Abstract (sommario):
In several countries the period after World War II is characterized by building dwellings in mass production in order to bring the supply in line with the increasing housing demand. As a result little attention was paid to societal trends and actual user wants. Several trends and developments with respect to housing have been identified since then, which seem to make a more individualized approach to the development, design and building of dwellings and residential environments desirable. In such an approach a thorough understanding of the objectives and activities of inhabitants seems to be required. But how can we explore these objectives and activities? We lack a structured set of instruments that can be used by policy makers, architects, developers and builders to map out a detailed record of user wants. Although there are many methods for the elicitation of housing preferences these methods are not satisfactory for this purpose, because, among others, they focus on what people want and not on why they want it. In this paper I shall first describe the main characteristics of methods for measuring stated housing preferences. Subsequently, I will present an outline of a more user-oriented approach to the measurement of housing preferences. This approach is based on Gibson’s theory of affordances.

Abstract (sommario):
The purpose of this paper is to disclose youth assessment of Lithuanian housing policy. The paper discusses housing policy and the youth housing challenges. The empirical part of the paper is based on the Lithuanian youth original empirical research results “Housing Provision for the Youth in Lithuania: Opportunities and Problems” carried out in 2017–2018. This research was carried out in the framework of the project” Housing Provision for the Youth: Processes, Problems and Solutions in Lithuania (JABS)” (GER 007/17) funded by the Lithuanian Science Council National Research Program “Welfare Society”. The results of the survey research revealed that Lithuanian housing policy young people assess rather unfavourably. According to the respondents there is a lack of more active State role and regulation of housing policy, housing policy regulation, more effective action against “shadow” housing rental. Analysis of the research results according to the social demographics characteristics indicated that women are tend to stress more State support for the first housing provision, cash benefits and compensations for housing maintenance. Moreover, 30–35 years old persons indicated more State support for the first housing provision than representatives of the other youth age groups.DOI: http://dx.doi.org/10.5755/j01.ppaa.17.3.21959

Abstract (sommario):
Purpose Regarding the contribution of Australian small-size housing in the enhancement of total energy consumption of the country and the roles of the occupants’ preferences in successful implementation of action plans, the purpose of this study is to identify the Australian occupants’ collaborative image of housing energy efficiency. The two main objectives are, therefore, to address the main energy-related housing physical factors that have the potential in representing the housing image of Australian occupants and to explain the causal factors that make the physical factors critical to their energy efficiency perception. Design/methodology/approach This study has been developed through a qualitative approach. Given that the images encompass a wide range of information expressing human perceptions, an online photo-based qualitative survey was developed based on previous research works. The survey includes respondents’ demographic profiles and the evaluation of images, asking for their perception of overall housing energy efficiency, the impacts of building envelope physical attributes on the energy efficiency of the houses and the reasons behind the selection of different attributes. Findings This study has developed a set of attribute-based factors, explaining occupants’ collective perception of energy efficient small-size housing of Brisbane in the area of exterior aspects of the buildings. Specifically, the collaborative image of small-size housing of Brisbane is about the thermal performance of the buildings provided through passive climatic principles by using more efficient envelope features, e.g. material, colour, transparency, texture, openings, balconies and shadowing devices, while ignoring the impacts of architectural composition principles along neighbourhood quality. The key attributes in assessing the small-housing energy efficiency are ventilation, thermal performance and shadowing. The housing images in old traditional architectural style with rural face, built by stone, brick and concrete in high dense vegetation were evaluated to be more energy efficient than those with modern architecture, built by large glass panel and metal cladding with light or no vegetation. Research limitations/implications The main limitation of the paper is related to the nature of an image-based survey, which leads to ignoring some aspects of real spaces such as odour, temperature and noise. Practical implications This research has the potential for developing a practical methodology for assessing housing-resident fit using computer-based methodology and neural networks. Social implications This research has the potential for developing a methodology, assisting the end users in meeting their desires and motivations by helping them in assessing how a housing unit fits with their expectations and preferences. Originality/value This research provides a reliable conceptual platform for dealing with the complexity of occupants’ housing perceptions. This is achieved by establishing a collective conceptual picture of these environmental perceptions, namely, housing image, which is a platform for transferring abstract data related to human perception into measurable and quantitative scales.

Housing affordability in the regions of Russia based on the calculation of indicators that characterize the ability of citizens to improve housing conditions in the housing market and in the rental market is analyzed in this paper. Approach to a comprehensive assessment of housing affordability in the regions based on determining the aggregate rating of the region by the level of housing affordability is developed by the authors. The proposed approach is based on the method of sums of ranks – the aggregate rating of the region by housing affordability is determined by using the total rank of the region by the level of housing affordability. Sum of ranks of region by indicators of housing affordability is total rank of the region. The approach developed by the authors allows for a comprehensive analysis of housing affordability in the regions, taking into account the investment opportunities of the population in the primary and secondary housing market, in the rental housing market, as well as the availability of housing mortgage lending in Russia. Assessment of the aggregate housing affordability rating is the basis for analyzing housing affordability at different stages of housing reproduction. The proposed approach also allows to analyze the relationship between the comprehensive level of housing affordability in the regions and other parameters that characterize the development of the housing sector. The proposed approach is tested in this article. Significant differences in the level of investment opportunities for households in the regional housing markets was shown based on the determination of the aggregate rating of housing affordability in 78 regions of Russia. The influence of housing affordability in the regions on the volume of housing construction based on the analytical grouping of data was shown.

Abstract (sommario):
Abstract The provision of quality housing in adequate quantity is a major concern for planners in the developing regions. There is need of rapid housing development to meet the need of growing population while giving attention towards its minimal environmental impact. This paper focuses on the sustainable housing development using system dynamics model in the study area of Patna district, India. The optimum housing development has been suggested on the basis of result of analysis of various scenarios generated by performing simulation using control parameters in the formulated model. The environmental impact, like air pollution; noise; waste generation; water consumption; and energy consumption, due to the suggested housing development scenario has been discussed thoroughly, based upon which recommendations have been given. The findings of this research will be useful in providing solutions for the sustainable housing development to meet the growing demand as well as reduction of its adverse environmental impact in the study area.

Abstract (sommario):
This study1 seeks to identify and propose a model for measuring and assessing the level of sustainability in housing environments based on a range of indicators. With this intention, the article is composed of four main parts. In the first part, the relationship between sustainability and housing is presented based on previous research; in the second part, a theoretical framework is put forward for sustainable housing. Then in the third part, sustainability indicators are discussed thoroughly within the context of indicator frameworks. In this section, the development, selection and measuring processes of indicators are also introduced. Finally in the fourth part, the model for measuring and assessing the level of sustainability in housing environments is presented. It is believed that this model will be used as a tool in the decision-making processes for the future development of existing housing settlements and their environments.

Abstract (sommario):
This study seeks to evaluate customer perceived value in housing in order to increase the construction of housing value from the consumer’s point of view. A total of 240 houseowners in the middle to upper housings in Medan city, Indonesia, participated in this study. The data analysis used in this study is the Partial Least Square (PLS) approach. The results indicate that the perception of consumer value is strongly influenced by the economic value of the housing and the location function of the housing. Housing offered should be able to meet the needs of consumers and has the good mobility and accessibility. The emphasis that needs to be put in encouraging the perception of consumer value is the ability of the product in general, namely housing units in answering the needs of consumers.

Housing represents a basic human need. Families can access housing through public policy, market mechanisms or by their own resources. This article adopts a welfare regime approach to analyse the housing sector in Mexico. The objective is to map the Mexican housing regime and to reveal its major outcomes. The study reveals the roles that public policy, markets and families have played for housing provision in the country's recent history. Findings show that whilst recent policy changes have enhanced the government's intervention in the housing sector, they have reproduced the unequal and fragmented nature of the country's social policy, and their design based on a market rationale has not resolved the housing needs for the majority of the population. The state and markets fail to provide adequate support for the majority of Mexican families, which continue to bear the heaviest responsibility for housing provision.

Abstract (sommario):
The classification of residential real estate occupied by the citizens of the country has been raised more than once both by the scientific community and by the state. Based on the managerial approach, the article reveals the main methods of differentiation of places of residence and class of housing, used by government department at the federal and regional levels. On the example of the modern megapolis — St. Petersburg — the dynamics of the development of the housing sector, its important social character is shown. Based on historical, sociological and normative methods, the material on specific cases illustrates the heterogeneity of people living in various types of modern housing. It is concluded that it is necessary to take into account the entire system of factors that determine the classification of residential real estate in order to more accurately predict the development of social processes in the housing sector, and effective public administration at the regional level.

Abstract (sommario):
This paper presents a comparative study that investigates the relationship between housing construction rates and demographic development in the Eurasian Economic Union (EAEU). The study aims to explore the housing issue as a significant factor influencing demographic processes within the context of the disparate economic development among EAEU member countries. Employing econometric analysis, the study demonstrates a strong correlation between the commissioning of housing facilities and the population dynamics from 2005 to 2022. The findings highlight the interdependence between demographic growth and housing volume, suggesting the potential for developing a unified strategy for demographic and housing policies across EAEU countries and the international association as a whole. It is argued that improving housing conditions can foster demographic development by mitigating housing risks. Conversely, inadequate housing provision negatively impacts population reproduction dynamics. In conclusion, the paper offers recommendations for formulating a unified strategy in housing and demographic policies within the EAEU, based on the principles of housing demography.

We analyze the research trend of the Housing Research Review over the period of 1993 to 2021. In particular, adopting text-mining methodologies: word frequency analysis, wordcloud technique, N-gram, and Topic Modeling, we analyze titles and keywords of all the papers on the journal. Based on those analyses, we find that words that the papers on the journal most frequently used over the past 30 years are ‘housing’ and ‘research’, which are followed by ‘price’, ‘househhold’ and ‘income’. Our word proximity analsyis shows the most-related keywords; housing prices, housing markets, fluctuations, and trading volume in terms of market and price structure; housing occupancy and household changes in terms of housing demand. Our analysis of Latent Dirichlet Allocation reveals six categories; ‘the ownership and apartments’, ‘price and space’, ‘real estate policy and regulation’, ‘household’s decision in housing market’, ‘regional characteristics evaluation’, and ‘residency and rental housing’. The most interested topics are related to ‘price’, and we confirm that the topics of interest has been changed over the decades; from ‘development and management’ and ‘rental housing and real estate’ to ‘public housing’. In addition, our analysis confirms that housing research on Housing Studies Review is comprehensive and includes a variety of housing topics.

Sustainable architecture is a well-known and studied subject for severeal decades. The environmental awareness of professionals has put sustainability in the center of the profession of architecture and has resulted in introducing and implementing ecological designs both in the scale of buildings and cities. This article presents sustainable architecture criteria, reckons regional aspects, interprets vernacular architecture and, proposes sustainable housing unit models for Mediterranean region, specifically Cyprus. The article intends to study existing researches regarding the subject, reveals and updates key aspects on sustainable housing by focusing on the passive solar systems through proposals. The article contains proposals of an experimental and conceptual approach of a group of graduate studio course students who are architects and interior designers. The conceptual approaches of design proposals are sustainable through the usage of local materials, orientation, usage of passive solar systems, natural ventilation and lighting, hence these proposals are intended to create a diversity. In that sense, this article presents possibilities of ideal plan layouts and facades for sustainable architectural housing units in Mediterranean region, Cyprus, based on the revealed key aspects on sustainability. The originality of the article is on the design proposals that take inspiration from the characteristics of vernacular architecture, but show a contemporary approach of design.

We study the economic effects of place-based policies in the housing market, by investigating the effects of a place-based program on prices of surrounding owner-occupied properties. The program improved the quality of public housing in 83 impoverished neighborhoods throughout the Netherlands. We combine a first-difference approach with a fuzzy regression-discontinuity design to address the fundamental issue that these neighborhoods are endogenously treated. Improvements in public housing induced surrounding housing prices to increase by 3.5%. The program's external benefits are sizable and at least half of the value of investments in public housing.

Abstract The millennial generation (born 1982-2000) who currently dominates the population has a tendency to have diverse housing needs. However, the unaffordability of housing can create problems, such as inadequate housing. This phenomenon occurs in the slum area of Muja-Muju Urban Village. Based on these problems, this study aims to determine the housing preferences of millennials in the slum area of Muja-Muju Urban Village towards livable housing through a housing career approach. This study adopted a quantitative method with frequency distribution and comparative descriptive analysis by comparing the housing conditions based on indicators also considered the millenial preferences. Data was collected by distributing questionnaires directly to 109 respondents and observation. The results showed that the housing career pattern during the life cycle tends to stagnate. Besides, the average existing land plots/buildings were only 37-48 m2 and 43.2% exceeds the standard residential capacity. There were 55.6% of the millennials chose to live in existing housing because of its strategic location. Referring to the housing career characteristics, the millennial generation cannot afford livable housing in other areas which can lead to irregular buildings due to high density. This condition has not been investigated in previous studies, so the results are important for preventing the return of slums.

Abstract (sommario):
Providing operational approach to end-users' motivational tendencies in housing facilitates user-centered approach enhancing person-environment congruence. The operational approach is highly critical in case of inaccessibility of end-users in decision making, i.e. mass housing. Therefore, this study aims at explaining end-users' housing motivations from their housing attributes preferences, through a theoretical framework developed based on Maslow's theory. The investigation was carried out by using a self-administered questionnaire conducted on 127 Iranian postgraduate students of Universiti Teknologi Malaysia, and their spouse who lived alongside them. They were selected from those who lived more than one year in mass housing apartments in Malaysia. Using exploratory factor analysis, the housing attributes preferences were analyzed to underlie the latent structure and relations among them; the extracted factors were also labeled based on the different level of needs. Then, conducting one sample t-test hierarchical tendencies among the different motivational factors were identified. Referring to Maslow's theory to explain the concept and characteristics of housing needs results in identification of two different categories of housing attributes in association with the different level of needs. Accordingly, primary levels of needs that associate with relatively tangible and concrete attributes are more likely to be content-specific and predictable. The higher levels of needs that associate with relatively complicated and abstract attributes are more likely to be problematical, confusing, and non-predictable.

Dating to the classic works of Alonso, Mills, and Muth, the production function for housing has played a central role in urban economics and local public finance. This paper provides a new flexible approach for estimating the housing production function which treats housing quantities and prices as latent variables. The empirical analysis is based on a comprehensive database of recently built properties in Allegheny County, Pennsylvania. We find that the new method proposed in this paper works well in the application and provides reasonable estimates for the underlying production function. (JEL C51, D24, R11, R31)

Relevance in the research topic. The objective necessity and relevance to develop conceptual system principles for the reforms management in housing and community amenities as a programme is explained by the current sphere`s position. It is unprofitable, needs subsidies, and resource support having high energy consumption rate. Among national housing and community amenities` hot button problems we should admit its financial and economic management, management of the conditions and state support line, preservation and maintenance of the housing stock, energy saving, etc. The main provisions of the reform`s programme principles will allow to determine the main development trends in housing and community amenities, sector`s further recovery and will provide the conditions for its effective functioning. At the same time, one should take into account that higher management efficiency in housing and community amenities should simultaneously correspond to the higher level of consumer welfare and the quality of life. Problem statement. Problems of housing and community amenities management require special attention amid current reforms of administrative-territorial system and decentralization of power in Ukraine, since its maintenance is provided by local state authorities and united territorial communities (UTC) formed as a result of reforms. Analysis of recent research and publications. Unsolved parts of the general problem. Nowadays the problem of housing and community amenities` management reform is still relevant. Thus, there is a need to model the management process of housing and community amenities` regional programmes. Study task and objective. The study objective is to develop theoretical and methodological principles, and practical measures for housing and community amenities management programme using modelling. To achieve the study objective we defined and solved the following tasks: to form and substantiate the management model of the reform programme and economic development of UTC housing and community amenities amid decentralization of power in Ukraine; to build a systemic financially stable management algorithm for the provision of UTC housing and community amenities services. Research method and methodology. General scientific (analysis and synthesis, induction and deduction, and group analysis) and special (abstraction, economic and mathematical modelling, etc.) methods of studying economic phenomena and processes were used in the study. The main material. The housing and community amenities reform programme (the Programme) for UTCs should include improvement of current management system of housing and community amenities enterprises, development of market relations in the sector, reduction of costs and losses of energy carriers in housing and community amenities enterprises, implementation of effective energy-saving policy, support for self-organization types (homeowner associations, public associations) as partners of the Programme implementation. General management and funding of housing and community amenities are delegated to local executive bodies, which govern the majority of communal enterprises and housing and community amenities organizations. Amid national administrative and territorial system reform – to UTCs. Let us model the financial mechanism of housing and community amenities reform Programme in UTCs. Financing of housing and community amenities in UTCs is provided in case of self-financing at the expense of community budget funds. Income taxes of housing and community amenities enterprises are put to local budgets. At the same time, local budget funds cover the losses of housing and community amenities enterprises and, if necessary, fund the construction of new facilities. In the short run, the following options for the UTC budget are possible, namely: higher housing and community amenities debts may lead to stagnation (invariance) or lower budget profitability; profitability or reduction of housing and community amenities debts will ensure the budget revenue growth. In the long run, the further debts growth of housing and community amenities may lead to stagnation (revenue invariance), then to UTC incomes shortage and their bankruptcy. Conclusions. Based on the studied problems, the main goals of the current stage of the reformation process were set: to improve the quality of housing and community amenities services and management system, to build an effective system of market interaction between providers and consumers of housing and community amenities; to optimize the use of resources, real estate and housing infrastructure; to optimize price-making system for housing and community amenities services. In order to achieve the set goals, tree-based models were proposed: an oligopoly model of housing and community amenities providers; an oligopoly model of housing and community amenities consumers; finance management model for housing and community amenities using PPP mechanism; a model of the resource management information system; a model of the optimal price-making system in housing and community amenities. Parameters modelling of the reform Programme in housing and community amenities for different-sized local UTCs was made. The model of financial mechanism for the implementation of housing and community amenities reforms in UTC was proposed.

Over 40% of Nigerians, out of the country's present population of over 20 million, would reside in urban areas by 2030, according to United Nations demographic experts. Given that 20% of urban residents already live in substandard circumstances and that there is a housing shortfall of over 17 million units in what has grown to be one of the world's greatest low-income housing markets, this is a cause for concern. Many people around the world lack access to decent housing, but the problem seems to be most acute in developing nations like Nigeria. Additionally, there are not many residences available to the growing number of workers in both the formal and informal sectors, particularly in urban areas. In spite of the fact that the effective demand from the vast majority of the population has not changed appreciably, the report notes that housing demand in Nigeria, particularly in urban areas, has continued to climb dramatically. This study finds that all the factors influencing housing supply have reduced the quality of housing in the nation. The results showed a number of concerns with housing shortages based on the pattern mentioned in the literature. It looks at the methods employed to provide housing in Wales, in the United Kingdom (UK), and the strategies used to achieve this, and makes links to the situation in Nigeria in order to strengthen the country's housing institutions, restructure the systems, and create a more robust housing sector so that a balance between urban and rural housing units may be achieved.

The housing market is one of the most important segments of the economy of any country. As part of the study, it is shown that it is not enough to consider the housing market financing system only in the organizational and structural aspect. The application of a structurally functional approach is essential, which will improve the efficiency of market financing. The author determines the need for the formation of auto-regulators that can reduce the need for manual control of the economy of the housing complex and the state, which is especially important in the modern economic system. The study identified such auto-regulators as the inclusion of borrowers in the quality management system and the usefulness of housing finance; organization of interaction of market and state financing based on the principles of public-private partnership; the need for a system of indicators to assess the development of the Russian housing market, improving the information support of financial markets; the formation of an open system for monitoring the status of the housing market financing system.

Access to affordable housing has a significant impact on the quality of lives of households and the overall well-being of communities. The enabling approach is recognized internationally as a mechanism for housing delivery, shifting the government’s role from that of a direct provider to that of an enabler within housing markets. In line with its Vision 2030, Saudi Arabia aims to transition its role from a direct housing provider to an enabler. This study aimed to assess the extent to which enabling strategies have been implemented within the Saudi Arabian context. This research was conducted based on a desktop study of the key literature, analysis of secondary data, and content analysis of the collected documents to address the research aim. The study found that housing costs, traditional land tenure, and insufficient financing are major housing challenges, intensified by high lending interest, lack of investor diversity in housing types, and lack of long-term funding from financiers. Also, slum developments are limited to providing street access, without addressing the overall conditions and the level of services. In addition, the costs of obtaining permits and implementing building regulations have contributed to housing shortages in the country. On the other hand, real estate developers of different scales undergo a classification and qualification system to increase their capacity for housing supply. To address these challenges, the Saudi government has implemented an enabling approach, serving as a provider for low-income and vulnerable groups through the Developmental Housing Program. The government also encourages local manufacturing of building materials to boost the construction industry. The present study recommends that the government enhance existing instruments to enable access to affordable housing.

The algorithm for clustering based on neural network modeling using T. Kohonen's self-organizing maps for the analysis of the housing stock is considered. This analysis of housing stock is required for the planning of complex reproduction of housing and major repairs regional programs development. The mechanism of self-organization is submitted. The representative sample clustering of the housing stock is produced. Its result is 16 groups of objects with a high level of internal similarity. The basic advantages of this approach for monitoring and analysis of the city housing stock are described.

The article emphasizes the peculiarities of such goods as housing and the situation with the affordability of housing, which has developed in the modern Russian market, due to the outstripping growth rates of housing prices. The article considers regional peculiarities of emerging trends in federal districts in conditions of relatively low mortgage rates. Particular attention is paid to the scale and structure of mortgage lending in CFD, attention is paid to the increased role of investment decisions when purchasing housing in CFD by borrowers from other regions. Assessing the prospects of housing market development in the light of the demographic policy, emphasis is made on the growing discrepancy between the needs of the population for housing and the emerging demand, shifted to the purchase of more affordable small-size housing. This causes structural shifts in the supply of housing. The authors consider it possible to define this situation as “quasi-demand”, which does not solve the problem of improving housing conditions and, in fact, creates a pent-up demand, the aggravation of which is likely in the medium-term period of 7-8 years. The article is written based on official statistics with the use of econometric modeling and graphs.

Housing is a platform of wealth accumulation in many home-owning societies. Ownership of assets often contributes to help people build social capital, influence their social participation and helps them access increasingly privatised goods and services. Such ‘asset-based welfare’ has been fashionable in Western academic circles, considering the ways in which housing could become a real or potential welfare resource. It may not, however, be such a novel idea from an East Asian perspective since the promotion of home ownership has always been embedded in the wider context of welfare provision in many parts of the region. Despite the argument that an increasing level of home ownership could potentially compensate for the erosion of family support, the sustainability of a home-ownership-based welfare approach has been questioned. At the forefront of ‘post-growth’ societies with societal ageing, recession, housing price volatility and neoliberal policy reforms, using Japan as a case study, this article examines the reasons and conditions behind the lack of success in commonly identified strategies of asset-based welfare in a regional context. The policy-driven market failures which supersede the cultural obstacles require re-examination.

Purpose The purpose of this paper is to describe the principles of a conceptual model to help developers and housing users achieve their expectations regarding quality, affordability and reasonable profits. Based on the identification of housing user’s preferences extracted from the survey, data are incorporated into model simulations considering budget restrictions for developers as well as for housing users. Design/methodology/approach The models’ development was based on fieldwork in Guayaquil, Ecuador, using a method that includes housing users’ preferences. Developed through a “methodological pluralism”, this study identifies people-oriented variables and assumptions. Thus, a more integrated approach is proposed, crossing and covering the fields of different disciplines. Findings The study concludes with findings regarding the identification of the most preferred attributes of housing users and the proposal of an alternative method to incorporate quality into model simulations for estimating housing market prices. Through optimizations, it is found that the optimal number of housing units per housing types in urban projects, which translates into more reasonable profits for the developers and the provision of better and more affordable houses for the users. Research limitations/implications A more complete assessment of the principles described in this paper will require a larger timeframe and location of application. Practical implications The identification of the most preferred attributes of housing users and the inclusion in a conceptual simulation model would help private and public developers to provide better and more affordable houses for users as well as to attain reasonable profits. Further, housing national policy could also be influenced by model’s results. Social implications The consideration of housing user’s preferences will entail an improvement of quality of life for social housing projects. Originality/value The study’s main original and novel contribution is the development of an approach for the inclusion of housing preferences into model simulations by using quality points and housing demand curves.

In a city, housing price varies with location. Thus, housing price plays an important role in detecting the spatial pattern of the city. Spatial interpolation methods have been widely used for simulating and predicting urban housing prices. In this paper, the Ordinary Kriging interpolation method is used for producing the digital elevation model (DEM) of urban housing prices. Based on the three-dimensional DEM of urban housing price, this paper develops a novel approach for geo–visual analytics of urban housing prices. To investigate and visualize the spatial morphology of housing price, we design the Water-flooding, Section-cutting and Belt-floating methods, and implement these methods with the 3D-analyst module in GIS environment. Then, we take Wuhan City as a case, apply this approach to analyze the complex spatial morphologic characteristics of the DEM for housing price and visualize the results from the multidimensional perspectives. The results show that the Water-flooding method effectively supports the investigation of the top areas of surface changes; Section-cutting method performs well in examining the profile or cross-section of the urban housing surface; and Belt-floating method is helpful for detecting the spatial variance of the urban housing surface through the routes of specific lines. The results demonstrate that the proposed approach works better than traditional methods in describing the complex spatial morphology of urban housing prices, and has an advantage in visualizing the analysis results.

Purpose Housing policy is a key tool in urban development and has multiple functions that directly affect human welfare. This study aims to review housing policies in Iran from a critical perspective. In fact, the study and pathology of housing policies are considered in this research. Design/methodology/approach To advance this research, a quantitative (fuzzy TOPSIS and fuzzy AHP) method was used to rank the policies and the qualitative method (interview and literature review) was used for the pathology of housing policies. Findings The failure of policies to provide housing in Iran is decisive, but social housing policy has a relative superiority to other policies. Causes of failure of Iranian housing policies are as follows in a pathological perspective: commodification and speculative approach to housing; lake of social and physical sustainability; social stratification and classification; inconsistency with environmental conditions; non-indigenous nature of housing policies; exclusion of local institutions in the decision-making process; and the dominance of a populist perspective on housing. Originality/value This study is a comprehensive study because it has been extracted from the dissertation. By reading this study, the reader will be aware of the general conditions of the Iranian housing sector.

This paper reviews the UK Net Zero Strategy in conjunction with the decarbonisation of the affordable housing sector, with a focus on the key stakeholders involved in the decarbonisation process. Viewing it from a socio-technical perspective, this paper discusses three overarching groups of people in delivering low-carbon affordable housing � affordable housing providers, the supply chain and residents � highlights the range of issues and factors that policymakers should be considering; provides sign-posts to evidence; and discusses some critical gaps, barriers and transition risk factors in delivering net zero policies and potential mitigating strategies that can be learned from exemplary projects. The conclusion of this paper proposes a preliminary structure for a five-step place-based, human-centred framework to implement net zero in the affordable housing sector, emphasising the importance of long-term legislative certainty and funding, localised decision-making with stakeholder engagement, including approaches such as communities of practice, a soft landings framework, and developing monitoring and evaluation matrices.

Abstract In the Netherlands, the development of student housing has been increasing with the significant growth of the student recruitment in recent years. As such, there is a pressing need for a retrospective reflection of the performance of student housing built in previous years. However, a user-centric building performance evaluation framework (BPEF) for student housing is not available. From the user perspective, this study aims to develop a BPEF to support student housing management. Based on a thorough literature review, 14 building performance attributes (BPAs) applicable to student housing were identified, structured and incorporated into a preliminary three-level hierarchy of BPEF. A focus group discussion, which was conducted to verify the preliminary BPEF, established an improved BPEF that comprises 15 BPAs. A Dutch student housing case was selected to test the established BPEF using the data collected through a survey. The qualitative and quantitative data complement each other to provide in-depth examination of the student housing’s performance, and the survey results prove the validity of the BPEF. This study serves as a pilot case in establishing the BPEF from the user perspective, and the validated BPEF can be used in future research or practical evaluation on other student housing developments.

This paper presents a user-centred design method for developing prototype housing designs in the Paipe community of Abuja, Nigeria, addressing the challenges posed by rapid urbanisation in low- and middle-income countries (LMICs). UCD is a qualitative methodology that prioritises end users in the design process. This study employs qualitative methods to collect data through interviews, field surveys, and site analysis using a single case study. The UCD approach was used to develop a profile of residents and identify their needs and preferences. Thematic analysis of the data led to the creation of design specifications and prototype designs. Two design options were developed: a cluster design based on field survey observations and an enclosed modern design based on residents’ preferences. This study contends that user-centred design (UCD) is essential for sustainable housing provision in LMICs, aligning with the United Nations’ adequate-housing programme.

Abstract Housing is an important social and economic asset for society. However, increasing costs of living and demand for affordable housing is outpacing supply in Australia. Governments and housing providers, particularly community housing providers, are grappling with these challenges. This paper discusses steps towards building a more rigorous, evidence-based approach for social and affordable housing provision in Australia. It is proposed that housing be considered like other critical social and economic infrastructure such as schools, hospitals and civil infrastructure (i.e., roadways). The paper presents findings of Australian industry-led social and affordable housing research undertaken between 2014 to 2020. Past and current research findings inform the decision-making framework, including: (i) a productivity-based conceptual framework; (ii) the establishment of nine impact domains including meaningful and measurable outcomes and indicators; (iii) a composite return on investment approach which addresses the broader benefits of access to safe and secure housing; and (iv) thirteen elements being used to map the complex and integrated social and affordable housing network. The emergent decision-making framework resulting from this longitudinal study will be a critical tool for government and social and affordable housing providers to achieve economically and socially sustainable outcomes.

Abstract Social Housing Retrofit offers positive social, financial and health improvements for low-income populations. However, the stakeholders in such projects might have conflicting needs and interests, thus hampering the retrofitting process. Living labs can play a vital role in supporting mediation amongst stakeholders and thus help alleviate such challenges. Living Labs (LLs) are user-centred initiatives for the development of innovative solutions in real-life contexts through a collaborative process. User involvement is vital in the LLs’ innovation process. This paper describes the setup of a Social Housing Retrofit LL from a methodological perspective. Existing literature reporting LLs often lacks clarity on its description of the LLs underlying methodological approach. The main contribution of the paper is to depict the living lab as a method based on the social housing retrofit context. The proposed solution i.e., the LL methodological approach, is described at a detailed level, including its main activities, and expected outcomes. The approach can bring together residents and other stakeholders, leveraging knowledge sharing, collaboration, and co-creation through their involvement in the retrofit process. The solution is evaluated in contrast to existing literature, and it should be implemented in the future throughout the development of an ongoing research project U-VITAL.

The jobs–housing balance concerns the spatial relationship between the number of jobs and housing units within a given geographical area. Due to the separation of jobs and housing, spatial dislocations have occurred in large cities, which have resulted in a significant increase in commuting distance and time. These changes have ultimately led to an increase in pressure on urban traffic, and the formation of tidal traffic. In this study we introduce a multi-agent approach to examine the jobs–housing relationship under the maximum location utility of agents. The jobs/housing ratio measures the balance of the of jobs–housing relationship, as well as comparing and analyzing jobs–housing separation in Beijing by district, county, and street scales. An agent-based model was proposed to simulate spatial location selection behavior of agents by considering environmental and economical influences on residential decisions of individuals. Results show that the jobs–housing relationship imbalance in Beijing has been mainly aggravated due to rapid population growth in the 6th Ring Road. An imbalance in the jobs–housing relationship has arisen due to a mismatch with the number of households available compared to the number of jobs; the surrounding urban areas cannot provide the required volume of housing to accommodate the increase in workers. Six sets of experiments were established to examine resident agents and enterprise agents. Differences in resident agents’ income level had a greater impact on residential location decision-making, and housing price was the primary factor affecting the decision of residents to choose their residential location. The spatial distribution of jobs and housing in Beijing under the maximization of micro-agent location utility was obtained in this study. Results indicated that the imbalance in the jobs¬-housing relationship in central Beijing has improved and, compared with the initial distributions, the number of jobs–housing balance areas in Beijing has increased.

Scholars are polarized on the issue of the best approach for measuring housing affordability. This has generated a lack of consensus on the best method to adopt in measuring the concept. Consequently, this study is set-out to extend the literature on housing affordability by examining the public housing affordability for each income group in Nigeria using Abuja as a case study city. This study is aimed at providing the contextual framework for the redefinition of housing affordability based on the diversity of income. The housing cost approach was used to measure housing affordability, whereas the principal component analysis determined factors that caused the unaffordable housing market. The results showed that public housing was not affordable to low and medium-income earners. The unaffordable housing market for each of the three income groups was influenced by diverse factors. Consequently, public housing provision should consider the affordability of each income group. This is because factors that determine housing affordability are peculiar to each of the three income groups.

Promoting green building has become an important policy goal in Taiwan. This paper explores the possibilities of transforming a regular duplex housing unit into a green building. Through an examination of residents’ demand of a selected housing community in Tainan, Taiwan, the demand of green building facilities and services by actual users was identified. This was followed by a design approach which applies several selected green building technologies based on the demand of residents and local environmental characteristics. The result shows that multi-dimensional goals of transforming existing housing into a green building can be obtained through a well-planned design approach which better understands the demand of residents.

This article aims at discussing the New Public Management (NPM) approach that has been implemented in housing policies for low-income communities (MBR) in Indonesia and specifically describes how the NPM approach has diametrical relevance to the post-NPM approach. This research method uses a review approach. The data collection technique is through searching various sources and literature, both from NPM theories, regulations and historical documents on housing policy in Indonesia. Data analysis used in this study uses several stages, i.e., first a brief description of the history of Indonesia’s housing policy during the Old Order, New Order s provided; the second stage focuses on the new order or reform era and explains how the housing approach for MBR in Indonesia has adopted the NPM policy, and the final section presents the direction of the housing policy reform in Indonesia based on the post-NPM paradigm. The result of the study indicates that the NPM approach in the context of housing policy for low-income communities (MBR) in Indonesia has not been fully able to overcome housing problems for low-income communities (MBR) and in principle the NPM approach requires socio-cultural, economic and political adaptation of Indonesia. The main point of this article is to encourage the realisation of an ideal housing policy for low-income communities (MBR) in the future through the application of a post-NPM approach as a correction and evaluation instrument while at the same time encouraging the housing policy reform for low-income communities (MBR) in Indonesia.

Abstract (sommario):
This paper examines key aspects of the behavior of housing demand from a sustainable standpoint. Most studies have mainly focused on housing supply, looking at quantitative predictions without considering the qualitative relationship found between housing values and housing demand on a sustainable and microeconomic scale. We used a multicriteria decision methodology (analytic hierarchy process—AHP) for the analysis of preferences in demand, based on the theory of multi-attribute utility of housing, to determine the relative importance of each characteristic of housing and its influence on the decision-making process. For this purpose, we carried out the study over three main groups of stakeholders in the housing market: real estate surveyors, real estate agents, and housing buyers (the latter representing the housing demand). Results show that although there might be some slight discrepancies among the three groups in the decision-making process and the weighting of housing attributes, the three groups agree in most of the process, especially when defining the criteria and the importance that each criterion has on the process of valuation. This study provides important managerial and sustainable implications for the real estate market related to urban public policy, as we highlight which criteria are most preferred.

This Chagas disease prevention project via housing improvement aims to determine the efficiencyof different interventions in vector control. The following study describes the target communities, disease magnitude, and housing improvements. Transmission levels are analysed from an ecological and socioeconomic perspective. Special interest was focused on the peridomicile as the origin of domiciliary reinfestation. In the original project, three intervention programs were proposed, one for each of the three communities: (a) an insecticide spraying program; (b) a housing improvement program; and (c) a combined program of spraying and housing improvement. The three communities currently have different risks of exposure to triatominae reinfestation as a consequence of the type of intervention carried out. A new multidisciplinary approach which integrates participatory, community-based research and socioeconomic dimensions will allow to determine the efficiency of models for territorial ordering, community education, and environmental interventions in Chagas disease control.

The characteristics of low-income housing in Namibia include severe inequality in housing standards, heavy reliance on non-office jobs, overcrowding, and poor infrastructure. This study uses a survey and semi-structured interviews to investigate the improved service delivery of this low-income housing. It explores this through the perspectives of community-based facilities management, sustainability, and enterprise development. In particular, the study examines opportunities for enterprise development, the willingness to participate in the production and management of public services, and the current state of public services in selected settlements in Windhoek. The results show that a lack of access to fire safety, disaster prevention, recreation, green spaces and tourist facilities are gaps in service delivery. Residents are willing to participate in both the co-production and management of public services. The study also found that residents have the appropriate skills to enable their engagement in management and production, and suitable governance structures are put in place to foster trust. The study recommends a policy that requires community visioning focused on public service improvement. It also calls for renewed trends in low-income people’s participation in public service development processes. The study’s contribution to existing knowledge on this subject is that it produced a multi-faceted framework for improving public services in low-income housing that is based on principles (and actions) of sustainability and policy (and planning) of land/housing access and has the potential to lead to public service-based community wellbeing.

This article focuses on the identification and illustration of the shift in low income housing policy and implementation in Thailand. Housing is one of the major sectors of national development; it plays a vital role in a developing country. Policy and housing mechanisms have witnessed major shifts toward affordable housing since 1973, mainly implemented by the public sector. This article is concerned with the decentralization of the governmental role in providing shelters for low income groups to the present-day civil society activity in the creation of affordable housing. The role of civic social innovation in urban development was a result of key social structure changes to strengthen a community based on social capital. An affordable house is not a spatial organization but rather a reflection of social movement planning. The objectives of the study were (1) To analyze a comparative study between public sector and civic society approaches to affordable housing development by NHA and CODI; (2) To analyze the lesson learnt from development projects by government and civil society, using a thorough analysis of the process of participatory subsidies; (3) To identify the government policy and civic society by NHA and CODI effects on urban development processes in Bangkok Metropolitan Areas. This could help NHA to identify any necessary changes to policies to encourage low income housing development; and (4) To recommend a policy of affordable housing developments for the low income group. The research method comprised a field-base case study using observation, interviews, and questionnaires, which was conducted among a random selection sample of 200 households in Baan Eua Ah-torn Project and Baan Man Kong Project. These findings provide a policy framework that brings together three concepts. First, a policy of providing for low income groups alone is not effective in the development of housing projects; it should mix income groups for sustainable housing development. Second, Baan Man Kong Project places more emphasis on the process and continuity of development than Baan Eua Ah-torn projects. Third, both projects will support the housing shortage. In the final section, conclusions are drawn about social innovation in governmental policy, focusing on empowering experiments with decentralization and governmental democracy accessible to civil society and its interests.

Purpose The purpose of this paper is to understand the dynamics of inclusive approaches to housing development programs directed at supporting low-income communities. Design/methodology/approach This study uses a mixed-methods approach by employing a combination of case study and survey methods, whereby the development process is studied through qualitative approaches and specific determinant comparisons of quantitative Z-tests. This study provides data from key informants: end-users (ten occupants), leaders of community-based organizations (2), and supporting non-governmental organizations (2). Findings These results indicate that an inclusive approach is more likely be able to provide low-income households with access to a variety of key resources that are identified as housing development priorities, particularly when compared with the supply-side approaches currently being promoted. Practical implications This study helps to encourage policymakers to think about more targeted and facilitative processes to meet the needs of public housing in Indonesia, a challenge that has resulted in ironic effects, and has not met the important challenges in providing access that is adequate for the people of Indonesia. Originality/value The current study provides data that provide evidence of positive value of inclusive approach to response the equitable issues in housing provision, particularly in Indonesia.

In Argentina, the housing policy model conceived and applied during the 1950s, 1960s and later, deepened by the National Housing Fund (FONAVI) in 1972, was based on the idea that mass production would favor the sustained development of the construction industry, making it possible to overcome the deficit and benefiting the economy as a whole. This model was implemented in the same way in rural areas, and public housing policies have not tended to address rural areas with their own identity, nor have they taken into account the ways of life and habitation of this population. In this sense, this paper sets out to carry out a historical review of the public rural housing policies carried out in Tucumán from 1860 to 2018, analyzing the logics and processes that they promote. The results show that, since the creation of the Provincial Institute of Housing and Urban Development (IPVDU) in 1969, the production of state housing continues to focus on works with urban characteristics, without differentiating towards the rural interior of the province. This excludes the lifestyles and ways of life of the target populations.
