnel quality. One of the more recent “hot button” issues in our field is that of outsourcing all or some human resource (HR) functions whether by fee for service or contract. Advocates from the field of Public Choice Economics assume and, in many cases, economically substantiate the case for privatization of governmental functions.1 Even though these economists demonstrate an underlying anti-government bias, their basic argument with supply of government services is “that agencies should compete to provide citizens with goods and services instead of acting like monopolies under the influence of organized pressure groups.”2 Responsiveness to the needs of individual citizens (or to governmental units to be served by staff agencies, for that matter) is best obtained by competing within markets, with the result of economic choices by clientele between competing services. From this market environment economies in resource allocation and efficiency and effectiveness in operations are said to result. Public Choice Economists would also include simulation of market forces by introducing competition, possibly within the same department, governmental jurisdiction, or between other public, profit or nonprofit providers.3 This essay departs from an article by Robert J. Agresta.4 He argues for an extension of the Public Choice approach from one of “citizen-customers being empowered to select freely among providers of a service—whether it is schools or health care (with vouchers) or groceries (with food stamps)—and have control over the resources needed to acquire the service…”,5 to the same market relationship between central administrative (staff or auxiliary staff) agencies and the line units to which they provide services. While Agresta writes of building choice into any line-staff relationships, this article is concerned with HR service supply alternatives and alternative modes for their delivery.

The effect of human resource management mainly depends on how it corresponds to the level of development of the organization. Along with the development of the organization, the human resource management programs must change and develop, otherwise, there will be a disproportion in the development of personal and material factors of production, which will negatively affect the effectiveness of the personnel's activities. All this indicates the importance of scientific research of various important issues related to the economic problem. In today's non-governmental sports organizations operating in Georgia, the implementation of personnel policy, its development, transparent and effective management measures are carried out by the organization itself and its corresponding structural unit, the main priority of which is the development of personnel management systems employed in the company and the introduction of modern trends in it. In order to achieve the goal, the organizations work actively and plan various projects. Attracting, developing and maintaining qualified personnel is the main guarantee that the customer receives high-quality services and products. In order to have effective and result-oriented human resources, it is necessary to study the current trend, identify the gaps and work on its immediate correction and elimination of the problem. AbstractCOVID-19 has again brought into focus the need for building a resilient health system which can cater efficiently and equitably to the population during normal times as well as during unforeseen events like an epidemic, pandemic, or other unanticipated occurrences that impact human health. To be prepared well in advance means to avoid unnecessary morbidity and mortality on the one hand, and minimize socio-economic impact on individuals and households, on the other. The author argues that each component that goes into building a resilient health system requires financing, making health financing the key policy knob for the government. India has had to struggle in real time to fill the various gaps in the health system during the pandemic, by undertaking emergency investment on a variety of essential goods and services for the health sector. The analysis of trends in health financing indicates that government investment has remained very low which has prevented strengthening key areas of the health system like infrastructure, personnel, and medical supplies. It has also resulted in high out-of-pocket expenditures for health care by households, exacerbating inequalities in access. Finally, the latest budget outlays for health are examined to analyze whether India has been able to use the pandemic as a wake-up call for prioritizing the health sector and build a stronger health system.

AbstractThe combination of centralized AIs (CAIs; AIs based on centralized management of personal data (PD)) and the attention economy (AE) has given rise to digital Leninism and surveillance capitalism and spread misinformation and biases, threatening human rights and democracy and impairing value creation by PD. Worse still, it is impossible for humanity to jointly restrict CAIs and AE, because they create winners: surveillance capitalism and digital Leninism may eventually confer upon some companies and countries huge profits and power. Only decentralized management of PD (DMPD) can dissolve this problem. First, personal AIs (PAIs) based on DMPD can displace CAIs by letting service providers employ PAIs instead of CAIs in order to improve their own profits, as PAIs create much larger value than CAIs by fully utilizing a subject’s PD to more deeply and carefully intervene in their lives. Second, the optimal medium of the human-PAI interaction is a graph document (document with explicit semantic structures in the form of diagram or graph), which should facilitate verification and enhance diversity of information. Third, DMPD also enables decentralized governance of PAIs and other services to maximize their added value while well-balancing value distribution among individuals, businesses, and societies.

This paper aims to bring to the attention of those interested in topics such as human resources in the back office services for e-learning systems, in the context of globalization and new technology, the role of performance and skills of back office personnel to maintain competitive advantage. Any bank, tourism company, university and public institution refers primarily to human resources, how was recruited and selected personnel for these services, how was trained and how were motivated and paid the persons working in this type of service, and also if it was developed a continuous learning for their careers through e-learning systems. Back office services are a specific socio-economic phenomenon of modern civilization, firmly anchored in society and influenced its development. Speaking of large segments and fully responding to their needs, is detached by high dynamism, both nationally and internationally. The complexity of back office services for e-learning systems places it in a central place, forced to engage in one way or another in all other activities related to tertiary industry. In fact, the services of universities who provides alternative to classical learning, face to face (e-learning), need to have qualified personnel in back office; the connected people at the system need different competencies for the back office staff. It is noteworthy that the main source of promoting the image of a university is the act of teaching, which depends on the talent and readiness of teaching staff involved in e-learning training. The resources used when providing education service at distance entitle us to believe that teaching staff into relationship with students beneficiaries of e-learning systems might be considered as back office personnel.

Sustainability is one of the most frequently discussed topics of our time. Although the idea of a sustainable economy was already addressed in the context of forestry in the 15th century and may therefore appear to be have a long tradition, the need for action - for example due to political or public demands - is stronger today than ever in many sectors of the economy. Although a growing number of companies are endeavoring to make their products and services more environmentally compatible, concepts for sustainability have hardly been implemented comprehensively in business practice to date.However, the guiding principle of sustainable design is already known in the product world and appears to be established to a certain extent, but it opens up more or less "new territory" in the sense of systematic research and development for new services. On the one hand, interesting economic and ecological opportunities for companies can be found in this area; on the other hand, there are also uncertainties associated with it, mainly due to the lack of knowledge about sustainable services.In particular, ecological sustainability has so far been discussed strongly against the background of energy production (shutdown of coal-fired power plants, use of renewable energies, etc.), energy-intensive industries (chemicals, steel production, etc.) and energy-consuming private areas of life (heating, mobility, etc.). However, the importance for the service economy is often underestimated. Particularly with regard to the design of processes (e.g. "online instead of on-site"), the consumption of resources (e.g. use of sustainable mobility solutions) and the development of new ecologically sustainable service offerings, considerable opportunities lies hidden here.Companies that want to put their ideas for ecologically sustainable services into practice often face two fundamental challenges. First, their corporate structures and processes are not designed for the efficient development and market positioning of new services. In many cases, the difficulties start with the fact that the development processes are not clearly defined, i.e. there is a lack of clear descriptions of the tasks, the methods to be used and the personnel requirements needed. Secondly, competencies with regard to the ecological sustainability of services are missing. In particular, there is a lack of knowledge on how to systematically develop sustainability into services.In the conference presentation, a reference model for the development of new ecologically sustainable services will be presented. Special considerations must be given in medical air transportation to medical professionals, medical equipment, and flight crews due to the conditions of the critically ill patients transported, the intra-aircraft environment, and the need to make emergency flights. However, few studies have investigated the ergonomic problems faced by the medical air transportation services provided in Japan. Therefore, here we investigated ergonomic problems, including those related to medical device use, faced by medical personnel and the aviation community in Japan. Results indicated that basic education and training on aerospace physiology, intra-aircraft use of medical equipment, flight operation systems, and crew resource management are currently insufficient in standard medical education. In fact, most medical devices used during flights are conventional devices with no ergonomic considerations made for vibration or low cabin pressure. In particular, problems relating to human-machine interfaces, power supplies, electromagnetic compatibility, and the ergonomic and technical compatibilities of electronic medical equipment used during the flights must be improved. Improvements are also needed in relation to safety during emergency flights such as those made at night or in bad weather, crew training, and air traffic control systems during large-scale disasters. Interdisciplinary collaboration is required to further investigate and resolve these problems.

To be able to meet the demographical changes and the increasing demand on resources within elder care, new digital tools are needed to an increasing extent. Implementation of new digital services demand both changes in workflow and skills in using the digital services. The feeling of being included in the process and time given for learning and introduction could affect how new digital tools are perceived by the personnel. However, time and resources for learning and support could vary between municipalities, and between units within the same municipality (Sjölinder & Mårtensson, 2021). Though both resources are limited, and it is important how new digital services are introduced to the personnel more in-depth knowledge is needed regarding which aspects that needs to be given the largest focus.With respect to older adults, there exist many assumptions and negative stereotypes regarding aging (Lagacé et al., 2015; McDonough, 2016), and about older adults as users of new digital services (Lagacé, et al, 2016; McDonough, 2016). However, many older adults today have experience from using technology and are in general positive to start to use new digital services, but as in the case with the personnel, the learning context and the time that is provided are important (Broady, 2010; Sjölinder & Mårtensson, 2021). When new digital tools are provided to the older adults by the municipality, the learning context for the older adults might be affected by the care givers time and engagement, which in turn could affect the attitudes that are conveyed to the older users about older adults as users of technology.This paper describes a qualitative study with the aim to get a deeper understanding of opportunities and challenges related to digitalization within municipalities. The focus is on how new digital tools have been implemented in the organizations, and on how it had affected care personnel and older care takers. This, in terms of how and to which extent has implementation of new digital tools changed work-related behavior and attitudes towards technology, and to which extent has it changed attitudes towards older adults as technology users.In the study, municipality managers at different levels where interviewed. They described concrete examples of digitalization based on experiences from within their own organization. Using the examples that were given, the respondents were asked questions about how the technology had been received by the personnel and the older adults; how it had affected the attitudes towards new digital tools among the care giving personnel and older adults; and how it had affected the way the personnel thought about organizational changes and changes in workflow related new digital tools. Finally, the respondents described, based on their own previous insights, the municipalities’ next steps towards digitalization, and how they wanted to use new digital tools to take their organizations further towards the future.

The article is devoted to the analysis of foreign and domestic practices of creative personnel management based on the materials of an expert interview with representatives of the management and personnel services of Russian organizations and senior employees of one of the leading startups in Silicon Valley (USA). The authors of the article assert and substantiate the opinion that the main driving force behind the growth of the knowledge economy of developed and developing countries is a social group of people characterized by a high level of education, creative abilities and entrepreneurial behavior. This social group is “creative class”. During the interviewing process, practical ways of working with creative staff in such areas were discussed. How to attract, develop and retain creative employees. Based on the expert opinion studied, the authors identified the main directions in the management of creative personnel in modern organizations, revealed the difference in the methods of working with creative employees in Russian and foreign HR practice. The authors of the article attempt to substantiate the need to change the requirements and develop new approaches in identifying talents in the labor market, new formats for assessing their competencies, new ways of personal and professional development of creative personnel.

The World Health Organization (WHO) views personnel as the most important of all resources in the health system. Human resources (HR) plays a critical role in stimulating effective work in organisations, especially for public health organisations, where personnel competencies are key aspects of service quality. Countries with fewer health workers are unable to effectively deliver services or scale up the interventions needed to meet health goals. There is ample evidence that human resource management (HRM) practices affect the productivity of organisations and employees, and thus can affect the quality of service delivery across many sectors. HRM contributes to improving the efficiency of healthcare systems as well as positive outcomes for patients and employees. In view of the specific problems in healthcare that are now and will arise in the future, the HR managers need clinical training or experience in healthcare to better understand the problem and its solution. The review is based on materials from Scopus, Web of Science, CHINAL, PubMed, Sage databases. Analyzed strategies for solving problems related to staffing, personnel management and patient satisfaction, both on the part of health workers and leaders, and on the part of the international community.

This study is an international comparison of Japan and Scandinavia regarding necessary conditions in manufacturing industries that are undergoing servitization.With the shift of developed economies to services, there has been a noticeable trend toward the shift of manufacturing industries to services. However, Japanese manufacturing industries lack service personnel in all aspects, including service planning, management, and front-line operations, because their operations differ from those of traditional manufacturing industries. The shortage of human resources is a phenomenon, and it is necessary to address the structural issues that prevent the development of human resources. Toya (2016, 2020, 2022) identified the obstacles to Servitization in the Japanese manufacturing industry as: a seed-oriented organizational culture, lack of medium- and long-term evaluation of business and human resources, low mobility of human resources, and, by extension, a lack of the industry structure, and attitudes toward the way they work. At the same time, we have conducted structural and time-series analyses based on large-scale fixed-point survey data on the status of servicization. An international comparison focusing on the unique manufacturing culture of the Japanese manufacturing industry and institutional issues related to human resource development and mobility, as revealed by these previous studies, was necessary.This study quantitatively compares Japan and the Nordic countries in terms of the elements and structures that impede the shift to manufacturing services. Specifically, a survey will be conducted simultaneously with manufacturing management in four Nordic countries (Sweden, Finland, Norway, and Denmark) and Japan for comparative analysis. The survey is currently underway and the results and discussion will be presented at a later date.

Operation and management of ships is a typical service system including human factors. In recent years, the maritime industry has become increasingly concerned about human factors against maritime accidents, which have still remained high rate. The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978/2010 (STCW convention) made that maritime resource management (MRM) is a requirement for seafarers' qualifications, including BRM (Bridge Resource Management) for the navigation department and ERM (Engine Room Resource Management) for the engine department. This paper focuses on ERM, which is a method to operate a ship safely by appropriately managing and effectively utilizing resources in the ship engine area. The STCW code lists the following requirements for ERM: (1) allocation, assignment and prioritization of resources (2) effective communication (3) assertiveness and leadership (4) obtaining and maintaining situational awareness (5) consideration of team experience.MRM has been developed based on Crew Resource Management (CRM), which has been developed in the aviation industry and has been one of the important issues in human factors research, by fitting the characteristics and target tasks of ships. At present, MRM capability is being developed through training-based methods. However, MRM does not depend solely on the abilities and skills of individuals, but can be demonstrated by organizations. In addition, as the equipment on ships becomes more complicated in response to environmental regulations and efficient operation, it is becoming more difficult for the personnel in the engine department to manage and control all the resources alone. In the future, it will be necessary to provide remote support from the members onshore, to make data visible efficiently by utilizing the Internet of Things (IoT), and to develop mechanisms and systems to support ERM in the actual field.In this paper, we propose a conceptual model of support system for ERM using human awareness and IoT sensors, and an ERM concept that extends to remote members onshore including engineering supervisors and maintenance personnel in shipbuilding companies. The proposed model uses not only an IoT system to collect sensor data from the main engine, generator, and other equipment on board the ship, but also the smart voice messaging system that allows the crew to share and store their operations and observations (human awareness). This model is classified as Internet of Everything (IoE) since it consists of IoT and human awareness. The smart voice messaging system had been developed for collaboration management in various services including maintenance by authors (Uchihira et al., Collaboration management by smart voice messaging for physical and adaptive intelligent services, PICMET 2013). The proposed ERM support system based on IoE is still conceptual model. We evaluated effectiveness of the proposed system by interviewing several ship managers. As a result, it was found that the system has the potential to support the resource management of equipment and personnel, which is the objective of MRM. Unique points of the proposed model include (1) ERM model extended to remote members onshore and (2) ERM support system utilizing both IoT sensor data and human awareness together.

Human trafficking, a form of modern slavery, is the recruitment, transport, and/or transfer of persons using force, fraud, or coercion to exploit them for acts of labor or sex. According to the International Labor Organization, human trafficking is the fastest growing organized crime with approximately $150 billion in annual profits and 40.3 million individuals trapped in slave-like conditions. While it is not compulsory to involve transportation for human trafficking, the transportation industry plays a critical role in combating human trafficking as traffickers often rely on the transportation system to recruit, move, or transfer victims. This multi-method study investigates the role of transportation in combatting human trafficking in California by conducting a survey followed up with semi-structured in-depth interviews with key stakeholders. The expert input is supplemented with labor violations and transit accessibility analysis. Experts emphasize the importance of education, training, and awareness efforts combined with partnership, data, and analysis. Screening transportation industry personnel for human trafficking is another step that the industry can take to combat this issue. Particularly, sharing perpetrator information and transportation related trends among transportation modalities and local groups could help all anti-trafficking practitioners. In addition, the transportation industry can support the victims and survivors in their exit attempts and post/exit life. Examples of this support include serving as a safe haven, and providing transportation to essential services. Transportation should ensure that all of these efforts are survivor-centric, inclusive for all types of trafficking, and tailored to the needs of the modality, population, and location.

This document provides guidelines for borrowing countries and IDB personnel on green procurement practices, so that Bank’s funded projects will reduce the negative environmental impact of goods, works, services and consultancies being contracted; and, also promote more environmentally sustainable actions. Based on good practices and international standards and trends, the document shows how environmental aspects can be considered in the IDB’s programming cycle and in each stage of the project cycle. It particularly focuses on the procurement process, outlining the elements that should be considered when designing and implementing green procurement. Green procurement is defined as the acquisition of goods, works, services or consultancies whose results have the least possible harmful effects on the environment, human health and safety when compared to other competing and similar acquisitions or, those that make a positive impact on the environment. Various multilateral financing organizations, international organizations and countries have joined the global effort to promote green procurement. This strategic focus, via procurement, seeks to increase efficiency with the smallest possible environmental footprint, while producing energy and even financial savings.

Un desafío clave de la política pública es cómo llevar a escala programas de primera infancia efectivos. Si la entrega de estos programas pudiera hacerse a través de la infraestructura de servicios públicos existentes, esto resultaría no solo escalable sino más costo-eficiente. Este documento es de los primeros en evaluar los impactos de corto plazo de un programa de visitas domiciliarias a escala integrado completamente con los servicios de atención primaria en salud (en este caso, la Estratégia Saúde da Família de Brasil). Nuestra estrategia de identificación explota la aleatorización original del programa Cresça Com Seu Filho en Fortaleza a nivel de agente comunitario de salud (ACS). En la estimación de intención de tratamiento (ITT, por sus siglas en inglés) encontramos un impacto positivo modesto en la calidad del entorno familiar (0.12 desvíos estándar, DE). Este resultado se alinea con el foco del currículo del programa en el cuidado sensible, receptivo y no punitivo de los niños. No encontramos evidencia de impacto en desarrollo infantil, muy probablemente debido a los desafíos con la intensidad y la fidelidad de las visitas. Nuestros resultados apuntan a la importancia de mejorar los sistemas de supervisión y acompañamiento del personal para lograr mejoras en la fidelidad de la intervención, así como en esquemas de motivación intrínseca del recurso humano que, en un contexto de mayor carga laboral, resulta central para el éxito de este tipo de intervenciones.

Durante la fase inicial de la pandemia, muchos profesionales del talento humano en salud colombiano se vieron obligados a cambiar sus lugares y modalidades de prestación de servicios. Como es bien sabido que una medida de prevención como la cuarentena también puede generar efectos psicológicos negativos, el objetivo del presente estudio fue describir características sociodemográficas, contagios y diagnóstico de COVID-19, estado de salud, abuso de alcohol, sustancias psicoactivas, cambios en las condiciones de trabajo, disminución o desabastecimiento de elementos de protección personal, medicamentos y recurso humano, percepción de la medida de cuarentena y respeto de medidas de seguridad sanitaria, expectativas sobre la pandemia, etc., en una muestra no probabilística de 133 profesionales que respondieron de manera voluntaria un cuestionario en línea. Los resultados mostraron que las mujeres, personas jóvenes, en primera línea de salud, con enfermedades crónicas, trastornos mentales, con parientes o colegas contagiados, son más vulnerables psicológicamente durante la pandemia de COVID-19. Estos resultados contribuyen a comprender las respuestas ante la cuarentena y la pandemia en el talento humano en salud y ayudan a identificar factores protectores y de vulnerabilidad para diseñar programas de intervención y prevención.

En los últimos 30 años, la integración física de América Latina y el Caribe ha sido un tema fundamental para el desarrollo de la región y una prioridad de las agendas gubernamentales. Las cadenas de valor regionales y globales se han intensificado de forma considerable en las últimas décadas y por ello la infraestructura en combinación con los servicios logísticos, se presentan más que nunca como los principales habilitantes para el aprovechamiento de las sinergias de mercado. La pandemia del COVID-19 y la consecuente interrupción de algunas cadenas de suministro en los distintos eslabones logísticos, deben darnos un impulso adicional para acelerar el proceso de cierre de brechas y desigualdades preexistentes entre las economías. Los países de Centroamérica y la República Dominicana tienen una amplia oportunidad de posicionarse como enclaves estratégicos dentro de las dinámicas del comercio global. A manera de ejemplo, durante 2020 países como Costa Rica, Guatemala y Honduras observaron aumentos en sus exportaciones en productos como los dispositivos médicos, equipos de protección personal y productos agropecuarios. En este contexto, apostar por el fortalecimiento de infraestructuras físicas clave como el Corredor Pacífico, por la inversión en los puertos del Caribe, considerando el alto flujo de carga hacia su principal socio comercial los Estados Unidos y por aumentar los estándares y capacidad de los aeropuertos, no solo garantiza un desarrollo logístico que aportaría a la recuperación económica de la región, sino que ofrecería la posibilidad de traducir la reconfiguración de las cadenas de valor en empleo, mayor calidad de vida, atracción de capital humano y resiliencia ante el cambio climático.
