Purpose: This research aims to explore the intricate dynamics of project politics in public housing development within Small Island Developing States (SIDS), with a particular focus on the interplay between costs and revenue. Methodology: Utilizing a detailed case study approach, this paper investigates a specific public housing project in a SIDS, analyzing the political dynamics surrounding its cost and revenue aspects. Findings: The study reveals that political factors significantly influence decision-making processes, resource allocation, and the financial viability of public housing projects in SIDS. Political interference often results in resource misallocation, cost overruns, and inefficiencies in revenue generation. Additionally, patronage and nepotism lead to housing resource distribution based on political favoritism rather than genuine need, undermining the effectiveness and fairness of public housing initiatives. Contribution to Theory, Policy, and Practice: This research underscores the critical importance of addressing project politics to ensure sustainable and effective housing solutions in SIDS. By highlighting the need for enhanced financial viability, transparency, and accountability in public housing projects, this study contributes valuable insights to the theoretical understanding of development politics. It also offers practical recommendations for policymakers to mitigate political interference, thereby fostering equitable and sustainable public housing solutions in SIDS.

Recent studies of economic voting have focused on the role of the local economy, but with inconclusive results. We argue that while local economic conditions affect incumbent support on average, the importance of the local economy varies by citizens’ interactions with it. More recent and frequent encounters with aspects of the local economy make those aspects more salient and, in turn, feature more prominently in evaluations of the incumbent government. We label this process “context priming.” We provide evidence for these propositions by studying local housing markets. Linking granularly detailed data on housing prices from Danish public registries to both precinct-level election returns and an individual-level panel survey, we find that when individuals interact with the housing market, their support for the incumbent government is more responsive to changes in local housing prices. The study thus provides a framework for understanding when citizens respond politically to the local economy.

An earthquake that struck Palu City, Central Sulawesi Province on September 28, 2018 rose potential problems. One of them is the permanent housing (huntap) provision for 6,504 earthquake-affected households. With a descriptive qualitative approach, this research focuses on the social and political aspects of providing permanent housing for disaster victims. Public opinion, both conveyed by refugees targeted for permanent housing and NGO activists and media workers, is expected to improve the policy of providing permanent housing for earthquake victims in Palu. The public hopes that the houses built for earthquake victims are to replace their lost homes and function as a place for psychological recovery. Therefore, the social aspects of housing provision are essential to receive government priorities, such as guaranteeing a sense of security, comfort, and relocated land status. Assistance and advocacy for displaced victims to obtain their rights should be appreciated, exceptionally due to the lack of political function of Regional House of Representative Council (DPRD) roles in guarding disaster victims. Legislators are unable to make a greater effort due to their status as part of the regional government. Simultaneously, the mass media’s attention to housing provisions is still vital for the government to formulate, implement and evaluate its policies. This study also discovered conditions where local governments have limited authority to provide shelter for displaced victims. Centralized government authority forces local governments to rely on the president and his staff.

Abstract Demographic factors next to economic, political and legal ones, are important elements determining the development of the housing market. The analysis of the age structure of the population and of the dynamics of change shows that the population of baby boomers in the age group that is actively entering the labor market and becoming independent is a stimulant for the development of the housing market. Individuals who are gaining economic independence generate new needs and, with appropriate financial resources, also future demand for their own accommodation. Deliberations regarding the housing market benefit noticeably from the analysis of home buyers’ age structure, especially in the context of the family life cycle. This issue became the focus of our study, which aims to determine the age of apartment buyers on the local market during an economic downturn and state interventionism in the form of preferential mortgages. The analysis makes use of information from notarial acts (including the personal identity number PESEL - the year of birth of the purchaser) and statistical tools. The results of the study may support the decisions and direction of state aid aimed at meeting housing needs.

While feminist political economists have identified social service provisioning as socially reproductive work and have examined its reorganization under neoliberalism, little attention has been paid to the mental health care sector. Furthermore, within feminist political economy scholarship on work in the social service sector, little attention has been paid to the contributions of service users. I address some of these gaps by developing a Mad feminist political economy framework to analyze the unpaid socially reproductive work completed by residents in high-support psychiatric housing in Ontario today. Drawing on data from interviews with 23 residents and 15 service providers in high-support psychiatric housing in Ontario, as well as a review of government and non-profit organization documents, I argue that the work done by residents alleviates demands on social service workers in a time of neoliberal restraint, intensified workplace demands, and a heightened focus on service user independence in all aspects of life. I then conclude with recommendations for change.

Abstract In the second half of the 20th century, solving the housing crisis became a significant social issue and political task throughout Europe, particularly in the countries of the Eastern Bloc. Although due to its quantity, prefabricated large mass housing estates became overrepresented, dozens of smaller, experimental, and diverse mass housing forms also emerged. It is hypothesized, that these small housing estates, due to their scale and quality, are urban planning projects that were realized across political, economic, and architectural changes. To demonstrate their adaptability, this paper presents the small housing estates built in one of the capitals of the Eastern Bloc countries—Budapest—during the most turbulent one-and-a-half decades of the socialist era (1945–1960). The research consists of three main parts: (1) Hungarian politics and housing policy, (2) Budapest's urban policy, and (3) a brief presentation of the urban planning and architectural aspects of Budapest's small housing estates. The result of the research is the creation of a complete small housing estates portfolio, illustrated archive articles, archival plans, and photographs. It becomes evident that although the times from World War II to the consolidation of power saw vastly different political eras, directives, and ideals realized, along with various architectural styles and housing policies, the small housing estate as an urban planning product was able to adapt and survive. Moreover, it is a valuable architectural, housing, and urban planning imprint of the era, the only mass housing form realized in numerous examples in Budapest.

The purpose of this paper is to characterise some aspects of housing policy applicable in the People’s Republic of Poland with particular consideration of new legal regulations concerning the housing market in the post-Stalinist period. Also, to present a more complete picture (of the situation), key aspects of the housing policy in the Stalinist period are presented/discussed. The article also presents the actual condition of the housing economy using the examples of selected towns. Sources included subject matter literature, legal acts, and archival documents linked with the social and economic history of selected towns/cities. In the beginnings of communist Poland, the decree of 7 September 1944 and of 21 December 1945 from strictly political and even ideological perspective as they constituted the frame for the actual control over the making over an important sphere of life such as housing management, of great significance in cities and towns. The political thaw of the mid-1950s created better prospects. The state was now able to finance the constructions sector on a much broader scale. The culminating point of the changes introduced by the postOctober team with respect to the legal foundations of the housing policy was the Act of 30 January 1959, the Tenant Law. The Landlord and Tenant Law repealed the following: Decree of 21 December 1945 on Public Flat Management, Decree of 28 July 1948 on Flat Rental and Decree of 18 February 1955 on Authorities and Their Jurisdictions with Respect to Public Flat Management.

To guarantee the right to adequate housing is crucial worldwide, and even more so in Spain, where there is an accumulated delay in public housing policies compared to other European countries. This situation has led to an increase in Catalonia of cooperative housing under a grant-of-use (GoU) model based on collective ownership, and the intention of people to live together, sharing daily life, and collectivizing risks and care-based work. These characteristics may impact on people’s health, but evidence is yet limited. Our study aims to explore the mechanisms that explain the relationship between cooperative housing under a GoU model and health in Catalonia. A descriptive−exploratory qualitative study was carried out. A total of 26 participants from 11 housing cooperatives were interviewed. Our results indicate that the impact of cooperative housing on people’s health is mainly explained by these components: (1) living aligned with their political motivations; (2) legal and economic aspects; (3) communal living; (4) governance, decision-making and participation; and (5) material aspects of the dwelling. Despite having health benefits, the lack of clarity in the Spanish legal framework and public funding makes universal access difficult, but it is a step forward in breaking with the speculative housing dynamics that exist in our context.

Introduction. The article examines the theoretical and practical aspects of the development of national real estate market under the influence of security, global challenges. Purpose. The purpose of the article is to reveal the peculiarities and prospects of the development of the housing market in Ukraine in the pre-war and post-war periods. Method (methodology). With the help of a systematic approach and structural analysis, the main types of housing are systematized, the shortcomings and factors that stimulate and restrain the development of such a market are summarized. Results. The dynamics of housing formation in Ukraine in the pre-war period are analyzed. It was revealed that in recent years, prices for primary and secondary housing have been constantly increasing. With the help of statistical and comparative methods, it was concluded that the development trends of the housing market in Ukraine did not fully correspond to world trends. The specifics of the development of the national market was the growth of demand for the so-called "khrushchevka" and underestimation by consumers of new innovative solutions in this market. During the study of the directions of development of the housing market in Ukraine in the context of foreign experience, a PEST analysis was conducted, with the help of which the political, economic, social and technological factors that stimulate or, on the contrary, restrain the development of the residential real estate market in the national economy, were identified. It was found out that in the pre-war period, a new trend appeared on the real estate market – the spread of ecological housing. It was specified that the residential real estate market of Ukraine suffered the most as a result of the covid-19 pandemic and was destroyed in some regions as a result of the war. In the pre-war period, corruption risks, high mortgage lending rates, inefficiency of the judicial system for protecting the rights of owners, etc., were difficult problems for the development of the national housing market. Therefore, in the post-war period, the elimination of risks, as well as the development of a vision for the reconstruction of the housing stock of Ukraine, which is affordable and comfortable for Ukrainians, are important steps in the direction of the development of the housing sector. It is concluded that restoring the functioning of the housing market in Ukraine will be one of the urgent tasks in the post-war reconstruction of the national economy. New buildings should not only be comfortable, but also perform both safety and energy-saving functions. For this, it will be necessary to consolidate the efforts of all subjects of the national economy and the international community.

This article draws on research designed to explore aspects of social stratification within owner occupation. The research reconstructed and compared the housing, employment and family histories of two groups of home owners in two contrasting localities in Bristol. This article focuses on the top end of the owner occupied market, a neglected area in the sociology of housing, and explores the connections between bargaining power in the labour market and the shaping of housing histories. It is argued that core workers in the labour market exercise choice in the housing market within a framework of job determined constraints. These constraints are accompanied by a range of subsidies and benefits which are unavailable to the majority of households. As a consequence it is suggested that this group's housing histories are shaped by qualitatively distinct processes which go beyond the single fact that their earned incomes are relatively large.

Purpose The purpose of this paper is to offer a framework to contextualise the formation and transformation of three major medinas in North Africa, namely, Tripoli, Tunis and Fez. The framework is designed to identify key factors that formed these medinas in the first place, and key causes of transformation in reference to three distinctive forces: colonisation, modernisation and globalisation, which include political, economic and social changes that influenced the transformation process. Design/methodology/approach Colonisation, modernisation and globalisation changed the physical appearance and urban fabric, introduced new architectural styles and at the same time changed the social structure, lifestyle, and the inhabitants’ perception and use of spaces within their medinas. Physical aspects of the transformation process are investigated using comparative case studies, while social aspects are studied through interviewing three main actors in housing: users, decision makers and professional architects. Findings By identifying key factors of formation and main drivers of transformation, together with analysing the physical and social aspects associated with the transformation process, the framework aims at developing a holistic, complex picture of housing transformation within a specific context: the medinas of North Africa. However, the framework is introduced as a valuable tool for exploring the transformation of other cities with relevant and similar context. Originality/value Through the use of comparative case studies and interviews, the study focuses on capturing the essence of traditional medinas, understanding the reality of social change within housing transformation and contextualising the physical aspects of housing transformation.

The article attempts to answer the question about the future of housing system in the Czech Republic. As other transition countries, the Czech Republic underwent the substantial reform of housing system leading to the change in tenure structure in favour of owner-occupied housing. The authors discuss the basis and implicit aspects of tenure reform. The change in tenure structure was more gradual than in most other transition countries and together with other specific conditions it gave the chance to rental housing becoming a real alternative to homeownership tenure in the future. Using the results from several attitude surveys and unique experiment, the authors tried to find out whether there is any chance of deviating from the path leading towards a housing system unilaterally based on home ownership tenure. The empirical results, however, show that people’s tenure preferences remain strongly skewed in favour of owner-occupation.

Accurate housing price forecasts play a critical role in balancing supply and demand in the residential real estate market, as well as in achieving the goals of various stakeholders – buyers, investors, construction contractors, public administration, real estate agencies, special investment purpose companies, etc. The present study aims to investigate the relationship between specific predictors and build a suitable model for forecasting housing prices in Bulgaria. In this regard, a study was conducted on transactions with residential real estate in the city of Sofia for the period from the first quarter of 2016 to the fourth quarter of 2021. The ARIMA model is used in the development to predict the values of the variables. Eight models are tested for the researched factors (24 in total). On this basis, the price per square meter of residential property was predicted, including estimated values from the ARIMA model for the parameters involved in the regression equation. The result showed that there is a strong relationship between the analyzed predictors and the studied variable – price per square meter of housing. The tested models are adequate and the statistical requirements for forecasting the prices of residential properties in Bulgaria are complied.

Abu Dhabi and Doha have evolved rapidly in the twentieth century due to the investment of oil and gas revenues. The fast economic growth resulted in an extensive period of urbanization. The various urban dynamics had a great impact with regards to new housing typologies during the last few decades. Doha’s housing market is studied in comparison with Abu Dhabi’s market considering their population growth rates, real estate market conditions, socio-cultural characteristics, and political approaches. The study is focused on the period from 2004 to 2013 where rapid urban development took place in both cities. The comparative assessment is based on three key aspects: housing typologies, housing distribution, in addition to housing supply and demand. The paper highlights that the urban growth in both cities is initiated via government investments, especially in the real estate market. This is reflected in the case of very similar housing dynamics in both cities. A gradual replacement of low-rise residential villas by high-rise residential towers (apartments/ penthouses) is currently observed in both cities.

Why habitat Mars when you can make earth livable. Demographic change led to the shrinking of the city and also aging native population were big problems in leinefelde. Sustainable urban structures, housing affordability and availability was a big criteria. The political and economic change in the eastern Germany after reunification in 1989, anticipated and intensified the problems. By 1993 municipality realized that it should develop strategies and policies to stop the breakdown of economic and political breakdown of the city. As a result of the actions taken, leinefelde has become successful transformation of shrinking cities in the world. This research paper finds the problems led to shrinking of the city and then focuses on the different parameters and strategies like project context, social aspects, environmental aspects, economic aspects, organizational aspects, sustainable aspects that were carried out in order to have a successful transformation of leinefelde. And finally list down the key indicator for project being successful as a conclusion.

Slum area remains as the main problem faced in urban settlement areas, especially in developing countries. Slum area in Central Bangka Regency reaches a total area of 55.92 hectares, covering 9.1% of Central Bangka Regency area. The local government formulized a strategy named Construction and Development Plan of Housing and Settlement Areas (Rencana Pembangunan dan Pengembangan Perumahan dan Kawasan Permukiman/RP3KP). The objective of this strategy is to analyze whether the strategy for slum upgrading in Central Bangka Regency has been formulated effectively. This is significant since a study of the strategy needs to be conducted before the strategy is legalized and becomes the basic framework for implementation. Quantitative technique is depicted throughout this article by comparing strategies resulted from the RP3KP document with literature driven indicators and with Law Number 1 Year 2011 on Housing and Settlements. Result shows that the plan has been formulated effectively according to three assessment aspects, namely political aspects, administrative aspects, and their suitability to Law Number 1 Year 2011. Despite, for more effective implementation, is it suggested to operationalize the strategy by formulating mechanisms and instruments for effective governance. More detailed implementation strategies shall be regulated, to not only concentrate on physical aspects, but also on non-physical aspects, such as social, economic, and demographical aspects.

This report outlines the observations and findings with regard to lifelines and other infrastructural items from each of the various New Zealand post-earthquake visits to Kobe subsequent to the NZNSEE reconnaissance team visit. The preliminary assessments on lifelines aspects made in the NZNSEE reconnaissance team report are developed further. Lessons and recommendations for New Zealand are presented. In addition to lifelines aspects, observations are also made on the political decision-making process, subsequent economic trends and temporary housing and emergency management issues.

In spite of the significant grants and supports after 2015 earthquake, housing reconstruction faced numerous challenges in addressing the needs of the disaster affected communities. The earthquake threatened almost all aspects of the societies in14 of the most affected districts. Government of Nepal and various development partners, including bilateral agencies, were involved in the implementation of housing reconstruction projects in different districts. All these initiatives in communities yielded diverse results. Because of the resulting disquiet from the public, the post-disaster housing reconstruction is becoming the concern and dilemma to researchers, development and humanitarian organizations worldwide. It is evident that private housing reconstruction is complicated and slow process, which is knotted with social, economic, and political dimensions. The paper highlights the significant contributing factors for accomplishing the housing reconstruction after the earthquake. A multi-dimensional holistic approach interprets the nexus of successful reconstruction, which are discussed in the paper. This paper serves as a valuable resource that highlights the significant factors for the government, development and humanitarian partners, and researchers.

This paper examines the capacity of community-based planning to address two aspects of urban poverty in Southeast Asia: first, the local, material manifestations of household poverty, including inadequate housing and lack of access to infrastructure and services; and second, the structures and forces that create and sustain poverty, including the state’s land management systems and the actions of powerful political and economic elites. Building on literature about collective action and social movements, the article presents case studies of informal settlements in Chiang Mai, Thailand; Phnom Penh, Cambodia; and Yogyakarta, Indonesia. Each case study considers the organizational setting, the nature of the community’s housing and built environment, and community-level collective action. The article finds that, under optimal conditions, communities use collective action to address their material poverty, but not the broader social, political and economic forces that create and sustain poverty.

The paper has two parts: in the first one, economic aspect of regionalization is considered, in the second a financial one. Regionalization, like every type of decentralization, represents a serious reform of a state and brings upon several expected as well as unexpected although significant effects on political, social, and economic life. Its goal is an improvement of political, social, and economic functions of a state, not their deterioration. Unfortunately, experience of other countries does not support overwhelming optimism. Most frequently, regionalization is done due to political considerations; economic considerations are of secondary importance or even neglected. Such a dominance of political reasoning neglects fundamental principles and arguments of the economic science, standards of rational approach to decentralization, and even economic efficiency and equality between citizens. Because of that, the emphasis in this paper is on economic and financial aspects of regionalization in Serbia. In the first part the author explores economic aspects of regionalization; four state functions (regulation, stabilization, redistribution, and allocation) in decentralized setting; relations between regionalization, deregulation, and privatization; vertical distribution of functions (exclusive functions by the state, exclusive functions by regions, shared functions). After that he explores advantages of the selected model of creating regions and distribution of authorities in Serbia, particularly economic authorities of regions (1. land planning, urban land use, housing; 2. development and maintenance of infrastructure of regional importance and coordination of public utilities in municipalities; 3. agriculture; 4. tourism; 5. forestry 6. hunting and fishing; 7. vocational training and employment; 8. ecology; 9. public works). Separate section is devoted to social protection (financial transfers and institutions). In the second part of the paper (Financing the Regions) the author first examines certain issues in principle (fiscal revenues, vertical and horizontal balance, debts and moral hazard) and then considers topics of financing regions in Serbia, such as revenues subsidies, and debts.

Abstract This article examines the housing problem of the Soviet civilians who returned from the evacuation to Moscow during the World War II and immediately after it. The reevacuation began in 1942 after the successful counteroffensive of the Red Army near Moscow. It was a priority for the Soviet government to restore the economy of the capital and return workers to the city. However, thousands of square meters of housing in Moscow rendered uninhabitable during the war for different reasons. Based mainly on the archival sources, especially on court materials, this paper examines the magnitude of the housing problem in Moscow and highlights its legal and social aspects. I argue that the authorities at first protected the apartments of evacuees, but then they began to cancel the rights of people to housing and move new residents into the empty apartments. This situation forced reevacuees to start judicial proceedings, which often ended not in their favor.

Cities are increasingly confronted with the need to provide shortterm and cost-efficient housing as several factors, such as natural disasters, migration due to political or climatic circumstances or other unpredictable events can result in a sudden and at times temporary need for additional housing. Providing affordable, and flexible but at the same time sustainable and re-useable housing concepts that are easy to construct and quickly to implement are thus requirements that cities must face. Currently there is limited research available in this field, as disaster architecture and temporary housing have not yet been widely researched in an interdisciplinary manner. The project “Urban pop-up housing environments and their potential as local innovation systems” has aimed at addressing this research gap by investigating in a highly interdisciplinary approach how and under which circumstances temporary housing solutions could be implemented under challenging framework conditions. The aim of the project was to systematically investigate and evaluate existing temporary housing options, and to develop and assess innovative and sustainable models for pop-up living systems in urban environments regarding resource uptake as well as social aspects, which may serve as incubators for urban innovation. From a technical perspective the models are focused on integrating aspects related to architecture, energy technologies, resources and materials, water as well as landscape design. Starting with a data pool of international examples, a classification and systematization of relevant typologies has been carried out in combination with user profiles for the different housing situations. On this basis, potential urban areas have been identified for selected scenarios and finally six theoretical temporary housing models have been created and subsequently assessed and analyzed in detail. The purpose of this paper is to present the key findings related to the scenarios and models, that have been developed within this basic research project and the methodologies that have been applied to assess them. The challenges of the scenarios and overall project results are summarized to provide an outline for potential implementation and future pilot projects.

Housing policies of the Soviet power – some kind of unique experiment in the sphere of housing which had no analogs in the world and was conducted at the beginning of the XX century with an exception of a private ownership on the earth and the real estate, with change of a control system of housing and activity of people, formation of labor and household collectives, with development of state and departmental form of ownership on housing. All these processes happened in the uniform ideological field, in uniform political and welfare borders. Article purpose – not only to analyse theories which influenced formation of policy of Bolsheviks in a housing question, but also to track the embodiment them in life of the Soviet society.On the basis of the new approaches caused by the need for more objective estimates of historical heritage under conditions of democratization public lives the population life kommunization problem and also policy of Bolsheviks of rather housing question is investigated and reinterpreted. Process of change of old inhabited economy on anti-market destroyed house owners and apartments owners, liquidated old and created new types of development of living space, resisted to private individual housing. K. Marx, F. Engels and V. Lenin’s views of strategy and tactics of new anti-capitalist housing policies are considered. It is proved that housing policies in the 20-th years of the 20th century represented set of discriminatory and protectionist measures which created conditions for formation and existence of household collectives. The beginning of real practical actions for implementation of housing policies of Bolsheviks needs to be counted from the moment of adoption of the first decrees which cardinally changed the nature of a land ownership and the real estate. Housing policies of the Soviet power affected many processes which happened in society: from moral and ethical aspects of life in family before creation of «sotsgorodok» of future society. Thereof the earth and a housing stock, stopping being a purchase sale subject, turned into means of the state distribution, and as a result – into means of administrative and political influence.

Individuals participating in the HUD Housing Choice Voucher program, formerly Section 8, can rent units in the private market and are not tied to public housing projects in a specific neighborhood. We would expect vouchers to help poor families leave the ghetto and move to more diverse communities with higher socioeconomic opportunity, but many voucher holders remain concentrated in poor, segregated communities. We use longitudinal qualitative data from one hundred low-income African American families in Mobile, Alabama, to explore this phenomenon, finding that tenants’ limited housing search resources, involuntary mobility, landlord practices, and several aspects of the voucher program itself limit families’ ability to escape disadvantaged areas. We also find that the voucher program’s regulations and funding structures do not incentivize housing authorities to promote neighborhood mobility and residential choice. This combination of forces often keeps voucher recipients in neighborhoods with high concentrations of poor and minority residents.

Purpose This paper aims to focus on the housing situation in Indian cities and the various stakeholders involved in the housing sector. This study addresses the conflict in expectations of the supply and demand side of the housing and establishes the factors crucial to making housing successful for all the stakeholders, essential for sustainable urban development. Design/methodology/approach This paper is developed using the content analysis of preceding independent reviews on housing sustainability by authors across the globe, a review of the current housing situation in Indian cities and a Pilot study of the desired qualitative aspects of housing by the consumer group. Findings This paper identifies the challenges and constraints of the various stakeholders involved in the housing sector. A comprehensive list of all the parameters, both qualitative and quantitative, essential for successful housing implementation, focused on the preferences of the demand side, also referred to as the “Critical Success Factors (CSFs)” is generated. The results advocate a strict consideration and integration of these CSFs with the housing policies for all future housing projects. Research limitations/implications Most of the studies conducted in the past have reviewed the housing situation in India from the perspective of the government authorities and the initiatives undertaken by them to improve the housing crisis. However, a gap exists in achieving a balanced understanding of the supply-side constraints, with the demand-side expectations from the housing. Focusing only on the supply without adequately understanding the consumption can only lead to further chaos in the already turbulent housing situation. Originality/value To the best of author’s knowledge, this is among the first attempts to address the housing scenario in urban centers of India, simultaneously from the perspective of both the demand side and the supply side of the housing, giving additional impetus to the expectations of the demand side which are often ignored. This study becomes more relevant in the ongoing pandemic situation to be able to provide appropriate and acceptable housing solutions to all.

Iran has one of the oldest civilizations in the world, and many elements of today’s urban planning and design have their origins in the country. However, mass country-city migration from the 1960s onwards brought enormous challenges for the country’s main cities in the provision of adequate housing and associated services, resulting in a range of sub-standard housing solutions, particularly in Tehran, the capital city. At the same time, and notably in the past decade, Iran’s main cities have had significant involvement in the smart city movement. The Smart Tehran Program is currently underway, attempting to transition the capital towards a smart city by 2025. This study adopts a qualitative, inductive approach based on secondary sources and interview evidence to explore the current housing problems in Tehran and their relationship with the Smart Tehran Program. It explores how housing has evolved in Tehran and identifies key aspects of the current provision, and then assesses the main components of the Smart Tehran Program and their potential contribution to remedying the housing problems in the city. The article concludes that although housing related issues are at least being raised via the new smart city technology infrastructure, any meaningful change in housing provision is hampered by the over centralized and bureaucratic political system, an out of date planning process, lack of integration of planning and housing initiatives, and the limited scope for real citizen participation.

Practical implications – Homelessness leads to extreme vulnerability. There are other aspects of the home environment that impact elsewhere in the public sector, especially the health service. Vulnerable individuals are more likely to become homeless which can lead to exacerbation of vulnerability. Originality/value – This is a viewpoint derived solely from local practice.

Improving the quality of life is one of the priority tasks of Russia’s social-economic development, which requires solving the housing problem, since housing is one of the basic human needs. Based on the generalization of various approaches to ensuring housing affordability, the article shows that, in addition to the study of social-political and economic aspects, a kind of sociology of housing develops. Based on the results of sociological surveys, the authors identify the preferences of different groups (parents with children and youth) in housing. Thus, 70 % of Russians are ready to use mortgage lending to solve the housing problem. There is a paradox: on the one hand, 66 % of multi-apartment houses cannot be sold; on the other hand, there is a low level of housing supply (lower than in Eastern Europe and some CIS countries) and a high level of dilapidated housing stock and communal infrastructure. Previously, housing conditions were improved mainly at the expense of the state, now the purchase or construction of housing is ensured mainly by the population’s savings and borrowed funds, primarily mortgage lending. However, despite the growth in the volume of mortgages and their improved conditions, the housing affordability coefficient for 2000-2022 indicates a deterioration in housing possibilities. This is explained, first, by the low level of incomes and their significant differentiation - only a small share of Russians can take advantage of mortgage lending; second, housing prices grow much faster than incomes and wages. In addition, the low quality of new housing and social infrastructure, a high share of dilapidated housing and of families in need of relocation, and a number of other factors must be taken into account when implementing housing policy and solving the housing problem. The empirical basis of the article is the data of the Federal State Statistics Service, Bank of Russia, National Bureau of Credit Histories and Accounts Chamber.

ABSTRACTDuring the period of economic and political transformations in Poland, considerable changes occurred in large housing estates, while demographic transformation and housing-stock ageing starting to aggravate social and spatial problems. The serious issue currently dominating such estates concerns the process of natural ageing of the housing stock and residential ageing which is associated with the reduction of residential mobility and demographic ageing of people living in the large housing estates. This paper intends to identify ageing of the estates’ population in the context of the evaluation of residential life quality. The authors concentrated on analysis of 2002 and 2011 statistical data, as well as data collected during their field surveys conducted in 2010–2012. Detailed studies were carried out on seven estates in five cities and towns in Poland (Kraków, Poznań, Tarnów, Żyrardów and Dzierżoniów). To identify the residential standard and quality of life, surveys were conducted on housing estates which allowed the researchers to establish the essential factors which determined the level of satisfaction of older people with regard to their place of residence. The authors also determined the course of changes in the perception of particular aspects of life quality in the process of residents’ ageing in the selected places of residence.

In June 2015, the Government of India approved a national housing program called the Prime Minster’s Awas Yojana (PMAY; Prime Minister’s Housing Plan), the latest in a series of ‘urban missions’ that have seen the urban emerge as an object for policy intervention in a country long rurally imagined. The emergence of these missions has necessitated the construction of a new urban grammar. Concepts, categories and classifications have sought to define, delineate and measure different aspects of the urban landscape so that different modes of practice and intervention may emerge. This article reads this grammar. It does so not to assess policy through its design, efficacy or feasibility, but to argue that policies, at least in part, attempt to create their own objects. A policy is thus both a product and an agent of contemporary politics, simultaneously instrumental and generative, acting as a means to an end but also an end unto itself. It is, in many ways, as much a site of the construction of meaning as it is the allocation of resources. This article looks at housing policy in the Indian city from a particular site: auto-constructed neighborhoods in the Indian city – referred to here as the basti in contra-distinction to the ‘slum’. In doing so, it offers a socio-spatial reading of these settlements along three lines: transversality, transparency and opacity. It then reads the proposed new national housing policy against these spatialities and argues that the policy fundamentally misrecognizes ‘housing’ in the Indian city.

This article discusses why and how social workers need to engage in social policy practice and how such engagement necessitates political action. The local conditions relating to health, education, housing, employment, gender equality and socioeconomic infrastructure in majority of communities in the Asia Pacific region are largely neglected by professional social workers. To make a difference in those communities and to do justice to their own professional values and principles, social workers need to engage in policy practice in several ways. They may also need to re-examine the profession’s non-political and non-religious neutral stand. It argues that to facilitate their necessary political engagement, social workers need to understand and work with local politics and power structures. Such a stand calls for new thinking and altering some aspects of the nature of social work education and practice in the region.

Purpose – The purpose of this paper is to enquire how housing providers can facilitate a “social scene” which helps residents to bond together and which indirectly can generate both mutual aid and a collective voice. Design/methodology/approach – The study of 16 retirement housing schemes (including social rented, extra care and leasehold), involved focus groups engaging altogether 130 residents, interviews with estate managers and a postal survey with 120 respondents across eight estates. Findings – The findings highlight an important “community development” role for existing on-site managers and the risk that a move to floating support means losing this function. They illustrate the obstacles faced by retirement housing residents in developing collective social activities or a participatory voice in management. This paper is one of several ongoing and planned outputs of the study covering different aspects of the findings. Research limitations/implications – The initial study reported here is largely based on residents’ views. A follow-up survey of over 400 estate managers is now in progress. Social implications – The findings offer warnings about the potential and limitations of self-managed housing for the older old, and the dangers of replacing on-site staff by floating support. Originality/value – The research fills a gap in previous work on sheltered housing by focusing on the community rather than the individual resident. It will inform planning of housing support models to build and sustain social capital in elders’ housing schemes.

Affordable housing was one of the four pillars of Kenya’s big four agenda of 2018. Rapid rural-urban migration and the high cost of formal housing units have led to the proliferation of informal settlements commonly referred to as slums. Provision of decent housing is still a challenge in Kenya due to continuous population growth and high demand for low cost housing. The aim of this paper was to assess the outcomes of innovative construction in housing in slum upgrading in Mathare valley. Post-occupancy survey approach was used to establish existing technological challenges on the walls, roof and floors of the upgraded units. Structured questionnaires were administered to the slum residents. Descriptive statistics were used to analyze data and results were presented in tables. Results indicated that the upgrade improved the houses structural envelope of walls, floors and roofs. The respondent’s perception of the scheme in terms of quality and acceptability was significant though deterioration of the structural envelope with time was evident. The upgrade improved the physical infrastructure and livelihoods as compared to the previous situation characterized by poor sanitation, degradable roofs, and walls and inadequate of social amenities. The relationships between residents were improved as compared to the previous situation. Better communal facilities such as roads, drainage and toilets were realized. The previous houses were made of assorted degradable materials which were substituted with fairly permanent elements during the upgrade. In conclusion, innovative construction technologies improved the social, economic and physical aspects of the project but certain aspects remained unchanged. The innovative construction method should focus on pro-poor approaches like improvement of the existing structures in lieu of demolition. The residents should be involved in assessing and determining their needs to ensure construction of houses suits their interests. Effective monitoring is critical to avoid displacement and minimize political interference and corruption.

In this article – a review article preceding a series of articles in this themed section considering specific aspects of the impacts and implementation processes of the Welsh legislation – we contextualise the introduction of the prevention agenda in Wales by defining homelessness and highlighting the shift towards prevention policy in an international context. We consider the nature of prevention, and examine related theoretical debates, critiques and the cost/benefits of prevention. We conclude by offering some reflections on the progress of homelessness prevention since the Act’s implementation drawing on data from the longitudinal post-implementation evaluation of the Housing Act (Wales) 2014.

The aim of the article is to discuss selected aspects of sustainable development and the conditions for its implementation in relation to the housing market. A critical review of the literature will make it possible to distinguish the political implications that should be taken so that the current functioning of the real estate market does not burden the environment too much, which would enable it to meet the needs of present and future generations, but at the same time not hamper the development of the market and satisfy the needs of the society. According to the Polish real estate sector four groups of phenomena are discussed, namely: social problems related to the functioning of the sector, problems of real estate cycles and crises, spatial allocation of real estate and urban development, and ecological problems as key to the description of sustainable development.

This article examines the use of the law by the state to achieve its aim of social justice. It focuses on how, through a series of laws, the state has endeavoured to regulate private sector residential rents at the lower end of the market (up to a ceiling of 1,000.00 cedis) and the occupation of residential accommodation. An analysis is thus given of the nature of the laws in question as well as the institutions and organs of the state that were either set up, or had the scope of their powers broadened, in pursuance of the state's objectives.On 31 December, 1981 a military junta, the Provisional National Defence Council (PNDC) assumed power in Ghana. It had as one of the cornerstones of its political agenda the establishment of “true democracy” for all Ghanaians who, according to the new rulers, had been denied this right by previous civilian and military regimes. As a consequence, the PNDC enacted Law 42 which encapsulated in part the Directive Principles of State Policy (hereinafter the Directive Principles).

Since the dawn of democracy in 1994, the Republic of South Africa (RSA) has been trying to address the aftermath and consequences of the apartheid regime. This comprises of the socio-economic, spatial, and political challenges that have persisted over the decades. These have had far reaching repercussions in the society to the extent that 25 years later after apartheid, the country finds itself with alarming rates of poverty, social exclusion, unemployment, and inequality. Literature has revealed that there is a direct relationship between poverty and inequality as well as access to socio-economic services / opportunities. Poor access to these services perpetuates exclusivity and thus inequality and marginalisation in all form and character. The purpose of this study is to investigate how housing developments have been used in South Africa to address poverty and inequality. The aim is to understand how to plan for better and more socially and economically thriving communities through housing development, focusing specifically on aspects of development that contributes to addressing poverty and inequality. Using a Delphi three round method of Inquiry of 20 experts, perceptions from a diverse panel of experts about mixed-income housing development were uncovered. In comparison to previous housing models, the study uncovered a significant paradigm shift in housing development and what a housing intervention should achieve. Since 2004 after the introduction of the Breaking New Ground Policy (BNG), the housing development approaches, and interventions have shifted away from just providing roof over once head to providing social asset to the poor and a whole range economic opportunities. The conclusion is that housing development by virtue of location, diverse housing typologies and tenure options is now part and parcel of integrated planning and the pro poor development agenda.

Purpose – The purpose of this paper is to give an account by a rehabilitation psychiatrist of many years of involvement in shared housing for former long-stay hospital residents and other long-term mental health service users. Design/methodology/approach – The paper offers a personal view based on developments in one locality of East London, blending case study narrative with cited earlier published papers that confirm and/or give greater detail on specific aspects of the experience gained. Findings – Long-term mental health service users, given the opportunity via shared housing to develop more lasting and natural relationships, proved to have social and interactive capacity that was obscured by both the conditions of hospital wards and by isolating accommodation “in the community”. The experience provides lessons for a better understanding of patients’ problems. Practical implications – Shared housing is often seen as simply a poor substitute for independent living; but the experience recounted here suggests that shared living may have particular value for some client groups. Originality/value – The housing developments and the associated research remain unusual and of potential value for planners of long-term services.

Many comparative studies of home-leaving examine behavior associated with this transition and the relative importance of both structural and cultural factors in helping or hindering it. Yet, we know surprisingly little about how youth understand these factors on a broad scale to be influencing home-leaving for their generation. This article compares young people’s beliefs across cultures about why late home-leaving occurs using Eurobarometer survey data from 28 countries. I incorporate comparative home-leaving literature with theories about attitudinal worlds of welfare and explanations for social problems to argue that modes of explanation for late home-leaving hinge on whether youth see external, structural causes preventing earlier leaving (constraint-oriented explanations) or internal, more culturally motivated causes that lead individuals to stay at home longer (choice-oriented explanations). Demographic and institutional conditions that capture aspects of nations’ home-leaving contexts, such as women’s mean age at childbirth and the robustness of labor and housing markets, significantly correlate with the prevalence of these explanations. Findings suggest that youth tend to perceive their generation’s housing exits as structurally limited by scarce housing and weak purchasing power. However, in richer countries with more effective employment markets and better access to rental housing stock, choice-oriented explanations are more popular.

The relevance of the article is due to the constant peoples’ need for a better and more comfortable housing, a convenient urban environment. Historically, we often turn to the past experience of solving the housing problem in our country, often not paying attention to the ways that other countries used. The presented article is intended to fill this gap. The purpose of the study is to review and compare the process of post-war housing restoration in the USSR, the USA and Europe on the example of France. This makes it possible to identify positive and negative aspects of various approaches to urban planning. Materials and methods. The presented article is based on the study of scientific literature, archival materials, periodicals. The research is based on publicly available sources, including foreign ones; some of them are translated for the first time. At this, both universal scientific and particular methods of historical research are used: the concrete historical method, comparative analysis. Study results. The article brings to light the history of development and shows different ways of solving housing problems that arose as a result of the Second World War in the states with different economic conditions and political systems at the time of the end of the war. Conclusions. Every city, every country has its own problems. In each specific situation, in different historical periods, only the set of these problems, their depth and severity of manifestation change. To be successful in solving these problems, it is important to be able to analyze and summarize the experience of different countries, see the positive and negative aspects in their solutions and use combinations of the best methods.
